With the environmental movement beginning in the late 1960's came a deluge of permit requirements for the mining industry. Coal mining has been one of, if not the most, severely impacted of the mineral industries as a result of the passage of the Federal Surface Mining Control and Reclamation Act of 1977. Numerous provisions of this Act and numerous regulations developed under authority of the Act are being challenged in differing levels of the judicial system across the United States. Such court cases have had varied success. Numerous other regulatory programs that are not quite as dramatic as the SMCRA have presented an unending regulatory problem for mining operators. My comments in this presentation relate primarily to the major Federal and State agencies and their legal responsibilities which we in the coal mining industry must address in order to receive authority to construct and operate surface coal mines in the State of Wyoming. A list of the Federal and State agencies one could deal with in an application is as follows: 1. Bureau of Land Management (BLM). BLM is responsible for deciding where and when to lease federally owned coal and for establishing terms and conditions for leases. BLM also has some control over surface reclamation on federal land, i.e. regrading to eliminate highwalls, covering of spoils, maximum extraction of coal to limit future disturbance, contemporaneous reclamation, etc. BLM is also responsible for designation of federal lands unsuitable for all or certain types of surface coal mining operations. 2. Geological Survey (USGS). USGS coal mining responsibilities apply only to Federal and Indian lands and concern compliance with production requirements including diligent development, minimum production levels, royalty payments and resource protection, and

Development in the Jackson gas field, Hinds and Rankin counties, for 1935 continued at a slow pace, there being only nine wells drilled on the structure, of which five resulted in gas producers and four in dry holes. There were no wells drilled deep enough during 1935 to test any of the horizons below the producing Selma chalk. There are 113 producing gas wells in the Jackson gas field, with three wells on the southeast edge of the field making some oil with a large quantity of salt water; this oil comes from the same horizon as the gas. The combined open flow of the 113 gas wells is about 4,100,000,000 cu. ft. The proven area of the field is approximately 8000 acres. The production of 10,291,000,000 cu. ft. for 1935 represents the largest yearly pull from the field by almost a billion cubic feet. The total production from the field to date is 45,104,000,-000 cu. ft. It is interesting to note that the rock pressure has dropped from 1010 lb. per sq. in. initial to 943 Ib. at the end of 1935, a decline of only 67 lb. in 6 years. There is a difference of opinion as to the age of the deepest formation tested on the Jackson structure; some people holding that it is Tuscaloosa, others, Trinity, and still others that it is Paleozoic, probably Pottsville. The production of the Amory gas field, Monroe County, continued to decline and the capacity was far under the demand. Originally there were four producing wells in the field with a combined open-flow capacity of approximately 15,000,000 cu. ft. and a rock pressure of 680 lb. per sq. in. At the end of 1935 only two wells were producing with a combined open-flow of less than 1 million cu. ft. and the rock pressure down to 100 lb. or less. No attempt has been made to drill new wells in the immediate field but three wells are being drilled in the county in an effort to secure new supplies of gas. The wildcat operations for 1935, with only 11 wells drilled, were the lowest since 1932, just about one-half the number drilled during 1934. None of the wildcat wells drilled in 1935 resulted in producers and, so far as the writer is aware, did not uncover any large structures. The 11 wells drilled were abandoned or junked at comparatively shallow depths, except the well drilled in George County to 6928 ft. by the United Gas

PERHAPS the outstanding characteristic of the newly elected President of the Institute is his rare ability to set aside nonessentials, and pick out the few basic elements on which a valid conclusion on any question can be drawn. This holds whether he is appraising a mining enterprise, selecting a man for an important position, deciding whether to buy or sell a bond, or choosing the best method for mining a huge body of ore. For example, he has pointed out that the two primary factors that make for success in a copper-mining venture are a large reserve of reasonably good ore and competent management. Contact metamorphism of coals is any physical or chemical change in the character of a coal directly attributable to heat of surface or intrusive igneous rocks. Coal beds so