"The requirement for environmental approvals and associated environmental impact assessments (EIAs) is now commonly regarded as a key milestone and body of work during project development. EIAs can be undertaken at various phases during project development, generally either:\ during the scoping or prefeasibility studies, where limited project information is available and the mitigation and management measures of the EIA become a set of criteria and commitments that control project design during the feasibility study, as an iterative approach whereby mitigation and management measures are developed through an integrated process with the engineering team, and measures are included in the feasibility study cost model following the feasibility study, where detailed project design information is available, the cost model is complete, and the EIA is an assessment of a fixed project with limited opportunities for mitigation and management measures to be integrated into engineering design. This paper investigates the advantages of integrating EIA into life-of-mine planning during the feasibility study phase, using the Tampakan Copper-Gold Project (the Project) as a case study. The Tampakan Project is located in the Philippines on the southern island of Mindanao. The Project involves the proposed development of three main areas of infrastructure:a large-scale, open pit copper-gold mine and associated mine site infrastructure (including tailings and mine waste storages, fresh water dam, concentrator, etc) a power station, port and filter plant (PPFP), located approximately 60 km from the mine a pipeline and transmission line linking the mine and PPFP sites.Examples of engineering measures developed through an iterative process to mitigate and manage predicted environmental and social impacts include design of water management infrastructure, modification of the disturbance footprint (eg roads realigned to avoid critical habitat) and realignment of project infrastructure to minimise impacted water catchments.CITATION:Blunt, J and Jones, J, 2012. Cleaner Production stands for a proactive and preventive approach to industrial environmental management and aims for process- and/or product-integrated solutions that are both ecologically and economically efficient (æeco-efficiencyÆ). Pioneers in the field were large manufacturing and processing industries in the USA (since the late-1970s), but it took until the early-1990s before Cleaner Production was generally recognised as a valuable approach for large and medium sized enterprises. The application of Cleaner Production in mining and minerals, metals and energy production appears to lag behind other sectors, such as manufacturing and processing. This paper starts with a discussion of the Cleaner Production concept and provides examples of its application from a few selected Australian mining and minerals processing industries. This evidences that Cleaner Production can achieve significant reductions in environmental impact, in terms of reduced waste and emission generation and in terms of conservation of materials, energy and water, while simultaneously reducing operating costs. The paper then investigates a number of key issues pertaining to the implementation of Cleaner Production; ie organisation and management of Cleaner Production activities, effective tools for mastering the Cleaner Production concept as a way of life, and performance measurement.

The properties of tailings that emanate from laterite nickel processing plants are significantly different to most other mine tailings. They typically comprise a mixture of fine materials that are made up of altered clays, chemical residues and salts. Neutralisation processes that are undertaken prior to tailings discharge result in a high proportion of gypsum in the tailings. The salinity of the pore fluid is commonly higher than 140 g/L of salts, dominated by magnesium sulfate. Hydraulically-placed tailings that undergo solar evaporation typically reach dry densities of less than 1 t/m3 of insoluble solids. In situ water contents after many months of drying may be as high as 80 per cent, and peak undrained shear strengths are unlikely to be greater than 20 kPa.This type of material is not conducive to upstream raising, from both a practicality and overall slope stability perspective. Even at rates of rise of less than 1 m/a, it is difficult to effect upstream raising on unaltered laterite nickel tailings. However, the authors have successfully designed and implemented upstream-raised laterite nickel tailings storage facilities. The upstream raises have been formed from both imported natural materials and air-dried and compacted tailings borrowed from the tailings beaches.Drying and associated strength gain has been achieved through various means of mechanical intervention, repeatedly exposing a zone of tailings to the atmosphere for evaporation. Field trials have been undertaken to optimise the approach, and the findings from the trials have been implemented in practice to allow stable upstream raises to be constructed. The Jurassic Walloon Coal Measures crop out over much of the Moreton Basin and contain numerous thin, banded coal seams which have been mined at various locations since the 1870s. Historically most mining has been by underground methods. Increased exploration during the 1970s and 1980s has led to the delineation of significant open cut coal resources and to the development of the Oakleigh, Jeebropillly and Ebenezer open cut coal mines in the Rosewood-Walloon area. Over 2 170 million tonnes in-situ of shallow, high volatile bituminous coal with a mean maximum vitrinite reflectance of between 0.5 and 0.6 have been proven in the Basin.

