Two pilot scale bioreactors designed to treat acid mine drainage primarily using sulfate reducing bacteria were constructed underground at the Eagle Mine Superfund site in Minturn Colorado. The project was designed to test th applicability of microbiological treatment on water with high metals concentration and to test the process in an underground environment. Objectives were, 1) to compare metal removal, pH increase, and sulfate reduction in a single stage reactor with a double stage reactor of equal volume at varying flow rates; 2) to determine where within the substrate treatment occurs· and 3) to examine volume versus surface ara as a design parameter for optimizing metal removal processes. Results from the reactors showed that the single stage reactor and double stage reactor performed equally well for the removal of Cd, Cu, Pb, Fe, Mn, and Zn. pH increased above 6.5 in both reactors. Greater than 97% of metals were removed within the first ten inches of substrate. Volume proved to be a more useful parameter for determining removal rates than area. Using volume as a design parameter rather than surface area enables PMDT systems to be constructed as packed columns rather than broad wetlands, Thus, space requirements are significantly reduced.

Arch Mineral's Captain Mine has used the Bucket Wheel Excavator System(BWE) for over 3 years in conjunction with a 180 yd3 (138M3) stripping shovel. The bucket wheels prestrip the soft overburden ahead of the shovel. This soft overburden is brought to the spoil side through a series of shiftable conveyors and placed by a spreader over the ungraded or partially graded shovel spoils. The placement of the soft overburden and top soil is accomplished in a manner that meets the reclamation mandates. The prestripping by the BWE has reduced the incidence of the highwall and spoil slides, depth the stripping shovel has to dig and the volume handled by the pullback draglines.

A description is given of the investigation conducted at Sherritt Gordon's Ruttan Operation in Manitoba during 1986. Gas and dust concentrations were measured in the exhaust air of the major working sections to assess the potential for recirculating exhaust air into the intake air in winter to reduce heating costs. The results indicate that there is excellent potential to significantly reduce winter heating costs by controlled recirculation of exhaust air. Gas and dust concentrations vary significantly during the working shifts but have consistent trends from shift to shift and day to day. The variations in gas concentrations have similar trends but no single gas could be reliably used to predict the variation of the other gas or the dust concentrations. Dilution and the other effects which reduce pollutant levels as the exhaust air returns to surface indicate that recirculation should take place as close to surface as possible, subject to the economic constraints of the airway construction required and the extra fan energy required for the longer recirculation path. Recommendations are made for the choice and positioning of air and dust monitoring sensors and the logic of a control system. Economic analysis of the results indicates that controlled recirculation is viable at an existing mine with a pay back period of approximately two years. Incorporation of a system into a new mine at the planning stage would significantly shorten the pay back period.

A hydraulic rock breaker was developed in Germany by Helmut Darda and uses a wedge-plug and feathers mechanism powered by a 10,000 p.s.i. power pack. During the past four years these tools have been increasingly used all over North America for secondary breaking of boulders and rock. More recently, techniques have been developed to break rock off the solid in trenches and rock emplacements where blasting is pro¬hibited or very limited. Underground operations are commencing to adopt the splitter for scaling plus including systems which can be efficiently applied to chambers and mines. Mr. Neil Duncan, who was originally scheduled to give the main part of this presentation has, during this past month accepted a position with the Alberta Energy Resources Conservation Board in Calgary. The board encourages its members to take part in seminars such as this but, unfortunately, due to the heavy pressure of work, it was impossible for him to attend this conference. Mr. Duncan has, however, forwarded me his notes and suggest¬ions, and using these, combined with a slide presentation, we feel that we can quickly and clearly define the operations and application of the hydraulic splitting technique as it applies to your profession and tunnelling work. New powerplants, tunnels and dams are currently under construction at Meraaker to triple the annual power production of a nearly 100 year old power scheme. A total of 44 km tunnels with cross sections varying from 7 m2 to 32 m2 have been excavated in hard rock formations. Ten kilometers were excavated by a High Performance Tunnel Boring Machine (HP TBM). The remaining tunnels have been completed by the drill and blast method, using modem proven equipment and procedures. This paper gives special attention to the TBM drive and equipment selection, including, planning, site organization and performance.

