Metal mines were developed long before coal mines and the early lighting of underground workings was effected by torches and candles. The early coal mines were outcrop workings and little trouble was experienced from gas, but as the mines became deeper and shaft mines were opened it became apparent that an open-fame lamp was exceedingly dangerous where gas occurred. No satisfactory way of lighting gaseous coal mines was found until Sir Humphrey Davy brought out his famous safety lamp in 1815. The introduction of the Davy lamp was a great step forward but it was unsatisfactory from a light standpoint because the gauze absorbed a large percentage of the light given out by the flame. Clanny corrected this by the introduction of a cylindrical glass lens, which not only permitted a free distribution of the light from the flame but added greatly to the safety by eliminating the possibility of the flame coming in contact with the gauze and by protecting the flame against air currents. A very complete story of the flame safety lamp since its inception is given in the U. S. Bureau of Mines Bulletin No. 227, by J. W. Paul, I;. C. Ilsley and E. J. Gleim, published in 1924. A little more recent publication, known as Safety in Mines Research Board Paper No. 4, entitled "The Light Power of Flame Safety Lamps," by R. V. Wheeler and D. W. Woodhead, was published in England in 1927. The flame safety lamp was the only lamp available for gaseous mines for about 100 years. Although the incandescent electric lamp has been in use over 50 years, it was not found safe to use this lamp from wired circuits in gaseous locations. The storage battery was advocated shortly after the development of the incandescent lamp but until the introduction of the tungsten filament in the miniature mine-lamp bulb, the battery lamp was not a real possibility because of the excessive weight of the battery necessary to produce a sufficient amount of light. During the past five years we have probably witnessed greater technological advances than in any similar period. Industry and science have steadily marched ahead. The makers of iron and steel products have watched with great interest the development of streamlined trains, faster and safer airplanes, the entirely new science of air-conditioning and the widespread use of stainless steels. Since 1930, we have witnessed the erection of the world's largest suspension bridge, the largest and fastest ocean liner and the spectacular Boulder Dam, while even greater things are planned in these particular fields. Other industries, too, have been moving ahead rapidly. This advance in a few years has been caused primarily by the fierce competition of the depression. Now, more than ever, is the emphasis placed upon quality and service. Makers of southern merchant pig iron have been no exception and have been confronted with increasingly strict chemical specifications and with much greater stress on physical characteristics than ever before. For example, sulfur in the iron must be held very low, competition demanding that it be in the 0.020's and low 0.030's; silicon content must be held within a very narrow range, and definite requirements of phosphorus and manganese are an essential part of the specifications. Physical characteristics are becoming of increasingly greater importance. The introduction of triple-skimmed, slow-cooled iron several years ago was the first step in this direction. Now there are a few customers who buy iron by chemical analysis and physical appearance, having found that the analysis alone is an insufficient guide to their requirements. In addition to questions of quality, the subject of cost has greatly altered the southern furnaceman's viewpoint on many things. Precision lattice-constant measurements have been widely used in the study of cubic solid solutions but as yet have been rarely applied to noncubic solid solutions. (See, however, references I and 2.) With the high precision at present attainable in the measurement of lattice constants, the X-ray method should be readily applicable to noncubic solid solutions. In the work reported here, hexagonal close-packed magnesium was used as the solvent and either lead, bismuth or gold as the solute. In the magnesium-lead and magnesium-bismuth systems the a and c lattice constants were determined as a function of composition, densities were calculated from these lattice-constant data, these theoretical densities were compared with those directly measured and the solid solubility limit was determined on quenched specimens over a considerable range of temperature. In the magnesium-gold system, the solid solubility is very small but we have obtained an indirect check on the solubility limit previously reported. Materials and Preparation oF the Alloys The magnesium used was obtained from the Aluminum Company of America and was 99.987 per cent pure. Impurities as reported On the label were: Fe, Al, 0'004 per cent; Si, 0.009 per cent; Zn, trace; Cu, Pb, nil. The bismuth was Merck's analytical grade, minimum purity 99.95 per cent. Maximum impurities as listed on the label were: Fe, 0.008 per cent; Pb, 0.010 per cent; Ag, 0.010 per cent; Cu, 0.005 per cent; Sn, 0.003 per cent; Sb, 0.00; As, 0.000; S, 0.01 per cent. The gold was purified by double precipitation with sulphur dioxide. The lattice constants of these three metals have been previously reported.3 The lead used was test lead, silver free and with a maximum of 0.10 per cent heavy metal impurities. The lattice constant 01 this lead has been measured and found to be 4.94057 ± 0.00016 at 25°C. The alloys were prepared by melting together weighed amounts of the constituent metals in magnesia-lined alundum crucibles under an atmosphere of hydrogen purified by passing over magnesium heated to 500°C. The magnesia lining prevented contamination 01 the alloys with aluminum. Vacuum melting could not be used because of the volatility of magnesium. A high-frequency induction furnace was used for the melting operation and the stirring action of the current resulted in thorough mixing of the constituents. The melts were allowed to freeze in the crucible, the ingots obtained weighed about 10 grams. An extremely thin white film formed on the surface of the melts, sometimes covering only a part of the exposed surface. 1 Raw coal from Truax-Traer Coal Co.'s Burning Star Slope mine, Jackson County, Ill., is brought to the surface by the new 42-in. slope belt haulage conveyor at the rate of 850 tph. The loading system shown above employs four storage tracks, two tail tracks for loading, and four 25-hp hoists, operating in pairs, and coupled to two dolly cars to move the trains of cars through the tipple. The system has a capacity for loading 1800 tph. One operator is needed to load on each of two shifts. A third man working for a few hours on night shift sets up for the morning cycle. Railroad crews bring in empties placing them in the storage yard, twenty cars to the track. Trains of empties are pulled through to the tail track and loaded on the return; hoists at opposite ends pull the trains in each direction. [ ] 2 Pairs of hoist drums are interconnected electric- ally by a Trench lay cable buried between the tracks. When one hoist operates moving the cars, the tail hoist idles with brake released. The operator, situated in the tipple over the cars, views the storage yard at the end of the first shift (left). When returning loaded cars to yard, four or five cars are held on the dolly to couple the next string of empties. Empties are ready for loading on the tail track (right). Differing from a gravity system in which empty and load tracks are on a slight grade, this system is designed for 80 railroad cars for a two-shift operation and one rail service per day.

