Increasing transportation costs, clean air regulations and the decreasing availability of landfill space are factors in the increased interest in the utilization of low cost disposal sites for coal combustion residues (CCR). Inactive surface and underground coal mines can satisfy the conditions for stable CCR disposal sites, and subsurface CCR injection can be beneficial in reducing the amount of acid mine drainage (AMD) often produced at such sites. The material is expected to add alkalinity to the subsurface environment and to decrease the permeability and porosity of the buried spoil. Both mechanisms can reduce the amount of acid normally generated at a mine site. The Bureau of Mines is cooperating with an independent coal company in a test of subsurface injection of a mixture of fly ash, from conventional power plants or from fluidized bed combustion (FBC) , with AMD sludge into a reclaimed surface mine. Changes in water quality parameters and the concentration of heavy metals in water samples from wells and seeps are being used to assess the effect of CCR injection. The preliminary results discussed here indicate that improvement in subsurface water quality was related to fly ash injection and that components of the fly ash were stable in the acid environment.

Many factors must be considered when performing engineering and construction work for a major minerals project. Dravo's Afton copper smelter in British Columbia illustrates some of the E&C factors considered when setting up this new operation. In March 1978, Afton Mines Ltd., a Tech Corp. subsidiary, began blister copper production at the world's first integrated copper ore mining, milling, and smelting operation to use Top Blow Rotary Converter (TBRC) process smelting technology. This key TBRC smelting element is licensed by INCO Ltd. to Dravo Corp. The TBRC process uses a single vessel of modular design. It rotates for mixing and provides complete processing capability, from concentrate through blister copper. The Afton facility is about 16 km west of Kamloops, a town in south-central British Columbia. To make its operation as economic as possible, Afton officials considered several options for the copper smelter, the first in modern times in the province. Inability to extract precious metals-primarily gold-from the concentrates ruled out hydro-metallurgical processes. The final choice was between a conventional electric furnace/ Peirce-Smith converter combination and the TBRC process. The TBRC process was chosen for its versatility in processing the various Afton concentrates and grades and its 40% lower capital cost compared to the electric furnace converter system. The TBRC smelter -including concentrate slurry receiving, drying, storage, smelting, off-gas cleaning, and copper casting-had an installed cost of about $25 million. In December 1974, a pilot program was conducted by Teck, Dravo, and INCO at INCO's Port Colborne, Ontario, research facility. The pilot program demonstrated the TBRC's ability to smelt, convert, and clean copper slags. After the successful pilot effort, Dravo performed additional research to find an effective fixation system for high grade, intermittent SO2 gases. Once the go-ahead was given, design and procurement for the Afton copper smelter was provided by the Denver Division, Dravo Engineers and Constructors. Commonwealth Construction, Vancouver, constructed all Afton facilities. Afton's single furnace smelter is designed to produce 25-kt/a blister copper in 363-408 kg cake form. The product is sold to England for electrolytic refining. The TBRC process is only one of several innovations proposed by Dravo and chosen by Afton to insure the most modern smelter in North America and meet all British Columbia's environmental restrictions. Conventional smelting methods use a separate furnace for each process step. The TBRC process employs but one furnace. The Afton TBRC vessel measures 6.4 m in length and 4.3 m in diameter. The furnace is supported on a set of motor-driven rollers. These permit the vessel to rotate at variable speeds to 40 rpm. Rotation provides good mixing, high reaction rates, and effective heat transfer from the refractory sides to the molten bath resulting in a low thermal gradient. The furnace can tilt through a full 360° for charging, firing, and pouring. Smelting at Afton is accomplished in sequential fashion. Flotation concentrate and limestone flux are initially charged to the hot, empty vessel. Using the water-cooled, oxy-fuel lance, the initial charge is smelted. Once sufficient molten bath is obtained and slagging completed, the metallic concentrate is charged. The effect of addition of a flotation collector (dodecylammonium chloride) on grinding of quartz has been studied. The data obtained are correlated with the results of tests conducted under similar chemical conditions to study influence of these additives on relevant basic sub-processes (primary breakage, pulp fluidity, and dispersion and flocculation of ground products). Such correlations suggest that the role of chemical additives in grinding is determined by their cumulative influence on the above mentioned basic properties of the system.

Gravity based coal/mineral preparation plants must be operated to yield products of a quality satisfactory to existing markets; but, because of historic control problems, recovery is frequently sacrificed to achieve quality resulting in losses of valuable product. Plant control has ranged from intuitive in-plant spot quality judgments made by various operators to gross methods involving such devices as density gauges, floats, grab-sample on-the-spot sink-float tests, etc. Millions of tons of quality coal/minerals are lost to refuse each year, because of the historic lack of a continuous and dependable control system. The result is both serious economic as well as environmental losses. While the economic losses are obvious, less obvious environmental losses, in the case of coal, result from the misplacement of more ignitable quality fuel to refuse banks. A control system capable of supplying a market-grade coal/mineral product, while continuously minimizing product losses to refuse, has until recently escaped technology.

