QueenslandÆs new safety legislation for metalliferous and coal mining (Mining and Quarrying Safety and Health Act 1999 and Coal Mining Safety and Health Act 1999, together with the Regulations) came into effect on 16 March 2001. The legislation places clear obligations on mine owners, operators and workers to have a safe place of work and to manage risks to safety and health. It also places obligations on contractors, designers and providers of services. The legislation is non-prescriptive in that it states what outcomes must be achieved and not what must be done. The key issue is that the risk of injury to people must be at an acceptable level. The legislation creates a Mines Inspectorate with powers of inspection and audit of mines, their safety management systems and the management of risks. Auditing of the risk management process is carried out against standard risk management techniques and directives for corrective action may be issued when audits reveal non-compliance or unacceptable levels of risk.

This paper presents the implementation of the eXtended Finite Element Method (XFEM) in the general-purpose commercial software package COMSOL Multiphysics for multi-field thermo-hydromechanical problems in discontinuous porous media. To this end, an exclusive enrichment strategy is proposed in compliance with the COMSOL modelling structure. COMSOL modules and physics interfaces are adopted to take account of the relevant physical processes involved in thermo-hydromechanical coupling analysis, namely: the mechanical deformation, fluid flow in porous media and heat transfer. The model preprocessing, level-set-updates, coupling of the relevant physics and postprocessing procedures are performed adopting a coherent utilisation of the COMSOL’s built-in features along with the COMSOL’s LiveLink for MATLAB functions. The capabilities and performance of the proposed approach are investigated by examining several multi-field thermo-hydro-mechanical simulations with reference to the block caving process in mines.

This paper presents the results of studies on the development of an efficient non-cyanide technology for processing massive, finely disseminated, copper-zinc ores of the Urals deposits. Copper is mainly represented by chalcopyrite and zinc û by sphalerite. The main ore mineral is pyrite, with its content in ores varying from 50 to 80 per cent. At the present time, separation of copper concentrate at the Urals concentrating plants is achieved in a lime medium by non-cyanide technology using sodium sulfide and zinc sulfite as depressors of zinc and iron sulfides and butyl xanthate as the collector. Copper content in copper concentrates amounts to 15 - 17 per cent; considerable losses of zinc are associated with copper concentrate and final tailings. Various collectors were tested during the studies: xanthates and aerofloats with different lengths of hydrocarbon radicals, thionocarbamates, Aerofine 3418A of Cytec Industries, reagent S-703G of Mineral Reagents Int, and modifiers û sulfur dioxide, sodium sulfide and zinc sulfite, with a pH of the medium varying from 5 to 12. Optimum results of copper concentrate separation were achieved in a weakly acidic medium using S-703G as the collector and sulfur dioxide and zinc sulfite as modifiers. The copper content in the copper concentrate was increased by 4.8 per cent. Total copper recovery into the copper concentrate and zinc recovery into the zinc concentrate exceeded five per cent.

Adaptive mineral processing has to rely on spatially predicted information on primary geometallurgical parameters, like phase composition, size and shape distributions of grains from various phases, portions of value elements in different grain types. Naively, one would predict these parameters geostatistically and select an optimal processing for the predicted structure. This is suboptimal, due to various kinds of non-linearities in the problem. First, some primary geometallurgical quantities themselves are measured in non-real scales, like compositional or stereologically distorted geometric information. Standard geostatistics has to be replaced by compositional and geometric geostatistics, involving complex transforms and restrictions. Further, only partial and uncertain information is available, introducing a stochastic character to the optimisation problem. Moreover, many response variables leading to costs, outcomes and eventual effects of later processing depend non-linearly on the primary geometallurgical parameters, which implies that the final monetary value is not estimated unbiasedly by kriging. Finally unbiased linear prediction (such as kriging) is not the best method of prediction for decision making. The conditional expectation of the monetary values is needed instead. The impact of these problems is explained in this paper, with simplified examples, and a first approach to a general solution is proposed. This paper reviews the historical data on relative height changes of landmasses with respect to sea level for Pacific Rim countries.It discusses existing theories of the Greenhouse effect, and the interaction with the vertical movements of the continental plates which leads to different effects for different places. Possible future scenarios are described and directions for future research and measurement programs are given.Relative sea levels are governed not only the increase of water from deglaciation but also by a range of other factors such as variable water storage in lakes and the atmosphere, thermal expansion of the ocean, ocean currents, and the shape of the ocean and the continents. Sea floor spreading, for example, is ultimately more significant than deglaciation in sea level control but is generally much slower.

