Managing project exposure and risk has numerous viewpoints, including those of engineers, owners, bankers and insurers. Fewer stakeholders are involved in early stages, though with wider risk management techniques and tools available. The costs and sometimes benefits of the occurrence of risk and uncertainty have different contingent outcomes for different stakeholders. For some, the impact of risk outcomes can be mitigated or managed. Some sectors and stakeholders can manage resources project risks more completely, by choice or by externally imposed forces, opportunities and constraints. The core to resources project risk management lies in the identification and analysis of project risks, the examination of project management risk options and alternatives, and the determination of which risks are able to be controlled, managed or laid off to third parties. Without prior risk identification and knowledge, the wildcard of previously unidentified or unconsidered project risk impact has the potential for fatal impact to one or more stakeholders. A range of case studies is reviewed, from exploration projects to development and operating projects, with relevant learning experiences, from the risk management lessons available from the oil and gas sector as well as the mining sector. For many cases, the emphasis focuses on the risk analysis modus operandi and on risk management and risk mitigation techniques that can be and in some cases have recently been implemented for resources project and related debt, capital markets and equity project fundings.

The determination of mineral composition is necessary in the mineral sands industry. Tiwest has developed a procedure for safe and convenient determination of the mineral composition using a magnetic separation followed by chemical analysis using X-ray fluorescence spectroscopy. This then requires the conversion of the elemental assays to mineral compositions. A project at the Julius Kruttschnitt Mineral Research Centre has developed a convenient analysis method for this conversion. This analysis is based on a reconciliation of the of the assays of the sample with the standard mineral assays by making minimal adjustments based on the assay accuracies to both sets of assays. As well as providing the mineral composition it to be tested for other applications and variations of the procedure to be evaluated. Given a range of samples, testing for the accuracy of the assays of the standard minerals, has been demonstrated.

The simultaneous presence of fuel, oxygen, and of an ignition source is necessary for an explosion to arise. If one of these conditions is missing an explosion cannot take place. A continuous reduction of oxygen, often applied as a protective measure in surface plants, is not to be considered for underground mining because of possible danger to persons. Therefore, measures for avoiding explosions can only be concerned with lowering methane and coal-dust concentrations to an undangerous level and avoiding ignition sources. As these measures alone are not sufficient, additional ones have to be taken to keep the effect of an explosion as low as possible. Measures for controlling and monitoring methane are essential. Although the formation of dangerous coal dust concentration cannot be avoided it can be reduced. Dust-binding by means of hygroscopic pastes and dusting with limestone dust are effective measures to pre vent explosions.

Placer Dome Asia Pacific operates eight mines in the region and has two closed operations that are either under rehabilitation or at the latter stage of care, monitoring and maintenance. All operating mines are scheduled to close within the next ten years based on current proven reserves. Mine closure planning and associated risk assessments are integrated into both strategic planning and day-to-day operations within the Placer Dome group. Mine closure is all about predicting the potential risks and Placer DomeÆs knowledge has improved following the planned closure at Kidston Gold mine in North Queensland. Planning for closure commenced in earnest in 1994, and focused on identifying the issues and associated potential risk to the environment, and ensuring that the most suitable control measures were implemented leading up to and following closure in July 2001. At all times during the process of planning, implementation, safety contractor management and post closure, the identification of risk and potential threats to the business have been identified and managed. Post closure risk assessment of rehabilitation strategies potential to fail has been completed in conjunction with URS and opportunities to manage these potential failures in perpetuity will be discussed along with lease surrender. Misima Mines is currently processing low-grade ore and plans to close in 2004. Planning for closure has been ongoing for several years with a focus on the social aspects and the impact of the mine closing on a remote island community. Misima Mines has assessed the risk profiles using a community closure focus group, to identify both the biophysical and social aspects for closure.

