The classification and correlation of water analysis data presents many problems which can be solved by graphic methocis. The pattern system, a new type of graphic procedure described in this communication, is believed to have several advantages over older methods. Examples of the application, of the pattern system to the solution of problems encountered in petroleum production are given. Positive ions are plotted to the left while negative ions are plotted to the right. The figure immediately beneath each ion gives the scale. The Falconbridge ore body, on the southeastern periphery of the Sudbury Basin, is definitely associated with a strong shear zone along the norite greenstone contact, in contrast to the "offset" ore bodies sometimes found in this district. To all practical intent and purpose, the dip is vertical. The ore varies in width from a few inches up to 90 ft., the average width being 15 ft. The present zone of mining operations is 6000 ft. long, 85 per cent of which develops commercial ore. The ground on the whole, and especially in the narrower widths, gives rise to reasonably strong self-supporting backs in most places, but the walls, because of strong post ore faulting on both norite and greenstone contacts, tend to be weak, and, at times, slough to a considerable extent. Obviously. then, with vertical dips, strong backs and weak sloughing walls, flat-back cut-and-fill methods are applicable to the Falconbridge ore body, and at present about 70 per cent of the stoping production is obtained in this way. The general method is described in the following pages. In actual practice, there are continual variations, as the mine staff feels that only in that way can new and better methods be developed. Source of Fill The overburden at the property consists of glacial sands and gravels, varying in depth from 00 at the outcrops, which are few and far between, to 150 ft. This condition makes for high initial cost of shaft sinking, always entailing spiling and concrete, but this extra expense is more than compensated for by the fact that the overburden is the source of very cheap fill.

The purpose of the following research, as originally planned, was to investigate the influence of temperature upon the plate-amalgamation process. In order to consider the amalgamation process intelligently, it was first necessary to learn the nature of an amalgam. In the performance of this task it was found necessary to consult a large volume of literature and to perform experimental investigations. The conceptions of the nature of amalgams thus obtained have so important a bearing on the amalgamation-process as a whole, as well as upon the possible influences of temperature, that it was advisable to include them in the treatment of the subject. The broader title is therefore used, even though some features of the amalgamation process have been treated very briefly and others entirely omitted, there being nothing new to present regarding them and their development not required for a clear presentation of the matter in hand. I. Historical Introduction. Gold was one of the earliest metals known to man. Occurring in the metallic state, it could be picked up in nuggets or mashed, as gold dust, from the sand and gravel of streams. Interestiag descriptions of the processes employed in early times for the recovery of gold may be found in Pliny's Natural History and in the treatise by Agricola on ores and minerals. But little progress in the treatment of the ores of gold mas possible until efficient crushing machines were devised. This paper presents results obtained by consider ation of unstable miscible displacement within a porous medium as a quasi-turbulent displacement process, that is, a process characterized by fluctuations around a simpler, mean flow behavior. The instability usually results from the miscible displacing fluid having a viscosity lower than that of the displaced fluid. Such instability is evidenced in suitable experiments by the presence of viscous fingering. A unified theoretical relationship applicable to both stable and unstable displacement is derived. Parameters in the theory are obtained by empirical means. Although the theory describes an idealized conceptual model, agreement with experiment is quite reasonable up to moderately adverse viscosity ratios, such as 17:1. INTRODUCTION Many experimental studies of miscible displacement in porous media have been conducted with prediction of reservoir displacement efficiency as the ultimate objective. Most such studies have utilized lower displacing than displaced fluid viscosity, scaled to potential reservoir fluid pairs. Theoretical approaches have been largely limited to unit viscosity ratios, however, in spite of the necessity for an understanding of the mechanism of the unstable, adverse viscosity ratio displacement process. An obvious reason is the difficulty of describing in mathematical form the viscous fingering characteristic of these conditions. Observation of experiments conducted with dyed fluids in transparent systems suggests an analogy between unstable miscible displacement and turbulent flow in a pipe. In both cases there are fluctuations around a simpler, mean flow behavior. An important difference is that flow behavior of interest in the porous medium is entirely transient, contained within a transition zone between displacing and displaced fluids. Transient behavior complicates description in that coefficients in the equations become variables rather than constants. In the study reported here, the analogy with turbulent flow has been used in treating unstable miscible displacement as a quasi-turbulent displacement process. The purpose has been to derive, even if restricted to an idealized conceptual model, a unified theoretical relationship applicable to both stable and unstable displacement. A relationship meeting these specifications up to moderately adverse viscosity ratios, such as 17:1, is presented. One fluctuation parameter in the theory and dispersion coefficients are obtained by empirical means. The idealized theory is compared with experimental results. UNSTABLE MISCIBLE DISPLACEMENT AS QUASI-TURBULENT DARCY FLOW The miscible displacement of one fluid by another within a porous medium is considered in this study. Flow conditions are such that Darcy's law is applicable. It is further assumed that, by the stability criterion proposed by perrine,1 initial flow conditions lie well within the regime of instability. Thus substantial viscous fingering is assured. We wish to show how this flow regime can be represented as quasi-turbulent. That is, the Reynolds number for the established flow conditions is below that for inertial or turbulent flow within a porous medium, and lies within the regime for which Darcy's law is valid. Yet flow behavior can be described as the combination of some relatively simple average result, and characteristic fluctuations that are superimposed on the simpler behavior. Stated another way, flow behavior includes the movement of layers of fluids with different velocities past or over one another. Such descriptions are characteristic of turbulent pipe flow. The fluctuations in the present case are a direct consequence of the local viscous fingering which accompanies the unstable displacement process. Should displacement become stable, fluctuations would die out. It is of particular importance to note that fluctuations such as these can interact in a way that contributes to material transport by the basic flow. The basic transport equations required for engineering calculations must be modified to reflect this fact.

