A paper by Rose1 has called attention to some of the problems of wetting-liquid relative permeability measurement. The premises and conclusions set forth by Rose, namely the applicability of the Hassler scheme of measurement, will be accepted. In addition, it will be concluded that certain electrical analog circuits can be used as a pattern for consideration of possible hydraulic systems of measurements. NEW SCHEME OF MEASUREMENT The object of this note is to propose a new scheme of wetting liquid relative permeability measurement. It is significantly different from those heretofore described, nonetheless it is based on Hassler concepts. The scheme is illustrated in Fig. 1 in terms of the corresponding electric circuit analog. It may be designated descriptively as the "comparison" method of wetting-liquid relative permeability measurement. In this circuit, R, represents the resistance of the core sample which is being studied for relative permeability characteristics, R represents a "standard" resistance, R represents the combined series resistance of the barrier pads, R R2 represent the combined series resistance of barrier pads in the manometer circuit, C, C represent the capacitance of the manometers, E is a constant voltage source, S is the switch or stopcock. If the safety factor of a mine hoisting rope is checked for the lowest depth, is the rope then safe for all levels? The answer here is no. A new set of volues is proposed. HOISTS for metal mines are seldom designed for one particular depth. They are intended for an ultimate load and depth with a given speed but are first used to hoist from a shallower depth, gradually working to the ultimate as development progresses. Sometimes the mine is not worked on the upper levels because of the kind and grade of ore, the mining of which depends on market conditions. In this case the hoist may be used in the same working shift to lift ore, for example, from the 1200 and the 4400-ft level. This means that the safety factor of the rope should be considered not only when it hoists from the greatest depth, but also when it hoists from the upper levels. According to present safety factor standards, a hoisting rope can have ample safety margin when hoisting from the lower or lowest level and still be shy of sufficient safety margin when hoisting from the upper levels. This will be shown by curves presented in this paper. The safety factor of a hoisting rope as defined by the U. S. Bureau of Mines' is the ratio of the static load to the tensile strength of the rope. It is calculated by dividing the breaking strength of the rope* In Fig. 1 curves A and B are plotted against the vertical suspended distance, which is the abscissa, and the factor of safety, the ordinates. Curve C is a smooth curve drawn through the midpoints of the steps of curve A and would more closely represent the minimum factor of safety for new rope for any particular depth. Curve D is a smooth curve drawn through the midpoints of the steps of Curve B and would more closely represent the minimum factor of safety when ropes should be discarded for any particular depth. If a new rope were applied with a minimum factor of safety, then the vertical distance or ordinate under curve D for any particular depth, divided by the vertical distance or ordinate under curve C, would represent the minimum percent of remaining area intact that could be allowed before the rope would be discarded. Also, that section of the ordinate between curve C and curve D is proportional to the section of the area of the new rope that could be allowed for wear and broken wires. Considering that point at 2500 ft on the chart, the ratio do to co would be the minimum percent of rope area remaining at the point of discard. The ratio of that portion of the ordinate cd to co would represent maximum percent of area of a new rope available for wear and broken wires.

Results of large-scale mining experimentation carried on in Stage II of the Anvil Points Oil Shale Research Program, Rifle, Colo., are reported. After a new adit was excavated, over 500,000 tons of oil shale was extracted during a 13-month period by a modified room and pillar method. Experiments in drilling and blasting headings, benches, and crosscuts are reported. Roof-bolting procedures, loading and hauling, and ventilation design are discussed. Results of the extensive investigations carried out by the cooperative industry group and earlier work by the U.S. Bureau of Mines indicate that mining oil shale is technologically feasible.

