In July 1994 the Premier, John Fahey MP, announced that the New South Wales Government would make available a total of $40 million over six years in new funding for the Department of Mineral Resources. These funds are to be applied directly to the generation of regional geological and geophysical information. The Government's initiative known as `Discovery 2000', is aimed at providing a major boost to the exploration industry. The Government expects new discoveries to be made and new mines to be developed because of the initiative and, perhaps, the first ever commercial oil or gas production in New South Wales. The Government's return will come from increased economic activity, and from the increased royalty return from higher levels of production. Quality information is the key to successful exploration. In the highly competitive business of mineral and petroleum exploration high quality regional geological and geophysical information improve both the efficiency and effectiveness of the area selection or project generation process. Using the `needle in the hay stack' analogy, Discovery 2000 will vastly improve industry's chances of finding the haystacks. It is up to the mineral and petroleum industries to find their respective `needles'. Careful target area selection is probably the most critical factor in mineral exploration. The ability to select the most prospective areas, or to identify prospectivity that others have failed to recognise, can make all the difference between success and failure. Government geological surveys clearly have a crucial role to play in providing the geoscientific information infrastructure that companies must have if they are to make the discoveries this country needs to pay its way in the world. It is the regional information generated by Governments that sets the scene for efficient exploration. This regional information includes regional aeromagnetics and radiometrics and gravity, regional geological mapping and tectonic analysis, and geoscientific databases. The New South Wales Department of Mineral Resources (by various names) has been providing such information for over 100 years and has led the way in many aspects of the generation and dissemination of geological, geophysical and metallogenic Information.

Exploration programs for both alluvial (placer) and hardrock platinum group metal deposits are being conducted in Papua New Guinea by a joint venture between Degussa AG and Pancontinental Mining Limited. Prospective areas were defined on the basis of ultramafic/ophiolitic source rocks shedding detrital platinoid grains. Field sampling techniques including churn drilling, together with appropriate laboratory analytical and mineralogical techniques, were developed and are contributing to the success of the exploration programs.

Over the last decade mineral exploration in New South Wales has increased markedly. This is due to various factors including the influx of overseas companies an. capital, increase and stabilization of metal prices and improvements in exploration techniques. The initiation of full-scale petroleum exploration and recent discoveries of large mineral deposits in the west, north-west and north of Australia has increased overseas capital, and brought scientists and technicians into the country. Naturally there has been an overflow into New South Wales, which is less attractive as an area for new and large-scale discoveries. In some fields, rise in metal prices and price stabilization has largely contributed to the intensif- ication of exploration. Increased tin production in New South Wales since 1963 is a direct result of price rise and stabilization, and rise in the price of silver has revived an interest in silver prospecting in recent Years,

As more than a few mines gradually sink under the weight of emails, whiteboards, notice boards and ever more complex spreadsheets, the holy grail of effective short-term interval planning and control in underground mines is as far away as ever. Despite the mining industry investing ever greater amounts in planning and Enterprise Resource Planning systems, short-term plans become ever more complex and rigid. What the industry desperately needs are not more ‘disembodied voices down the speaking tubes’, but flexible and effective planning systems that encourage people to make reasonable commitments to each other so that everyone can work as a coordinated team to complete the work required each shift.One solution to the challenge has emerged. This paper describes the ‘Fewzion’ shift planning and short interval control system which has been developed at Anglo American’s Moranbah North and Glencore’s Oaky Creek coalmines in Central Queensland. Fewzion has drawn on management theory embodied in Management Operating Systems, Lean and Theory of Constraints approaches to continuous improvement to play a key role in both mines achieving record breaking tonnages.In addition to explaining the Fewzion approach, a case study is presented describing how Anglo American’s Moranbah North improved production by 39 per cent in 2014/2015 and won ‘Coalmine of the Year’ two out of the last four years and how Glencore’s Oaky Creek sustainably improved monthly development meters by 34 per cent within two months of implementing Fewzion.CITATION:Moynagh, P and Britton, G, 2017. Column flotation is receiving increased interest from both an industrial and research perspective in Australia. The traditional overseas application as a molybdenum cleaning cell is being expanded and a number of new applications as cleaners, scavengers and roughers are emerging in Australia. The success of column flotation has hinged on the new understanding developing from the work of Finch- and coworkers at McGill University, Canada, particularly in relation to scale-up parameters and model development. The aspiring column flotation user in Australia now a has wealth of experience to draw on when deciding on the correct procedure to follow during the process evaluation and plant installation stages of development. However, some aspects relating to column design, such as aeration mechanisms, require careful evaluation.

