A formalised approach to risk management has been regulated in the United Kingdom (UK) since the Construction (Design and Management) Regulations 1994 (CDM) came into force in 1995. These regulations have recently been revised in 2007. In response to a series of significant claims around the world the UK insurance industry published a code of practice for risk management of tunnels in 2003, and that was followed by an international version in 2006. Probably one of the main contributions of this new approach is the recognition that health and safety risks can best be addressed early in the process, initially by the owner and then by the designers. One of the aims is to achieve elimination of risks by good design. The advantage of a risk-based approach to tunnel design is that all risks are considered explicitly, and any residual risks in the design are communicated clearly to the construction team. This paper looks at the implementation of this formalised approach to risk management with reference to the A3 Hindhead Project. The design has been undertaken in accordance with the requirements of the CDM regulations, and also in compliance with the Joint Code of Practice for Risk Management of Tunnel Works in the UK. An outline of the risk-based design process used is provided, including examples.

The Electricity Generating Authority of Thailand own and operate an opencut mine supplying coal to on-site power stations at Mae Moh, 600 km North of Bangkok. The mine is being expanded from an annual production of 1.5 million tonnes per year in 1982 to over 9.5 million tonnes per year by 1991. The mine will be amongst the largest open pit operations in the world. It is technically difficult to operate and plan due to complex geology, weak strata and surface constraints including reservoirs, forests and traditional villages. This paper presents a case study of mine planning for the above project including associated collection and processing of geological and geotechnical information. The existing operation is described, as well as the strategy adopted for the mine at expanded production. The planning covers various phases of mine planning including a Conceptual Study, a Definitive Study and detailed short term planning. Each stage incorporated new information and reflected a higher level of confidence in the data and resulting plan. Sophisticated computer techniques were required including geological modelling, calculation of volumes, geotechnical analysis, scheduling and costing. The planning was undertaken on site by a team of Australian and Thai Engineers as part of the Thailand-Australia Lignite Mines Development Project which is a four year programme of assistance funded by the Australian Government.

Goldfields Abosso Goldfields Limited (AGL) is a Ghanaian registered company that owns and operates the Damang Gold Mine. Gold Fields Ghana Holdings Limited holds a 71.1 per cent interest in AGL. The Damang concession held by Gold Fields Ghana Holdings Limited covers a total area of 271 km2 located 40 km north of the town of Tarkwa in the south-western part of Ghana. Gold Fields as a company registered on the New York Stock Exchange is legally obliged to be SOX (Sarbanes-Oxley). Sarbanes-Oxley Section 404 (SOX404) is on management assessment of internal controls. The Mineral Resource Management (MRM) function of AGL manages three Prospecting Licenses and two mining licences. At least ten pits/prospects are scattered along the two limbs of the Damang Anticline and have two main types of mineralisation notably Paleoplacer and Hydrothermal. Thus SOX404 procedures are put in place to treat each mineralisation type in the best way for reliable resource outputs and estimates. Generating auditable resources for AGL is a prime but most important function of MRM. Thus important checks are built and designed to ensure that all relevant geological and geostatistical inputs conform to procedures outlined under SOX404 requirements. More importantly sign offs are designed to ensure that technical personnel involved in all aspects of resource and reserve generation are satisfied and can be held accountable.

Designing and constructing OxianaÆs Sepon gold and copper operations in one of the most remote areas in Laos has been a great achievement; one which was recognised by the engineering industryÆs highest accolade û the Australian Engineering Excellence Award in 2005. The developing nation of Laos has no previous mining or heavy industrial experience, but the support of the Lao Government and a remarkable Lao workforce has enabled the project to be developed and operate as well as it would anywhere else in the world.When making a decision to invest offshore, several geophysical and jurisdictional criteria need to be considered. Laos offers unparalleled prospectivity, a central location with growing infrastructure, a ready workforce and a developing but supportive regulatory regime. In addition, the Sepon copper project has exceptional characteristics, including its high grades, location near the surface, leachable qualities, access to hydropower and the ability to produce cathodes on site. These attributes and its location in the centre of a region hungry for resources contributes to the projectÆs excellent economics.

