A very small nation with large seabed resources requires a strategy. The simplest approach is to duplicate every step taken by the United Nations (UN), in its own leasing programme. In addition, the smaller nations must sell itself and its competitive offering. It is one thing just to await applicants and/ or tenders, another to work to make the leasing seem like a very good idea. This cap be achieved through publications, correspondence, meetings (such as the Underwater Mining Institute, but especially through pro-active planning, seeking the ideal technologies in both harvesting and processing. The ideal would be some combination that could begin quickly and on a small scale. It must be within the UN environmental guidelines. To meet the "quick and small criteria," simple harvesting and physical processing methods must be given the highest priority. Once these are satisfied, then marketing studies can be completed. There is, of course, a market for every element but only careful engineering and cost analysis will determine accessibility. What is required is a stepwise approach, gaining greater and greater credibility at each step. In fact, much planning can be done for very low cost. In the Cook Islands, the first crucial step was the East-West Center publication which pulled together all facts in one volume and which found the local resource to be richer in significant ways than Clarion-Clipperton. Most seem to believe that it could be many years before full production is possible, but this has been conventional wisdom for so long that it has taken on the suspicious aura of myth. Is it real? Have all possible recent technologies such as robotics and physical processing been taken into account? Either way, it is essential that a comprehensive approach be taken so that all factors from resource to market are considered as inter-related until a single business plan emerges. When that is in hand and when its profitability and risk levels are found to be credible, adequate investment funds are available.

Internal textures of manganese nodules from Clarion-Clipperton zone of northeastern Pacific Ocean are classified into five textural zones: columnar-textured layered zone, cuspate-textured layered zone, cuspate-textured massive zone, cuspate-textured porous zone and massive- textured massive zone. Vernadite is the main constituent mineral in the columnar- and cuspate-textured layered zone. Buserite sometimes occurs in the cuspate-textured layered zone. The cuspate-textured massive zone is mainly composed of buserite. Todorokite is also associated with buserite in the massive-textured porous zone, where cuspates and globes are partially replaced by massive texture. In the massive-textured massive zone, todorokite, buserite and birnessite occur together. The analyzed elements of all zones are also classified into four elemental groups by the cluster analysis of correlation coefficients: Mn group, Cu-Ni-Mg group, Fe group and Si group. Mn group consists of Mn and K. Cu-Ni-Mg group consists of Cu, Ni, Zn, Mg and/or Ca, Na. Fe group consists of Fe, Co, Ti and/or Ca, P. Si group consists of Si and Al. Each textural zone is composed of three or four elemental groups. These four elemental groups are correlated with mineral composition, such as, Mn group with todorokite, Cu-Ni-Mg group with buserite, Fe group with Co-bearing iron-oxyhydroxide minerals, and Si group with silicates.

The importance of cobalt-rich manganese crusts on the Pacific seamounts for possible future rare metal sources has currently been recognized. The thin layer-type deposit characteristics affect not only the excavation efficiency but also the economy of mining venture. Considering the thin layer-type distribution and the utilization of some rare metals in cobalt-rich manganese crusts, a preliminary economic feasibility of the mining venture is evaluated. Under some preliminary technical assumptions, the possibility of cobalt-rich manganese crusts for future rare metal sources for Japan is examined. The important role of utilization of rare metals in the crusts is highlighted.

"In July 2016 the International Seabed Authority (the “ISA”) released a first working draft of its mineral exploitation regulations as well as the standard contract terms for mineral resources in the Area, for which stakeholder input was sought in late 2016. In January of 2017 the ISA released a discussion paper on environmental matters related to these draft regulations. The ISA is now in the process of further developing its draft exploitation regulations and standard contract terms to ensure that seabed mining is carried out in an environmentally sound way for the common benefit of mankind.As the regulator of the “Area”, the ISA can draw lessons from onshore mining regulators and offshore petroleum regulators for their experiences in legislative drafting to smoothly and safely oversee project development, implementation, and closure. However, one of the unique challenges that the ISA faces in regulating private industry is its status as an international organization and not a sovereign nation, which results in a significantly different legal relationship between the regulator and the regulated. The result is that the exploitation contract is the sole legal connection between the mining proponent and the regulator for the exploitation phrase of the project.Accordingly, in the regulatory development process, the ISA must carefully consider which rights and obligations are set out in the exploitation contract versus the regulations. This decision will dictate the flexibility the ISA will have to modernize the conduct required of mining proponents in response to changing best practices in the industry, technological progress, and advances in the understanding of the marine ecosystem. As the first working draft of the exploitation regulations sets out an initial contract period of twenty years, it is crucial for the ISA to carefully consider the rights, obligations, and procedures it agrees to in the exploitation contract, as unilateral amendment will not be possible after contract execution."

