DURING the morning session," on Feb. 17, papers were presented and discussed regarding a recent wire saw installation, cement rock quarry operations, hydration factors in gypsum deposits and the status of the phosphate industry of the West. Oliver Bolvles presided and there were about twenty-five members present. W. M. Weigel's paper (T. P. 262), "The Application of the Wire Saw in Marble Quarrying," was read by the author. He described the recent installation of the St. Clair Marble Co., near Guion, Ark. Since the use of the wire saw for quarrying is comparatively new and the fact that it has been almost entirely limited to slate quarries heretofore, ?he description and data given in this paper were of much interest.

OWING largely to its value as a toughener and strengthener of steel for both industrial and military purposes, nickel is playing, an important role in the current war. It is fine of the metals in which the Allies enjoy a definite edge over the Axis nations and this time there is no place to which the Germans may send another submarine "Deutsehland" and expect to pick up a cargo of nickel to replenish their exhausted supplies. Total world nickel production thanks almost entirely to the expanded operation of the International Nickel Co. of Canada at Sudbury must now be at the rate of around 175,000 tons a year scarcely more than 5 per cent of which is accounted for by Germany, Italy and Japan. This represents more than four times the world output at the end of the first World War.

Nickelic hydroxide is an important metallurgical reagent used for precipitating cobalt from nickel sulfate solutions. Existing methods of preparation of nickelic hydroxide involve electrolytic oxidation of Ni(OH)2 or the use of strong oxidizing agents such as chlorine, ozone and persulfate. Although the oxidizing properties of the SO2 + O2 system have been known for some time, e.g., detection of SO2 and oxidation on iron in acidic solution, the application of this system for the preparation of nickelic hydroxide as a process was not considered in the past. The present paper describes a new method for chemical preparation of nickelic hydroxide which has been developed in INCO laboratories. The technique consists of reacting nickelous hydroxide suspensions with a slurry of calcium sulfite in the presence of air or oxygen. The main advantage of the process is the cost of reagents and an absence of soluble by-products (e.g., C1-). The chemistry of this process is unusual since the redox potential obtained during the reaction exceeds that of the oxygen electrode. Therefore, the effect of CaS03 is not just a catalytic acceleration of the reaction NI(OH)~ + 02. The so3= must be involved in the stoichiometry of the overall reaction producing in the initla1 phase some strongly oxidizing intermediate species.