Significant coal reserves in New South Wales lie under areas with steep topography such as valley slopes and cliffs. Subsidence predictions are difficult to make for these locations as existing empirical databases cannot cover all permutations of topography and mining geometry. Two dimensional numerical model alternatives are of limited applicability. Consequently a novel three-dimensional numerical model is developed including the detailed panel layout, realistic rock mass properties including the full stratigraphy, goaf behaviour and actual surface topography. Model results show the same trends as subsidence measurements from Baal Bone Colliery in the Western Coalfield of New South Wales.

This opportunity to present a few thoughts on the question of professional education and training comes at a most appropriate time. In Britain, a great deal of energy is being expended in this, so-called, post-Finniston era, to create a new look for the status of engineers and engineering by the Engineering Council. Naturally, the tune and the tempo are being called by the big institutions which essentially serve the manufacturing industries. However, the Engineering Council in Great Britain also includes the mining and processing institutions such as the Institution of Mining and Metallurgy (IMM) and so there is a chance - if it is taken - for us to contribute to the debate and the determinations that emanate from it. The IMM, of course, caters for the professional status of those engaged in the mining and minerals industries and includes many who do not see themselves as engineers. Nevertheless, the debate is important to these other groups whose livelihood is inextricably bound up with those who are engineers and there are many facets of the engineering policies being shaped that will, I am sure, eventually be enshrined in the requirements for professional status across all the various disciplines in our industry.

This paper will examine the prospects for Queensland's non-fuel mineral industries as we approach the 21st century. The opportunity for growth is unprecedented. Exploitation of recent discoveries, proposals and developments in downstream processing are predicted to contribute to a doubling of the State's mineral exports to around $10 billion by the year 2000. In 1995 - 96 the value of Queensland's mineral production was $6 billion, comprising $1892 million metallic minerals, $127 million non-metallic minerals and $4 025 million total fuel minerals. For many years Queensland has been among the world's major producers of copper, silver, lead, zinc, bauxite and mineral sands. Recently Queensland has become an important producer of magnesia. Queensland's ability to compete results from its location close to rapidly developing Asian markets, the diversity of its major minerals and an increasing ability to add value to the resources base using competitively priced energy. Northwest Queensland is one of the richest base metal provinces on earth following the recent discovery of five world-class orebodies. Of these deposits, Osborne (copper-gold) has commenced production and Cannington (silver-lead-zinc) and Ernest Henry (copper-gold) are scheduled to be developed by 1997. Century Zinc Limited and the Queensland Government are negotiating with native title claimants on the development of Century (zinc-lead-silver). Expansion is in progress at the Mount Isa copper mine (renamed the Enterprise) and copper smelter and a high analysis fertiliser project may be developed based on Phosphate Hill. Korea Zinc Company Limited has reached agreement to construct and operate a 350 000 Mtpa zinc smelter/refinery near Townsville. There are future expansion prospects for the vertically integrated major industrial mineral operations based on Weipa bauxite and Kunwarara magnesite. Upgrading of the Boyne Island aluminium smelter will require a doubling of alumina consumption. Downstream processing options for Kunwarara magnesite are being investigated and are expected to lead to increases in production and the manufacture of a range of value-added products. At the Yabulu refinery near Townsville, nickel and cobalt production using imported ore is to be increased and a commercial cobalt plant is to be built. Additional opportunities for further processing and manufacturing are associated with proposed new mines at Ely (bauxite), Skardon River (kaolin) and Goondicum (ilmenite). Recently discovered resources of zeolite and perlite also offer exciting development possibilities. Other manufacturing opportunities such as glass and ceramics based on local and plentiful clay and silica sand could replace imports. Silica sand at Cape Flattery is currently exported and production is expected to double.

Argyle Diamond Mines Pty. Limited (ADM), manager and operator of the Argyle Diamond Mines Joint Venture (ADMJV) will recruit approximately 400 employees during 1985 to operate the new large-scale, open-cut diamond mine and treatment plant being developed at Argyle, in the East Kimberley Region of Western Australia. These employees will live in Perth or environs and will commute to work at Argyle via chartered jet aircraft. On site, they will be accommodated in self-contained single person's quarters, with central messing and recreational facilities. Rostering systems have not been finalised, but it is likely employees will rotate through a cycle of 14 days at site and seven-days on leave in Perth. ADM spent three years evaluating residen- tial options before deciding to commute its workforce from Perth. Another 70 senior staff will reside in Kununurra (the nearest established town, 250 km from Argyle) and commute to the mine daily by air.