Ore reserve estimation is a procedure involving data collection, data storage and judgement and assumptions about geology mining and metallurgy. Calculations are based on these assumptions and an economic analysis on projected cash flows is carried out. Ore reserve estimation must therefore be subjective and will always depend on the extent to which the assumptions used in arriving at the estimate are correct. This paper is an attempt to summarise the many aspects that can contribute to ore reserve problems and to offer some suggestions on how to minimise these problems. Mining Lease 908, situated on Gorge Creek near its confluence with the present Cape River system, has been subjected to intensive recent exploration for alluvial gold.The gold is hosted by a buried palaeochannel, the Gorge Creek Lead and by an overlying remnant meander of the Cape River. The principal, if not sole, sources of gold within the Gorge Creek Lead are the northwest trending Great Australian Reef and Green's Specimen Reef systems which are situated on adjacent high ground. Lower grade gold bearing eluvial ground separates the reefs from the Gorge Creek Lead. The sources for gold within the old Cape River system channel (Canton Lead) are thought to be situated some distance upstream, one source perhaps being the Lolworth Diggings located 30 kilometres to the northwest.Exploration of previously "heavily dug" ground on both leads consisted of detailed geological mapping followed by the collection and treatment of bulk samples from eight costeans. The wash samples varied in size from 120 to 396 cubic metres. Treatment was undertaken through a commercial sized conventional wet screen and jig plant.

Recent studies by the authors have concerned themselves with assessing the earthquake risk to north-eastern Australia, based on available historical earthquake data for the area. There have been several significant earthquakes (Richter local magnitudes of the order of 6) concentrated in the Wide Bay - Burnett region in central eastern Queensland, although none of these has occurred close to a significant centre of population or development. Using derived average acceleration attenuation relations and world-wide data on earthquake-induced damage as a basis, conditions under which earthquake-induced liquefaction may occur have been investigated and presented in graphical form. Historical earthquake data for north-eastern Australia have been overlain on this graphical presentation and it has been demonstrated that the Wide Bay - Burnett region, in particular, may in the past have been on the verge of earthquake-induced liquefaction, where ground conditions are susceptible. When this is viewed in the context of the rapid growth in population and development in this area over recent years, the risk can no longer be ignored with impunity.

The Ranger uranium mine has operated in the Kakadu region of the Northern Territory since 1979. The mine's water management system was designed to cater for the wet-dry monsoonal climate and to satisfy the recommendations of the Ranger Uranium Environmental Inquiry - Second Report, 1977 (The Fox Report) with respect to environment protection. The Fox Report advised that the aquatic ecosystem of the region must be protected and that the mine should collect all runoff from disturbed areas. Furthermore, the mine was to operate as a no-release system until release standards, based on the experience of several years of operation and on the results obtained from monitoring and scientific investigations, could be established. Monitoring and research data have now been collected for a decade. it is evident that lower-than-expected concentrations of chemical constituents are present in the runoff waters which are retained on site. Standards have been established for the release of these waters to the streams when in flood during the wet season. Mine water quality data and release standards are presented. It can be confidently concluded that controlled release will not cause detriment to the aquatic ecosystems of the Kakadu region. The Ranger operation has demonstrated that environmentally responsible management of mine waters is feasible for future mining ventures in the Kakadu region.

A major high grade zinc deposit, Dugald River has fine-grained and complex mineral associations which provide considerable metallurgical challenges for both mineral dressers and downstream processors. A long history of metallurgical testing focusing on mineralogy and flotation concentrate production has shown that while separate lead and zinc concentrates can be produced at saleable grades, high levels of iron, and particularly manganese, are likely to place constraints on the marketing of zinc concentrate produced from deeper zones where coincidentally lode development is at its maximum. Testwork has focused on characterising the flotation response of ore types ranging from banded and stringer sulphides to brecciated ores in a variety of sulphide matrices. A high level of variability with lower than expected metal recoveries has been indicated across some of the higher grade brecciated ores. However, the dominant slatey breccia has generally provided the best results. Heavy media preconcentration testwork has been moderately encouraging and at this stage, although value adding downstream of concentrate production on-site is not seen as an economic option processing developments are being monitored on a broad front. Providing satisfactory means can be developed for handling manganese during downstream processing of the concentrate, it is not difficult to see a world-class operation emerging from the resource in the medium-term Future.

