THE principle of sliding or graduation in royalties is accomplished either by the block, period, cumulative, or class method. The block method calls for a very low royalty rate on all oil produced up to. a certain amount. This amount would normally be that which is believed to suffice to repay the cost of the well. A higher rate would be charged after the well is making a profit. This method, common in many industries, is peculiarly inadaptable to any industry such as this where the productivity per day of the units gradually and inevitably decreases. This, for reasons given later, is because it forces an early abandonment of the well and so offends against conservation. In the period method, the royalty rate is changed by some definite amount when the well produces less than a specified quantity per day or other given unit of time. While simple to explain, it operates badly because a great deal is made to depend upon a small reduction in production, whereas the reduction as a matter of fact declines rather erratically owing to the exigency of lease management, connecting of tankage, and vagaries of the gaugers. These disadvantages are obviated by the cumulative method. In this method, all the production less than a certain amount per week has one rate of royalty, or none at all, and the oil produced in excess of that amount pays an additional rate of royalty. In the long run the calculation is probably no greater than with the period method, for simple tables will be published and printed in the oil papers that can be cut out, enabling quick readings to be made. Even without the table the calculation is easy with the few royalty rates, two or three, which would be used. In this method, the amount paid in royalty declines gradually, rather than suddenly as in the period method.

This paper is based on the formula that the petroleum industry is sick—find the cause, eliminate it, and the industry will get well. There is perhaps no difference of opinion that the cause is overproduction, actual or potential. But that, again, is a result rather than a cause. The problem is to study the influences that serve to keep production and consumption out of balance. Production control is a popular theme and a natural one at this time when the whole world is unstable; but production control in its popular sense means little more than the application of emergency measures while danger threatens. Economists differ as to the effectiveness of these, most of which are designed to alleviate and not to cure, but we assume there are none who question the wisdom of promoting conditions under which economic forces are permitted to operate freely in bringing about stable conditions. The petroleum industry suffers from two classes of economic ills that serve to promote overproduction; namely, those which are common to all industries and those which are peculiar to this industry. It is of the latter I wish to speak. Strange to say, government is responsible in large part for this latter class of ills that affect the petroleum industry and we are coming to recognize that only through the assistance of government can they be corrected. Instability of the petroleunl industry, in so far as human agency was involved, had its inception in 1875 when a Pennsylvania jurist, called upon to make a decision for which there was no precedent and fancying he noted some resemblance between the so-called fugitive nature of oil and gas and that of wild game, made mention of that resemblance. Other courts being impressed by the analogy enlarged upon it, and gradually fixed upon oil and gas a legal status in certain important respects similar to that of wild game. Although later the courts abandoned this analogy, certain practices that developed out of that early concept have continued to this day and are largely responsible for the industry's present plight. The majority of the work done in the field of rock mechanics uses as a basis for analysis the classical linear theory of elasticity. Most workers in rock mechanics realize that removing the assumptions of homogeneity and isotropicity will bring the analysis of stress-strain relationships for geologic materials closer to reality. However, the algebra involved in reducing these restrictions is usually heavy. It is the purpose of this paper to relax the condition of isotropicity to that of orthotropicity and examine the sensitivity of this change for some simple geometries. In addition some necessary relationships between stress and strain for orthotropic materials will be developed. The recent years have seen an increasing interest in the field of rock mechanics. This is amply demonstrated by the number of articles appearing in the technical literature. The majority of these articles use as a basis for analysis the classical linear theory of elasticity. In addition, the assumptions that the material under consideration is elastically homogeneous and isotropic reduce the number of constants necessary to write an analytical relationship between stress and strain to two, e.g., Young's modulus and Poisson's ratio. Most workers in the area of rock mechanics realize that removing the conditions of homogeneity and isotropicity will bring the analysis of stress-strain relationship for geologic materials closer to reality. However, the algebra involved in analysis without imposing these restrictions is usually heavy. It is the purpose of this paper to relax the condition of isotropicity to that of orthotropicity and examine the sensitivity of this change on stress concentration for some simple geometries. In addition, it is shown that the expression for maximum stress concentration for some simple geometries considered can be further simplified if further assumptions are made. THE Colorado Plateau uranium province is in a mining boom rivaling the most colorful days of the early West. The application of scientific skills and the use of modern and novel mechanical equipment, however, is unique. No metal has ever received such concentrated effort from geologists and mining engineers. Moreover, no other metal has had the variety of tools available for finding and mining ores. Radiation detection equipment, bull- dozers, truck-mounted wagon and core drills, jeeps, airplanes, helicopters, tractor loaders, self -propelled 3-wheeled dump cars, front-end loaders and fleets of modern trucks are some of the present-day tools of the uranium prospector and miner. Because uranium is so vital to our national defense, the Atomic Energy Commission has offered many incentives for its mining. Through a series of circulars, the AEC has established base price schedules and various incentive payments. The incentive payments for acceptable ores from domestic mines are: (1) a guaranteed base price of $3.50 per Ib for ores assaying 0.20 pct U3O8 and more; (2) premiums based on grades above 0.20 pct U3O8 as for example, ores assaying above 0.50 pct U3O8 receive $1.00 per lb premium; (3) a development allowance of 506 per Ib of U3O8 contained in ores assaying over 0.10 pct U3O8 (4) an ore haulage allowance of 64 a ton mile for a maximum of 100 miles; and (5) an initial production bonus which may amount to as much as $35,000 in addition to all other payments. The producers have been guaranteed this policy until Feb. 28, 1957. The other four will continue until April 1962.

