The paragraphs quoted, regarding Mr. Hoover's appointment as chairman of the newly organized food board of the United States, are taken from the editorial page, of the New York Times for April 13: ?The country is fortunate in commanding the services of Herbert C. Hoover as Chairman of the newly established Food Board. This is n, problem of first importance. Few realize the extent to which American food stuffs will enter into the decision of the war, and it is doubtful if it has occurred to many minds as yet that we shall have to deny ourselves what we have regarded as necessaries in order to keep our European allies supplied. " Mr. Hoover is one of the leading mining engineers of the country. At the outbreak of the war he put his private affairs aside to become the head of the American Commission for Relief in Belgium. He has had an experience that perhaps no other man has ever had, covering the raising of money and the purchase and distribution of supplies on a large scale; He has been brought into close relations with the neutrals and the belligerents on both sides. By them all he is recognized is one of the best executives brought to the fore by the mar. Mr. Hoover is in a position now to place abilities and experience at the service of his country. He will come back with comparative data that will enable him to measure resources and deficiencies accurately. This appointment gives renewed assurance of our Government's grasp of the problems of war and its resolve to apply, business principles to their solution."

Minas de Matahambre, a copper mine located 100 miles southwest of Havana, Cuba, has produced 10 million tons of copper ore since it was first opened up in 1913. During the mid-1950's the mine was producing approximately 1000 tpd and had attained a depth of 3600 ft. As shown in Fig. 1, the property contains three shafts: the No. 1 shaft, 2100 ft deep and located 2000 ft south of the No. 2 shaft, provided service to the 2100 level; the vertical 3600-ft No. 2 shaft handled all production to the 3400 level; the No. 3 shaft on the northeasterly fringe of the mining area was in a semi-active status.

Because of U.S. Forest Service regulations and the consequent cost of leaving several diamond drill holes open at the same time, it was necessary to develop an electrical method that could be used in one hole at a time to extend known mineralization. This was achieved by balancing the surface current electrodes so that the two potential electrodes in the hole being surveyed were in the same equipotential surface. This condition eliminated stratigraphic response but enhanced any asymmetry due to ore between the hole and either current electrode. This method was successfully used in mineralized holes at West Fork, Reynolds County, Mo., to show the direction in which to extend the drilling into areas of better mineralization.

THE present critical state of the supply, distribution, and utilization. of coal and the necessity for pooling and zoning coals calls renewed attention to the lack of any fully adequate classification of coal. In the past coals have been classified as anthracite, semianthracite, semibituminous, bituminous, subbituminous coals, and lignite, and a few special types, such as splint coal and cannel coal. But under the term bitumi¬nous coal are included a great variety of coals differing markedly both physically and chemically. The term subbituminous coal covers as great a range of chemical differences. In order to distinguish these varieties of bituminous coals it has been customary to designate coals by names derived from the place where mined, or by the name of the bed from which it is mined. Thus, in the market reports, coals are quoted as Pocahontas coal, New River or Sewell coal, Moshannon coal, Ohio coal, Williamson County coal, Jellico coal, and so on indefinitely, no limit being set as to the boundaries of the area to which a given name is applied. Nor is there any scale by, which the coal from one place may be compared with the coal from some other district or some other bed. On the one hand, coals from the same district may be quite distinct and sell at very different prices or coal from the same bed may differ greatly in different districts; on the other hand, coals from different states may be so similar physically and chemically that one could replace the other in practical use without any appreciable difference in service.

Preliminary experimental evidence seems to preclude the use of unlubricated mechanical force drills on the moon. Measured values of the coefficients of friction and adhesion between metallic and nonmetal-lic solids have been shown to increase in an ultra-high vacuum environment. The paucity of real knowledge of the influence of a hard lunar vacuum upon interacting solid surfaces, relegates current proposals to sample the moon with a mechanical force drill, to the equivalent of wildcatting on earth. Within a few years, drilling will be attempted on the lunar surface with tools that have been designed with parameters that are normally considered for most conventional terrestrial drills. Lunar drills must be light in weight, portable, have reasonable penetration rates, low manpower requirements, etc. Although the initial equipment cost is expected to be high, this will probably not be a critical factor. Early lunar drilling will be limited to shallow holes with depths of 10 ft or less. The primary function of these holes will be to furnish samples of lunar surface materials but they may also be utilized for other purposes, such as geophysical experiments. Instruments may be installed in them capable of measuring thermal diffusivity, gamma radiation, etc. As sampling will be the primary objective of the earliest holes, sample contamination is a parameter that effectively excludes such otherwise promising techniques as explosive or plasma jet drilling. The most desirable method is probably some form of mechanical force drilling that has the capability of operating in the extreme lunar thermal environment (125° to 37S°K), high vacuum (10- l3 torr range), and low gravity.