TWENTY-FOUR of the 28 local sections and the two divisions of the Institute were represented at the meeting. Three sections failed to appoint delegates and two of those appointed failed to attend the delegates' meeting proper. Four sessions were held, two on Monday and two shorter adjourned ses-sions on Tuesday and Wednesday. Even at the end many things remained to be said and, in view of the amount of time the delegates lost from technical ses-sions the feeling was general that next year it would be advisable to hold their meeting the day before or day after the general meeting. Every part of the country was represented from Boston to Los Angeles and Seattle to Washington. All phases of Institute work and policy were taken up in the most informal way and the delegates will carry back to the sections, as they brought to headquarters, many ideas that will prove useful and stimulating. The time was divided between reports by the delegates on section activities and reports by officers of the In-stitute and of the various joint activities on the work at headquarters : A. D. Flinn told of the work of Engi-neering Foundation; W. V. Brown discussed the Em-ployment Service; J. A. Sohon explained what the Library is doing; T. T. Read told how the sections could help MINING AND METALLURGY ; H. Foster Bain discussed Institute affairs in general and asked and answered questions. An interesting new feature of the meeting was the appearance by request of Directors Turner and Smith of the U. S. Bureau of Mines and U. S. Geological Survey to answer inquiries as to the needs and work of their Bureaus. So much attention had been paid this year by the western sections to the diminished funds made available at Washington for research on mining problems that many questions came up. The accom-panying figures epitomize the answers.

