The investigation of domestic talcs was undertaken by the Bureau of Mines, Department of the Interior, in cooperation with the University of Alabama, at the request of the U. S. Army, on Dec. 1, 1941: "Considerable concern has been expressed by the Supply Arms and Service over maintaining continued availability of supplies of the necessary raw materials. These ceramic products are used by the Signal Corps in all army radio equipment, and to a greater degree in the new ultra-high-frequency equipment. The Air Corps has become a user of large amounts of radio-grade ceramics for' aircraft spark-plug covers required for high-altitude operations. In addition, the use of this material is essential to the proper functioning of the radio air-navigation aids of the Civil Aeronautics Board." History The use of steatite and talc in ceramic bodies goes back a great many years. If pure, talcs shrink little under heat-treatment and are very resistant to heat shock. The massive form, commonly called "steatite" by the trade, cuts and works easily, and this was naturally the first method used in obtaining articles of talc. When gas was in general use for illuminating purposes, a. large business was carried on in the manufacture of tips for gas burners.' With the development of uses for electricity, low-tension insulators were made in a similar manner; and, in fact, the forming of shapes from massive talc continues. However, as the business increased, cuttings and waste became more and more of a problem. In the twenties, one of the larger producing firms had a cooperative agreement with the Bureau of Mines at its Columbus station to work out a body using the finely powdered material. Somewhat earlier, manufacturers of spark plugs used the finely ground talc as part of the body and to some extent in wall-tile bodies. Somewhat later it came into use for kiln furniture and similar products and still more recently it has been used in some dinnerwares. With the development of the radio and the high-frequency fields generated, it was found that a dense steatite porcelain was far better than even high-tension electrical porcelain, which is a clay-flint-feldspathic type of body. Until the war increased the demand, the several pioneer steatite-porcelain manufacturers were able to furnish adequate supplies. When war began in Europe and Asia, three important foreign sources of raw material were cut off; i.e., the French, Italian, and Man-churian talcs. ORE control is a matter of planning and supervision based on a foreknowledge of the content and distribution of ore. The Inspiration orebody is predominately a copper-sulphide blanket, overlain by an oxidized zone of copper silicates, copper carbonates, and barren capping. Most of the ore is treated by leaching, and the optimum requirement of this method is the goal toward which the mining schedule is aimed. Both open-pit operations and underground mining are used. The problems of ore control at Inspiration are: I—maintenance of metallurgical balance, 2—conservation of oxide ore, and 3—mining out of the orebody at an average grade which parallels that of the reserve figure. Prior to the fall of 1926 all of the Inspiration division ores were treated by flotation, but the mixed ores of the Live Oak—Keystone section carried too large a proportion of copper in the form of chrysocolla for satisfactory flotation. For this type of mixed ore the leaching process now in use had been worked out, and the plant was put into operation in the fall of 1926. The process is known as the ferric sulphate leach, and the leaching solvents contain both ferric sulphate and free sulphuric acid. Sulphide copper in the form of chalcocite is leached by the ferric sulphate, and the oxidized copper minerals are dissolved by the sulphuric acid. From the beginning of operations to the present time the plant has treated some 67 thousand tons of ore having an average copper content of 1.142 pct, of which 0.605 pct has been in the form of oxidized copper minerals. The plant is currently being operated at the rate of 11,500 tons per day, 7 days per week. However, this tonnage is produced in 6 days of mine operation. The average current grade is approximately 1 pct copper, of which about 50 pct is present as oxidized or acid-soluble copper. Close control of metallurgical procedures is a vital factor in operation of the plant and is in turn dependent upon careful regulation of feed. An excess of sulphide copper requires the presence of more ferric sulphate in the leaching solvents. On the other hand, an excess of ferric sulphate in the presence of a low sulphide feed seriously reduces the efficiency of electrolytic precipitation in tank house operations. This condition must be avoided at all costs. An additional factor must be considered. It is known that the sulphide content is predominant in the ore which remains in the reserve. To maintain the necessary sulphide-oxide proportion, so that the entire reserve will mine out at both a grade and a sulphide-oxide ratio that will be permissible throughout the remaining life of the property, it is obvious that the oxide reserve must be currently preserved to as great an extent as possible. Fortunately much of the oxide reserve is found in the open-pit operation. This happy circumstance adds flexibility to the procedure and makes it possible to maintain the close regulation necessary to insure best overall results, both mining and metallurgical. The two ore streams from the pit and underground operations join at the coarse-crushing plant, and proper control must be exercised before the ore reaches this point. The open pit is currently providing about 55 pct of the ore and underground operations the balance of production. Both operations are under a single superintendent so that the closely interrelated problems may be more readily controlled. The least flexible of the two producing units is the underground mine, where the mining method is block caving. Although a block of ground may be undercut and developed, characteristics of the material determine its caving action. The ore in the chutes must be drawn. The area currently mined from underground is in a zone predominately sulphide and is generally