Specialty sand and bentonite are produced in the plateau province from the Bidahochi Formation near Sanders, Apache County, Arizona. It appears that deposits of both sand and bentonite formed during the Pliocene in fluvial and lacustrine environments, respectively, along the west side of the Defiance Uplift. The bentonite is an alteration product of airborne vitric ash that fell or was washed into lakes. In the Cheto district, the individual bentonite horizons, which range from less than a foot to more than 10 feet thick, are restricted to the position of the medial volcanic member. Bentonite production began at the Allentown mine in 1924 and the Chambers mine in 1926. In 1933 strip mining of the extensive deposits in the Cheto district commenced. Production increased each year to a peak of 270,000 tons in 1957. As a result of the introduction of synthetic zeolites into petroleum refining, production declined. About 40,000 tons of bentonite are currently produced from the district each year. Bentonite is shipped out of State for processing into desiccants, thickeners, and acid-activated clay products. The specialty sand was derived from Permian sandstones and deposited by streams draining the Defiance Uplift. Although stream channels are usually restricted to the upper member of the Bidahochi, stratigraphically above the bentonite horizon, a few actually cut through the bentonite. The well-sorted sand, suitable for use as a proppant in hydraulically fractured oil and gas wells, is localized in elongate lenses along the margins of the channels. These lenses range from 5 to 50 feet in thickness and often extend thousands of feet in both width and length. The sand is about 97 percent silica, has a yield of 40 percent in the minus 20 plus 40 mesh size fraction, and has a roundness of 0.6 to 0.7 on the Krumbein scale. Production of this sand began about 1961. All of the current production, which amounts to about 40,000 tons per year, is sold in the petroleum-producing area near Farmington, New Mexico.

Eldorado Resources Ltd.(ERL) uses a solvent extraction process for the processing of uranium ores. The solvent extraction plant consists of 4 extraction and 5 stripping stages with regeneration carried out as required (Wyper, 1982). Extraction is carried out with a solvent consisting of 4.5 vol % Alamine 336, 4.5 vol % Isodecanol and 91 vol % kerosene. The extraction step can be represented as In equation (1).

The effects of postmining land use planning are addressed in this paper. These effects may include savings in reclamation costs and increased value of reclaimed land. However, this may result in greater planning costs and possible delays in production. Therefore, an economic analysis was undertaken in an effort to determine the importance of each potential result and to quantify the overall economic impact of postmining land use planning. A discounted cash flow analysis was performed using a surface mine cost model to analyze the sensitivity of selling price to changes in various postmining land use planning parameters. As a result of this analysis it was determined that the profitability of a project is most sensitive to delays in production, particularly, if the delay occurs after major investments have been made. Many methods have been proposed for evaluating postmining land use alternatives (Sweigard and Ramani, 1981). Both quantitative methods, such as benefit-cost analysis (Brock and Brooks, 1968), and nonquantitative methods have been proposed. The application of one specific analytical method is pursued in this paper.

The object of this study was to evaluate the oxidized taconites of the western Mesabi iron range and to establish a correlation between the various basic taconite types and their concentratability. This study was made at the Mines Experiment Station of the University of Minnesota under the sponsorship of the Great Northern Railway Company. The initial work included a study of the original mineralogical and stratigraphic facies of the fresh taconite and traced the oxidation and leaching patterns developed during the conversion of this material to oxidized taconite. Subsequent studies have extended this work to include the semi- taconites and also the wash and heavy media ore types widely developed in the area. Each basic, original mineralogical facies or taconite type produces during alteration an equivalent secondary oxidized facies which has a unique mineralogical composition and texture. These control the concentratability of the oxidized taconites. Actually the influence of the original mineralogical composition of the iron formation extends even further and determines whether the most likely product of oxidation and leaching will be a wash ore or a heavy media ore and even to the direct shipping ores where the ratio of hematite to goethite is largely determined by the original taconite type.

