Part XI of the United Nations Convention on the Law of the Sea (UNCLOS or the Convention) (United Nations (UN) Division for Ocean Affairs and the Law of the Sea, 1982) establishes a comprehensive regulatory framework for the conduct of deep seabed mining (DSM) activities of mineral resources in the Area (defined in Article 1(1) of UNCLOS as ‘the seabed and ocean floor and subsoil thereof, beyond the limits of national jurisdiction’). Under that framework, DSM activities can only take place in the Area pursuant to an approved Plan of Work in the form of a contract with the International Seabed Authority (ISA) (the Authority), a 168-member international body created under UNCLOS to administer the Area. Private contractors can undertake DSM activities if they are sponsored by Member States of UNCLOS, providing a dual system of international and domestic regulatory control and oversight for activities in the Area.

Multotec Process Equipment and Dominique Frantois-Bongarton have a patent for a mineral sampling device, which they call a æTrue-Belt SamplerÆ. This uses a plough, which is rotated about an axis parallel to a conveyor belt to throw material off the belt. A fixed sample cutter takes a sample from the material thrown off the belt.Discrete element modelling has been used to consider a range of plough designs, plough speeds, positions for the cutter relative to the plough, cutter apertures, cutter designs and frictional properties, prior to the building of a physical prototype. Geochemical data on Australian granites and pegmatites9 and the.,mineral.components of these rocks, is presented and compared with that obtained in similar studies in.the U.S.òS.R and:.elsewhere.The petrochemical character of tin granites and the trace.-chemistry of their component minerals, particularly biotites, have some significance as ore guides in prospectingfor tin.The primary geochemical dispersion of tin can be readily tested both in the laboratory and field by colourimetric methods, after volatilization with ammonium iodide, using modifications of.the method described by Wood (1958).Secondary dispersions of tin in residual soils or.alluvia can likewise be readily tested by rapid colourimetric methods in the field, but simple hydraulic methods,.handling larger-. sample volumes, give reliable outlines of dispersion patterns.

Prospecting ice on the Moon necessitates drilling systems to obtain subsurface samples and measure the composition of ice deposits. Landers and rovers equipped with drilling equipment are essential for analysing ice and subsurface resources located at the Moon’s poles. These devices must be small, lightweight, low-power, highly efficient, and high-performance units to function properly in the extreme conditions of the lunar environment. Researchers have developed a prototype drilling apparatus capable of operating in atmospheric and cold environments. A newly developed drilling system in Korea, capable of performing not only sampling but also subsurface investigation, is introduced.

Maintaining and improving the economics of open pit mining in the future requires understanding of the characteristics of open pit mining that are different to other mining or business activities, designing mines in the first place to be less susceptible to changes in these important characteristics, and adopting strategies which yield reliable returns despite unforeseen change. Planning and production personnel require guidelines and performance standards that are based on sound economics not solely on production criteria. The guidelines adopted for long-term implementation must assume a declining price for mineral products along with declining real costs, with research efforts directed at development of both evolutionary and revolutionary ideas aimed at implementation. Decision-making must focus on risk and probability criteria rather than just simple return-on-investment criteria, and the approach for management of personnel must support the higher level of communication essential for fast decision-making in the new environment of continual change.

Many of the large refrigeration plants used in, the cooling systems on deep South African gold mines are situated on surface where they are exposed to seasonally and diurnally varying climatic conditions, and to a diurnally varying demand for cooling made by the mine. It has been traditional to accommodate the seasonal variation in climate by manual control applied to the plants at appropriate times of the year, and the plants have normally been specified to conform passively to the diurnal variations. This paper introduces new strategies for the active automatic control of the plants on a diurnal cycle, and shows that attractive benefits in energy and chilled water resource management can be accrued through the use of these strategies. The results have been derived through the modelling and simulation of a representative refrigeration plant.