The beach at the resort city of Virginia Beach, Virginia has been and increasingly will be dependent upon artificial nourishment for maintenance and for hurricane protection. Both existing base-level maintenance operations and planned substantial enhancement programs out strip the capabilities of traditional terrestrial resources to provide the required quantities of sand. Our research program, an amalgam of projects from several funding sources, has located and defined suitable quantities of beach quality sand for use on the city's beaches. The work also has furthered our understanding of the region's Quaternary history. Initially, reconnaissance level, high-resolution, sub-bottom profiles and surficial grab samples taken on the basis of sub- marine geomorphology identified two geographically and geologically separate areas worthy of further exploration. Further profiling supplemented with some cores further defined the potential sand reserves. The Sandbridge Shoal site is a large and discrete Holocene sandbody atop late Pleistocene strata. The sands in region offshore of the commercial area known as the Resort Strip appear to be recent fill within fluvial(?) channels cut into the older subsurface. Each of these resources is within roughly 5 km of major sites targeted for beach nourishment and/or hurricane protection and contains sand with appropriate geotechnical properties. Ongoing work will better define the dimensions and limits of the sand bodies and provide data to enable determinations to be made concerning exploitation. Ultimately decisions concerning the overall beach enhancement-hurricane protection projects will involve economic, environmental, technical, and social considerations.

Hydrothermal marine manganese-oxide deposits (HMMD) are cemented and variously replaced volcaniclastic and biogenic sediments that were mineralized by distal, low- temperature, hydrothermal fluids. HMMD predominantly form below the seabed as sediment-hosted statabound deposits but can also form on the seabed. These deposits form at oceanic and back-arc basin spreading centers, volcanic arcs, and mid-place hotspot volcanoes. HMMD have traditionally not been considered to have an economic potential because they were considered to be devoid of economically valuable critical elements. This contrasts with their non-hydrothermal counterparts, ferromanganese crusts and nodules, which are enriched in many critical elements. However, manganese is now one of the critical metals and HMMD have the highest manganese contents (up to 55% Mn, so- called battery-grade Mn) of all the types of deep-ocean mineral deposits. There is a growing demand for this critical metal and an upward trend exists in the price of manganese on the global market. Also, other critical elements can occur in high concentrations in some HMMD and their economic potential has not been considered, especially for lithium (up to 0.17%) and molybdenum (up to 0.24%), but also vanadium (to 820 ppm), chromium (to 346 ppm), and nickel (to 0.45%), among others. Which of these critical elements are enriched and their concentrations depend on the types of rocks leached at depth by the hydrothermal fluids, the composition of hydrothermal minerals precipitated in the higher temperature parts of the circulation system, and the types of sediments mineralized by the manganese oxides. For example, mineralization of a carbonate sediment resulted in the highest lithium contents, whereas leaching of ultramafic rocks at depth as a rule results in the highest chromium and nickel contents in the HMMD. These deposits are known to be widespread, especially in volcanic arcs, but their lateral and vertical extents and consequently size, tonnage, and grade have not been determined. Most samples of hydrothermal deposits have been collected by dredging and therefore the in situ relationships often are not known. One sample from the Mariana volcanic arc, west Pacific, was collected by ROV at 1274 m water depth from a layered outcrop 6.6 m thick that may be a sequence of pervasively mineralized volcaniclastic layers and offers the first clue as to the potential vertical extent that these deposits may attain. However, only the top ~0.4 m-thick layer was sampled, so it is not known whether the mineralization extents throughout the outcrop. Although large manganese deposits of various origins occur on the continents, they consist of manganese carbonates, silicates, or complex mixtures of manganese minerals. In contrast, marine hydrothermal HMMD exhibit relatively simple mineralogy that would make processing of this potential ore much simpler.