COAL constitutes such a gigantic item in modern industry, either for direct heating, production of coke for smelting, or for the generation of power, that its quality and price play a very significant part in economic industrial progress. Australia is still a very young country industrially, and is groaning under many disabilities compared with competitors overseas, not the least of which is the quality of coal. Linked with the word "quality" should be that of "utility," for high-ash content prevents efficient utilization of the fuel.The marketing of good quality coal is a very important matter indeed, and if industry in Australia is to progress in the way that it should, this matter must receive keen attention.New South Wales, above all the other Australian States, has been blessed by nature with vast coal-fields, from which fuel is shipped to every State, and provides the base for power for most of our railroads and industries.Experts frequently refer to the fact that in some districts only partial extraction of thick seam coal is being made, without a care or thought for the future. Ranking next in importance to this is the fact that much of the coal is being carelessly marketed.Very few collieries in Australia are equipped with coal-washing plants for dealing more particularly with small coal grading which most industries require, and to which coal producers as a whole pay the least attention. In England each year nearly20,000,000 tons of coal is being water-washed before sale, and is marketed as a fuel of far greater utility once it has been freed from extraneous ash.Investigation proves that a great many pits in New South Wales are marketing coal (more particularly small coal) containing a considerable quantity of extraneous ash, due to the admixture...

On the face of it this is an easily answered question. Modern technology and life as we know it today would be impossible without industrial minerals and the responsible utilisation of mineral resources is essential for the economic wellbeing of the nation. The quarrying industry supplies a high percentage of the industrial minerals used in New Zealand and our role therefore, is to ensure a constant supply of high quality roading and concrete aggregates so that society and the community as a whole can develop. We must do this in a manner which causes the least possible disruption to members of the community, which efficiently utilises all the valuable resources, which causes as little pollution as possible and last but by no means least, creates realistic profit for the operator. It is only by achieving a reasonable profit that we are able to continue in business and therefore play our part in the development of the country. Unfortunately, quarries have a poor image and are not generally popular, as on the whole, they are noisy, dirty and dusty and attract large trucks which create traffic problems. Judging by the amount of restrictive legislation with which we have to comply today, not even government or the local authorities want quarries which presents the industry with some serious problems, some of which will be outlined in this paper.

The Dutwa Nickel Project is a nickel laterite atmospheric leach project located in Tanzania that has been under development by African Eagle Resources plc (2012). A bankable feasibility study (BFS) has been progressed to evaluate mining of the resource (107 Mt at 0.92 per cent Ni) followed by hydrometallurgical processing on-site to make a mixed nickel-cobalt intermediate product. The unique relatively high silica contents in the Dutwa deposits, as opposed to limonite, which is more commonly occurring in nickel laterites, presented the possibility for beneficiation of the ores to enhance the leach feed nickel grades and provide economic benefits in terms of operating and capital cost efficiencies.Geometallurgical relationships, based on the results of an extensive variability metallurgical test work program for beneficiation and leaching, were developed for the BFS, which resulted in an improved understanding of ore classifications within the deposit and their responses. The geometallurgical information obtained has been instrumental in making key preliminary techno-economic decisions, such as forecasting whether or not mined material should be beneficiated and was ultimately used to drive the mine plan towards the prioritisation of areas within the deposits that delivered the best cost efficiencies and overall project economic outcomes.CITATION:Elkington, T, Lorenzen, L and Czerny, C, 2013. One of the current challenges for iron ore producers is the ability to respond to changes in ROM stockpile specifications in a quick and cost-efficient manner. The decision-making process to respond to such changes is normally associated with grade-control and short-term mine planning activities, from where new operating instructions to the mine are provided. Mines are under increasing pressure from changes in the industry, such as a scarcity of skilled staff; a higher turnover of skilled employees and tighter product specifications. The quality of operational activities easily suffers as a result of these pressures. The technology that supports operational activities is often poorly implemented, which results in systems being unsustainable and poorly understood by the organisation. All successful technology implementations rely on the people, processes and technologies involved being well understood. Because of the complex nature of mining, the processes that underpin mine planning, scheduling and operational control are often not well defined. This results in activities undertaken by individual departments being poorly integrated. Datamine has developed a set of tools and methods for decomposing; capturing and documenting processes and ensuring those are embodied in implemented solutions. A case study of such a solution is the GEROS planning system, which has been successfully implemented at CVRDÆs Southern Iron Ore System, in Minas Gerais, Brazil.

