The United States Bureau of Mines is establishing a computerized mineral inventory system to help the Federal Government appraise its mineral position and prepare programs insuring against critical shortages of materials. This system, called the Minerals Availability System (MAS), is a component of the Bureau's minerals intelligence function designed to conduct and maintain an inventory of minerals important to the Nation. The MAS defines the physical and commercial availability of the mineral resources. Known resources are evaluated and classified by deposit for entry into a computer storage and retrieval system. An integral concern of these evaluations is the cost of mining and beneficiating the ore contained in specific deposits. To meet this concern, a cost handbook was developed as an aid to preparing feasibility-type estimates for capital and operating costs of mining and primary beneficiation of various types of mineral occurrences. Cost data, obtained from U.S. and Canadian companies, were used as the basis of this handbook. The handbook presents cost curves and equations for each component of the mining and beneficiation process. Factors for each cost component are also given, thereby allowing the updating of cost for time, geographic location, labor rates, and mining and milling conditions. Included in the latter conditions are items such as the length of haul, need for rock bolts, and a rock work index for ores and rocks of various hardnesses. 1.2. USE OF THE HANDBOOK Using the handbook a feasibility-type estimate falling within 25% of expected actual cost is obtainable by summarizing cost components. This handbook should not be used to determine the cost of any single component of a mining or beneficiation system, as any single component may not fall within the 257 limit. It must be understood that anyone who uses the handbook must have a comprehensive knowledge of mining and processing technology and cost estimating procedures. This bulletin is a revision of Bulletin 63 and is published by the Bureau of Mines in order that purchasers of coal for Government, State, municipal, or private use may be informed regarding advances or refinements in sampling coal deliveries and preparing specifications for the purchase of coal. The purchase of coal by the Government under specifications depending on the heating value of the coal, its content of ash and of moisture, and other considerations, rather than upon the reputation or trade name of the coal, was based on the fuel investigations begun by the Technologic Branch of the United States Geological Survey in 1904. The plan was first adopted by the Treasury Department in 1906. Since then the plan, variously modified in form, but the same in principle, has been gradually adopted by other departments until, at present, of the coal used by the Government, the total value of which approximates $8,000,000 annually, more than half is purchased under specifications. The Government publications dealing with the adoption by the Government of the specification plan, the number of contracts awarded on that basis, and the quality of the coal delivered under such contracts in the several fiscal years covered by the reports are given in publioations a listed at the end of this bulletin. Under the authority of acts of Congress making appropriations for analyzing and testing fuels belonging to or for the use of the United States Government, a laboratory is maintained at the headquarters of the Bureau of Mines, Washington, D. C., where samples representing deliveries of coal purchased under specifications for Government use are analyzed and tested. At this laboratory more than 1,200 samples have been analyzed and tested in one month. With the complete equipment and the efficient force employed, the analytical work has been so perfected that the analyses and heating-value tests of the samples received are as accurate as may be reasonably expected in laboratory work of this nature. One of the serious drawbacks to the general adoption of the specification method for the purchase of coal is the difficulty of obtaining at reasonable cost samples of coal that can be considered fairly representative of the commercial product delivered in wagons, railroad cars, or ships. Therefore the method of taking and preparing samples for shipment to the laboratory has been given fully as much care as the making of the analyses and tests, and a general plan of collecting samples fairly representative of the delivered coal has been evolved through various modifications and improvements based on experience and increased knowledge of the physical and chemical characteristics of the various coals that are purchased by the Government. The method that is in general use by the Government is described in the following pages. In connection with studies of the coal deposits of the country, of the best methods of preventing waste in mining, and of increasing efficiency in the utilization of coal belonging to or for the use of the Government, geologists and engineers of the United States Geological Survey and of the Bureau of Mines have visited more than 2,500 coal mines scattered through all of the coal-producing States and Territories. From each mine 2 to 8 or more samples were taken, the number depending upon the size of the mine and its output. The analyses and descriptions of the samples collected up to the end of the fiscal year 1913 are published in Bureau of Mines bulletins 22 a and 85,b and those of samples collected in the fiscal years 1914 and 1915 are presented in a bulletin that will soon be published by the bureau. A study of the analyses of these samples and of the samples taken from cars shipped from a number of the same mines shows that the mine samples are as a rule of higher grade than the average commercial shipments, particularly with respect to containing a lower percentage of ash and having a correspondingly higher heating value. This difference is due to the fact that the Government inspector, proceeding on the basis of what can be done by a good miner, usually removes more of the partings of bone, slate, and other extraneous matter from his mine samples than the average miner does in ordinary practice, the aim of the miner being to get the maximum number of tons past the tipple inspection, as his earnings are based on his output. The average miner, therefore, does not always take as much care as he might in rejecting the impurities. Efforts to win an enriched manganiferous product from the Missouri Valley deposits of South Dakota have included an application of most known ore-dressing devices and have been largely unsuccessful. At least two methods showed some promise of success and were the subjects of detailed Investigation by the Bureau of Mines during the period from July 1945 to August 1947. A series of mining and beneficiation tests were undertaken to determine conditions under which the most feasible concentration methods could be employed and to define the limits of such applications in terms of the character of the final beneficiated product. In the absence of a significant current market for any conceivable product of beneficiation, the extent to which applied methods might be considered successful was measured in terms of ratios of recoveries to grade, regardless of the adaptability of such beneficiated products to further metallurgical or direct usage. The results of all investigations show that production of a shale-free, concretionary, manganese-bearing product by any known method requires great sacrifices in manganese recovery. Products of beneficiation, with specifications permitting some inclusion of shale, can probably be most effectively produced by methods employing specialized jigging equipment as the principal functional unit of a process.

