In Australia, responsibility for abandoned mines can be unclear. With a few exceptions, state and territory governments have become responsible for abandoned mines on Crown land and private landholders are responsible for abandoned mines on freehold land. Abandoned mines pose risks and opportunities across the full suite of sustainability themes (environmental, human health and safety, socio-economic and community development) after mining ceases.Across Australia, there are more than 50 000 abandoned mines recorded, ranging in size from individual shafts to large polluting open cut mines. Addressing the safety and environmental impacts of these sites, as well as the socio-economic development opportunities of significant rehabilitation projects, requires the implementation of effective policies and programs. Qualitatively defined graded scales or ‘rubrics’ have been used for many years in student assessment and increasingly in the performance assessment of other sectors (Davidson, 2005). While risk-based maturity models have been used for safety prioritisation (Westrum, 1993; Hudson, 2007; DRET, 2008; Hancock, 2010) and evaluation of organisational development (Esteves et al, 2010), this paper is the first to adapt maturity models for the evaluation of abandoned mine rehabilitation programs in Australia.In this paper, we used indicators based on the national policy for abandoned mines to assess the maturity of abandoned mine programs. Fourteen elements of maturity were identified (Unger et al, 2012) under the five chapters of the national policy for abandoned mines (MCMPR and MCA, 2010). Jurisdictions were then evaluated and ranked on their maturity on the basis of information that was web-accessible. Information transparency of abandoned mines policies and programs is in itself one element of the maturity chart. Each jurisdiction in Australia was compared with one another and with a Canadian jurisdiction; the British Columbia (BC) Crown Contaminated Sites Program (CCSP), which represents leading practice (Unger, 2009; Unger et al, 2012).Our research found that in some jurisdictions in Australia there is little or no information on abandoned mine programs or individual abandoned mine sites on government websites, while other jurisdictions provided very detailed program information on planning, funding and implementation. Each jurisdiction in Australia, for which web-based information was available, had some elements where they were more mature than other Australian jurisdictions. For some elements, maturity ranked equivalent to the BC CCSP, but most Australian jurisdictions were less mature. There was only one element where a single Australian jurisdiction ranked higher than the BC program in maturity. Legacy mine policies, programs, priorities and funding information via departmental websites are easier to find in some jurisdictions, indicating progression toward greater transparency and more mature programs. A systematic approach to monitoring and evaluating abandoned mines programs is essential for accountability as it can demonstrate liability reduction over time and continual improvement. The increasing demand for iron ore with low concentrations of trace elements, puts increasing pressure on iron ore producers for high-quality material. Understanding the mineralogy, petrography, chemistry, and mineral association of iron ore deposits is becoming increasingly important to provide iron ore products that meet the ever-increasing standards of steel mills. Limited attention has been paid to documenting new orebodies beyond bulk RC drill chip assays and product specification data. Therefore, limited information is known about the spatial distribution of minor and trace elements at the hand specimen scale, and elemental deportment within different ore and gangue minerals. In this study, samples from high-grade microplaty hematite, supergene-enriched martite-goethite and hematite iron ores are examined for their elemental and mineral associations. These samples contain distinctive minor and trace element distributions, with the mapping of deleterious elements (eg Zn, As, Cu) enabling the deportment and abundance within the ore and gangue minerals to be assessed. Results from this study show a diverse range of minor and trace mineralogy that are present in typical iron ore samples, in abundances below the detection limit of routine XRD scans, that host the deleterious elements, including but not limited to, sphalerite (Zn and S), chalcopyrite (Cu and S), xenotime (P and Y), apatite (P and Ca), cryptomelane (K and Mn), barite (Ba and S), alkaline feldspar (K, Al and Si) zircon (Zr and Si) and chromite (Cr and Al). The presence of these minerals and associated deleterious elements, even at low concentrations, has implications for producers, with the ongoing restrictions and tightening of environmental constraints in shipped iron ore products. By understanding the distribution and location of these elements within the iron ore, steps can be considered to maintain increasingly higher quality iron ore supply around the world.

