'The politics of mining in New Zealand' is a topic I chose myself because of its importance in the future of the New Zealand mining industry. There are many people in the industry who are cynical about politics, cynical about politicians and definitely cynical and often critical of political decisions. In fact, many industry people say they don't want to get involved in politics, they just want to get on with the business of exploration or mining. The point of my address is that politics is important and the industry cannot afford not to participate in the political process.

The Homer Tunnel is located in a remote area of the South Island of New Zealand and carries large numbers of tourists to Milford Sound through an avalanche prone area. The tunnel is 1280 m long with a steep ten per cent unidirectional grade descending to the west. Construction of the tunnel began in the 1930s and was completed to a nominal 6 m width in 1954. In 1996, two passing bays were stripped-out to accommodate bi-directional flow of tourist coaches. During all phases of construction and widening there have been episodes of strain bursting.The condition of the tunnel and standard of internal services is below current international practice, principally in terms of; in-tunnel air quality, fire life safety, ground support, and road safety. A number of near-miss events have occurred involving coach fires on the approaches and inside the tunnel. The national road authority, NZTA, is considering a substantial investment to improve amenity and safety of the tunnel.This paper describes the rationale for the proposed upgrade works and the investigations undertaken to enable that design. A holistic approach to road tunnel safety has been adopted that balances the key interrelated safety drivers, namely; tunnel lining, traffic operations, ventilation, power supply and egress while ensuring continuity of safe access to Milford Sound.

Under the Town and Country Planning Act 1977 the Ministry of Works and Development has a responsibility for providing information to local and regional planning authorities on public works and matters of national development and importance, for the exercise of their responsibilities under this Act. One such matter which has recently become a source of concern is the development of South Island lignite. In 1979 the Ministry of' Energy produced a position statement outlining a programme of' research leading to the possible extraction of lignite in Southland or Central Otago for conversion into about 50 per cent of New Zealand's liquid fuel requirements by 1995. Understandably this possibility has caused considerable concern at the local level, expressed particularly by bodies such as Federated Farmers and the local authorities. In the absence of any factual knowledge short of mere conjecture been able to recommend to local authorities is that they limit their planning period to ten years. After this time more information regarding the size, nature, location and certainty of the proposal will permit a more accurate assessment of the implications of the York. While on holiday earlier this year I took the opportunity to visit opencast mining areas in Germany and England to gain an appreciation of the scale of impacts involved and discuss with those concerned the procedures used in planning for such operations. What follows is a brief description of these operations, a comparison with the likely development in this country and the extraction of what may be some relevant principles of' operation for the planning of an environmentally acceptable project. The Mogalakwena North Concentrator of Anglo Platinum Operations was built with the capability to allow for future projected expansion. Several research groups, currently working with Anglo American on collaborative research over a range of projects, were brought in to review the existing operation, with a view to releasing some specific bottlenecks and providing specialist design input to the potential plant expansion.Based on a thorough review of the high pressure grinding rolls (HPGR) and crushing circuit, a wide range of de-bottlenecking opportunities were identified. This was followed by a series of surveys to provide performance measurements and to model the circuit in detail. From this effort a full simulation of the plant has been developed, including updated models of the HPGR, crusher, bins and screens. These models have been implemented in the researchersÆ Model Development Kit (MDK) version of JKSimMet, and in a prototype dynamic simulator based on the Matlab Simulink software.The observations, measurements and simulations have provided guidance and quantified the benefits of some proposed circuit modifications. Based on these findings a number of upgrades are being planned, with the aim of ensuring full utilisation of the installed equipment. The size by size batch flotation behaviour of copper activated sphalerite from synthetic mixtures with quartz was determined. In terms of recovery of sphalerite, the size fractions could be grouped into coarse, intermediate, and fine ranges. The behaviour of the coarse and fine ranges was significantly poorer than that of the intermediate range in both the extent and rate of flotation.Each size fraction had a fast and a slow floating component.The main effect of changing the copper sulphate addition was to alter the proportion of any size fraction which was fast floating. No correlation could be found, between the amount of copper on the spha:lerite andeither the flotation rate of the mineral or the amount of copper added to the system. It was found that fine particles did not appear to consume greatly disproportionate amounts of copper sulphate during conditioning. A modified conditioning procedure was found to lead to a higher rate of flotation and recovery of coarse sphalerite and to make poss1ble substantial savings of copper sulphate.