THE aggregate number of "papers" read within any one year before more or less bored and bewildered audiences is simply appalling. We have seventy to eighty engineering societies alone, not to speak of the many hundreds of societies of every other imaginable kind. And each meets at least once a year to tell what it has found out since the last meeting. All this is very fine and fortunate, at least in the case of the scientific and technological societies; for if even only one significant discovery, one new truth, one new idea comes out at the meeting, the session has been abundantly justified. To many of us, not scientists or technologists, the scientific and technological societies seem to release by far the most useful and important information. What they have to say is often of prime importance directly to human life and to industry, and is perhaps even more important indirectly in its final influence upon social and economic conditions, thus ultimately determining the course of what we like to call civilization. The paper read by that quiet, unpretentious man on the platform ma; mean the revolutionizing of a great existing industry, the creation of an entirely new industry, the gain of millions of dollars to some persons, the loss of millions to others. But, lamentably,

John Stewart MacARthUr, born in 1856, was the son of Robert MacArthur of Glasgow, and came of Scots stock distinguished for character and religious conviction. His election as elder of the Free Kirk gave him greater pride than the receipt of the gold medal of the Institution of Mining and Metallurgy. The former honor was for character— it marked him as a son worthy to follow in his father's footsteps; the latter was awarded for his life work of eminent service to the gold industry. Cheery optimism, resolution, tenacity of purpose, and industry ever characterized his actions. Apprenticed to the Tharsis Sulphur & Copper Co., his work on the chemical staff brought him to the notice of the Cassel Gold Extracting CO.,. at that time struggling with an unworkable electrolytic process..He was engaged by that company, in 1886, as technical manager and before long brought out the perchloride process, which was speedily followed (in 1887) by the epoch-making cyanide process. This process revolutionized gold mining and directly led the way to the elevation of the mining engineer to the most broadly trained product of the engineering profession. A noteworthy feature of the cyanide process was its completeness when introduced. Over thirty years have elapsed and the use of the process has been worldwide, but no suggested improvement has stood the test of time. The extension of the process to the beneficiation of silver ores—containing far more metal per ton and thus requiring the employment of stronger solutions—has brought us the Merrill and Crowe improvements in precipitation and the Nipissing desulfurization process for certain silver-hearing minerals. Roasting apparatus, fine crushing, filtration, and settling equipment have all aided the extension of the process in and from its original field. As Hennen Jennings put it,, the cyanide process today is essentially that of 1890. This self-containedness of the cyanide process arose from no mere chance; it was directly due to MacArthur. It was he who personally investigated every known method of precipitation and then every form of zinc from sheet, punchings, filings, millings, rods and shaving down to fume; it was he who investigated the effect of protective alkalies, of so-called accelerators, and of the addition of lead salts; he was determined to leave nothing to chance.

FLUORSPAR is found in most of the states from the Rocky Mountains westward, and commercial production of the mineral has been reported from Arizona, Colorado, Nevada, New Mexico, Utah and Washington. The map in Fig. 1 indicates the general distribution of many of these deposits but it is by no means complete. In the summer of 1926 the writer examined certain deposits of fluor-spar in Arizona, California, Colorado, New Mexico and Washington; in November, 1927, revisited the Jamestown, Colo., district, and in earlier years examined deposits in Colorado and New Mexico. Based on notes of his own and. on descriptions and other data by H. A. Aurand, H. W. Davis, R. B. Ladoo, V. C. Heikes, W. D. Johnston, Jr., and by producers of fluorspar, he prepared the following brief descriptions of deposits and estimates of reserves of fluorspar, originally for the use of the subcommittee on fluorspar of the Joint Committee on Foreign and Domestic Mining Policy and on Industrial Preparedness respectively of the Mining and Metallurgical Society of America and the American Institute of Mining and Metallurgical Engineers. Descriptions of many fluorspar deposits in various western states and districts have been published. It is not feasible to summarize this literature here, but the appended bibliography will indicate to the interested reader what papers are available.

