The increasing use of continuous miners in the extraction of high coal seams has amplified the need for enhanced ventilation systems in the headings. Owing to larger face dimensions and higher production rates, more ventilating air is required to effectively dilute liberated methane to acceptable concentrations. However, the increased air quantities raise and entrain greater amounts of dust, to which the operator is subjected. Various methods (eg sprayfans, on-board scrubbers and jet fans) are used in various configurations and combinations to ventilate the headings. These arrangements generally result in a complex air flow pattern, which complicates achieving an optimum balance between diluting methane and minimising dust capture. In order to cost effectively investigate and propose solutions to this problem for the South African coal mining industry, the Division of Mining Technology has embarked on an extensive work program to evaluate various ventilation methods presently in use. Four currently generic ventilation patterns in various heading scenarios have been simulated using the Computational Fluid Dynamics (CFD) computer program. Evaluating these outputs against a predetermined set of criteria allows the best system for a particular situation to be chosen. The program also facilitates fine-tuning of an adopted system without incurring the cost and inconvenience of doing such tests in situ. This process not only provides solutions at significantly reduced costs, but also yields deeper insights into the factors affecting heading ventilation than hitherto possible.

Traditionally mill operators have been employed with varying educational backgrounds with little if any formal training in aspects of mineral processing. Pasminco Mining-Rosebery, in line with other organisations, saw the need for a prerequisite entry level for operators to enter the industry. After initial discussions between various West Coast Mines personnel, union and government representatives, an industry working group was formed in 1989 with the aim of developing a traineeship suitable for the mineral processing industry. Training and technical representatives from four of the West Coast Mines and TAFE were commissioned with the curriculum development. The resultant course, which is recognised under the Australian Traineeship system, involved an integrated on and off-the-job training program, including 13 weeks of formal off-the-job instruction.

Phosphate induced stabilisation has been used to create passive iron phosphate coatings on pyrite and pyrrhotite. The formation of solid phosphate coatings on sulfide grains thereby inhibits sulfide oxidation. The aims of the study were to determine whether phosphate induced stabilisation could control sulfide oxidation and metal mobility in partly oxidised, polymineralic, sulfidic mine wastes. Waste materials were obtained from the acid mine drainage generating, abandoned Montalbion silver mine site, far north Queensland, Australia. The waste consists of quartz, kaolinite/illite, sulfide minerals (galena, chalcopyrite, tetrahedrite, sphalerite, pyrite, arsenopyrite), and pre- and post-mining oxidation products (hydrated Fe, Cu, Pb and alkali mineral salts). SEM observations of waste material treated with potassium orthophosphate showed that metal, metal-alkali and alkali phosphate coatings developed on all sulfides (with the exception of tetrahedrite). The abundance of phosphate phases was dependant on the availability of cations in solution for complexation with the phosphate anion. In turn, the release of cations was dependent on sulfide oxidation or the dissolution of efflorescent mineral salts. Experiments aiming to dissolve these phosphate coatings û using a strongly oxidising solution û showed that the phosphate coatings remained stable, preventing acid generation and metal release. The results of this study demonstrate that liquid phosphate stabilisers can suppress sulfide oxidation and immobilise metals in partly oxidised, polymineralic mine wastes.

The basic principles of mineral valuation were recognised and propounded at the beginning of this century and have remained virtually unchanged since then. Valuation is seen as a two part process commencing with a technical examination of the mineral property followed by a manipulation of the results of the technical examination in order to determine the monetary value of the project. A thorough and competent technical examination was seen then and remains now as the essential but not sufficient foundation for reliable valuation. All authors stressed the need to maintain the integrity of the data base and to ensure adequate coverage of all relevant aspects. The monetary valuation process through most of the first half of this century was mainly based on the Hoskold two rate method, derived from the formulae for valuing annuities but modified to provide explicitly for recovery of capital. Though the basic principles of valuation have not changed significantly, the means of implementing the components of the technical examination, the styles of deposits being evaluated and the mechanisms of monetary valuation have changed dramatically. Despite all the technological improvements, however, mineral valuations are still as apt to vary from realised performance as at any time in the past. As well, mineral property valuations are now being extended to cover all assets of potential value, including valuation of exploration tenements with or without identified resources. Valuation of exploration tenements will continue to be one of the most difficult and contentious of valuation tasks.

