Germany's' wartime coal-tar industry had two main branches, which can best be considered individually because their raw materials, operations, and distributions were almost completely separated. One branch, old and well-established, was concerned almost entirely with processing coal tar produced by the high-temperature carbonization of caking bituminous coal. Carbonization was effected principally in byproduct- coke ovens and to less extent in vertical, horizontal, and inclined retorts. The high-temperature tar was all processed in tar-distilling plants that handled high-temperature tar almost exclusively.

The Bureau of Mines in the Department of the Interior is increasingly concerned with the safety and health of personnel engaged in coal-mining operations, particularly below ground. The Bureau is also concerned with improving the utilization of domestic mineral resources, and reducing the environmental impact of mineral operations. One obvious way to improve safety and minimize health hazards would be to eliminate coal mining entirely by bringing the energy value of the coal to the surface in some other way, such as by partially burning it underground to form combustible gases and bringing these gases to the surface, where their energy content can be put to use. This technique might also improve the utilization of the coal resource. ? Accordingly, the Bureau of Mines, interested in re-evaluating underground coal gasification technology in terms of current and expected conditions in the United States, requested Arthur D. Little, Inc., (ADL) to appraise the technology to determine: ? Whether the current (1971) state of the technology offers a technically feasible method for gasifying coal underground that is applicable to the reserves of bituminous and lower rank coals in the United States. ? Whether a program of research and further development of the technology could ultimately make it a technically feasible alternative to current open-pit and underground coal mining operations. ? What the nature and cost of further research and development work in the technology should be.

This report is one of a series written by members of the Solid Fuels Mission to Germany describing wartime developments in the mining, prepara- tion, and utilization of coal. This mission was organized early in 1945 under the auspices of the Technical Industrial Intelligence Committee, which cooperated with a counterpart British Committee. In some instances; engi- neers from other allied countries cooperated. The Solid Fuels Mission operated under the direction of a steering committee headed by Dr. C. J. Potter, Deputy Solid Fuels Administrator. The personnel of the mission consisted of H. F. Yancey, in charge, J. W. Buch, Thomas Fraser, L. L. Newman, and L. D. Schmidt of the Bureau of Minos; H. H. Lowry, Director of the Coal Research Laboratory, Carnegie Institute of Technology; H. J. Rose, Vice-President and Director of Research, Bituminous Coal Research, Inc.; and F. H. Reed, Chief Chemist, Illinois Geological Survey. E. 0. Rhodes, Manager, Development Section, Tar Products Division, Koppers Co., Inc., served on the mission for the Chemical Subcommittee of 1.I.I.C. in Europe. His assignment was the investigation of the coal-tar industry. In this connection he prepared this report on the German Low- Temperature Tar Industry as a companion to his provious report on the German High-Temperature Tar Industry (Bureau of Mines Information Circular 7409). Because of Mr. Rhodes' extensive experience in these fields and the impor- tance of the subject material to the coal producers and those utilizing coal-tar products, both reports are issued by the Bureau of Mines. Over fifty reports were written by the members of the Solid Fuels Mis- elon. These, together with microfilms of supporting data obtained in the course of the investigations, are on file at the Foreign Documents Group, Technical Reports Section, Bureau of Mines, Pittsburgh, Pa., where they are available for examination. In the following pages the writer has endeavored to give an account of the many methods, advantages, and disadvantages of preparing and burning powdered coal. For much of the information jmparted the writer is indebted to various firms in the United States and Canada whose plants he visited, also to the technical press. Manufacturers and operators of coal-fired furnaces can not afford to disregard the possible advantages of pulverizing their coal before burning it. Hence the purpose of this bulletin will be fulfilled if it leads them, after making careful estimates, either to abandon their present method of burning cGal on grates or stokers, and install the pulverizers, conveying system, powdered-coal feeder, and burner best suited for burning powdered coal in their plant, or to reject, as uneconomical, the replacement of their present system of burning coal by a system for pulverizing and burning it. No research work on the combustion of powdered Canadian fuels has been carried out by the Mines Branch, Department of Mines; but if this research work were carried out scientifically by competent engineers, chemists, and physicists, it would show how powderedcoal furnaces and burners should be designed to gi ve an efficiency higher than they give at present.

