1. INTRODUCTION It gives me great pleasure to extend my warmest greetings to everyone attending the 30th International Conference of Safety in Mines Research Institutes. I would also like to bid a special welcome to all of the international delegates who have travelled to Johannesburg to take part in what surely be a most rewarding session of deliberations. As you come together over next four days, you will have a wonderful opportunity to exchange ideas and information on strategies and practices for the implementation of sustainable patterns of development. The objectives of this meeting are both timely and far-reaching, as countries around the globe work towards the sustainable use of the world resources. Each of you brings a high level of expertise to these deliberations. I know that you will make the most of this opportunity to address the challenges and opportunities to highlight the most innovative and technologically efficient methods of social protection in order to ensure an increase in the quality of life, health, safety and living environment for the peoples of the Africa. Our country, although endowed with an immense and diverse array of mineral deposits, is perhaps best known in the mining industry for the fact that it is the world’s biggest producer of gold. Although South African gold production has declined over the past years and the industry faces serious problems, it is a myth that the South African industry is moribund. There is a new energy coursing through the South African producers which will ensure their powerful presence for many years to come, based not only on their domestic production but also and probably increasingly on their external operations. Africa features prominently in the latter category.

The increasing availability of tools on the web provides a great opportunity for the research community to boost investigation by accessing computational resources from all over the world. For example, data analytics libraries implemented in languages like Python can be accessed through many open and commercial platforms, therefore providing researchers with a common set of tools or shared datasets. Unfortunately, that is not the case with research in resource assessment and mine planning, where the most standardised tools are commercial applications designed to work on the desktop, but there are not many standard platforms for research. As a result, researchers from different groups often need to start from scratch in order to develop their work, and rarely share implementations details. Similarly, apart from a few publicly available examples, there is a lack of common datasets that are validated and can be used to compare results between different approaches. In this paper, we introduce a platform that provides tools for resource assessment and mine planning, which can be accessed remotely utilising Jupyter Notebooks. In its current version, the platform provides (i) definition and implementation of basic structures for managing samples and models (loading, saving, adding or removing columns, etc.), (ii) definition of experimental and modelled variograms for spatial continuity analysis, (iii) definition of standard interpolation methods in resource evaluation (inverse distance and kriging), (iv) definition of standard problems in mine planning (ultimate pit and precedence constrained production scheduling), (v) generation of 2D standard graphs like grade distribution, conditional means, tonnage-grade, and production plans (vi) a set of datasets, which can be used for case studies, and (vii) a set of notebooks with examples and documentation. In this paper, we introduce the platform and show some examples that illustrate some of the possibilities that it has for research and education in the area of resource assessment and mine planning.

"A ‘geologically constrained’ orebody model has long been hailed as vital for a Mineral Resource statement that is compliant with the South African Code for Reporting of Exploration Results, Mineral Resources and Mineral Reserves (SAMREC Code). In this paper, the requirements for geological modelling as contained in the outline for the SAMREC Code are considered, and whether the new modelling software available on the market is a ‘black box’ or is better for modelling than traditional methods of wireframe creation.Implicit geological modelling is a technique that uses a radial basis function to establish and update geological models relatively quickly and efficiently from borehole data, outcrop data, manually interpreted vertical or horizontal sections, and structural data. Assays and any coded drill-hole data, such as lithology and alteration, can be interpolated.Leapfrog Geo software is an example of this new approach to geological modelling. A case study of a short training course in geological modelling for non-geologists at the University of Witwatersrand, as part of the Higher Certificate in Mineral Resource Management, is presented. The benefits of this type of geological modelling software are considered for this type of assignment as well as for mining industry applications.The use of geological models in mine planning is reviewed and a case study is presented comparing the variations in mine plan design and financial output of 13 final-year Mine Design projects from the University of the Witwatersrand School of Mining Engineering. These designs were all based on the same geological model created in the traditional way, and yet the resultant mine designs were significantly different, with very different resulting financial outlooks for the project. This raises questions as to how significant a very detailed model in the pre-feasibility and feasibility phases of projects really is, considering the huge costs involved in gathering the required data to build a SAMREC-compliant geological model."

Outline This paper will consider the implications of the mine closure provisions set out in the new Mineral and Petroleum Resources Development Act and draft regulations. A comparison will be made with the existing provisions in the Minerals Act and the mine closure policy of the Department of Minerals and Energy (DME). The paper will consider whether the new provisions have the potential for improving performance as regards mine closure. It will investigate the financial provisions requirements and the implications of these provisions for mines. It will consider the requirements for a social and labour plan and consider the implications of this for mine closure and its funding. It will analyse the provisions relating to the transfer of environmental liabilities to third parties and consider the implications of this in the case of closing mines and non-closing mines. Finally it will consider the issue of residual legal liability of a mining company once a closure certificate has been issued.