This paper considers the many problems involved in estimating rates of technical change via productivity indexes. In mining, declining ore grades complicate the measurement of progress considerably. The estimates discussed in this article were made for the United States iron mining industry by means of two techniques: a simple model of production with two inputs, and multiple regression. The results can be used to explain the relation existing on U.S. iron ranges between rates of exhaustion, technical change, output per man and the increase in capital proportions observed since World War I. Similar ob-servations can be made on the mining sector trends in the United States, Canada, and Japan. Formidable problems confront the economist attempting to estimate the influence of technological changes on the progress of mineral industries. Peculiar to these industries is the problem of how to adjust any measure of technological progress for the offsetting influence of exhaustion. Exhaustion has long been recognized in the mining industry as a critical dimension. Empirically, it is usually treated as a problem of declining grades of ore either in production or in reserves. There are studies of the trends in mining industries attempting to relate changes in input requirements to changes in grade and technology over time. Most frequently, the measure used to indicate technological progress is average labor productivity, e.g., output per man-hour. However, although such an approach has the merit of being simple and direct, it ignores the influence of other important factors of production such as capital. Without defining both the nature of technological change and of production, it can be very misleading to identify increases in labor productivity with tech-

The investigation of aluminum alloy systems prior to 1923 was severely handicapped by the low purity of the best aluminum available. However, by that time, the electrolytic purification of aluminum had been developed by the Aluminum Company of America,(1)† and in May, 1923, there was initiated, under the direction of E. H. Dix, Jr.,(2) a program for the investigation of the aluminum-alloy systems using the purest electrolytically refined aluminum. Up to the present time 15 papers (3) have been published, most of which are on the binary aluminum systems. Work is now in progress on the ternary systems, and it seems probable that most of the future work will be on ternary systems. Therefore this survey of the binary aluminum systems investigatcd up to the present time (the sixteenth paper of the series) concludes the first phase of this program. Certain qualitative relations between corresponding portions of the various binary diagrams as well as between different parts of the same diagram were noted some time ago by R. S. Archer.(4) In the present paper these relations and others are considered quantitatively by the application of well-known thermodynamic equations or by newly discovered empirical relations. No attempt will be made here to present the history of the development of the thermodynamic equations defining equilibrium or their application to metallic systems, although a list of references is given at the end of this paper for those who are interested in this phase of the subject. The operating plant of The Broken Hill Associated Smelters Pty. Ltd. is situated at Port Pirie in South Australia and it treats to finality the whole output of lead concentrates from the mines of The Zinc Corporation Ltd., North Broken Hill Ltd., and aroken Hill South Ltd. at Broken Hill, New South Wales. Lead bearing ores from other sources are also purchased for treatment and lead scrap and residues are treated on a toll charge basis. The present output of the plant is approximately 200000 tonnes of refined lead per annum and there is a substantial production of by-products including refined silver, gold, cadmium, antimonial lead alloys, copper matte and sulphuric acid. Recently the Company commenced the production of zinc by slag fuming and electrolysis from a six million ton dump of lead blast furnace slag, which has been accumulating at Port Pirie for over fifty years. The slag fuming plant contains two furnaces of conventional design, but features a high degree of pre-heat for the blast air and this is obtained by the use of all-metal recuperators. The raw zinc oxide fume produced by the plant is roasted in a rotary kiln prior to treatment in the leaching and electrolysis sections, which follow conventional practice for nigh current density plants. Present output is approximately 36000 tonnes of electrolytic zinc per annum.

