Sodium sulfite as a zinc retarding agent in the selective Hotation of complex lead-zinc sulfide ores was discovered by the writer in the summer of 1919 in the testing laboratory of the U. S. Smelting, Refining & Mining Co.'s gravity concentrator at Midvalc. Utah. It proved to be the first reagent to give consistently good results in the laboratory on the cornpanj's Bingham ore. In December, 1919, C. A Lemke, concentrator superintendent, recommended that a flotation unit be added to the existing gravity mill to handle the mill slimes, using sodium sulfite as the zinc depressant Owing to the poor lead and zinc markets and the unfavorable royalty schedules offered by the Minerals Separation Co., the project fell through at this time. In 1921, a number of laboratory tests were made at Midvale. on other ores, among them ore from the Sunnyside mine at Eureka, Chlo. Both sodium and calcium sulfites were used with succcss on this ore. Early in 1923, further tests were made at Eureka, shortly after the Sunnyside company had resumed operations after a two-year shutdown. AS a consequence sodium sulfite was given a trial in the mill. The pressures of urbanization are forcing producers of construction minerals either to transport their product greater distances or find new mineral sources. In areas with significant urban development near the coastal zone, offshore resources may prove to be an economically attractive alternative source. This paper addresses the economic viability of offshore mining of fine mineral aggregate. It proposes a model using a mathematical programming formulation based upon past research on both the onshore construction aggregate industry and the coal industry. The model is then used to assess offshore mining economics in the greater New York metropolitan area. Results show that in this region total consumer cost would be reduced by offshore mining of fine aggregate. In addition, increasing economies of scale could be realized by progressively larger mining operations. The distribution of these savings is also discussed.

To solve this problem costly hand-mining methods were replaced by cheaper mechanical methods, which eliminated the need for the lifting of bottom or the brushing of top in excessive quantities, which was essential if proper height for hand loading1 was to be provided. During this period long-face mining was an outstanding development. In its favor in comparison with any other method were the ease with which undercutting machines could be used, a differential in powder cost of about fifteen cents per ton in favor of this method over mining from a solid chamber or pillar face, and a greater production per day from a single working place, resulting in lower capital expenditures for a given total production, closer supervision and lower transportation cost. The long faces were drilled by jackhammer and undercut by machines. The coal from the cut was loaded into mine cars placed on the gangway road by means of a double-drum mechanical scraper engine and a mechanical V-type scoop. A tugger hoist was used to spot empty cars at the loading point from a supply placed at the operation by an electric mine locomotive. During loading the roof was supported by vertical wooden props paralleling the face. After the loading was completed the scraper engine and the ropes that had been used to propel the scoop in the loading of coal transferred the props to and along the face. A row of unfilled cogs was then built parallel to the new face and about 6 ft. from it. These cogs were usually made 6 by 3 ft., the longer dimension paralleling the face; they were placed on an average at 12-ft. centers. These wooden cogs were left in place and were buried later by falling roof. Attempts to remove them were never successful. WINFIELD SCOTT MORRIS, known from Coast to Coast within the petroleum industry as "Buck" Morris, is and has been for several years an outstanding man in the Petroleum Division of the A.IM.E., so it is most natural to have him as the Chairman of the Division. "Buck" has been such a vociferous promoter of everything TEXAS that most of his friends believe him to be a "Longhorn" by birth-but the records show he was born at Wilmington, N. C., on July 29, 1901. He worked his way through college and graduated from the University of North Carolina in 1924 with a B.S., followed by a C.E. in 1927. His graduation thesis was entitled "De¬sign of a Modern Oil Refinery."

