With the extensive deposits of potash minerals which have been discovered in the southwestern states, and their rapid development, a permanent American supply of potassium compounds is now assured. The 325-year history of the potash industry in this country has been told by H. I. Smith1, of the U.S. Geological Survey, and the more recent activities of the Survey and of American potash companies were described last year by the same author2. In fact, it may be stated that so great is the productive capacity that two mines in New Mexico and one in California are able to supply more than half a million tons of crude and refined salts over and above that produced for agricultural purposes. The era of scarcity has given way to an era of superabundance. This situatiori makes it desirable for the potash producer to look for other applications for his product, and it is with this in mind that the writer presents some information pertaining to present and possible future uses for potassium compounds in the ceramic industry. Ceramic Products Ceramic products are essentially solid materials containing one or more oxides such as SiO2, Al2O3, CaO, MgO, FeO, K2O, Na2O, TiO2, which are the oxides of greatest abundance in the earth's crust. The typical ceramic process is that of firing or burning the batch, and the product may be glassy, crystalline or mixed. In the glassy or vitreous group come glass, porcelain enamel and glazes; in the crystalline group, refractory materials such as silica brick, or chromite or magnesia; and in the mixed group, porcelain, chinaware, stoneware, tile, brick, etc., which contain both a vitreous and a crystalline phase, in variable proportions. The ceramic industry of the United States is a billion dollar industry, and is important not only because of its magnitude but also because of the key position occupied by certain ceramic products in the whole manufacturing structure. THE average daily production of crude oil-in Kansas a1 the beginning of the year was about 71,000 1 bbl. and, at its close, 82,000 bbl.-an increase of 11,000 bbl. per day. The total production for the state during the year was about 28,250,000 bbl., or an average of practically 77,500 bbl. per day for the year. This increase in the production was the result of the discovery of several new pools of high-grade oil. COWLEY AND SUMNER COUNTIES One of the principal factors in bringing the production of the. state back to its former level was the newly discovered pools in western Cowley County. During December, 1923, the Waite Phillips Co. completed its Johnson No. 1 in Sec. 20, T. 33 S., R. 3 E., which opened up the Rainbow pool about 12 miles southwest of Winfield. In this pool, the production comes from the Burbank sand, locally called the "Rainbow," found at a depth of 3200 ft. The sand varies in thickness from 25 to 40 ft. in the seventeen wells completed during the year, and the initial productions ranged from 300 to 3000 bbl. per day of 40° Be. oil. The Rainbow pool is purely a wildcat discovery, for no. rocks suitable for the use of the geologist are present. To determine the geologic conditions, the larger companies core-drilled the Rainbow area immediately after the discovery. The Marland Refining, Co., drilling on the Graham farm in Sec. 9, T. 33, R. 3, failed to find the Burbank sand and continued to the Siliceous lime, often erroneously called the Wilcox, at 3505 ft., where a well with an initial production of 900 bbl. of 40 Be. oil was obtained. In the development following this discovery, 4 additional wells were completed, 3 of which encountered pay sand at 2500 ft., the initial productions each being about 200 barrels. Judging by the sands already proved and the area indicated as probably oil bearing by the development to date, these pools have a very promising outlook for the future. It is not unlikely that a field second only to El Dorado may have been opened.