The Asanko Gold Mine in Ghana started processing ore from the Nkran pit in January 2016 at a production nameplate of 3 Mt/a. The flowsheet is a conventional SAG, ball mill and pebble crusher (SABC) with gravity-gold and carbon-in-leach (CIL) recovery. The nameplate production was comfortably achieved within 3 months, so much so, that it was clear the SABC circuit was capable of processing more than the downstream section of the plant. Consequently, a program of de-bottlenecking was initiated to rectify volumetric capacity constraints. This program was later referred to as ‘Project 5 Million’ (t/a) or P5M. Having completed the de-bottlenecking exercise, it became evident that the SABC circuit could not reach 5 Mt/a solely on hard rock from Nkran. The new challenge was therefore to increase the capacity of the milling circuit through a focused comminution initiative that would address the following: geometallurgical treatment plan; upfront fragmentation requirements; installation of feed and mill monitoring equipment; and integration of a knowledge-based control strategy. This paper takes the reader through the various measures implemented to increase the milling rates and to create a stable/ sustainable control philosophy. As a result of the implementation of advanced mill performance monitoring technology (MillSlicer) and the collaboration between a team of experts in comminution, control and operations, the Asanko Gold Mine process plant feed tonnage has successfully increased from 3 Mt/a to 5 Mt/a.CITATION:Bradford, R, Gift-Agbey, W, Grobler, E, Morgan, P and Vorster, T, 2018. Underground mining of the ore below the West Lyell open cut commenced in 1972 with the 10 Series stopes above rail haulage level. The third lift of stoping (30 Series) com- menced this year, and access to the 40 Series stopes is being developed. The method uses transverse open stopes with subsequent mass blasting of the rib and crown pillars and consequently there is sub- sidence and caving of the old open cut area above.

Controls on environmental loading from acid rock drainage (ARD) are not well understood in waste rock material. In particular, relationships between subsurface flow and the timing, duration, and intensity of leaching of metals and acidity from waste rock dumps remain ill defined. This study investigates field-scale relationships between subsurface flow processes and geochemical processes in unsaturated waste rock. A 12-metre tall, unsaturated waste rock pile, constructed in 1994, was deconstructed and sampled at Key Lake, Saskatchewan, Canada, during the summer of 2000. A detailed sampling methodology was developed to characterise physical and chemical properties of waste rock material within the waste rock pile. Physical properties were characterised by measuring soil-water suction, volumetric water content, and grain-size distribution at 60 random locations within the pile and grain-size distribution at 20 grid locations within the pile. Attempts to develop a field-based soil water characteristic curve from physical field-data failed due to spatial variability and hysteresis of waste rock properties. As a result, grain-size distribution was used as a relative measure of subsurface flow. Paste pH, pore-water geochemistry, mineralogy, and water-soluble extraction results were used to characterise geochemical processes and sulfide oxidation at each of the 20 grid locations. Geochemical characterisation results demonstrated the preferential weathering of marcasite relative to pyrite and chalcopyrite. Dolomite was the main buffering carbonate mineral. Gyspum, jarosite and iron oxyhydroxides were the main secondary minerals. Pore-waters contained up to 800, 11.7, and 6 mMolar (78 000, 690, 1400 mg/L, respectively) of sulfate, nickel, and uranium, respectively, suggesting significant weathering has occurred. Measures of weathering indicators show no discernable correlation with grain-size distribution nor do they show any spatial relationship within the sampled grid. Reasons for this may include limited duration of waste rock exposure to weathering and development of fluid flow-paths, and limitations of characterisation methods used. Indeed, six years may not be long enough for weathering patterns to develop due to fluid flow-paths in this unsaturated waste rock pile.