The purpose of this paper is to describe the recent applications and improvements made in the process and equipment for the recovery of metallic zinc from secondary metals by means of high temperature electric resistor furnace distillation. The process and high temperature furnace, as developed by Revere Copper and Brass Incorporated, Research and Development Department, was described in a previous paper. † Since the publication of that paper the process and equipment have been licensed to others. Consequently its field of application has been expanded, particularly for the treatment of scrap brass, galvanizers dross and scrap zinc. Other applications are being considered, particularly the melting of metallic titanium and special alloys requiring a controlled atmosphere. Consideration is also being given to modification in design that would allow the melting of copper cathodes for the production of oxygen-free and electrolytic tough pitch copper shapes without the necessity of blowing and poling. In the design of a furnace for melting copper cathodes it is intended that the fundamental principle of charging the solid material into a large pool of molten metal through a double door charging vestibule as shown in Fig 3 of the previous paper, † would be adhered to and, in addition, either dehydrated and desulphurized producer gas or commercial nitrogen, that is, approximately 96 pct nitrogen, 2 pct hydrogen 2 pct CO, also dehydrated, would be used to provide a protective atmosphere for the resistors and to flush out more soluble gases from the molten copper. The operation of a small unit producing approximately 1000 lb of copper per hr has shown that the commercial nitrogen will allow the production of tough pitch electrolytic copper when the metal is transferred from the meltdown unit contemplated to a special type induction unit where the oxygen absorption and temperature can be controlled. Standard practice in treating low grade scrap brass has been to oxidize the zinc by blowing air through the molten metal. This operation results in the recovery of approximately two-thirds or less of the zinc content of the brass in the form of an impure zinc oxide having only a fraction of the value of the zinc in metallic form. The balance of the zinc is lost to slag, fume and drosses. Fig 1 shows the revised flow sheet of the process for the treatment of scrap brass. For this application and as shown on the flow sheet a low frequency induction furnace has been substituted for the Wilkins-Poland type as a melting unit. This type of furnace has been found the most suitable for the purpose as will be shown by the following discussion. Serap Brass The melting of refinery scrap brass preparatory to distillation presents a melting problem quite different from the usual melting of brass mill scrap for recasting because refinery scrap is a heterogeneous mixture of alloys each having different melting and boiling points, and coated with a variety of corrosion products and foreign materials. In addition, brass and copper plated pieces of sheet iron, stainless steel, ceramic materials, and others are present that do not melt except at temperatures above the boiling point of the liquid bath. In the previous paper it is noted that difficulty was encountered in the melting of refinery grade scrap brass without excessive loss of zinc by volatilization and that 5 to 10 pct razorite flux was used to alleviate this condition. While this flux was successful in preventing the excessive loss of zinc by volatilization it interposed a low heat conductivity layer between the source of heat and liquid charge and resulted in lowering the melting rate of the furnace. This same problem presents itself in all types of furnaces in which the metal is heated by radiation and conduction from above the charge. One aspect of ocean mining that is frequently overlooked in discussions is the problem of establishing some form of legal control over the seas. Much of the discussion centers on mining in territorial waters, which are controlled by the various countries according to the Geneva Convention on the Continental Shelf, and perhaps by political subdivisions of countries such as the individual states of the U.S. But as technology improves and the mining of deeper waters becomes feasible, the problem of rights outside the continental shelf and territorial waters becomes a significant factor for anyone expending the time and capital for development. Several schemes are possible for regulating ocean mining but as yet none have been instituted, except what might be termed the "wait and see" approach. Even some of the coastal states in the U.S. have no regulations governing mining in the territorial waters under their jurisdiction. Until some regulation is formulated, there may well be little development in ocean mining due to the high risk of capital involved, both with respect to companies wishing to invest their own funds and financial institutions funding a venture to develop offshore mineral deposits.

Three meetings of the Institute for the presentation and discussion of technical papers were held in 1913: The 104th meeting, comprising the Annual Business Meeting as well as technical sessions, was held at New York, Feb. 18 to 20, 1913; the 105th meeting was held at Butte, Mont., Aug. 16 to 21, 1913, at which papers obtained largely through the efforts of the Committee on Precious and Base Metals were presented; and the 106th meeting was held at New York, Oct. 16 and 17, 1913, under the auspices of the Iron and Steel Committee.

