A number of rehabilitated open cast coalmines in SA are already decanting. The paper focuses on the situation at one of these mines where the following information exist: monthly decant rates and rainfall; sulfate concentrations of the decanting water; water level measurements inside the mine prior to decanting; ABA analyses; information about the rehabilitation (drainage slope, vegetation, soil used). A 2D-model was constructed for the mine and calibrated against six years of flow data. About 85 per cent of the decant outflow rate comes from direct recharge on top of the rehabilitated mine while the other 15 per cent is derived from lateral groundwater inflows. The estimated recharge value was 17 per cent of the rainfall. Measured sulfate values showed that the sulfate generation rate for the mine was in the order of 7 kg/ha/d. Conclusions from the study are:most of the water decanting from rehabilitated open cast coal mines is derived from recharge via rainfall; given a specific sulfate generation rate, then: the lower the recharge the less the decant rate but the higher the sulfate concentration of the decanting water and vice versa; future prediction of the decant rate must be stochastic according to expected percentile monthly rainfall values; and as a first assessment of the predicted sulfate concentration of decant water from rehabilitated open case mines, the 7 kg/ha/d sulfate generation rate can be used.

The great variability of mineral and energy prices has motivated some governments to incorporate a windfall profits tax into their mineral taxation regimes. Windfall profits taxes are a means for governments to capture additional mineral revenue when mineral prices are considered higher than some historic level. Governments need to be aware of the effects of such contingent taxes on the exploration, development and operating decisions of mining companies. Mining companies need to be able to calculate the full impact of windfall profits taxes on the economics of their projects. This paper examines the valuation of a multi-phase copper-gold project in the presence of a windfall profits tax. Real options Monte Carlo simulation is used to characterise the different exposures of the mine owner and of the government to the risky cash flow streams that they receive from the project. The results highlight that Monte Carlo simulation paired with the real option valuation method is able to account appropriately for the differing risk exposures, while the traditional discounted cash flow valuation model is not. Our key conclusion for governments and mining companies is that the impact of contingent tax and royalty terms can and should be assessed using advanced valuation techniques, and the results used to improve contract designs under the constraint of actual and perceived fiscal system stability.

Oxy-ACETYLENE system of welding and cutting is at present practised in two forms, which may be described as the high and lowpressure systems. In the high-pressure system the two gases, oxygen and acetylene, are delivered. to the blow-pipe under pressure from properly constructed trade cylinders. Oxygen cylinders are in two sizes, each containing 100 and 200 cub. ft. of gas respectively. These cylinders are charged to a pressure of 120 atmospheres, or 1800 lb. per sq. in. approximately. The acetylene cylinders are made in one size as far as the writer knows, and contain 200 cub. ft. of acetylene gas at a pressure of 10 atmospheres. Each cylinder is provided with a valve and connection for attaching a regulator to "break down" the high pressure in the cylinders to the necessary low working pressure of the blow-pipes, and to deliver the two gases at a constant pressure irrespective of the variable pressures in the cylinders. These regulators can be adjusted down to as low as 1 lb. and are provided with two pressure gaugesone reading the contents of the cylinder in atmospheres, and the other the working pressure in lb. per sq. in. The high-pressure, or "two cylinder" system is compact and can readily be transported from place to place in the works. For this purpose the two cylinders are mounted on an easy-running 4-wheeled truck, which the operator and assistant find no difficulty in manipulating. In the low-pressure system the two gases are delivered to the blow-pipe, one from the oxygen cylinder and the other from the acetylene gas generating plant, which consists of the following:Generating cylinder, half filled with water, into which the cathoide is plunged. The performance of 460 stope surfaces at WMC ResourcesÆ Olympic Dam Operation (ODO) has been used to investigate the confidence that can be placed in the Stability Graph Method for design of stope dimensions. A detailed database of stope performance and ground condition information was established for each stope. The database contains all the required stability graph information as well as other factors thought to influence stability, such as discrete major structures, poor shape and exposure time. The performance of each stope surface was quantified by calculating Equivalent Linear Overbreak/Slough (ELOS). The performance of stope walls and crowns was plotted on the supported and unsupported case history stability graphs. Based on this information an ODO design limit of HR = 3.3 x NÆ0.33 has been suggested for stope walls. Walls that plotted above this line were 80 per cent stable, 20 per cent unstable and zero per cent failed. Below the line 60 per cent were stable, 30 per cent unstable and ten per cent failed. Supported crowns that are flat or arched in shape and are not within the influence of major structures can be designed in the stability graphÆs æstable zoneÆ with a strong likelihood of stability. The Stability Graph Method did not reliably predict the performance of unsupported crowns at ODO.

