The issue of flyrock is critical to the operation of all mineral extraction sites that use blasting. This paper takes a risk-based approach to identifying, analysing and managing the flyrock hazard. The basic cause of flyrock generation is a mismatch between the energy available and the work to be done. It should be noted that the energy available depends on the charge confinement. This mismatch can be caused by an abrupt decrease in rock resistance (geological weaknesses), overcharging, inadequate delays between holes and rows, inappropriate blast design and inaccurate drilling. The mismatch can come about from two sides; either too much energy (charge) for a fixed burden (work to be done), or insufficient burden (work to be done) for a fixed charge. The main mechanisms of flyrock generation are rifling, cratering, face bursting and secondary blasting. Each source mechanism has different characteristics in terms of vulnerable locations and each requires different control measures. However, all controls require a high level of quality control and assurance. A range of different approaches for managing flyrock risk and determining blast clearance zone dimensions are presented. A prescriptive consequence-based approach is discussed. A conventional risk matrix based approach is outlined with some innovation regarding controls rating and uncertainty ratings. A published semi-empirical approach is discussed. Two examples of quantitative flyrock risk analysis are presented; one involves bench blasting based on a published paper and the second is a cratering example developed by the author based on consulting projects. Finally, a stochastic approach based on published work is presented which simulates cratering superimposed on face bursting mechanisms. Also, a stochastic analysis undertaken by the author of the cratering example is presented. Effective blast emission management is required for two reasons; firstly to reduce and/or eliminate safety risks and secondly to manage public perception of blasting risks such as flyrock. The conclusion of the current research is that the wild flyrock risk can be estimated using existing techniques. Furthermore, both qualitative and quantitative risk management methods as discussed in this paper can be used for flyrock management for a given blasting situation. A combination of both is considered to be best practice.

Coal Services (Health and Safety Trust) funded ARRB Transport Research Ltd to investigate fatigue and performance of truck drivers over consecutive shifts. The main questions were to assess: What is the most important contributor to acute fatigue in mining? Is it length of shift (eg eight hours versus 12 hours) or is it time of day (eg circadian effects)? What is the limit of successive day or night shifts before chronic fatigue affects operator performance in open cut mines? The project methodology included utilising ARRB Fatigue Monitoring Devices (forced-choice stimulus reaction) in eight haul trucks, testing 24 subjects over several weeks. Each subject filled in a Fatigue Risk Questionnaire on lifestyle and health. Operators worked a 14-night, one day off, 13-day roster of 12-hour shifts in a fly-in/fly-out operation with excellent opportunities for restorative sleep between shifts. A total of 3500 hours of real-time data was collected, representing the first set of objective, real-time driver performance data for Australian mining. The data showed that for a single night of driving haul trucks, there appears to be no effect on operator fatigue from the amount of time on task (for the 12 hours). In fact performance was worse through the first eight hours than the last four. The circadian influence had a stronger affect than working more than eight hours. Of the 14 nights worked at the site, nights 13, 14, seven and two respectively, were the worst. This presents a conundrum for policy makers who may like to place caps on working hours or rosters in the hope that it will alleviate the fatigue issue. It will not. The major finding within this study is the combined influence of circadian rhythms (human body clock) and individual variability on performance. The lifestyle habits and the health of individuals have a profound effect on operator performance as shown by the strong positive correlation between high fatigue risk scores from the Fatigue Risk Questionnaire and poor performance. An individualistic approach would appear to have the best chance of reducing high potential incidents due to fatigue through successive nightshifts.

Heavy mineral deposits accumulate on shorelines with interrupted sediment input. Beach deposits, which form on shallowly dipping coastal plains, are most favourable. However, shallow shelves seaward of cliffed coastlines are known to contain economic deposits. Significantgeologicalconditions are defined, from review of the stratigraphic and geomorphic controls on known deposits , for heavy mineral accumulation on the Swan Coastal Plain.

Recent exploratory work has greatly enlarged our knowledge of the geology of the sedimentary basins of Western Australia. The most pros-pective of these for oil explorati on are believed to be the Canning, Carnarvon, 'and Perth Basins.The search for oil. in, the Canning Basin has fora the most part been concentrated in" the western part, where four main structural units are now recognized - the Lennard Shelf, Fitzroy Trough, Jurgurra Terrace, and-South Cariizin.g Basin. Of these the Leonard Shelf may. be the'most prospective. The principal objective on the Shelf is the Devonian sequence, which in-cludes well'developed reef complexes. The Lower Carboniferous is regarded., as a further objective, as it contained small quantities of oil in theMeda No. I well.In the. Carnarvon Basin most explorati on has been conducted in the coastal belt of'Tertiary folding, especially in the Cape Range-Rough Range area. -The discovery of oil in the first test well. drilled.in the-basin - Rough Range no. 1 - raised great hopes, for the quick discovery of a ecmuercial field. However the other wells on Rough Range have been dry, and no discoveries have-been made in the-wells drilled on other anticlines.in the basin.

