When I was an undergraduate at the Columbia School of Mines, the mining curriculum was subdivided into two major branches's known respectively as the Metallurgical and the Geological Options, which diverged rather widely as the course progressed. When I duly elected the Geological Option, I believed, I am sure, that this divergence would continue throughout the years. The facts have proved otherwise. The mining industry is a closely knit entity in which the search for its raw matcrials, called mining geology, cannot be separated from the conversion of these raw materials into marketable form, called metallurgy. The mining geologist searches for materials which the metallurgist can utilize, and only such; and whenever an advance in metallurgy opens the gates for new matcrials, the geologist's problem is correspondingly modified. No better instance of this relationship can be given than that seen in the Salt Lake region in recent years. Our mineral industry here is of long standing. The three principal tributary districts, Bingham, Park City and Tintic, were discovered in the 1860's and have been vigorously and intelligently developed for many decades. Their production has made the Salt Lake valley one of the world's great smelting centers. The maintenance of this industry has for years depended upon the continual development of new orebodies to take the place of those being extracted. Intensive exploration in the old districts has been supplemented by prospecting in outlying districts of lesser prominence. Many new orebodies have been discovered, such as those of the Daly West, Silver King, and Judge mines in Park City, the Utah Apex in Bingham, and the Sioux, Colorado Chief Consolidated and Tintic Standard in Tintic. New mines in other districts have been discovered also, but without affecting the dominánce of the three major districts. In all cases discoveries, to be of value, had to be of ore amenable to treatment in the available metallurgical plants. This meant that, for the most part, zincy ores, both oxide and sulfide, must remain untouched, and also that ores high in iron and ores high in silica had a fictitious value, either high or low, set by the balance of these

CURRENT production of petroleum on such a vast scale presents many interesting problems- the solutions of which are important not only to those directly interested in the business, but to the nation as a whole. The industry is relatively young. Until the discovers of the Lucas gusher at Spindletop in 1901 petroleum production had not exceeded 60,000,000 bbl. per year compared with 1,100,000,000 bbl. in 1936. In 36 years then, the modern oil business, production, transportation, refining, and marketing has developed. I will first present a brief history. of oil production as a background for consideration of the present situation.

PROGRESS in the petroleum industry in 1929 has been characterized by outstanding accomplishments in the fields of new discovery of supply, economic control of production, increased efficiency and reduced costs of recovery, and lowered costs and greater flexibility in manufacture. Resources have been developed in an outstanding degree in the Kettleman Hills. California, the Oklahoma City field (which adds a large potential area in central Oklahoma), the discovery of Woodbine sand production in East Texas, and the discovery of Wilcox sand production in west-central Kansas. Engineering technique has progressed both along the lines of development and production, with a net result that costs have been reduced and extraction increased in notable degree, although it is impossible to give a close measure of either. In the field of re- fining crude oils variations to the end of promoting reduced cost and greater flexibility has been more important than genera! acceptance of innovations in practice.