One of the most important problems facing the steel industry at the present time is that of maintaining at a minimum the sulphur content of many grades of steel where sulphur is known to have harmful effects On both quality and yield. The present outlook in this struggle to reduce the amount of sulphur in steel is rather gloomy since the sulphur content of the raw materials available in the United States is gradually rising, with little relief in sight. A flow sheet of sulphur in the steel process is shown in Fig I. The values used here were obtained by averaging coke oven and blast furnace data at No. 5 furnace in Cleveland and are considered typical for high top pressure practice. The sulphur evolved in the blast furnace top gas was obtained by difference and since the amount is relatively small, little significance should be attached to this particular value. From Fig I it is apparent, however, that coals used in the production of metallurgical coke represent by far the largest single source of sulphur in steel-making. As an indication of the decrease in quality of these coals as regards sulphur content the weighed average annual sulphur analysis of the coals supplied to two different steel plants, since 1925, is plotted in Fig 2} The sharp rise since 1940 is strikingly apparent. Another indication of this trend is found in estimates of coking coal reserves. One of the most important problems facing the steel industry at the present time is that of maintaining at a minimum the sulphur content of many grades of steel where sulphur is known to have harmful effects On both quality and yield. The present outlook in this struggle to reduce the amount of sulphur in steel is rather gloomy since the sulphur content of the raw materials available in the United States is gradually rising, with little relief in sight. A flow sheet of sulphur in the steel process is shown in Fig I. The values used here were obtained by averaging coke oven and blast furnace data at No. 5 furnace in Cleveland and are considered typical for high top pressure practice. The sulphur evolved in the blast furnace top gas was obtained by difference and since the amount is relatively small, little significance should be attached to this particular value. From Fig I it is apparent, however, that coals used in the production of metallurgical coke represent by far the largest single source of sulphur in steel-making. As an indication of the decrease in quality of these coals as regards sulphur content the weighed average annual sulphur analysis of the coals supplied to two different steel plants, since 1925, is plotted in Fig 2} The sharp rise since 1940 is strikingly apparent. Another indication of this trend is found in estimates of coking coal reserves. The anthracite-producing region is in the northeastern section of Pennsylvania, and has an area of approximately 484 square miles. It is divided geographically into three separate fields, known as the Northern, Middle and Southern. The Northern field, with Wilkes-Barre approximately at its center, is a basin about 60 miles long and almost 6 miles wide at its greatest distance across. Generally speaking, it may be said that the coal measures in this field lie horizontally, or on slight pitches, and consist of from 11 to 19 veins of coal, varying in thickness from several inches to several feet. The intervening strata between veins may be composed of slate, clay, rock or shale, or a combination of several, and are sometimes very thin. This condition often causes a treacherous roof, therefore roof support and the attending hazard of mining are problems of concern. The Middle field is made up of a number of small basins of not very great depth, and the measures, which are in like number to those of the Northern field, are varying inclinations running from nearly flat to steep pitches. The Lower, or Southern field, is made up of basins of great depth, some being 4000 ft. deep, and its measures are mostly on very steep pitches. In certain sections this Southern field is being mined at an elevation of 1300 ft. below sea level, on a pitch ranging from 50' to practically vertical, and because of the tremendous pressure and the inherent gas in the seams, outbursts of coal frequently occur at the face, locally known as "bumps." These outbursts are accompanied by a rumbling noise, after which gas is usually found. This condition makes mining a difficult and extremely hazardous undertaking, and unusual skill is required on the part of the miner to drive and maintain openings necessary to the production of coal. Miners working in such seams on the heavy pitch must carry face batteries (Fig. 1) to afford proper protection while working at the face, because of the outbursts and free running coal. THE material available for mineralogic study, consisted of drill cores, 2 to 3 in. thick, supplemented by small well cuttings. Such study has added no essential new information regarding the minerals, though the refractive indices, used for determinative purposes, have been determined more accurately than before, permitting the development of a scheme for the rapid identification of these minerals. The essential points brought out by the investigation are two: (1) that certain mineral associations evidently point the way to an understanding of the geologic history and (2) that a definite sequence of mineral formation has taken place so that the original minerals formed have been in part-reacted on producing new compounds and associations; Twenty minerals have been found. The history of iron construction in this country well illustrates the three phases of thought described by Auguste Comte, the French philosopher. The first is the era of faith, when belief in the safety of structures rests on the authority of the designer. The second is the era of criticism, when plans of structures are analyzed with much mathematical skill, but the data upon which the chain of reasoning depends is assumed upon insufficient experiment. The third, upon which we are now entering, is a scientific era, which demands experimental proof. It also demands that this proof shall be derived from experiments made on full-sized specimens, such as are in actual use, and not upon toy models. Until the construction of the United States testing-machine, now at Watertown Arsenal, it was impossible to make such experiments with accuracy. We now have a machine in which we can test full-sized specimens of every part of a bridge or other structure that we want to use, and under the same conditions in which it is actually used. The next thing is to get money to make these experiments available. No private individuals can afford to do it, and even if they could, they might wish to keep the results to themselves. So that the next point is that we want money, and that, I believe, everybodly thinks we should ask Congress for. We want also, as has been said, some one who shall make a business of testing, and who has plenty of time. Persons who are employed in private business are too much in a hurry; they want to do a thing and get done with it, and then do something else; but government officers are entirely free from this feeling; time to them is of no account, and in experimenting that is the very element that is of value; it does not do to be hurried; the great thing is to get it right and to test your results, and go over it, again and again. And the experimenter who operates the machine must be some person educated up to the use of it. We then want a general advisory board who will indicate a plan of experiments, collect the results; and publish them.