Introduction This is the Pacific Rim. Nearly three fourths of the world's population live on or near its border. In the recent past, on any given day, one could find traversing its„ borders pirates, smugglers, gunrunners, missionaries, slave traders, tourists, and businessmen. If one were not too observant, he would notice that over the last several years the ocean traffic in the Rim has pretty much stayed the same--Polynesian outriggers, passenger ships, general cargo vessels, ore carriers, and oil tankers. If he were to look a little closer, he would notice some coal colliers. A still closer look would reveal that most of them were hauling metallurgical coal destined for the steel mills of Japan, Taiwan, or Korea. If his senses were keen, he would observe that not only were the number of colliers increasing dramatically, but also that a relatively new cargo was being carried to those countries as well as additional areas in the Pacific Rim., This new cargo thermal coal holds the promise of not only exceeding the metallurgical coal trade, but significantly cutting into and decreasing the already vast oil tanker business throughout the Pacific Rim. The high price of crude oil as a result of the oil embargo in the Middle East in 1973-74 has forced the Pacific Rim countries to convert to coal, and as a result, the coal resources of the Rim are being exploited at an ever-increasing rate. Although coal produced outside the Pacific Rim does enter its borders for ultimate consumption from such places as South Africa and the East Coast of the United States, the vast majority of thermal coal that will enter this booming market place will be sourced from countries within the Pacific Rim. Accordingly, this paper will provide an overview of those sources with particular emphasis on the non-communist block nations. This is not to say that countries such as China and Russia will not be players in the Pacific Rim thermal coal arena, but that -most consuming countries in the Rim are basing the majority of their near-term sourcing requirements from countries that provide a stable source of supply. Pacific Rim Coal Resources Figure 1 is a map of the Pacific Rim countries and identification of major coal resource locations within its border. Going in a clockwise direction, the following countries will be the major suppliers of thermal coal through the year 2000: Australia, Indonesia, China, Russia, Alaska (U.S.), Canada, United States (Utah, Colorado, Wyoming, Montana), and Colombia, South America. Other countries such as New Zealand, Malaysia, Philippines, Korea, etc., will play a role in supply, but compared to the ones previously mentioned, will only have a minor impact. When one looks at the vast stretch of ocean that separates the sourcing countries from the consuming countries (Japan, Korea, Taiwan, Hong Kong, Singapore, etc.), one realizes that costs of transportation will play a significant role in determining which countries and in what quantities coal will be purchased. The problem of the measurement of in situ stresses in rock masses has, in recent years, become one of the prime concerns of investigators and researchers in the field of rock mechanics. Numerous instruments have been developed for that purpose and various techniques have been used to determine the absolute values of these stresses at a point.l The "stress-relief" technique has gained the widest acceptance. In its usual application it relies on one of the two following principles: (1) Measurements of the changes in a "solid inclusion" in a borehole,2 or (2) Measurements of the diametral deformation of a borehole with a free boundary." The theoretical development, in the case of the latter, is based upon an evaluation of the deformation of a circular hole in an infinite plate under the action of a uniaxial stress field. Expressions for the deformations may be obtained by using either the plain strain or the generalized plane stress theoretical approach of the classical theory of Elasticity, which assumes that the material is linearly elastic, homogeneous and isotropic. The solution for the case of a biaxial stress field is obtained by the Principal of Superposition. The circular hole becomes elliptical after deformation takes place under the action of a uniaxial or biaxial stress field applied to the plate. Because of the strict requirements on the quality of limestone that are dictated by the users, the operator was compelled to find new approaches to produce a product of uniform and acceptable quality. The raw material is controlled and monitored every two minutes by a special computer in order to ensure its quality. The required minimum and maximum quality constraint had an adverse effect on performance and consequently cost. In order to improve this performance, a Monte Carlo simulation model was developed and tested for the optimal truck allocation. The input data is based upon the distribution of equipment performances and costs.

FREDERICK WORTHEN BRADLEY, the newly elected president of the Institute, may be said to be the prototype of the men who have built up the great mining industry of the West. He was born in Nevada County, Cal., on Feb. 21, 1863, and studied mining at the University of California from 1882 to 1884, as a member of the Class of 1885. He was in contact with the mining industry from his earliest years and in his reminiscences which we published last month, he told of meeting Thomas Mein and H. C. Perkins in 1877. Beginning as assayer and roustabout at the Eagle Bird mine, in Nevada county, Mr. Bradley was a deputy mineral surveyor in 1886 and 1887 and superintendent of the Spanish mine from 1885 to 1890. There he made a record of mining gold ore at 65 cents per ton that was not only astounding in that day when modern large scale mining had not yet been developed but is still a mark to shoot at. As a result he was called in 1890 to be assistant manager of the Bunker Hill and Sullivan and was made manager in 1893. In 1897, he was elected to the presidency of the company, a position he still holds. H. C. Perkins and D. O. Mills, the largest stockholders in the Bunker Hill and Sullivan Co. took over the Tacoma smelter in 1898, feeding it with concentrate from the Coeur d'Alene and Douglas Island mines but also doing a gen-era1 smelting business. Mr. Bradley was put in as president of the Smelting company, and held that position until the plant was sold to the American Smelting Securities Co. in 1905.

THE outstanding fact of the mineral world today, at home and abroad, is the surplus of current production, and particularly of capacity for production, over current requirements. This is not by Any means a new condition, but never before has it loomed up in such' menacing form. - Those of us who have devoted most of our professional efforts to the discovery and development of 'new mineral supplies now suddenly find ourselves with the job apparently accomplished, waiting for some one else to find an outlet for excess mineral production before we can further. The management of the industry is in much the same boat. The psjrcho16gy of the industry has been so grooved in the direction of acquisition of, minerals that at the present moment the mineral industry confronts the new problem of surplus in more or less of a daze.