The financing of smaller resource projects has proven to be a difficult problem for promoters and financiers alike as very often such projects have not met the requirements of available financing methods and promoters have equally found it difficult to establish credibility, management and technical ability with potential financing sources. Solutions to the dilemma in which many of these projects find themselves are not readily apparent but will need to be found if the full potential of Australia's resources is to be realised. INTRODUCTION The growth of so called project financing in its present form is normally considered to be a phenomenon of very recent times, however, paradoxically there are references to what could be called financing in the old testament. To confuse the issue further financing small resource projects may not, and very often are not undertaken on a project financing basis. Removing the interference of latter events, the data of geophysical (such as gravity and aeromagnetic) anomalies may indicate whether the mobile belt exist and whether the adjacent terrains of the mobile belt originally belong to one single unit. The petrotectonic assemblage can provide informations about the tectonic setting where it was generated from. The structural style can exhibit the kinetic and kinematic processes. The form of ancient isogeotherm may reflect the ancient geothermal regime which is related to the tectonic mechanism. In general, the early Precambrian terrains suffered polymetamorphism and multiple structural deformation. The researches must be carried out for the distribution of paleogeotharm and m.tamo'phic facies and zones on the basis of recovering the early structural style with structural analysis method; then a relatively correct conclusion may be geined on the ancient geothermal regime. This method can be known as "Ancient Thermotectonic Analysis". Through the sythetical research, a real knowlege about the tectonic setting of early Precambrian mobile belt can be obtained.

When using grinding time for a batch grinding operation as a measure of the energy usefully employed for comminution; the assumptions made are often not valid. A kinetic approach, based on a study of the rate constant, or k, value for the material is more acceptable. The Rosin-Rammler distribution equation has been theoretically derived from the general equation for first-order batch grinding. This relationship, incorporating a term for k, was used in a study of the rod milling of a binary mixture of quartz and limestone.The presence and degree of interaction between the components was considered by comparing the size distribution of the mill product with that predicted by assuming the overall distribution equal to the sum ofthe distributions given by the Rosin-Rammler equations for each component weighted according to its volume fraction in the mixture. The interaction was found to be complex and particularly sensitive to particle size.A simple graphical procedure was devised to predict the size distribution of the mill. Product components and this gave a fairly good approximation to experimental data.

This paper examines the broader implications of recent and ongoing changes in mineral resource managementå and reporting practices and the impact that these might have on mining companies. It is likely that an International Reporting Code will be developed in the near future, based on a number of National codes produced in recent years. However, this is only part of the reporting story, as an International Code brings with it a range of further issues to resolve. For the Code to be effective, there needs to be international recognition and perhaps licensing of Competent Persons and an expanded base of sponsoring professional bodies. Also, in an increasingly global business, shareholders, regulators and other interested parties need to know and understand the general processes involved in resource and reserve estimation and reporting in order to recognise companies that maintain the highest standards. There is a current trend towards greater scrutiny of company performance in a range of areas under the banner of corporate governance, and many changes are happening that will place greater disclosure burdens on all companies in the future. Good corporate governance means management of company assets for the benefit of the stakeholders. For a mining company, there is no greater asset than its mineral resources and reserves and directors are just as responsible for effective management of their mineral resources as they are for financial good practice. The paper looks at the relevance of corporate governance principles to mineral resource management and the changes that this could bring to the way that companies deal with regulators, shareholders, financiers and others. Finally, increased scrutiny and further regulation inevitably means greater effort by the industry and higher costs. Despite this the author believes that there are substantial offsetting benefits to be gained by companies prepared to take the initiative in improving resource management practices and communicating these improvements to shareholders. In order to achieve the benefits however, the industry needs to fully engage in the changes that are taking place û setting its own standards and working with the regulators rather than sitting back and being legislated against. Mineral resource reporting provides a good model of how this process can work and there will be other opportunities in the coming years as the industry seeks to develop best practice in mineral resource management. Metal contamination of sediments can be an issue for minesites discharging water. Water sampling of receiving waters is frequently undertaken. Sampling and analysis of sediment is less common. The variability of receiving environments makes the formulation of a generic sediment sampling strategy virtually impossible. Each situation needs to be carefully assessed before sampling is undertaken. This paper outlines the approach taken for one such survey.The main factors that need to be considered in a survey of surficial sediments are sample representativeness and sample variability. A simple data set from one site within a regional survey is used to illustrate the importance of these factors. The metal content of sediment is shown to vary significantly over small spatial scales.The variability associated with the spatial distribution of samples within a site is shown to be the most significant source of variability in the study. This variability could bias the results of a study if not planned for in the sampling methodology. Taking multiple samples from within each site (sub-site samples) and combining the data gives a more representative indicator of overall conditions than a single sample. The optimum number of sub-site samples to be taken from each sampling site was found to be 15.It is shown that a composite of sub-site samples can give a good indication of the average site metal content, while considerably reducing the sample preparation and analysis effort.