1.1 INTRODUCTION This chapter seeks to provide an overview of important factors involved in the implementation of heap leach technology as a vehicle for gold extraction from its ores. Toward this end, brief discussions of the various elements important to this process are presented here. Topics covered in this chapter include a brief history of the process; basic chemical reactions responsible for the process ; characteristics of ores amenable to heap leaching; location of the greatest concentration of heap leach projects in the U.S.; heap leach components, methods, regulatory/permitting considerations; and economic considerations. Most of these subjects are treated at much greater length in subsequent chapters. Thus, this chapter serves as a summary for those which follow, in addition to providing the reader with a feeling for those topics which may be of most immediate interest. 1.1.1 History of the Process Modern Day Precious metal heap leaching technology has developed over the past decade, although the principles of heap leaching per se, as well as those of gold extraction through cyanidation have a long history (see discussion below). However, it is in the past 10 years that heap leaching has developed into an efficient method of treating oxidized gold and silver ores. It has proven to be both an efficient way to extract precious metals from small, shallow deposits, as well as an attractive way to treat large, low- grade, disseminated deposits. Heap leaching has several advantages compared to conventional milling (i .e., crushing, grinding, and agitation leaching). In general, these advantages include simplicity, lower capital and operating costs, shorter start-up times, and less intensive environmental regulatory concerns. A possible disadvantage of currently existing heap leach technology is a potentially lower percentage of metal extraction being obtained from the ore than would be the case with conventional milling (Potter, 1981; Hiskey, 1985; and Thorstad, 1987) The actual principle of heap leaching has a long history as inferred previously. For example, mines in Hungary recycled copper-bearing solutions through waste heaps in the mid-sixteenth century (Hiskey, 1985), and Spanish miners percolated acid solutions through large heaps of oxide copper ore on the banks of the Rio Tinto around 1752. By 1900, leaching operations were employing such techniques as leach/rest cycles to maximize copper recovery (Taylor and Whelan, 1942; Thorstad, 1987). Copper dump leaching is currently

Generally speaking, it is safe to address this conference as a conclave of Engineers, Owners' Agents, Governmental Representatives, and Contractors. As a group, we have assembled here to learn of our compatriots engaged in similiar underground operations throughout the United States and the World. We are here to learn of improved methods, higher technology, and better management. Through the acquisition of this knowledge, we each hope we can improve our own particular services, products and projects. This session is dedicated to a discussion of "Costs". The most apparent reason for a discussion of costs at this level is to expose subjects affecting costs and propose methods to reduce them. From that premise a contractor can identify three areas of discussion: design considerations, contract considerations, and governmental considerations. A fourth area of consideration is an introspective view of the contractor's role in the design construct process. Unnecessary costs and risks attributable to these areas are contributing excessively to ever increasing project and system costs. DESIGN CONSIDERATIONS On April 20, 1977 the Metropolitan Sanitary District of Greater Chicago accepted proposals for the Tunnel and Reservoir Plan on Contract A and Contract B. This letting called for construction of over 33 km (21 miles) of the Mainstream Tunnel bored at 9.75 m (32 ft) to 10.67 m (35 ft.) in diameter. Particle-size Distribution Specifications for Particulates. Feed to and finished products from size-reduction operations are defined in terms of the particulate sizes involved. It is also well to know whether the ultimate individual particle is being measured, or, if any aggregation or agglomeration of particles exists, whether this has been created by the size-reduction operation. The most complete description of a powder is given by its particle¬size distribution. This can be plotted in terms of cumulative percent oversize or undersize in relation to the diameters of particles, or it can be plotted as a distribution of the amounts present in each unit of diameter against the several diameters. It is common to employ a weight basis for percentage, but there are some data in the literature where frequency, or number of particles, is used. The basis of percent¬age, whether weight, frequency, or some less commonly used factor, should be specified, as also should be stated the diameter, its units, and preferably whether determined by sieve, settling velocity, or other¬wise. Fig. I presents two sets of distributions-ore cumulative and the other in unit intervals. The slopes of the 5-µ intervals of the cumulative curves are converted to percent per micron and plotted as a block, or histogram, from which smooth curves are derived. Powder A has a narrower, or tighter, size range for the bulk of its weight than powder B. Both materials have the same weights below and above the size marked by the arrow. Simpler treatments of distribution are possible. In some cases the significant value is the top size. Since the 100% point is dubious, some amount, as 95 or 98%, so specified, can be called top size. In other cases the percent on some sieve helps define coarseness. Merely stating that all, or all but a small percentage, passes a given sieve is inadequate for defining the true fineness or a material. Complete parti¬cle-size analysis to show the distribution is essential for most compari¬sons and calculations. Particle-Size Equations. A number of equations have been pro¬posed to correlate the quantity of a particulate material with its parti¬cle size to obtain a distribution relationship. Modern coal cleaning technologies have allowed coal preparation facilities to become quite efficient at removing sulfur compounds, waste rock and low grade coals from run of mine coal. Up to 50% of the raw mined coal stream may end up as refuse, particularly when the coal originates from longwall mining operations, or is high in partings, rock and impurities. The refuse materials vary from coarse materials removed by physical screening to very fine materials removed by floatation and density separation processes. Coal refuse piles are also known by a variety of other names including "waste dumps", "gob piles" and "slate dumps". The potential hazards of improperly reclaimed refuse include contamination of surface and groundwaters by acidic leachates and runoff, erosion and sedimentation into nearby watersheds, spontaneous combustion, disturbance of topsoil borrow areas, and damage from landslides should large slope failures occur. Many of these problems have been particularly acute for abandoned refuse piles, and modern regulations attempt to minimize the environmental impact of coal refuse disposal operations.