Experience over a 3-year period in Bethlehem Steel Corporation's plants has demonstrated the reliability of open-hearth roofs of bonded sprung-arch constructzon with burned basic brick. The design principles lor constructing these roofs include a minimum hot-strength requirement for the basic brick, expansion allowances that extend the full roof thickness, structural members to control arch contour, and a specified minimum roof rise. The greater stability of bonded roofs is explained in terms of the basic stress patterns of ring constrution and bonded construction. PRIOR to the development of successful sprung-arch roofs of basic brick, the majority of open-hearth furnaces in the United States were operated with sprung-arch roofs built of silica brick. Although many silica roofs used on open-hearth furnaces were ring-arch construction, Bethlehem Steel Corp. used bonded-arch construction because of its greater stability. In ring construction, each ring of brick is separately keyed and comprises an independent arch with the straight joints between rings traverse to the longitudinal axis of the furnace. In bonded construction, the bricks are laid in rows starting from the skewbacks so that the straight joints run parallel to the longitudinal axis of the furnace. Each brick in a given row is laid so that it spans the joint between two bricks in the row beneath it. Thus, the transverse joints across the arch are broken and the arch rings are thereby interlocked or bonded. When basic roofs were first being developed, the basic brick that were available had low hot strength. Such brick could not be safely used in sprung-arch construction without some means of suspending them. With the development of higher firing techniques by brick manufacturers and the recently introduced direct bonded bricks with high hot strength, the use of burned basic brick in sprung-arch roofs became feasible. The availability of high hot strength basic brick coupled with the potentially lower cost and proven stability of bonded construction prompted Bethlehem's Research Department to study the possibility of using basic brick in bonded roofs. With the full cooperation of plant ceramic engineers and open-hearth superintendents, particularly in 3 years of fur-nace trials, we developed the design criteria for bonded roofs and the corresponding property requirements for the basic brick that are discussed in this paper. DESIGN PRINCIPLES OF SPRUNG-ARCH BRICK ROOFS Stresses in Fixed Arches. A sprung-arch open-hearth furnace roof is generally built on rigidly held skewbacks. The constraint of the fixed support at each end adds a bending moment to the horizontal and vertical reactions at the ends of the arch. Fig. 11 shows the positive direction of forces acting on an arch fixed at both ends. Fixed arches can be analyzed when the members are continuous and have elastic properties. However, brick are inelastic, and arches built with individual brick segments cannot carry tensile stresses. Therefore, for practical solution of brick arches, empirical formulas have been derived from elastic theory that place design restrictions on arch dimensions to avoid development of tensile stresses. McDowell2 cites three main conditions for stability in sprung brick arches: 1) the thrust line of the arch should be maintained in the middle third of the thickness to avoid tensile stresses and resulting open joints in inner and outer curves of the arch; 2) the angle between the line of thrust at any joint and a line perpendicular to the joint must not exceed the angle of repose between brick; and 3) the maximum pressure at any point must not exceed the strength of the arch materials at furnace operating temperatures. The first and third conditions are particularly important in designing sprung-arch basic roofs because of the comparatively low hot strength of basic brick. According to McDowell's equation, if the thrust line is maintained within the middle third of the arch thickness, the unit pressure is obtained as follows: where p = unit pressure in psi, F, = resultant thrust normal to skewback in pounds per foot, t = arch thickness in inches, and z = distance in inches of thrust line from arch axis. When the resultant thrust normal to the skewback acts along the arch axis, z equals zero and unit pressure is simply the thrust divided by the cross-sectional area. If the thrust line moves to the limits of the middle third of the arch thickness, beyond which tensile forces would develop, z then equals one-sixth of the arch thickness and the unit pressure is double that when the thrust line is acting