In typical conventional narrow vein stoping operations, the use of temporary support components to offer some support to workers, whilst the permanent and generally more elaborate support system gets installed or constructed, still results in injuries to people. The authors wishes to explore the probability and practicality of making use of new generation support products to make the support operations safer as well as enhance productivity in the stope face. This paper will examine the use of Autorock Drills as a means to drill roof support holes and install appropriate support components into these holes, as well as the application of ?Thin Spray Liners?, commonly called TSL?s as an additional means of creating a safer operating environment. The installation of netting as a means of roof protection and other support aspects such as cemented roof-bolts will also be explored. These proposed items are envisaged to improve the safety of our people and reduce production down time and increase production and productivity.

This paper is based on the assumption of some knowledge of the National Water Act. It will consider the question of how that Act fits in with: a) existing laws which overlap on the subject matter b) new laws either in draft or in the process of being compiled c) policies which will eventually find their provisions included in new legislation (e.g. minerals policy) d) international practices. The focus will be specifically on the interaction of legislation relating to water use and water pollution in the mining sector as well as the role of the Department of Water Affairs in mining matters. Hence the title of the presentation.

In the present study, the production of low carbon ferrochromium (LC-FeCr) from chromite concentrates containing 55.09% Cr2O3 and 13.06% Fe via metallothermic process was investigated. For this aim, in the experiments, the aluminothermic reduction method was applied in an open crucible. 10% CrO3 + 10% NaClO3, 15% CrO3 + 5% NaClO3 and 20% CrO3 by weight of concentrate were added to the charge, respectively and the charge was reduced with aluminium. The experiments were done with the additions of 90, 100, 110, 120 and 130% of stoichiometric requirement of aluminium. The highest Cr content in alloys was found as 71.7% at 120% of stoichiometric Al whereas the highest Cr recovery in alloys was found as 71.8% at 130% of stoichiometric Al when the both charge contained 15% CrO3 + 5% NaClO3 by weight of chromite concentrate.

Resin bolting in South Africa has been developed and refined in underground coal mines (i.e., soft rock) since the late 1940s. The extension of resin bolting to hard rock mines started in 2003 and has required significant adaptations, challenging the status quo from both a supplier and applicator perspective. As far as resin bolting is concerned, the most affected aspect in coal mining and hard rock mining environments, is the rock drills or machinery used for installation. Hard rock mines mostly use hand-held airlegs with limited thrust, low torque, and rotation speed, relative to coal mine mechanised bolters. Resin bolt development for hard rock mines was, and still is today, predominantly focussed on compensating for the ‘shortfalls’ of using hand-held airlegs. At face value, hydro-powered rock drills, which are more powerful than traditional handheld equipment, provided hard rock mines with a means to attain more consistent and reliable resin bolt installations. This paper assesses the quality and performance of hydro-powered resin bolting at an intermediate to deep level platinum mine in South Africa and its potential contribution to rock-related instabilities when applied erroneously. The findings of this paper necessitate a revision of current quality control and quality assurance measures related to resin bolting for underground support.

The introduction of new technology into mining operations is seen as a strategic necessity by many mining companies, in order to improve safety and to improve operational effectiveness. Many attempts have been made in recent years to introduce new technologies into mining operations in southern Africa. Amongst these are noteworthy successes, as well as some disappointing failures. Often, the reason for failure does not lie with the technology itself, but with the work system into which the technology is introduced. Such failures may come with a significant opportunity cost, and have a detrimental effect on future development, simply because the system has not been adequately engineered, and the risks have not been adequately assessed and managed. This paper examines the reasons for such failures, and proposes a methodology to be followed to ensure successful and sustainable implementation of new technologies, such as to reduce technical and financial risk to the company, and to energize the workforce into ensuring the initial objectives of the project are met. The paper also focuses on the application of appropriate technology, and the development of technological applications which are commensurate with the level of development of the work environment into which it is introduced. The paper therefore focuses on the application of risk management, change management, systems engineering and feasibility analysis as being key elements of a successful and holistic technology implementation programme.