Mining exploration and development projects in Australia are being negatively affected by the highly complex regulatory and bureaucratic processes at all levels of government. These processes affect mining companies operating in Australia by impacting on timelines and the cost of developing a mining project. It is not uncommon for the granting of project approvals to take in excess of five years, meaning that mining companies struggle with productivity, efficiency, time frame and cost issues in respect to their projects in Australia. As the mining boom in Australia is moving from the investment to the production phase, it is now more important than ever to maintain a regulatory landscape that facilitates rather than discourages new investment.While one of our key arguments is that there is too much burdensome regulation and red tape in Australia, we are also strongly believe that regulatory intervention is necessary to ensure that appropriate checks and balances are in place to serve the public interest and manage environmental, health and safety, social and other development-related impacts that may arise from a mining project. However, the regulatory intervention in Australia has come to a point where it is excessive and starting to discourage valuable investment in mining projects for nominal return to the public. Excessive regulation or ‘red tape’ impedes productivity and competitiveness, deters investment and innovation and costs jobs, all of which ultimately impact on the growth of Australia and the standard of living of all Australians.This paper aims to examine and compare the federal, state and local regulations that govern mining projects in Australia. It will highlight how these regulations are unnecessarily complex, lengthy and duplicated and how they can be streamlined to reduce red tape. Although the underground mining environment is arguably safer now than at any time in history, as underground mining operations across the globe increase in-depth, magnitude, and complexity, protecting workers from harm becomes increasingly challenging. In deep, stressed, seismic mines the development face is one of the most hazardous work areas. The active face is usually the furthest extent of the underground workings, so ventilation can be difficult to maintain, exposing workers to high temperature and humidity while working on foot and doing manual labour. While mechanisation has made many tasks easier in modern times, the reality of underground mining is that development charge-up workers still spend long periods directly exposed hazards at the face. In 2019, Orica and Epiroc partnered to co-develop the world’s first fully mechanised development charging unit using fully wireless initiation, called Avatel™. Built on Epiroc’s M2 Boomer carrier platform, the system is designed to allow one person to charge a development face from the safety of a fully enclosed cabin, thereby reducing exposure to hazards at the face. The system was prototyped in Europe before entering commercial introduction in 2022. This paper reviews earlier attempts to mechanise underground charge-up and describes the development journey and engineering challenges of building a mechanised development charging machine.

Blast furnace slags which fall into the quaternary system SiO2 - A1203 - MgO - CaO have latent hydraulic properties which depend on the degree of vitrification. When the oxides com- bine to form Calcium Silicate Hydrates and other products of hydration the bonds between elements are at a lower energy level than those which exist in the glassy state. Transition from the glassy state to the crystalline state is thermo- dynamically favoured and, in the context of this paper, such slags possess internal energy. Manufacture of Portland cement is respon- sible for about 3.6 per cent of total industrial energy consumption in Canada. Pyroprocessing accounts for about 83 per cent of this figure or 3 per cent of the total. The processing of blast furnace slag to a condition in which it can be used as a partial substitute for Portland cement requires no pyroprocessing and, on average, only about 11 per cent of the energy needed for Portland cement. In North America the benefits of slag as a cementitious materials have been obscured by other considerations, the most important being commercial strategy. This situation has under- gone radical change as a result of the rising cost of energy, and government pressures to conserve energy.

