The Mine Planning System consists of two parts: 1. A Sales Forecast (Sales Planning) 2. A Production Planning. The mathematical methods of the sales forecast are the exponential smoothing and a method with Markov-Chains. By these methods the quantity of material (ore, coal) will be calculated for the time planned. These quantities constitute the points in the production-planning. In the production-planning , special kinds of networks are used for calculating the resources-equipment required, labor and costs. A special routine optimizes the sequence of the mining areas within the mine on the basis of the lowest costs. The resources can be limited. The activities will be shifted when the demand exceeds this limit. The basis of the production-planning are computer files, in which the geological data and economical evaluations are stored.

Production of oil in Kentucky during 1938 was 5,566,154 bbl., showing a substantial increase over that of the year 1937; while in the gas areas development was somewhat retarded although deliveries were similar to those of 1937. In eastern Kentucky there was an oil increase during 1938 of over 150,000 bbl. above that of 1937. No new pools were developed and the increase was almost entirely due to the installation and expansion of secondary recovery methods and to the further development of the Maxon and Big Lime, Mississippian pools in Floyd and Martin Counties. With this development eastern Kentucky reached a level near that of 12 years previous, when the development of several large producing areas had just been completed. In eastern Kentucky during 1938 not over 50 gas wells were completed. Although the pipe-line deliveries were approximately the same as during 1937, development was retarded because of an excess of gas already developed and the intensive development of the Oriskany fields in West Virginia. In western Kentucky, in the part of the Illinois Basin lying in the state and known in Kentucky as the Western Coal Basin, the increase was due to the discovery of a number of new pools, the largest and the one producing the biggest wells being known as the Birk City pool. In fact, the discovery of this pool with the McClosky "sand" (St. Genevieve limestone) as the producing formation was in a large measure responsible for the increased activity, which in turn brought the discovery of the other areas. The discovery well in this pool is the C. T. Blackwell, which came in flowing 1000 bbl. daily from the McClosky sand at a depth of 1870 ft., drilled in April 22, 1938. This discovery, coming at a time when the major companies and many others were conducting an intensive leasing campaign and making extensive subsurface and geophysical surveys in the deeper part of the basin, resulted in renewed activity over the entire area and brought much new drilling. The Magnolia structure is an anticline with a known maximum structural relief at 372 ft., and the areal extent of the producing acreage is 4494 acres. Production is obtained from the Smack-over oölitic lime and 116 successful wells have been drilled. The field, which was developed on 40-acre spacing, has been under strict control. It is believed to be producing with a strong water drive, To date it has produced more than eighteen million barrels and the estimate of ultimate recovery is 220 million barrels. Early History The Magnolia field is in colurnbia County, Arkansas, T. 17 s., R. 19 and 20 W. Various geologists had long been interested in this general area, and as early as 1921, John F. Magale was able to define a surface structure. The first wildcat, one of the first in Columbia County, was drilled in 1923 by Mid-States Oil Co., in sec. 10, T. 17 S., R. 20 W. This well was about 11/2 miles northwest of the Kerlyn oil Company's discovery well and was based on surface geological work done by Jewel and Dobie. Subsequently, several shallow wells that were not carried below the Upper Cretaceous beds were drilled in the immediate area of the discovery well, but none of them contained any commercial showings of oil Or gas. In the latter part of 1935, Elam and Magale (or Southwood) Garrett NO. I was located in sec. 13, T. 17 S., R. 20 W., 3/4 mile east of the discovery well. It was drilled to a total depth of 4018 ft. in the lowermost Glen Rose beds but failed to obtain any showings of oil or gas. Interest had been stimulated in this general area, however, by the discovery of several oil fields, mainly Glen Rose oil production in the Rodessa field in Louisiana in 1935, Smackover lime productioil in Snow Hill in May 1936, production from the Cotton Valley formation in Schuler in 1937, and Smackover lime production from the Buckner field in November 1937. With this background and subsequent seismic work, which was carried on partly because the old shallow wells drilled in the township had shown evidence of closure in the Upper Cretaceous beds, the discovery well, Kerlyn Oil Company's Barnett No. I, Sec. 14, T. 17 S., R. 20 W., was originally projected to a total depth of 6300 ft., to test the equivalents of the Morgan sands of the Cotton Valley series, then producing at Schuler. The well was carried to a depth of 6325 It. and tested the objective beds without finding commercial production. In the meantime, however, one well had found production in the Jones sand and another in the Smaclrover lime at Schuler. FOR two days preceding the Colorado Mining Association annual meeting, officers representing all interests of the lead and zinc producers hammered away at remedies for the ills of the industry behind closed doors at the University Club in Denver. For once in the stormy history of the industry, large and small producers alike came to agreement with an automatic sliding scale stabilization import tax. The proposal set forth in full on the following page, is not new being merely an amplification of the tariff arrangement whereby tariffs are imposed when the price drops below ceiling. Its advocates claim that it is simple, automatic, and flexible. It will give stability to the industry without subsidies and since no government bureaus will be required to administer it, there will be no cost to the taxpayer.