Hydrogenetic Fe-Mn crusts play an important role in marine mineral-deposit research because of their widespread occurrence and high concentrations of valuable and rare metals. Most Fe-Mn crust deposits occur on the tens of thousands of seamounts found in the global ocean as well as on ridges and plateaus. Because of these circumstances, it is essential to clarify a number of outstanding issues with regard to Fe-Mn crust history and development, including controls on metal sources and concentrations. The first-order characteristics of Fe-Mn crusts as potential ore deposits include concentrations of metals (grade) and the thickness of crusts (tonnage), which vary depending on Fe-Mn crust structure and texture. Data on the structure, composition, age, and deposit characteristics will help define which factors are key for the creation of mineral accumulation and which combination of factors leads to the formation of potentially economic concentrations of metals. In this paper, we address the structure and characteristics of Fe-Mn crust stratigraphic sections collected from Central and Western Pacific seamounts. We describe the changes in mineralogical and chemical compositions of crust layers of different ages, the occurrence and regional distribution of these layers that correlate regionally, and reconstruct the paleoceanographic conditions that influenced crust growth.

"INTRODUCTIONFerromanganese (Fe-Mn) crusts are a kind of marine chemical sediment composed of Fe and Mn oxy-hydroxides as well as small amounts of clastic sediments, which are ubiquitously found on the surface of slopes of seamounts and oceanic plateaus at depths from 900 to 5500 meters below sea level (mbsl). Fe-Mn crusts contain extremely high concentrations of useful minor metals such as Co, Ni, Te, REEs, and thus are expected as submarine mineral resources. Also, Fe-Mn crusts record the change of chemical compositions of seawater during last several tens million years, which allow us to obtain clues to clarify the paleoenvironmental conditions at the time of its deposition. However, occurrence, chemical compositions, microbial community and growth patterns of ferromanganese crusts are yet fully understood. Hence, a comprehensive study on the genesis of ferromanganese crusts, such as growth rates and enrichment processes of elements, is required to better understand their resource potential as well as their applications to paleoceanographic study.Based on the resource potential of ferro-manganese crust, the project entitled “Next- Generation Technology for Ocean Resources Exploration” was launched as one of the governmental projects to develop the exploration technology based on the scientific research on the submarine resources such as hydrothermal deposits (e.g., a poster by Kawada et al.), ferro-manganese crusts. We have made several research cruise to seamounts in the north-western Pacific such as Takuyo-Daigo and Takuyo-Daisan seamounts (Fig. 1) ."

Marine benthic habitats are vulnerable to the influence of a wide range of anthropogenic activities (e.g. sand and gravel extraction, dredged material disposal and trawling). Traditionally, benthic ecologists have relied on point sampling techniques such as grabs, corers and dredges to provide information on the physical nature of the substrates and their associated benthic fauna. However, information of this nature only relates to the specific point on the seabed from which the sample was collected and the interpolation of such data to predict the wider distribution of substrata and associated fauna may be unreliable. Our approach uses a range of acoustic, photographic and physical sampling methodologies to produce continuous acoustic coverage maps which can be used to assist with the interpretation of faunal distributions. This approach has been used to assess the impacts of marine sand and gravel extraction at the seabed at two sites off the east coast of England in the southern North Sea. The first study site (designated ?Area 222?) is located 20km off the southeast coast of England and was surveyed in 2001 using sidescan sonar, single beam bathymetry, seabed photography and also a 0.1m2 Hamon grab for the collection of benthos and sediment samples. The main objectives of this investigation were to provide an indication of the spatial distribution of the sediments and macrofauna in the wider area encompassing the dredged site, to evaluate the scope for the effects of marine sand and gravel extraction to extend beyond the boundaries of the site and to provide a wider geographical context for time series investigations. At this site, an acoustic basemap was utilised in conjunction with faunal sampling and photographic groundtruthing, to determine the nature and distribution of the seabed sediments and their associated features. Disturbances at the seabed arising from historic sand and gravel extraction activities were mapped, and this information was helpful in establishing biological cause and effect relationships. The acoustic basemap was also used to target biological reference sites against which the effects of adjacent man-made disturbances could be evaluated.