There has been a reduction in overall workforce in the mining industry during the current downturn; a corresponding reduction in fatalities and high potential incidents (HPIs) has not been observed. The same contributing factors can be seen in the vast majority of these incidents. These include inadequate supervision and lack of adequate risk assessment. How management structures, trains and leads an operation can have a great impact on eliminating these factors and reducing the risk of fatalities and HPIs.Contractors now account for 41 per cent of full-time equivalent employees in the Queensland mining workforce, and are disproportionately represented in the majority of fatalities and HPIs. Having a clear strategy for how contractors are integrated into the workforce is crucial. This talk will include a discussion of the data as collected in the Department of Mines and Natural Resources department database, and offer solutions based on this data.CITATION:LaBranche, N and Callinan, G, 2016. The history and milestones in the evolution of support systems utilised in the mass-mined chrysotile mines of Shabanie and King are discussed in detail. The use of block caving, false footwall or sublevel caving mining methods brings with it some major support problems, which are exacerbated, in our low rock strength mining environments. The paper discusses the various support elements and systems that have been used successfully or otherwise in these operations. Some predictions for the future of rock reinforcing in our ground conditions are highlighted, in relation to geomechanics, levels of mechanisation and production risk analysis.

A diesel engine with a misfiring cylinder is likely to break down in a short time when the engine is used without maintenance. The authors have developed a method of detecting the occurrence of cylinder misfiring and specifying the misfiring cylinder by using wavelet analysis and statistical analysis on the root mean square (r.m.s.) values of two kinds of acceleration waveforms. This detection method is considered superior to traditional methods, which require several accelerometers, especially in terms of simplicity. Since the development of the method, research has been conducted on semi-automatic processing of measured signals and signal transmission from the worksite to a remote office. Field tests confirmed that 1 + 105 points of dynamic data could be transmitted through the mobile multimedia network within 15 minutes, and the time for signal processing was within 15 minutes. Final determination on the condition of a diesel engine in heavy machinery could be achieved within 30 minutes. Shortened processing time is expected by improvement of the processing software.

The article presents results of thermodynamic calculations and laboratory studies, focusing on the cobalt behaviour during oxidative smelting of copper-nickel mattes. The compositions of the studied solutions are related to the products formed during the second stage of the converting process of copper-nickel matte at the Nadezhdinsky Metallurgical Plant (NMP) of MMC Norilsk Nickel company. These sulfide products typically contain from 1.5 to 12 wt per cent of iron. The obtained experimental results and thermodynamic calculations indicate that adjusting the CaO ratio to increase the proportion of CaO or complete replacement of SiO2 with fluxes containing CaO leads to a significant increase in cobalt recovery rates in the matte phase (with an iron concentration of 2.5 wt per cent) raising them from 30 per cent to 45 per cent. Meanwhile, the recovery rates of copper and nickel remain constant.

The mining industry in Western Australia is a large sector of the WA economy providing $12 billion (1993) of the export income for the State. Historically, mining in WA developed from traditional prospecting in the late-1880s leading to major underground operations by the turn of the century. Large open pits were developed in WA following World War II and became increasingly common since the gold boom of the 1980s. With the development of the open pits has been concomitant evolution of mining legislation, principally the Mining Acts of 1904 and 1978, which has been also accompanied by a practical evolution of the administrative system within the Department of Minerals and Energy. The mining industry has recognised the need for sound environmental management at mine sites, taking up the challenge and becoming a world leader in rehabilitation techniques. Any environmental management program in the industry has three stages: approval by government; management by the industry; and return to the State in an environmentally acceptable condition. The WA environmental requirements, procedures and industry performance in these three stages are discussed.

Increasing demands on quality of metallurgical grade alumina and for lower production costs led to the development of a new fluid bed calcining process. The process, jointly developed in Germany by Vereinigte Aluminium Werke A.G. and Lurgi Gesellschaften m.b.H., takes advantage of modern chemical engineering methods such as counter-current flow of combustion air and solids, direct heat-exchange between combustion air and fine solids and near stoichiometric combustion of oil in a fluid bed. Using a two-stage Venturi-type suspension preheater for heat-recovery from combustion flue- gases, the circulating fluid bed technique with internal oil combustion at 2.2000 F for the calcining step and 'a five-stage fluidized bed cooler for heat recovery from calcines, the process gives an outstanding heat- efficiency. In a first industrial plant for 560 sh. t. alumina per day heat consumption figures of less than 1.400 BTU/lb A12O3 were achieved.

