W ho holds title to the continental shelf? As submarine mineral ventures move out into deeper and deeper waters, the dispute over this question is bubbling up with greater and greater urgency. Basically, the forces of disagreement are lined up on two fronts--one nationalist and the other internationalist. The nationalists, or "broad shelf" proponents, view the shelf as a geologic extension of the coastal nations and therefore subject to the sovereignty of these nations. The internationalists or "narrow shelf" proponents, seek to circumscribe the jurisdiction of the coastal nations by a topographic line beyond which all rights would be reserved to an international regime. In the U.S. public sector, three groups----the American Bar Association and International Law Association committees and the National Petroleum Council (NPC) - have taken a stand on the broad shelf. These are joined by AIME, which has consolidated its position in a "Policy Statement on the Outer Limit of National Sovereignty Over Seabed Resources." This statement was adopted by the AIME Board of Directors last October 15 after its submission by Earl Cook, Chairman of the AIME National Affairs Committee, at the behest of the Society of Petroleum Engineers. The main organization holding to the narrow shelf is the Commission on Marine Science, Engineering and Resources.

The Red Mountain district, in Ouray County, Colorado, has been already referred to in the Transactions of the Institute, and notably in papers by Mr. T. B. Comstock, on " The Geology and VeinStructure of Southwestern Colorado" (Trans., xv., 218), and on " Hot-Spring Formations in Red Mountain District, Colorado—A Reply to the Criticisms of Mr. Emmons" (Trans., xvii., 261), and in the paper of Mr. S. F. Emmons, on " Structural Relations of Ore-Deposits" (Tram., xvi., 804). The district has attracted much attention from those interested in geology, because it seems to present a variety of ore-deposits rarely, if ever, met with elsewhere, and one which cannot be described by such well-understood terms as fissure-veins, bedded-deposits, or contact-formation. It will be the scope of this paper to note briefly, from the writer's experience in developing the Yankee Girl, Guston and other Red Mountain properties,—first, observed facts as to the ore occurrence and formation, and second, certain unsolved geological questions. THE bellows are important and necessary agents in most melting processes. In addition to seeing that these have sufficient soft cloth, extend far and wide, and are of good design, including good valves and good long tubes, and that they cannot break and lose the air received, it is very important to give attention to their installation so that they may easily effect their purpose. Therefore I now wish to proceed by noting some common devices for moving them, both with water and with man power, so that you may make use of them as the need arises.

The Bureau of Mines measured the geochemical changes as H2SO4 was used for in situ uranium leaching by Rocky Mountain Energy Company near Casper, Wyoming. Cores and ground water were analyzed before leaching. Water samples were taken from observation wells located between injection and production wells as the leach solution was brought up to full strength in several steps. Measurements were made of pH, Eh, temperature, conductivity, total dissolved solids, dissolved oxygen,HC03, U. V, Na, K, Ca, Mg,S04, CI, Mo, Mn, Fe, AI, Si, F, P, As, and Se. The data were gathered to assist in geochemical modeling of leaching and to study the potential environmental effects of acid leaching. Environmental considerations appear favorable. For example, the concentration of Se, a toxic element often found in uranium deposits, stayed below the EPA standard for drinking water.

The techniques of testing the physical properties of green pellets produced in a batch balling test are described. It has been found that these physical properties, i.e. drop resistance, wet compressive strength, and plastic deformation under load, are generally related to the moisture content of the wet balls. A "criterion" method of analyzing data from a series of batch tests is discussed. This method facilitates the comparison of results of various test series. A time-sharing computer program, which correlates the test data from a batch series, generates the "criterion" values for subsequent comparison and analysis, and produces X, Y plots of the various moisture-strength relationships, is presented. Examples of computer output and use of the "criterion" evaluation method are given.