SCHLESINGER,* Denver, Colo.-Two problems are of great interest to the radium manufacturer at the present tine: The first is to perfect a process, more efficient and more economical, which is capable of treating a greater variety of ores. . Practically all the radium now manufactured in the United States is extracted from carnotite ores and these vary a great deal according to their location. The amount of sulfates contained in the ore is of particular importance, and any straight acid-leaching method, such as developed by the Bureau of Mines, becomes prohibitive when the ore contains more than 0.5 per cent. of sulfates, as the sulfates go into solution and naturally precipitate the radium as insoluble radium sulfate. Since the amount of ore obtained from any one claim is usually comparatively small, it is necessary to work a number of claims in different localities, and a process, in order to be commercially satisfactory, should handle all of these ores. In other words, it would be entirely unprofitable for radium manufacturers to employ any process which cannot treat any but sulfate-free ores. He must deal with carnotite containing appreciable amounts of sulfates, and must be able to work this in with the other ores. Carbonaceous ores from certain sections in Utah; which are known to contain as pinch as 1.0 per cent. and more of volatile matters, are prone to a, nitric acid-leaching process. The second problem relates to the treatment of concentrates. There is no doubt that a very large amount of low-grade ore, containing less than 0.75 per cent. uranium oxide, is available. The modern process and plant for the precipitation of gold from chlorine solutions, by sulphurous acid gas and hydrogen sulphide, differ materially from the older methods of precipitating with sulphate of iron. The chemical process and its applicability, as carried out in the Golden Reward chlorination-works at Deadwood, S. D., was described and discussed in the Engineering and Mining Journal, of New York, for February 14, and March 21, 1891. I purpose to give, in this paper, the details of construction from a general standpoint—the particular arrangement, most suitable to each case, depending, of course, upon local conditions. The accompanying sketch shows the arrangement. The plant consists of a wooden, lead-lined tank, in which the chlorine solution is precipitated; apparatus for the production of the precipitants, sulphurous acid and hydrogen sulphide; and a pressure-tank and filter-press for the collection and filtration of the precipitated gold-sulphides. These parts and arrangements are, in general, those which I employed in the Deadwood chlorinationworks, and which have proved practically successful, more than $100,000 worth of gold having been already precipitated by this method. In the construction of the generator and pressure-tank I have made, however, a few slight changes. 1. The Precipitating-Tank. The exact dimensions of this tank are not of much importance. A horizontal area of 10 x 12 feet and a height of 12 feet, holding about 7000 gallons of solution, is a good size. As the amount of attention and care required to precipitate the solution in a precipitatingtank is independent of the size of the vessel, there is economy in tanks of large capacity. Square tanks are more advantageous than round ones, because they need less floor-space, and at the same time are cheaper in construction. These tanks are made of common 2inch pine boards and 12 x 12-inch timber. They are well-bolted,

We have developed a new wireline hydrofracturing technique for in situ stress measurement which eliminates the need for drill rig and drill rod and renders the tripping of the straddle or impression packers continuous, fast, and inexpensive. Wireline conductors facilitate the use of downhole pressure transducers. We have confirmed the suitability of the new technique by testing it in a deep hole near the Monticello Reservoir, South Carolina. Our measurements indicate two local stress fields, one of them apparently linked to the impoundment-related induced seismicity.

The capillary effects in reservoir rock are discussed in terms of the pressures they cause in sandstones and dolomites. Data for the two-phase case (oil-gas or water-gas) and for the three-phase case (oil, water and gas in rock) are used to demonstrate that in one sense the wetting preference of a rock depends on its saturation. The nature of capillary hysteresis is described for partially stable conditions, and the concept is enlarged. Reproducibly measurable pressures include the "capillary pressure," which is the pressure difference between any two phases that are each interconnected; the "threshold pressure," necessary to force a nonwetting phase through partially saturated rock; the "displacement pressure," which is that special case of the threshold pressure in which both phases fully saturate separate portions of the rock. Displacement pressure is equal to the minimum value of the "capillary pressure." The theory of flow including capillary forces is developed at the producing surface of a well to reveal the presence there of a pressure discontinuity in the gas (or other nonwetting) phase that can be controlled to the end that more oil may be poduced from an oil field. Experiments with packed sand-flow tubes having