Oceana Gold (New Zealand) Limited (OceanaGold) has commenced mining operations at the Globe-Progress mine in the Reefton Goldfield, an area that historically produced 2.1 million ounces of gold from underground quartz lode deposits. During the construction phase of the operation, advanced exploration programmes targeting near-mine prospects commenced. The focus of this ongoing exploration is the discovery of near surface, refractory gold deposits that are amenable to open-pit mining methods and treatment through the Globe-Progress process plant.   One such discovery is the Supreme deposit, located along strike approximately 3 kilometres to the south of the Globe-Progress mine. The Supreme area was tested extensively with diamond drilling in 2006, defining a deposit with similar mineralisation styles and grade to the Globe-Progress deposit. The mineralisation comprises a central core of gold-bearing quartz veins, locally containing visible gold, surrounded by a more extensive halo of refractory, disseminated gold associated with an arsenopyrite-pyrite sulphide mineral assemblage. Three subparallel mineralised structures host the mineralisation. These structures are highly oblique to the country rock orientations, extending approximately 250 metres along a northeast-southwest strike and at least 220 metres down-dip, with an average thickness of 12 metres and moderate dip to the southeast. Records of historical workings indicate that mineralisation extends further down-dip and remains open at depth. 5175 ounces of gold were mined historically at the Supreme deposit. OceanaGold have defined an Inferred Resource for the Supreme deposit of 0.84 million tonnes at 1.46 grams per tonne for a total of 40 000 ounces (at a 0.8 grams per tonne cut-off). Higher-grade zones of mineralisation exist within the deposit and further drilling is planned to test the extent, continuity and geological controls of the mineralised structures.

Essential features of the role of the fill material in mechanized cut and fill mining are discussed, with particular emphasis on its dewatering and strength development after emplacement. The fill material is regarded as a chemically-reactive porous medium, the most important property of which is permeability. Methods are described for measurement of permeability and other fill properties and results of such measurements applied to develop an orderly approach to the operation.

For establishing sustainable material cycle process in human system, a brand new concept should be created, which could recycle the waste materials, which are land-filled and discarded under present economical situation. The concept of 'RtoS' (Reserve (of waste) to Stock) to create 'artificial deposit' of the materials concentrate is one of the best ideas to be applied. From this viewpoint, separation technology, in especial, solid phase separation such as mineral processing technology contributes much to the concentration, making 'artificial deposit' with less energy consumption compared with melting and/or dissolving technologies. Results of rare metals concentration in the e-waste are also introduced as an example with combining novel comminution and parts/powder separation.

Although the Pressure Acid Leaching (PAL) of nickel laterites has been conducted at Moa Bay, Cuba, since the early 1960s, the commissioning delays generally encountered by the æsecond generationÆ of PAL lateritic nickel producers in the late 1990s have demonstrated the potential complexity of the PAL process and the importance of technical risk management in maximising the realised project value. This paper describes some of the strategies used by the Ravensthorpe Nickel Project (RNP) to manage the technical aspects of the Ravensthorpe project risk. Central to these strategies is the use of Front End Loading (FEL) to deal with issues early in the development phase, when changes to the project structure can be made most effectively and cheaply. Such an approach requires a management philosophy that recognises risk as a potential cost, which accepts responsibility for dealing with risk, and which is prepared to provide adequate resources for risk management.

In previous papers (1, 2), the influence on the creep resistance of elements normally found in commercial lead has been recorded. The results in the present paper refer to the influence of calcium, an element which is not found naturally in lead, but which has been used commercially in the form of alloys. It was realised that calcium would act as a deoxidising agent for lead-and in fact it was with this feature in view that both calcium and magnesium were used as additions. Subsequent work (including the results given in the present paper) has tended to diminish the importance which at first seemed to be associated with the presence of oxygen in lead. The structure of the dilute calcium lead alloys has been worked out in detail (S) and the phase diagram shows the existence of limited solid solubility and a compound CaPbs.

Open pit mining has considerable damaging effects on the environment of the mining region. These harmful influences have to be controlled during mining operation until mine closure. Different sections of mined land, such as; pit(s), waste dump(s), tailing pond(s), roads, areas for onsite facilities and free land zones which are not mined, have to be reclaimed through treatment of environmental pollution and implementation of a permanent post mining land use (PMLU) after mine closure. Implementation of a permanent optimal post mining land use (OPMLU) is one the most decisive criterion which effects on reclamation procedure, mine closure and their costs. Therefore to define ultimate pit limit (UPL), mine closure and reclamation costs should be entered in the calculation iterations same as the other variable costs of the projects. Estimation of closure and reclamation costs of a mining project is carried out based on the attained OPMLU and the specifications of the mine site. In this paper, a model is developed to provide OPMLU for pit area through fuzzy multi-attribute decision making (FMADM) technique. The model was implemented on a hypothetical copper mine in northwest of Iran as a case study. Lumber production was selected as OPMLU for the pit area. It is finally concluded that through the developed model, OPMLU for different sections of mined land in an open pit mine project is defined. Also closure and reclamation costs are estimated based on the defined OPMLU to achieve a more accurate UPL.