The approvals process for a major cut-back is not a simple exercise when a mine is located alongside the community. Kalgoorlie Consolidated Gold Mines (KCGM) has been through an extensive process of government, JV owner and community consultation to ensure that necessary permitting processes and detailed studies have been completed to allow this six year extension to the open pit mine life to be achieved. With the Kalgoorlie Boulder community being on the doorstep of the mine, it is critical to ensure that the operation runs smoothly and complies to the license conditions to achieve the full value of the Golden Pike cut-back, and leave behind a sustainable legacy for the local community. The aim of this paper is to evaluate the technical feasibility of application of the electric monorail as a haulage system in hard-rock underground mining in Australia, in comparison to conventional truck haulage systems. The elements of the system being investigated include mine design and layout, installation, loading and unloading subsystems, tramming speeds, cost and productivity, automation, ground support, safety and environmental factors. Electric monorail systems are potentially more cost-effective due to a range of factors: only the one system may be needed for the transportation of workers, material and rock; and excavations for monorail haulage can be smaller and mined at much steeper gradients than for truck haulage. The smaller excavation size also reduces the need for costly ground support and û in another important measure for the health and safety of mine workers, and for energy savings û it reduces ventilation requirements. Electric monorail haulage technology is being applied in hard rock mines in South Africa and considerable benefits have been realised by the industry in that country. In Australia, mine designs for metal mines generally remain based on truck haulage and/or shaft hoisting systems. There is a tendency to apply these haulage systems to every orebody. For the industry to achieve sustained growth against a backdrop of volatile diesel prices and environmental concerns, new generation underground haulage systems are required. The monorail haulage system offers opportunities in improving materials handling efficiencies in underground mining operations. This paper examines the application of monorail haulage in metalliferous underground mining, presents comparative data with track and trackless haulage systems and develops concepts for system application in combination with conveyor belt haulage and narrow vein mining situations.

The cloud transform simulation is a technique used to generate realisations of correlated attributes. The principle of this technique is to partition the scatter diagram between the input attributes into several interval classes and derive for each class a cumulative distribution function (CDF) using only the data pairs of the scatter diagram in that class. The simulation then proceeds like a traditional Monte Carlo simulation but using the derived CDF in each class.The cloud transform simulation has the advantage of being a simple and fast technique that is able to reproduce the uncertainty in the relationship between the two input attributes regardless of whether the relationship is linear or not. However, the technique has three major drawbacks. First, the number of classes has an impact on final simulated results and there is not a robust approach to define such number. Second, simulated results exhibit some saw tooth variations that are unrealistic and third the reproduction of the spatial continuity of the simulated attribute is not guaranteed.This paper presents the use of the quantile regression approach in order to overcome the first two disadvantages of the cloud transform simulation. Details of the technique and how it can be coupled with the cloud transform simulation are presented along with a real case study.

Underground excavations are subjected to complex stress changes caused by nearby mining, but may also be affected by repeated dynamic loading from blasting and seismic events. In some cases, the combined, cumulative effects can lead to unforeseen damage, displacement and instability. Simulating dynamic loading of an underground excavation is a very complex task. The state of rock mass stress, damage and deformation must first be simulated sufficiently requiring small-scale structures to be explicitly modelled. Supporting elements must be represented with high similitude and then the dynamic event must be applied to the system in the case of blasts, or evolve as a consequence of rock mass instability for seismic events. A special case is for the effect of pit blasting on underground excavations - discontinuous rock phenomena at scales from mine, to bench, to pillar, to tunnel need to be captured and this represents one of the most computationally intensive tasks in mine simulation. Recent advances in computer power allow these tasks to be completed at a mine scale, incorporating discontinuities and geological detail matching the best practice for static Finite Element analyses. The results are a worthwhile contribution to mine decision-making, but require careful interpretation and thoughtful inputs - even more so than quasi-static analysis - as the cumulative effects of unfavourable modeling practices are greater. Some learnings from experiences with mine scale, discontinuum dynamic simulation are summarised, including a discussion of considerations of scale and similitude for this type of analysis.

IT is generally accepted that for transport of coal underground from different collecting stations, the system of endless rope haulage with remote control is not only one of the safest and most economIcal, but is also one of the most'efficlent in dealing with output.When the coal measures lie in regular planes, the work of laying down such a haulage presents no difficulties. When, however, the dip of the measures is Irregular, or dislocated by faulting, the management is faced with the problem of constructing vertical curves of such a radius that the sag of the rope will correspond with the road bed, and thus obviate the danger of the rope rising and throwing the skips off the track.The direction of the main roads for haulage purposes being ascertained from the plan of the royalty to be worked, the faults or dislocations in the seam are determined for these roads with the greatest possible accuracy by means of bore holes from the surface.From the data thus obtained the haulage road can generally be so graded that the rope will keep on the floor during haulage operations, although the grades may in places be synclinal.The writer confesses that he knows of no accurate formula for calculating the sag of the rope under varying tensions and so determining the safe radius of the curve, and he had to depend upon past experiences under somewhat sImilar conditions.The accompanying sections illustrate a case where the writer has recently installed an endless rope underground approximately 5000 ft. in length, from the foot of a tunnel in which an endless rope delivers the output to the screening plant, and having to negotiate, first a 400-ft. downthrow fault, and later a 32 ft. upthrow.

The paper examines minesite competitiveness of the open cut coal industry in Australia with some references to the coal operations of M.I.M. Holdings Limited. The make-up of F.O.R. mine costs is analysed in order to identify where efforts should be directed to maintain competitiveness. The scope for mine site improvements through changes to working practices, the application of new technology and cost management is examined.