One of the first matters to receive attention from the Bureau of Mines when it was authorized to undertake investigations relating to wastes in the mineral industries was the smoke problem at smelting and ore-roasting plants. This bulletin is published by the bureau primarily for persons who seek information on the subject of metallurgical smoke but are unacqllainted with the technical language of metallurgy. It is, of course, not possible to free a techniCal subject entirely from teclmicalities, but, 80 far as possible, statements are made in plain and simple English. Metallurgical smoke causes considerable friction between the metallurgical industry and agriculture in certain parts of the country. Owners of smelting plants are making every effort to devise ways and means to do away with possible damage and annoyance from smoke and are meeting with success. The problem is peculiarly difficult in this country because of the large tonnages of material that must be handled. The solution of the problem is not yet at hand and much work still remains to be done. As the mineral industry is one of the great basic industries of the country and of necessity is entitled to full consideration, it should be accorded freedom to work out the smoke problem to the benefit of all concerned. The effort is made in this paper to present the problem of metallurgical smoke as it actually exists, without bias of any kind. The writer takes this opportunity to express his indebtedness to the sources of information on which he drew, many of which are enumerated in the selected bibliography at the end of this paper. In connection with the author's use of the present tense in describing plants and methods, the reader should note that none of the references in that bibliography is of later date than 1913. Much information was obtained by personal visits and by correspondence, and thanks are hereby tendered to all persons who kindly furnished data. The writer desires to thank particularly F. G. To extend or delimit the known ore reserves of the Black Wonder manganese de-posit, the Bureau of Mines undertook an exploration project consisting of trenching, underground excavation, long-hole drilling, and sampling. The mineralization is spread over 6 square miles containing numerous small individual manganese deposits. There has been only small production from some of these deposits; however, simultaneous operations from many such small deposits could contribute considerably to the production from the district. A custom mill to treat oxide ore for battery use was built near Patterson in 1942 by the General Dry Batteries Co., Inc. It operated during World War II and was removed in 1944 when the manganese mines ceased operation. Except for some small experimental shipments, there has been no activity in the district since that time.

This report describes research by the Bureau of Mines on alternative materials-handling strategies for reducing the costs and incidence of back injuries in low-seam coal mines. Strategies recommended for redesigning materials-handling tasks include elimination of tasks, mechanization of tasks, and matching lifting tasks to the physical capabilities of underground miners. The report also discusses other methods that can be used by management to reduce the costs associated with back injuries.