Standard microeconomic theory suggests that the behaviour of mineral extraction and processing firms with respect to their demand for water can be modelled and a market demand for water subsequently derived. Such a model, although an abstraction of the real world, should be able to predict the responsiveness of quantity of water demanded to change in price, and, change in demand to a range of factors including: expectations about reliability of supply, changed commodity prices for mineral production, and change in water technology and storage at mine site. This paper demonstrates that the price of water is particularly responsive to changes in demand and that although price increases would result in some additional supplies, physical constraints on supply suggest that the industry will be paying considerably higher prices for water in the future. It is recommended that the mining industry undertakes quantification of possible price increases to position itself to minimise the impact on their operating costs as well as to make responsible capital investment decisions to facilitate future expansion or commissioning of new mines. Substantial investment is required to commission a new mining venture with expected rates of return subject to risk and uncertainty due to fluctuations in world commodity markets as well as reliability of secure supplies of inputs. If a reliable supply of water was subject to uncertainty and water was a critical input for production, then the initial mine design would typically consider a range of production decisions contingent on levels of uncertainty with respect to water supply. These states or sets of water supply, will affect production decisions and future water demand. Modelling production decisions contingent on different states of nature, termed the state-contingent approach, provides a number of insights about producer behaviour under uncertainty. This paper investigates the assumptions underlying the derivation of the market demand for water by the mineral resource industry and identifies the drivers of demand and the responsiveness of the industry to change in price and supply, particularly in relation to capital investment in water-use technologies. The usefulness of these models to the mining industry is considered by reference to the increasing demand for water by the industry in Queensland, in a climate of water shortages.

Stereological transformation relies on knowledge of the textural characteristic that governs the relationship between the one-, two- and three-dimensional liberation spectrum. Transformation functions can be built from fractionation of real mineralogical particles. Alternatively, transformation functions can be built from simulated textures, geometrical textures or artificial textures. These transformation functions can be useful when the texture of an ore has not yet been characterised for the preliminary assessment of liberation. Recently, Lin et al (1995) developed a methodology for generating such an artificial texture. The artificial texture can be used to produce broken particles of known volumetric composition. Data from image analysis on several artificially generated samples is readily available, and can be used to build the associated stereological transformation function. In this work, the methodology for calculating the transformation function from LinÆs artificial texture is presented. The new texture is implemented for stereological transformation applications.

Flash smelting of nickel sulphide concentrate has been practiced at WMC's Kalgoorlie Nickel Smelter for 20 years. The mineralogy of the concentrate from the original mines was particularly suited to this process. However, taking a strategic view, potential new processing routes should be fully evaluated as possible replacements for the current technology. The Vanyukov process has been under development in Russia for the past 40 years and has been successfully applied on a large scale to the smelting of copper concentrates, at two locations - Norilsk and Balkhash. The potential for the application of the Vanyukov process to the smelting of nickel concentrates offers a number of processing advantages, including smaller reactor and decreased dependence on fuel oil. This paper reports on preliminary investigations into the application of the Vanyukov process to the smelting of nickel concentrates. At this stage the investigations are limited to semi-quantitative comparisons and modelling studies.

This study analysed the fracture characteristics and movement process of goaf roofs under the condition of gangue backfilled mining, based on the engineering conditions of Tangshan Mine F5001 gangue backfilled working face. The inclined borehole detection method is adopted to conduct long-term and fixed-point detection of the roof stability. The distribution characteristics of mining-induced cracks in the roof are described quantitatively based on the crack density, and a similar model test method is used to assist the analysis of the roof movement under the control of gangue backfilled mining using stress sensors and digital speckle deformation field monitoring. The results show that under the condition of gangue backfilled mining, structural cracks in the roof typically appear at the boundary of rock strata. The appearance of cracks is related to the rock strata where they are located. Structural cracks appear in the form of single cracks ahead of the working face and develop into structural cracks in the goaf. The roof movement of the coal seam develops in five stages: fracture incubation, crack extension in advance, dense fracture development, steady fracture expansion, and roof stability. Separation forms the primary component of the roof subsidence, accounting for more than half of the subsidence value. The separation generally extends over a long distance along the strike, and vertical crack-intensive areas appear in the roof above the cut-off and stop line. The findings of this study provide a theoretical basis to support designs of backfilled mining and upgrading of hydraulic supports in working faces.