This paper gives some insights into what to look for when reviewing feasibility studies. The review by a third party is an important element of the risk management process and may be the last remaining opportunity to uncover errors, or identify and reduce project risks on paper before they are converted to financial disappointments, steel and concrete monuments to process failures or cost overruns. The mining industry has had a spotty record in the area of estimating initial capital costs and operational performance, even though the standard of feasibility studies is generally acknowledged to have improved in the last decades. Third party reviews rarely have the luxury of enough time and unlimited funds, so where should the reviewers focus their efforts to be most effective? Assuming that the project already apparently meets investment criteria, the authors suggest where and how to look among fundamental project parameters for signs that serious flaws exist that have the potential to become project killers. We also give advice on how to review cost estimates without becoming lost in the details. The paper is supported with numerous actual examples.

BHP Billiton Iron Ore initiated a program in January 1995 at the Mt Whaleback operation in Newman, Western Australia to develop a closure plan for the overburden storage areas (OSA), which have the potential to generate acid rock drainage. The primary research program includes the development of technology for the long-term performance of OSAs with respect to slope stability, surface run-off, erosion, water infiltration and vegetation. The objective is to control acid rock drainage by preventing moisture movement into and through the OSA material. Infiltration to the underlying OSA material and closure costs are minimised due to the presence of the run-of-mine (ROM) cover material. A summary of the field data is presented to illustrate low percolation rates to the underlying OSA and key performance characteristics of the moisture store and release cover system design. Field data collected to date demonstrates that a moisture store and release cover system constructed with suitable ROM material has good potential as a final cover system at the Mt Whaleback site. The performance of the cover system on a sloped surface was significantly different as compared to placing the cover system on a horizontal surface.

Queensland Alumina Limited (QAL) is the worldÆs largest producer of smelter grade alumina, located in Gladstone, Queensland, Australia. The plant employs evaporative cooling towers for waste heat rejection. Process water requirements include red mud residue disposal, steam venting to the atmosphere and Calcination feed moisture. Raw (untreated) water consumption in 2001 was 37 700 m3/d or 3.8 m3 per tonne of production. The Gladstone region experienced a water shortage in the period 2001 to 2003, resulting in progressive water restrictions. Industry operated under a ten per cent restriction from April 2002 and in November 2002 a 25 per cent restriction came in force. The maximum restriction level of 50 per cent was anticipated for the middle of 2003. Water restrictions of these magnitudes have the potential to result in significant production limitations, which would have major economic consequences for QALÆs owners, customers, suppliers and employees. Therefore it was imperative that measures be found to mitigate the impact of these restrictions. Furthermore, as one of the largest water users in the Gladstone region, QAL had an obligation to the community to minimise water usage as much as possible. A thorough analysis of water usage on site was conducted, focussing on all water streams leaving the plant. The philosophy used was that by minimising water outputs, the inputs would follow suit. Where possible, preference was given to solutions that provided lasting water savings. This occurs when the value of the water saving justifies the project cost, irrespective of water restrictions. By June 2002 an average water saving of 19 per cent was achieved, almost double the required saving. By end November 2002 further projects had increased the total water saving to 29 per cent, mainly through the re-use of GladstoneÆs municipal treated effluent as wash water. Further measures to reach the target of 50 per cent reduction were investigated. The evaporative cooling system was to be replaced with seawater cooling, using cooling towers to minimise the seawater pumping cost. Another benefit of this concept was the ability to dispose of the cooling tower bleed stream with the existing system for neutralised red mud disposal. This would avoid the need for an additional environmental outfall from the plant. In February 2003 the Gladstone region received over 500 mm of rain, which boosted water reserves to five years supply at forecast usage rates. This led to the lifting of all water restriction. As most of the implemented water savings measures are economically viable in the absence of water restrictions, raw water usage at QAL is still less than 75 per cent of pre-2002 levels.