Mine planners frequently face the challenge of mitigating the impact of climatic events on mining operations, such as floods and droughts. Specific water management infrastructure can be implemented to meet operational requirements in response to these events. However, the effect of flood protection, for instance, may reduce the resilience of the site to drought. The probability and duration of unfavourable climate sequences significantly influences the net present value (NPV) of implementing specific water management infrastructure.Good life-of-mine planning will consider the incremental development of the project, and provide staged development plans. Traditionally, the term ætotal systemÆ design applied to comminution conjures images of a design that addresses the usual business and operational drivers, including health, safety and environment (HSE), capital cost, operating cost, throughput and product size. In terms of the physical process, the mine to customer type studies also exemplifies an approach that satisfies a normal ætotal systemsÆ approach. As an industry there are drivers that are forcing a re-consideration of what we regard as our total system. This modification of drivers will require changes in approach and implementation to provide the best solutions. Some of the major changes that impact the drivers are shortage of skilled personnel, changing social attitudes to remote mine site work, greenhouse gas emissions (GHGE), quality of available orebodies and geographical location of new mine sites. One approach to the challenges presented by the changing business environment is to expand the system envelope around comminution to ensure that comminution, in its widest sense, helps to meet the new realities. Background to the new drivers and constraints is provided and some of the appropriate responses are examined in relation to the impact on the total system.

In November 1992, the Internal Revenue Commission (IRC) was formed from the rperggr of the Papua New Guinea Taxation Of- fice (PNGTO) and the Bureau of Customs, and now has the re- sponsibility for the administration of direct and indirect taxes on a national basis in Papua New Guinea (PNG). Since that date we have undertaken many initiatives to make the new organisation more efficient and responsive to clients' needs. Income Tax The mining industry is catered for, in respect of income tax, un- der a separate taxation regime within the Income Tax Act (ITA), Division 10, as well as some general provisions within that Act as may be applicable. Division 10 is itself broken up into subdi- visions to cover the different types of mining leases, namely Spe- cial Mining Leases (SMLs) and Mining Leases (MLs), and peri- ods of time during which those sub-divisions apply. Ring Fencing Income tax assessed on the mining industry, with the exception of Mining Leases (these will be explained later), has a project basis of assessment, that is, each project is assessed separately as if the taxable income of the taxpayer from operations attributable to the project was the only assessable income derived by that taxpayer. This is often referred to as "ring fencing". This is an important point to consider because losses from unsuccessful projects cannot be set off against income from those that are suc- cessful, except in very limited specific circumstances, such as where an unsuccessful exploration licence is cancelled or surren- dered. The project basis of assessment applies to both resident and non-resident companies. A relaxation in the 'ring fence' provisions was applied from 1st January 1995, where ten percent of exploration expenditure, in- curred in areas outside of Special Mining Leases and Petroleum Development Licences in a particular year of income, can be claimed as an outright deduction which is limited to ten percent of the tax otherwise payable in that year. This was introduced to encourage exploration in PNG.

This computer-aided design system for mineral processing flowsheets which are based on froth flotation, size reduction and classification combines an expert system for generating flowsheet structures with numerical models for the physical processes and the economics. Design decisions, such as specification, size and placing of process units and the destination of recycle streams, are based on clear technical and economic criteria. These decisions are controlled by user-set parameters, which allow the incorporation of industry experience and preferences and the generation of sets of good designs, from which choices may be made by further criteria, such as controllability. Liberation is now fully modelled and the early results from this extension continue to suggest potential substantial increases in added value over conventional approaches.