JAN. 17-In what appears to be a general spirit of post-Christmas emotional malaise, most adult Americans have bidden farewell to the Forties and turned with no perceptible enthusiasm toward the Fifties. The dying decade had started amid a phoney war which verged on the romantic, stirred the pulse with excitement and seemed far away. A phoney peace dominates the new decade. The romance is no longer there. Nor is the excitement. Nor is the distance. While most of the world preferred to be chronologically correct and hold off for another year before celebrating the demise of the first half of the twentieth century, the United States with true competitive enterprise and a great whirl of words scurried into the second half a year early. This undue haste might perhaps have been dictated unconsciously by a yearning for the pattern of history to be repeated. For many centuries, ever since Roman times, the second half of most centuries tended to be far more tranquil than the first half. In Washington, Mr. Truman got on both sides of the mid-century line with all the aplomb of a good politician. He told Congress early in January that "the state of the Union continues to be good," as it nears "the midpoint of the twentieth century." Later he spoke of moving forward into the second half of the century. He promised an infinitely better life for everyone, whichever side of the mid-century line, and reaffirmed his prescription toward that end: assistance for small businesses; more houses for the middle-income groups; tougher anti-monopoly laws, retention of rent controls; development of natural resources; better insurance against the hazards of old age, idleness and unemployment; better medical care and education, civil rights legislation; new labor relations law and production payments to support farm incomes. All this was to be coupled with suggestions on how to balance the budget. The bloody and confusing 1940's had brought to most men's minds a fear of the future such as they had not known for centuries, and Mr. Truman's objective is to temper that fear. Only time will tell whether the terminal point of such a philosophy would or would not belie the old English proverb citing inability to both eat and have a cake. Brave words to the contrary, the national budget persisted in sliding off into the red. The smell of further inflation was equally persistent. And just to impart a little more zip to the trend, the American Federation of Labor announced its intention of seeking "substantial" and "large" wage increases this year. The AFL forewarns of a business slump after June and a 10¢ an hr wage in¬crease for each worker "will be enough to reverse the prospective downward trend and start a rise." Thus it goes-"the way to halt a drop in demand for labor is to raise the price of labor." Elsewhere in the harassed world, beleagured individualists in New York achieved a local triumph of sorts for one of the freedoms denied by the Soviet and Nazi systems-the right of escape, some escape at least, from the servitude to decibels. Grand Central Station weakened perceptibly at Christmas on its 5-min commercials and bore down heavily on "Hark, The Herald Angels Sing," and on New Year's Day capitulated entirely by abandoning the broadcasting of canned music and slugs of advertising slogans. In Europe, M. Bidault's Assembly majority fell away and newspaper accounts of the incredible monstrosities of political trials beyond the iron curtain were supplanted by headlines marking the birth of Princess Yasmin. The latter was surrounded by Byzantine splendor but otherwise showed no apparent deviation from the accepted norm. In Western Germany, Dr. Adenauer began to speak up more boldly, and the whole fabric of Allied policy towards the defeated enemy further dossolved under the impact of rivalry with the Russians. In the Far East both the Americans and British seem somewhat embarrassed by Chiang Kai-shek's refusal to lie down. Dual thinking regarding the "squalid and useless struggle in the China seas" is such that newspapers give sympathetic accounts to an American ship running supplies to the Communists at Shanghai while calling for help for the recognized Chinese government in Formosa. And with Britain recognizing Communist China they may well have to team up with Russia against the United States to kick the Chinese representative off the UNO Security Council, the Far Eastern Commission and the Allied Council in Tokyo. Far Eastern policy has never been a bipartisan matter and as General Chiang retreated to his final redoubts in Formosa and Hainan, a number of Republicans pecked away at Administration lassitude. Senator Smith advocated the occupation of Formosa and Messrs. Hoover and Taft asked for use of the Navy. Mr. Acheson has stood firm, however, against military aid. None the less, a study will be made of the Generalissimo's chances. Mr. Truman has a private purse of $75 million for the Far East and some $94 million in frozen ECA funds. Mr. Truman will likely trade some of this money for support of new Marshall plan appropriations, always mindful, of course, of Mr. Acheson's plan to drive a wedge between the Chinese and Moscow, and his wish to avoid any revival of imperialist nightmares throughout the Orient. Mr. Acheson is very convinced that the victories of Communism in China will be short-lived and South Asia will not fall

Production control of aluminum content of low carbon aluminum killed open hearth steels is being achieved by using an oxygen probe unit. Based on the free oxygen content of the bath after block, a preliminary chart for aluminum additions has been established. The aluminum aim is .040%. Controlled aluminum contents will result in eliminating coarse grain heats, high aluminum contents, and a reduction in aluminum costs. By reducing the frequency of high aluminum contents both cleaner and better rolling heats will be obtained. The savings in aluminum costs is an added benefit of lesser importance in comparison to the quality improvements gained by controlled aluminum contents. Although the main goal for the oxygen probe at Republic Steel has been to adapt it for production control of aluminum contents, future usage could be extensive. Immediate plans for using the probe are on degassed material, on fully blocked open hearth heats to improve manganese recoveries and ranges, and on machining grades to control oxygen content. Also by controlling the oxygen content of the steel to as close to equilibrium conditions as possible, cleaner steel will result.