ON May 5, the Washington, D. C., Section, A.I.M.E., devoted its meeting to the many-sided and perplexing question of mineral stock-piling for peace. Opening the symposium, Harry J. Wolf, of the War Production Board, outlined the problem under six heads: (1) Technical. Mechanical, chemical, or metallurgical importance of specified materials, emergencies that might arise, relative scarcity, and critical value of stock piles during emergencies. (2) Economic. Cost to Government, influence of Government stocks on commercial relationships and markets, effect of availability of items as a con¬structive influence on industry, Administration policies now and during postwar period. (3) Legislative. Need for immediate legislative action, need for legislation on postwar conditions as well as on current requirements, a constructive basic policy to prevent political manipulation. (4) Military. Consideration of re¬quirements and supplies bearing on national safety and needed for manufacture of equipment, and adequate reserves of scarce materials for research or experimentation by military agencies. (5) International. Interests of the United Nations in contradistinction to those of the United States; effects of nonisolation policy on nature, location, and administration of stock piles. (6) Negative stock-piling. Question of United Nations' legislation to prevent stock-piling by Axis nations after the war and who shall purchase stock-pile materials and during what periods.

(Cleveland Meeting, October, 1912.) ALTHOUGH many metallurgists know that some pearlitic special steels can be made troostitic, martensitic, and even austenitic, without quenching, and, therefore, without exposing them to the dangers of the quenching-bath, the practical significance of such possibility does not seem to have received the attention it deserves. Let us recall briefly the mechanism of the transformation alluded to. In Fig. 1 (after Guillet) is shown the constitutional diagram of nickel-steel that; is, of alloys of iron, carbon, and nickel. Any steel the composition of which falls within the area LPO is pearlitic after slow cooling; any steel the composition of which is represented by a point within the area MLO is martensitic, and any steel within the area MNO is austenitic. Starting with pearlitic steel, then by increasing the carbon-content or the nickel-content, or both, the metal becomes martensitic and eventually austenitic; that is, its composition crosses first the boundary-line LO and then the line M0-and it remains martensitic or austenitic after slow (air) cooling.1 We have inn this way imparted to the metal without quenching it the properties of hardened carbon-steel. In other words, the steel is now self-hardening. Greater refinement in the construction of the diagram would undoubtedly result in the introduction of troosto-pearlitic, troostitic, and troosto-martensitic zones between the pearlitic and martensitic areas and-of a martenso-austenitic zone between the martensitic and austenitic areas. Fur the purpose of this note, however, the existence of these transition-conditions may be ignored.

Introduction In August 1977, the federal Surface Mining Control and Reclamation Act was signed into law. It stated that: "The Congress finds and declares that because of the diversity in terrain . . . and other physical conditions in areas subject to mining operations, the primary governmental responsibility for developing. authorizing, issuing, and enforcing regulations for surface mining and reclamation operations subject to the Act should rest with the States." Section 516 of Title V (Control of the Environmental Impacts of Surface Coal Mining) of the Act deals with the surface effects of underground coal mining operations. "Each permit issued under any approved State or Federal program pursuant to this Act and relating to underground coal mining shall require the operator to adopt measures consistent with known technology in order to prevent subsidence. causing material damage, to the extent technologically and economically feasible, maximize mine stability, and maintain the value and reasonable foreseeable use of such surface lands, except in those instances where the mining technology used requires planned subsidence in a predictable and controlled manner: Provided, that nothing in this subsection shall be construed to prohibit the standard method of room and pillar mining." This section raises many questions. Precisely what is the "reasonably foreseeable" future as far as land use is concerned? And what is the "standard method of room and pillar mining"? The first part of the paragraph seems to rule out longwall mining, but isn't longwalling a "predictable" manner of "planned subsidence"? Does the Act take into account variations among mining methods in differing regions or coal seams? With these questions and the need to comply with the Act's provisions in mind, many states may turn to the Pennsylvania Bituminous Mine Subsidence Act of 1966- the only comprehensive subsidence act passed by any state-as a model for their own programs. Thus, it is very important to evaluate Pennsylvania's Act to see whether its basic assumptions can accommodate national application. This paper will note the Subsidence Act's provisions and guidelines, briefly analyze the current state-of-the-art in subsidence damage prevention and control, and list several recommendations for altering the Act's application guidelines for different mining areas.