OF the many items of information necessary to the successful management of the blast-furnace, few are more important than knowledge of the location and movement of the stock: line:—whether the furnace is full and has been kept so; whether the stock is settling regularly or slipping; and, if slipping, how often it has slipped, at what times, and how far at each time. To obtain these data, a man is sometimes stationed at the top of a pair of mechanically-filled furnaces, sim-ply to watch and gauge them by hand in the old-fashioned way. A more recent practice is the suspension of test-rods from ropes leading over pulleys to the ground-level, where the ropes are mound on small drums with graduated peripheries and provided with crank-handles, whereby the skip-man or some other person can quickly and conveniently gauge the position of the stock-line in the furnace. I believe the credit for this great improvement belongs to Messrs. McClure $ Phillips of Sharon, Pa., who were, as far as I know, the first to apply it, and who have a patent for it. The valuable indications gained by application of the Uehling pyrometer to the down-comer are not to be ignorcd; but the information thus furnished is somewhat indirect, and there is no scale for the translation of " top-temperatures " into " feet down." Moreover, this apparatus, as a whole, is delicate, and the cost of installation and maintenance is high. If the record furnished by the Uehling pyrometer is not in the most desirable form, the test-rods, on the other hand, give no record at all, except through the memory or notes of a man who, to say the least, is not gauging continuously, and who may omit to report an improperly low stock-line, if it be due to a fault of his own.

A method based on an approach by Hurst' is developed for calculating water influx behavior. Using this method, superposition calculations may be eliminated. The principal diflerence between this method and that of Hurst is that, over finite intervals of time, constant oil-productton rates are assumed by Hurst whereas constant water influx rates are assumed in the presently described method. By adopting the assumption of constant water influx rate for finite time periods, a method is developed for calculating water influx behavior which lends itself to convenient combination with the material balance equation in the Schilthuis form. Above the bubble point, an equation is given for the explicit step-wise calculation of pressure history for a prescribed oil-production history. Use of this method of calculating water influx behavior should result in a considerable saving of time as compared to superposition calculations when the calculations must be made without using a digital computer. The connection is shown between the method described herein and the method developed by van Ever-dingen and Hursr2 (which requires superposition cal-culations). Also, results obtained using the two methods are compared.

FAILURES in railroad rails have been of vital concern to engineers; railroad executives, rail manufacturers and the general public for years. Failures from transverse fissures originating from internal nuclei have received particular attention in the past 20 years. Dr. J. E. Howard first reported this type of failure in 1911, as being responsible for a wreck-on the Lehigh Valley R. R. in which several lives were lost. Since then many transverse fissures have been found. In 1919, Waring and Hofammann1 etched longitudinal sections of rails in hot acid and found cracks extending both longitudinally and transversely in certain used rails as well as in some new rails.. Since then it has been thought by many that these "shatter" cracks are the nuclei from which transverse fissures subsequently develop in service. Methods for reducing the rate of cooling rails on the hot. bed have been devised to decrease the temperature gradient and consequently the stress gradient in the rails. A study of the tensile properties of rails at elevated temperatures was made by Freeman and Quick,2 who investigated the properties at temperatures through which rails pass on the cooling bed after leaving the hot saw. In their investigation a special study was made of the ductility of the steels in the temperature range 400° to 700° C. In this temperature range it was found that certain rail and other steels showed a marked decrease in elongation and reduction of area. The phenomenon was called "secondary brittleness" and the temperature range the "secondary brittle range." A tentative explanation was presented that internal failure such as "shatter cracks" and "hair cracks" in rails are the result of thermal stresses developed in the steel structure while cooling through the secondary brittle range. The investigation showed that the magnitude of the phenomenon varies for different heats, but that it did not differ for specimens from different ingots or for different rails in a particular ingot. The use of a unique class of sulfhydryl collectors, the monoalkyldithiocarbamate salts (RNHCS2M) as direct collectors for malchite and azurite is presented. Microflotation and laboratory scale flotation tests were performed to define the collector properties of these reagents under a variety of flotation conditions. On the basis of the results, it is proposed that some property of the amine-hydrogen atom in the reagent has a signification influence on the unusual activity of these collectors for oxide copper minerals.