FLOTATION requires the existence of a definite contact angle. This contact angle, the surface tension of the solution, and adsorption at the solid-fluid interface are quantitatively related. Adsorption of dodecylammonium acetate on hematite was measured for a wide range of concentrations of reagent in solution. Similar measurements for quartz have already been made. Contact angle measurements were then made on polished surfaces of hematite and of quartz immersed in aqueous dodecylammonium acetate solutions, and a functional relationship was sought between adsorption density at the mineral-solution interface and the contact angle. Finally, the surface tension of the aqueous amine acetate solutions was measured. These data were combined to give an evaluation of the work of adhesion for the three-phase system. Specular hematite was crushed and then ground dry in a laboratory porcelain mill, with flint pebbles, to pass a 200-mesh screen. The ground product was sized in a Haultain infrasizer, and one of the granular sizes (cone No. 3) was used in all adsorption tests. A hand magnet was used to remove magnetite and abraded iron. Quartz was removed in a Frantz isodynamic magnetic separator. The purified hematite was leached in aqua regia, washed with distilled water until the washings appeared free of electrolyte by conductance measurement, dried in a low-temperature oven, and stored in a pyrex container. The specific surface of the closely sized hematite was determined by the krypton gas adsorption method.' Three measurements gave an average value of 1350 sq cm per g. Chemical analysis showed Fe -69.37 pct, insol = 0.72 pct. The quartz used in the flotation tests had been prepared by Chang" for an earlier investigation. Demineralized distilled water was used for all test solutions. Dissolved salt content was of the order of 0.03 ppm, expressed in terms of sodium chloride, as estimated from conductance measurements. Dodecylammonium acetate was obtained from Armour & CO. in two forms, the unmarked compound and a preparation marked by carbon 14 in the hydrocarbon chain of the aminium ion. Specific activity of the active salt was 0.134 millicurie per g. The important physico-chemical constants for the primary amine salt have been reviewed by de Bruyn. The calculated effect of hydrolysis of amine salt on pH of aqueous solutions and the effect of pH on the distribution ratio of the alkylammonium ion to free amine are of particular interest. All other chemicals used in this investigation were of analytical reagent grade. A column method' was used for adsorption work. Attainment of equilibrium distribution in the adsorption column depends on the solid-solution contact time, hence upon the volume of solution passed. It was assumed that contact time required for equilibrium would be a maximum for the lowest reagent concentrations. On this premise it was demonstrated experimentally that the passage of 500 ml of solution through the mineral bed was adequate. An aliquot (1 to 5 cc) of the solution to be analyzed was transferred to a small pyrex cup and allowed to evaporate to dryness at room temperature; 4 or 5 mg of unmarked amine acetate were added to the dried sample and the cup and its contents were transferred to the combustion system for analysis. Evaporation at room temperature must be emphasized, as even slightly elevated temperatures result in loss of reagent. A laboratory model G Beckman pH meter equipped with a glass electrode was used to measure pH of amine acetate solutions. The technique of internal gas counting of radioactive carbon dioxide in a Geiger-Muller counter was used. Developed originally by Brown and Miller,- his method was adapted to the analysis of carbon-14 marked flotation reagents by Chang, de Bruyn, and Bloecher. nalytica1 method and procedures have been described in detail by Bloecher.' The Getchell mine, a comparatively recent gold discovery, is in the old Potosi mining district, Humboldt County, Nevada. All ore is mined from open pits using Diesel shovels and gasoline trucks. Two types of ore are mined, oxide and sulphide. Oxide ores are siliceous or shaly; sulphide ores either gougy, siliceous or shaly. In mining, the sulphide ore is segregated into hard and gougy ore, because the gouge must be dried before it can be crushed. The oxide ore is not segregated. General Metallurgy The oxide ore is the leached outcrop that overlies the sulphide ore body. All of the iron and arsenic sulphides found in the sulphide ores have been thoroughly oxidized. The sulphur and arsenic have been leached out while the iron is present as hematite and limonite. The oxide ore is amenable to direct cyanidation, and although no visible free gold is present it is released at a comparatively coarse grind. The sulphide ore is more refractory, since the gold is all of micron size and some of it is locked in fine sulphides. It has been established microscopically that the free gold is coated with an impervious shell, which is probably some form of iron compound. The sulphide ores contain from 1.5 to 2 per cent of arsenic, which is present as orpiment and realgar with minor amounts of arsenopyrite. The orpiment and realgar are of a later mineralization than the gold and are barren. Roasting and washing of the sulphide ore prior to cyanidation is necessary to eliminate , the arsenic, to alter the gold coating from an insoluble form to a soluble form, and to release the gold associated with the fine sulphides. Washing the ground calcine in weak sulphuric acid, trona, or hot water are beneficial in the order named, but to date the water is the best from an economic standpoint. Metallurgical tests as well as plant practice indicate that a certain amount of gold cannot be recovered even by going beyond economic practices. On this basis metallurgical results are viewed in the light of an optimum tailing rather than a percentage of extraction. Milling Practice Crushing (Fig. I).—There are three primary ore bins, one each for oxide ore, gougy sulphide ore, and hard sulphide ore. In front of each bin a substantial yard is maintained, which makes it possible to Stockpile 2500 tons of oxidized ore, 1000 tons of hard sulphide ore, and 1000 tons of gougy sulphide ore. IN ATTEMPTING to summarize briefly the reconstruction of the Hecla plant since the fire, three important facts must be held in mind; namely: a hurry-up job with the shadow of an insurance company in the background; restriction of working space in the narrow Burke Canyon; and building two-thirds of the plant on a filled area. Construction work was carried on without interruption through the winter season. These adverse conditions have contributed many obstacles not ordinarily encountered in mining work. The first problems immediately after the fire were organization and policy; the-former to create an efficient construction crew out of a mining organization; the latter to determine the type and extent of surface plant to be built. The new crew was organized from a nucleus of mine employees, 25 per cent. of the old crew remaining for construction work. Permanent fireproof buildings were decided upon, the general arrangement of the new plant to be similar to the old one as far as possible, at the same time enlarging it 100 per cent. in anticipation of the demands which would be made upon it when the Star Mine began operating. Cleaning up the wreckage was a big job, the extent of which is indicated by the fact that 30 carloads of scrap iron and steel were moved off the property. In re-establishing transportation facilities at the plant, a previous disadvantage of a steep grade on the high line was obviated by excavating 1600 yd. of solid rock; the fire having destroyed all town buildings below, made this work possible.