Until recently, the Australian mining industry received unquestioning encouragement from both State and Federal Governments. Now governments adopt a more questioning outlook about, for example, the proportion of local mine income accruing abroad, about the contrib- ution of the industry to public revenue, and about the industry's impact on the environment. This paper reports on attitudes at a recent industry-government-academic conference on planning and problems for the minerals sector in the next decade and beyond. It also examines a government policy review in Canada, which has undertaken some change in direction of mineral policies in the last few years.

With mining development on hold and other underground works in a slowdown, the development of nuclear wa te repositories takes centre tage on the American rock engineering scene. Three repositorie for commercial spent fuel-in salt, tuff, and basalt-are in the phase of site characterisation and conceptual design, and one pilot project for defense high-level wa te in salt is under construction. A repository design for crystal line rock has recently been postponed.Because of strict quality assurance requirements throughout design and construction, and because of the need to predict and ascertain in advance the satisfactory performance of the underground openings, much intellectual energy has been expended to analyse underground openings in the unusual circumstances of the repository environment. In the long term, these efforts will lead to an improved understanding of rock behaviour and improved methods of underground analysis and design. For the shorter term, a formalised ground control plan was developed, the principles of which may be applied to other types of projects.This paper summarises the status of underground design and construction for nuclear waste repositories and presents some details of the ground control plan and its individual elements.

The effect of operating parameters of a shaking table on the separation of mixed quartz-magnetite artificial feed has been experimentally investigated by use of laboratory-scale shaking table. Based on a great number of experimental data collected, the multi-variate non-linear model of shaking table has been developed. The model allows for the calculation of the product grade and recovery. A computer model has been programmed, for inclusion in a software package for the simulation and optimisation of shaking table if the feed characteristics and the concentrate grade are given.

Scrutiny of the whole explosives industry has increased as a result of the terrorist attacks on the World Trade Centre and the Pentagon on 11 September 2001 and the bombings in Indonesia, including the Bali bombings last year. This has been highlighted in specific press releases from governing bodies, like the Department of Mineral and Petroleum Resources û Western Australia, on the necessity of being in compliance with regulations for storage of explosives. As a result, audits by inspectors to assess compliance are to be expected. In a proactive move, DynoConsult has assisted several customers through benchmarking current practices, in order to identify any areas of non-compliance to the statutory requirements for explosive storage and security. This paper discusses the outcomes of supplier discussions and customer audits and highlights the implications for the industry.

The gold treatment plant of Great Western Consolidated N.L. is at Bullfinch, Western Australia, 22 miles north of Southern Cross, which is 100 miles west of Kalgoorlie. A railway to Southern Cross connects the mine with the main Perth-Kalgoorlie line.The plant, which commenced operations on the 31st October, 1952, was, designed by Messrs. Alex: Stewart & Co. in consultation with the technical staff of Western Mining Corporation Ltd. to treat 1,000 long tons a day, made up of approximately equal parts of quarry oxidized ore and underground sulphide ore, by moderately coarse grinding (2-3 per cent plus 65 mesh Tyler) and straight cyanidation without straking. The design had to allow for future treatment of all sulphide ore at the rate of 40,000 tons per 28-day periodand to make provision for the possible later inclusion of preaeration treatment.The test work on .which design was based was done on representative development samples, the mine being divided into zones for this purpose, to check possible local variations from average treatment behaviour. Proposed mill feed mixtures were made up from time to time for complete ore dressing tests, which were conducted in the Western Mining Corporation laboratory at Kalgoorlie.The chief feature of the design was that the plant had to handle the extremes of very soft, poor settling and filtering oxidized ore and very hard, good settling and filtering sulphide ore. On one hand, crushers and mills had to be large enough to handle the sulphide ore and on the other, thickeners and filters had to be large enough to handle the oxidized ores.The design is marked by simplicity, the use of large units of equipment, and flexibility to cope with a variety of ores.

In the mining industry, both costs and equipment reliability have one significant thing in common - they are driven substantially by maintenance.

