The Lihir gold operation, located in the New Ireland Province of Papua New Guinea (PNG), approximately 900 km north of Port Moresby, was commissioned in 1997 under the management of the Lihir Management Company, a subsidiary of Rio Tinto. This management period ended in 2005 with Lihir Gold Limited (LGL) becoming self-managed. LGL is now the largest listed company in PNG and a top tier mining company in Australia. The focus of the operation since 2005 has been to take advantage of strong market conditions to increase cash flow while driving operating costs into the lowest quartile of gold producers. During this period production has increased through capital expansions, most notably with the addition of a flotation circuit, and through culture change and efficiency improvements. The next step forward for the Lihir operation is a major plant upgrade to increase production to an average of around one million ounces per annum by matching the ore processing rate to the ore mining rate. The key benefits of this project will be the addition of approximately 240 000 ounces per annum of gold production, the access to an additional one million ounces of gold and the ability to meet all stockpiling requirements. The Lihir operation has come out of the boom period in a strong position, is undertaking a major upgrade at a time when prices are low and labour is available, and will be positioned to take advantage of future opportunities as they arise.

This paper deals with change strategies on brownfield and greenfield sites in extractive industries. It draws upon contemporary experiences across Australian, Indonesia and Papua New Guinea (PNG). Change strategies can be used when owners of an extractive industry operation want to optimise their resource. This paper draws upon many tried and proven theories and practices, including the findings of the Tavistock Institute (Trist, Emmery, Bamford, Jaques), as well as the concepts of Adult Learning espoused by Malcolm Knowles and is supported by learnings of Australian based management consultants. This paper reviews a range of approaches that have succeeded in the integration of systems, machines and people, with the key corporate objectives of: increasing productivity; decreasing cost; improving on-time delivery performance and achieving long-term survival. Such integration needs to be measured to show the outcomes from the change strategies and the authors have worked within many measurement regimes and metrics but for the most part, found that JaquesÆ set of metrics being æquality, quantity, resources and timeÆ has gained currency across many Australian operations. This paper contends that investing money in machines alone without a commensurate investment into the people side is counter-productive. Further, if there is not an understanding of processes, ie stable and capable, core and support processes, then all that new technologies will do, is to make what is done badly, only quicker. Recent interventions for the most part, have been cognisant of this balanced approach towards change management. The change strategies described are across extractive industry implementations, using a number of tools and techniques drawn from Continuous Improvement and Six SigmaÖ (registered trade and service mark of Motorola Corporation, USA).

Legislation for control of ventilation in New South Wales coal mines is contained in the Coal Mines Regulation Act, 1912, as amended. The standards set down in that Act were based on the needs of the industry at the turn of the century. Changes and additions to the original standards have been made to cater for mechaniz- ation of the industry and the introduction of modern developments such as the use of diesel equipment. Technological progress has been recognized by the requirement for monitoring of machines and return airways. The passing of the Coal Mines Regulation Act 1982 has ensured that there will be a revision and modernization of the regulations affecting day to day operations of the industry.

Inadequate understanding and/or assessment of technical and economic risk associated with geological uncertainty are key reasons many mining projects do not achieve forecast profitability. In the last 20 years many new and existing mines have experienced geology related problems, including lower than planned development and production rates, geotechnical/stability issues, unplanned dilution, ore loss, reduced metallurgical performance, environmental management concerns and unbudgeted capital/operating costs. Greater emphasis on the evaluation and communication of uncertainty associated with geological interpretations for feasibility and operations management results in better decision-making. The outcome of better decision-making is more efficient mining yielding enhanced financial returns for the mining industry.

The strength of coal mass saturated with gas is an essential parameter in studying the mechanism of gas and coal outburst,and its prediction method. Up to now, there has not been a method for determining the strength of coal mass saturated with gas.This paper describes a new method whereby the strength of in-situ coal mass can be determined and stored continuously and automatically. The simulation results obtained in the laboratory indicate that the new method allows a fast, reliable, inexpensive and convenient determination of the strength of coal mass.