The United Nations Convention on the Law of the Sea (UNCLOS) entered into force, for those nations who had ratified it, on November 16, 1994. The Convention deals with nearly every aspect of ocean affairs, including marine scientific research, fishing zones, freedom of the high seas, protection of the marine environment and deep seabed mining. Article 76 of the Convention defines edge of the continental shelf in a way that many earth scientists find bizarre. Out to this limit, a coastal state has sovereignty over the seabed and sub-seafloor resources. Beyond that limit, the key principle of UNCLOS, that "the resources of the deep seabed represent the common heritage of mankind and should be developed to benefit all nations" is invoked. Establishing that limit and managing development in the different areas of jurisdiction is no small task. Canada's continental shelf as defined by UNCLOS covers an area approximately equal to half the area of the Canadian land mass. Interpretation and application of the convention is therefore highly significant for Canada. For example, the sedimentary basin in which the offshore Hibernia oil field is found, extends beyond the 200 mile limit but lies predominantly within the limits of the (UNCLOS) continental shelf. Responsibility for development of inshore placer deposits rests firmly with the coastal state. However, development of deep sea mining, in which the international community plays a management role under UNCLOS, has raised many concerns. Of particular interest to Canada will be the application of the provisions of the convention to interest in the polymetallic sulfides sampled on the mid-ocean ridges such as the Juan da Fuca Ridge. A further complicating factor for Canada is management of fishing stocks. Canada has sought to resolve this "problem" through multilateral negotiations under the UN. Under its "Oceans Act," currently being debated by Parliament, Canada intends to become a world leader in oceans and marine resource management. Similar activity in most maritime nations is setting the stage for a revolution in the way in which use of the world's oceans is managed. Much of this revolution will be guided by UNCLOS. Coastal states that have ratified the convention have ten years in which to define the limits of their continental shelves the clock is already ticking for them! We have yet to see how their actions will guide, or be guided by, those who have not yet ratified. We also have yet to see how national legislation and aspirations will mesh with international conventions that were drawn up in a previous era of environmental standards. This is a time in which many questions have been raised and few firm answers received. However, we must ensure that everyone is aware of what is happening, with what potential consequences, in order that rational decisions can be made. Canada has taken a few small steps that it is happy to share with the world community.

The western continental margin comprises of the southwest coast (Cape Comorin-Mangalore), centralwest coast or Konkan coast (Mangalore-Bombay), northwest coast (Bombay-Gulf of Kutch) and the Laccadives area. Placer deposits of heavy minerals occur in discontinuous patches on the beaches along many parts of the west coast. The richest offshore placer deposits occur along the 25 km stretch of the southwest coast from Neendakara to Kayamkulam. The National Institute of Oceanography (NIO) surveys show that the sediments off the Konkan coast consist largely of silty sand, sandy silt and clay and the concentration of ilmenite is higher than the onshore. The heavy mineral concentration ranges up to 90% and has mainly ilmenite and magnetite with minor quantities of apatite, rutile, zircon, kyanite etc. The heavy mineral sands extend below the clays to water depth down to 20 m. The heavy minerals sands vary in thickness from 2-10 m. Offshore placers can be mined by using wire-line, bucket ladder and hydraulic dredges. Wire-line, bucket ladder and hydraulic dredges. Wire-line dredges may employ drag buckets or clamshell and hydraulic dredges suction or airlift principles. The dredges can be located on flat bottom or catamaran barges. Dredging of very near shore placers may be achieved by operating from land. The bucket ladder type of dredger has greater digging ability and hence can be deployed for mining placers which are partly consolidated or cemented or where the most valuable part of the deposit lies at the contact between the alluvium and the bedrock. This type operates very economically up to 45 m depth and needs minimum power requirement per unit dredged. Suction type hydraulic dredges can be operated very effectively up to 60 m water depths. This system is quite ideal for the inner shelf. The maximum practical economic working water depths for wire-line dredges are about 150 m. With the drag bucket modified into large net buckets, the method can be utilized to greater depths. They can be used in areas of high water currents and swells. The type of bucket can be changed readily with change in the nature of alluvium or substratum. The hydraulic suction dredge is the most suitable system for mining unconsolidated sediments. When the sediments are semi-unconsolidated, a cutter head can be mounted on the lower end of the suction pipe to agitate the seabed.