The sole reason for a mine to exist is to extract the finite mineral resource. Accurate grade control is critical to the economics of any mine. If grade control is not optimised, then no matter how good the downstream processes are, the full potential of the operation will not be realised. The detailed implementation of grade control varies but typically consists of sampling and assaying to determine the location of the ore zones. A lot of time, money and effort are spent defining the location of the ore as accurately as possible à but then it is blown up! The effect that blasting has on grade control is rarely adequately accounted for when the rock is excavated because there has never been an accurate and practical method for measuring blast movement. This paper draws on over six years of research into measuring and understanding blast movement, which started at the Julius Kruttschnitt Mineral Research Centre (JKMRC) of the University of Queensland. The research has made a unique contribution to open pit blasting by helping to develop a practical tool for measuring blast movement, which was then used to improve the understanding of three-dimensional blast movement dynamics. However, these achievements would be of largely academic interest without taking the final step of using this technology and knowledge to account for blast movement by translating the ore polygons in response to the measured movement vectors. This paper provides an overview of blast movement but focuses on one site where blast movement was measured during three separate periods, with significantly different orientation of the mineralisation on each occasion. The theoretical ore loss varied from nine per cent to 24 per cent. The differences are primarily due to the orientation of the ore polygons relative to the direction of movement. The optimum grade control solution is a combination of accurately accounting for blast movement and designing appropriate blasts.

The occurrence of metallic minerals in Australia to the time of the proclamation of South Australia as a Colony in 1836 was unknown. It is, therefore, perhaps, surprising that British settlers arriving in the Coromandel included among their number a German scientist Johannes Menge who had been appointed by the South Australian Company to the post of Mine and Quarry Agent and Geologist on 1 July 1836. His instructions were to `explore the natural productions of the Colony above and below ground and to superintend the working of quarries of stone and slate, the boring for water, metal, lead, coal and other mines at a salary of ú150 per annum for one year and for as much longer as the Company require your services not however exceeding five years'. In the event, he was to have little influence on those matter.

The implementation of a process information management system (PIMS) is to provide a single online, real-time information system. This system provides a unique and completely open view for everyone, based on the key business drivers. It is structured around the three key concepts: process, maintenance and stocks. It combines numerous applications and provides accessibility to common tools and reports, through a web-based user interface, for every one from the floor operator to the General Manager. This æunique and commonÆ view displays raw, online process information that provides a quick health check of the operation at a glance, highlighting areas that require further investigation. The system is based on a hierarchical system of views, from the overview of the whole plant flow sheet to the more detailed operational shop view. It provides a synthetic view between continuous and batch operations, enabling the tracking of each batch produced. The batch view displays the critical batch components, and a comparison with each component of an ideal batch. This enables detailed analysis of each batch to identify areas of improvement. The information system will consist of an online reconciliation of stocks and flow data. This enables focus on the recovery of each process unit on a regular basis. This paper discusses the design strategy for the Process Information Management System, to ensure a unique and open view on the key business drivers is achieved and implemented successfully.

The Queensland Mining Act 1968-1972 has now been in force for almost two years. The Act was completely re-written and has made for easier working, e.g., there is no distinction now between Gold Mining Leases and other Mining Leases. For the first time in the history of Queensland, provision has been made for caveats, so that options etc. can be protected. The chief problem which has arisen so far has been the question of the Government issuing mining leases to the holder of an Authority to Prospect over areas which are included iri its Authority. Litigation has taken place and an Appeal, it is understood, will shortly be heard by the Privy Council. The provisions dealing with labour conditions have been brought up-to-date and generally speaking, they are quite clear as to the responsibility of the Lessee. The Mining on Private Land Act has been repealed and the provisions relating to mining on private land are now a part of the Mining Act itself. There has been considerable attention in the literature to coarse sizing by wet and dry screening, but these methods have not proven to be applicable to the calculation of screen capacities for fine wet sizing, desliming and media recovery: A method is presented for the calculation of the size of screens for such duties, being based on the mean particle size of the oversize material on the screen which reflects the surface area from which the fines or media must be removed. Similarly for dewatering, it is the area from which the water must be drained. Desliming, media recovery and dewatering are each considered along with water require- ments both with the feed and as wash water.

Widely diverse mechanisms exist for the action of a range of selective sulphide flotation depressants. Collector desorp- tion, leaching, competitive adsorption, formation of hydrophilic reaction-product coatings, action as reducing agents, and action as lattice-oxidizing agents are discussed. Detailed attention is focused on the latter two mechanisms. Recent works on copper depressants particularly for copper-molybdenum separations, and oxidizing agents enabling arsenopyrite- pyrite separations, are presented and discussed.