affected are found in the United States, England, Alaska, Mexico, New Zealand, Greenland, and other countries. Particularly in the United States, there is a wide occurrence of contact altered coals; conspicuous examples are found in Colorado, Utah, New Mexico, Illinois, and North Carolina. During a recent examination of coal beds on Yampa River, in northwestern Colorado, the author had an opportunity to make some detailed observations on the contact metamorphism of coals. In this field, coals over an area of 20 sq. mi. have been affected by dikes, sheets, and sills;' samples of the coals were systematically collected and analyzed,2 with the view of obtaining more specific data on the character of these alterations. The investigation was threefold in purpose: to secure information on the lateral effects of a dike cutting a coal bed, on the range in vertical effects on coal beds overlying sheets or sills, and on the range in the vertical effects on coal beds underlying sheets and sills. Favorable field conditions, such as fresh outcrops and newly dug prospects, made possible many of the field observations and collections. The coals studied in this field belong chiefly to the Mesaverde and 11Laramie" formations. The Mesaverde coals, on the average, are blocky low-rank bituminous coals; the "Laramie" coals, which are considerably younger, are of subbituminous rank. The coals of both formations, in the northeastern part of the Yampa field, have been greatly affected by basalt intrusives, yielding all variations of carbonized coal from natural coke to the unaffected material. SPECIAL polishing and etching techniques were developed during an investigation of the high temperature mechanical properties of high purity aluminum (99.995 pct Al).* Electrolytic polishing was done successfully in the following electrolyte: 5 ml perchloric acid (72 pct), and 95 ml glacial acetic acid. No special precautions need be taken during the preparation of the electrolyte since no appreciable heat of mixing is evolved. Although the electrolyte is not an explosive, it is recommended that Jacquet's safety rules' be followed during the polishing operation. A voltage of 25 to 60 v gives a good polish in about 2 min at room temperature after preparation on 3/0 metallographic paper. Most of the grain boundaries are visible under the microscope after polishing. Since the current is controlled essentially by the resistance of the bath, it is necessary to keep the anode-to-cathode distance as constant as possible. Accordingly, polishing of irregularly shaped pieces will be difficult. A cooling bath and a stirring system are advisable in order to keep the temperature of the bath uniform and constant. Coarse-grained samples can be macroetched in a few seconds by lowering the voltage below 10 v. This is done after electrolytic polishing, without removing the sample from the bath, Fig. 1. The specimen can be repolished in less than 1 min by raising the voltage above 25 v. The "galvanic etching" technique, which has been described elsewhere,' was found to be helpful not only for macroetching, but also for microetching coarse-grained specimens. In fact, the different orientations of adjacent grains provide good contrast at the grain boundaries, when the sample is observed under polarized light. If the specimen is only partially etched, Fig. 2a, the grain boundaries can be located without completely destroying the appearance of the surface of the specimen. The unetched surface appears black under polarized light. Excellent color contrast is obtained by using a "sensitive tint" plate in the optical system of the microscope. In this case, the unetched surface has a magenta color, while the etched part of the sample assumes different colors varying from green to brown, according to the orientation of the grains. Etch pits were produced on high purity aluminum by using the technique suggested by Lacombe and Beaujard." Good results also were obtained by substituting 70 pct nitric acid for the fuming nitric acid recommended. This gave an etching reagent of the following composition: 70 ml nitric acid (70 pct), 50 ml hydrochloric acid (37.5 pct), and 3 ml hydrofluoric acid (48 pct). An example of the results is shown in Fig- 2b. The outline of the etch pits is revealed sharply if the specimen is observed under polarized light, as shown in Fig. 2c. With this issue of the Bulletin, the Institute puts into operation a plan which it has long had under consideration for enlarging its field of usefulness to its members. We refer to the Index to periodical literature bearing on mining, metallurgy, and related subjects, which will be found in the advertising section at the end of the Bulletin. The Index is printed on alternate pages so that anyone who desires to compile a card index can readily clip the items and paste them onto cards. By its affiliation with