Post-tertiary training programmes have been designed and produced for geologists at different levels of understanding and expertise in the relationship between gold mineralization and shear zones. A workshop format was used as it allowed both clients and facilitators to participate in the learning process. Evaluation by facilitators and participants refined the workshop programme as an effective skills oriented learning process. The general observation is that post-tertiary training in small, interactive, practical, learning oriented groups is far better than lecture oriented short courses for developing skills based learning. The evaluation indicates that the process in post-tertiary training must include aspects which are both useful and used.

Cobalt/tungsten mineralization at Mt. Cobalt, located 170 km southeast of Mt. Isa in northwestern Queensland, is described. Mineralization occurs in the Kuridala Formation of the Mary Kathleen Group, which is composed dominantly of pelitic schists, carbonates and acid and basic volcanics.Rocks in the region are metamorphosed to amphibolite facies and affected by two generations of tight to isoclinal folds and a third, more open generation of folds. The region is divided into three meridionally trending belts on the basis of structural style, with mineralization concentrated in the central, more highly strained belt.Deformation and metamorphism is probably younger than 1670 m.a., and the rocks are intruded by granitic rocks dated at 1509 ± 22 m.a.Mineralization occurs in shear zones at the contact between an amphibolite and enclosing pelitic schists, and within the amphibolite itself. Mineralization consists of cobaltite and scheelite with lesser chalcopyrite, pyrite, pyrrhotite, i1menite, allanite, xenotime and apatite. The mineralizing event involved addition of K, Cl, CO2 W, As, Cu, Ni, Au and rare earths and depletion of Ca and Na. It altered a hornblendeandesine/labradorite host assemblage to a biotiteoligoclase/andesine-scapolite assemblage. Though tourmalinealteration also occurs, it is probably not related to mineralization.It is concluded that the mineralization and alteration assemblages formed by reaction of saline fluids with amphibolite close to the peak of amphibolite facies metamorphism.The fluids are probably metamorphically derived, and their movement was channelled through high strain zones in the sequence. The material carried by the fluids was derived from the metasedimentary/metavolcanic pile as a whole.Other deposits in the Mt. Cobalt-Selwyn area have characteristics comparable with Mt. Cobalt, and the mechanism for the genesis of Mt. Cobalt may have applications at other areas in the region.

Underground equipment owners and users in order to compete and succeed in being viable business propositions must continually balance costs with productivity. By reducing their hourly ownership, operation and maintenance costs and increasing their hourly production, the cost per unit of material mined will be optimized.

The Phu Kham copper-gold operation located in Laos People’s Democratic Republic (PDR) is owned and operated by Phu Bia Mining Limited. PanAust Limited, based in Brisbane Australia, holds a 90 per cent interest in Phu Bia Mining Limited, with the remaining 10 per cent held by the Government of Laos PDR.The 12Mt/y copper-gold concentrator at Phu Kham commenced production in April 2008. Flotation copper and gold recovery from commissioning was consistently poor, due to the high levels of pyrite and problematic secondary and oxide copper species and non-sulfide gangue.The low recoveries of copper and gold from Phu Kham were recognised during the feasibility study design phase. A bulk sulfide flotation regime in roughing produced high recoveries, however a large capacity cleaning circuit was required and there was risk of not meeting saleable concentrate grade specifications. The installed design offered a capital efficient compromise to ensure that a concentrate grade of 24% copper could be achieved at acceptable recoveries.Incremental improvements in copper recovery were achieved by 2011 through conversion of conditioning cells to flotation cells in both roughing and first cleaning and increased cleaner capacity through the installation of a Jameson cell. In 2012 the Phu Kham Upgrade Project was commissioned to increase mill throughput, along with additional rougher and cleaner capacity to increase residence times at the nominal 16 Mt/y throughput. The marginal reduction in primary grind size due to the additional ball milling power also provided a small recovery improvement.This paper presents the development, design, implementation, and performance of the Increased Recovery Project commissioned in April 2013 which targeted the major causes of copper loss from the circuit. Based on fundamental and detailed test work and mineralogical analysis of concentrator streams, an optimised design was developed which has increased copper and gold recoveries by over 5% and 10% respectively. The Increased Recovery Project has positioned the concentrator to process high pyrite ores that were previously considered untreatable, and opened further opportunities for maximising flotation recovery by de-bottlenecking plant regrind and cleaning capacity.CITATION:Hoyle, A, Bennett, D and Walker, P, 2015. Results of flotation tests on lead-zinc ore from Broken Hill, N.S.W., confirmed that flotation at pH 9 in the presence of cement gave poorer metallurgical results than flotation at pH 7. Additions of 2 kg/tonne wood raspings [e.g. blackbutt (Eucalyptus pilularis), blue gum (E. saligna), brushbox (Tristania conferta), or turpentine gum (Syncarpia laurifolia)l had little effect at pH 7 but greatly accentuated the deleterious effect of cement at pH 9. This was shown to be caused by e:xtractives (e.g. polyphenols and carbohydrate materials) derived from woods at pH 9. The proportion of extractives, as shown by DV absorbance spectra, increased with increase of pH and was affected by various salts.Additions of 1 kg/tonne Al2(S04)3.16H20 when cement or cement and wood were present showed that metallurgical results obtained by flotation were then very simHar to those in the absence of cement or wood or both. This was ascribed to lower pH values in the presence of aluminium sulphate and possibly to specific chemical effects.Additions of aluminium sulphate appear to offer an economic solution to the problem of treatment of ores contaminated with cemented fill at Broken Hill.