THE Premium Price Plan for copper, lead, and represent, the approach of the Office of Price Administration to the urgent of wartime problem of securing increased output of nonferrous metals. Some of the problems encountered in too operation of the Plan and the considerations which led to it?s adopt it will here he reviewed. The Plan provides for extra payment by the Metals Reserve Co., to mine operators who exceed established quotas of production. Producers are thus directly, compensated for the higher costs of working ores that are not commercial at the ceiling price, although the metal obtained from these ores is directed into regular channels of distribution at the established prices for copper, lead, and zinc. Higher-cost metal is thus available to fabricators and to the government agencies at the regular ceiling price and the dual objective of increased production and table pries is achieved.

THE Engineering Education group began its sessions Tuesday morning, Feb. 16, as a Committee and wound up the day as the Institute's fifth " Division." C.II. Fulton presided. The first paper for discussion was entitled "Teaching Management in Engineering Schools,"' by Eugene McAuliffe, president of the Union Pacific Coal Co., space for which may be found later in these pages. In it, Mr. McAuliffe argued that an engineering student should be taught the knowledge of men, much as a medical school teaches surgery. He then went on to indicate, out of the wealth of his administrative experience, the problems an executive needs to be equipped to handle, and said that every student engineer should look on himself as a potential manager.

None of the currently used methods of testing bentonites as binders for strengthening iron ore pellets is entirely adequate by itself. Since more knowledge was needed about 1) which properties of bentonite most affect pellet strength, and 2) the precise mechanism by which strengthening is produced, attention was paid to possible new techniques for rating bentonites. With the structural nature of bentonites — in particular, the montmorillonite component — the possibility of rating bentonites on the basis of zeta potential was investigated. These bentonites were also rated by conventional tests and measurements, including colloid content, barrel yield, pH, chemical analysis and physical tests on green and dry pellets. A mechanism for pellet bonding based on electro-kinetic forces between the bentonite and the iron ore concentrate appears to be feasible. In pelletizing, from 6 to 18 lbs of bentonite is added per ton of concentrate to give strength to the green and dry pellets. In some operations even more bentonite than is required for strengthening purposes must be added for moisture adsorption to pennit balling of the concentrate. Since bentonite is thus a major item in pelletizing, more knowledge about the way in which bentonites act as binders and better ways of rating this ability would help in the difficult job of selecting the right bentonite for a given concentrate. The fact of the matter is that although several methods are in current use for testing bentonites, none of these methods are consistently foolproof. For example, a given bentonite may rate high by several standard tests yet turn out to be a poor binder, and of course the reverse also occurs. Actually, more knowledge is needed about 1) which properties of bentonite most affect pellet strength, and 2) the precise mechanism by which strengthening is produced. In this study attention is therefore paid to possible new techniques for rating bentonites. With the structural nature of bentonites as a starting point, we investigated the possibility of rating bentonites on the basis of the zeta potential, i.e., the electrokinetic ootential on the montmorillonite colloids — the main component of bentonite binders. The zeta potential technique was applied to a range of commercial bentonites from several areas in the U.S. and abroad. .NONE of the methods now in use for the transportation of materials underground is entirely free from more or less serious objection. The great flexibility, ease, of control and economy of operation of electric tramming are accompanied by the serious menace of a trolley-wire distributing system. As the gasoline locomotive has even greater flexibility of application and requires no similar dangerous distributing system, it might be considered a safety device which would make possible the elimination of the dangerous trolley system were it not possessed of other objectionable qualities peculiar to itself. It is found that the exhaust gases from the engine may be injurious to the health of those breathing the air in which the locomotive has been operating. While electric shock may kill the individual who makes contact with uninsulated parts, the gasoline engine may be detrimental to the health of all those who have to work within the atmosphere corrupted by exhaust gases. The degree of pollution meas-ures the magnitude of the menace. This may be negligible at times, but with careless operation it becomes serious. The exhaust gases from an engine are composed of, nitrogen, a little free oxygen, hydrocarbons, hydrogen, carbon monoxide, and carbon dioxide, the last two being considered dangerous. The presence of carbon dioxide as a product of combustion of the gasoline was recognized as an objection from the beginning of the use of these machines, but attention was called to the fact that the amount produced was relatively small as compared to that from other sources of this gas, and it was not likely to be made in dangerous quantities. The effect of carbon dioxide, except in relatively large percentages, is confined to the effect it may have in reducing the oxygen content of the air that is breathed.