High tonnage hoisting of materials by vertical conveyors through deep shafts is a relatively new concept in mining that is proving to be effective. The development of the Pocketlift® belt by Metso Flexowell, located in Moers, Germany, enabled the installation of a deep shaft vertical conveyor in 2002. This application followed years of design and operational experience gained in medium-depth shafts around the world. This study examines the accuracy of area sampling for measuring the dust exposure of mining machine operators in coal mines. The specific objective of this research was to find locations where an area sampler might work better than earlier studies have indicated. The results show that fixed-location area sampling cannot accurately predict the dust exposure of a machine operator, even when the best fixed location is sought, the fixed location is quite close to the operator and the bias due to the dust concentration gradient is corrected. Industrial hygienists have known for many years that area sampling is unsuitable for measuring air contaminant exposures in the workplace. Near contaminant sources, the dilution air and the contaminants are not evenly mixed. Therefore, when workers are near contaminant sources, exposure measurements must be taken from the worker's breathing zone to be accurate.

The picture of swarms of Brazilian prospectors or "Garimpeiros" crowding or, more correctly, overcrowding the gold regions of the Amazon jungle using the time-aged empirical approach to gold exploration has finally run its course. There are two fallacies that have lead to a reduction in the discovery of new gold fields in Brazil. The first fallacy is that "Brazil's geology is largely unknown." The extreme depth of weathering and the general lack of understanding of the shield deposits are at the origin of this misconception. The second fallacy is that "Brazilian prospectors ("garimpeiros") are very naive, have very little technical knowledge and can only produce gold at very low recovery rates." This is more of a result of wishful thinking for the purpose of justifying limiting exploration programs than it is a real consideration. In this paper, the author takes a methodical heuristic approach to gold exploration in Brazil and offers this as an alternative to the empirical approach of the garimpeiros.

Early experiences suggested autogenous mills were difficult to operate and consumed substantially more energy than conventional rod/ball mill circuits. As our understanding has increased and the technology has matured this perception has changed to the point where most new comminution circuits are ag/sag based. In addition many operators have replaced existing conventional circuits with this technology. The JKMRC has been studying ag/sag mills for over 20 years. During this time it has amassed what is probably the single largest and most detailed data base of pilot and full scale mill operations in the world. This has been used to help develop and refine its cur- rent commercially available mathematical model of ag/sag mills. A decade of its application has greatly helped simplify both design and operation of ag/sag milling circuits as well as helping to promote the effective use of recycle crushing, secondary crushing and closed-circuit operation. This paper describes the development of ag and sag milling in terms of our understanding and the evolution of the technology. In addition the application of mathematical modelling and simulation in designing and operating efficient circuits is described with the aid of practical examples.

Silverton was the queen city of the western mining towns in the early 1900s. Located high in the San Juan Mountains, the town constantly grew and changed. Yet, it was subject to the vagaries and whims of economics, politics and disasters, natural or otherwise. Breweries, smelters and sawmills serviced Silverton's swelling mining population, which reached several thousand at its peak. Two trains a day ran from Durango to Silverton, in addition to trains running from Silverton over the top of Red Mountain on to Ironton. They ran up Cement Creek to the little town of Gladstone and up the Animas River Valley to Howardsville, Eureka and Animas Forks. During these prosperous times, construction flourished. There were plenty of wooden structures, and many of these stand today. The first brick buildings were built by bricklayer Patrick Stanley in 1877. It took quite a while for the first car to arrive. Almost 28 years passed from the coming of the first train to the arrival of the first car. It was brought over 3,840-m (12,600-ft) Stony Pass from Creede, CO, in an incredible journey retold years later by Louis Wyman. "Dad's daydreams were not the idle musings or the fantasies of a mystic," Wyman said. "They had a way of erupting into reality. He advocated and built good roads," he said. "During the summer of 1910, he was up to his sweatband in a project that took in half the state of Colorado. He envisioned an automobile highway, unheard of at that time, running southwest from Denver through the scenic grandeur of the high Colorado Rockies. The road would traverse a thousand miles or more of the state's finest recreational land finally circling back to Denver. Years later, when all of the county roads had been connected, it became known as 'Colorado's Thousand-Mile Circle Route.' Of course, Silverton and the San Juans were bright stars along the way."