Four counties in Indiana- LaPorte, Vigo, Vanderburgh, and Switzerland-have potential for deep underground limestone mining because they are in or near high population areas and have no surface-mineable limestone deposits. The principal markets are Gary-South Bend, Terre Haute, Evansville, and Cincinnati. Mineable seams suitable for aggregate are 120-150 m (400-500 ft) below the surface in LaPorte and Vigo Counties, about 90 m (300 ft) below the surface in Switzerland County, and about 600 m (2,000 ft) below the surface in Vanderburgh County. Some deposits are also suitable for high-purity uses or for cement raw materials, which enhances their potential for exploitation.

An economic geologist is concerned primarily with finding deposits of economic value, estimating their tenor and quantity, their shape and position. Thus the primary problems can largely be lumped under three headings: position, character and quantity; and all three are phases of the broader problem of genesis. Distribution, tenor and quantity are of immediate practical importance and are studied constantly by all who exploit mineral deposits. Although the emphasis changes from year to year, the problems of genesis seem more remote and rarely get the serious consideration from the field man that the other three do. Our understanding of the problems of the genesis of mineral deposits has come largely as a by-product of more evidently utilitarian work in the past, and probably will continue to grow in the same manner lor many years to come. However, it might be economically fruitful for the producers to have many competent investigators spending their time chiefly on the problems of genesis of mineral deposits. Many years ago, when first engaged in work for the United States Geological Survey in Colorado, I expressed a conviction which was just then dawning on me by saying that economic geology was turning out to be 80 per cent structural geology, to which Mr. B. S. Butler replied, "Yes, and more than 80 per cent of structural geology is lithology." At the present time there seems to be a widespread feeling among economic geologists that the problems of position or distribution are largely problems of structure and rock types. Types of Research Ptesearch in any branch of geology can be conveniently divided into two types: field research and laboratory research. Ideas are usually dug up in the field, pruned or developed in the laboratory, and taken back to the field for proving. For either the first or last step the field data should he as complete as possible, and the structural geology of nearly all our mineral deposits still needs more detailed delineation. In general, this means mapping on larger seales. The advent of larger drilling, excavation, and milling equipment is resulting in a tremendous increase in the scale and annual tonnage of open pit mining. At the present time, open pits up to 3000 ft. deep, and tailings dams and waste dumps up to 600 ft. high are being planned. One of the major problems that projects of this magnitude create is stability. Stability at open pit mining developments must be assessed for tailings dams, waste dumps, and open pit slopes in overburden soil and in rock. Soil mechanics principles are used to assess the stability for the first three. This science was developed by Dr. Karl Terzaghi in the 1920’s, and since that time the theories and principles have been tested and evaluated. This experience has resulted in the development of sound theoretical concepts, workable sampling and testing techniques, and accurate methods of analysis. Typical problems that can be analyzed include: -bearing capacity of soil under dams and waste dumps. - amount of seepage under and through dams. - stability of slopes and determination of safe slope angles for tailings dams, waste dumps, and open pits. - influence of earthquakes on stability. - influence and cost of different excavation and construction techniques. To assist in comparing engineering experience, an international soil classification system has been developed and used for several decades. In addition, many excellent text books are available outlining soil mechanics principles and techniques. A high degree of technology exists in soil mechanics. This, the mining engineer cannot afford to ignore. If soil mechanics principles had been applied, many major failures involving tailings, tailings dams, or waste dumps, such as those at Aberfan, Mufulira, Luanshya, and El Cobre would not have occurred. Tailings dams are planned in Canada that will be up to 600 ft. high. Construction procedures used in the past have paid little attention to the compaction of the shell material or to the influence of earthquakes on stability. This neglect has led to failures. While failures in low dams may not be too serious, for high dams such failures could have catastrophic results. Another major area of concern is the stability of rock slopes. THE properties required of gold alloys for jewelry are not well standardized, due in part to problems peculiar to certain branches of the jewelry industry, in part to the individual preference of the fabricator and to his willingness to cope with certain difficulties in manufacture, which arise with the use of certain alloys. GENERAL REQUIREMENTS In general, the properties desired may be classed as follows: 1. Color should conform to the dictates of good taste and smart style. 2. Corrosion resistance and tarnish resistance should be good. This is to a considerable extent determined by the carat. Resistance to such corrosive agents as mercuric chloride as well as certain depilatories is unreasonable to expect and difficult to meet. 3. Strength and hardness must be adequate to maintain the delicate contours of finely modeled jewelry. 4. Wear resistance must be great enough to resist abnormal wear, such as is encountered by a wedding ring in a lifetime of wear. 5. Ductility must be sufficient to permit the fabrication of drawn shells, tubes and difficult shapes. Material having a yield point of not less than 60,000 lb. per sq. in., an ultimate strength of 100,000 lb. per sq. in., and an elongation of 40 per cent. is desirable. 6. Melting point should be between 800° and 1200° C.