A thermodynamic model of the copper Peirce-Smith (P-S) converter has been developed to predict the behaviour of magnetite in the converter slag, the amounts of slag and matte, the compositions of slag and matte, the volume of the bath, the bath temperature and the SEMTECH OPC signals. The predictions of bath temperature, slag and matte compositions and magnetite content in the slag have been validated by the industrial data. The effects of fluxing strategy, returns and skim charges, oxygen enrichment and temperature on the magnetite formation in the slag have been predicted and discussed. Some industrial applications of this model have been presented.

The Kidston Gold Mine i s located in northern Queensland some 2 Ukm northwest of Townsville. I t is the largest gold mine in Australia and produces approximately 25 percent of Australia's gold and one percent of the world's gold.Initially, traditional mining industry management approaches resulted in the rejection of what appeared to be an attractive low-grade deposit as an uneconomic proposition. Critical re-examination revealed that the rejection was based upon managerial inflexibility and traditionally over-conservative methods of mine evaluation, construction, operation, projected commodity prices and contingency factors. The Ertsberg (Gunung Bijih) Mining District is located in the core of the highlands of west New Guinea, an island long recognised as the product of a Cenozoic arccontinent collision. Geologic studies in the Central Ranges of the Papua Province of Indonesia (near Puncak Jaya, 4884 m) have revealed timing relationships, when combined with mechanical considerations, led to a refined model for the tectonomagmatic effects of collisional orogenesis and the formation of the spectacular Grasberg porphyry-type copper-gold (Cu-Au) deposit.   An EXTENDED ABSTRACT is available for download. Consideration of the questions: (i) is it feasible to study groups of processes in a generalised way? (ii) to what extent does purpose affect the form of a process model? (iii) are there any significant, novel investig- ations which can be made by computer simulation? (iv) what long-term developments are desirable in extractive metallurgy? has led to some new broad objectives for research in hydrometallurgical process engineering. Propositions for grouping processes, developing models for different specific purposes, using a systems engineering approach and developing high technology processes are discussed, and the role of computer simulation indicated by reference to particular projects.

Soft sensors offer several practical advantages for the process control of comminution circuits by combining multiple conventional sensors and other data sources with real-time analysis using mechanistic, phenomenological or machine learning models. While there has been a growth in the use of machine learning techniques for developing soft sensors in minerals processing applications, this paper describes advantages and challenges of using soft sensor models developed on the basis of process knowledge. Recent experience with three new soft sensor technologies developed by the authors are discussed. The Mill Filling Inference Tool which has been implemented at several mine sites, compares SAG mill load cell and power draw measurements with outputs of a semi-mechanistic power model to estimate the mill ball and total filling in real time. The progressive wear of the mill liners is modelled, allowing the model to correct the load mass due to the mass loss automatically and to estimate the charge trajectory. This information enables the mill to be operated more confidently near its limits. A coarse-ore stockpile soft sensor as been recently developed using a 3D cellular automata-based model to track ore size throughout the pile, and estimating the live capacity and size at each stockpile feeder to the primary mills. Finally, a hydrocyclone soft sensor is being developed to monitor performance using available hydrocyclone models to estimate the size and flow balance around the cyclone in real time. The model-based soft-sensor approach aims to synthesise and analyse existing data and provide operators and engineers with process- and model-relevant information that can facilitate making better process decisions. Maintenance data has proven useful for model development as it allows soft sensors to automatically adjust and compensate for the effect of progressive wear, for example for mill liners, thus helping the models to maintain calibration throughout the equipment life.

This is a question that will be asked many times and by many individuals during the various evaluation stages of any new project. However, the question itself will often have different connotations to the different groups invariably involved in such an exercise. As examples, consider just three of the several different groups involved in the development of a new mining project - Financiers, Consulting Engineers and the Sponsors of the project (potential borrowers). To the Financiers, a 'bankable project' will be one against which they will be prepared to lend funds (but not necessarily all of the funds requested by the Sponsors). This usually means that in the first instance the technical information presented to the bank has satisfactorily covered all of the requisite areas to the levels of accuracy required. More importantly, the financial evaluation of the projected economic performance of the mine, as a whole, is considered sound and a set of arrangements under which the bank is prepared to advance loan funds have been structured which fully satisfy the bank's credit criteria. To Consulting Engineers preparing a feasibility study (or a part thereof), on behalf of the project Sponsors, the term 'bankable' invariably only refers to the technical completeness and the level of detail contained in the report which they are preparing. Their scope of work will not necessarily have been broad enough to fully satisfy a bank's requirements. It is unusual to see any specific references to overall project viability or profitability in Consulting Engineers' feasibility reports, other than those which are automatically associated with the use of the term 'ore'.