was investigated by reacting thin discs of calcium oxide with gas mixtures of CO2, CO, and Son. Its value was 19,300 * 300 cal independent of temperature in this range. No solid solubility of sulfur in calcium oxide was detected within the limits of the experimental method and it is estimated to be below 0.025 pct by weight. The importance of lime in desulfurization is well-established but complete information on the pure phase equilibrium: CaO + 1/2 s2 = CaS + +02 [11 is not yet available. The goal of this work was to evaluate solid solubility of CaS in CaO and to determine the free-energy change associated with Reaction [I] at temperatures of 1400" to 1650°C. The equilibrium constant for Reaction [1] can be written: It is convenient to rewrite Eq. [2] in the form: where A = {Ps /PqJ1'2 has been referred to' as the "sulfurizing power' of a gas mixture. In this work, thin discs of CaO were suspended in a vertical tube furnace and exposed to CO + CO2 + SOz gas mixtures having known values of A. The samples were then analyzed for sulfur. As expected, X-ray diffraction confirmed that CaS was the only sulfur-bearing phase formed at the relatively low oxygen pressures used. EXPERIMENTAL PROCEDURE Reagent-grade CaCO3 was pressed in a 3/8-in.-diam pill die and prefired in air to produce CaO discs weighing between 0.004 and 0.01 g. Several discs were used to provide a suitable weight for chemical analysis while maintaining a large surface area to react with gas mixtures. These were placed in a platinum mesh basket and suspended in the gas stream in the hot zone of a vertical tube furnace. Desired gas mixtures were prepared from cp grade CO and CO2 and anhydrous grade SO2. The method of soap bubble displacement was used to calibrate capillary flow meters. While this gave excellent results with CO and Con, some problems with bubble insta- bility and soap film "drag" arose with the use of SO2 at low flow rates. Hence, frequent sampling and analysis of gas mixtures was carried out to insure proper control of the ingoing SOZ. The furnace used for gas:solid equilibration was a vertical mullite tube externally wound with 60 pct Pt-40 pct Rh wire having a diameter of 0.028 in. An inner tube of $ in. ID served as the reaction chamber having Pyrex ground joints sealed to the mullite to provide gas-tight connections at top and bottom. A Pt-Pt 10 pct Rh thermocouple was inserted into a protection tube adjacent to the sample basket to measure sample temperature during a run. Constant-temperature control to 2C was observed at any desired set point within the range of this investigation. This was accomplished by a control thermocouple imbedded in the furnace windings which served to actuate an electronic controller wired for high-low operation. The sulfur analyses of the solid samples were carried out using a stoichiometric combustion technique based on the method of Fincham and Richardson. Some analyses were done using a modified evolution method3 but these were used primarily to check the results of the combustion method. The results were in good agreement but the combustion technique of-ferred an advantage in economy of time and material. CALCULATION OF GAS EQUILIBRIA Heating a given mixture of CO + CO + SO2 to high temperatures gives rise to a large number of product species. The details of calculating the partial pressures of these products of interaction and dissociation can be found in several references4,5 and need not be repeated here. The thermodynamic data selected for the major species in the gas mixtures are shown in Table I. Equilibrium constants from these reactions were combined with oxygen, carbon, and sulfur balances and a computer program written to facilitate the calculations. Some early difficulties in reproducing experimental results were finally traced to the effect of atmospheric pressure changes. No reference to consideration of this question had been found in the

In developing a consistent picture of the thermal expansion of the commercial chromium steels, which cover a range of carbon contents, it is desirable to know the expansion in the limiting case of the binary, carbon-free, iron-chromium alloys. We have, therefore, determined the thermal expansion of a series of five special alloys, ranging in chromium content from 3 to 10.5 per cent, with not more than 0.03 per cent carbon, over a temperature range extending beyond the transformation region; this low carbon content enables us to draw reasonably reliable conclusions as to the behavior of the carbon-free system. Moreover, the measurements serve to determine the beginning and the end of the alpha-gamma transformation; and they emphasize once more the fact that a transformation temperature determined by any method in which the specimen is cooled at an appreciable rate is apt to be seriously in error, particularly if the metal contains a transformation-retarding element such as chromium or managanese. The lag, or undercooling, observed at the ? — a transformation is explained in terms of the influence of temperature on transformation velocity; the rather unusual shape of the ? loop is attributed to a change with temperature and with composition of the distribution of chromium between the alpha-iron and gamma-iron solid solutions. The exact composition of the alloys, which were obtained through the courtesy of Dr. W. Rohn, of the Heraeus Vakuumschmelze A-G., is given in Table 1. Determinations of the linear thermal expansion and of transformation temperature were carried out in the vacuum dila-tometer previously described,' using a rate of heating and of cooling of 3.0" to 