In the 1st part of this paper a comparassion of the different methods for determining the modules of elasticity and deformation of hard rock is made. It is found that the plate bearing method has a serious shortcoming. The slit flat-jack method seems to be a mare reasonable technique, which is recommended as a desirable method for in situ testing. In the 2nd part, a new test method to determine the properties of deformation and strength of weak plane in rock mass is recommended. Then the relation of weak plane character to the character of stress-strain curve, the relation of normal stress to the character of shear displacement curve and the yielding criterion of weak plane are discussed.

OIL burners, oil furnaces, and methods of installation, have been the subject of many articles, but information concerning oil-burning systems, based upon scientific principles, is still in great demand, especially in the manufacturing districts of our country. Fuel oil, as it is termed (this being the residuum from oil refineries), has for many years been of great service to our manufacturers, and has justified its popularity not only by producing a superior manufactured product, but by turning out approximately 50 per cent. more product than can be made with coal fuel under like conditions. To install a system requiring only an oil-storage tank, a small pump, and an oil-supply main with numerous laterals leading to the various burners, furnaces, boilers, etc., is a comparatively simple matter; and, because fuel oil is very volatile, it is not necessary to heat it, even during the winter months in a very cold climate. Furthermore, only a small amount of power is required to atomize fuel oil, this often being done by a positive pressure blower, or by a mechanical burner. An analysis of fuel oil, together with that of various other liquid fuels, is given in Table I.

With a growth of 718 per cent in the petroleum industry from 1901 to 1931, there was a corresponding increase in the demand for technically trained men in the industry. This was first met by increasing numbers of college graduates from the old established courses in chemistry, geology and engineering. However, a need began to be felt for scientists and engineers specially trained for the petroleum industry. In 1912 the University of Pittsburgh established the first department in any university in the world that offered major work in petroleum engineering and petroleum geology. In Europe, the first major work in petroleum engineering was offered in England in 1913 at the University of Birmingham. The University of California and Stanford University offered major work in petroleum engineering in 1915. Since that time at least 10 other American universities and colleges have offered major work and at least 12 others are now offering some courses dealing with petroleum and the petroleum industry.

Joule-THomson coefficients for two natural gases were determined at pressures up to 600 lb. per sq. in. throughout the temperature interval between 70" and 310°F. From these primary data and available information relating to the isobaric heat capacities of the components at infinite volume, the heat capacities of these gases were computed throughout the above-mentioned range of pressures and temperatures. The enthalpies of the gases were computed as a function of state and the results compared with values obtained by several methods of prediction currently available. Relatively small samples of these natural gases were available, together with their analyses, and the Joule-Thomson coeffi- The Joule-Thomson coefficients were determined by measuring the change in temperature resulting from the passage of the gas through a porous thimble with a known pressure difference and under such conditions that the process was substantially isonthalpic. The details of the apparatus employed for this purpose have been described.' It is believed that the changes in temperature and pressure were ascertained with an uncertainty of not more than 0.3 per cent. However, as a result of deviations from steady flow, it is probable that uncertainties as large as 2 per cent may exist in the measured Joule-Thomson coefficient. The gases utilized in this work were taken from high-pressure separators and were dried prior to use by passage over calcium chloride at pressures in excess of 300 lb. per sq. in. The gases were subjected to the conventional fractionation and Orsat analyses. The results are recorded in Table I. The composition is typical of gases from such sources, with the possible exception of the presence of significant quantities of carbon dioxide in each of the samples.