The use of electrolyte additives to smoothen cathode deposits during copper deposition is practised worldwide. These additives absorb on the cathode surface and take part in the electrochemical crystallization process. However, these additives also affect the quality of the cathodes when they are inadequately controlled. Electrolyte additives used by Palabora are glue, thiourea, Avitone and chloride. Their effects were determined on cathode quality, the size of the current density region that gives the desired compact morphology, and current efficiency. This was done in a small-scale cell. Small cells have different hydrodynamics from industrial-scale cells, which makes it difficult to simulate the operation of industrial cells in a laboratory. The approach used here was to use a rotating cylinder cathode to attain controlled hydrodynamics. The rotation speed was chosen to give a diffusion layer thickness that is similar to that of an industrial-scale cell. It was shown that even fairly small changes in the additive levels can significantly affect the cathode morphology, and the current density range over which this morphology can be obtained. This article presents possibilities of reducing methane emission to the atmosphere in working mines in Jastrzebie Coal Company by means of proecological solution. They form a new approach towards the problem of rational and effective use of natural resources both in economical and environmental respect. Power and thermal energy for underground air conditioning in mining excavations are produced from the methane, which is drained out of the mine for safety reasons.

In a paper presented at the Heavy Minerals Conference 2001 a laboratory scale investigation on the beneficiation of an ilmenite containing waste stream by magnetizing roasting was reported1.This waste stream contained a high concentration of ilmenite, which was contaminated by chromite and other gangue minerals. Interpretation of the results of the investigation was based on the assumption that during magnetizing roasting of an ilmenite concentrate, under the oxidizing conditions, the magnetic properties of the chromite would remain constant. In this article the following hypothesis was tested: The magnetic susceptibility of chromite would remain constant during magnetizing roasting of an ilmenite concentrate under the oxidizing conditions reported by Gouws and Van Dyk1. The results of this study indicated that the hypothesis is not true. The increase in the magnetic susceptibility is not significant though and it is expected that it will not influence the final ilmenite quality to a large extent. Based on the assumptions that the bulk magnetic susceptibility of the waste stream samples represents that of the ilmenite in the waste stream, and the bulk magnetic susceptibility of UG1 chromite that of the chromite in the waste stream, the results also served to confirm that the waste stream with a high chromite content should be roasted under oxidizing conditions, in a reactor with a well-defined retention time distribution (i.e. a fluidized bed reactor), at a roasting temperature of 750°C (rather than the higher temperature ranges of 800°C and 850°C).

Application of Gy?s formula is appropriate for calculation of the Fundamental Error (FE) prior to samples being collected at any stage of the minerals process, provided that sampling parameters K and a (alpha) have been determined by calibration of the ores. Two types of calibration procedure are well established in the industry, the Hetrogeneity test and the 32-piece sampling tree experiment. The sampling tree experiment uses the variance and average grade of metal analyses from four series of samples at different nominal fragment size, as the basic input data. Pierre Gy suggested the cube as an appropriate exponent of the nominal fragment size for use in his equation. More recent work suggests that this exponent is variable and characteristic of specific ores and therefore requires calibration. The method described here explains the experimental procedure of the calibration. It is then possible to calculate a sampling nomogram using the sampling parameters K and a. This allows the sampler to determine a suitable protocol for the sampling event that will ensure that the FE does not exceed a predetermined precision at any point in the sampling procedure.

This paper provides a new approach to optimize the production planning in underground mines by means of evolutionary algorithms. Firstly, genetic algorithm is used to reach the global optimization in planning. Then, evolutionary programming is employed to obtain the partial optimization for each year. The heap leaching of base metal ores can be applied within a number of different scenarios, each requiring its own set of parameters to be determined during the metallurgical testwork programme. The occurrence of acid-gangue reactions and its concomitant precipitation reactions is a factor common to all cases, and requires that the optimal irrigation acid strength be found that optimises the combination of extraction kinetics, acid consumption and possible premature blinding of the heap due to precipitation reactions. For the heap bioleaching of base metal sulphide ores the oxygen requirement needs to be determined for the design of the aeration system, and the operating conditions employed need to also facilitate bacterial growth over and above the acid strength optimisation mentioned above. For the heap bioleaching of chalcopyrite, the need to preserve heat in the heap becomes yet a further parameter of critical importance. For the heap leaching of uranium ore a choice is required between either chemical or bacterial oxidation, based on economic and processing factors. Frequently the operating parameters need to be determined for a circuit in which heap leaching is combined with tank leaching and/or pressure leaching. The processing implications and metallurgical testwork approach for each case is discussed.