The work reported in this paper extends,-bhsb on the "Heat Hardening of Artificial Magnetite ;Pellets"., which was described at the- International Symposium on Agglomeration ;-sponsored by the American Institute. of Mining, Metallurgical and Petroleum Engineers at Philadelphia; U.S.A. in April, 1961. Whereas- that work was of a.,more basic nature, -serving to illustrate the suitability of artificialòmagnetites with various.admixtures, to the application of heat hardened pellets, on: this occasion the aim-is to illustrate the procedures-which were used-to- establish the dimensions of commercialòrecuperativ strands for Australian raw materials,The nature of the pellet feed, i.e. relatively uniform :spheres of4 3/8 in. - 7/16. in. diameter, makes it possible to use small scale static pots for test work. By the use of a closed system and the measurement of suctions, gas f lows, and temperatures through beds, the speed and heat requirements of the various stages of heat hardening can be measured, so: that for a specified quality of product estimates can be made of the broad design characteristics of a moving grate system. In practice of course it is .usual to correlate the data from this type-of :experimental 'apparatus with . existing production units upon which good operating data, in the statistical sense, are available.

The Murrin Murrin deposit is located about 210 km NNE of Kalgoorlie and 50 km E of Leonora in the North Eastern Goldfields region of Western Australia at latitude 28¦ 50'S. longitude 121¦ 54'E on the Laverton (SH 51-2) 1:250 000 map sheet. The tenements are held by Anaconda Nickel NL. Geological investigations between 1994 and 1996 resulted in resource calculations being completed for the ten lateritic nickel cobalt deposits shown in Figure 1. At a 0.8 per cent nickel cut-off the resources at May 1996 for the nine deposits are 116.8 Mt at 1.10 per cent nickel and 0.082 per cent cobalt. The nickel-cobalt mineralisation is contained in a laterite profile developed over Archaean serpentinised peridotites. A bankable feasibility study has been completed and the project is scheduled to be in production by the beginning of 1998.

Many of the other 11 small island nations in the region, such as Vanuatu, Pulau and the Solomons have been the subject of considerable exploration orientated towards gold in the past few years but without any deposit found with confirmed economic viability.

Research and Technical Services, Department of Mines Western Australia The nine papers received for this technical session cover a very wide range of hydrological problems in various parts of the world. Three of these papers deal with hydrological predictions for new mines, while three are concerned with the prediction of water chemistry. The three remaining papers deal with gas injection as a dewatering tool, discharge formulae verification and the use of a physical model to predict subsurface strata movement and fracture development due to longwall mining. Hydrological problems in mine planning represent a major risk in many mining operations, booth as a potential life or equipment hazard and a major financial risk. The initial paper selected to review was therefore one by the president of a gold mining company, rather than by one of the specialist scientists, to remind us all that the main reason problems are faced and overcome in the mining industry is usually a commercial one. In one commercial undertaking, the ability to accurately assess future risk is a highly desirable planning tool and hence in mining, the ability to predict the nature and magnitude of hydrological problems is n i-an varxi imnnrfant

An underground mine, a treatment plant and supporting facilities have been constructed at Lebong Tandai in Sumatra, Indonesia by PT Lusang Mining. Throughput is initially 50,000 tonnes per annum of ore with an inbuilt capability to expand to 100,000 tonnes per annum. Construction proceeded in parallel with design work on a tightly controlled critical path schedule. The very remote location of the mine, the difficult access and the fact that equipment was imported from many parts of the world presented a challenging project management problem. The transport system, which involves road, river and rail and support facilities on site had to be brought into full operation prior to the arrival of major equipment. Mine development involved the reopening of the old access drives and workings, refurbishing two shafts and the haulage system together with redevelopment of old stoping areas and the opening of new stoping areas. Ore production is now from three main areas using shrink and underhand stoping methods. Ore breaking and drive development is with conventional airleg mounted rockdrills and ANFO explosives. Exploration to locate and develop new reserves to replace ore mined is an ongoing activity.