This paper critically reviews the role of institutional research contractors (eg universities and the CSIRO) in the delivery of effective research, development and demonstration outcomes in mineral and coal processing to the Australian mineral industry. The criteria by which such R&D is justified, and the problems of quantifying the benefits of such research, are considered. Third-party funding mechanisms such as NERDDP and AMIRA are reviewed in the context of the difficulty of setting national research priorities. Some case studies are presented which illustrate both the problems and the advantages of institutional research for industry. The transfer of research outcomes to industry is identified as a significant problem which limits the effectiveness of all institutional research. Other topics reviewed include research management, the relationship between industrial companies and their research contractors, and the real costs of research. The paper offers suggestions for the ingredients needed for a successful industry-institution relationship, based on the Australian experience. It is concluded that the Australian model for this relationship is a very effective one, although there is still room for improvement.

Based on twenty years of experiences of applying computers in mine water engineering in Hungary, a program package was developed for home utilization and for other users abroad as well. This program package has been adapted to the CAD System of Coal Mining of COMECON countries. The main features of the "mine water subsystem" in the CAD System of Coal Mining and short descriptions of the key programs of the package are presented in this paper. Foreword The serious water problems of Hungarian mining pressed and/or stimulated its professionals to apply computers for supporting their problem-solutions. The first trials of these computer applications in mine water engineering were dated from the sixties. Owing to its twenty years of experiences in computer appli- cations in mine water engineering the Central Institute for the Development of Mining in Hungary was requested to work out the "Subsystem of Mine Water" for the Computer Aided Design System ('CAD) of Coal Mines in COMECON countries. This paper gives a brief presentation on the main features of this "subsystem"with reference to significant components.

Evaluation of tyre chains has been taking place at King Island Scheelite for several years. Results indicate that tyre life has been greatly improved in all cases. Good cost sav- ings are resulting on small loaders. The worth of chains is difficult to prove on larger loaders under the conditions at King Island Scheelite. However, the dramatic decrease in the number of punctures has convinced the Company that chains are worthwhile on some larger loaders.

Copper concentrate from Bougainville's copper mine located on the west slope of the Crown Prince Range on Bougainville island, is pumped 27 km to the filter and drying plant at Anewa Bay for preparation and storage prior to shipment to overseas customers. Mineralisation in alluvial diamond or vein gold deposits is often hosted in trapping mechanisms. For instance, diamonds are nested in bedrock depressions such as gullies and potholes which were carved out by the sea long before the diamond deposition took place. Similarly, gold mineralisation can precipitate in the necks of a boudinage structure. In such deposits, the spatial distribution of the mineralisation is governed by the mutual arrangement of the trapsites and by the grade variations within each trapsite. Reliable estimates can be obtained only if they rest on a proper knowledge of both degrees of variability. This creates a challenging sampling problem, as during the exploration phase it is important to have a good global mean estimate to enable decision making towards the future. A similar problem occurs for local estimates at a later stage of development. To understand and manage the sampling for global means, specific sampling procedures are required based on an appropriate choice of sample support size and spacing. Estimates from such sampling campaigns should be unbiased, and the less variability they display, the better the sampling parameters. The performance and impact of sampling parameters are tested and compared on different simulated deposits.

Timestudy analysis of mining operations at North Broken Hill Limited has been carried out by dissecting operations into small elemental components, and accurately timing these elements. Over a wide range of observations, this has enabled standard time values to be calculated for all underground work.The application of the standard values is in calculating performances as a measure of work output and Performance Controls are kept on approximately two-thirds of underground employees. Through the Controls it has been possible to stimulate supervisory action to improve low performance, and to reduce delays and lost time.The values are used to calculate contract" prices, and anomalies in previous prices have been adjusted on work values and not on arbitrary standards. In out-of-the-ordinary circumstances, the request for a timestudy investigation has been made by both operatives and foremen, and the contract set following the timestudy analysis has been to the satisfaction of both parties.The range of values enables contracts to be applied to work which was previously performed on a day basis, resulting in improved performance.A natural corollary of timestudy is the analysis of methods, and in some cases method improvements have been introduced.It is anticipated that further investigations will be made on methods.INTRODUCTIONIn 1953, a Timestudy analysis of mining operations at North Broken Hill Limited was commenced under the guidance of management consultants. Its aim was, to determine standard time values for specific operations, which would provide management with a measure of productivity beyond the existing measures of tons or feet of advance, and also to determine whether increased output was available under existing operating conditions.