The National Institute for Occupational Safety and Health?s Pittsburgh Research Laboratory conducted a full-scale test of a composite polyurethane-aggregate seal in a hydrostatic chamber at the Lake Lynn Experimental Mine. This composite seal consisted of a polyurethane and limestone aggregate core that was formed between two concrete block walls. In the hydro-static chamber test, water is used to pressurize the seal. During the test, the maximum average water pressure the seal was able to withstand was 18.9 psi. Further, the seal began to yield at an average water pressure of only 17 psi. At the time of the test, the minimum seal design requirement was 20 psi under 30 CFR4 75.335 (2005). Therefore, based on this test, the seal did not meet the regulatory minimum design requirement. Uniaxial compressive tests conducted on samples from the polyurethane-aggregate core revealed that both the compressive strength and the elastic modulus of the material were much less than that for polyurethane only with a density of 10.0?12.0 lb/ft3. The significant reduction in the strength and stiffness of the polyurethane-aggregate mixture results from the formation of a soft polyurethane foam around each piece of aggregate. The formation of the soft foam seems to be caused by residual moisture from the aggregate. The moisture also caused the density of the polyurethane in the polyurethane-aggregate mixture to be less than the design requirements. The lower density of the polyurethane in the mixture, along with the formation of zones of pure polyurethane only, resulted in the overall seal density being less than the design requirements. During seal construction, steps were taken to control the moisture, but were not successful. An analysis of the seal failure showed that the calculated shear stresses at failure and the estimated shear strength of the polyurethane-aggregate mixture are fairly close. This suggests that the strength properties of the polyurethane-aggregate mixture along with a weak zone of poorly bonded aggregate controlled the maximum pressure the seal could withstand. At the time of the seal testing, the minimum design requirement was 20 psi, as specified at 30 CFR 75.335 (2005). New emergency temporary standards for seal designs were promulgated on May 22, 2007, with a minimum requirement of 50 psi under specified conditions. However, it will be shown that the evaluation of the polyurethane seal performance as designed to meet the older 20-psi criterion can be relevant to the design requirements under the new standards.

STATISTICS of injuries in the quarrying and related industries in the United States first became available when the Bureau of Mines collected reports from the operating companies for the calendar year 1911. Since then reports have been collected annually. The present bulletin, covering the calendar year 1952, is the 33d publication containing statistical data on injuries at quarries and related plants, and it is the first to be published since 1944. The last publication was Bulletin 458, Quarry Accidents in the United States during the Calendar Year 1942. The unpublished statistics for 1942-51 may be found in the Appendix of this bulletin. The Bureau of Mines is authorized to collect data on injuries at quarries, but there is no Federal law that compels operators to supply such data, and the reports received from operators are voluntary responses to the Bureau's requests for information. Although the figures presented herein may not be complete for the entire industry, every effort has been exerted to make them so, and the figures given are believed to be thoroughly representative of the hazards to which quarry workers are exposed. Moreover, the figures are com¬parable as between States -which is significant in view of the lack of uniformity among the States as regards classes of plants covered by State laws, classes of injuries covered by State reports, and other factors that tend to make it impracticable or impossible to compare the injury experience of one State with that of another or to comprehend the relative importance of the various causes of injuries in the industry as a whole.

This report describes a field-test program to determine the effectiveness of a polymeric wall sealant to reduce the excape of naturally occurring radio-active gas radon from the walls of an underground uranium mine into the ventilation air. A 75-foot-long, dead-end drift with a surface area of about 6,000 ft2 was used as the test site in which the average natural radon flux from the normally dry rock was 16 fCi/cm2-s. The effect on radon emanation of wetting the walls with water to a depth of 3 inches was tested, after which the rock was completely covered with a coating of dry-mix concrete to provide a base for the sealant, an acrylic latex. Sealant was applied in two coats to about 0.25 mm thick. An overall reduction of average radon flux of about 75 pct was achieved. Radon production and other environmental values were measured continuously and automatically by a Bureau of Mines data acquisition system. A commercial microcomputer was programed to convert raw data to engineering units and to perform other useful operations while recording all data on magnetic diskettes. Direct measurements of radon flux from the rock surface were made by a charcoal adsorption technique.

"INTRODUCTION The First Supplemental National Defense Appropriation Act, approved August, 25,, 1941, authorized the Bureau of Mines to investigate sources of raw, material for western production and appropriated funds for that purpose. Numerous iron deposits and prospects in the Western States were investigated. Among those selected for more detailed investigation were tile Apache and Chodiski deposits in Arizona.The United States Geological Survey had examined these deposits in 1929 3/ and estimated that ""the quantity of minable ore reasonably to be expected in this locality will reach 10,000,000 long tons, but it will require prospecting by core drill to demonstrate this quantity with certainty"". C. H. Johnson, a mining engineer of the Bureau of Mines, made a preliminary examination in October 1941 and proposed exploration of the Apache deposit Canyon Creek.A trench sampling project was set up, and work at the Apache deposit commenced in November 1941. Mapping, trenching, and sampling of outcrops was completed in March 1942. Trenches were laid out at approximately 200-foot intervals for about 9,200 feet along the iron outcrop east of Canyon Creek, and channel samples were taken across the iron formation. The outcrop also was explored by trenching and sampling along a 1,900-foot outcrop on the west side of Canyon Creek.The first diamond-drilling campaign at Apache was initiated in May 1942 and continued to January 1943, when work was suspended owing to depletion of funds. Six holes spaced at approximately 500-foot intervals and, 500 feet back from the outcrop on the east side of Canyon Creek were drilled through the iron formation during this period.While this drilling was in progress, the Chediski deposit was mapped, trenched, and sampled. The trenches were spaced at intervals of approximately 800 feet along 10,000 feet of the iron-ore outcrop."

