One of the features of modern life has been the increasing speed of change. We see this in many facets of activity, but in few areas more clearly than in the financial sector. The speed of communication and the advent of screen trading have made world markets one.We have titled this presentation "Cycles". It has been the conventional wisdom that Economies, Metal Prices, Equity Markets, etc. move in cycles. The objective of our presentation is to examine these cycles, to comment on the interrelationships, and to postulate where we are in The Current Cycle". We will draw conclusions as to where one should direct effort in the Mineral Scene over the next decade or so.Throughout this discussion we will use various terms to describe Time. The "Short Term" is typically meant to refer to the next six months: the "Medium Term" is one to two years; and the "Long Term" is the three to five year horizon.

The Middle Proterozoic metasedimentary rocks of the Belt Supergroup contain important metallic mineral deposits like the diagenetic sediment-hosted stratiform copper mineralization, including the Troy (Spar Lake) deposit and the epigenetic hydrothermal veins in the lower Belt and Ravalli Group in the Coeur d'Alene district. Magnetite (Fe3O4) is a common and widespread accessory mineral in these rocks and can have multiple origins including ore stage in deposits, mobilization stage in source rocks, metamorphism of red beds and alteration mineral in thin halos enveloping Ag-rich veins in the Coeur dÆAlene district. As shown in several classic studies, the composition of magnetite from igneous rocks varies significantly in response to controlling factors such as melt composition, temperature, silica activity, and oxygen and sulphur fugacity. Therefore, the distinctively different geologic settings within the Belt Supergroup strongly suggest that there may be differences in the magnetite compositions. However, initial microprobe analyses detected no variation in magnetite composition.   Three possibilities may give an adequate explanation for these initial results: 1.      the magnetite formed primarily as pure Fe3O4, 2.      one or more tectonothermal events led to regional scale re-equilibration that affected all rocks in the field area, and 3.      the variations in the composition are below the detection limit of the microprobe.

There are a number of different mechanisms by which wetlands can immobilise the metals in mine drainage. Here, the biogeochemistry behind four of these mechanisms (adsorption, biological uptake, precipitation as oxyhydroxides, and precipitation as sulfides) is discussed from the perspective of sustainability. Moreover, treatment wetlands are considered as part of a larger system, also taking into account the source of the drainage and various aspects of the receiving waters. The biogeochemistry of different metal immobilisation mechanisms in wetlands determines what kind of drainage can be treated with success, and it also places an upper limit on the amount of metal that can be removed from the water phase per unit of time. This has important implications for the design of treatment wetlands, perhaps particularly in colder climates. A thorough understanding of the prevailing biogeochemical processes is essential when attempting to establish treatment wetlands after the closing of a mine. If a wetland is to be used as a sustainable æwalk-awayÆ solution, the anticipated change in treatment efficiency over time (as pollutants accumulate in the system) must be considered in relation to the expected changes in drainage quality. It is also important that the total metal immobilisation capacity of the wetland is not exceeded and that the integrity of the system is maintained, in order to minimise liberation of previously immobilised metals.

The world-class Bulyanhulu gold deposit (375 t Au) is in the Sukumaland greenstone belt, Northwestern Tanzania. The main mineralised quartz vein structure, termed Reef one, occurs at the contact of felsic metavolcanic rocks on the hanging wall and mafic metavolcanic rocks on the footwall. Reef one is dominated by massive quartz together with pyrite, pyrrhotite and minor chalcopyrite. Alteration in the footwall basalt is characterised by extensive chloritisation, calcification and silicification, which is strongest near the vein. Sericitisation also locally occurs adjacent to the vein. Metamorphic hornblende and plagioclase (albite) increase in abundance at a distance of 120 m from the vein and reflect the gradation into less altered rocks. The increasing abundance of chlorite, calcite, quartz and local sericite near Reef one, coupled by replacement textures suggests that most of these footwall minerals are the product of hydrothermal alteration, rather than regional metamorphism. Geochemical data shows slight enrichment in Ca, Fe and As towards the vein, whereas Zn in several drill holes becomes enriched away from Reef one. The Bulyanhulu gold deposit is a quartz-pyrite-chalcopyrite shear controlled vein with an adjacent extensive chlorite-quartz-calcite hydrothermal alteration zone (and a limited local sericite alteration zone) that passes to a hornblende-albite metamorphic assemblage further into the footwall.