Block Cave mining is one method used to extract ore from underground diamond mines as well as other massive orebodies such as copper. This necessitates the excavation of many kilometers of tunnel within the ore body. The integrity of these excavations needs to be maintained over a number of years. Most Kimberlites and weak orebodies are extremely susceptible to degradation when exposed to moisture and the atmosphere. It is therefore essential that some form of weathering protection is applied as soon as possible after exposure. Conventional methods of weathering protection such as shotcrete do not easily fit in with the production schedule, hence the need for a more efficient system that could be applied immediately after exposure and serve as a temporary support or even as a permanent support medium. The main advantages of thin sprayed liners (TSL) compared to shotcrete are the ease of application, speed of application, early strength, much reduced transportation of material, less labour intensive and cost effectiveness. Several Thin Sprayed Liners suitable for various mining environments and geotechnical conditions are available and could be well suited as additional support the undercut level development in a block cave where this may be required. TSL offer a cost effective support solution as an alternative to shotcrete in areas where the building of a support structure is not a requirement.

Conventional stoping in hard rock mining is largely considered an operational environment. This paper suggests that stoping falls within the realm of a project management environment typified by uncertainty, variation, and large numbers of interdependencies. Stoping was then equated to a micro-project with many simultaneous activities that had to be executed accurately using finite resources within limited shift durations in order to reach specific goals. Critical chain project management (CCPM) principles were applied to the stoping activities, and the results showed that the number of blasts per panel can be significantly increased by successfully moving the distribution of work as close as possible to the start of shift. Critical chain principles also assisted in facilitating re-focusing and teamwork among stoping crews as well as between day- and night-shift crews. The main recorded success was in managing inherent protective capacities/local contingencies/fat/buffers that are found in all projects. The impact on mine health and safety (MHS) was significant as individual operators and crews became convinced that they could perform all stoping tasks (activities) without compromising accuracy or speed.

Paper written on project work carried out in partial fulfilment of MSc (Eng) degree Solid state sintered silicon carbide ceramics are used in aggressive environments as sealings. There exist data concerning corrosion, but there are only few data concerning their electrocorrosion behaviour. Therefore the electrochemical corrosion of solid state sintered silicon carbide (SSiC) ceramics has been studied at room temperature in acidic and alkaline environments by using potentiodynamic polarization measurements. The investigation showed a pronounced electrochemical corrosion in bases and acids. In HCl andHNO3pseudo-passivity features due to the formation of a thin layer of SiO2on the surface were observed, whereas in NaOH soluble silicate ions were observed, resulting in more pronounced corrosion. The microstructural observations of initial and corroded samples reveal that the residual carbon found in the microstructure do not dissolve preferentially. Estimating reserves and quantifying resources stand as pivotal and intricate endeavours within the realm of coal mining operations. Intricate geological formations compound the challenges in resource estimation, thereby complicating reserve calculations. The uncertainties tied to geological attributes of coal, encompassing parameters like tonnage and coal quality, wield significant sway over resource and reserve computations within coal mines. This research delves into the domain of geological uncertainties, with a specific focus on calorific value, aiming to numerically characterise resources and reserves within an open-pit coal mine situated in Indonesia. To quantify resources, the coal seam geometry underwent simulation via a multipoint geostatistical technique known as single normal equation simulation. A geologically established coal seam served as the training image for generating 20 equiprobable coal models. To simulate CV, 50 realisations were generated for each simulated coal seam, utilising sequential Gaussian simulation. Deviations of the simulated coal seams ranged from -0.07% to 5.48% in comparison to the training image. The CV simulation yielded an average value of 5,920.29 kcal/kg, accompanied by a standard deviation of 586.54 kcal/kg. However, the average CV spanned from 5,305.26 kcal/kg to 6,526.55 kcal/kg across diverse simulations. For reserve calculation within the context of geological uncertainties, an algorithm rooted in maximum flow graph theory was employed to construct the ultimate pit for the coal mine. Within this final pit, the average stripping ratio was 1.62, coupled with a CV value of 6,019.66 kcal/kg. When juxtaposed with the deterministic model, the findings underscore that the stochastic ultimate pit delineates a more expansive excavation, accompanied by a heightened undiscounted cash flow.

Tracey Khanna, Assistant Editor of UK?s Mining Magazine discusses some of the new and important environmental challenges, physical and social, that are facing mining companies. The tide of public opinion has turned strongly against those companies which are unable to show that they are practising responsible environmental stewardship. This is, no doubt, in part due to the recent focus of the international media on environmental issues and constantly improving means of communications, which has brought the whole subject of mining and the environment to those who, in the past, had only a limited awareness of the industry. Mining companies today face new and important challenges with regard to the environment, both physical and social. New technology and a greater understanding of waste management techniques has helped to bring about improved handling and disposal of mines wastes, so reducing some of the impacts. However, improved technology has also brought about the economic viability of exploiting increasingly lower-grade ore from open pits, resulting in a greater visual impact.