In this paper, the current methods for predicting surface subsidence due to underground coal mining are evaluated first. A single index, called a strata parameter (P), is then proposed to describe the overall character of the undermined strata in the context of surface subsidence. Based on the strata parameter, a method for predicting the maximum surface subsidence for various panel width (w)/depth (h) ratios is presented, which has been tested against specific empirical curves or data from several coalfields in different countries. From the data relating to several coalfields, a linear relationship between the reported average angle of draw and the strata parameter has been established. It has also been found that the strata parameter can be used for studying the locations of the inflection points and the shapes of transverse subsidence profiles.

A simple gravimetric procedure was developed for the rapid determination of carbon dioxide in coal mine roadway dust samples and the result is used for the subsequent calculation of incombustible matter contentaccording to the requirements of the Queensland Coal Mining Act. The carbon dioxide is determined through loss of mass by a semi-enclosed apparatus, following room-temper.ature hydrochloric acid attack on the sample.With a sample containing 36 per cent carbon dioxide, the achieved standard deviation (ls) of 0·3 per cent CO. is adequate for coal mine roadway dust analysis.This simple procedure enables relatively unskilled labour in mine laboratories, to analyze coal mine roadway dust samples in accordance with the Act. Some 50 analyses can be achieved per day compared with 8 by the Australian Standard Method for coal.

Two-dimensional (2D) estimation approaches have significant advantages over three-dimensional (3D) approaches when dealing with a narrow vein- or layer-like geometry. The main motivation for 2D estimation is that bias due to non-additivity of grade is avoided. The various aspects of 2D estimation are illustrated by use of a case study from the 1A Shoot Nickel deposit at Leinster, Western Australia. The width of the 1A mineralisation is variable, and so are the angles of drilling intersection. Consequently, the variable of interest (in this case nickel grade) is not suitable for direct kriging because it is defined on non-uniform support. However, grade can also be defined as the ratio of two variables that are suitable for direct kriging: thickness and accumulation. In the 2D approach, tonnage equates to thickness and metal equates to the product of grade and thickness, also called æaccumulationÆ. In the simplest approach we can independently krige accumulation and thickness and derive the grade by the ratio of the two resultant estimates. The thickness and accumulation variables must be in a consistent projection orientation, for example a horizontal projection in the case of steeply inclined mineralisation like 1A. Because the density is not constant across the 1A (and most other) deposits, the issue of density weighting is also discussed. The impact of the correlation between grade and length, or grade and density are important issues in implementation of 2D estimation. The circumstances under which these correlations need to be taken into account (by co-kriging) are reviewed. Finally some comments are made on the final use of the resultant 2D estimate for mine planning purposes.

Pilot plant trials showed the effective ness of the submerged lance SIROSMELT technology for altering the composition of iron blast furnace slags as a preliminary step to produc- tion of formed materials. Mixtures of oil and air were injected into a bath of liquid slag to provide the heat required for melting the additives and to provide very turbulent conditions which resulted in complete dissol- ution of added fluorspar within one minute and almost complete dissolution of silica in two minutes. Sulphur lost during injection was readily made up by addition of pyrite or pyrrhotite. A stable foam could be readily made and broken down and the foamed slag appeared suitable for extrusion or forming into shapes.

Tailings dams constructed by the upstream method have traditionally been built using the sand fraction of the tailings, which has automatically provided a relatively permeable embankment material, and helped provide the necessary drainage conditions which are a pre-requisite for safe and stable dam construction using this method. This paper discusses some recent trends which have resulted in proposals to use impermeable material in place of the sand fraction as the embankment material, both for the starter dam, and subsequent lifts. The consequences of these types of decisions on the overall stability of the dam are illustrated, and the need for continued monitoring of pore pressures in the tailings as the dam is raised is emphasised.

A colourimetric technique, originally developed for methyl iso butyl carbinol (MIBC) based on the Komarowsky reaction, has been extended to a wide range of common mineral flotation frothers. The procedure, which is briefly described, is shown suited to on-site determinations in a campaign at Kennecott Utah Copper Copperton Concentrator (Rio Tinto). Some observations are described, including: frother (MIBC) concentration evolution down a bank, frother distribution between pulp and froth phases, and loss of frother over time due to adsorption on certain minerals. A possible interference with a fuel oil addition was overcome. MIBC in recycle water was also measured. The ability to monitor frother easily will help interpret gas dispersion behaviour and should permit further optimisation of flotation cell hydrodynamics and chemistry. The capability to directly measure should help optimise the type, amount and location of frother addition, and to assess frother recycled with reclaim process water.

The major greenhouse gas emissions from coal combustion are leading certain people to argue for uranium mining and nuclear power to meet these challenges. Although there is considerable rhetoric around promoting nuclear power as 'green' due to its relatively lower greenhouse intensity, a careful study of the data is required to properly underst and the sustainability of uranium mining and nuclear power and whether it can or should have a role in future energy supply scenarios. This paper presents detailed research and analysis on uranium mining, focusing on known economic resources, production, solid waste and water management, pollution issues as well as energy and greenhouse aspects. A particular focus will be on Australia and its operating and prospective uranium mines. Overall, the paper raises fundamental issues concerning the long-term sustainability of uranium mining and nuclear power and documents the greenhouse intensity of uranium production and the nuclear fuel chain.