Within 2006 BGR will conclude a contract with the UN International Seabed Authority (ISA) for the exploration of polymetallic nodules. The contract covers an area in the Pacific nodule belt between the Clarion and Clipperton fracture zones, that which is about 75.000 km2 in size at water depths between 4200 and 5000 m (see Fig. 1). Up to now, 7 consortia or state parties have acquired similar exploration “licenses” for polymetallic nodules in the central Pacific Ocean and the Indian Ocean. These licenses of the UN authority are required according to the UN convention on the law of the sea (UNCLOS) as the areas of interest are located outside of national EEZs. The “licenses” then reserve exclusive rights to the applicant for a time span of about 15 years.

INTRODUCTION Due both to the political history of UNCLOS and the sensitivity of the ocean floor and environment to man made impacts, both the Convention (including also the 1994 Amendment) and subsequent codification (such as the ISA draft code on Exploitation of Mineral Resources in the Area) put a focus on information about, and conveyance of, technology employed by interested deepsea mining companies, to inter alia the Authority and developing countries. In contrast, companies usually are (or by their nature should be) interested in safeguarding their technology and business secrets in order to secure unique selling propositions in a competitive environment. On the background of the meanwhile maturing regulatory régimes on deep sea mining, the presentation will look into some of the key regulatory provisions mirroring these apparently antagonistic interests, how the players involved could deal with them, and how they might in some cases be reconciled. Progress of Presentation The presentation will start by briefly examining some classical methods of protection of technology, such as patents, copyrights, and (not the least) secrecy. It will be found that some of the statutory means of protection due to their territorial character may face problems in being implemented in areas outside national jurisdiction, such as the Area, but that, thinking globally, they nevertheless retain much of their value for the purpose of protection. Depending on available presentation time, a model case may be used to illustrate the above – and also some of the following – findings.

Mineral zonation studies were conducted on hydrothermal vents of two hot spot volcanoes. One study site is located within the Axial Caldera of the axial hot spot volcano of the Juan de Fuca Ridge. The young high-temperature hydrothermal vent field consisting of two polymetallic sulfide chimneys, five meters high, located at 130°01.5'W, 45°56.5'N, along a fault complex at the base of the southwestern wall of Axial Caldera was sampled during four ALVIN dives in 1983. Temperatures of up to 270°C were measured within the orifice of one of the chimneys, which was then broken off and recovered with the submersible. Both black and white "smoke" was observed to be emanating from the one chimney sampled. The high-temperature chimney extends directly from a field of broken lobate lavas which are located at a water depth of 1,550 meters, about 200 meters east of the caldera wall. The chimney makes one of the shallowest active high-temperature vents studied to date. The vent is surrounded by clumps of vestimentiferan worms and is located within an elongate field of red-colored iron smectite blankets and chimneys. The low-temperature field forms a ribbon 150 meters wide, extending for about 1,300 meters at the base of the wall. Chemical analyses of the hydrothermal deposits ranging from the polymetallic sulfides of the chimney to the outer zones of the low-temperature field show a range of elemental assemblages consistent with temperature zonation around the vent. Both ferromanganese crusts and nodules present potential processors with enormous volumes of tailings of dubious environmental character: most processing scenarios fail to utilize the uneconomic manganese itself, leaving a total waste volume on the order of 96% of the incoming ore. Each current disposal proposal seems flawed: (1) backhauling to the initial mine site is costly and might run afoul of EPA or UN marine dumping*regulations, (2) subsea disposal near a coastal processing site means almost inevitable community opposition, (3) agricultural soil amendment for improving barren lava or coral rubble appears to require prohibitive amounts of supplementary phosphate, and (4) the slag resulting from an energy intensive pyrometallurgical processing may have potential as road ballast, but few processors will opt for smelting in all but those locales where energy is very cheap. This unfortunately rules out a smelting operation in almost any Pacific Island environment. We envision at least one other scenario which could result in both the removal of tailings from a processing plant and an increase in the supply of useful building materials at little or no cost to either the processing or construction industries--transforming a tenacious waste into a novel resource. Ongoing experiments have demonstrated considerable potential for turning acid leach tailings into dark composite facing stone, fancy black tile, novelty ceramics or concrete aggregate. The tailings are commonly very fine grained and may also serve as an additive in drilling mud. Applications as an additive to asphalt also need to be explored. The metal scavenging nature of ferromanganese minerals should be considered as a radioactive waste disposal matrix. There is no doubt that the greatest challenge will be