The Huolinhe surface mine is a very large-scale surface coal mine, located in the north-east area of China with a production rate of 1.2 Mtpa. Its coal haulage system has a large capacity, long transportation line and high degree of automation. The system comprises two crushing plants, many belt conveyors, four surge bunkers, one loading bunker, one coal storage and five end product bunkers. In this paper, the network patterns of semi-continuous systems in surface mines are studied, the reliability calculation methods and a simulation model are established and the software for computing the reliability of a semi-continuous system is worked out. By considering the whole coal haulage system in the Huolinhe surface mine, the authors developed the system reliability-numerical simulation method. The steps and the computing results of this method are described in detail. Through the calculation, we can master the present situation of system reliability and the main factors impairing system reliability, expose the system weak links, put forward the ways of enhancing system reliability and furnish the basis for improving the system and equipment. The way of increasing capacity and methods of enhancing system reliability are further raised.

In planning and operating mining projects, managers must take into account economic conditions in foreign markets in addition to Australian conditions. As the manager has little influence over the price or the demand for the product, it is particularly important that close attention is paid to the control of costs to ensure that the mining operation remains competitive with foreign producers. This is not necessarily true for some sectors of the domestic manufacturing industry where foreign competition is restricted and costs can be passed on to consumers because of the protection afforded by tariffs. The effects of protection on the cost structure of Australian industry are more pervasive than is commonly understood. The issue of protection is particularly important to the Australian mining industry management because the cost burdens imposed by local protection must be absorbed within profit margins. Furthermore, because protected industries are effectively subsidised to use scarce resources such as skilled labour, the development of more efficient industries such as mining is inhibited. The mining industry has much to gain from any relaxation in protection policy, and hence the issue is of considerable importance to all managers in the mining industry concerned with costs.

Friction rock stabilisers (FRS) are the most common steel-based ground reinforcement used in underground mines in Western Australia. As with any other steel-based product used in underground mines they are susceptible to corrosion, particularly under aggressive minewater and mineral conditions. Because of their thin-wall tubular construction and large surface area, the potential damage resulting from corrosion is considered to be more severe for this type of reinforcement than for other forms of reinforcement made of solid steel bars. Because of the obvious safety problems which may result from corrosion, both mine operators and regulators have raised concerns regarding the long-term effectiveness of FRS installed in underground mines in Western Australia. Although corrosion has been recognised as an important safety issue, the controls of corrosion in varied underground mining environments has not been well understood. To improve the understanding of the corrosion behaviour of FRS, the Department of Minerals and Energy has initiated a research project focused on the mechanisms and extent of corrosion attacks, and their influence on the effectiveness of the reinforcement. This paper describes the research project and presents the interim results achieved To-date.

Since 1975 two electric hydraulic drills, a Robbins 11ND and an Atlas Copco C0P1038, have been part of the production drilling fleet at Mount Isa Mines Limited's Isa Mine. As might be expected with innovative and technically more complex machines, breakdowns and mainten- ance problems have been greater than those experienced with pneumatic drifters. This has been especially so with the COP1038 but in co-operation with Atlas Copco, many modific- ations have been made to alleviate operating problems. The training and quality of the maintenance workforce is of great importance. The use of coloured pictorial diagrams for hydraulic trouble-shooting will aid in minimising maintenance downtime. Both machines have achieved good operator acceptance. This is the result of many factors, the major ones being the more acceptable environmental conditions, the relatively low amount of physical effort and the high degree of mechanisation. The drilling area is one in which there is great potential for cost savings and product- ivity gains. Because both machines are capable of a high drilling output, Isa Mine is confident of achieving these aims.