RECENTLY, we were asked to name the greatest contribution to progress in mining technology during the past 25 years. Immediately, the introduction of the pneumatic hammer for making blastholes came to mind because it can be credited with speeding the excavation of rock and the elimination of hand drilling. Possibly this answer was so spontaneous because we were working on this "drilling issue" Of MINING ENGINEERING. Present drilling tools have devel¬oped so rapidly, that a great deal of engineering is. required in the selection of bits, steel, and machines for the drilling conditions at each mine. Formerly a modicum of engineering was utilized in selection of equipment for it was purchased from manufacturer preference. With the development of alloy drill steels, tungsten-carbide bits, throwaway bits, and the jackleg drill, mining companies began doing more experimental work before making selections. It is unfortunately true, that each operator must begin at the beginning by doing his own test work before choosing his drilling method, and tools. Some of this work has been done very well-under controlled conditions and obtaining proper data on the variables. Such data should be accumulated from the various mines, tabulated, and published. Such a volume would be of tremendous help to the small operator in selecting equipment and would permit the research departments of the larger companies to formulate some measure of rock drillability and to undertake more specialized research on the different phases of drilling.

This paper is a continuation of two earlier papers,12 and presents new data on the grindability of various ores and other materials—the results of several years of intermittent research work on the nature of grinding and interpretation of test results. It is divided into five parts: 1. The tabulated results of several hundred grindability tests on a wide variety of ores. 2. A method of correcting screen analyses and calculating from them the surface and other properties. 3. A description of a new method of measuring the "surface energy" of an ore by pendulum impact tests. 4. Test results. 5. A general discussion of the test results and their application to grinding problems. 1. GRindability of Various Ores This part is a continuation of the paper listed as reference No. 1. The method of testing is described in detail in that paper. The sample to be tested is crushed to all through 6 mesh in rolls set at 1/16-in. opening in closed circuit with a screen. Of this sample 700 C.C. is ground dry in a laboratory ball mill under constant conditions of mill speed and ball charge in closed circuit with a screen of the desired size at 250 per cent circulating load. The mill is cylindrical, 12 by 12 in., and rotates at 70 r.p.m. It contains a charge of 285 iron balls weighing 20,125 grams and ranging from 1½ to ¾ in. in diameter. Each test is continued for a sufficient number of periods to establish equilibrium at 250 per cent circulating load, or until the composition of the circulating load is constant for successive periods. Tests are conducted at the mesh size to which the ore is to be ground in practice, and the results are expressed as the net production in grams of screen undersize per revolution of the mill. BEFORE presenting the main topic, as indicated by the title, this paper will give some of the high-spot history of the anthracite industry. INTRODUCTION The earliest recorded use of anthracite was in the year 1762, when a company of Connecticut pioneers discovered anthracite near the present city of Wilkes-Barre, Pennsylvania. In the early days of the industry, the coal was used only in large pieces, the smaller pieces being discarded to waste piles. As the output of the industry increased during the nineteenth century, uses were developed for somewhat smaller sizes down to and including pea coal. Early in the twentieth century, sizes smaller than pea, such as No. I and No. 2 buckwheat, were developed and used. Accu¬mulations of piles from current mining operations were still increasing; that is, the smaller sizes were still being discarded. It was not until after World War I that preparation of the so-called steam sizes began commercially. This was largely No. 3 buckwheat, which is screened through a 3f 6-in. round-hole screen and over a 332-in. or a M 6-in. round-hole screen. USE OF SMALLER SIZES The earliest recorded experience in burning the small sizes of anthracite for steam production, other than in a previous small experiment, was in the year 1913, when a size known as "boiler fuel" was introduced-a mixture of rice and barley (No. 2 and No. 3 buckwheat). At that time, there was still no method known for burning the still smaller sizes. TABLE I.-Screen Sizes Used for Small Sizes of Anthracite [ ] At the present time, various sizes down to and including No. 5 buckwheat are being prepared (Table I) from current mining and bank-reclaiming operations. The sizes of No. 4 and No. 5 buckwheat and smaller are generally being used for steam production in large boilers. The Pennsylvania Power and Light Co., following World War I, used 680,000 tons of anthracite per year, burned largely on stokers for production of steam, whereas for the year 1943 it used 1,940,000 tons of stoker sizes and 400,000 tons of smaller sizes for grinding and burning in pulverized form. This company has taken a very large part in the research and development of ways and means of burning these smaller sizes of anthracite, including the grinding of the very small sizes. This paper is particularly concerned with the latter feature.