FISHER, Hollomon, and Turnbull have developed a theory for the nucleation of martensite. They first tested the theory on Fe-C alloys and low alloy steels. The major factor influencing nucleation of martensite was considered to be statistical composition fluctuations occurring in small regions at high temperature and frozen-in on quenching. These local regions of varying size and composition serve as nucleation centers. They become supercritical, one by one, as temperature is progressively lowered, resulting in temperature-dependent or athermal transformation. Fisher next applied nucleation theory to substi-tutional solid solution alloys. Detailed predictions were made for Fe-Ni alloys because of the availability of free energy data on this system. It was shown that composition fluctuations that were significant energy-wise did not occur, and nucleation frequencies could be calculated from average properties of the system. Nucleation was predicted to occur as time-dependent and having the functional relationship to give a C curve of nucleation frequency vs temperature. The analysis further predicted that the nucleation frequency was extremely sensitive to composition. Experimentally, it would be found that the transformation in some compositions is so slow that measurable amounts will not form in a reasonable length of time. With other compositions, only slightly different, the nucleation frequency becomes so great that the material becomes transformed while still distant in temperature from the maximum nucleation frequency. On quenching an alloy of such composition, the observed transformation kinetics would be similar to those found in Fe-C alloys. Cech and Hollomon repeated experiments of Kurdjumov n which the kinetics of transformation were similar to those predicted by Fisher for Fe-Ni alloys. The alloy studied in this investigation contained 73.3 pct Fe, 23.0 pct Ni, and 3.7 pct Mn. Fisher,' using an idealized model for the extent of transformation as a function of the number of martensite crystals per grain of parent phase, derived nucleation frequencies from the transformation curves of Cech and Hollomon. Complicating influences such as coupling effects between grains in the polycrystalline specimens were neglected. Nevertheless, excellent agreement was found between the theoretically and experimentally derived nucleation frequencies. These experiments, however, could not provide a critical test of the theory. Experimental nucleation frequencies could vary widely from those calculated, depending upon the extent of deviation from ideal partitioning and the extent of coupling effects. Further, since the compositions of material theoretically analyzed and experimentally determined were different, the free energy changes involved in the experimental work could only be estimated. Also, the effect of heterogeneities on the transformation kinetics was not considered. For these reasons, it was decided that experiments designed to test the validity of the Fisher analysis must be conducted on binary Fe-Ni alloys, which were the ones considered theoretically by Fisher. The martensite transformation in Fe-Ni alloys has been the subject of considerable study. Machlin and Cohen have shown that transformation proceeds in a manner quite unlike that in any other ferrous alloy system. They found that single crystals would transform to a large extent in a single burst. In large grain polycrystalline specimens, frequently more than one grain and sometimes the whole specimen would transform at the same instant in this manner. Results on filings indicated that different particles would undergo the burst transformation at widely different temperatures. These results support the conclusion that the transformation behavior could not be described by a single nucleation frequency as would be the case if the nucleation were homogeneous. It appeared that further work was necessary to define the factors responsible for burst-type transformation, so that the conditions could be altered to favor homogeneous nucleation of martensite if such could be accomplished. This paper, descriptive of a single mine, is presented in the belief that it may furnish useful suggestions to mine-managers encountering similar problems; and it includes the details which will enable them to estimate the value of the methods employed—especially where these depart from common practice. Tt should be added, however, that this mine is not typical of the San Juan district, but differs markedly from neighboring mines in physical conditions and metallurgical requirements. The Liberty Bell mine is situated in San Miguel county, Colo., on the west front of the San Juan mountains, 2 miles north of Telluride. The vein was discovered in 1876 by Wm. L. Cornett, who, with subsequeilt locators, took up claims along the apex. A few hundred feet of development-work was accomplished, and a few? tons of ore were smelted or milled; but profitable working proved impossible under existing