Attempts to locate domestic supplies of sillimanite have been unsuccessful until recently. This paper describes recent discoveries of sillimanite-bearing schists in the Southeastern States, with emphasis on geology of the deposits, mineral composition, origin, and reserves. Statements concerning possible methods of mining, milling, and utilization of sillimanite are given. Results from refractory tests on a laboratory scale are summarized.

Until recently, probably the best means of sampling airborne dusts has been the impinger method. Dust-laden air is drawn into a sampling tube, and the particulate matters separated from the air and collected in the liquid in the impinger. A sample of the suspension is prepared on a slide and counted through a projection microscope. This method is simple and reliable, but it does suffer drawbacks. Since the collected particles must be counted visually, results of the dust count are taken. This seriously impedes studying the effectiveness of dust inhibitors, such as water sprays, or making adjustments in equipment. Greatest disadvantage of all, however, is the tedious task of counting particles in the sample. With the growing desirability of taking more samples, the effort involved in making these counts is a real factor in the cost of dust control. Finally, it is generally recognized that impinger dust counts can be related to health hazard only for specific kinds of dust and under similar conditions. This is because the rather complex mechanism of dust damage depends so much on size distribution of the dust. Counts determined by impinger samples cover a limited size range that does not necessarily correlate with retention by the lungs and upper respiratory tract.

There are few industries in which power is more important to successful operation than mining, and none in which it is so difficult to ohtain power cheaply. Fuel is usually expeusive in mining districts, ana the ma chinery may be widely scattered and located in places difficult of access. The work is often so intermittent and variable as to prevent the economical use of steam. Mining operations are likely to exhibit accumulations of comparatively small and inefficient engines, numerous boilers and long lines of wasteful steam-pipes. Conlpressed air, as a means of transmitting power, is so handicapped by losses in the compressors and piping that it is limited to short distances and to the operation of apparatus requiring power, without regard to cost. To-day, electricity is rapidly replacing other methods of power-distribution, primarily because it is practically independent of distance. By selecting a potential proportional to the length of transmission, the cost of electric conductors and the e5ciency are the same for all distances within reasonable limits. For instance, a given amount of power can be delivered either 528 ft. away at 100 volts, or 50 miles at 50,000 volts, with the same total of copper per H.P. and with exactly the same loss of power in the transmissioo-circuk. This independence of distance permits the selection of the place most advantageous for power-development as a site for an electric power-plant, and the co~~centration there of the generation of all the power required within a radius of many miles. The powel.-site may be at a fall of water, if one is available, or a steam-plant can be built where fuel and supplies are cheapest, or where suflicient water is available for boiler-feed and condensing purposes.

PECIMEN preparation for electron metallography involves several steps, such as polishing, etching, replicating, mounting, and shadowing. Although each step must be done with care, the operation requiring the utmost attention is etching. Proper etching is important because the relief pattern developed on the surface of the specimen by the etchant, and reproduced as minute differences in thickness of the replica, determines entirely the amount of detail seen in the final micrograph. The characteristic colored stains, sometimes used in light metallography to simplify identification of certain microconstituents, cannot be tolerated because there is danger of introducing artifacts in the replicating operation. It is also quite difficult to remove plastic replicas from stained specimens. A suitable etchant for electron metallography must, therefore, in all cases exhibit a preferential attack upon each of the microconstituents present sufficient to result in a difference in surface elevation. When only two microconstituents are present, it is not too difficult to find a suitable etchant since their physical or chemical properties are generally sufficiently different to result in a marked difference in attack by the etchant. For example, picral (a saturated solution of picric acid in methanol used as an immersion etch) is a satisfactory etchant for the specimen shown in Fig. 1 consisting of iron carbide particles embedded in a ferrite matrix.'