Macroscopic and microscopic studies of the outburst-prone Gemini Coal (Bowen Basin) showed that outbursts were associated with a localized inertinite-rich ply. Previous studies of the Gemini Coal had shown a general relationship between desorption rate, regarded as a good measure of outburst proneness, and inertinite content of coal samples.Desorption rates increased with increasing inertinite content and were highest for inertodetrinite-rich samples. These results suggest that inertinite content and composition play a significant role in outbursting and may be useful in identifying outburst-prone coals, which could be confirmed by desorption measurements.Consequently outburst-prone areas in the Upper Permian coal measures ofthe Sydney, Gunnedah and Bowen Basins have been defined using a combination ofthe parameters, inertinite content, depth ofcover and coal rank. In the Upper Permian, inertinite-rich coals are confined mainly to the top of the coal measures, except in the Sydney and Gunnedah Basins where an inertinite-rich interval (Bayswater Coal and correlatives) is also present towards the base of these measures. Only a small area ofthe central Sydney Basin, butmuch ofthe north-eastern and north-central part of the exposed Bowen Basin is considered outburst prone on the basis of these parameters.The most outburst-prone inertodetrinite-rich lithologies have a patchy and unpredictable distribution in the top of the Upper Permian coal measures. They can be defined only by sampling and petrographic analysis at the subsection level.

THE John Darling Colliery, owned by The Broken Hill Proprietary Company Limited, is situated 12 miles south of Neweastle, NSW and about 1 mile from the ocean. The area of the holding is approximately 10,000 acres, about half of which underlies the Pacific Ocean. The area was proved to be coal bearing by diamond drill boring: this method not only proved the coal to exist, but gave the depths from which could be calculated. It also proved the existence or otherwise of heavy faulting, which is a very important factor in the design of the underground lay-out of a mine. The location of shafts had to be carefuIly studied, and, before final selection, the following salient points had to be considered:Railway communications.Flood waters.Boiler feed water.Surface buildings.Probability of coal washing.Underground haulage arrangements.Lengths of roadways from a ventilating viewpoint.Before the shaft sites were finally selected, an underground design was prepared to determine the direction of the main drives in relation to the boundaries of the holding, and the of the coal seam: the latter, being an important factor in this particular locality, was ascertained by a geological survey of rock outcrops in the neighbourhood. It is usually the case that the short-term plannerÆs role is occupied by the younger site mining engineer. ThatÆs because mine scheduling is generally seen as a mundane and thankless task. But, short-term planners play an extremely important role in maximising the value of the mining resource, generally the companyÆs biggest asset. A look at any mining operation today will expose the competing drivers behind the operational and strategic plans. Operations are too often faced with pushing short-term constraints. It is the responsibility of the short-term engineer to answer the question of æWhere to next?Æ. In answering this question the young mining engineer is in an environment overflowing with urgency and constraints. Hasty decisions made at this time may have significant adverse consequences to the long-term value of the resource. Long-term strategy must address a broad and expanding number of issues that are generally overlooked by the short-term planner. It takes a holistic, rather than the prescriptive approach of short-term planning to determine the best strategic direction for the operation. To better understand the consequences of decisions made at the operational level short-term planners need better vision of the whole business. The key to improving the mining business is a planning process that integrates the short-term planners role with the overall mining strategy. Future developments in the mine planning process will focus on bridging this ædisconnectÆ between the operational objectives and the long-term goals. Improvements will come from the tools which planning engineerÆs use, and the planning methodology surrounding them. There will be significant hardware improvements to improve the speed with which a short-term planner can evaluate plausible options. Software that maximises the use of the improved hardware will be developed. Complimenting these technological improvements, conceptual methodologies of mine planning will improve to allow strategic planning to be brought within the focus of the short-term planning engineer. In todayÆs mining industry the young mining engineer is embarking on a career where business processes are paramount. This paper discusses the ædisconnectÆ that occurs today between the operational planning and long-term strategy and how this is driving developments in mine planning today.