The published liquidus data on the Pb-PbS system have been correlated on the basis of one-coefficient Margules equations. Thermodynamic properties of the components of this system have been obtained, and it has also been found that the calculated miscibility gap of this system exists over a very narrow range of temperature (1041 to 1058°C).

Two of the problems long associated with the complete extraction of level pillars in the wide ore bodies of Broken Hill have been: (1) The high cost of maintaining level gangways through areas of slow subsidence to provide adequate trucking roads for the transport of sand filling; and (2) The difficulty and high cost of completely filling depleted areas. This paper deals with the experiments conducted to devise an apparatus for transporting, with the aid of compressed air, sandfill from the underground sand passes to the stopes and describes the sand blower which has been developed. This apparatus has to a large degree overcome the difficulties and removed much of the hazard associated with the rapid extraction of level pillars.Special attention is drawn to the sizing analysis of the sand and to the fact that it is not dry material. "An EXTENDED ABSTRACT is available for download. A full-length paper was not prepared for this presentation. Over the last decade (2005–2014), a total of 439 significant deposits of gold and base metals were found in the world. Twenty (or 4.6 per cent) of these deposits were in the Pacific/South-East Asia (Pacific/SE Asia) region. In terms of contained metal, the region accounted for 1.6 per cent of gold and 13.8 per cent of copper found in the world. With regard to nickel and zinc/lead, the region’s contributions were insignificant.Over the same period, the Pacific/SE Asia region accounted for 6.6 per cent and 12.6 per cent of all gold and copper exploration expenditures in the world respectively. After adjusting for by-product credits, unreported discoveries and likely growth in resource, the unit discovery cost for the region was US$199/oz (compared to a world average of US$50/oz). For comparison, the unit discovery costs for the previous decade were US$55/oz and US$25/oz respectively. The region’s unit discovery cost for copper was US$0.036/lb (versus a world average of US$0.040). For comparison, the unit discovery costs for the previous decade were US$0.026/lb and US$0.008/lb Cu respectively.The region’s mediocre discovery performance doesn’t reflect its distribution of known mineralisation. Some countries within the region have a very good endowment per square kilometre.It is noted that the intensity of exploration (and resulting success) would be boosted if governments provided a more mining- and investment-friendly business environment and generated better precompetitive geological data sets (to identify new exploration targets and boost the country’s perceived mineral prospectivity). A multivariable regression analysis of a decade of data from the Fraser Institute’s mining company surveys found that a ten point increase in the Policy Perception Index or a 0.1 point increase in the Mineral Potential Index could boost (in the short term) exploration expenditures by 1.9 per cent and 2.7 per cent respectively. The copper and zinc contents of herbarium specimens of 11 of the 12 Australian species of Polycarpaea were determined in order to establish background and anomalous values of potential use in biogeochemical prospecting.Cumulative frequency curves were used to establish appropriate threshold concentrations for six species including the "copper plant"' P spirostylis. Collection localities of Polycarpaea specimens with anomalous copper or copper-and-zinc values are under investigation.