FEAST and famine-or, chronologically, famine and feast-have characterized the aluminum supply program during 1943. Fortunately for the war effort the famine phase is over and aluminum production is now in the happy position of being abundantly able to supply all the requirements of the armed services plus a monthly surplus which is building up a substantial stock pile as a reserve against any contingencies. But the present condition of oversupply cannot be attributed to the super-efficiency of the aluminum production program which was designed to take care of the over-all requirements of the war with little or no margin of safety. The present more than comfortable situation is due primarily to the fact that the armed services generally have not consumed anything approaching the amount of aluminum which their requirement estimates indicated.

(written discussion?).-As the die-casting process is so very different in character from the process of making sand molds, it is often considered that entirely different methods of pouring, gating, venting, etc. should be used. There is really, however, no essential difference in the making of (lie castings and sand castings, and similar methods should be used in each process. In the matter of gating, the metal should be introduced at a central point, as nearly as possible, so that it will have an equal distance to flow from the point of entrance to the most distant points of the mold. This will cause a uniform rate of congealing of the casting and prevent streaks and cold shuts. The venting should be done in such a way that a free exit of the air in the molds can occur. It should be less difficult to take care of the venting of a die-casting mold than to vent an ordinary sand mold. In the case of a sand mold, the venting is left, to a considerable extent, to the judgment of the molder, and it is possible that no two molds will be vented in a similar manner. Further than this, after a vent has been made in a sand mold, it may become clogged by the sand and for this reason be inefficient. There is also quite a variation in the pressure of the metal entering a sand mold, due to varying heights of the pouring gate. In a die-casting mold these factors can be controlled more closely. The vents should be so disposed that the air in the mold compressed by the entrance of the metal may be able to leave the mold at a uniform rate and by exits located symmetrically. These exits are made quite small on molds at first, as they can he easily enlarged if necessary, and they are tapered so that a free flow is guaranteed without danger of the metal spurting out from the die. Uniformity of pressure of the metal as it enters the mold is very important and, as the pressure is mechanically applied, its control is not difficult. It is true that a sand mold has much less of a chilling effect on the metal poured into it than has the die-casting mold, but, outside of this point, there is a great similarity between the die-casting process and the process of making castings in sand folds. It is suggested that much would be gained by regarding these two processes as not essentially different.