In 1969, Queensland Mines Limited obtained two large Prospecting Authorities in Arnhem Land, Northern Territory, Australia. The Nabarlek uranium deposit containing some 12 000 t of U308 was discovered on one of these in June 1970. Mining and stockpiling of this deposit were completed in 1979 and processing to yellowcake, which commenced in June 1980, is expected to occupy an 8-10 year period. The continuation of exploration, essential for the company to become a longer- term producer, was inhibited in 1972 by a Federal Government "freeze" on exploration in Aboriginal Reserves in the Northern Territory. Subsequently, the procedure for explorers to gain access to exploration areas in Aboriginal land was radically changed by the proclamation of the Aboriginal Land Rights (Northern Territory) Act 1976. As a result of this Act and the associated administrative policies adopted by Governments, Queensland Mines Limited has not yet regained access to the exploration areas it formally held in the early 1970's.

Australians have always been great travellers but, traditionally Australian companies have been very conservative in contrast to more daring individual Australians. During the 1960s, '1970s and 1980s, the Australian companies spent much of their time exploring in Australia. It was only some of the major companies like CRA and BHP that had explored in places like Bougainville and Chile. However, during the mid-1980s some of the smaller companies started looking beyond their shore towards other opportunities in other countries. Why did they do this? Were they pushed or did they jump? And where did they go?

Mr. P. F. THOMPSON said this matter was one of very great importance to producers of lead. His association with the matter was that he happened to be the Institute representative on the Committee of the Standards Association of Australia charged with formulating a standard for chemical lead, that is, lead used in technical chemistry for acid chambers and the like. The British standard had this test incorporated in it, but those on the committee felt that it should not be included in the specification. The main objection was that in an accelerated corrosion test one was endeavouring to do in a few seconds what in natural conditions would take years; and it was now being recognised that such tests were of little value in assessing the corrosive properties of a metal.The flash point test was carried out with boiling hot strong sulphuric acid; but no chemical manufacturer would be likely to use such in contact with lead. There were many factors such as the formation of steam, the chemical reduction of sulphuric acid, the evolution of hydrogen, the catalytic effect of the surface lead, affecting this test, other than the presence of the segregated impurities upon which this test throws the onus of the whole imperfection of the lead. Mr. Russell had shown that lead which had stood the test of time often gave a low flash point. They were endeavouring to find rapid methods of estimating minute amounts of the more important impurities, which would eliminate the labour and expense of a full analysis.Mr. H. St. J. The successful `marriage' between a company seeking to raise funds to develop a project and their financiers calls for a strong mutual understanding of each other's needs. For a company attempting to raise funding, the alternative methods are ever expanding. The optimum method will vary depending on the financial position, risk/reward outlook of the company and the strength of the project for which development capital is being sought. It is likely that small mining companies will need to raise equity funds for advancing projects to the development stage. At that time, they will probably still require a reasonable level of shareholder equity to meet the requirements of banks and other parties to cover potential cost over-runs on the project and feasibility costs. Larger companies, however, are likely to find it much easier and cheaper to raise debt from banks. When evaluating companies and projects for funding, banks will pay particular attention to the quality and experience of management in developing similar projects and it may be necessary for some companies to retain the services of outside consultants. Before a project needs funding, companies should meet with potential financiers to develop relationships to select and ensure a smooth transaction to funding in the future.

The mining industry has been rightly proud of its environmental achievements and it would be fair to say that in some areas the Australian mining industry is at the forefront of world practice in environmental management and mine rehabilitation. The `environment' has certainly been a growth area over the past three decades with growing awareness in the 1960s, some large battles and the of significant legislation in the 1970s. The most important period however has been the 1980s and so far the 1990s where, in addition to the of some more rigorous legislation, we have seen the practical application of environmental management/rehabilitation Techniques.