the Engineering Societies Library, the Institute possesses unexcelled facilities for the preparation of this Index, since practically every important engineering or technical paper published anywhere in the world is regularly received by the library. The items for publication in the Index are first selected by the library staff, but their final approval and their order of arrangement remains in the hands of the editor. A word should be said in explanation of the system of classification that has been adopted. It will be noted that the classification is extremely broad, no attempt having been made to gather the references into closely specialized groups. Our reason for breaking away from the modern tendency toward minute specialization is based upon the fact that the fundamental principles underlying all engineering are not by any means so diversified as has commonly been supposed. For example, it is not at, all unlikely that an engineer engaged in large-scale ore mining in the Southwest can profit by observing the methods employed by his colleagues in the Pennsylvania coal mines. It is notorious also how extensively the brotherhood of chemical engineers has profited by the. earlier experiences of the ore-dressing and metallurgical engineers. If the Index were minutely sub-divided, it would always be possible that the coal-mining engineer, for example, might fail to observe a most important paper because it happened to be listed tinder the head of iron mining. For this reason, mining practice in general is consolidated under one head. The same line of reasoning applies to other divisions as well. In order to make the Index of practical value to all members of the Institute, wherever they may be situated, the library will undertake to supply, for a nominal charge, an abstract, a translation, a typewritten copy, a photostat copy, or the original of any article in the Index. Requests for service of this character should be addressed directly to the Engineering Societies Library, 29 West 39th St., New York. Members are urged to cooperate toward the success of this new departure by sending us suggestions. Although every effort has been made to anticipate the wishes of the members, it is almost impossible to foretell what services may be most useful to our 7000 constituents. Furthermore, it is known that some men prefer one method of classification while others would find another method more convenient.

For a number of years the production and use of super-purity aluminum (better than 99.99 pct) has been steadily increasing. High-grade lots of. such aluminum show certain outstanding characteristics not found in lower grades containing principally silicon, iron and copper as impurities. One such characteristic is the so-called "self annealing," that is, the re-crystallization of the heavily cold worked metal at room temperature.' Interest therefore is aroused as to the effects of the impurities. It is well known that the amounts of silicon and copper which occur in aluminum of better than 99.95 pct are completely soluble, at least at elevated temperatures (above 200°C). Iron, on the other hand, is known to be fairly insoluble in solid aluminum. Thus, a knowledge of the limits of this solubility would he of considerable use in studying the characteristics of the high purity metal. All investigators have agreed that iron has very low solubility in solid aluminum. Rosenhain, Archbutt and Hanson2 reported traces of an aluminum-iron phase in the "purest samples of aluminum obtainable." Gwyer and Phillips3 reported that an iron constituent was visible under the microscope in metal containing ".0088 per cent iron." Roth4 found that in the solid state the solubility of iron in high purity aluminum was 0.01, 0.01, 0.017 and 0.022 pct at 225, 320, 500 and 600°C respectively. Dix5 working with alloys containing less than 0.03 pct impurities, concluded from microscopic and chemical analyses of eutectic areas that the eutectic composition was close to 1.7 pct iron. Dix placed the eutectic temperature at 65s°C. Archer and Fink,6 using high purity aluminum-iron alloys, found that the hypoeutectic liquidus intersects the eutec-tic horizontal at 1.7 pct. This is in fair agreement with the investigation of the aluminum-iron system by Gwyer and Phillips who placed the eutectic at 1.89 pct iron with a freezing point of 653'C. Preparation and Chemical Analysis oP Alloys Electrolytically refined aluminum (99.991 pct aluminum) and a high purity alumi-num-iron alloy (11.45 Pet iron) were used in the preparation of the alloys for this investigation. To aid in controlling the iron content of the experimental alloys, an alloy of lower iron content was prepared first from these materials. The high purity aluminum was melted and heated to about 700°C in a plumbago crucible coated with alundum cement and the aluminum-iron alloy was then added. The