"The development of a predictive geometallurgical model is a multidisciplinary and iterative task that involves both discovery and integration aspects. In this paper, the authors discuss the concepts of geometallurgical modelling in terms of the underlying relationships that are used to connect geology, metallurgy and economic value, and how the early-stage preparation of a spatial geometallurgical model enhances project value and provides a sound basis for future studies and test work programs.Hot Chili’s (copper-gold-molybdenum) Productora Project, which is located in northern Chile, is a porphyry-copper style deposit that can be exploited using open pit mining and preparation of a saleable concentrate from fresh ore, as well as heap leaching, solvent extraction and electrowinning (SX-EW) extraction of copper from oxide ores. To enhance project value in the Productora prefeasibility study (PFS), Hot Chili developed a geometallurgical model that was used to predict the process responses of both sulfide and oxide ores. The Productora model incorporates test results from mineralogical, metallurgical and comminution testing, as well as other studies completed on a suite of samples collected from the many geological domains of the deposit.Using Bond Work Index and Abrasion Index proxies in the geometallurgical model, Hot Chili estimated the variability of sulfide ore throughput and comminution costs. Heap leach acid consumption in oxide ore was estimated from drill hole calcium concentrations. The model was then used in mine scheduling to identify high and low throughput or high and low acid ore zones so that the processing of these zones could be advanced or deferred to improve net present value (NPV). Additionally, the cost benefits of preparing an early-stage geometallurgy model were quantified through a comparison to a conventional model that was based on test work averages.CITATION:King, G S and Macdonald, J L, 2016. Radar monitors are now widely used in surface mining for monitoring slope deformations and predicting failure events. Their introduction has facilitated better management of risk associated with slope failure during mining and therefore protection of personnel and equipment. However, a wellrecognised problem is that radar monitors only measure deformation directed towards the detector (line-of-sight bias). This bias can lead to misinterpretation of deformation size, rate and failure mechanism, and therefore miscalculation of failure volume, which can significantly impact safety and productivity. This paper presents recently completed research and field trials into the feasibility of using low cost vision systems to mitigate this issue. It has been demonstrated that by integrating a computer vision system with an existing slope monitor, high precision tracking of features in the field of view can be performed. Combined with assumptions on the deformation characteristics, the true 3D deformation vector can be estimated. The applicability of using this technique for monitoring iron ore mine slopes is discussed.

A new approach to strategic planning, the Life of Business Optimisation System (LOBOS) optimises production systems from the scale of stopes in a single mine to an entire business strategy consisting of multiple mines and products competing for capital and processing capacity. LOBOS has optimised cash flow for a wide variety of operations, including large metalliferous or coal mines and as an aid to high-level strategic business optimisation solution to multi-mine/processing/product complexes. This paper discusses the application of optimisation technology to strategic planning with an emphasis on project evaluation with examples on the application of LOBOS to a variety of recent projects.

Across the globe, it is a common scenario that tailings storage facilities (TSFs) are being decommissioned; however, their subsequent impact on the local environment and landscape can often be overlooked during the mine planning process. In addition, the requirement of a cover system for a facilities closure may not be a priority until the latter stages of the mine/mill operation when potential cover materials may have been utilised elsewhere or, worse, buried. Developing a conceptual design and closure plan for a TSF early in a mining venture is fundamental to its success once operations have ceased. If a cover system is a planned component for rehabilitation of a TSF, it is vital that its design is appropriate to the facility and any local site constraints, such as climate and cover system material availability. It is also strongly recommended that various cover system options are physically trialled at the site by using performance-monitoring instrumentation. Through this process, an informed decision can be made regarding the most appropriate cover system design to meet any regulatory and stakeholder closure objectives and criteria specific to the site in question; however, in order for the cover system’s performance to be determined through on-site trials, it is essential that an appropriate instrumentation design is utilised. Often, little attention is paid to the data that is being obtained, and its importance may only become apparent after several years of monitoring at an expense to the venture. This should not be the case. Many sites have used an appropriate initial planning stage to understand what is required for the successful closure of a TSF, how it can be achieved and how monitoring data can be utilised to prove, or otherwise, that a cover system design will be a success.CITATION:Barritt, R and Scott, P, 2015. The first step in the mining and processing of nearly any mineral ore is comminution. Since the oil embargo of 1979, the mining companies have been striving to reduce energy consumption and costs. The first serious step was the introduction of in-pit crushing in the early 1980s. With in-pit crushing accepted as a standard design mode, the energy saving emphasis turned to comminution practices. A great deal of attention has been focused on blasting and grinding. The one step that has not been addressed is the primary crusher. This paper will address the opportunities for comminution improvement through optimisation of the primary crusher.