artificial producing surfaces support the theory. Introduction The basic surface quantities acting in an oil field are two: namely, surface tensions and contact angles. These are the quantities, variously expressed, and particularized as spreading forces, adhesion tensions, heats of wetting, etc., which are measured in the laboratory by techniques mostly confined to flat or circularly cylindrical surfaces. Such measurements have not had the extensive engineering application they seem to deserve because in most practical cases they are unavoidably compounded with the complex and unapproached subject of the internal shape of the interstices of rock. In this paper it is intended that the pressure differences developed in rock by capillarity be examined, defined, and given some engineering use in terms of some new measurements that have been made. Such pressure differences—namely, the capillary pressure, the displacement pressure and the threshold pressure—seem to provide a proper contact between the basic molecular quantities and the oil field. While certain modifications of usage will be undertaken, the present effort rests upon the background of work by the U. S. Geological Survey,l by Versluys, and especially by W. 0. Smith, 3,4,5 which has been reviewed recently in papers by Leverett.=s7 The most important concept of pressure difference is the capillary pressure, a function of saturation that expresses the pressure difference between the interconnected phases in a rock. The year 1934 in Southwest Texas was marked by aggressive development and exploratory work and resulted in the finding of five new fields and a new producing horizon in one of the older fields. This activity is the result of a reasonable market outlet for production, on both oil and gas, and the fact that drilling and operating costs are reasonable and that possibilities of finding new productive areas are rather high. A large part of the area is prospective and very little, if any, satisfactory surface geological work can be done. This, together with the possibility of finding new productive areas, stimulates wildcatting throughout the counties under discussion. Development work continued actively in all of the newer fields. Exploratory work was most intense in Duval, McMullen, Starr and Zapata counties. The activity in Duval and McMullen counties was the result of persistent efforts to find new trends of production similar to and perhaps associated with the Government Wells group of fields. The activity in Starr and Zapata counties was stimulated by the discovery of the Sam Fordyce field in Hidalgo County as well as the continued effort to find new productive trends southeastward from some of the older fields in northeastern Zapata County and western Jim Hogg Comity. Statistics on production are shown in Tables 1 and 2. New Fields Lopeno.—The Lopeno gas field in the southwestern part of Zapata County was opened in August, 1934, by R. B. Morrison No. 1 Ramirez. This is an anticlinal structure mapable in Claiborne beds and the producing horizon is the Queen City sand at 2100 ft. in the Upper Mt. Selman. At the close of the year only two gas wells had been completed but drilling operations were in progress on several other wells and a gas line was being laid to the field so that withdrawals from the area will begin early in 1935. Comilas.—The Comitas field was opened by Merle Gunby No. 1 Haynes in a sand at 800 ft. in an area southwest of the Escobas field. The discovery well had an initial production of only about 16 bbl. of oil

INTRODUCTION The major mining operations of the Ontario Division of Inco Metals Company are located in the Sudbury Basin. Around the rim of this geo- logical formation and within thirty miles of the City of Sudbury are located eleven under- ground mines of the Company, two of which are on standby. In addition, there is one mine in Northwestern Ontario at Shebandowan, 1127 Km (700 miles) northwest of Sudbury. In 1980 ore production totalled 10.6 x 10 mt (11.7 million tons) from underground and open pit operations. Underground mining methods include blasthole, vertical retreat, sublevel caving, cut-and-fill and undercut-and-fill. Inco reduction operations in the Sudbury area include two concentrators, one smelter, one iron ore recovery plant, a copper refinery a nickel refinery and a high purity plate rolling mill. As well, an electrolytic nickel refinery is located on Lake Erie at Port Colborne, near Niagara Falls. In the Sudbury District, Inco employees total 14,278 of whom 6,490 are directly employed in the mining and milling operations. I T H DRILLING Background - The use of long blastholes in underground operations at Inco mines in the Sudbury district started more than 30 years ago at the Levack Mine. At that time, diamond drills were used to mine ore by open stoping and for pillar recovery. By the 1950's the concept had been extended to all mines. The heavy percussion drill was also developed by this time and led to the acceptance of the 11.43 cm (4% in.) piston diameter drifter for bar and arm and fan drill applications. The use however, of the nominal 5.08 cm (2 in.) diameter blastholes drilled radially from the level or sublevel causes overdrilling at the periphery. As well, the smaller holes are subject to hole deviation, are difficult to drill beyond 38.1 m (125 ft.) and require the need for several drilling horizons or sublevels. The need to improve blasthole stoping techniques and our experience with large diameter blastholes in open pit mining led to the trial of an I T H drill in 1962. The test was unsuccessful however, since button bits were not available at the time and the tungsten carbide cross bit experienced short life, gauge loss, and caused hole deviation and poor penetration rates. The successful application of the raise borer beginning in 1964 and the ability to drill 20.32 cm (8 in.) to 27.94 cm (11 in.) diameter pilot holes led to the development of smaller, more portable, rotary drills for blasthole mining. As a result, a mining method based on the use of 20 cm (7 718 in.) diameter, 60.1 m (200 ft.) long rotary blastholes was developed and tested successfully at our C.C.North Mine. Between 1972, when the method was first tested, and 1973 over 4572 m (15000 ft.) of large holes were drilled with rotary drills in the recovery of 175,960 mt (194000 tons) of primary stoping and pillar remnants. A new mining method was developed that made use of this large hole drilling equipment. Instead of longhole carbide drilling by bar-and-arm or fan drill set-ups at sublevels, the large diameter holes were drilled full stope height from the top sill, which substantially reduced development, drilling time and improved fragmentation. These drills however, were difficult to move and set-up, and had a high maintenance cost and low productivity. The capital outlay and extensive technical development required to improve these drills and reduce the high drilling costs however, was economically unattractive. The term metamorphism as commonly used means any change in a rock in either form or composition, from whatever cause. By metasomatism, according to Lindgren, is meant a metamorphism that involves a change in the chemical composition of a rock by the addition or subtraction of substance. Certain types of metamorphism are due to the action of mineralizing solutions, and are closely connected with ore deposition; they form, therefore, valuable guides in the exploration for ore-deposits. Other types of metamorphism are due to regional processes, and are not connected with ore deposition. By dynamo-regional metamorphism is meant a primary alteration of rocks over large areas under conditions of pressure, flow- age, and heat. This process produces schists and gneisses from either sediments or igneous rocks. It is thought that there is little migration of minerals or of elements in dynamo-regional metamorphism, and that the changes are due chiefly to recrysallization and rearrangement of original minerals in bands with their major axes oriented normal to the direction of greatest pressure. Under these conditions limestones are commonly altered to marble, and sandstones to quartzite, basic igneous rocks to greenstone or serpentine, while rocks of normal or acid com- position commonly yield the usual types of schist or gneiss. Dynamo-regional metamorphism, extending over large areas, has no connection with mineralizing processes, and is, therefore, no guide to ore deposits; while this process has certain features, such as characteristic mineral associations, in common with contact metamorphism, the results of the two processes may usually be distinguished without difficulty.

This paper is in the nature of a rough preliminary report on the progress that has been made in the application of the mass spectrometer to various problems arising in the petroleum industry. A few years ago the authors considered a number of the problems that were arising in the qualitative and quantitative measurement of small amounts of hydrocarbons. The methods available of making analyses by chemical techniques appeared to leave much room for improvement. Without going into the reasons at this point, attention was turned to the possibility of employing physical instead of chemical methods of accomplish-ing the desired results. A preliminary investigation disclosed that the mass spectrometer presented a possibility of solving many problems which could not easily be accomplished by other methods. Work was begun in developing the necessary apparatus and technique. A great deal of encouragement and many valuable suggestions were received from Dr. Robert A. Millikan, Dr. W. R. Smythe, and Dr. W. N. Lacey, of the California Institute of Technology, and from Dr. E. 0. Lawrence, who recently received the Nobel Prize, of the University of California. The authors particularly wish to acknowl-edge the very great willingness of these out-standing scientists to be helpful in solving many of the problems that were involved. So far as the authors are aware, this was the first application of the mass spectrometer to commercial work. The results were considerably better than had at first been anticipated. Briefly, it is pos-sible to run a qualitative and quantitative analysis of an unknown mixture of hydro-carbon gases, with an accuracy of better than plus or minus 5 per cent of each of the various constituents. An exceedingly high degree of sensitivity has been obtained, and a relatively short time is required to com-plete an analysis. Furthermore, it is un-necessary to separate a mixture of gases into its various components in order to complete the analysis.