NATURE endowed the Niagara Frontier with great resources but it was the molding of these resources by the early pioneers that assured its future development. This great industrial district of New York stretches along about fifty miles of shore line on the eastern end of Lake Erie and the Niagara River, embracing the two counties of Erie and Niagara, with the city of Buffalo about in the center. This location at the junction of the eastern end of the Great Lakes and the western boundary of the State, a great focal point of land and water, transportation, guaranteed the development of the Frontier. Although the first white settlers came to this section in 1784, it was not until after the turn of the nineteenth century that real development started. Perhaps the most significant influence in the early days was the completion of the Erie Canal between Buffalo and Albany in 1825. Dr. Babcock—You have l x 10-4 as the component for the lime and 1 or 4x10-. Now, is it by dividing one into the other you get the 400? That is assuming equivalent activity on the part of oxygen, sulphur, and magnesia. Dr. Chipman—Yes, they are calculated for 1600. Now, the first one for CaO was calculated before we had a glimpse of Dr. Rosenqvist's paper." If you take his calculation you get 14,000 cal which is very good agreement, but our calculation would be superseded by Dr. Rosenqvist's new data. Dr. Babcock—The state you assume those to be in is the liquid state, as near as you can measure? Dr. Chipman—Naturally it is based on the solid CaS, but if you add the effect of fusion on both sides it just about balances out, so the ratio would be about the same. B. M. Larsen (U. S. Steel Co., Kearny, N. J.)—If we knew the activity of sulphur in the slag instead of merely the percentage, we might be able to find some conflicting factors that balance one another out, and find that the FeO or oxygen pressure effect is really present over the whole range. Dr. Chipman—I am fairly sure we would. The activity of sulphur in the slag and the activity of CaO in the slag, if we just knew those quantities, would enable us to save a lot of this computation and assumption and all the approximations we are doing now. Mr. Larsen—Two other points perhaps should be included: 1—an independent effect of manganese in helping the desulphurization; and 2—the number of mols of constituents or number of mols of ions or whatever there is in the slag could vary with these compositions in such a way that you get dilution effects. Dr. Chipman—You can figure all that in if you want to and it might improve the degree of approximation a little bit. Maybe enough to justify the labor of calculation, inaybe not, but we did not do it. L. S. Darken (U. S. Steel Co., Kearny, N. J.)—The authors have tackled a very complicated problem in trying to tie together in one picture the desulphurizing problem over the wide range of basicity and oxidation level from that of the open hearth to that of the blast furnace. To forecast the future of coal intelligently, one must first consider the market outlook. Coal can be used for many purposes, but currently about 25% of it goes into metallurgical coke, while 75% serves as fuel. Coal for metallurgical coke should show a modest growth for at least the next decade, primarily because of increased exports, but the important factor in the coal outlook is energy. Today, this country faces a serious shortage of energy, and its requirements are growing at an almost unbelievable rate. Last year the United States consumed 68 quadrillion Btu, or double the energy it consumed in 1950, and, if projections are correct, this figure will grow to 150 quadrillion Btu by 1990. Thus, in one working lifetime, the nation's energy consumption is expected to increase by roughly five times. The future of coal hinges on its degree of participation in meeting this energy need. The Federal Power Commission predicts that coal consumed by electric utilities will increase about 4-576 per yr, reaching 472 million tons by 1980 and 615 million tons by 1990. If this projection proves correct, 1980 consumption will be double that of last year and, even more startling, the utility industry alone will use more coal in 1990 than the entire coal industry produced in 1970. This is a tremendous increase, but in view of the projected energy growth, it is difficult to see how this country's needs can be satisfied with- out a coal contribution of this magnitude. Unless some new source such as solar energy is discovered, it must be assumed that the projected energy will come principally from the present-day sources-oil, gas, nuclear materials and coal.

Simple methods for estimating the shear strength of rock joints and waste rock are reviewed. For the case of rock joints, the methods are based on a quantitative characterization of the joint roughness and the joint wall strength. Size-effects are found to reduce the peak strength of large joint samples to values below the ultimate or so-called "residual" values measured in the laboratory. Tilt tests and surface profiling on natural size blocks within the jointed rock mass are recommended for obtaining scale-free properties. The joint parameters obtained can be used to model complete strength-displacement-dilation behavior if this level of input is required. Large scale tilt tests can be performed with advantage on both rock joints and waste rock. The behavior of these two materials is surprisingly similar. Both are influenced by the size-effects on the compression strength of the rock, and both have similar log-linear relationships between effective normal stress and the peak drained friction angles. The resulting high values of friction near the toe or close to a slope face in either material can be misleading.