3.5" per minute unless otherwise stated. A dynamic theory of precipitation hardening in alloys containing cohevenl, stvess-.free, ordered particles is developed. The yield stvess is predicted from the stress dependence of the plastic strain vale, which is related to a derived dislocation velocity-stress function. The theory is shown to predict the magnilude and temperature dependence of the yield stress of a commercial nickel-base superalloy as well as many details of its slip structure. GLEITER and Hornbogen have developed a theory of the yield stress in alloys hardened by coherent, stress-free ordered ptrticles based on the observation that dislocations (b = a/2 (110)) glide in pairs.' When a dislocation pair shears through an ordered particle, the glide motion of the leading dislocation is impeded since it must create antiphase boundary (APB), whereas the motion of the trailing dislocation is assisted because it annihilates APB produced by the first one. Taking into account the APB energy, the size, and spacing of the particles, G-H predict the observed yielding behavior in Ni/18.8 Cr/6.2 A1 alloys composed of a matrix phase y '(nickel-solid solution) and particles of y' (basically Ni3A1). The G-H theory, as well as all previous theories of hardening by coherent ordered particles, do not include the details of dislocation motion; the present dynamic theory is an attempt to overcome this limitation. In the dynamic theory, the yield stress is predicted from the stress dependence of the plastic strain rate, which is related to a derived dislocation velocity-stress function. This function can be evaluated if the structure of the alloy, the APB energy of the ordered phase, and the characteristic drag or frictional stresses of the matrix and precipitate phases are known. The theory is shown to account for the observed temperature dependence of the yield stress in a commercial nickel-base superalloy. 1) NICKEL-BASE SUPERALLOYS Although their compositions are complex, the nickel-base superalloys have remarkably simple structures. Equations of the form of the Mott and Jones equations for the absolute thermoelectric powers of metals are derived primarily from a thermodynamic approach. The behaviors of transition thermoelements in common use are then examined and compared with this simple theory. MOTT and ones' derived a general expression for the absolute thermoelectric behavior of metals and alloys using the approach of the solid state physicist. This expression was then applied to specific cases.1,2 The present work develops equations of the same form principally by a thermodynamic approach. These relationships are then employed to gain some insight to the behavior of the transition thermoelements in common use. OPINION seems widely divergent as to where we stand with respect to future mineral supply. From some quarters we hear that the United States is about to become a "have-not" nation and about to experience the evil consequences such a situation would entail. Others claim that we are still a treasure house of stored-up mineral wealth, the surface of which barely has been scratched. The data to be presented here support the conclusion that neither of these viewpoints is correct and that we are far from exhaustion of those mineral resources that are basic to our industrial economy. However, exhaustion is well advanced in a number of important subsidiary minerals so that we can no longer drift along with the easy-going philosophy that the earth will provide. The time has come when we must recognize the true situation and do something about it.

INTRODUCTION Shafts have been sunk in a number of ways. By and large, however, most have been sunk by drill, blast, muck, and slip form methods. Most methods have provided satisfactory means of completion. The major drawbacks to the conventional methods have been: (1) un- reliable cost estimates for completion; (2) unreliable rates of progress; and (3) unreliable integrity of the shaft lining. Recently , engineering design studies have been done that strongly indicate, that, by the use of existing proven technology, shafts can be completed faster, more cheaply, safer, and with a better lining that has been possible using conventional methods. THE METHOD The alternate method utilizes the techniques of big hole drilling, shield excavator tunnelling, and pre-cast concrete lining. Big Hole Drilling - Drilled shafts have been completed for several years and I don't intend to address the technology, only to point out the use of drilled shafts is an alternate method of shaft sinking. Ideally, in a multi-shaft mine, the first shaft would be blind bored and cased to a size, whereby it can handle the muck from the excavation of subsequent shafts. It should be an 8' to 10' completed diameter. The cost of such a shaft in sedimentary formations compares favorably with a conventional shaft. However, it is much faster. For additional shafts, the role of the drill is to complete small holes (3' to 4') to the desired horizon. This is merely a hole to allow slashing to a larger size with easier muck removal from an underground drift connected to the previously drilled shaft. The smaller holes, just as the larger one, should be cased and grouted into place so as to assure a smooth open hole. SHIELD EXCAVATOR Theory and History - Tunnelling Shields have been in common use for several decades, and steam powered shields were used in England over 100 years ago. The purpose of the shield is to provide temporary ground support, protect personnel during operation, and to house the excavating equipment. The excavating