The Howe Coal Co. is mining the Oklahoma Lower Hartshorne bed which ranges in seam thickness from 38 to 42 in. and pitches approximately 7° to the northeast. The raw feed to the cleaning plant averages about 20% ash and 1.10% sulfur, being reduced in the cleaning process to 4.8% ash and 0.9% sulfur with a free swelling index of 8 or 8%. This coal rivals the Pocohantas seam in chemistry and coking characteristics but has better fluidity than the Pocohantas seam coal. The coal is presently being prepared for the Japanese steel market in an 85-tph pilot plant designed and constructed by Roberts & Schaefer. The cleaning-plant flowsheet is discussed in detail.

In a letter to the Secretary, Sir Robert A. Hadfield encloses a statement of the terms and conditions under which his prize is to be awarded by the Institution of Mechanical Engineers, and also a table comparing the hardness of a large variety of steels, examined both by Brinell and by scleroscope methods, together with the tensile and compressive strength of the same specimens. Professor Jenney has performed a notable service in presenting this summary of the steadily increasing body of observation on the presence of carbon in rocks of all kinds and its probable influence upon ore-deposition, and in formulating a mode of comparing directly the relative resistance of minerals to oxidation, as well as their reducing-power, and the protective action which minerals having higher reducing-powers exert in preventing the oxidation of associated minerals which possess relatively lower affinities for oxygen. I have had an opportunity of observing a vein which falls within the scope of his interesting discussion. The vein at Ku Shau Tzu, Mongolia, lies directly across a contact of limestone and overlying bituminous shales. Probably it occupies a compression-fissure. The shale has been reduced to such a condition of' non-coherence that much of it can be crushed in the hand, producing a handful of angular fragments resembling beech-nuts in shape and size. In the limestone the metals are principally in argentiferous galena with some pyrite and blende; but the latter two are very subordinate in quantity to the galena. In short, it is an every-day lead-vein in limestone, with siliceous limestone gangue. It is one of those veins in which the ore is not continuous, but consists of a band in the country-rock in which seams of lead sulphide begin at one wall and cross in a bent form, increasing in thickness, to the other wall, where they thin out and end. This may indicate torsional stress, but the shape of the lenses points to some other action. They often ran nearly parallel to the hanging-wall for a considerable distance and crossed the vein on a moderate angle, but turned sharply along the vein on approaching the foot-wall. The intermediate rock contains nodules, bunches and specks of ore, and the lenses vary exceedingly in size, shape and position in the vein.

GRAIN boundary migration in V-shaped thin specimens of high purity silver was studied. Each specimen contained two crystals having the relative orientation: (111)A/(111)B; (ll0)A/(101)B. The boundary between these two crystals varied between a continuous curved and an alternating two plane interface. The plane interfaces were oriented parallel to (101)A/(011B) and (121)A/(211)B. Traces of these planes are shown in Fig. 1. Evidently the two plane interface, although of higher area, comprises lower total interface energy than the average curved boundary it replaced. The plane boundaries were found to move at 650 °C to consume the broad segment of the V opposite to the direction of interface area and energy decrease. On investigation, using the thermal etching technique of Hendrickson and Machlin,1 it was found that the outer grain contained 8.3x108 more dislocations per cm" than the grain at the apex of the V. Consequently, the boundary moved to decrease the strain energy associated with the difference in dislocation density across the boundary. The rates of motion of specific {110} and {112} boundaries were measured during interrupted anneals at 650°C by referring the position of the boundaries to each other and a fiducial line on the specimen surface. The measured rates of motion are 0.075 and 0.025 mm per hr for the {110} and {112} boundaries, respectively. Plots of grain boundary motion vs time of annealing show straight lines with little deviation of data points from these lines.