The sulphide ores contain from 1.5 to 2 per cent of arsenic, which is present as orpiment and realgar with minor amounts of arsenopyrite. The orpiment and realgar are of a later mineralization than the gold and are barren. Roasting and washing of the sulphide ore prior to cyanidation is necessary to eliminate the arsenic, to alter the gold coating from an insoluble form to a soluble form, and to release the gold associated with the fine sulphides. Washing the ground calcine in weak sulphuric acid, trona, or hot water are beneficial in the order named, but to date the water is the best from an economic standpoint. Metallurgical tests as well as plant practice indicate that a certain amount of gold cannot be recovered even by going beyond economic practices. On this basis metallurgical results are viewed in the light of an optimum tailing rather than a percentage of extraction. MILLING PRACTICE Crushing (Fig. 1).-There are three primary ore bins, one each for oxide ore, gougy sulphide ore, and hard sulphide ore. In front of each bin a substantial yard is maintained, which makes it possible to stockpile 2500 tons of oxidized ore, 1000 tons of hard sulphide ore, and 1000 tons of gougy sulphide ore. DEVELOPMENTS in Iran currently arousing interest in a considerable portion of the world, particularly on the part. of that country's immediate neighbor on the North and in our own country, an inseparably related to and largely dependent upon the government's attempts to strengthen its economy and improve the standard of living of its people. These efforts are encompassed by provisions of the Seven-Year Development Plan recently enacted and not, in the process of implementation. It is a fine example of what one financially sound but extremely backward and poorly equipped country has undertaken to do on its own account and with its own resources. This Seven-Year Plnil was formally authoriztld by an act of the Iranian Parliament in February 1948. Its stated objects are to carry out such plans for the development of the country and its economy as ail1 raise the standard of livinc: and standard of education of the people, and re- duce the cost of living. A seven-yrar program for carrying out the work within the limits of appropriations was assigned under the law. The total amount to be expended during the seven- year period was fixed at the equivalent of $670 millioil at current rates of exchange.

[SECRETARY'S ]NOTE.-The following notes, arranged and edited in this office, but not yet revised by the author, were placed at my disposal with much modest hesitation (due to their incomplete and fragmentary character), upon my earnest request, and my argument that such recent and trustworthy data concerning a new and important mining industry ought not to be withheld from our Transactions, simply because they are not sufficient to constitute a, complete academic treatise on the subject. This argument is recommended to the attention of many other members, who are waiting for the opportunity to contribute something "monumental" to our Transactions. In a number of instances, death has nulli¬fied this ambition, and the intended "monumental" contribution has turned out to be an obituary notice by the Secretary, instead of a valuable record of the professional experience thus hopelessly lost to the world.-R. R.] The official publications of the the Russian Government give fairly complete statistics of the dredges operated in the Empire; and in a recent English bluebook, Mr. Cook's report on Siberian Trade presents a brief account of dredging in Siberia. The data in Table I. (not given by Mr. Cook) have been taken from the Gold Mining Messenger (Russian) for July, 1905. These interesting statistics, though incomplete, show that the Yenisei dredges are working on poor ground and yield small returns. According to report, but few yield a profit exceeding 10 per cent. per annum on the capital invested. In the summers of 1904 and 1905, I traveled in the Urals as far north as lat. 61° N., long. 61° E., on the the Lozva river, a part of the vast system of the 01) river. This clear-water stream starts from the summits of the Urals at an altitude of 4,000 ft., and flows through a flat country, densely wooded with larch, spruce, pine, fir, birch and poplar. The river is full of fish, and is navigable for good-sized steamers as far as Ivdell. Winter lasts from early November to late April, the temperature rang¬ing from -60° F. to a summer maximum of 90° F. The rain¬fall is 20 in.. The climate is healthy, although mosquitoes,

GEORGE OTIS SMITH, the Institute's new presi-dent, continues the long tradition of close asso-ciation between the organization and economic geology. Several preceding presidents have been eco-nomic geologists, and a gen-erous share of space in the TRANSACTIONS has always been devoted to that subject, one of critical importance to the miner as well as the seeker for ore. Mr. Smith has long served the Institute, hav-ing been a director since 1921 and first vice-president since 1927. He was born in Hodg-don, Me., on Feb. 22, 1871, and graduated at Colby College, where he took his A.B. and A.M. He did graduate work at Johns Hopkins, where he re-ceived a Ph.D. in 1896. Meanwhile he had engaged in field geological work in Michi-gan, Utah and Washington with the Geological Survey. In 1896 he joined the regular staff of that organization, be-coming director in 1907. He has been with the Survey con-tinuously since he first joined, with the exception of one year when he was furloughed to serve as a member of the U. S. Coal Commission. His special interest for many years has been in the eco-nomic aspects, in the larger sense, of the mineral in-dustry, matters that are necessarily the subject of strong differences of opinion, but which he has dis-cussed with good temper though with full adherence to his strong con-victions.