The evaporite deposit at Searles Lake consists of alternating brine-saturated saline beds and saline-bearing mud beds. Three major subsurface brine-saturated saline horizons have been identified by private companies and the U.S. Geological Survey. They have been termed, from bottom to top, the Mixed Layer, Lower Salt, and Upper Salt. The important water-soluble components (Na, K, Mg, CO3, HCO3 , SO4, Cl, and B407) are either in brines or have combined to form the following minerals: halite, hanksite, trona, nahcolite, burkeite, borax, thenardite, northupite, sulfohalite, glaserite, etc. Kerr-McGee Chemical Corp., the current operator at the lake, selectively pumps interstitial brines from each of the major horizons to feed its three chemical plants. As the pumping continues, brines are continuously replenished within the deposit by dissolution of the minerals through natural recharge or artificial fluid injection (solution mining). The brines are processed to produce a variety of chemical products, which include sodium carbonate and sulfate, potassium chloride and sulfate, sodium borate, and boric acid. The Anaconda Minerals Co. has been evalua¬ting potential domestic trona acquisition since 1981. We have evaluated various properties in the Green River, Wyoming trona district, and Owens Lake and Searles Lake in southern California. In 1983, we purchased with our joint-venture partner, Leslie Salt Co., the southern portion of Searles Lake from Occidental Petroleum Corp. Since mid-1983, Anaconda has been conduct¬ing a small exploration-drilling program at the property. The initial core holes were drilled along and adjacent to the existing access road. In 1984 we used an all-terrain drill rig to gain access to drill sites on the playa where no roads exist. The use of this equipment proved to be highly successful. The drill program consists of coring to an average depth of 450 feet and collecting brine samples from potentially commercial horizons. The brine samples are collected by setting a packer and swabbing the hole. The core is logged and split lengthwise; one-half is submitted to our Tucson Geoanalytical Laboratory for semi-quantitative mineralogy by X-ray diffraction and the following suite of chemical analyses: Na, K, Mg, C03, HCO3, SO4, Cl, B407, Li, H20 insolubles, and acid insolubles. Additional test work for selected core samples will include effective porosity and horizontal permeability determinations. The brine samples are subjected to the same suite of chemical analyses (minus insolubles) as the core samples. In addition, specific gravity is also determined. Both cross sections and isopach maps are being constructed. The hydrological characteristics of the potentially commercial horizons are also being investigated.