To provide better service to coal producers and consumers, the scope of this bulletin has been expanded to include important test methods used to evaluate coal properties for commercial processing. The methods described will prove valuable to all persons interested in analyzing and testing coal and coke.

THE Bureau of Mines has been active in promoting the purchase of coal for Government use under specifications that define the requirements in terms of heating value of the coal, expressed in British thermal units, and the com-position as shown by proximate analyses. To these, when required, are added the fusing temperature of ash, Hardgrove grindability index, and the free-swelling index. Under most of these specification contracts the bidders guarantee the quality of coal, and that guaranteed by the successful bidder becomes the standard of his contract. The deliveries are sampled in accordance with instructions 4 issued by the Bureau; the samples are analyzed in the Bureau's laboratory to determine whether the coal is of the quality guaranteed by the contractor and, if it is not, a price adjustment is made. Analyses of delivered coal and "tipple" samples (samples collected at mine tipples as coal is being loaded into railroad cars or trucks) are valuable data for use in evaluating future bids. Moreover, the continuous sampling of coal as delivered is a check on the practical results obtained in burning the coal.

The objectives of the work described in this report are to determine the communications requirements and need for communications, both for voice and control, on longwalls, and to make recommendations for longwall communications equipment and systems. These recommendations are designed to guide the future development of longwall communications. Information necessary for the accomplishment of this work has been gathered by a series of visits to longwall mines and discussions with longwall mine operators, as well as with suppliers of longwall communications and mining equipment and with Bureau of Mines personnel. In addition, it has proven possible, through personal interviews and literature evaluation, to gain an understanding of the experience and attitudes towards longwall communications in countries where longwall mining is far more widespread than in the U.S., namely the Federal Republic of Germany, the United Kingdom, France and Belgium.

The Stange and Byrnes Heirs manganese mines, adjoining properties in Bland and Giles Counties, Va., have produced at least 20,000 long tons of concentrates containing 8,000 long tons of manganese. They were selected as the site for a strategic-mineral development project because of the existence of geologic possibilities for extensions of the known ore body. In plan, the long dimension of the ore body parallels the axis of a major anticline. Localization apparently is due to longitudinal and transverse fracturing incident to two-way folding. That the manganese oxides were deposited by downward-moving solutions is suggested by the fact that mineable concentrations are confined to a coarse, porous sandstone under-lain by impervious silt and clay. Bureau of Mines project work began on January 15, 1941, and was completed on April 23. The work sampling the faces of the pit, bulldozer trenching, and churn drilling. Pit sampling consisted of 132 channel samples usually 5 feet long and taken at 20-foot intervals. Seventeen trenches aggregating some 4,500 feet in length were dug by the bulldozer. Trenches averaged 12.6 feet in width and 5 feet in depth. A total of 1,978 feet of churn drilling was done in 33 holes. In preparation for churn drilling it was necessary to construct roads to 21 of the 33 sites. A total of 2,867 linear feet of road averaging 13 feet in width was built.

The Sectional Committee on Classification of Coals, functioning under the sponsorship of the American Society for Testing Materials and the rules of the American Standards Association, in its 1934 report recommended to the American Society for Testing-Materials5 that Specifications for Classification of Coals by Rank be adopted as tentative. These specifications, slightly modified as recommended by the Sectional Committee, in its 1935 report,6 wore approved as tentative standards by the society in 1935. The specifications rover the classification of coals according to their degree of metamorphism, or progressive alteration, in the natural eerie s from lignite to anthracite. The basic scheme of classification is according to fired carbon and calorific value (expressed in B.t.u.) calculated to the mineral-matter-free basis. The higher-rank coals are classified according to fixed carbon on the dry basis, and the lower-ran]: coals according; to B.t.u. on the moist basis, that is, containing its natural bed moisture but free of visible surface moisture. Agglutinating and weathering indices arc used to differentiate between certain adjacent groups.

The data developed in this study establishes the technical and economic feasibility as well as the improved health and safety characteristics of a novel mining concept. The mining concept is a modified longwall technique using prestressed tendons for roof control, longhole blasting for fragmentation, and remote mucking. The technical feasibility was found to be dependent on the state of the art, while economic feasibility was found to be dependent on particular minerals and on supply and demand. Since these two conditions are not necessarily coincident in time the data is presented in the report in a manner that enables the mining engineer to perform a rapid preliminary technical and economic analyses for a specific property.