equipment approach has varied from attempts at a continuous or semi-continuous boring machine, the tunnel mole, to a mechanical or hydraulic digging arm. The shield may or may not be an active digging element. If not active, the boring tool or cutter is advanced ahead of the shield to full diameter and then the shield is moved up to the cutter, or the shield advances along with the cutter. If active, the cutter opens a conical free face, and the shield is either jacked forward so that the leading edge spalls rock to the free face or poling plates are thrust forward to spall to the free face. In either approach, various methods of muck removal are incorporated into the shield. These may be gathering arms, conveyors, or with moles, hydraulic transport, where the cuttings are sufficiently fine. The efficiency of the muck removal system is critical as excavation is rapid and the system could easily become muck-bound. Application to Shaft Sinking- Technically, the use of a shield to sink vertical shafts is no different than a tunnelling operation. It is, in fact, less complex in most respects. Muck and water removal are difficult in a blind-driven shaft. However, where an underground opening is available for handling muck and water, rapid shield sinking is possible, using a pilot hole for muck and water to fall through and be removed from below. The Tabor Mining Shield is basically a caisson approach, whereby, the ground is only seen at the face or bottom. It does have hydraulic jacks to force it downward and has segmented cutting edges which allows forepoling ahead of the shield. The hydraulic excavator allows mining in the center of the face around the previously drilled hole with the forepoling segments slabbing to this free face. First, the drilled hole is cased and grouted. The machine is a tube with an excavator. The work cycle is as follows: (1) The casing and grout are cut at predetermined intervals by shaped charges. (2) The casing is crushed by the excavator, removed from the hole and hoisted to the surface. (3) The excavator then rips out a face around the hole by digging the formation in tension and breaking the pieces

The present plans for the Petroleum Division of the American Insti-tute of Mining and Metallurgical Engineers provide for two principal meetings in the year 1928. The first will be at Tulsa, Okla., in September or October, 1928, with the exact date largely dependent upon the date of the .International Petroleum Exposition. The officers wish to hold the meeting at the same time as the Exposition in order that members of the Petroleum Division of the A. I. M. E. may have the advantage of attending both meetings at the same time. It is planned that this meeting will be devoted largely to petroleum production engineering problems. A tentative outline of subjects to be discussed is as follows: 1. Repressuring New Oil Fields, and naturally in conjunction with this falls Repressuring of Old Fields. 2. Air or Gas Lift. 3. Flow Strings in New Wells. 4. Deep Drilling Technique. It is also planned to have at this meeting a general paper relating to Supply and Demand of Petroleum and its Products. The second meeting is planned for February, 1929, in New York at the same time as the annual meeting of the Institute. Special details have not been carried very far on this meeting, although it is expected the program will cover technical problems in relation to production and refining of crude oil, as well as 1928 development in foreign fields and the United States. It is planned during 1928 to cooperate with the Bureau of Mines in an attempt to compile a set of definitions on petroleum engineering. These would be of value to the petroleum engineering profession, in order to better standardize various terms used in discussion of current problems. It has also been suggested that the Petroleum Division study certain problems in which research work is needed by the petroleum industry and outline certain definite programs that could be carried out by the Bureau of Mines and the U. S. Geological Survey, as a follow-up to

The year 1938 was the most active and successful in the history of the oil industry in southern Louisiana. Drilling showed a 16 per cent increase over that of 1937, with a total of 538 wells drilled, which yielded 315 oil wells, 19 distillate wells, 4 gas wells and 200 dry holes. Nineteen new fields were discovered during the year, all but three of which were completed by plugging back to sands previously drilled through. Electrical logging played a large part in these new discoveries as well as in the discovery of new sands during routine development of fields. Fourteen of the new discoveries produced oil, and five produced only gas and distillate. Southern Louisiana continues to lead the world in depth of drilling, which is in part due to the great thickness of comparatively young deltaic sediments near the coast and the existence of numerous sands. The present development is rather evenly distributed over a coastal strip 100 miles wide. New Fields North Tepetate, Acadia Parish.—Atlantic Refining Company's No. 1 Klumpp was completed for a new field through perforations from 7960 to 7970 ft. The initial production was 65 bbl. of 54" gravity distillate and 4 million cubic feet of gas daily through a 1/4-in. choke with tubing pressure of 2850 Ib. and casing pressure of 2930 lb. The well is in see. 12, 7 S., 2 W., just north of Tepetate field. It was drilled to a depth of 8705 ft. and plugged back for its final completion. Atlantic's NO. 2 was completed in a new sand at 8300 ft., also for distillate. South Crowley, Acadia Parish.