SINCE 1925, when the preferred orientations in compressed aluminum were first determined1, 2 the orientations have been described as a fiber texture in which a face diagonal, [110], of the face-centered cubic lattice is parallel to the compression axis. Subsequent experiments have seemed to confirm this texture,3-5 and a number of theories (recently summarized in references 6 and 7) have been proposed to explain it and to relate it to the behavior of single crystals during compression. 3,8-11 The experiments reported in this paper prove that the orientations are not adequately described as quoted above-i.e., as a [110] fiber texture-although this is a first approximation to the actual texture. They also show that the texture cannot be thought of as a stable orienta-tion that is reached and maintained after a sufficient amount of deforma-tion. The actual texture, when studied in detail at successive stages of compression, indicates that a hitherto unsuspected range of orientations is present, both in the polycrystalline metal as a whole and in various individual grains in its interior, and that a state of dynamic equilibrium exists within this range. The reasons for the failure of previous theories to predict the actual texture become obvious when the heterogeneous nature of the flow is considered. In addition to the deformation texture, the manner of its develop-ment, and its theory, this paper presents data on the following related subjects: the identity of strain markings in aluminum; the orientation changes in aluminum single crystals during compression and a com-parison of these with the conditions in individual grains of a polycrystal-line specimen; the origin of asterism in deformed single crystals, which heretofore has been regarded as a distortion localized at the surfaces of slip planes; and the relation of plastic strain in individual grains in an aggregate to the strain of the whole.

THE first method of working coal mines in the middle western states, more particularly in Illinois, Indiana and Missouri, was by means of the so-called single-entry method. In this method a single main passageway, or entry, was driven in the coal seam. with no parallel passageways, and from this pas-sageway or entry there were turned at intervals sim-ilar cross-passageways or entries, and from these cross-passageways, if the coal seam worked lay fairly horizontal, rooms were turned right and left. These crude methods of working were followed when the com-panies opening the mines were small and of very limited capital, and when the demand for coal was small and irregular. The principal desire was to produce coal in the short-est possible time and at the cheapest price. The chief evil resulting from such method of working was de-fective ventilation, although there were other serious drawbacks. There were then few or no good mining laws and no restrictions on those operating the coal mines. The hours of labor were long, the wages low, and the miners accordingly worked hard. All the coal was either sheared or undercut with a pick by hand. Very little solid shooting and no machine mining was done. What little air entered the mine, openings was introduced through the entries or. headings and thence conducted through the rooms by means of curtains; in many cases, as the workings became more exten-sive, the number of curtains added so materially to the mine resistance that ventilation was extremely in-efficient. Shots were fired by the miners at any time during the working shift and consequently there was more or less powder smoke or fumes in the mine work-ings all day long. Moreover, the working days were much longer than at present. The fine, dry coal-dust falling from the miners' picks while they were shear-ing or undercutting the coal filled the mine atmosphere and was taken into the lungs of the mine employees.