SUMMARY A detailed analysis of nickel, copper, and cobalt recovery from manganese nodules shows simple rates of return of 9-15% in 1985. A sulfur dioxide roast process yields a slightly better return than an ammonia leach technique. Nodule tonnage predictions tend to be over-optimistic and more conservative forecasts show that market penetrations are only significant for cobalt and manganese. However, cobalt prices are unlikely to fall to the level of nickel. Between now and 1985, cobalt is expected to be in balanced to tight availability. INTRODUCTION Deep-ocean manganese nodules are one- to two-inch concretions which cover 2040% of large areas of the ocean bottom. Commercial targets far these black, potato-like nodules are located in the North Pacific at water depths of 5,000-6,000 m. in a belt roughly midway between Hawaii and Mexico. However, good grade nodules are not solely limited to this belt as areas southwest and northwest of Hawaii, as well as in the Indian Ocean, contain concentrations of acceptable grade manganese nodules. Some 90% of the nodules are found half-buried on the deep ocean bottom. A siliceous-ooze host soil combined with low sedimentation rates, certain ocean currents, and possible geo- thermal effects are favorable factors far nodule formation. The kinetics of sulfation of single crystals of lead sulfide to lead sulfate have been studied between 969" and 1073°K in gas atmospheres of known composition using a thermobalance technique. The data are described by an equation derived on the basis that diffusion outward through the Product layer is the major controlling step. The rate of sulfation is linearly related to the logarithm of the sulfur trioxide partial DESPITE its industrial significance the oxidation of lead sulfide has received limited attention. The oxidation reactions have been studied using beds, briquettes, single crystals, or thin films of lead sulfide. Lead oxide and lead sulfate (PbSO,) were formed when Mclntoshl and Gardner2 roasted beds of galena pressure and the temperature coefficient of reaction is 40 ± 5 kcal per g mole. Gold marker experiments show that the sulfate layer grows by outward movement of ions through the sulfate layer. Initially the PbSO, adheres to the PbS but later forms an irnpewious spheroidal envelope; PbS vaporizes and pb2' ions diffuse through the envelope to react at the external surface. in air at temperatures up to 800°C. In a more extensive investigation, Tchizhykov3 obtained Pb, PbO, and PbS04 in accordance with Eqs. [1] to [4], when a bed of -200 mesh galena was oxidized in O2-N2 mixtures at 700° to 900°C.