alloy was thoroughly stirred, fluxed and skimmed and then chill-cast into notch bars. The aIlalyses of the three materials are given in Table I. The alloys for the determination of the solid solubility of iron in aluminum were prepared by melting 600 g total of the aluminum plus the required quantity of the aluminum-iron alloy (No. 92531). In tnany oil and gas fields, significant investments are required in piping networks for collection, injection and disposal of various fluids. This paper treats the problem of optimally locating the trunkline(s) for a given systet to nlinimize both the total length of piping connecting the individual wells or lease batteries to the trunkline and the length of the latter. Single and multiple trunklines, varying line sizes, and grouping of wells are considered. Some attention is paid to the case of a curved trunkline. A field case is treated and conclusions are that the problem of locating a single trunkline is relatively straightforward while the location of multiple trunklines requires further research. INTRODUCTION la many oil and gas fields, significant investments are required in piping networks for collection, injection and disposal of various fluids. A single field may concurrently require piping systems for gathering of oil, gathering of gas, injection of water or gas and disposal of salt water. Two problems arise in the consideration of any one of these networks. The first involves the sizing of the various segments of the network to minimize piping and compression costs. The second problem, treated herein, is that of optimally locating the trunkline(s) for a given piping system to minimize the total length of pipe connecting the individual wells or lease batteries to the trunkline. This minimization problem may arise in field automation if it involves replacement of individual lease batteries by a central field battery which will require trunklines and connecting pipelines to individual wells. The problem also arises in connecting a gas pipeline through a subsidiary trunkline to wells in a gas storage field. The first analysis given below treats the case of a single trunkline and of separate connecting lines for all field units.* The analysis is then extended to consider multiple trunklines and common connecting lines for groups of field units. Varying sizes, and therefore costs, of the connecting lines are taken into account. A simplified development is given to illustrate the manner in which line sizing calculations may be integrated with the line placement problem. This study is primarily directed toward the placement of straight trunklines, although for certain field shapes or well distributions curved trunk-lines might be preferable. Some mathematical consideration is therefore given to the placement of a curved trunk-line in a field. The determination of optimal locations for two or more trunklines involves some difficulties which are discussed below. The need for further research in this area is emphasized. The problem of a single trunkline is solved in relation to an actual oil field. The problem of optimally locating two trunklines in the same field is also treated and the results are compared to the single-trunkline case. All calculations reported were performed on an IBM 7072 digital compker. The importance of right-of-way, roads and terrain in locating trunklines and connecting lines is realized. The present analysis is advanced on the premise that in planning piping networks one should start with the optimal conditions whenever possible and proceed therefrom.

GENTLEMEN : Herewith are transmitted the reports of your Treasurer and the Chairmen of your standing committees on Admissions, Membership, Papers and Publications, and Library for the calendar year 1931. To these reports you are referred for further details of the year's activities. Finances.-Depressed industrial conditions prevailing throughout the year were reflected in a substantial decline in current revenue. Aside from interest on sundry special funds (but including that from the Life Membership, Library, and General Reserve Funds) total receipts amounted to $168,274, compared with $194,636 in 1930. The principal items of decrease were $17,000 in advertising income from the monthly magazine MINING AND METALLURGY, and about $9,600 in dues and initiation fees. Of this shrinkage $4,000 is accounted for by decrease in the number of new members enrolled; and $5,600 by diminished income from current dues and arrearages. This naturally has coincided with an \ increase in delinquency and "drops" or suspensions for nonpayment of dues. The decline in advertising income, amounting to 38 per cent as compared with that of 1930, in general paralleled the experience of all technical and trade publications; and it is problematical whether 1932 will show as large a return from advertising as did 1931.