Rio Tinto’s Hunter Valley Operations is a large open pit coalmine situated in the heart of the Hunter Valley in Australia. The Riverview West Pit has faced increasing production challenges in recent times due to decreasing dragline strike lengths and increasing environmental constraints on vibration, overpressure and fume generation. Conventional mining techniques would involve five to six production blasts per strip to recover multiple coal seams. Each blast event carries the risk of exceeding the strict environmental requirements. By working collaboratively with Orica, it was realised that the blasting method known as Stratablast™, in conjunction with advanced computer modelling techniques, could provide productivity gains whilst simultaneously providing more control over the environmental effects and the impact on nearby infrastructure.As a result of this change, the number of blasts per strip was reduced to one, with the implication that a great deal of care and forethought was needed to manage the increased challenge posed by multiple constraints in the proposed mining area. This innovative approach of combining throw and stand-up blasts allowed the extraction of all major coal seams in a single pass blast event. The blasts were initially designed with a large factor of safety to stay within environmental limits as they were over 1.1 km in strike length, with more than 800 holes and with a total charge weight of about 1000 t of bulk explosives. Furthermore, there were conflicting priorities around the desired blast outcomes. So far, 11 such blasts have been designed and successfully fired. After each blast, innovative design changes have been iteratively implemented to provide further control over environmental impacts, whilst continuing to improve productivity. As a result of these changes, blasts have progressively increased in complexity with the inclusion of features such as damage zones, mid-splitting, time gaps and different directions of firing. The consequence of this complexity is that the blast duration can be as long as 28 seconds to accommodate all components of the blast.This project has increased the productivity of the Riverview West Pit through blast design improvements and allowed the environmental impacts to be managed with far more control and predictability than would have been possible under a conventional blasting regime. In recent years, the value to Australia of the introduction of a system of resource rent taxation on the mining industry has been frequently debated. The forms that this rate of return based tax could take, and the impli- cations on government revenue and mining com- pany profitability have been discussed at some length. Further, the selective application of this taxation scheme to certain mining industry sectors has received considerable attention. This study takes the form of a survey of the taxation history of one significant Australian mining venture, the Mount Lyell Mining and Railway Company. The conditions faced by this company during its history are used as a base for the imposition of rent taxation schemes. Comparisons are drawn between the historical taxation liability of the company and that which would have been incurred if a resource rent form of taxation had been in existence. From the results of the study, it can be concluded that while the company can be con- sidered to have been a successful enterprise during most of its history, it has not achieved a level of profitability which would warrant the collection of any form of excess profits Tax.

Run-out analyses of tailings storage facilities are typically undertaken using methods based on rheological theory. These are reasonable techniques to model the behaviour of tailings that, through significant run-out and possibly mixing with supernatant water, are generally acting in a fluidised manner. Such modelling often follows on from two-dimensional continuum analysis models where, if failure is predicted, grid failure often occurs when deformations begin to increase. This results in a disconnect between the prediction of failure and the modelling of the potential extent of the failure.Recently, rezoning methods have been incorporated into commercially available two-dimensional soil mechanics deformation codes. Rezoning techniques enable large deformations to be modelled within a two-dimensional continuum analysis framework; however, while promising, the use of such tools is not yet widespread, and a consensus is yet to develop on how they should be applied to tailings dam run-out modelling.This paper uses FLAC rezoning techniques to model the flow behaviour of two historic tailings dam failures. The purpose of these analyses is to critically assess the performance of rezoning against some available historic failures. The required data to undertake such an analysis is outlined, along with the inherent limitations and assumptions required. Parametric analyses are outlined to address some of these issues. In general, the analyses undertaken underestimated the flow distance observed in the historic failures by varying degrees; however, in some instances, the analysis reasonably reproduced the qualitative shape of the initial failure zone. This paper presents a geographic information system (GIS) based method for the prediction of ground movement and the associated impact on existing buildings and structures due to tunnelling in the North West Rail Link (NWRL) project. The NWRL is a priority rail infrastructure project for the New South Wales (NSW) Government and includes 15 km of twin tunnels between Bella Vista and Epping, which will be Australia’s longest rail tunnels. The NWRL tunnels will be constructed in an urban environment where the prediction of ground movements induced by tunnelling and the associated impacts to existing structures must be assessed in the early design stages of the project. An assessment process was developed using GIS able to respond to design changes.An iterative GIS analysis methodology was developed to generate ground settlement contours and identify impacted buildings and structures in response to multiple changes in tunnel alignment during design development stages. The GIS analysis undertook to rapidly provide detailed and accurate parameter information including tunnel depth from surface, tunnel separation, diameter and sample point proximity to the tunnel and assess ground movement contours along the project alignment. Determination of the ground surface settlements were based on empirical methods proposed by Peck (1969) and Mair (1993). The control parameters and the relationship between damage categories and risk classifications for impact assessment were based on Burland, Broms and de Mello (1977), Rankin (1988) and Boscardin and Cording (1989) methods.The GIS-based ground movement impact assessment approach adopted for the NWRL project demonstrates an efficient, iterative and robust approach and could provide an initial framework for other similar tunnelling projects where rapid design changes and early understanding of tunnelling impacts are required to bring greatest benefit to all stakeholders.CITATION:Mirlatifi, S, Cain, L, Ashley, J and Every, C, 2014. The need to recover metals from low grade deposits, old tailings, etc., combined with improvements in equipment design and the development of new extractants, has resulted in solvent extraction (SX) metal recovery reaching new importance (Webster & Ferron, 1993). The basic principle of solvent extraction is the use of an equilibrium system in which a metal ion is transferred from an aqueous phase into an organic phase, (Equation 1), (Ritcey, 1984). M + E ME . (1) The organic extractant (E) is usually specific for a certain metal ion (M) and forms a metal complex in the organic phase, leaving the impurities behind in the aqueous phase. To recover the metal, the equilibrium is reversed and the metal ion is transferred back from the organic to another aqueous phase in a process called stripping. The metal is then recovered from the aqueous strip solution, usually by electrowinning.