This study outlines the history of metal mining in Japan and the characteristics of the industry as they existed from 1925 to 1945. Mining and milling operations are described together with the role of the Japanese Government. A description of post-hostilities conditions and the present state of the industry is included. MANY of Japan's larger and better known mines date back to the early centuries of the Christian Era. The first stimulus to mining in Japan came through the growth of Buddhism, A. D. 600 to 700, and the attendant need for copper and other metals for temple ornaments and statues. During the Feudal period, 1333 to 1568, mine operations were expanded to meet the demand for ornament metal and for financing of campaigns. After removal of the seat of government from Kyoto to Tokyo, about 1600, the Tokugawa Shogunate placed great emphasis on mining, and many new mines were opened, some of which are still operating. Toward the end of the Tokugawa period, mining had declined sharply from its earlier peak. The easily worked, high grade portions of the orebodies had been exhausted, and the mining techniques then available could not exploit the deeper, lower grade ores. Similarly, extraction of metal from the sulphide ores presented a major problem. With the Meiji Restoration in 1868 and the rapid opening of the country to western ideas came a rejuvenation of the mining industry. Mining, milling, and smelting processes were greatly improved, resulting in the extension of development work into hitherto inaccessible portions of orebodies. The demand for metal during World War I stimulated activity throughout the industry; copper mining, particularly, expanded to a point where Japan ranked second among world producers.* During the depression following the war, mining underwent a severe contraction in activity, recovering slowly during the late 1920's only to undergo a further setback in the worldwide depression which started in 1929. Mineral output declined in 1930, but the beginning of Japanese expansion, 1931 to 1932, brought about an increase in the output of mine products starting between 1932 to 1934. Production continued to rise, the peak output being attained 1939 to 1943 in virtually all commodities. The greatest production of iron ore, chromite, and manganese was not experienced until 1944 when blocked imports, coupled with strong demands for steel, provided the needed incentive. Through necessity, Japan produced much of her mineral needs from her own mines at high cost during World War 11. Taking the 1932 to 1936 period as an average, however, Japanese mines produced only 16 pct of the iron available to industry, 8 pct of the lead, 33 pct of the zinc, and 68 pct of the copper. Nearly all of Japan's output of gold, silver, copper, lead, and zinc between 1925 and 1945 came from 30 to 49 pct of the mines for which production data are available; for example, 66 of 174 gold-silver mines accounted for 98 pct of the output of this group. Further analysis of mine output indicates that a large part of Japan's metal output was derived from a few large mines; about 10 gold-silver, 15 copper, 3 lead-zinc, 5 manganese, and 2 iron mines account for most of the production. The mineral industry of today is faced with a number of dilemmas, not the least of which grows out of the series of related facts-world mineral consumption is growing, and is expected to continue to grow; maintaining adequate capacity to meet needs will require very great capital investment over the next decades, investment which must be measured in billions of dollars; much of the new production must come from remote and relatively underdeveloped countries; many of the areas in which such development must take place are not areas in which private capital enters without some trepidation. There are real problems in financing new mineral development-problems which have occupied the thoughts of many in the industry. One group which is currently providing part of the answer, and perhaps pointing the way to further progress in the future, is the World Bank. Loans from the World Bank are arranged usually for countries which are attempting to develop their economies through expanded industrial production. More often than not they are for the development of electric power projects or transportation facilities. Although we consider the mineral industries to be basic factors in industrial development and very important factors in the early stages of development of a country, few of these loans are for mineral development-no more than a half dozen out of a total of well over 300 loans which have been granted to date. Yet the World Bank has played a far more important part in world mineral development than these figures would indicate. The few loans for mineral development which it has made are important, but of considerably greater importance are the secondary effects of many of the non-mineral development loans and some of the special services which the Bank also offers.