Located some 180 miles east of Los Angeles in Riverside County, California, the Eagle Mountain mine supplies iron ore concentrates for the Kaiser Steel Corporation steel plant in Fontana, California, and for export to Japan. Although the deposits were first discovered in the early 1890's, no production was realized from the area until 1948 when Kaiser Steel Corporation commenced operations. A part of the large Basin and Range province, the Eagle Mountain area's geologic column comprises a thick series of metasediments resting on Precambrian gneisses and schists that have been intruded by sill-like masses of porphyritic quartz monzonite. The metasediments are composed of three quartzite units that are separated by a schistose meta-arkose and by two ore zones. They have been folded into a large east-west trending anticlinal structure that extends completely across the Eagle Mountains. The iron ore deposits occur in two well-defined horizons in the metasedimentary series, and they are found only along the north limb of the major anticline. Host rocks for the ore zones were a series of limestones and dolomites with associated quartzites. Magnetite plus pyrite comprised the primary mineralization that formed many replacement lenses and stringers of ore within the ore zones. The primary ore has been oxidized to hematite and goethite in a broad zone at higher elevations in the deposits. Hydrothermal alteration formed actinolite- tremolite granofels, local phlogopite, and minor tourmaline in the ore zones. This alteration and the ore deposition seem related to the same magmatic event that formed the porphyritic quartz monzonite intrusion

Measuring The Economic Viability Of Resource Projects (A Western Surface Coal Project) The bankers approach to the analysis of a new "green fields" mining project is similar but different from the approach that the pining company might take. The purpose of this paper shall be to discuss the techniques that are used by mining companies and bankers as they try to measure the economic viability of mining projects. The analysis of these new projects (by both the mining companies and the banker) is based on a projected revenue stream and not on historical earnings or past perfomance because these projects are start up situations with no history to look to. The starting point in the analysis of these projections is the choice of the assumptions to be used in preparing these projections. After the assumptions have been determined and the projections are prepared then the projections are submitted to various tests in order to determine whether the project measures up to previously agreed upon minimum standards. In order to illustrate the analytical procedures used in evaluating a mineral project the writer has constructed a hypothetical case involving the development of a western surface coal mine (Property). The basic data in connection with this hypothetical new project is described in the next section of this paper. After the Description of the Project is a section which shows the type of analysis that a mining company might prepare in order to approach a bank for a loan and the final section illustrates the type of analysis that a bank might prepare in evaluating this loan request. Description Of The Project or Basic Data In Connection With Undeveloped Western Surface Coal Property An independent mining/geological Consultant's report has been completed on the Property which confirms that the Property contains 175 million tons of economically recoverable coal subdivided into the following reserve categories in accordance with U.S. Bureau of Mines and U.S. Geological Survey definitions: Measured or Proven 90,000,000 Indicated or Probable 50,000,000 Inferred or Possible 35,000,000 The owners of the reserves have chosen to drill up those reserves that are nearest to the subcrop and have not spent as much time on those portions of the Property which are on the fringes of the deposit where the overburden is thicker because the stripping ratio and hence the operating costs and capital requirements are higher down dip. The proven reserves are based on an average thickness of 80 feet, of which a mining recovery of 90% is projected. The overburden thickness varies from 0' to 280' with an average thickness of 127'. The overburden consists mainly of scoria, sandstone, gravel, shale and silty clay. 134 holes were cored (and analysis done on five foot increments) in the measured reserve on the following spacing: 100 foot centers to define the burn line; 1,320 foot centers to define the early mining areas; 2,640 foot centers to identify the later mining areas.

DuriKg explorations made for the Pacific Improvement Company in the early part of this year, deposits of natural coke, of such extent and excellent quality as to be worthy of record, were found in the Santa Clara coal-field. This coal-field lies in the neighborhood of La Barranca, a small town, 95 miles northeast of Ortiz, on the Sonora railway. The coal-beds are exposed in the drainage-basin of Calera creek, which empties into the Yaqui river opposite Toniche; and the old mining town of Turahumari is nearly at the center of the field. Without going into a detailed geological description, it Will be sufficient to say that the entire area is underlain by rocks of Triassic age, much disturbed in places, and cut through and covered by eruptive rocks of various kinds and ages. The coal-beds occur in a series of interbedded sands and clay, in the upper half of the sedimentary Triassic rocks. Below them is a great series of quartzitic sandstoiles and very sandy slates, and above them are other sandstones, and the eruptive member of the group, viz., the Lista Blanca formation', described in my paper on the " Geology of Sonora," presented at the New York Meeting of February, 1899.* Speaking very broadly, these sands and clays, with their included coal-beds, dip about 30 degrees S.E. UPWARDS of 200,000 engineers in this country are sufficiently interested in engineering as a profession to have joined a society, but not over 10% of them belong to any one society. There is a widely-felt need of an over-all organization of all the societies to act as spokesman for all engineers on matters of common concern. On a local basis, over 100,000 engineers in 35 metropolitan areas have organized themselves into local councils, and are doing an effective job of intersocietal co-operation within their sphere of activity. In the last few years much has been said and written about a similar organization on a national scale. Everybody wants iteverybody is talking about it-it's in the air-it's coming-it's inevitable. Although it is no longer necessary to talk about why or whether there should be such an organization, there is no such unanimity about what it should be like. This paper outlines a proposed organization by answering four questions-who, how, what, and who will pay for it.