Kelsey Lake kimberlites are a cluster of eight diamondiferous pipes that occur in the northern State Line kimber lite district of the Colorado-Wyo¬ming diamond province (Coopersmith 1991, 1993) (Fig. 1). This is located at the southern margin of the Wyoming Archean province. Two relatively large pipes and a few smaller bodies define the cluster (Fig. 2). The Kelsey Lake kimberlite cluster has been developed as the first diamond mine in the United States. The cluster was discovered in 1987. Full-scale production began in the spring of 1996. Mining has produced gem-quality diamonds up to 28.3 carats in size. The 30 State Line kimberlites, intruded about 390 million years ago into Proterozoic crystalline rocks, were presumed to be underlain by Archean basement of the Wyoming Province. Nearly all the kimberlite pipes contain diamond but only the Kelsey Lake pipes are economic. The Kelsey Lake kimberlites contain predominately diatreme facies kimberlite, with minor hypabyssal and crater facies rocks locally occurring. Alteration and weathering of the kimberlites is extensive. Petrologic studies indicated an underlying lithosphere that has a largely Proterozoic signature and shows evidence of deep melt and metasomatic events. Current development has concentrated on the two largest pipes. These have been bulk-sampled after geological study (1987) identified the presence of small diamonds and mineral chemistry indicating favorable diamond conditions. A 10-t/hr (11-stph) rotary pan plant was established in 1992 to process thousands of tons of bulk-sample material. Grades and gem-quality diamonds to 14.2 carats in size were recovered. Early in 1995, it was decided to move from evaluation to commercial mining. Production began in early 1996. A 195-t/hr (215-stph) rotary pan plant was built. A water supply system and tailings disposal have also been incorporated. The project straddles the Colorado/Wyoming border. Existing mining permits were amended to incorporate the increased scale and new plant facility. The permits for this project included the following: Colorado mining permit, Wyoming dozing permit, Corps of Engineers Section 404, Colorado NPDES, Wyoming NPDES, Storm water Management Plan, Air Pollution Emission Notice, various Colorado and Wyoming State Engineer and well permits, Substitute Water Sup¬ply Plan, Larimer County Special Use Review, and US Forest Service road use permits. The temporary destruction of a wetlands area was a sensitive issue. It has been addressed through the Clean Water Act Section 404 permit administered by the US Corps of Engineers. This use will be mitigated by creating new, self-sustaining wetlands in the immediate drainage system. A comprehensive and bonded reclamation plan is incorporated in the permits. Diamond mining and ore processing is environmentally benign. No chemicals are used in processing the diamonds. The plant is a water wash facility. The kimberlite ore is inert, as is the granite wall rock. The exposure of the ore body and the subsequent ore processing and waste rock and tailings containments pose no threat of release, leaching or dispersion of any detrimental elements. There is no acid-forming waste. Even a prolonged acid rain environment will not produce a harmful leachate. Slimes containment and clarification ponds will prevent unacceptable levels of suspended solids in water discharge. In the municipality of Rio Quito, department of Chocó, Colombia, alluvial gold has been illegally exploited by suction dredging. The project consists of using geospatial techniques to identify degraded areas and analyze the viability of remediation dredging to mitigate environmental liabilities. The area has sediments contaminated by mercury and cyanide, so it is necessary to reconform the riverbed with the remediated material. Two separate studies investigated the compressive strength of basic igneous rocks and its relation to index properties such as porosity, density and soundrave velocity. The rocks tested were weathered dolerite from S. W. England and vesicular lavas from California. In both cases strength was affected considerably by porosity. In the dolerite, strength was also affected by fissures (microcracks) which were formed in the parent rock by shearing and later accentuated by weathering. While test results show that porosity, density and sound velocity are not reliable indices of rock strength, these properties are useful in interpretation of strength test results. Index testing can be used to classify samples according to similar behavior and to recognize the influence of fissures.

Following a severe recession in the early 1980's, mining companies have taken significant steps to improve metallurgy and reduce operating costs. They do not view chemical reagents and the long-term relationship with reagent producers the same way they did two decades ago. This paper discusses the general perspective of changes that have taken place over the years, especially with respect to cost of production, selling price and environmental constraints. A cooperative program between the consumers and producers of chemical reagents is recommended to understand each other's problems and identify the present and future needs of the mining industry. This approach will be beneficial to the long-term survival of both parties.

An investigation of the oxidation reactions of two industrial copper mattes was performed using dflerential scanning calorimetry (DSC) and thermogravimetric analysis (TGA) at heating rates of 20°C and 8°C/min, respectively. The temperature of incipient reaction, the total exothermic and endothermic heats of reaction and the weight change during the oxidation process were measured as functions of the oxygen concentration in the oxidizing gas, matte grade and matte particle size. The temperatures of incipient reaction measured from the DSC experiments were found to increase monotonically with all three input variables. TGA experiments showed that Cu2O and CuO CuSO4 are formed before the complete oxidation of Cu2S to CuO.