Over the past 15 years, Artificial Intelligence (AI) techniques have shown promise of providing the ability to capture `human intelligence' into a computer program. The sub-fields of Expert Systems and Artificial Neural Networks are finding increased use in industry to perform tasks previously considered the domain of human thinking. But, are these methods just a new type of software much like that of the past or is real magic hidden within the lines of code? Will this field continue to enjoy high growth rates and if so, what developments will we see in the near future? Which algorithms and methodologies will continue to grow? This paper discusses a number of paradigms which can be used to create successful applications. There are certain barriers; some psychological - some linked with knowledge acquisition, that must be overcome or avoided to ensure system performance. Development time also requires careful consideration before embarking on an Al project. The paper focusses on constructing goal-driven systems that transfer high-technology solutions from the research laboratory to the plant floor. Respect for system users is of paramount importance - whether their involvement is to access contained information or to participate in program maintenance as new knowledge becomes available. Examples of successful and unsuccessful AI implementation in Canadian industry and academia provide evidence of the importance of this issue. The paper also examines some current constraints on applying AI in the real-world. Among these problems are automated knowledge acquisition, methods to acquire data during run-time, real-time systems (hardware versus software), explanation and justification features and adaptive/leaning systems.

Diversification has characterised the mining industry in this country and globally in recent decades, and in Western Australia in particular. One of the most obvious aspects of diversification is technological change which continues at a rapid and sometimes bewildering pace. A function of technological advances is the increased capacity to further diversify the range of minerals which can be identified in economic concentrations and profitably extracted. This broadening of the total base of the industry has a synergistic effect on its further development by extending its geographical spread and increasing scope for decentralised infrastructure. Another aspect of diversification is the corporate thrust towards establishing overseas mining bases for a variety of reasons. Off-shore (sea bed) mining is a further manifestation of increasing diversity, although very much in its infancy.

This paper covers period from 1973 through to 1988 and the mines of West Coast Mines, Elur Mine, North Mine and Risdon Zinc Smelter, now all part of the Pasminco Group. During this period, optimisation started with one mine (West Coast Mines) producing four Product concentrates with constant steady feed to the smelter and progressed to three mines producing eight products and a smelter varying feed inputs to maximise benefits. The initial optimisation was done manually using a desk top calculator and hand drawn graphs. This ultimately advanced to the use of PC plus linear programming software and spreadsheet generating relevant graphics. The financial benefits were achieved with no capital expenditure and increased from an initial $0.5 to $1.0 M/year (1973 $'s) to $5 to $10 M/year (1988 $'s).

To secure a sustainable competitive advantage some smelters may need strategies based on flexibility in feed and product ranges depending on immediate future projections of profitability. This paper explores the technical requirements for strategic diversity in smelting, leaving procurement, marketing and contractual considerations aside. The days when a smelting operation is tied specifically to say only processing zinc concentrates are perhaps drawing to a close. While internationally traded mineral concentrates are available, attractive business opportunities must exist for fully diversified custom smelters. Certain new and emerging technologies have inherent characteristics that are evaluated in this context. The paper identifies the basic building blocks that will permit such a scenario and assesses the technical feasibility. The ability to respond flexibly to environmental pressures is highlighted as being of paramount importance.

The correct design and effective operating strategies of metallurgical plants require a constant analysis of data gathered for process control, or for due accountability. Conventional, oldfashion statistical tools often fall short of helping management, either because they are too complicated and ambiguous, or because they fail to address structural problems leading to causes of setbacks. This paper focuses on three statistical tools known for their practicality and the in-depth perspective they offer in attempts to retrieve important information from existing data. These tools also provide a better appreciation of the importance of carefully selected data quality objectives. Chronological data are meticulously gathered and stored at considerable expense: They have value, and it is the duty of management to take full advantage of them. These three selected tools are the variogram and its auxiliary functions, the moving average and its auxiliary functions, and the relative difference plot. This paper offers solutions, and a reference for managers to optimise metallurgical plants.