The Awak Mas gold project is located in the Province of South Sulawesi, Republic of Indonesia. It is situated 300 km by road north of the provincial capital of Ujung Pandang. The capital is readily accessible by air from Australia via Denpasar on Bali or the Indonesian capital, Jakarta (Figure 1). Elevations at Awak Mas range from 850 to 1400 metres above sea level in reasonably rugged terrain. The area is covered by primary and secondary (regrowth) rain forest. The region is subject to an equatorial-type tropical climate. The annual rainfall is a high 3000 mm most of which falls in the rainy season between March and June. In the lower valleys rice, cloves and chocolate crops are cultivated. Title to the project area is secured by a Contract of Work (COW) issued to PT Masmindo Eka Sakti (MES) on 23 October 1987 by the Government of Indonesia. MES was controlled at the time by New Hope Industries group of Brisbane. After New Hope had completed initial reconnaissance exploration of the area, Battle Mountain Gold Company (BMGC) farmed-in in 1991 and earned a 60 per cent beneficial interest in MES.

Most exploratory drilling in the N.S.W. coal fields has been conducted using convent- ional diamond drill rigs of modern design, us- ually truck or trailer mounted. Conventional diamond drill rigs have also been used exten- sively by the Queensland Department of Mines for coal exploration. However almost all of the exploratory drilling of surface mine coal prospects throughout Queensland has been conducted using rotary rigs typified by the Mayhew 1000 truck mounted unit. The rotary rig has proved capable of both rapid non-core drilling and core drilling with high core recoveries when modern core barrels have been used by experienced drillers. For deep or continuous core drilling, wire-line equipment is now in general use. Both wire-line and conventional coring is effected using stationary split inner tube barrels, for minimum core disturbance, maximum core recovery, ease and accuracy of logging and sub-sectional sampling. Diamond core bits are generally required in N.S.W., with water circu- lation. In Queensland, the generally softer coal measures strata can be successfully cored using tungsten carbide bits and air circulation is the preferred method where possible.

An integral part of the Brisbane Suburban Railway Electrification involved the relining, refurbishment and track lowering in the Roma Street, Brunswick Street and Gloucester Street double track tunnels. The design and the construction procedures had to satisfy the Queensland Railways electrification clearance and track standards and the requirements of maintaining track services through the tunnels during work. Refurbishing of the tunnel linings was carried out to extend the life of the tunnels.

Trucks are the primary means of bulk material transport in Open Pit hard rock mines worldwide. They are considered to be the most- flexible system available. The large number of trucks used in some mines provides flexibility. Spare units allow for the reduced availability of the single units. Trucks have however very poor energy efficiency. Only 40% of the consumed energy is for transport of the payload, the remaining energy is required to move the dead load of the trucks. With the increase in cost, pressure, mine operators are now looking for alternative methods to make their operation more economical. Energy conservation and increasing haulage distances and uphill haulage are major factors in many well established operations. New methods have already proven themselves as more economical alternatives. Belt conveyors are an alternative means of transport with much higher energy efficiency. They use up to 80% of the consumed energy for transportation of the payload. Energy costs for conveyors are 30% of the energy costs for trucks on level transport and as little as 15% for elevating payloads. Belt conveyors require much fear spare parts and wear components than trucks. A factor of one to two times applies for level transport and ten to twenty times for uphill transport.

This paper describes the planning mechanism and implementation of a progressive rehabilitation programme at Hunter Valley Mine in the Upper Hunter Valley of New South Wales. Hunter Valley Mine is a large open cut coal mine which produces approximately 7.0 million tonnes of coal (run of mine) annually for export. This production level involves the movement of some 60 million tonnes of waste and coal each year.The rehabilitation programme at Hunter Valley Mine has been developed to provide a combination of pasture, based on improved pasture species and timber belts to enhance the visual characteristics of the rehabilitated landform, whilst creating amenity in the form of shade for livestock.The operational philosophy for the rehabilitation programme is that of progressive rehabilitation. The best time to undertake rehabilitation is now.' As a result, planning for the rehabilitation programme is continuous, so that all site works are completed in time for vegetation establishment during the critical periods each year.