The mining industry is facing economic pressures to treat more challenging and lower grade ore types, as well as pressure relating to environmental impact and social license to operate. Preconcentration through bulk ore sorting has the potential to benefit all these areas by enabling mining operations to divert material of low economic value prior to processing, thereby achieving higher feed grades and recovery, while reducing the processing plant and tailings dam footprint and capital required throughout the life of mine. The effectiveness of bulk ore sorting depends on the heterogeneity of material at the measurement location, as well as the accuracy and precision of the measurement. An understanding of ore heterogeneity can be assessed using drill core data, which provides metre by metre elemental assays. This paper reviews such data and assesses the grade distributions over different scales, which suggests that sufficient heterogeneity exists at mining scales to allow the potential for bulk ore sorting. Prompt Gamma Neutron Activation Analysis (PGNAA) technology has proven to be a successful measurement technique within many industries, including mining. PGNAA was first developed in the early 1980’s for the measurement of the elemental composition of bulk materials on a conveyor belt. Today, Pulsed Fast Thermal Neutron Activation (PFTNA) technology is also applied in elemental analysis of bulk materials and has some advantages for bulk ore sorting. In order to enable effective bulk ore sorting, however, a PGNAA/PFTNA analyser must be designed to provide a representative bulk ore analysis with the necessary accuracy and precision. Examples are presented to provide an understanding of the factors affecting PGNAA/PFTNA performance in relation to effective bulk ore sorting.

Although there are sound principles used in the world recognised methods of gas emission prediction, results based on these methods applied to several Australian longwall extractions have yielded unacceptably high discrepancies. With the development of mining in new seams and at higher rates of extraction, the need has grown for a methodical approach to predicting gas emission levels specifically for local Australian mining conditions. Such an approach is developed from results of recorded emission readings during longwall mining at Appin and Pacific Collieries over the past 6 years.

BHP Billiton’s Area C iron ore operation has been in production since 2003. During 2010, below water table mining in the Marra Mamba formation commenced and dewatered ore has been successfully processed through the plant.The ability to mine below water table material increases reserves. Pits can be dewatered using a combination of ex-pit and in-pit bores. Critically it is important to allow suffi cient lead time to dewater. For Area C, in-pit bores yield the most water which presents challenges in every day operations when mining around bores. Operationally there are steep learning curves in obtaining equipment, training personnel and setting up infrastructure. Core risks include lifting, refuelling and maintaining gensets. The pipework, extraction and re-establishment work can be very manual.The challenges include blasting, mining, stockpiling, processing, water balance and disposal. Maximising up time on bores whilst minimising impacts to blast practices have evolved. Blast practices now align bores to the edge of patterns. Protecting bores have evolved from stemming bores with rock and re-drilling to using gas bags which require no drills. Based on moisture and material properties, mining of dewatered material can be categorised into three groups:1. normal,2. sheeting, and3. sheeting and top loading.Ore can go straight to the plant ore to drying pads where it takes between one and three months to drain.Stock management of these piles is important to ensure efficiency of the plant. Rules have been established for blending wet material to maintain feed capacity and some modifications to plants have been made. Dewatering of pits poses a challenge for water use. Initially turkey’s nests were established to capture water and use for dust suppression. As water abstraction has increased methods of management include using exhausted pits for storage and evaporators. Managed Aquifer recharge and use in potable water are being considered. An over arching coordination of the capacity and use are required.Important elements in dewatering include:• capacity models,• capital,• long to short planning,• day to day coordination, and • water level monitoring and balances. AustraliaÆs current interest in renewable energy is based on a desire to reduce the countryÆs greenhouse gas emissions. Wood from sustainable sources offers a unique opportunity to combine greenhouse gas benefits with other significant environmental and social benefits, including salinity mitigation, carbon sequestration, soil replenishment and rural industry. The challenge is to make renewable energy from wood in a cost competitive manner, so that this broad range of benefits may be best realised. Bioenergy and carbon products are of great interest as new, commercial forestry products that can drive large-scale environmental tree planting:In Western Australia, Enecon has worked with Western Power Corporation to build the first full-scale plant for integrated processing of mallee eucalypts, to produce activated carbon, renewable power and eucalyptus oil. It is intended that this plant is the first of a number of such plants to help catalyse environmental tree planting in Western Australia. New technologies being developed overseas may provide competitive bioenergy in areas where traditional markets for wood do not exist. For example, pyrolysis converts wood into a bio-oil that may be transported to remote sites for power generation in gas turbines. Pyrolysis also produces wood char. Pyrolysis and wood-to-ethanol technologies, coupled with short rotation coppicing trees, offer the long-term prospect of large-scale production of renewable fuels around the country.

Papua New Guinea is geologically prospective for large, medium and small mineral discoveries. All profitable developments to date have been very large mines but for every large mine there should be many small mines which could be developed under appropriate circumstances.The Papua New Guinea Government should, with appropriate changes to fiscal, legislative and policy regimes, create a favourable exploration envir-onment to encourage a major increase in exploration by small exploration companies and subsequent discoveries and mine development.