P.J. Ehret By and large, I agree with many of the precepts discussed in the Saperstein paper. I believe there is much more that can be done on the local level to involve both government and planning in the mine permit review process. Admittedly, much can be done to improve discussion between the state regulatory authority, local authorities, and mine operators. However, I strongly disagree, as suggested in the paper's conclusion, that such a system, as outlined in Saperstein's paper, could result in a reduction of review time or a lowering in the cost of permitting. The implementation of such a system by its very nature would only add a new level of bureaucracy to an already cumbersome process. This system, in my opinion, would only add to the cost of permitting and the time necessary to obtain a permit. Admittedly, it would achieve the result of adding local influence into the permitting process, but at what off-setting cost? It has been my professional first-hand experience and observation in the permitting and lands unsuitable processes to note that under the present system, local governments that do feel they have a stake in local mines and actively ad¬vocate their position (not simply comment), have had significant input into the conduct of mining and reclamation plans in their areas. Mining companies that mine in these areas are aware of local interests and attitudes, and do consider them in their plans. Simply put, local governments that want to get involved and want to play significant roles can and do. Those that do not advocate a position or have no input to offer do not. Although the present system is not as direct in effect in regard to local control as Saperstein's, it does work. It does so without the red tape that would result from developing miniature regulatory authorities in every county in which mining occurs. Although local input is important, there are many more sections of the Surface Mining Control and Reclamation Act (SMCRA) than Sections 508(a)(8) and 522(a)(3)(A) that also are important. It appears Saperstein's paper may overindulge these sections. An additional specific comment is made in regard to the statement that while local areas benefit from mining (wages, salaries, and purchases), they also endure environmental deterioration caused by mining affects. It is believed that the whole purpose for which SMCRA and its resulting regulations were enacted and developed was so mining would not be permitted if significant environmental deterioration could occur. Therefore, it could be argued that this point under current law is moot. Reply by L.W. Saperstein P.J. Ehret writes in a reasoned and rational way and makes some good points. The arguments in favor of central control of the designation process reflect all of the benefits associated with central environmental control: consistency of enforcement, efficiency of operation, ease of communication among enforcing agency, etc. Nonetheless, the decision to mine or not to mine is a landuse decision which, in substance, is similar to the decision to build a shopping mall, a new highway, or a housing subdivision. Although, state and federal governments' interests in the protection of public welfare are real and are expressed properly in mining laws and mining enforcement agencies (OSM, Illinois Department of Mines and Minerals, etc). I continue to maintain that the permitting and designation processes should originate with local government, which is in keeping with the American tradition of delegation of the land-use decision to local or regional government.

A Norbridge review of 25 top mining companies highlighted financial problems for many firms. To better understand these results, Norbridge benchmarked 17 mining companies to understand the problems that companies face, the methods being used to improve performance, and the results that have been achieved. The study indicates that many mining companies in three sectors-coal metals, and non- metallic minerals-have implemented new strategies to improve performance. Many of these strategies supplement traditional initiatives with two types of process improvement efforts, facility-specific and company-wide, to help generate performance gains. The study compares the results of these strategies in each sector. INTRODUCTION imes are tough in the mining industry. Norbridge reviewed financial results of 25 top mining companies for the past 2 years-seven coal companies, twelve metals companies, and six non-metallic minerals firms.*The study found that 40% lost money in 2002, and * Coal companies include Alliance Resource Partners, Arch Coal, Consol Energy, Massey Energy, North American Coal, Peabody Energy and Westmoreland. Metals producers include Barrick Gold, Cleveland-Cliffs, Coeur d'Alene, Falconbridge, Freeport McMoran, Grupo Mexico, Inco, Newmont Mining, Noranda, Phelps Dodge, Placer Dome, and Teck Corninco. Non-metallic firms include Florida Rock, IMC Global, Martin Marietta Materials, Oglebay Norton, PotashCorp and Vulcan Materials.