A real Dorothy Dix title has been selec- ted for this paper. It has the advantage, however, of being capable of being interpreted in many different ways and hence I can select my own approach. You probably are thinking that this topic would be more appropriately handled by an Accountant. I wish to make it clear at the outset that I am not skilled in the sometimes mysterious ways of Accountants - likewise that profession frequently has difficulty in pinning down economists. We have our own strange ideas about profits, marginal efficiencies, cost/benefit analysis etc. What follows is in the main a mixture of two disciplines, probably in a form that few of the purists from either side would accept. Nor do I expect the reader to accept my own prejudices. The paper is designed to stimulate thought and discussion'on the subject. Emotive words such as "profit" and "loss" make for wide differences of opinion. At the time of writing there is a surprising degree of acceptance of the viewpoint that profits in Australia are too low and one is tempted to make this point of near agreement a starting Point.

The Obuasi Mine in Ghana, West Africa is the largest producing gold mine in Africa, outside South Africa. The mine has changed from a mine producing from narrow vein, high grade quartz orebodies to a mine producing from wide, lower grade sulphide rebodies. Traditionally mining methods were cut and fill and sublevel caving. Now the preferred stoping methodologyis long hole open stoping. Transverse or longitudinal methods are both used, dependent on the orebody characteristics. The change has been technically, socially, economically and politicallychallenging and at times has tested the abilities of those responsible for the operation of the mine. However, the benefits have been many. Safety has improved significantly, ounces from underground have doubled. Productivityhas doubled and underground unit costs have reduced bya third. These achievements have allowed the Obuasi mine to staycompetiti ve in this time of falling gold price. During 1999 and 2000 a full review of the mining and processing operations was undertaken, and as a result, the mine is now in a phase of restructure. Efforts are being made across the mine to improve efficiencies and to reduce costs. The future for the Obuasi Mine is an exciting one.

The Savage River Mines concentrator treats magnetite ore at about 300 tonne/h, and produces feed for a pelletising plant. The plant incorporates two parallel grinding lines, each consisting of an autogenous mill, in closed circuit with a screen, a rougher mag- netic separator, a ball mill in closed circuit with parallel cyclones, and a finisher magnetic separator. Significant fluctuations in ore grade and grindability make it difficult to maintain pro- duct size in the narrow range desired, and to achieve maximum possible throughput at the same time, using the present largely manual control system. The present paper describes the develop- ment of a control system based on a mini- computer. It has been possible to implement a scheme of on-line estimation of product size which is sufficiently accurate for use in an automatic control system. The size estimation is essentially derived in terms of plant variables which control the ball mill cyclone cut size. Three control functions have so far been implemented and tested. These are control of the feed rate to the autogenous mill, control of water addition to the autogenous mill, and control of the ball mill sump level.

The limitations of the conventional practices, and their effects, in prospecting for and in the evaluation of alluvial gold deposits are briefly reviewed. Geophysical prospecting methods have demonstrated their complementary role in the delineation of deposits by reducing the number of boreholes which are primarily of a 'probing' type. Larger diameter boreholes, although more expensive on a linear basis, are much cheaper on a volume recovered basis. The need to have sufficient volume as well as number of samples is stressed. Classical statistical methods are not appropriate for such deposits as there is sufficient structure, or spatial correlation, to require the application of geostatistics. Quite reliable semi-variograms, but not in all cases, of the spherical scheme have been obtained. Subsequent kriging has, to date, been confined to unworked deposits: retrospective estimates to compare to production have not therefore been produced. However, the technique shows promise but indicates a considerably greater borehole density (of the conventional diameter) may be necessary to produce confident estimates. Used in conjunction with larger diameter boreholes, a lesser borehole density may be sufficient, through radical reductions of the sampling error.