THE native methods of mining and milling gold-ores in Korea may not present any specially new features, but are chiefly interesting as primitive practices, still followed at the present day. In mining where the rock is hard, wood is piled up near the face of the tunnel or drift and then set on fire. The fire bums for twenty-four hours, after which, three or four days are given for the rocks to cool, before the miners go in and extract the loosened material. The only tools in use are a hammer, a steel gad about five inches long, and a flat spoon-shaped basket. The pay-streak or chute is closely followed, and in places the workings are very small and intricate. Rock not yielding more than $6 per ton is not extracted. The manner of opening a mine is to begin on the outcrop, where the rock pays, sink a shaft or run a tunnel on the vein, and follow the pay-streak and more easily worked ore. When this is exhausted, or the influx of water interferes, the opening is abandoned and operations are begun again at a new spot on the outcrop. The place usually selected is as high up on the mountain as possible, and in no instance is advantage taken of the topography by running a cross-tunnel to tap the vein. The ore is brought in baskets to the surface, and there placed in sacks, holding about 150 1bs. each, and taken to be crushed. The rock is first crushed between two stones, as shown in Fig. 1. The upper stone is oval and rounded on the bottom, so that it can be readily rocked on the under stone. Two pieces of wood, used for handles, are placed, one on each side, in grooves in the upper stone, and held in position by means of straw rope. The lower stone is not smooth on top, but exhibits three elevations running lengthwise, with shallow depressions between them. The middle elevation acts as a fulcrum on which the upper stone may be rocked. From two to ten men, according to the weight and size of the stone used, are employed in rocking. With four men, from 300 to 350 lbs. of rock can be crushed per day, the stone making 50 complete oscillations per minute. The men squat on each side of the stone and move it to and fro by means of the wooden handles. The ore is fed, in pieces up to the size of an egg or even larger, by one of the men. The object of this graphic method is to estimate the weight of the casting, which is to be made from a given pattern, when the cross-section is not a uniform geometrical figure. Such an estimate is a very important guide to the foundryman, who would otherwise guess at the probable weight of a casting of new design, and, in trying to be on the safe side, would probably melt an unnecessary amount of iron. It is also an aid to the designer of a new car-wheel pattern, who must otherwise estimate from general experience the probable weight, have test-wheels made, and correct the pattern afterwards, so as to obtain the weight prescribed. For the method here described, an accurate drawing of the pattern is employed. This gives a closer result than a drawing of the wheel itself, for the following reasons: 1. Calculations based upon the actual dimensions of the wheel involve the erroneous assumption that the specific gravity of the casting is uniform throughout; and upon that basis the calculated weight would be wrong, because the amount of metal poured has shrunk in the mould, acquiring the highest density in the outside chilled portion, and growing less dense through the mottled to the gray portions. 2. Calculations based upon the dimensions of the pattern or " chiller " assume that the cooled metal will not have shrunk, but will have the volume of the pattern and a uniform density. These assumptions, though erroneous, counterbalance each other. For instance, the patterns and the chiller which give a wheel 33 in. in diameter when cold, are respectively 33.5 in. in diameter. This shows a shrinkage for wheel-iron of about & in. (ordinary gray pig is commonly assumed to shrink about 1/8 in.) per foot. Wheels cast in 33.5-in. chillers do not always have the