In the case of The Eureka Consolidated Mining Company v. The Richmond Mining Company of Nevada, recently tried at San Francisco, California, the real defendant was the Richmond Consolidated Mining Company, of London; but this being a foreign corporation, holds its mining property in Nevada through the Nevada corporation of similar name, in which the London Company owns all the stock, except the few shares necessary to " qualify" the American directors. The trial would naturally have taken place in the Circuit Court at Carson City, Nevada, and before a jury. But by stipulation of the parties, the case was tried in San Francisco, before Hon. Stephen J. Field, Justice of the Supreme Court of the United States, Hon. Lorenzo Sawyer, United States Circuit Judge of the Ninth Circuit, and Hon. E. W. Hillyer, United States District Judge, for the District of Nevada. The hearing began July 23d, 1877. The witnesses occupied two weeks, and the argument of counsel three days. Very eminent lawyers were engaged on both sides; for the plaintiff, Messrs. Solomon Heydenfeldt, R. S. Mesick, John Garber, and H. J. Thornton; for the defendant, Messrs. S. M. Wilson, Thomas Wren, and J. J. Williams. The court held the case under advisement until August 22d, when Mr. Justice Field delivered its unanimous opinion in favor of the plaintiff. The action was a complaint in ejectment, and an appeal was taken to the United States Supreme Court. The questions at issue between the Eureka and the Richmond Company in this suit, comprised several points in the construction of the mining law of the United States, and its relation to the customs and regulations of the mining districts, which possess an importance and an applicability far beyond the limits of the case in which they arose. The plan for establishing relations of American industry with national labor on a definite basis so closely follows the channels of the efforts of Engineering Council, principally in the classification and compensation work, that it is of special interest to the engineering profession. The principles laid down under the following headings are about to he submitted to a referendum vote of the membership of the Chamber of Commerce of the United States. These principles were prepared by a special committee of the Chamber of Commerce after a long period of study of the entire subject of industrial relations. 1. Industrial enterprise, as a source of livelihood for both employer and employee, should be so conducted that due consideration is given to the situation of all persons dependent upon it. 2. The public interest requires adjustment of industrial relations by peaceful methods. 3. Regularity and continuity of employment should be sought to the fullest extent possible and constitute a responsibility resting alike upon employers, wage earners, and the public. 4. The right of workers to organize is as clearly recognized as that of any other element or part of the community. 5. Industrial harmony and prosperity will be most effectually promoted by adequate representation of the parties in interest. Existing forms of representation should be carefully studied and availed of in so far as they may be found to have merit and are adaptable to the peculiar conditions in the various industries. 6. Whenever agreements are made with respect to industrial relations they should be faithfully observed. 7. Such agreements should contain provision for prompt and final interpretation in the event of controversy regarding meaning or application.

The question of attainment of competitive nuclear electric power is of interest to uranium producers because the rate of attainment of this goal determines the date when there will be a solid, non-political, domestic uranium market. It is a burning question to those of us in the civilian nuclear power business, because our entire business future hinges on how well, and how soon, we can make electricity from nuclear reactions at prices comparable to electricity from coal. For an idea of the magnitudes involved, consider that the first fuel load of the Dresden (Illinois) nuclear power station, plus spares, will be about 90 tons of 1.5 pct UO2. This requires about two-and- a-half times as much natural uranium oxide feed to the diffusion plant, or 225 tons. This, in turn, represents about a month's production from the nearby Uranium Reduction Co. mill. Note also that the 180,000 kw electric output of the Dresden station will be about 0.1 pct of the national electric generating capacity in 1960.

At a special inaugural ceremony in Blue Hill, Maine on August 3rd, Governor John H. Reed detonated the first blast to signify the beginning of development work on a new copper-zinc mining venture that seems destined to focus increased interest in the mineral potential of that State. The property which is the first new base metal mine to be discovered in the northern Appalachians in 30 years, is owned by Black Hawk Mining Co., a subsidiary of Denison Mines Ltd. of Toronto. When it goes on-stream in 1966, it will join Ducktown, Tenn., as the only active copper producing region, east of the Mississippi River. According to official reports submitted by the Company to Robert G. Doyle, Maine's State Geologist, Black Hawk has found ore reserves totalling 4.5 million tons. Assays show 2.8 million tons of 2.0'; copper and 0.4 oz. of silver per ton; 1.2 million tons of 16.75% zinc and 0.58% copper; and 0.5 million tons of 6.75% lead with 4.25 oz. of silver per toil and some zinc.

During the year 1928 ten new producing areas have been discovered and several extensions in oil and gas fields have been found in southwestern Texas. This year, however, will reveal itself as one of small profits in spite of considerable increase in production for the area as a whole over the previous years. At the beginning of 1928 the fields in this area (Fig. 1) were producing a daily average of 7500 bbl. from 730 wells, whereas at the close of the year the daily average had increased to approximately 14,000 bbl. from 827 wells. Production for the year was 3,453,938 bbl. The total oil produced in Southwest Texas since its discovery has been 16,955,-388 barrels. (Table 1.)

None of the industry submissions could persuade the Canadian Tax Reform draftsmen that the rate of return has had as much bearing on investors' decisions to invest in Canada as the success records of Canadian ore findings. The goverment opted for the position that mining capital goes where the ore can be found. Many tax incentives which were available until the end of 1971 have been greatly reduced. However, it is still recognized that new ventures in exploration and development of natural resources deserve a break even if there is reduced recognition of the established and highly successful members of the industry unless they continue to search and develop. The latter will also get some breaks for processing beyond the prime metal stage.