During early 2004, Fortescue Metals Group (FMG) began an aggressive exploration and drilling program in the Chichester Range, targeting iron enrichment developed in the Nammuldi Member at the base of the Marra Mamba Iron Formation. The timely recognition by FMG of distinct zones of (hypogene) microplaty hematite (mplH) enrichment overprinted by extensive supergene mineralisation led to an early reappraisal of the geological history of the area and characterisation of the possible structural and stratigraphic controls on mineralisation. Regionally, the Chichester Range dips gently at less than 5¦ to the south, however, detailed mapping shows that this regional limb is overprinted by low amplitude, long wavelength, north/south to northeast/southwest trending folds. The locations of major structures in the Marra Mamba Iron Formation, combined with spectral analysis of known mineralisation, allowed extrapolation and prioritisation of exploration target areas. The delineation under cover and understanding of these structures was enhanced by detailed airborne magnetic data. Recognition that supergene mineralisation was associated with a palaeotopography that continued significantly under cover to the south under sediments of the Fortescue River valley led to the discovery of extensive supergene mineralisation together with additional mplH mineralisation. A model for the landscape evolution and preservation of enriched Nammuldi Member was generated in order to help communicate both the complexities involved with targeting drill holes beneath cover and the potential limits to the lateral extents of mineralisation.

Submarine tailings disposal is conceptually an attractive option for managing reactive mine wastes in coastal regions by virtue of reduced sulfide oxidation under a water cover and no infrastructure to maintain after mine closure. However, the lack of detailed knowledge of metal leaching, dispersal of fine tailings and biological impacts in the marine environment has led to no operating permits currently in effect in Canada. Detailed chemical and ecotoxicological assessments at two historic copper mine sites (Little Bay and Tilt Cove) in the north coast of Newfoundland with tailings disposed in an estuarine to shallow (=100 m) marine environment have demonstrated reduced reactivity of sulfidic tailings when submerged under water. Only non-acute toxicity is detected in biota inhabiting the immediate vicinity (A review of another historic shallow marine tailings operation in the southern tip of Vancouver Island (Jordon River) with a high-energy setting also reveals problems with unconfined tailings dispersal and temporal biological impacts. Documented studies at two deeper (140 - 360 m) marine tailings disposal operations at the northern tip of Vancouver Island (Island Copper) and northwestern coast of British Columbia (Kitsault) again illustrate imperfect predictions of tailings re-suspension and dispersal. At these sites, bioaccumulation of tailings-derived metals appears to be minimal. There is evidence of rapid re-colonisation of the tailings surface by benthos but of different species than the original population. Integrating these observations with reported metal fluxes and biological diversity associated with submarine hydrothermal vents, the risks and benefits of deep-sea (>1 km) tailings disposal are discussed. To determine if submarine tailings disposal in deep, confined basins on the seafloor is environmentally friendly, detailed multi-disciplinary research incorporating physical, chemical, biological and toxicological components will be indispensable.

The subject of octanes and knock in petrol engines is of general interest, not only to the engineers and chemists in the petroleum and automotive industries, but also to the motorist who wishes to see some light through the haze of propaganda regarding "super" petrols. A mixture of petrol vapour and air will explode when a spark is passed through it if it contains more than one and a half per cent. or less than six per cent. of petrol vapour by volume. In a petrol engine the mixture has to be within the explosive range before it will operate. When the spark is passed it 'ignites the petrol vapour-air mixture which burns with rapid but finite progress of the flame front 'through the unburnt gases in much the same manner that a charge of dynamite is consumed. The turbulence of the gases in the cylinder under normal operating conditions more than doubles the velocity of the flame front and enables the combustion to be completed by the end of the working (expansion) stroke:KNOCKIf the cylinder head 'is poorly designed or is covered with a deposit of carbon, it is possible for "hot spots" to develop, and these can ignite the mixture before the spark is passed. This pre-ignition gives rise to an engine knock but is accompanied by a dull thud rather than the ringing knock associated with the true "knocking" found in a petrol engine and attributed to the detonation of the mixture. Phu Bia Mining Ltd, a subsidiary of Pan Australian Resources Ltd owns and operates the Phu Kham copper concentrator located in the Xaysomboun District, Lao PeopleÆs Democratic Republic. Construction and commissioning of the 12 Mt/a copper concentrator and associated facilities was undertaken by Ausenco Ltd and handed over to Phu Bia Mining Ltd in April, 2008. The first copper concentrate was produced in April 2008 and the ship carrying the first shipment of copper concentrate set sail 27 July 2008. Nameplate mill throughput was reached in August, 2008 when 1 020 000 dmt of ore was treated in the milling and flotation circuit. The Cu-Au mineralisation is contained in skarn and stockwork mineralisation and is interpreted as a distal expression of a conventional porphyry copper-gold system. Copper mineralisation is principally in the form of chalcopyrite with lesser bornite. Gold occurs as small grains, typically associated with copper minerals. In the upper portions of the orebody, oxidation and water table movements have resulted in near surface leaching of the copper and below the leached zone, supergene enrichment resulted in chalcocite mineralisation. The circuit operates with a semi-autogenous grinding (SAG) û ball mill circuit, feeding a bank of OK200 rougher cells. Rougher concentrate is reground in an IsaMill prior to entering a cleaner circuit consisting of three stages of cleaning and one stage of cleaner scavenging. The concentrate typically assaying 24 per cent Cu and 6 - 7 g/t Au is hauled for over 1000 km across the border to the Port of Sriracha in Thailand, and stocked in sheds at the wharf from which it is shipped to various Asian smelters. This paper discusses the successful commissioning and ramp up to design tonnage and metallurgical performance. In addition, a program to optimise both the comminution and flotation circuit is detailed with reference to grinding efficiency, flotation residence time and size by size mineral recovery.