MANY existing ore deposits of valuable metals have been worked out in their upper surface levels and the continued productivity of these mines is dependent on their extension to greater depths in the earth. The maximum depths at present reached are about 6000 to 8000 ft. below the surface, with no evidence of an impoverished ore vein. These mines are widely distributed; some of the best known are in South Africa, Brazil, India and in the western sections of the United States. Among the factors which increase the difficulty of working these mines at increasing depths are hoisting, rock pressure and temperature. The manner and effectiveness with which these problems arc met will, no doubt, determine in a large measure the ultimate depths to which any mine can be profitably worked. The most critical of these three factors at present is the increase in temperature with depth. The high temperature and humidity in many of these mines at present are severely detrimental to the health of the workers and greatly hamper their efficiency. Some have almost reached a condition in which the human system cannot survive. The problems involved in the cooling and ventilation of mines have all been ably analyzed and presented in previous articles. For this reason, only a résumé of conditions affecting the cooling and conditioning of deep and hot mines will be given in this paper before attention is directed to possible methods of improving atmospheric conditions in the working levels. Physiological Effects of Temperature, Humidity and Air Motion Many data on the physiological effects of different atmospheric conditions on the human system have been compiled and published through the combined efforts of the American Society of Heating and Ventilating Engineers, the U. S. Bureau of Mines and U. S. Public Health Service. These data were not primarily developed around the conditions existing in deep mines, but the upper temperature limits of the investigations extend into, and are applicable to, mine atmospheric conditions. From the beginning to the end, the attendance and enthusiasm of the 119th meeting, which was held in New York, Feb. 17 to 20 surpassed all expectations. Besides the ten technical sessions, one of which was in conjunction with the American Institute of Electrical Engineering and one a session of the National Research Council, there were two memorial meetings, one for Dr. Raymond and one for the members who died in service; two joint sessions with the Canadian Mining Institute; and a meeting devoted to pictures of copper mining, milling, and smelting. Of the 732 persons registered, 119 registered in the Institute of Metals Division. Monday's sessions were devoted to the problems of industrial organization, the Institute of Metals Division, and to petroleum and gas. Among the special features of these sessions were the topical discussions on housing and. Americanization. Americanization, too, was the topic for discussion by the Woman's Auxiliary Wednesday morning. On Tuesday, nearly 100-members of the Canadian Mining Institute were present to discuss the possibility of bringing about uniform mining laws for the United States, Canada, and Mexico, to obviate the maintaining separate legal departments and managerial forces for the several countries; and to avoid the confusion which, it is said, has led to a duplication of effort and has sometimes created a barrier to international cooperation in mining. During the first ten months of 1943 copper was produced at a higher rate than in 1947. However, on Oct. 24 one of the large mines was shut down due to a strike. As of Dec. 31 the strike was still in effect and had already resulted in a loss of production of 50,000 tons of copper. The demand for copper was considerably greater throughout the year than the supply. The price of electrolytic copper delivered at the Atlantic Seaboard refineries advanced from 21.20 to 23.20 cents per lb during the year. This sustained demand for copper, together with the increase in price, has had the natural effect of spurring interest in uncovering new deposits, and in re-examination of known low-grade deposits and old tailing clumps. This is in addition to the usual reevaluation activities which normally result from the constant improvements in efficiency of ore concentration.

Gob pressure measurements were made in a Western U. S. coal mine as part of a long-term program to evaluate cave progress and to determine the influence of geological discontinuities on caving conditions, load transfer, and resulting instabilities. Gloetzl cells were selected for the measurements due to their simple, robust construction and a history of being able to monitor pressures in a broken medium. A methodology was developed for the successful installation and protection of the cells and hydraulic lines in the gob as the face retreated. The measurements indicated a cave progress controlled by the frequency of major faults. The pressure-mining progress profile was compared to those observed in other parts of the world. It was concluded that the significant differences in profiles was caused by the thick-bedded strata, the existence of high lateral stresses, and the spacing between faults. Recommendations are given for future applications of Gloetzl cells for gob pressure measurements.