Quite apart from economic considerations, the following performance parameters must be considered when selecting an explosive for a particular blasting operation. 1. total energy yield/kg, and more particularly, strain energy/kg and bubble energy/kg of charge 2. charge weight/m of blasthole 3. sensitivity of the charge 4. water resistance of the charge The effective division of an explosive's total energy into strain energy (SE) and bubble energy (BE) is explained as is the influence of each energy component on blast results. Because some rocks require a high strain energy for effective breakage, while others are most satisfactorily fragmented by bubble energy, values of SE and BE are more meaningful than those of total energy. Unfortunately, our extensive knowledge of the effects of certain variables on total energy has not yet been completely supplanted by the influence of these variables on SE and BE values. There are many different challenges when sampling mineral commodities. Sampling is part of many decision-making processes, from control of the number of drops of a reagent to all aspects involved in determining how much to pay for a mineral consignment. However, if all decisions must be supported by correct assumptions, or at least agreed terms, how can this be guaranteed? The main approach is to emphasise the importance of continuous surveying of sampling practices. If they are based on non-recommended protocols, this raises concerns. In addition, safety failures and lack of appropriate behaviour from the technical perspective can lead to disasters, both from the human and business perspectives. Impacts on safety and health are clearly unacceptable. It should be noted that imperfect safety and health practices in sampling operations have a strange correlation with incorrect sampling techniques. The commercial interface can also be affected. Companies have studied extensively the various aspects of measuring quality parameters for mineral commodities to understand the risks for investors and owners, and they take decisions that fundamentally respect the interests of parties in contracts and not result in losses. Every result should be obtained in defensible ways, and neither losses nor profits taken in indefensible ways. Most of such situations are related to bias; a significant systematic difference between a measured value and a reference value for a contractual quality parameter. Bias is always undesirable, because it always implies an incorrect advantage for one party and without doubt an undesired disadvantage for the other party. These situations are solved financially through a third-party arbitrator becoming involved in delicate situations, such as a commercial claim, but the outcome is always tangibly or intangibly bad for one of the parties. Another possibility is a permanent or temporary loss of precision. Poor precision, due its nature, generates reasonably balanced losses and profits, but it may hide out-of-control situations, generate instability and induce financial losses due to actions taken towards clearing commercial disputes involving interlaboratory programs, sample exchanges and duplicated sampling and sample preparation procedures, in the end wasting time and resources and creating a permanent source of commercial tension. While bias situations demand immediate adjustments for correctness, poor precision has to be understood as something that cannot be just calibrated out and is a situation that demands investment of time and effort. Precision optimisation has to take into account best practice for obtaining the required precision as well as cost/benefit analysis studies. Purchasers, engineers, salesmen and all personnel need to recognise that sampling is a major area to understand when taking decisions. The aim is to spread concepts that can really help, such as simple in-house actions to improve productivity and completion of surveys on commercial sampling operations, in order to ensure correct results are obtained and assertively take corrective actions, thereby establishing a healthy relationship with investors, suppliers and purchasers and in the process optimising the business.

Utah's Blackwater mine began operations in 1967. The four CQCA mines controlled by Utah followed over the period 1971 to 1979. Project feasibility studies for all these were based on open cut mining to overburden depths of 60 metres, with typical project lives of 12 to 16 years, depending on reserves Further studies, initiated after the mines had started, showed that continuation of open cut mining beyond the 60 metre highwall was viable. In 1973, the Deep Stripping Project (DSP) was launched to define the scope for stripping deeper, to determine what the additional equipment needs might be, and to pu forward proposals for a full scale trial system. The project commenced at grass roots with a literature survey, proceeded through a sequence of equipment evaluation, specification, design and manufacture to the commissioning of the Goonyella BWE system. Studies are continuing to assess the future deep stripping requirements for all Utah's Bowen Basin mines.

As previously advised, two of the raw materials for Wilsons Portland Cement are cement rock and limestone, both of which are quarried by the company. We now wish to give you a brief outline of these operations. The major material, cement rock, is obtained for our Portland Quarry at Tikorangi Hill, which is one mile west of the Works and a familiar landmark to travellers on state Highway 1. The geological structure of this deposit is involved, having intensive and irregular earth movements interpreted as large scale slumps where older rocks overlay younger rocks - numerous folds, faults and overthrusts are clearly visible.