COPING WITH COMPLEXITY In every industry, and mining is no exception, plant and processes increase in complexity over time and managers and operators need correspondingly more knowledge. The mine manager has to delegate details to operators, engineers, metallurgists, accountants, safety specialists, personnel officers and the rest. Is it reasonable then, to expect the Mines Inspector to be competent to judge the conduct of all these operations against the criterion of the regulations? Obviously not, but what are the alternatives? One is a superficial inspection where the inspector goes on a hazard hunt for broken steps and missing handrails. Another is one in which an army of specialist inspectors marches on a mine, sometimes outnumbering the staff. Each is competent to assess some part of the operation and if he or she can find an opposite number among the mine staff, they can discuss details. But what good does it achieve? The system acts to remedy present defects and to make recommendations which, if only they were followed, would prevent the same things happening again. Given that this process has been going on since the first Factory Act of about 1840, how is it that there are any more defects left to put right? The answer of course is that defects keep appearing, and new defects arise as fast as the old ones are found and corrected. Further progress can only be made by preventing defects at their source.

Solvent extraction of cobalt from an ammoniacal ammonium sulphate medium was carried out using Di(2-Ethyl Hexyl) phosphoric acid in kerosene as diluent. The effect of ammonium chloride and ammonium sulphate on the extraction efficiency was studied. The extracted species in the ammonium chloride and sulphate systems were CoAz2HA.NH4CI and CoA3.HA.2(NH4)2SO4, respectively. Ammonia scrubbing and cobalt stripping studies were carried out from loaded and ammonia free organic Respectively.

The iron ore mining industry is currently going through an adjustment from high to more moderate growth as China’s economy transitions from capital-intensive investment to a more services-oriented economy. We are now witnessing a renewed focus on productivity improvements and cost savings as planned expansions are completed. Despite the scale and importance that the mining industry plays in the global economy, innovation literature is generally more targeted at faster-moving industries with shorter innovation timeframes and lower capital requirements. To fill this gap, VCI set out to understand the state of innovation in the mining industry in 2014. This State of Play report aims to give an objective appraisal of the strengths and weaknesses of innovation in mining. The report has three sections covering both the structure and delivery of innovation in mining:Ecosystem – focused on understanding how the iron ore mining innovation ecosystem system works, including the roles of large and small miners, service companies, researchers and governments. Our recommendations focus on what is required for the system to work well and improve the level and quality of innovation in the industry.Strategy – how do companies define their innovation strategy in relation to their corporate strategy? How are these related to prevailing global and industry trends? How do they communicate this with their business? How successful are they? These are among the questions that this section attempts to answer. Our recommendations are pitched at the executive leadership of iron ore mining and service companies.Delivery – focused on how companies develop and deliver innovation, looking at the success of different structural options, leadership and culture, partnerships and the best approaches to change. A rotary type separator has been developed which separates particles on the basis of their shape. This separator was applied to a particle size range of about 50 - 120 ¦m, and to our present knowledge may be the smallest size range ever to be separated. A theory of the separation is given based on the difference of an adhesive force of the particles: the adhesive force between spherical particles and plate is more powerful than that of irregular shaped particles for the same particle size. These facts have been ascertained by the measurement of an adhesive force by a centrifugal method. US and Japanese patents have been obtained on this separator, which consists of a borosilicate glass cylinder of 150 mm outside diameter, 120 mm in width, and an AC electromagnet. The samples used in this study were mixtures of spherical glass particles and non-spherical shaped glass particles. The results are summarised as follows. In the case of mixtures of spherical particles and irregular shaped particles in the weight ratio of 1:1, the spherical content of the spherical product became 70 per cent - 75 per cent, and in the case of 3:1, the content became 87 per cent - 90 per cent, as the result of one separating operation. However, for a mixture of somewhat rounded particles and irregular shaped particles of weight ratio 1:1, the rounded content varied between 58 per cent - 73 per cent. The feed rate of the particles mixtures was about 0.3 g/min. Newton's Efficiency was 20 per cent - 60 per cent. The separator may find application in shape separation of ceramic powder, metal powder or industrial diamond powder.