Raymond, New York City: In connection with the subject of multiple tuyeres, my attention has been drawn to the practicability of gaining, without the multiplication of tuyeres, the advantages which that measure is intended to secure ; and learning that this had been attempted in the invention of the Gaines radial-discharge or fan-shaped tuyere, I wrote to Messrs. Gustafson Brothers, of Sequachee, Tenn., who manufacture that tugere, for information concerning the invention itself and its performance in practice. To their courtesy I am indebted for most of the facts given below. I present these statements without expressing any personal opinion on the subject (having no personal knowledge of it), for the purpose of bringing this device to the notice of members, and calling forth both criticism and testimony concerning it. Admitting that definite advantages are to be secured by the multiplication of tuyeres, we must still confess that this change involves considerable expense in the increased number of blastpipes, tuyeres, coolers, connections, and pipes for water-circulation. There is, moreover, a serious question involved in the weakening of the furnace-wall by extra perforations. This consideration applies with special force to furnaces already built without reference to such an increase of tuyere-openings. Ledebur, in his Handbuch der Eisenhüttenkunde, says on this point (I translate from the edition of 1893, page 365): "A limit to increase in the number of tuyeres is given, in any case, by the circumstance that the perforation of the wall weakens it; in other words, that there must be left between the tuyeres a mass of masonry sufficient to carry the parts above. In most cases an appropriate number may be secured by giving to the furnace as many openings as there are meters in its circumference at the tuyerelevel. For instance, for a hearth-diameter of 2.5 meters, i.e., a circumference of 7.7 meters, seven or eight openings might be made, of which, however, one would

Hard-won experience in the operation of smelting plants has pointed the way to the most efficient design and economical operation of a baghouse system for recovery of metallurgical fumes. This paper treats of the principles governing bag filtration and the factors most directly affecting bag life. Methods for temperature conditioning of smoke previous to filtering are described and the evolution of bag shaking mechanisms is brought up to date. THE history of the bag filter process, as applied to the recovery of metallurgical fumes, goes back to 1876, when the Lone Elms Works of Joplin, Missouri, erected a two-section baghouse for filtering fumes from Scotch Hearth lead smelting furnaces. By modern standards this installation was crude, but the basic operating principles remain essentially the same today. Great progress, however, has been made in the mechanization of the process by the use of devices for mechanically and automatically cleaning bags of adhering fumes, in the use of instruments for recording and controlling the variables affecting baghouse operation, and in the conditioning of the smoke previous to filtering. The principles governing bag filtration of fumes were investigated in 1929 by A. J. Seitz of American Smelting and Refining Co., and he arrived at the following conclusions: 1. Pressure on Bags at Constant Volume: The rate at which the pressure builds up in a bag with constant volume is directly proportional to the time, with the same kind of smoke and dust burden (fig. 1). 2. Pressure on Bags for Change in Volume: With equivalent smoke and dust burden, the bag pressure increases with the square of the increase in volume. The rapid increase in pressure is due to (1) increase in volume, (2) increase in amount of dust on the bag, and (3) more intense packing of the dust at higher velocity (fig. 2). 3. Effect of Intensive Filtering on Pressure: Since the pressure builds up directly as the square of the volume, with the same smoke and dust burden, it is necessary to shake the bags in that increased ratio, and vigorously, to keep the pores of the bag open and pressure down. This increases the wear on the bags and the dust losses. 4. Effect of Shaking on Dust Losses: The losses are in direct proportion to the frequency of shaking because the loss takes place immediately after shaking, before the bag seals itself. Tests show that with hand shaking the last 20 pct of the removable dust requires seven times more shaking per unit weight of dust than the first 80 pct. 5. Effect of Fineness of Dust on Losses: The fineness of the dust particle increases the loss in two ways: (1) When the bag is clean a greater percentage of it will pass through before the bag seals itself; (2) fine material penetrates farther into the bag pores, building up pressure faster and necessitating more shaking, thereby increasing the loss. The physical principle of operation of the bag filter is simply the separation of solids from a gaseous carrier through a porous medium, and is analogous to the filtration of solids from liquid carriers. Rockbolting and dowelling are important methods of ground control. Their effectiveness depends upon the compatibility of the support members and the geotechnical behaviour of the rock mass. Detailed geotechnical investigations are, therefore, necessary for the design of effective rockbolting systems. The study described in the paper was concerned with improving the effectiveness of ground control at Mount Isa Mine. The paper briefly reviews the design methods avail- able when choosing a rockbolting system with a view to identifying the most suitable method. Joint surveys were used for the geotechnical assessment of rock mass stability. These were interpreted with the aid of the stereographic technique of predicting the size and shape of potentially unstable blocks of rock in both the roof and side walls of excavations. The geology and ground conditions at Mount Isa are briefly described together with the current ground control techniques. The requirements for ground control have been investigated at representative sites by analysing typical modes of rock failure and using a geological predictive technique. An application of this technique to the selection of a support system in a shallow Coal Measures tunnel is also described. The paper concludes with a general discussion on the effectiveness of this method of site investigation for the appraisal of rockbolting support in mining and civil engineering excavations.