A Data Acquisition System with a capacity to monitor 2000 analog instruments has been installed at the mines operated by the Zinc Lorporation, Limited and New broken hill Consolidated Limited (ZC/LVbHC), New South Wales, Australia. Since commissioning in March, 1982, the system has proved its value in providing up-to-date information to both Rock Mechanics and Mining personnel. The paper describes the function of the major software and hardware components of the system, and identifies the advantages that an on-line monitoring system provides in the day-to-day operation of a large underground mine.

After multiple tailings dam failures in recent times, the owner organisations have made increased efforts to step up the governance systems to industry best practise in the design, construction and operational management areas. The measures include but are not limited to, site investigation, rigorous peer review (both internal and external), certification through appropriately qualified personnel and improvement in operational management practises. While a lot of focus is on design and operational practices, the construction stage requires adaptation (both in terms of materials and approved design) and immediate decision making on site. Work undertaken in these areas is mostly irreversible and sometimes poses serious threat to the future TSF raise/ expansion planning and may lead to reduced life of the TSF and additional risk to the Owner.This technical paper will discuss some challenges and highlight the importance of appropriate processes to achieve a successful construction regime. The process will include a robust quality control/ quality assurance process, a team of designer-constructor-owner with suitable skills and technical understandings and robust documentation of the entire construction process from day 1 to the completion of construction.CITATION:Kundu, A and Laxman, M, 2018. Premier Diamond Mine is planning a new, mechanised, block cave, with a production level approximately 1000 m below surface. A high degree of tunnel damage is expected, due to stress and the relatively low in situ strength of kimberlite. An evaluation of the timing of tunnel excavation, tunnel size and spacing has been carried out to define critical parameters for planning layouts and development schedules. Extensive use has been made of three-dimensional FLAC3D numerical models, calibrated against known rock mass behaviour at 650 m depth, to examine the influence of undercut advance on production level excavations. These were able to represent the effect of stress rotation on tunnels during undercut advance and the effect of an inclined undercut. The analysis has provided guidelines that are possibly applicable to any deep block cave layout. The choice of drawpoint layout is of considerably less significance than the proportion of ground extracted on the production level elevation prior to advancing the undercut. The analysis shows that damage to production development will be potentially severe if it is all excavated prior to advancing the undercut, or is mined directly beneath the undercut face. The development of the main production tunnels alone ahead of the undercut may be feasible, but no breakaways should be put in as they appear to trigger a rapid increase in the severity of damage. The optimal sequence is when all production tunnels are developed at least 10 m in plan behind the undercut, where the induced peak field stress is less than 20 MPa and a maximum support pressure of 100 to 500 kN/m2 is require to contain movement. The assessment showed that the conditions are not significantly improved by increasing drawpoint spacing from 15 m to 18 m. The vertical spacing between the undercut and production level beneath is investigated. Provided production level development is carried out beneath the undercut, there would appear to be little benefit in increasing the vertical spacing between the undercut and production level beyond the current 15 m to 18 m.

Rehabilitation of tailings impoundments is one of the most challenging aspects in mine closure, as not only does the potential for producing leachate pose a challenge to the rehabilitation designer, but also other aspects such as stability and settlement must be considered. The water balance of a tailings impoundment is unique in the sense that it usually hosts a pond that in turn causes a phreatic surface in the impoundment. The position of the phreatic surface defines the saturated and unsaturated zones in the impoundment, which of course varies spatially and temporally. Predictive modelling for this hydrologic system becomes difficult, as numerical models capable of analysing the combined saturated/unsaturated zones are not adequately refined to accurately solve the flux boundary problem for infiltration at the surface of the tailings. This paper describes the development of a flux boundary model that enabled accurate modelling of the unsaturated zone in the tailings impoundment at Kidston Gold Mine, Queensland, Australia. The technique made it possible to accurately predict the spatial variation of infiltration to the tailings as a result of the presence of the phreatic table. The conceptual model defines the boundaries for the Kidston tailings dam, based on a generalised cross-section through the dam. Firstly the shape of the top boundary is described as a function of the particle size of the tailings associated with particle segregation that occurs due to the hydraulic placement of tailings. This function was rigorously tested using in situ infiltration tests and laboratory materials testing. Defining the bottom boundary of the section, ie the phreatic level was done by physically monitoring the phreatic level with 42 piezometers strategically located on the tailings dam. Analysis of this data led to the fixing of this bottom boundary through the introduction of a function that mimicked the shape of the phreatic level. The material properties of the surface layer, specifically the saturated permeability that would govern the infiltration/exfiltration rates of moisture through the top boundary layer were defined on the basis of extensive field and laboratory material testing. A function for the saturated permeability was developed on the principles of particle segregation. Finally a procedure is described for the application of the new conceptual model for the evaluation of the spatial infiltration to a tailings surface using the rigorous one dimensional surface flux boundary code SoilCover. The solution of the calculation described above was then used as the top boundary condition in conventional three dimensional saturated/ unsaturated flow codes, and verified against measured seepage rates from the tailings impoundment under drains. It was concluded that the developed spatial flux function was in deed a most rigorous representation of reality. Although the methodology presented here was applied to the Kidston tailings impoundment only, the authors believe that the principles are directly transferable to any tailings impoundment that has a varying phreatic zone thickness due to the presence of a pond. The mathematical equations describing the typical cross-section would be site specific, but the approach and ultimate solution methodology would be directly transferable.