Sand and gravel has been, and will continue to be, our principal construction material. Most of us are familiar with the patterns of past growth. Today we will examine the present status of this vital industry. We shall also attempt to look into the future to see where it is going and to evaluate the constraints that are being imposed. Natural aggregates are among the lowest in value of all bulk industrial minerals. From the processing point of view, sand and gravel production is relatively simple since the products are sized materials obtained from a deposit of satisfactory physical soundness. They can be used either loose or bound to provide bulk, strength, or protection. One of the main uses of coarse aggregate is in concrete as a filling material. As a general rule, the coarse aggregate constitutes about three-quarters of the volume of concrete. The other main use for aggregate is as a roadstone or roadbase to provide protective and stabilizing bulk beneath the road surface. Also it is used in a mixture with petroleum products as the wearing course on top. The sand and gravel industry is geographically widespread. In general, the output of operations is directly proportional to the amount of construction in any area. A wide variety of other aggregates compete with sand and gravel, including crushed stone, blast-furnace slag, clinker, and artificial and natural lightweight materials.

The extended weakness of dollar-denominated commodity prices during the past four years has often been attributed to, among other factors, the strong rise in the value of the dollar, and many U. S. producers have hoped for a recovery in metals and minerals prices once the dollar weakened in foreign exchange markets. The recent turnaround in dollar strength may put this view to the test quite soon. Hence a review of the role of exchange rate changes in the determination of the prices of world-traded metals and minerals may be timely. This paper has three parts. Part I reviews the recent summary record of price movements in commodity and foreign exchange markets. Part 11 reviews the distinct ways in which exchange rate changes influence the supply and demand sides of a representative commodity market. Part III then more closely examines copper and aluminum prices to highlight the potential differences in the effects of exchange rate changes for commodities whose production is dominated by geology and commodities which are processing-dominated. The paper also contemplates the likely implications of these differences for commodity prices in the case of a decline in the trade-weighted dollar. The evidence suggests that the degree of recovery for dollar- measured commodity prices may be very different for differing goods. And it may be the case that some commodities whose prices appear to have been most affected by exchange rate influences may show the least recovery in response to a fall in the trade- weighted dollar.

The primary reason pigments are used in plastics is to impart a desired color to the plastic. Color is one of the more important assign considerations associated with today's market oriented society. Secondary reasons for adding pigments to plastics include: 1. Improved UV stability 2. Enhancement to selected physical properties 3. Changes in optical properties Pigments may be used at loadings as high as 20% or as low as .001%. Generally the loading levels are between 0.2% and 2.0%. Pigments may be added to the plastic either by the manufacturer of the plastic, or by the user of the plastic. If the customer buys material that is already colored, it is referred to as "pre-colored". If the customer buys uncolored plastic and adds colorants, the process is referred to as "in-house" coloring.

Novel chemicals that can be used for increasing the efficiency of fine coal dewatering were developed at Virginia Tech. Reagent A was tested on three different coal samples in laboratory vacuum filtration tests. These included flotation products from Middle Fork plant, Elkview Mining Company, and CONSOL, Inc. The tests conducted with the Middle Fork coal sample (100 mesh x 0) showed that cake moisture can be reduced by more than 10% beyond what can be achieved without using dewatering aid. This improvement was achieved at 1 lb/ton of Reagent A and 0.1 inch cake thickness. At 0.5 inches of cake thickness, the improvement was limited to 8% at the same reagent dosage. The results obtained with the Elkview coal (28 mesh x 0) showed similar advantages in using the novel dewatering aid. Depending on the reagent dosage, cake thickness, drying cycle time and temperature, it was possible to reduce the cake moisture to 12 to 14% range. In addition to achieving lower cake moisture, the use of Reagent A substantially decreased the cake formation time, indicating that the reagent improves the kinetics of dewatering. The test results obtained with CON SOL coal were not as good as with the other coals tested in the present work, which may be attributed to possible oxidation and/or contamination.

This paper examines the likely productivity improvements that have resulted from the introduction of technological advances in underground coal mining during the decade from 1977 to 1987. Included in these advances are the changes in longwall mining; the introduction of larger, more reliable, more repairable continuous miners and shuttle cars; the introduction of remote control and flooded-bed scrubbers; supersections; and other improvements. Procedural improvements are also examined and quantified, the unexplained gains in productivity are attributed to??other factors", among them an increasing maturity of the work force, stabilization of the mining laws, increased labor-management co-operation, and economic urgency.

This paper reviews the importance, technological developments and application limits of roadheaders based on the case histories, which are compiled in a database including different roadheaders in various geological conditions. The paper also discusses the database and empirical performance prediction studies regarding instantaneous cutting rates and bit consumption rates.