The purpose of this program is to demonstrate the feasibility and practicality of noise control for secondary and tertiary crushers in surface non-coal mining plants and mills. It is a part of the broad Bureau of Mines program to reduce noise in mines to levels mandated in the Coal Mine Health and Safety Act. Utilizing the results of previous contractual research efforts in which noise levels of secondary crushers had been measured, two noise enclosures were designed and evaluated for the REXNORD Symons 7-ft diameter secondary and tertiary crushers installed at the Jackson County Iron Company, in Black River Falls, Wisconsin. The first enclosure had a circular shape following closely that of the crusher and was built up entirely of quick-release panels which can be handled by the crusher operator alone. The second enclosure was octogonal in shape and can be rapidly removed, partially or totally using an overhead crane. Both enclosures fully satisfy the noise reduction objectives and permit daily and long-term maintenance of the crushers. Cost analyses show the cost of the enclosure to be less than 10 per cent of the cost of the crusher, the cost of the octagonal enclosure being estimated at only 60 percent of that of the circular one, e. g. $15,000 against $25,000. It is concluded that the octagonal enclosure best meets the needs of the Jackson County Mining Company and it is recommended that an experimental enclosure be built at the earliest possible time, as proof-of-concept.

This report describes the results of a four year investigation into improved face ventilation systems for underground coal mines. The objective was to experimentally determine configurations for a diffuser fan system and a water spray (spray fan) system which will provide a maximum reduction in face methane concentrations without causing an increase in methane concentrations at the operator's position. The experimental evaluation was performed in full scale mock-up mine entries, simulating continuous mining operations in both a six foot and four foot coal seam complete with normal ventilation, water sprays, and methane emission. A limited study was also performed to assess the effect of scrubber discharge location on methane concentrations in the face area. The results indicated that diffuser fan and spray fan systems that were designed to augment the natural airflow pattern in the entry could provide a factor of 3 to 5 reduction in average methane concentration at the face, compared to a mining machine with just conventional water sprays. The properly designed diffuser and spray fan systems also significantly reduced the total methane present in the entry. A properly designed dust scrubber discharge can reduce face methane levels by a factor of two.

Seventy-four human factors research and development projects were identified for possible Bureau funding. The projects were based on (1) literature surveys, (2) reviews of accident statistics and reports, (3) interviews with equipment manufacturers, MSHA, and Bureau personnel, and (4) site visits to 26 mines. The projects are divided into the following categories: those related to (1) mobile equipment, (2) maintenance shops and areas, (3) plants and mills, (4) organizational factors, (5) safety programs/data, and (6) training. The projects were rated by industry and MSHA people in terms of benefit to the industry. Projects were placed into three categories of priority. The highest priority contained 25 projects with 26 in Category 2, and 23 projects in the lowest category.

Mine inspection in Alaska by the Federal mine inspector was somewhat handicapped during 1915,the inspector having to spend a large part of the summer and fall in examining the Matanuska coal field in connection with the designation of the Government reservations and the leasing units in that field. However, in addition to>this work, the mines in southeastern and southwestern Alaska were inspected by both Federal and Territorial inspectors, a considerable number of men near the Federal inspector's officeat Juneau were trained in first aid to the injured and in the use of mine rescue apparatus, the mines of the interior and of Seward Peninsula were inspected by the Territorial inspector, and a suit was brought in the name of the Territorial inspector for the nonreporting of serious accidents under the Territorial inspection law. The work of the Federal inspector was handicapped also by a lack of field assistants. This condition is likely to be serious, as preparations have been made for opening the Matanuska, Bering River, and Nenana coal fields, and a number of permits granting the free use of 10-acre tracts in other fields throughout the Territory have been issued. The need of a comprehensive inspection law and experienced engineers to safeguard the opening of coal mines by operators who are not familiar with coal mining and are using inexperienced help is obvious.