Detailed geochemical analysis of cored and non-cored drill hole data was used to characterise and model the Cenozoic detrital valleys of several deposits within the southern Pilbara region, Western Australia. The purpose of this modelling was to better characterise and understand the relationships between the various geotechnical units comprising mixtures of rock and soil for the purposes of slope stability and depressurisation studies.This paper presents data from several valleys where geological, geomorphological and climatic processes have resulted in the deposition of heterogeneous detrital rock and soil sequences. Seven primary detrital units are recognised as occurring within all the valleys studied, suggesting that the geological processes involved in the erosion and deposition of the units were widespread. Geochemical assessment of cored and non-cored data suggests correlatable geochemical signatures can be recognised for each of the units; however, local variability in the groundwater history of individual valleys is demonstrated by late-stage carbonate precipitation recognised both in the core and through the geochemical signatures, which has resulted in alteration of the parent rock/soil material. This paper discusses how the carbonate alteration may lead to improvements in rock/soil mass strength of a clay unit by comparing laboratory strength test samples of the same parent material with varying degrees of precipitate alteration to those with no discernible carbonate alteration. Following from this, correlations with geochemical assay results have been derived, whereby zones of more favourable strength conditions may be modelled through assessing areas of analogous geochemistry.The paper demonstrates how geochemical assessment can lead to improved geotechnical and hydrological modelling for a detrital valley system without the need for significant coring and laboratory testing. A regional scale prospectivity model was developed for Papua New Guinea (PNG) to identify areas of porphyry Cu-Au mineralisation. Weights of evidence modeling techniques were used to determine spatial correlations between porphyry Cu-Au mines and predictive maps created from available spatial data. These predictive maps were then combined into a final prospectivity map. Despite limited regional scale data the model has successfully identified areas of known porphyry mineralisation as prospective and has also identified areas where new mineralised systems may be discovered with further exploration. Accounting for borehole damage in analytical modelling of explosively generated stress waves is important for predicting the finer details of the stress wave patterns observed in the field. The classical Sharpe's [19421 concept of an effective borehole larger than the initial borehole diameter has been widely accepted to explain material damage around a borehole. A new analytical model based on dynamic compaction is advanced to predict far-field stress wave patterns. This model supports field data corresponding to reduced frequency of oscillations and increased damping. The present model recovers the earlier result when compaction around the borehole representing borehole damage is ignored.

The State Electricity Commission of Victoria (SECV) has been con- tinuously involved in the extraction of brown coal from open cut mines in Victoria's Latrobe Valley for over 60 years, but have not completed a major mine. Detailed consideration for rehabilitation at this stage has only been able to be given to overburden disposal areas. Increasing interest in rehabilitation in the 1980's led the SECV to review its existing policies and practices and to embark in 1985 on a public consultation process to establish an agreed and accepted policy. This was extended in 1986 to the consultation process for the rehabilitation planning for the Mor- well Open Cut External Overburden Dump. This paper covers the con- sultative process developed and the lessons learned by the participants.