Bougainville's copper mine is located on the west slope of the Crown Prince Range on Bougainville. A high grade copper concentrate is produced for sale to overseas customers. Production planning which was originally based on pilot plant data has developed progressively since commissioning of the concentrator in 1972. Pilot plant data and mine sampling have been supplanted by the correlation of concentrator performance with ore sources, as the basis for short term planning. The influence of accurate sampling is reflected in 1. hourly shift control, 2. the daily milling statement, 3. the prediction of the characteristics of ore from various mine locations, 4. production reconciliation, and 5. the control of copper losses. The mechanical and electrical failures of the original sampling system emphasized the need for a reliable, automatic sampling facility. The development of a pneumatic drive mechanism, which has now been fully field tested, was undertaken.

Coal mining in the Illawarra commenced in 1848. By the early twentieth century mining operations were spread over quite a distance along the coast centred on Wollongong. By this time there were already numerous tunnel mines and one shaft mine. Coal was first reported in Illawarra by Lieutenant Flinders on a voyage of exploration, southerly along the coast from Sydney in 1796. Because of the topography, particularly the escarpment and the narrowness of the coastal plain, access from Sydney was not easy by land and the normal access was by sea. It was not until some coastal areas had been developed for agricultural purposes that the mining of the seams on the South Coast commenced for the supp- ly of fuel. The most important mines in the early nineteenth century were Bulli and Osborne Wallsend. In general, coal was won from the tunnel mines and was transported directly, usually by tramway, to the nearest shipping point. Considerable hardship attended the earliest attempts at mining coal in regard to materials for mining and the way of life of the miners in the vicinity of the mines. With the growth of production and the installation of coke ovens at some mines the area, hitherto virgin bush- land, began to take on a more industrialised appearance. The procedure for operation of deluge systems installed in road tunnels is still a subject of debate. The work undertaken in this paper assists in the understanding of the effects of deluge in road tunnels, and thus aims to help inform the development of operational policy. Analysis was undertaken using computational fluid dynamics (CFD) simulations to help explore the deluge interaction with the tunnel ventilation (including smoke exhaust) and combustion products. It was found, for the scenarios considered, that: Deluge activation can decrease the required critical velocity for smoke backlayering, and this in turn can improve the effectiveness of a smoke exhaust system.The dominant parameter for deluge effectiveness is the vehicle configuration, with shielded scenarios (such as a fire in the passenger compartment) showing almost no water reaching the fire. The water delivery rate (5 mm/min versus 10 mm/min) has only a minor effect on the smoke duct damper inlet temperatures and downstream smoke temperatures for small fires (5 MW). For large fires (50 MW) the higher water delivery rate gives slightly improved performance (lower damper inlet temperatures and lower downstream smoke temperatures). A one-dimensional transient tunnel model incorporating different operational and deluge response policies (ie deluge activation times) was developed. It was used to examine the influence of different operational parameters on life safety risk and tunnel damage risk. It was found, for the scenarios considered, that: The life safety risk for different scenarios has a sensitivity to deluge activation policy with the case of delaying the deluge activation for a long time giving the worst outcomes. However, the most critical parameters for life safety risk are operator response time (for all response activities, not just deluge) and the type of fire (configuration, size and growth rate).There is a reduction in risk of tunnel damage when the deluge is activated earlier, although the fire configuration (ie whether or not the seat of the fire can be reached) has the greatest influence on the outcome. It is concluded that the deluge activation policy should be case-dependent. It will depend on the tunnel, the safety systems provided, and most particularly the vehicles involved. The current policy in Australian tunnels is for manual activation of the deluge by the tunnel operator as soon as practical after the fire is confirmed (see also PIARC, 2007). This is a good policy. However, future work may be helpful to improve the skills of operators to make the best judgement as to when deluge should be activated, balancing all risks. This work could include research to further the understanding of deluge and fire in road tunnels, training programs and consideration of historical fire events.

An accurate and rapid assessment of coal resources, such as that provided by computer modelling, forms an intergral role in evaluating CSR's coal deposits for future development. An in-house system utilising a number of geological, engineering, costing and financial evaluation routines has been developed for DEC VAX computers. The system is currently being upgraded and enhanced to meet the demands at the various mine sites. Computer modelling of the geology is performed on encoded drillhole information and coal core chemical and physical analyses. A conceptual mine plan is formulated then digitized and superimposed on the geological model. Insitu and product coal reserves and qualities as well as overburden and parting quantities are then calculated for each strip or block. These strip parameters are then transferred to the mine scheduling routines to determine the most efficient mining sequence for the mine plan. Cost factors and scheduling data for equipment specified in the conceptual mine plan are used in the mine costing subsystem. The financial subsystem then evaluates the likely return on investment. Future enhancements to the system include improvements in the response time through the introduction of interactive graphics, the direct interfacing of geophysical and analytical data, and further development of a geotechnical'database.