—Humble Oil and Refining Company's No. 1 Boyd Finch was completed in July 1938, as an oil well through perforations from 7318 to 7325 ft. after plugging from a total depth of 10,222 ft. The earliest recorded use of rotating cathodes was by Hoepfner at Frufurt, Germany about sixty years ago. He elec-trolized zinc chloride solution using diaphragms to separate electrodes. In the early experimental work of the Bully Hill Copper Mining and Smelting Co., Shasta County, Calif., rotating aluminum cathodes 4 ft in diam were used in the electrolysis of an acid zinc sulphate solution. Finished cathodes weighing up to 400 lb were produced. Because of mechanical difficulties, this type of cathode was abandoned for zinc, but was later used for cadmium because of the relative smoothness of deposit in comparison with stationary plates with comparable current densities. Cadmium sponge which forms on the cathode at moderate current densities (without special treatment) is entirely eliminated by a slow rotation. The rate of rotation of the cathode has an effect on the mechanical nature of the deposit. A high rate of rotation concentrates the adhering electrolyte on the shaft; a moderate rate appears to concentrate on the cathode a short distance out from the shaft tending to corrode the deposit in the form of a ring. At a very slow rotation (2 to 3 rpm) the adhering electrolyte gravitates nearly vertically, thus avoiding the cutting ring referred to above. The true explanation for the smoother deposits obtained on rotating cathodes may not be given definitely as the numerous factors involved are not thoroughly understood. Smooth deposits are obtained when the orderly growth of the metal crystals in the cathode lattice are disorganized. Thus the crystals form and grow for a very short interval when they are arrested and a new crystal forms. The continued growth of the original crystals provides large crystals and a rough deposit. Also if the acidity of the electrolyte is low, hydrogen gas bubbles adhere to the deposit. As the cathode is rotated the gas surface is brought into the atmosphere where they burst; thus the deposit is made on a surface relatively gas-free. An aluminum hub distance piece was riveted to each aluminum disk 4 ft in diam, slipped on a 4 1/2 in. steel shaft and pressed tight to prevent acid electrolyte seeping through to the shaft. The 9-cathode assembly was supported on insulated bearings. Electrical contact to the shaft was made through what was equivalent to a copper pulley. Sufficiently high conductivity brushes were placed on the face of the pulley to lead the current to the cathode bus bar. The assembly was driven by a link belt contacting a sprocket insulated from the shaft. The lead anodes were semicircular and supported on porcelain insulators placed on the bottom of the cell. Two anodes were provided for each cathode to permit an 8-in. space between them without increasing the ohmic resistance. This ample spacing permitted easy stripping of deposit with the assembly in place. Cathode cadmium was melted under 650 W cylinder oil. After casting, the primary slabs were remelted under molten caustic soda and cast into pencils 1 1/32 in. in diam. Rotating cathodes for deposition of cadmium are used at Risdon, Tasmania, and at Magdeburg, Germany. W. G. WOOLF*—This paper is very-interesting to me because in our work at the Electrolytic Zinc Plant of the Sullivan Mining Co. we had an exactly similar problem—that is, a method of producing cadmium from our purification residue, the recovery of the contained copper as a copper precipitate which could be sent to a copper smelter and the production of merchantable cadmium. It is interesting to me, not knowing of the work of the Risdon people, how closely we approximate them in their main metallurgy, diverging at several interesting steps which I would like to discuss for just a moment. For example, at Risdon they oxidize their purification residue. In our practice we take the current residue as it is produced in the purification department of the zinc plant and process it in the cadmium plant. The only oxidation that it obtains is the oxidation in the presses, the dumping of the presses and the collection and transportation of the residue to the cadmium plant. We find that the leaching of that residue does not necessarily require the oxidation step that the Risdon people evidently find necessary. The discussion of oxidation comes in again in the matter of the treatment of the precipitated cadmium sponge with zinc dust which again at Risdon is oxidized but which we do not attempt to oxidize except as it oxidizes itself in the storage. There is a partial oxidation which cannot be avoided, as Mr. David-sou pointed out, but we make no attempt to attain a complete oxidation and we dissolve the cadmium sponge in the sul-