The term metamorphism as commonly used means any change in a rock in either form or composition, from whatever cause. By metasomatism, according to Lindgren, is meant a metamorphism that involves a change in the chemical composition of a rock by the addition or subtraction of substance. Certain types of metamorphism are due to the action of mineralizing solutions, and are closely connected with ore deposition; they form, therefore, valuable guides in the exploration for ore- deposits. Other types of metamorphism are due to regional processes, and are not connected with ore deposition. By dynamo-regional metamorphism is meant a primary alteration of rocks over large areas under conditions of pressure, flowage, and heat. This process produces schists and gneisses from either sediments or igneous rocks. It is thought that there is little migration of minerals or of elements in dynamo-regional metamorphism, and that the changes are due chiefly to recrystallization and rearrangement of original minerals in bands with their major axes oriented normal to the direction of greatest pressure. Under these conditions limestones are commonly altered to marble, and sandstones to quartzite, basic igneous rocks to greenstone or serpentine, while rocks of normal or acid com- position commonly yield the usual types of schist or gneiss. Dynamo-regional metamorphism, extending over large areas, has no connection with mineralizing processes, and is, therefore, no guide to ore deposits; while this process has certain features, such as characteristic mineral associations, in common with contact metamorphism, the results of the two processes may usually be distinguished without difficulty.

Seven austenitic alloys of varions base compositions and minor-alloy additions were solution-treated, aged systematically between 1200oand 1800oF, and examined by X-ray and electron metallography. Intragranular preczpitations of µ, Laves, s, ?', Ni3Ti, and x phases were observed as a function of composition and aging time and temperatwre. Phase solubility limits were detevtnitzed within 100Fo intervals. These inter metallic compounds fall into two distinct general classes, and whichever class predomznates depends on base composition. It has become increasingly evident that multicom-ponent austenitic alloys are well characterized by their precipitation processes. Since certain groups of elements act as one, the relationships among these processes are reasonably simple; complete identification of such processes is usually attainable by a systematic aging study with a combination of techniques centered on microscopy and diffraction. Several nickel- and cobalt-base alloys illustrating cellular precipitation and its interaction with general precipitation were reported previously.1 The group of alloys covered in the present paper demonstrates precipitation-hardening reactions involving two distinct classes of intermetallic compounds where the predominating class appears to depend on base composition. This dependency ties in with a crystal-chemistry regularity first observed some twenty years ago by Laves and Wallbaum but never amplified to our knowledge. Results of electron-microscope and X-ray diffraction studies on systematically aged hot-rolled alloys known commercially as S-816, S-590, Rene-41, Incoloy-901, M-308, and M-647 are reported here. Some of these alloys have previously undergone minor-phase analyses by other investiators. Alloy S-816 was investigated by Rosenbaum, Lane and Grant,3 and Weeton and Signorelli.4 Rosenbaum found only CbC in hot-rolled bars. Lane and Grant found CbC and a small amount of M6C in the cast structure and stated that both carbides form during aging, most of the precipitation being CbC. Weeton and Signorelli found CbC, M23C6 and a weak indication of a phase after a slow step-down cooling cycle from 2250°F. Rosenbaum also investigated hot-rolled samples of S-590 and identified CbC and M6C. Preliminary information on Rene-41, gained partly from the present work, was reported by Morris.5 Long-time precipitation phenomena in Incoloy-901 at 1350°Fwere investigated by Clark and Iwanski.B heir raw data re- semble those of our present heat with 0.1 pct B, while their interpretation of these data resembles our interpretation of data from another heat with only 0.001 pct B; they made no statement as to boron content. No previous minor-phase studies of alloys M-308 or M-647 have been reported. EXPERIMENTAL METHODS Table I gives alloy compositions in both weight and atomic percent. Specimens were solution-treated from 1700º to 2200ºF, aged at logarithmic-time intervals up to 1000 hours between 1200 and 1800 F, and examined in accordance with procedures previously described in detail. ' ' Phase extractions were carried out in electrolytic cells containing 800 ml of either 7 pct HC1 in denatured ethanol or 20 pct H3PO4 in water. After electrolysis for 48 hr at 0.1 to 0.2 amp per sq inch, residues were separated by filtration or centrifuging. X-ray powder patterns of residues were recorded on a diffractometer for accuracy and on film for sensitivity. Lattice parameters were calculated by least-squares analyses of indexed sin 8 