Another key variable is the maximum velocity at which a piece of mobile mining equipment can operate in this limited space. Typical velocity-clearance curves for different mine transportation systems are developed and characterized. Applications of the relationships are examined, emphasizing their significance in designing and controlling mine materials handling system.

INTRODUCTION Methods of linking boundary integral (BI) solutions with finite element (FE) solutions have been well described theoretically in other publications (e.g., Zienkiewicz, et al., 1977). The purpose of this paper is to point out some practical aspects of implementing these linkage algorithms for rock mechanics applications and to describe an alternative linkage algorithm. A not so obvious motivation for using FE-BI linkages is illustrated in Figure 1. The cost of modeling the excavation of the crusher station by the BI method can equal or exceed the cost of an equivalent FE model. This is due to the large surface area which must be modeled by the BI method. In such cases, a more economical approach might be to model the region immediately adjacent to the crusher station by finite elements and link the solution at the periphery of the FE model with a solution for the exterior region. Further economies can be realized if some flexibility in the type of exterior solution is possible. For example, it would be desirable to use a coarse discretization of the FE-BI interface for a BI solution, which would be less demanding of computer storage and time, or to use an analytical solution for the exterior region. The alternative linkage algorithm to be discussed allows such flexibility. BOUNDARY INTEGRAL METHODS There are basically two formulations of BI methods: the direct and the indirect. FE-BI linkage algorithms depend on which formulation is used. The purpose of this section is to briefly describe each method.

IN the history of geophysical exploration by the electromagnetic method many procedures and types of equipment have been used. Source arrangements for surveying on the ground have included long wires grounded at both ends, large loops laid on the ground, small horizontal loops, and vertical loops of moderate to small sizes. Receivers have ranged from simple direction-finding coils to combinations of coils and a bridge circuit to measure quantities related to both amplitude and phase of the received signal. Primary considerations in choosing a survey method are effectiveness, speed, and economy. In work on the ground in which locating and out- lining conducting bodies is the objective, methods using a vertical coil and a simple direction-finder have been found the most satisfactory. Mason1 and his associates applied such a method by setting up a vertical source loop, fed with low frequency alternating current by an engine-generator set. With a direction-finding receiver they surveyed lines along the ground in the plane of the loop, taking measurements at each station of the azimuth and inclination of the magnetic field direction. Deviations of this direction from the normal direction, that is, from horizontal and perpendicular to the traverse line, indicated a conducting body. Recent advances in design of light-weight generating equipment have encouraged using this and similar methods.

Freezeproofing waste dump cars during winter months has long been of concern at Kennecott's Utah Copper Div. open pit property. Waste mining operations at Bingham Canyon use trains of seven 40-cu yd side-dump railroad cars with electric locomotives to service stripping shovels. Waste is transported an average of nearly 3 miles from the mine benches to dumping areas. During winter months, usually beginning in late October or early November, intermittent and continued periods of freezing together with varying amounts of snow cause waste material to freeze or stick to the sides and bottoms of the cars. Because of the physical layout of the pit, it is not feasible to freezeproof all waste trains at one or even a limited number of locations. A waste haulage line usually serves one or two mine benches, so that freezeproofing facilities must be maintained at many locations. For example, at the time of writing 27 salting stations were in use.