In 1965, Peter Flawn author of the famous text-book on Mineral Resources (1966) published a paper in Economic Geology with the delightful title `Who took the `Economic' out of Economic Geology?'. He opened this most interesting article with the following paragraph:If one were called upon to cite an example of a fish out-of-water he could hardly pick a better one than a recent graduate of geology of an America university who is suddenly faced with the responsibility of evaluating or appraising a mineral property. And I venture to say that the 'ftsh' with a doctorate - even in economic geology - is not much better equipped than one holding a lesser degree. The new graduate with a major in economic geology probably knows the significance of the various sulphur isotopes, he surely knows a great deal about the chemistry of the ore forming fluids and he recites with ease the arguments which prove deposits are epigenetic rather than syngenetic. However he is a rare bird indeed if he knows anything about the economics of the mineral industry. The truth is that geologists who are engaged in evaluation work are largely self taught. I ask my more distinguished and experienced colleagues - `Has it always been this way? Who took the `economic' out of economic geology?

Prior to resource modelling, sample scale data is normally grouped into spatial domains that reflect zones of homogenous properties. These domains are usually based on a combination of grade and other variables that reflect, for example, geology and alteration, or variables known to correlate with properties of the samples that affect downstream processing. Domaining and wire-framing sample scale data is a time intensive task and it is difficult to track more than a few variables simultaneously while establishing domain boundaries. This is especially the case in operations with complex data, for example, a combination of multi-element assaying of total element concentrations, and/or phase specific assaying such as sulfide sulfur, carbonate carbon, cyanide available gold, and/or downhole geophysical measurements. To minimise unintentionally grouping samples of contrasting properties within the same domain, unsupervised statistical methods are available that can automatically identify samples atypical of the domain, both as univariate tests, and as tests that take correlation within the domain into account. Unsupervised methods in this context means methods of identifying atypical samples that require just the selection of the domain and input variables. Thresholds are derived robustly from the data itself, and the results are therefore repeatable and operator independent. Atypical samples may be thought of as outliers, ie, samples that are separated from the ‘majority’ of the data. If these atypical samples are themselves spatially associated, they may be allocated to an alternative existing domain or allocated to a new domain. Care should always be taken to ensure that identified outliers are due to meaningful causes and not due to data coding and storage errors, although the identification of the latter is still valuable. *This is an abstract only. The goal of the Bureau of Mines, U. S. De- partment of the Interior, diesel engine research program is to reduce exhaust emissions and mini- mize the risk of fires and explosions caused by the use of diesel-powered equipment in under- ground mines. Significant results of research conducted during the last 5 years are briefly described, with references to published reports on specific topics. Topics covered here include brief discussions of a newly completed diesel research laboratory, the effects of a fuel addi- tive on diesel exhaust particulate matter, the effect of diesel engine maintenance on emis- sions, a diesel particulate filter for equipment used in underground metal and nonmetal, and coal mines, and lastly, the prototype hydrogen- powered mine vehicle. These research accomplishments could favor- ably affect the mining industry by reducing the health and safety hazards associated with the use of diesel-powered equipment in underground Mines.

The current emphasis within the mining industry to reduce the cost of production has stimulated interest in the field of maintenance and operational reliability of capital intensive mining equipuent. The failure consequences of these machines have major safety and economic implications for a mine operator. The reliability centered maintenance (RCM) approach has been found cost effective for equipment maintenance and for achieving high level system perform- ance by many organizations such as airline, military, chemical, process and manufac- turing industries. In this paper an attempt has been made to describe in brief the basic concepts of a RCM approach, the methods of RCM analysis and its cost effectiveness for maintenance of equipment. Since this approach is comparatively new for the mining industry, suitable examples are given to illustrate the case.

The majority of coke in Australia is made in by-product slot ovens at steelworks in Port Kembla, Newcastle and Whyalla. Most of the coals for these plants come from New South Wales but a regular proportion of Queensland coals may be introduced. The plants and the coals are reviewed in the paper.