The prevailing system of locating wells on a rectangular basis, as shown in Fig. 1-A, has developed because of the exigencies of offsetting at boundary lines. When, however, a very large tract is being drilled, it is often possible to abandon this inferior method for the superior arrange- ment known as "staggering," which is illustrated in Fig. 1, B and C. A fairly complex analysis is required to select or evaluate a piece of excavating and bulk handling equipment for its performance. At present, there is little agreement as to what points should be considered, and even less on what procedure to follow. This paper provides both of these in a consistent and direct form. The analysis applies to all types and sizes of equipment. The importance of the equipment characteristics, job activities, and work conditions are stressed. Separate analytical stems are established in a flow chart for these. They are combined using suitability tests in: problem statement; natural conditions; suitability guidelines; appropriate equipment types; operational activities; encumbered space; geometric design; equipment sizing; failure and limits; performance and consumption; public policy checks; and costs and profitability. Public policy and economics receive emphasis towards the end. The procedure is iterative, containing distinct feedback loops. Specifying the steps and sequence provides a necessary structure which has long been overdue.

Until the end of 1960, the small primary aluminum industry in Australia was run by the government. The entire operation was at Bell Bay on the north coast of Tasmania. It consisted of an alumina plant and smelter, owned jointly by the Commonwealth and the State of Tasmania. Apparent domestic demand that year was about 48,000 long tons; 11% thousand came from Bell Bay; the rest was imported. By March 1964, Australia had two fully integrated aluminum companies. The government has stepped out of the picture and the key word of the industry from bauxite to metal is "growth." Present annual capacity of the two companies for making aluminum metal totals 92,000 long tons a year. Australian demand is about 60,000 tons. By 1968 Australian consumption should be 90,000 tons and by 1970 it is expected to reach 107,000 long tons per year. Export markets for bauxite, alumina and metal are developing.

A PRACTICAL program of education for workers of the mining industries is being formulated by the Federal Board for Vocational. Education in cooperation with the States in which this industry is a dominant one. The Federal Government last year passed a law, known as the Federal Vocational Education Act, that provides for the promotion of vocational' education and for cooperation with the States in the promotion of such education in agriculture and trades and industries and in the preparation of teachers of vocational subjects. More than 1,000,000 men in the continental United States are employed in mines and quarries. The following table, from the-1910 Census Report, shows the relative importance of mining and manufacturing pursuits: Manufactures Mines and Quarries Employees 7,405,313 1,109,410. Capital $18,428,269,706 $3,380,525,841 Value of product $20,672,051,870 $1,238,410,322 Of the more than 1,000,000 men employed in mining, almost three-fourths are engaged in the, production of bituminous and anthracite coal; one-fifth, in the production of copper, iron, lead, zinc, and other metals; and the remainder in getting out structural and miscellaneous materials from quarries. The meeting of the needs of the coal-mining industry, therefore, is the problem of greatest importance in the point of numbers to be served. Moreover, the dangers in coal mining are greater than in metal mining. Practically all States have set up educational and technical standards , for the position of foreman, boss, superintendent, etc., and every applicant for these positions must have a certificate of competency. The qualifications, too, are becoming increasingly difficult in the field of technical information. In some States, every miner must have a certificate, which is issued by the mine examining board. only after an oral examination.