The Viburnum ore trend is the largest, single known ore body of lead in the world. Four well-known mining companies operate in the trend, which is approximately 64 km (40 miles) long and up to 610 m (2,000 ft) wide, located some 121 km (75 miles) southwest of St. Louis, MO. Total production from the mines for 1979 was 33 kt/d (36,000 tons) of ore or 472 kt/a (520,350 tons) of lead and coproduct metal. The district is the number one producer of lead, providing 90% of the United States' output with its coproducts, zinc ranking second, and copper and silver both ranking sixth in total US output. Mining is done in a stratiform deposit approximately 305 m (1,000 ft) in depth with the host rock principally dolomite. Ore is mined in large open stopes by the method commonly referred to as room-and-pillar mining. Mining methods and equipment are fairly similar, with the mines classified as trackless, all mining equipment operates on rubber tires. This paper will present a description of the different methods and equipment used to move ore from the active heading underground to the ore shaft for hoisting to the surface. Basically, three methods are incorporated: front-end loader and truck haulage combination; front-end loader and truck, with main line track haulage combination; and front-end loader and truck, with conveyor haulage combination. The logistics of each system, such as method of use, equipment specifications, ore handling rate, and those cost figures that could be made public, will be included.

As I have attempted briefly to show you, gentlemen, the present position of the mining and metallurgical industries of this country offers in several respects most important indications of radical change. This is an epoch for more than one branch of these industries. We are commencing again to export copper; we have shifted the main production of lead from the Mississippi Valley to the far West, besides developing a new production of that metal in Missouri; we have seen the price of quicksilver go up, and the price of iron go down to such an extent as to affect profoundly, on the one hand, the great business of extracting silver by amalgamation, through the Washoe process in this country and the patio process in Mexico, and, on the other hand, the various manufactures employing iron as a raw material; above all, the manufacture of steel. But the epoch which has occurred in the relative value of gold and silver, in consequence of causes which I shall attempt to explain, and among which the extraordinary increase in the silver product of Nevada is not the least; this epoch is, perhaps, the most striking feature in the review of our situation. Since my official duties in connection with the mining industry of the Pacific slope and the Great Interior Basin have led me to pay particular attention to this subject, I have thought it not inappropriate to lay before you a somewhat extended account of its history. It is a topic of peculiar interest, because of the general use of these two metals as standards of value in the exchange of commodities. Neither of them is suitable to be, for the political economist, a real standard of value. That standard is rather to be sought in some more universal product of labor, such as wheat—the relation

AT THE beginning of September, the French eased their pressure against Germany and allowed the latter to, be granted an arrangement for its reparation payments in kind according to the Lubersac-Stinnes agreement. The whole arrangement as to the German reparations is, however, but temporary. The Greeks suffered a disastrous defeat at the hands of the Turks in Anatolia, which rapidly resulted in the expulsion of the Greeks from Asia Minor, the Turks occupying Smyrna about Sept. 10. A few days after entering Smyrna the Turks sacked the city and finally set it afire, creating one of the most terrible destructions in history. At the same time their advance on Constantinople, together with their demands on the Allies, brought them directly in, con-flict with the latter and Great. Britain prepared for a new war, with doubt as to the support of France, whose political interests in the Near East are as different as their economic interests with respect to ;Germany. The Turkish situation became thus a threat against the peace of Europe. A revolution in Greece, followed by the abdication of King Constantine and the return of Venizelos to a function in the Government was one of the conse-quences of the defeat in Asia Minor. Civil war continued in Ireland, with more or less -bloodshed. Economically there has been no change for the better in Europe. In Great Britain there, are no signs of an -important trade revival. In Germany and Austria things are worse. French, Italian and Spanish affairs continue in a bad way. In the United States business is represented as "booming," but many people are inquiring where is the boom? About the middle of September Congress passed the tariff and the soldier bonus bills. The President signed the former and vetoed the latter, with a strong message that won praise among people who understand condi-tions. Congress tried to pass the bill over the veto, but failed. The President signed the tariff bill, which became effective Sept. 21. A severe handicap was thus imposed on American economics.