During the latter part of 1930 an agreement was reached among operators in Rumania to curtail the production of oil to about 100,000 bbl. per day. This agreement lasted only a few months and 1931 shows a new peak in production with an average yield of 136,900 bbl. per day as against an average of 116,600 bbl. per day for 1930. The total production for 1931 was 49,210,000 bbl.; an increase of 18.4 per cent over the previous year's production. It is interesting to compare the percentage production of the major companies to the potential production figures determined by the Government in September, 1930 (Table l), on the basis of which the proposed curtailment was to have been made. The three companies listed first in this table show an increase in average production for 1931 over their estimated potential production rating. This increase might be attributed at least in part to the recent development of the Boldesti field, which is controlled by these companies and of which the production at present is nearly 10 per cent of the total oil output for Rumania. Among the other fields, Moreni still holds first place with an output of 33.6 per cent, followed by Gura-Ocnitzei with 29.3 per cent. INTRODUCTION Mount Isa Mines Limited operates a major mining complex at Mount Isa in northwest Queensland, Australia. The location is arid and remote, some 600 miles distant from the nearest port of Townsville on the eastern coast (Fig. I). Current mine production is 6 million long tons per annum comprising 3.8 million tons of copper ore and 2.2 million tons of silver-lead-zinc ore. Copper ore production is scheduled to increase to 5.8 million long tons per annum by 1973 and a new silver-lead-zinc mine is being developed at Hilton, 13 miles north of Mount Isa. The Mount Isa and Hilton orebodies occur in a single stratigraphic member, termed the Urquhart Shale. This shale is conformable with several other sedimentary formations striking north-south and dipping approximately 65º west. The silver-lead-zinc orebodies occur in bands conformable with the shale bedding and tend to be of tabular shape, varying in width from a few feet to nearly 200 ft. The copper orebodies occur in breccia bodies, locally known as "silica-dolomite", within the Urquhart Shale and tend to be more irregular and massive with widths up to several hundred feet. The detailed geology is described by Bennett (1 2). At present, production comes almost entirely from underground operations with only about 25,000 tons per year of carbonate ore from open pit operations. The mining method used in the copper orebodies is sublevel open stoping with pillar recovery by pillar blast before stope filling or by sublevel caving after stope filling. A large primary sublevel caving operation was also carried out until recently in one of the orebodies. The wider lead orebodies are mined by sublevel open stoping, with or without pillar recovery, while cut and fill stoping is used in the narrower orebodies. Details of the mining methods are given by Davies (3). The company's interest in open pit mining stems from a large open pit which was mined out in 1965 and a further large open pit planned for future production. In addition, the company is currently evaluating several large ore deposits in Australia and New Guinea. All of these orebodies would be mined by open pit methods and rock mechanics studies of slope stability are now a standard feature of all open pit evaluations.

Fluorite was one of the most critical of the nonmetallic minerals because of the increased demand for it as a flux in basic open-hearth and electric steel furnaces and as a raw material for the production of artificial cryolite used in the aluminum industry. Wartime developments in the technology of hydrofluoric acid, such as the use of the anhydrous acid as a catalyst in production of high-octane gasoline and the use of organic fluorides as carriers for insecticides, also increased the demand for acid-grade fluorite.f In 1943 the consumption of acid-grade fluorite was advancing at a more rapid rate than production, and was only slightly less than production during the latter half of the year.' The outlook for the postwar market for fluorite is encouraging. Steel production is expected to remain high until the domestic demand for commodities not manufactured during the war is satisfied. The uses for hydrofluoric acid are expected to increase under the impetus of war-initiated research. Longhole sublevel stopes excavate ore with which the production geologist has only remote contact; therefore, predicting grade and tonnage from such a stope can be a problem. However, the longholes themselves yield data that can be used to improve those predictions. Here, a radial distribution method of weighting sample data is discussed, which is useful in forecasting grade and tonnage from certain longhole sublevel stopes.

IN a study of the rate of decomposition of ½ -in. cubes of limestone, dolomitic limestone, and dolomite in a sweeping nitrogen atmosphere, Joseph, Beatty, and Bitsianesl found that the zone of calcination advanced at substantially a constant rate at a given temperature. The purpose of this paper is to show that their data indicate at least two processes occurring when the above carbonates decompose. It is suggested that there are two processes occurring temperature range and the other the limiting process over another temperature range. The data of Joseph and co-workers have been extended by use of the Arrhenius equation, Eq. 1, a relation beween the velocity constant k of a reaction and the absolute temperature T.