values, and relative abundances were estimated from intensities of strongest lines of each phase. These phase abundances denote relative amounts with respect to each other rather than to the alloy. Mechanically polished specimens were etched in a freshly mixed solution of 92 pct HC1, 5 pct H2SO4, and 3 pct HNO3. Parlodion replicas for the electron microscope were chromium-shadowed in high vacuum at a glancing angle of 20deg. All electron micrographs are reproduced here with the shadowing source above. The correspondence betweenelectronmicrostructures and phases identified by X-rays was established by a high redundancy of correlation between relative amounts at different stages of aging and examination above and below critical transformation or solubility temperatures. This paper presents the ingredients com-~osing a type of oil-base mud that has been successfully used in drilling oil horizons in California, the effect of ingredient concentrations on physical properties, methods of handling at the well and possible advantages of a waterless drilling fluid with excellent plastering properties. Introduction An oil-base mud is a rotary drilling fluid in which oil has been substituted for water as the principal liquid ingredient. In recent years such a mud has been developed and used successfully for drilling the oil horizons of wells in various Calilornia fields. There are several types of oil-base mud, but only the type that is currently used to any appreciable extent will be considered at this time. The oil-base drilling-mud compositions used by Shell Oil Company, Incorporated have been covered by several patent applications on which patents are expected to issue at an early date. The purpose of this paper is to present data on the fundamental design of the mud; the ingredients used and their specifications; the effect of ingredient concentration on physical properties; the selection of the proper mud; the facilities needed for handling the mud; and a general discussion on drilling with oil-base mud. In view of the early stage of development of oil-base mud, the great number of vari- ables, and the almost unlimited possible combinations of these. variables, which in turn require extensive laboratory study, there are certain irregularities and omis. sions in the data presented here. However, it is believed that sufficient data are at hand to permit a fairly complete analysis of the characteristics of oil-base muds. In view of the excellent plastering properties of oil-base mud when properly proportioned, its use should: (I) minimize the possibility of impairing the natural flow potentialities of the producing horizon such as that resulting from infiltration of water from water-base muds; (2) permit smaller clearances for setting liners, since the mud sheath has no appreciable thickness; (3) eliminate the possibility of clogging the perforations of the liner with thick mud sheath; (4) facilitate the removal of the mud sheath from the walls of the hole, for its mud sheath has no appreciable strength; (5) assist in drilling through formations, such as "heaving shale," where water wetting appears to be a source of difficulty. (6) permit cores to be obtained without contamination from drilling water. The writers have no new system and no new principle of taxation to propose. The general subject of taxation is as old as governments are and as familiar to taxpaying Americans as the general thesis on the inalienable rights of man. We believe, therefore, following the committee of the National Tax Association, that improvement in the general conditions of taxation, including mine taxation, maybe brought about mainly through a better adjustment of known and tried principles and methods of taxing to modern complex forms of property and income, and that not much is to be expected from abandonment of experience for new ways and means, methods and principles, should anything new be discovered, which in our opinion is very doubtful. The committee referred to has constructed the general framework of its Model System of State and Local Taxation1 on familiar forms of taxing, by eliminating some that ' have proved bad, suggesting improvements in others, and adopting the best, leaving plenty of room for the accommodation of the general plan to the varying conditions of taxation in the several states. Unfortunately, the taxation of mines is dismissed by the committee with the statement that the subject has been reassigned for further investigation and report by a special sub-committee, frankly recognizing that the peculiar difficulties of this phase of the subject require special study and investigation. Much may be hoped for from the labor of this sub-committee if the problem is approached from the viewpoint of recommendations already published. In this paper, the writers state their opinion on some of the broader aspects of mine taxation with too little attention to the grounds on which they rest. Contrary to inclination space requirements compel them to resort to summary statements without adequate discussion for a satisfactory presentation of the whole subject. All they can do is to qualify the witnesses and record the testimony.