Stephen D. Scott Steven Scott is a Professor of Geology, Director of the Marine Geology Research Laboratory and, until May 1997, was Chairman for 9 years of Geological and Mining Engineering, all at the University of Toronto. Steve also holds a cross appointment at the University of Western Brittany's European University Institute of the Sea in Brest, France. He was educated at the University of Western Ontario (B.Sc. and M.Sc.) and at Penn State (Ph.D.). Steve is a geologist/oceanographer specializing in base and precious metal massive sulfide deposits which he and his students have studied on five continents and on the bottom of three oceans. He was the first ore deposits geologist and first Canadian to witness "black smokers" on the ocean floor. Since 1982, he has participated on 21 oceanographic surface and submersible expeditions, many of them as Chief Scientist. His research team is currently carrying out projects in the W and NE Pacific Ocean. Steve has published more than 150 research papers and lectured in more than a dozen counties. Popularized accounts of his work have appeared in various media.. He has been honored by several awards and distinguished lectureships. Steve is President of the Canadian Scientific Submersible Facility, which operates the Canadian ROPOS robotic submersible, and is President of the International Marine Minerals Society.

Recent exploration demonstrates that hydrothermal systems related to upper mantle ultramafic outcrops are common in the modern ocean. Most sites are located on slow spreading ridges with a low magmatic budget. Volcanogenic Massive Sulfide (VMS) deposits, associated with basalt, along the Mid Atlantic Ridge (MAR) are volcanically controlled near the topographic highs at the center of the segments. Three preferential settings are identified for ultramafic sulfide mineralization: 1) Off axis, on rift valley walls, near the amagmatic ends of the segments; 2) Non-transform offsets and 3) Ultramafic dome structures at the ridge transform fault intersection. The upper surface of these domes is often interpreted as a detachment fault. Three processes are considered for driving hydrothermal cells in ultramafic rocks: 1) regional heat flow at the ridge axis 2) Cooling of a deep gabbroic intrusion and 3) exothermic heat produced during serpentinisation. Along the Mid Atlantic Ridge, four types of ultramafic hydrothermal mineralization are observed: 1) High temperature (>350°C) sulfide mineralization related to low pH fluids, (ex. The Logachev field at 14°45? N and the Rainbow field at 36°14 N); 2) Medium temperature carbonate chimneys (<100°C) related to high pH fluids (ex. The Lost City site at 30°N); 3) Low temperature diffuse venting associated with extremely high methane discharge and pervasive alteration and silicification of both volcanic and ultramafic rocks (ex : The Saldanha field at 36°34 N); 4) Stockwork mineralization and quartz veins with sulfides related to gabbroic intrusions within ultramafic rocks (15°N). When compared to mineralization in a basaltic environment, sulfide deposits are enriched in copper, zinc and specific elements related to an ultramafic rock source such as Ni and Co. They are also significantly enriched in gold which, unlike in basaltic environments, has a bimodal occurrence both in low temperature Zn-rich assemblages and in high temperature Cu-rich mineral assemblages. The Cu-Zn-Co-Au deposits along the Mid Atlantic Ridge seem to be more common than on land where few similar VMS deposits are known. We consider that ultramafic VMS deposits on slow spreading ridges constitute a specific marine type of mineralization that is less easily than back arc deposits, incorporated into the continent during obduction processes.