In recent years the constitution of the high-silver aluminum-silver alloys has been extensively investigated. Hansenl has reviewed the literature to 1935. More recently, Obinata and Hagiya,2 Hofmann and Volk,3 Taziri4 and Tishchenko5 have confirmed the general features of the phase diagram in the region around 25 atomic per cent aluminum. In this paper we present the results of high-precision measurements of lattice constants of the silver-rich alpha solid solution in the homogeneous range and the neighboring two-phase regions. These results are used to establish the nature of the solid solution, the identity of directly measured densities with those calculated from lattice constants and the homogeneity limits of the alpha solid solution with respect to three different neighboring phases. A study of the earlier investigations indicated that the last two subjects in particular required new and accurate data. Experimental Procedure Preparation of the Alloys.—The alloys were made from high-purity silver and aluminum. The silver was "Proof Silver," 99.999 per cent pure, supplied by the U. S. Metals Refining Co. The aluminum was 99.97 per cent pure (contained Si, 0.009 per cent; Fe, 0.0016 per cent; Cu, 0.004 per cent) and was supplied by the Aluminum Company of America. The lattice constants of these two materials have been reported by Jette and Foote.6 Weighed amounts of the two metals were placed in alundum crucibles and melted in vacuo in a high-frequency induction furnace. The melts were allowed to cool in the crucible, the ingots thus obtained weighed about 10 grams. These ingots were then filed clean, hamered, again cleaned and given a homogenizing anneal in vacuo of from 6 to 15 days at temperatures ranging from 500" to 695°C. The ingots were air-cooled from the annealing temperature. Lattice-constant Measurements.—Carefully prepared filings for X-ray analysis were sealed into evacuated quartz or Pyrex tubes and annealed for various periods of time at suitable temperatures. The furnaces used were vertical, rapid-quenching furnaces, the samples being quenched by crushing the sample tube under water by means of a heavy plunger. The general X-ray technique has been previously described6 The cameras were of the symmetrical, back-reflection, focussing type. Ka, radiation from a cobait-nickel alloy target was used. The wave-length values were taken from the second edition of Siegbaum's book.7 A correction for the index of refraction was applied and the lattice constants were calculated by the method of Cohen.8, 6 The lattice constants were calculated to a common temperature of 25°C., using the value of the linear expansion coefficient of pure silver as 18.9 X 10-6. The lattice constants of these two materials have been reported by Jette and Foote.6 Weighed amounts of the two metals were placed in alundum crucibles and melted in vacuo in a high-frequency induction furnace. The melts were allowed to cool in the crucible, the ingots thus obtained weighed about 10 grams. These ingots were then filed clean, hamered, again cleaned and given a homogenizing anneal in vacuo of from 6 to 15 days at temperatures ranging from 500" to 695°C. The ingots were air-cooled from the annealing temperature. Lattice-constant Measurements.—Carefully prepared filings for X-ray analysis were sealed into evacuated quartz or Pyrex tubes and annealed for various periods of time at suitable temperatures. The furnaces used were vertical, rapid-quenching furnaces, the samples being quenched by crushing the sample tube under water by means of a heavy plunger. The general X-ray technique has been previously described6 The cameras were of the symmetrical, back-reflection, focussing type. Ka, radiation from a cobait-nickel alloy target was used. The wave-length values were taken from the second edition of Siegbaum's book.7 A correction for the index of refraction was applied and the lattice constants were calculated by the method of Cohen.8, 6 The lattice constants were calculated to a common temperature of 25°C., using the value of the linear expansion coefficient of pure silver as 18.9 X 10-6. The investment analysis methods that are most generally accepted in the mineral industries in the mid-80's are presented along with their advantages and disadvantages. Also covered are current widely-used practices for introducing the uncertain nature of most of the important variables in an investment analysis, which is contrasted to the former dominance of deterministic analysis. Finally, the discussion turns to current practice for handling the two critical areas: cost of capital and inflation. The advice contained is reinforced with data from a survey of current practices in the petroleum industry.

Now that a determined public effort is being made on this side of the Atlantic to create a steel ship-building industry, the materials that are demanded for this purpose assume a new interest to the American metallurgist. In the past, the uses of metals in this country have been almost exclusively connected with the land, while in England their application to marine purposes has been equal in importance to that on shore. In the future the same should be the case here. This is the reason for bringing a somewhat nautical or rather naval topic before a body the chief interests of which are supposed to lie in the mines and mountains of the interior of the country. A modern war-ship or " ocean-grayhound" (like the City of Paris) is an epitome of philosophy and human skill. In her graceful lines we have, as Ruskin might quaintly say, a " builded geometry ;" while in her wonderful machinery for motion, offensive and defensive, we have the summation of the ideas of a host of students who have, at one time or another, during the course of a hundred years of her evolution, contributed their intellectual mites to render her a thing of beauty and of power.