Rare-earth additions were made to laboratory heats of Type 310 stainless to observe their effect on as-cast ingot structure, nitrogen and sulfur contents, and nonmetallic inclusions. Lanthanum had a grain-refining effect in 30-lb ingots, but results with 200-lb ingots were inconsistent. Cerium, lanthanum, and misch metal lowered the sulfur content when the sulfur exceeded 0.015 pct and the rare-earth addition was greater than 0.1 pct. The rare-eardh content in the metal dropped very rapidly within the first few minutes after the addition. The size, shape, and distribution of nonmetallic inclusions was not changed in 30-lb ingots, but changes were noticed in larger ingots. RARE-earth* additions have been made to austenitic Cr-Ni and Cr-Mn steels to improve their hot workability. The high alloy content of these steels often results in a considerable resistance to deformation and inherent hot shortness at rolling temperatures, particularly in larger ingots. Rare earths in the metallic, oxide, or halide form are usually added to the steel in the ladle after deoxidation although they can be added in the furnace prior to tap or in the molds during teeming. The literature- indicates that the effects of rare-earth treatments on these stainless steels are not consistent, and sometimes even contradictory. Since no mechanism has been presented which satisfactorily accounts for the claimed improvements, the effects of rare earths are a qualitative matter. The work described in this paper was initiated to expand the knowledge of the effects of rare-earth additions on melting variables such as ingot structure, chemical analysis, and nonmetallic inclusions. REVIEW OF LITERATURE Ingot Structure—Rare-earth additions to stainless steels have been reported to cause a change in primary ingot structure in that there are fewer coarse columnar grains. However, the results are inconsistent. While one investigation1 has shown a large reduction in coarse columnar crystals, another2 has been unable to observe this effect, particularly when small ingots were poured. Post and coworkers3 observed ingot structures for a number of years and found that the columnar type of structure is not definitely a cause of any particular trouble in rolling or hammering, provided the alloy is ductile. Knapp and Bolkcom4 found rare-earth additions to be quite effective in preventing grain coarsening in Type 310 stainless steel. Chemical Analysis—Many effects of rare-earth treatment on chemical analysis have been claimed in the literature. Russell5 observed that some sulfur is removed by rare-earth metals, and that a high initial sulfur content improved the efficiency of sulfur removal. Lillieqvist and Mickelson6 report that rare-earth treatment causes sulfur removal in basic open-hearth furnaces, but not in basic lined induction furnaces. Knapp and Bolkcom found no sulfur removal in acid open-hearth and acid electric furnaces, probably because the acid slag can not retain sul-fides. snellmann7 showed that sulfur could be lowered apprecfably with rare-earth additions; however, a sulfur reversion occurred with time. Langenberg and chipman8 studied the reaction CeS(s) = Ce(in Fe) + S(in Fe), and found the solubilit product [%Ce] [%S] equal to (1.5 + 0.5) X 10-3'at 1600°C. Results in 17 Cr-9 Ni stainless were about the same as those in iron. Beaver2 treated chromium-nickel steels with 0.3 pct misch metal and observed some reduction in the oxygen content. He also noted an inconsistent but beneficial effect of rare earths when tramp elements were present in amounts sufficient to cause difficulty in hot working. It is not known whether rare earths reduce the content of the tramp elements or change the form in which these elements appear in the final structure. No quantitative data are available concerning a possible effect of rare-earth treatment on hydrogen and nitrogen contents. However, Schwartzbart and sheehan9 stated that additions of rare earths had no effect on impact properties when the nitrogen content was low (0.006 pct), but served to counteract the adverse effects of high nitrogen content (0.030 pct) on these properties. Knapp and Bolkcom4 analyzed open-hearth heats in the treated and untreated conditions and found the nitrogen content (0.006 pct) to be unaffected. These two results lead to the speculation that rare-earth additions can reduce the nitrogen content to a certain level. As part of the mine permitting process as delegated by the Surface Mining Reclamation and Control Act of 1977 the regulatory authority must assess the probable hydrologic consequences and cumulative hydrologic impacts of surf ace mining. The U.S. Office of Surface Mining (OSM), in conjunction with Energy & Minerals Technology Assessment and ENCORE Systems Inc., has developed a user friendly groundwater model that is capable of predicting the effects of surface mining on groundwater quality and quantity. The model is a variation of the Prickett-Lonnquist model which has been modified to be specifically applicable to surface mine applications. This model is presently being used by OSM, the states, and industry to determine mining impacts on groundwater resources. The model is designed for use by the hydrologist with minimal computer training. The model accounts for multiple pumping wells, injection wells, multiple mine pits, and mine pit movement through time. This paper presents an example of how the model may be used in permit application review and how the model can be used by industry to simplify permit preparation.