Molybdenite mineralization occurs in the hood zone of the Questa mine aplite-porphyry intrusive, one of the three sil ica-rich intrusive5 occurring along the east-west trending Red River Trench that crosses the northerly trending Sangre de Cristo Mountains in north-central New Mexico. The Trench is located immediately north of the circular Gold Hill positive block between the Red River and Cabresto Creek drainages. The aplite-porphyry bodies intruded a mid-Tertiary volcanic section consisting of lower andesites, overlain by latites and rhyolites. They occur largely in the andesites and were emplaced mainly by metasomatism rather than by sloping. Hydrothermal alteration occurs both as blanket propylitization in the volcanics and sericitization and kaolinization in the porphyries and as halo-type alteration outward from veins and shear zones resulting in strong biotization in the volcanics and sericitization and kaolinization in the aplitic rocks. Mineralization consists of: ( 1) molybdenite- quartz veinlets; (2) banded molybdenite, quartz veins frequently with biotite and potash feldspar along the walls and occasionally with minor lead, zinc, and copper sulfides and with fluorite and carbonates when again reopened; ( 3) high grade molybdenite locally along shear zones; and ( 4) molybdenite paint along joint and fracture surfaces. The mineralization was associated with faulting that resulted from numerous periods of gravity adjustment along the Trench and was controlled by the major shear systems that trend northeast, east-west and north-south to northwest. Molybdenite has been well oxidized in nearsurface exposures to ferrimolybdite and the molybdenum-bearing ferric hydroxide, akaganeite. The oxidation of the abundant pyrite within the veins and shear zones and of the alteration pyrite in the volcanics resulted in a low pH environment under which the acid molybdate ion released by oxidation was fixed either in the ferrimolybdite or the akaganeite molecule in the veins and shear zones or in the soils. Zinc metal production in the operating plants in the United States during 1948 was approximately equal to that of the year 1947, although new developments during the year assure higher output in 1949, if economic conditions are favorable. In the Western plants, the man-power shortage was almost completely overcome and new capacity has been or is in the process of being added to three plants; thus by December of 1948 daily zinc metal production had risen to the highest point since May of 1944 despite strikes in one large primary smelter and in one secondary plant.

INTRODUCTION Created in 1944 to help rebuild those economies, principally in Europe, which were seriously damaged or destroyed during the Second World War, the World Bank--or to use its correct name, the International Bank for Reconstruction and Development-began its operational phase by making a loan to the Government of France to accomplish two tasks: (i) to import coal for space heating purposes; and (ii) to buy new machinery and equipment to help rehabilitate its coal mines. Once the thrust of reconstruction in postwar Europe was largely accomplished, the World Bank Group (for today the World Bank has three separate lending windows) turned to mobilizing funds to improve living standards in developing countries, which remains its primary goal today. Over this period of time, the World Bank Group has continued to assist the world mining industry in various ways and, since 1955 the World Bank Group has financed mining or mineral processing projects with loans/credits totalling $1.5 billion. The World Bank Group consists of two institutions--the World Bank itself and the International Finance Corporation (IFC), which was founded as a separate institution in 1956 and three separate lending windows--the World Bank, the International Development Association (IDA), and IFC. The World Bank loans are provided at commercially-related interest rates but have grace periods usually of up to 3 to 5 years and repayment periods ranging from around 15 to 20 years. Since the World Bank raises its operating funds on the international capital markets in varying currencies and in varying interest rates, it relends a basket of currencies at floating interest rates which are fixed every six months to reflect the Bank's own borrowing cost. At the present time, the interest rate is just below 10% per year and in addition, a one-time front-end fee of 1/4 of 1% is charged. Also, a commitment fee of 3/4% per year is charged on the undisbursed amount of the loan itself. For loans to industrial and mining projects, it is normal to charge an additional guarantee fee of 1 to 1.5% in addition to the annual interest rate. This guarantee fee is payable to the government of the country in which the project is carried out since, by its charter, the World Bank is required to have the guarantee of the host government for each loan made in a specific country. By far the greatest source of lending funds within the World Bank Group is that of the World Bank itself and for the fiscal year ending June 30, 1984, the World Bank approved loans totalling $12 billion. The second lending window within the World Bank Group is IDA which performs the same functions as the Bank itself and has the same staff. Nevertheless, its loans (called credits) are made on much softer terms and are made to the poorest nations only. IDA funds are subscribed by the wealthier countries, usually as grants, and these are relent as credits to those countries with the lowest per capita income. IDA credits are made for 50 year periods, including 10 years of grace, to the government itself. The credits are interest free, but there is a service charge of 3/4% per year on the amount withdrawn and outstanding to defray the administrative costs of IDA. Credits approved during fiscal 1984 totalled $3.5 billion. The third lending window is IFC. While IFC is a separate corporation and operates quite separately from the World Bank and has its own staff and regulations, it works very closely with the World Bank on its overall approach to the mining sector and to a particular country. IFC's mission is essentially to supply venture capital and to stimulate development of the local private sector in capital markets as well as to promote the international flow of private capital to developing countries.