A fast, non-contact technique for measuring sizes of rock fragments on a conveyor belt is presented. An image processing technique called active stereopsis is used which makes use of a light stripe projected on to the surface of the fragments on the conveyor belt. A CCD TV camera is used to capture the shape of the distorted light stripe. the video image of this shape is then processed by a computer program so that the 3D profile of the surface can be obtained by triangulation. The sizes of the rock fragments are then calculated from this profile. The speed of the technique is improved by calibrating the light stripe system before measurement begins so that the profile of the fragment surface can then be measured using simple geometry. The technique is fast and highly parallel so that it is able to operate in real time.

By 1996 ground control-related problems at Brunswick Mine had raised serious concerns regarding the safe and economical extraction of large portions of the reserves. These difficulties were mainly caused by high stress levels in pillars, instabilities resulting from wide spans supported by ageing support elements, and chronic difficulties supplying rock fill from the surface quarry to the underground workings, which resulted in many large voids remaining open for long periods of time. Significant changes have been implemented at the site since 1996, amongst which were a change of mining method, the introduction of paste backfill, the establishment of stress management measures, and the introduction of shotcrete on a large-scale. This paper focuses on the regional ground conditions associated with both the previously used primary-secondary mining method and the newly implemented pyramidal pillarless technique, as well as on some of the stress management measures implemented at the mine.

Both blast furnace and steel furnace slags have been used extensively and successfully on main line railroads in the United States for more than 25 years. Annually, these slags are being used as ballast at the rate of about 4 million tonnes of blast furnace slag and 1 mil- lion tonnes of steel furnace slag, much of it on main line with 90 metric tonne car loadings. More steel furnace slag would be used if it was available. Both slags meet all the specification limits of the American Railway Engineering Association. Actual use on high density rail- roads has confirmed the long range economics of their use. Comparison of laboratory tests, such as Los Angeles abrasion, with actual field per- formance has shown conclusively that commonly used laboratory tests can not be used to accu- rately compare the quality of various types of ballast materials.

Rock mass classification systems for stable excavation design have been studied. The parameters which are important in such a classification system and those which should be included in a classification system formulated to predict explosive fragmentation behaviour are briefly reviewed and compared. There is significant overlap in the data requirements for excavation design and explosive blast de- sign. Recently there has been a trend to ob- tain some of the data required for excavation design by the use of both field and laboratory seismic investigations. The theory of seismic techniques is summarised and the results of seismic investigations carried out for excava- tion design are reviewed. On this basis it is considered that seismic techniques have the potential to be used for data collection prior to blast design. A programme designed to de- velop such techniques and which includes both field and laboratory experimentation is Presented.

Mining Automation By Professor Hugh Durrant-Whyte, Australian Centre for Field Robotics and Centre for Mining Technology and Equipment, Department of Mechanical and Mechatronic Engineering, The University of Sydney Professor Hugh Durrant-Whyte summarised why the mining industry needs to automate and reviewed the current automation technology - its risks, costs and benefits. Why automate? The drivers for automation include: safety, productivity, quality control and reduced manning, equipment utilisation, maintenance, and organisation and planning. Durrant-Whyte recommended starting out with a picture of a fully automated mine and working backwards through a systematic analysis of benefit and risk. This also involves looking at the impact of the total automation on current mine design, and identifying the key technologies.

James Mansergh, the author of Melbourne's sewerage system, in his presidential address before the Institution of Civil Engineers in 1901, admitted he was afraid touse the hazel rod lest in sinking on its indications to some solution.

The Ellalong Colliery has been the first to mine the Greta Seam using the longwall method. Analysis of data from geotechnical monitoring has pointed to the role of the strong, massive sandstones of the Branxton formation in the development of loads on the powered supports and pillars. Failure of the sandstone intermediate-roof has been related to first-weight and periodic weighting, measured on the supports, using simple "voussior" analysis. Stress changes, including triaxial components measured in the barrier and chain pillars, have been compared with 2- and 3- dimensional numerical models. The applicable range of the models for the prediction of pillar loads under the strong roof is discussed.

A case study of a landslide, which threatened vital infrastructure essential for the continuous operation of the Ok Tedi copper mine is presented. The paper presents a detailed description of the land- slide, outlines the assets at risk, and how the issue was addressed. This included the consideration of remedial options and the im- plementation of the most economically sound and geotechnically feasible remedial design which was completed within budget and on schedule. The paper is intended to highlight the responsibility of a mine based Geotechnical Engineering section in providing essential geotechnical investigations, design and professional advice on addressing stability issues in the infrastructure region.