The flash smelting technology employed in Jinchuan demands a better mineral processing concentrate with an MgO content below 6.5 per cent. Two ways for MgO removal have been investigated in detail based on properties and process mineralogical characteristics of the rich ores in the number one mining area in Jinchuan. The key to the first way is the use of a new flowsheet which has two-stage grinding and separation followed by single-stage regrinding and multi-stage cleaning for the rougher concentrate. The second approach utilises two novel reagents, AT-131 and AT-202, which have been developed recently. Excellent metallurgical performance has been obtained in a commercial test and a batch test, respectively. The MgO content of flotation concentrate can be reduced to about six per cent.

The use of computational simulation to predict the performance of existing equipment or for the design of improved mineral processing equipment will be referred to as Computational Mineral Processing (CMP) in this paper. The emphasis will be on solving the governing equations for liquid solid flows in complex geometric domains to obtain, typically, the three-dimensional distributions of velocity and pressure for the liquid phase and the velocity and concentration for the solid phase. The underlying technology, computational fluid dynamics (CFD), is very well-developed in other industries (aircraft, car and chemical) and forms a vital part of product design and analysis. The subsequent design of improved mineral processing equipment may also involve finite element structural analysis (FESA). Computational fluid dynamics (CFD) and finite element structural analysis (FESA) are part of the generic discipline of Computational Engineering and Science (CES). Ciment and Scherlis (1993) define CES as `The systematic application of computing systems and computational solution techniques to mathematical models formulated to describe and simulate phenomena of scientific and engineering interest'. Increasing computer power (Kaufmann and Smarr, 1993), is a dominant factor determining the rapid growth of industrial utilisation of CES. This increase is happening at both the supercomputer and the workstation level. Indeed, today's typical workstation, a Hewlett-Packard 735, is as powerful as a CDC 7600, the leading supercomputer in 1970. Future computer architectures are expected to become increasingly parallel (Gartner Group, 1990) allowing a sustained performance of a teraflop (a million megaflops) to be achieved well before the Sydney Olympics in the year 2000. It is recognised that the modem development of most disciplines in the physical sciences rests on the three complementary strategies of experimentation, analysis and computational simulation. As the 21st century is approached the volume of computational simulation, both fundamental and applied, is growing dramatically and the role of experimentation is diminishing. In the area of equipment design, CES provides the following advantages over experimental testing and measurement: 1. lead time in design and development is significantly reduced; 2. CES can simulate conditions not reproducible in experimental tests; 3. CES provides detailed and comprehensive information; and 4. CES is more cost-effective and time-efficient. The ultimate benefit for industry is greater productivity and hence greater profitability. The broader issues in relation to CFD are discussed by Fletcher (1993b). In the five- to ten-year time frame, growth in computer power will make it practical to combine CFD and FESA with optimisation procedures to produce a design process that is almost fully computerised. The provision of electrical power is an important consideration in project develop- ment. The first step to be taken in this area is to assess the power requirements of the project. The alternatives of taking a supply from a power authority or providing local generation can then be considered. This requires additional definition of the prob- able characteristics of the supply. The availability of authority power in Australia is limited by the extent of the state power grids. Recent developments now allow these grids to be extended and their load capacity increased to meet major load increases at less cost than was possible pre- viously. The options for local generation include diesel, gas turbine, steam, hydro, solar and wind, each having its particular performance characteristics and costs. The choice of fuel for diesel, gas turbine, and steam plant likewise involves consideration of a range of factors. The arrangements adopted for a number of development projects illustrate some of the aspects which influence the decisions on power supply.

Final landform planning in Deswik software was used to determine if integration into the mine plans could achieve better closure outcomes. Resource rent taxes are taxes which only become effective at such a time as a pre-determined rate of return has been achieved by an operation. Resource Rent Taxes have from time to time been considered for implementation in both Australia and New Zealand. The offshore petroleum industry in Australia is already subject to RRT as is the Roxby Downs (Olympic Dam) Mine in South Australia. Both the mining and petroleum taxation regimes in Papua New Guinea include a resource rent tax component called Additional Profits Tax.