Geologists often classify ore textures on the basis of the origin of the rock in which they form and the grade of one or more minerals within the ore (Sinclair and Blackwell, 2002, pp 32-36).  Metallurgists, on the other hand, need to know how best to process the ore in order to extract the valuable minerals from it (Petruk, 2000). Geological classification has the following disadvantages:it requires the services of skilled economic geologists, of whom the supply has been dwindling for many years;it is subjective, depending on the perceptions of the individual geologists who make the classification; andit may relate only weakly to processing requirements of the ore. We describe methodology for automatic classification of ore textures from images of drill core. The images analysed are æclassifiedÆ images, in which a particular mineral (or mineral group) is assigned to each pixel. The new methodology is intended to:provide a quantitative and reproducible alternative to traditional geological texture classification,relate to process mineralogy of the ore, andimprove the ore-texture-related input to orebody domaining and geostatistical block models.

We are all no doubt aware that with today's high costs it is more important than ever to get the maximum possible return on capital invested in the mining industry. Screening is an important and often costly process in the size classification of industrial minerals and for this reason alone it is essential for both managers and operators to fully understand what type of screening equipment is best suited for a particular application and why. The advent of elastic materials such as rubber and polyurethane have added a new dimension to the process of screening. It is important to understand why the physical properties of these materials can be of benefit in the screening process, and recognise which type of screening applications best take advantage of these orooerties.

Australia has been slow in adopting the use of underground space as a part of our urban planning process. Australia has one of the highest levels of tunnel advance per capita per annum in the world, yet the use of underground space in our cities appears difficult for our planners and politicians to comprehend, not withstanding the general availability of good quality rock and contractor expertise in Australia. However, the lack of space in our urban areas is being highlighted as our major cities expand outwards and people and businesses gravitate towards city centres. Typical potential underground space uses include car parking, self-storage and archiving facilities, water storage, underground quarrying, small industrial facilities and another layer of traffic (electric and fuel cell) and services network. Historically, blasting in high density population areas has resulted in blast vibrations and blast overpressures exceeding the limits, which in some case have been set extremely low in terms of peak particle velocity (PPV). This makes conventional blasting difficult, often requiring low charge weights per delay and associated small blast sizes and slow advance rates. However, the introduction of new technologies, such as computer aided drilling, electronic delays and low-energy explosives has made this task considerably easier. Although more expensive than conventional blasting, excavation by blasting using these products and technologies in relatively good quality ground is believed, in most cases, to be less than the cost of mechanical excavation. In this paper, the authors look at innovative trends in underground quarrying, underground commercial space and tunnelling and put forward their concept of future excavation demand, future product requirements and technical specifications to the drill and blast community.

A new class of collectors, Mercapto-Benzo-Oxazoles (MBO), exerting selective action on copper sulphides in the presence of Pb, Zn and Fe sulphides (galena, sphalerite and pyrite), has been synthesised in co-operation with Enichem's Donegani Insitute. The collectors have a mixed aliphatic-aromatic structure and contain functional groups which form chelates with copper. Some reagents of this class having hydrocarbon chains of various lengths have been laboratory tested on a complex sulphide ore containing chalcopyrite, galena and sphalerite in pyritic gangue. Comparative flotation tests have permitted selection of the best collector for chalcopyrite, namely Methyl-Mercapto- Benzoxazole (MMBO). Systematic flotation tests have been performed with this reagent, varying collector concentration, grain size of the feed, pH and flotation time. The results obtained show that the synthesised collector is much better than potassium-amylxanthate (KAX) as regards selectivity towards Pb and Zn. Moreover, it is possible to work at natural pH (6-7) and the flotation rate is higher. In fact in the rougher stage with 80 g/t of collector at natural pH, a copper grade of 7.14 per cent was obtained with a recovery of 73.87 per cent, while the grade with KAX did not exceed 2.11 per cent for a recovery of 73.54 per cent. The amount of Pb and Zn reporting in the copper concentrate was eight per cent and ten per cent respectively, while with KAX it was no lower than 24.34 per cent and 22.71 per cent in that order. After two minutes flotation a copper grade of 5.2 per cent with 52 per cent recovery could be attained, against a grade of 2.5 per cent and a recovery of 44 per cent in the case of KAX. The efficiency of this new collector has been ascertained on two samples of complex sulphide ores of diverse mineralogical composition.