The terms measured resources and proven reserves denote the highest level of estimation confidence in all of the major classification schemes. But what do they really bring to today’s project or mine with respect to production planning and expectations? Initial reserve declaration does not need measured resources, just indicated resources. Economic viability of a project is assessed on total reserves with nary a bonus for the amount of proven reserves. Production plans are based on grade and tonnage goals that may only coincidently correspond to proven reserves. So are the measured and proven categories still relevant? Historically, and almost exclusively in underground mines, companies only allowed mining in areas of proven reserves. Some companies still follow that philosophy. But many others will mine a mixture of probable and proven reserves without hesitation. Also what of the undeveloped project in a new district – what is to be made of their declared measured resources and proven reserves? Measured resources are commonly set either by some type of proximity to data scheme or a matter of ‘feel’ based on the qualified person’s experience. The parameters for reserve conversion focus on the project as a whole and then a portion becomes classified as proven reserves almost solely based on whether the resource category is measured. So should the mining industry continue to use these categories of resource and reserve classification? This paper will present arguments about making these categories once again more relevant. A more disciplined usage of these categories may re-introduce their relevancy in public disclosures of resources and reserves. As well a more consistent usage in operations may lead to increased confidence in managing production targets and costs.

Australia is currently developing and engineering a range of specialised processing options for rare earth (RE) (Lynas, 2011, Alkane, 2005), zirconia (Alkane, 2005), lithium (Galaxy Resources, 2008) and other special minerals and metals required in high-tech applications. The processing of lithium, zirconium and RE minerals is based on complex leaching processes which require extensive liquor clarification, solid liquid separation and solids washing. The filtration properties for those leach liquors, residues and precipitates are not well understood and differ drastically according to the process route applied. Thus, filtration test work is essential for equipment selection, sizing and design. Similar types of slurries are filtered in laterite nickel, TiO2 and other chemical oriented processes, while more experience is available here as those processes are applied widely for a number of decades. The increasing need for dry stacking of tailings requires advanced tailings filtration with properties differing drastically depending on tailings properties. More traditional mineral processes such as flotation commonly apply filtration. All of these and other cases require proper filtration test work particularly evaluation of vacuum versus pressure filtration and the need for cake pressing and/or air blowing for filter presses. Bench scale test work and/or pilot plant operation is common to determine filtration rates, achievable cake moisture and wash efficiencies and sometimes filtrate clarity. While those values are important, there is much more valid information to be obtained by filtration test work.This paper discusses the intricacy of filter selection and sizing based on driving forces (vacuum and pressure air, compression by mechanical means and slurry) and parameters (cake thickness, forces and times) and different processes utilised in common filtration equipment. It will discuss the in’s and out’s of filtration test work design, planning, and in particular data gathering, processing, reporting, evaluation and filter sizing from recent examples of bench and pilot scale filtration test work for above applications together with methods for predicting filtration performance for example where test work is lacking. One focus will be the realistic extrapolation of test work results towards different parameters utilised in full scale equipment and plants. The conclusion of the paper will contain checklist for filtration test work.