Big Bell Mine started experiencing relatively large mining related seismic events, and accompanying rockbursts, from February 1999. Twelve rockbursts damaged access development from February 1999 to June 2000, with severe damage extending for up to 100 m along footwall drives. Five seismic events associated with the rockbursts were recorded by the AGSO, measuring 1.9, 2.2, 1.7, 2.4 and 2.2 on the Richter scale. These events affected 485 and 460 footwall drives in August and November 1999 and 535 footwall drive in June 2000 (drive level nomenclature is equivalent to the depth below surface and RL). After the third event (July 1999) it was apparent that the seismicity was not a once-off phenomenon. This (sudden) onset of seismicity required management to implement a series of precautionary measures:to ensure the safety of the workforce, to maintain continuity of production, and to reduce rockburst damage rehabilitation. The measures included extended re-entry periods and exclusion zones in high-risk areas, improved rockburst resistant support systems in areas prone to damaging seismic activity and improved support systems in areas prone to shakedown damage. A full-scale minewide ISS seismic system was ordered in October 1999 and commissioned in February 2000. A portable eight-channel CSIR-Miningtek system was installed at short notice as an interim measure in August 1999. This CSIR system covered the northern producing stopes, where the majority of the rockbursts had occurred. The objective of the seismic monitoring was to monitor relative activity and to determine trends with regards to time and location. MAP3D numerical modelling was used to investigate the relationship between seismicity and various combinations of stress components to assess the relative seismic risk in both current and proposed working areas. This information is used to determine where and at what stage in the mining cycle the rockburst resistant support is required. Analysis of the seismicity has determined two distinct modes of seismicity û small-scale localised, high frequency events in high stress areas and larger events related to shear along previously intact foliation surfaces. This paper includes a summary of the seismic history, seismic data analysis, support system design, mine design adjustments and management action to minimise the effects of seismic activity at Big Bell Mine.

In the economic evaluation of any Australian mining project, changes in taxation can significantly affect viability. Australian tax laws, particularly in the period since early 1973, have undergone many changes which have led to shifts in the profitability of mining companies. This paper examines the sensitivity of a selected, broadly based sample of Australian mining companies to the changes that have occurred, or are reasonably likely to occur, in taxation legislation. In the past, tax systems have been altered for a variety of reasons, such as 1. reduction'in the impact of inflation 2. neutralization of incidence between different sections of the economy 3. as an incentive to encourage expansion and growth in a particular industry or area, and 4. increase in the real "take" of government. In this paper, conventional rate of return analyses are applied in a study of how profitability is affected under various taxation systems.