THE texture of cold-drawn copper wire has been described most often as a composite of [Ill] and [loo] directions aligned parallel to the wire axis.' Hibbard2 suggested that sufficient reduction will result in a single [111] texture and reported that after a reduction in area of 96.4 pct, such a texture was nearly obtained. Other work3-4 has shown that recrystallization within the temperature range of 300" to 1000°C does not alter the texture established by cold-drawing. In general, however, the texture of cold-drawn end annealed copper wire is not as well defined as the deformation texture. In the work reported here it was found that the double-fiber, deformation texture persists even after a reduction in area of 97.3 pct, and after recrystallization the texture is practically all [l00]. The wire used in this work was prepared in the following way. A 3/4-in. diam length of annealed OFHC copper was cold-drawn to a diameter of 1/8 in., a reduction in area of 97.3 pct. Each step in the drawing operation brought about a reduction in area that varied from 6 to 10 pct. Short lengths of this wire were etched in a 50-pct solution of nitric acid to a diameter of approximately 0.01 in. The texture of the cold-drawn specimens was determined with the conventional X-ray transmission diffraction technique using filtered copper radiation. The X-ray beam was directed perpendicularly to the wire axis and the diffraction rings were recorded on a flat film. Fig. la is typical of the photo-grams obtained and reveals that the cold-drawing schedule described above introduces a distinct, double-fiber texture with both [Ill] and [l00] directions aligned parallel to the wire axis. Supplementary measurements with a Geiger-Mueller counter of the intensity of reflection from (111) planes showed that the [111] component was much more predominant than the [l00]. Additional specimens of the drawn and etched wire were annealed in a salt bath at temperatures from 300" to 450°C. The texture of the recrystal-lized wire was studied with the same technique applied to the cold-drawn wire. Fig. lb is an X-ray photogram of a specimen annealed for 1 ½ at 300°C and is typical of those obtained from re-crystallized specimens. The photogram shows that recrystallization of this material is accompanied by the almost complete elimination of the [111] component of the deformation texture. A pronounced strengthening of the [100] component was evident from intensity measurements with a Geiger-Mueller counter. In summary, the deformation texture of cold-drawn OFHC copper wire, after a reduction in area of 97.3 pct, may still be described as a composite of [Ill] and [loo] directions aligned parallel to the wire axis. Recrystallization of such wire at temperatures from 300" to 450°C introduces a texture which consists almost entirely of a [loo] alignment. The outstanding developments of the year in southwestern Pennsylvania were the establishment of the Summit Fayette County gas pool and the gas pool in Nicholson township, Fayette County, and Monongahela township, Greene County, as major producing areas, and the indication of four new shallow gas pools. Curtailment of drilling for shallow gas is expected to follow order M68 of the Office of Production Management. Gas completions were approximately 70 per cent higher, oil completions nearly 25 per cent lower, dry holes were unchanged and drilling wells as of Dec. 31, 1941, nearly loo per cent higher than last year. Shallow Development Oil.—Outside Butler County, only 11 producers were drilled, with a total initial of 221 bbl. The best of these was in a portion of Gilmore township, Greene County, which ordinarily produces gas. This well flowed 77 bbl. in 11 hr., along with about one million cubic feet of gas from the Fourth (U.Dev.) sand. Washington County had a 10.20 and a 25-bbl. well in Morris township and a 20-bbl. well in South Franklin township. These were all in the Fifth Sand. The price of oil to Jan. 27 was $1.80 per barrel, when a 15¢ increase was made. This was followed by a raise of 20¢ on Apr. 23, 15¢ on May 21, 20¢ on June 18 and 25¢ on Aug. 14. The last increase was canceled on Aug. 23 by the Office of Price Administration, which pegged southwestern Pennsylvania crude at $2.40 per barrel. Gas.—An almost doubled initial production of natural gas is the result of the large increase in number of wells drilled. The outstanding discovery of the year was in the vicinity of Armbrust, Hempfield township, Westmoreland County, where a well drilled to what at first was considered the Bayard sand, but what is now known to be the Fifth (U.Dev.) sand, at 2100 ft. found nearly 5 million cu. ft. of gas. Since this completion 14 wells have been finished, only one of which was dry, giving a combined total open flow of approximately 15 million cu. ft. The sand is 35 to 40 ft. thick and the saturation extends through most of that thickness. Rock pressure, which is 1040 lb. per sq. in., is abnormally high. An area of only about one square mile has been proven but some of the 24 new wells drilling as of Dec. 31 will no doubt extend it considerably. This development has taken place in an area heretofore considered to have had little prospect. There were three good wells in other parts of Westmoreland County. One well in Franklin township, which had 12 million cu. ft, of gas in the Fifth sand, was entirely surrounded by dry holes but is still pro- . ducing at a high rate. In Bell township a 1.6 million cu. ft. well was found in the Speechley (U.Dev.) sand and in Washington township the same sand produced 2.7 million cu. ft. with shut-in pressure of 970 Ib. at 2820 ft. This well is offset by two dry holes and one well with a capacity of only 10 M cubic feet.