Ed¬munds, Anderson and Waring are to be commended for their excellent work in so painstakingly reducing to constants, the variables believed to be associated with these types of stress corrosion. An ammonia stress-cracking apparatus similar in many respects to the one described has been assembled. Certain aspects of its construction may be of interest. Tensile loading of the specimens, which are usually Y8-in. diameter wires, is accomplished by springs acting in compression in compact, portable, tubular assemblies weighing less than 10 lb. The lower end of each assembly contains the test specimen and is passed into the test chamber for exposure to the moist ammoniacal atmosphere. There is considerable convenience in being able to load the specimens in a portable unit, which may be warmed to prevent condensation, and then thrust instantaneously into the test chamber. Spring loading obviates the use of weights, but it has the disadvantage of allowing some relaxation of the load if the specimen elongates during corrosion. The maximum loss in load found so far was 20 per cent. The air supplied to the test chamber is humidified by passing it through thermo¬statically controlled water. The air is dispersed into fine bubbles by being forced through a porous ceramic filter at the bottom of a tank containing about 10 liters of water. The occurrence of the tellurides of gold and silver, even in small quantities, is so rare that their metallurgical treatment has engaged little attention. A residence of several months at one of the few mines in North America the product of which consists entirely of such ore, has led me to arrange a method for its economical treatment. The mine referred to is the Huronian, situated a few miles distant from Jackfish Lake, in Ontario, Canada. The plan proposed is for this peculiar case, and is put on record as possibly suggestive and helpful .in any similar instance, should it occur. Since freight-rates from the mine to the nearest railroad-point were extremely high, and for other economical reasons, the method proposed is modified by the use, as far as possible, of the machinery already at the mine, and is so arranged that bullion instead of concentrates would be obtained as a final product. The ore-vein at the Huronian mine varied in width from about 4 feet at the surface to 2 feet and less at the lowest level—125 feet —and dipped southeast about 88. The rock consisted, on both foot- and hanging-walls, of soft, green Huronian slates carrying much highly crystalline but barren pyrite. The ore carried an inconsiderable amount of galena with iron and copper pyrites, argentite, hessite, sylvanite (or petzite), and probably altaite, the telluride of lead. Near the surface the ore showed considerable native gold, but this disappeared with greater depth. Two complete analyses of minerals containing tellurium are here attached, as they establish the presence of two important compounds: I. This discussion of accounting will describe the statements and the information that the accounting system produces, from the point of view of those who use such systems rather than of those who prepare them and who do the detail and technical accounting work. In any well organized mine, quarry, or other enterprise exploiting a mineral deposit, no matter how small, some clerical and accounting work must be done. Miners and other employes must be paid, supplies must be purchased and issued, and various tax and information returns, which even the smallest enterprise must file, have to be prepared. In this chapter it is assumed that the enterprise has employes of this type and that they understand the fundamentals of record keeping and accounting. It would be impossible here to give sufficiently full explanations to enable a man with no previous clerical and accounting training to set up and operate an accounting and cost system for even the simplest extractive operation. Rather, we shall hope first, to tell the investor and the operator, from the chief engineer or president down to a subforeman, what to expect from the accounting statements and records and how to use this information in his daily work; and second, that it will enable the man with some knowledge of accounting or bookkeeping, but with little or no experience in any extractive industry, to set up and operate a satisfactory system for a mine or other extractive enterprise. For readers who wish to go further, the bibliography at the end of this chapter contains many references. The emphasis has, therefore, been placed on the statements to be produced and the purposes for which they are to be used rather than the underlying books and records. These are, with a few exceptions which will be described later, essentially what might be found in any industrial enterprise and would probably, in the extremely small enterprise, consist of handwritten journals, ledgers, analysis books, payroll books, and stores ledgers. In the larger enterprise, various types of mechanical accounting would be introduced in proportion to the complexity of the operation.

INTRODUCTION The primary purpose of comminution circuits in the mineral industry is to reduce an ore to a particle size that will permit separation of the valuable minerals from its gangue constituents. Wide variations in the mineral content and physical characteristics can and do occur throughout a given mineral deposit From the standpoint of their effects on the comminution characteristics of an orebody, these variations may not be identified by the normal sampling and analysis procedures utilized to delimit an orebody and to characterize its grade distribution. The proper design of a comminution circuit for a mineral deposit is very important to the success of that enterprise. It is also an expensive unit process both from the standpoint of capital and operating costs. It is, therefore, essential that any sampling program be designed to identify the variations that may occur that will affect this circuit. Because of the variety of comminution systems that are available, it is also essential that the sampling and subsequent evaluation program be sufficiently comprehensive to identify potentially inappropriate systems or flowsheets. It would be impossible to describe in a single chapter the techniques and approaches that should be utilized for sampling every type of orebody. Each orebody is unique and requires a sampling and testing program designed to its specific requirements for exploration, characterization and circuit design. The following is a general discussion of the guidelines to be used and considerations to be made in establishing such a program. SAMPLE SELECTION When sampling an ore deposit for the purposes of equipment and flowsheet selection for comminution, it is important that the sample composites for grind testing be chosen on the basis of how they will affect the comminution circuit rather than just how they might affect the subsequent metallurgical operations. For example, grindability, classification and liberation size characteristics are more important to the comminution circuit than ore grade. Mineral deposits may contain a multiplicity of ore types that can vary extensively in the dissemination of minerals and optimum liberation size requirements; and may also vary as much as 100% in ore hardness. The accumulation of samples for grind characterization should be done in such a way as to allow the identification of this variation. A proper mineralogical evaluation of the samples obtained to characterize an ore deposit can be a great aid in identifying the individual ore types within the deposit