The investigation of mine shafts and underground workings at Leadville, Colo., was started in May 1946 and recessed in November 3, 1946. Thirty-eight shafts and connecting accessible underground workings, comprising about a third of the accessible shafts in the district, were investigated. The Leadville district, a former important producer of lead and zinc, was considered by the Bureau of Mines to be capable of bolstering 'the waning domestic output of .these important metal. Accordingly, the investigation was initiated for the purpose of. .obtaining more definite data on sulfide and oxide reserves, evidence to justify completion of the Leadville drainage tunnel, representative large samples of the complex oxidized and mixed ores for testing to determine methods, beneficiation factual data to be supplied to property owners in order to stimulate production, and to determine the more favorable areas for development by the Bureau.

This bulletin presents a summary of available information regarding the sources of uranium, radium, and vanadium, the methods used in treating the ores, and the uses of the finished products. In particular the paper describes the ores found in the United States, giving especial attention to those characteristics of the ores and the conditions of their occurrence that affect mining and treatment. This report summarizes the problems of topsail handling as related to present requirements of law and current equipment availability. The most prevalent topsoiling systems are reviewed along with a listing of advantages/disadvantages and best features of each system. Seven mining regions are included, along with an analysis of prevailing land use, types of soils and attendant physical, chemical am biological characteristics. There are several probable areas of future research "lined which can benefit mining, minimize the social impact of mined lands and speed the return of mined lands to more productive long-term use.

The goal of the Bureau of Mines diesel engine research program is to reduce exhaust emissions and minimize the risk of fires and explosions caused by the use of diesel- powered equipment in underground mines. This program has led to a fundamental understanding of the problems and to solutions that allow diesel equipment to be used safely and effectively. This volume contains reports of the presentations made at the Bureau Technology Transfer Seminar on Diesels in Underground &fines given in Louisville, KY, and Denver, CO, on April 21 and April 23, 1987. It also contains three reports of related research, not presented at the seminar, which highlight the significant achievements of a joint US.-Canadian research program on diesel emission control technology for underground mines. Topics covered in this volume include discussions of industrial hygiene problems associated with the use of diesels, accident statistics, fire and explosion control systems, measurement of diesel pollutants, emission control techniques including engine maintenance, fuel additives, diesel particulate filters, and ventilation of diesel sections. An alternative to diesel power, the hydrogen-powered mine vehicle, is also described.

Confidence in the strength of the U.S. economic recovery was considerably enhanced by third quarter 1983 profits, which showed a 12.8-percent increase over those in the second quarter (table I). Although the increases were not as great as between the first and second quarter of 1983, profits have grown each quarter since fourth quarter 1982. Both total profits and profits per unit of output increased, which the Bureau of Economic Analysis (BEA) attributes to decreases in labor and nonlabor costs (per unit of output), as well as to moderate price increases. [ ] A number of durable goods sectors, however, continue to show profit declines, especially electrical and non-electrical machinery. Profits in the primary metal industry are still negative, but the economic picture of this industry is improving. Between the second and third quarters of 1983, capacity utilization increased somewhat in primary metal manufacturing and stone and earth mineral mining but did not change at all in metal mining. Capacity utilization in metal materials increased from 47.4 percent in the fourth quarter of 1982 to 64.2 percent in the third quarter of 1983 (table 2).

Lightweight aggregates have become increasingly important to the construction industry. From 1953 to 1960, the quantity of the aggregates used in concrete block, precast and prestressed concrete, and monolithic structures increased about 92 percent. The present study was conducted in Bureau of Mines Area IV which encompasses the South-Central States of Arkansas, Kansas, Louisiana, Mississippi, Missouri, Oklahoma, and Texas. This is an administrative area and does not delimit a market area or imply an economic unit. Because of the increasing importance of metropolitan areas in evaluating economic growth, significant data showing relationships between growth of the metropolitan areas and the lightweight aggregate industry are included.

This report presents the results of an investigation of inclined roof bolts, anchored over pillars, in room-and-pillar coal mines susceptible to shear failures of the roof. Although the field data do not support this contention, it is believed on the basis of analyses and other work that inclined roof bolts do offer potential under some circumstances.

This publication summarizes, for potential contractors and other interested parties, the research, development, and demonstration contract projects programed by the Bureau of Mines for fiscal year 1980 (October 1, 1979 - September 30, 1980) under its Minerals Health and Safety Research program. The objective of these projects is to provide an ordered and sequenced series of advances toward the Bureau's overall goal of providing the system technology required to create a healthier and safer working environment for the Nation's mining and minerals processing workers.