This paper presents an overview of the strategy adopted to bring the Ballymoney opencut lignite deposit to an advanced stage of mine design and confidence. Certain aspects of the project differentiate it from the normal Australian experience. These include the thick overlying glacial drift, the proximity to established infrastructure and the wide fluctua- tions in annual lignite demand. The incorporation of these factors in the mine plan are discussed. The deposit area is located near the town of Ballymoney, in Northern Ireland. In July 1986, after winning an internationally competitive tender, Meekatharra Minerals Ltd commenced an exploration programme designed to delineate reserves to supply a 450 MW power station. In less than eighteen months, a complete evaluation was undertaken and a price submitted in December 1987 to the relevant authorities for the supply of lignite. Subsequently, UK government consultants and significant inter- national banks have endorsed the findings. The mining study commenced with the evaluation of various develop- ment strategies, followed by selection of the most viable mining method and equipment. The equipment selected will mine four million tonnes of lignite and eleven million cubic metres of waste each year. In year 15, the waste removal requirement increases to almost seventeen million cubic metres. This results in an average strip ratio over the mine life of three cubic metres of waste per tonne of lignite. The quality of the product delivered to the run of mine conveyor transfer point, based on maximum resource recovery, will include heat content of 8813 kJ/kg (3789 Btu/Ib), ash content of 28% and moisture content of 40%.

I should like to congratulate Dr. Salamy on his most informative paper.Under the heading of "future development" Dr. Salamy states the intention of using 3 in. lifters. In this connection I should like to mention one or two of our findings at the Croesus Plant of North Kalgurli (1912) Limited. We have converted a 5i ft. x 11 ft. grate discharge ball mill to a high level overflow rod mill. When we were considering this conversion we explored the literature and decided on using 2t in. lifters on alternate liners-the results were not encouraging. Here, in what is partly a review and partly a personal viewpoint, I take stock of changes in emphasis and comprehension on the subject of basaltic volcanism in the decade that has passed since the completion of the landmark Basaltic Volcanism Study Project (1981). I concentrate attention on the relatively neglected physical-volcanology aspects (in 1988 it was still possible to publish a 340-page book on flood basalts with barely any mention of physical mechanisms).I adopt the useful unifying concept of "volcanic system" to embrace the invariably-present intrusions as well as the volcano; I consider controls exercised by magma-supply rate and modulator-mechanisms on the nature of the system;I emphasize that sheeted-intrusion complexes, consisting either of dikes or inclined sheets (depending on the ability of the system to expand laterally) occur in all eroded major systems and fuel geothermal systems; I show how constraints set by cooling of narrow intrusions cause such complexes to be wedge-like and produce considerable rotations; I consider the role of the level of neutral buoyancy in making magma chambers possible, causing lateral subsurface magma flow and localizing intrusions, while the LNB itself can be accentuated by intrusions; and I examine the possibility that underwater systems could have very different internal structures from systems on land.

The bubble size, together with the gas rate, determines the bubble surface area flux in flotation machines and, therefore, impacts directly on the kinetics of flotation. Understanding the variables that influence bubble size is one of the keys to understanding flotation recovery. Surprisingly, these relationships are poorly understood, largely due to the difficulties associated with gas dispersion measurements in industrial environments. The McGill gas dispersion sensors (bubble size, gas rate, gas holdup) are capable of reliably making such measurements. This paper reports on a study, using the McGill sensors in a 0.8 m3 Metso RCSTM pilot cell, which investigated the effect on bubble size of frother type and concentration, gas rate, temperature and rotor speed. A Denver laboratory cell was used to investigate the effect of elevation above sea level. Frother concentration proved to have the predominant influence on bubble size, and the effect of frother type can be normalised as a function of the critical coalescence concentration (CCC). Measurements made at many plant sites worldwide are compared to the model developed using the Metso RCSTM unit.

In those days no one worried - there were plenty of other things to do. But in'these days it is different. Everyone worries- and. because there is so much worry, emotion has entered the picture. And, worse than that, capital is being made in political circles. People who were quite unaware, five years ago, that any problem existed, have now become experts on the subject, and shout to high heaven that something should be done - and yet they go on using the leaded high octane petrol they deplore so much. And even scientists, who should know better, adduce only such evidence as fits the argument in hand. And the Press is not without blame - some of its reportings is open to serious question, whatever may be the excellence of its motives. The point is made that one should know what one is talking about. And make sure that the evidence quoted is fact - and make sure too, that all the evidence is used, not only that which suita the argument.