"INTRODUCTIONPolymetallic nodules from the Clarion and Clipperton Zone (CCZ) within the equatorial NE Pacific Ocean show high concentration of economic important strategic metals such as Ni, Cu, Co, Mo and Rare Earth Elements (REE). The content of those metals in nodules is depending on (i) the supply during individual growing periods, (ii) the environment conditions as well as (iii) on different manganese minerals, which occur in nodules. The incorporation of the metals can vary within the structure (incorporated into the structure / over vacancies of the structure) and this can be relevant for the further metallurgical treatment.Mineralogy of Mn-nodules from the CCZ and the incorporation of metalsManganese nodules consist of nm to µm thick layer growth structures (LGS) of different genetic origin (hydrogenetic/suboxic-diagenetic). Those LGS form due to the precipitation of Mn-and Fe-(oxy) hydroxide colloids from the oxygen rich near-bottom water and/or pore water (hydrogenetic growth; Halbach et al., 1988) or from suboxic (depleted in O2 <5µmol O2/l; Hein and Koschinsky 2013)) near-bottom water/pore water (suboxicdiagenetic growth; Halbach et al., 1988; Wegorzewski and Kuhn, 2014).In general, metals dissolved in seawater will be adsorbed and complexed on the oxide surfaces according to their different surface charge. The surface charge of the Mn-Fe (oxy) hydroxides depends on the pHzpc (zpc: zero point of charge). In seawater dissolved hydrated cations (Ni2+, Cu2+, Co2+) are adsorbed preferentially on the negatively charged Mn-oxide (MnO2 -) surface (pHzpc 2.8). In contrast, negatively and neutrally charged complexes (e.g., Ti(OH4); REE(CO3)2 -, MoO4 2-) are adsorbed on the surface of Fe-oxy hydroxide colloids (FeOOH+) which have a slightly positively charged surface (pHzpc 8.5; Stumm and Morgan, 1981; Koschinsky and Halbach 1995)."

The Continental Shelf Division of the Marine Minerals Technology Center has recently completed field tests of the percussion- waterlift drill and the vibracore/vibralift convertible drill. The two systems have been modified from existing drills to increase their effectiveness and flexibility for nearshore minerals exploration. Originally the percussion-waterlift drill was designed for iand based operations, but it has been modified for use in protected shallow water areas. This drill is easily maintained, inexpensive to construct and operate, and is able to accurately recover representative samples from a variety of sedimentary deposits. Sampling is accomplished using either a reverse circulation method for the recovery of a slurry of sediment cuttings and water or employing a thin walled "Shelby tube" to core zones of interest. The vibracore/vibralift convertible drill is a modification of the remote placer drill (RPD). By combining these drills into one convertible system, it is possible to recover continuous cores of unconsolidated fine-grained sediments (vibracore), a slurry of clay to gravel size sediments over 1.0 meter intervals (vibralift), and to sample sedimentary material in environments where indurated

INTRODUCTION Metal components contained in deep-seabed mineral resources are being highlighted as “energy metals”, which are widely utilized in the entire fields of energy: harvesting and generation, storage and transportation, and saving. Those are mostly trace and rare metals, and rare earth elements as well: manganese, nickel, cobalt, copper, molybdenum, tellurium, selenium, platinum, etc. Toward low carbon society, for global sustainability, the role of metals and minerals is growing up in industries of energy and transportation [1]. In this context, the production and supply of energy metals from deep seafloor have to be approached also based on sustainable development. In deep-seabed mining activity, the sustainability is focused on potential impacts on ecosystems in benthic area and water column. The environmental impacts in deep-seabed mining are caused basically by intervention in benthic zones and transportation of materials. Those are, in particular, removal of benthic habitats, generation and dispersion of sediment plumes, surface transportation of seawater and sediment, tailing from mining vessel, sound and light noises, and chemical leakage, etc. This paper is aiming at fundamental guidance towards sustainable mining of polymetallic nodules.