THE second session on geophysical prospecting at the February meeting of the Institute was a discussion of the mining law and the bearing of the new method of search on location of claims and assessment work thereon. Allen H. Rogers was chairman of the meeting, which he opened by reviewing the present law and the proposed changes. W. R. Ingalls commented (by letter) on the Arentz bill, as introduced into the House of Representatives in 1921 and the need for revision of the present mining law. L. W. Douglas explained (by letter) the bill that he introduced and which has been passed by the House. SAMUEL S. ARENTZ, Nevada: It is my opinion that if the American Institute of Mining and Metallurgical Engineers is to sell this proposition to the people in the West, they have to sell it to the lawyers, because, after all, they are heard loudly when it comes to speaking in Congress. One man tells the other, "This thing is a vicious piece of legislation"; it might not be, but they will pass it on if it affects them. If the Institute would impress on the people affected that we need a re-codification of the mining law and that such is necessary along certain lines; that things have changed during the past decade or two, so today instead of doing our prospecting alone through the sinking of a shaft, through a discovery that may be seen, we are now moving on to more modern means of discovery through geophysics, through the churn-drill, through geology, through geological inference, I think we could get somewhere.

WILLIAM BAYARD HEROY, Director of the Institute since 1935 and Vice-President for the past year, has been active in both geological and engineering circles of the petroleum industry for many years. "Bill," as he is generally called, was born in New York City in 1883, and graduated from the department of geology at Syracuse University in 1909 with a Ph.B. degree. Immediately he joined the U. S. Geological Survey, where he established an enviable record during the next eleven years. While with the Survey he acted variously as chairman, chief, and advisory engineer for a variety of Governmental bodies, many concerned with power.

WARTIME factors have strengthened the production engineering consciousness of the petroleum industry. The basic principles of sound oil-production technology have been accepted as the standard by the industry and the governmental co-ordinating agencies. Every effort is being made to furnish larger quantities of petroleum with a minimum expenditure of materials and under strict conservation practices. The sphere of influence of production engineering extends from fundamental reservoir control of withdrawal rates and reservoir pressures to bolstering production from stripper wells. Serious transportation difficulties in moving oil to the East Coast have stimulated secondary recovery operations in the Appalachian and East Central oil-producing states. Diminishing discovery of new oil reserves by exploration activities increases the importance of promoting efficient oil-producing methods and practices throughout all productive areas in the United Nations.

THE September issue of MINING AND METALLURGY might almost have served as a review of the advances in the metallurgy of gold during the current year. In addition to a scholarly article by F. W. Bradley, there were able descriptions by W. W. Bradley and W. F. Boericke of the methods followed in California and in Ontario. Considered together, the two last-named articles indicate the many possible combinations of flotation with one or more of the older processes. This, the prominence of flotation as an aid in the beneficiation of gold ores, is probably the most striking of the year's developments. It would perhaps be nearer the fact to say that the year has not been marked by the gold metallurgists' discovery of the flotation process, but rather by the flotation merchandizers' discovery of gold metallurgy. I say this because native gold was floated successfully more than fifteen years ago, and a reference to these results was published six years ago.

Forecasts of future timber consumption in soft-coal mining are handicapped by the lack of adequate experience records for estimating properly the timber requirements of the industry. Data were obtained from plants where records are kept or from operators who collected the information and to these were added composite figures for the continental United States in 1905 and 19191 and for central and western Pennsylvania and for Illinois in 1922.2 The result, representing slightly over 928,000,000 net tons, is shown in Table 1. Some of the companies furnishing data were unable to segregate the timber into classes of use but for those who did, Table 2 shows the board feet of posts and cross ban used per ton of coal mined and the percentage of the total timber consumed that was used in roof support.
