Discussion of the paper of James Douglas, presented at the New Haven meeting, February, 1909, and published in Bulletin No. 29, May, 1909, pp. 439 to 451. JAMES DOUGLAS, New York, N. Y. (communication to the Secretary*) :-In my paper on the Conservation of Natural Resources, I referred to the slow replacement of bee-hive ovens by the by-product ovens as a most notable instance of waste. And I quoted from Mr. Parker's report for .1906 an explanation given by him in accounting for the small production of by-product coke. It was that the markets for the by-products of the coke-ovens was so limited that some of the ovens constructed were out of operation. His report on the manufacture of coke in 1908 1 does not record an improvement, and attributes the strange fact that we alone, of all the industrial peoples, delay the adoption of this cardinal improvement from the continuance of the same almost inexplicable cause. To quote again from his report, lie says (p. 241): "The year 1908 was not marked by any notable gain in the construction of by-product coking plants, though some new work was done. There was a net increase of 115 in the number of completed ovens in 1908 over 1907, the totals for the two years being, respectively, 3,892 and 4,007. The additional equipment consisted of 140 Koppers regenerative ovens built at Joliet, I11., by the United States Steel Corporation, but this increase was partly offset by the dismantling of Y5 Semet Solvay ovens at Sharon, Pa., the net gain being 115 ovens. Included in the total of 4,007 completed ovens in 1908 are 152 Newton-Chambers ovens at Vintondale, Pa., but as no recovery of by-products was made at this plant in 190S, the production of coke is included with that from beehive ovens. The 56 ovens of the same type at Pocahontas, Va., have not been in practical operation since they were first. installed. In addition to these there was one other by-product plant of 120 ovens. Oat. was not operated during the year. The number of retort ovens producing coke in 1908 was 3,679, as compared with 3,811 active ovens in 1907." (communication to the Secretary*) :—Some statements in the paper of Mr. Keyes relative to the nature and formation of the Ozark lead- and zinc-deposits seen1 to me erroneous and misleading, and I respectfully present the following criticisms, placing Mr. Keyes's original statements in quotations. Referring to the Ozark dome: (p. 192.) "It is a region that has been repeatedly upraised and planed off, until in the middle portion the oldest known rocks only are exposed." Does he mean that the St. Francois mountains, which have always been considered as lying on the eastern flank of the Ozark dome, are the middle of the dome ? Or does he mean that the Cambrian rocks of the generally-accepted middle are the oldest known rocks ? Certainly not the latter, and if the former, his idea of the middle of the dome is not in accord with that of others who are familiar with the region. (p. 203.) "... the ore-deposits are definitely associated with, or localized by, geologic structures of some kind that produce in effect basins in which the underground waters are impounded, or their flow retarded." This statement does not appear to be altogether consistent with the facts, since the ore bodies of the Joplin district, as the rule, occur in those parts of the Mississippian formation which have a tendency to accel erate the flow of ground-water rather than retard it. I migh name the open, brecciated ground near Joplin, Webb City, and Oronogo as especially noteworthy illustrations. The ore-bodies, everywhere, occur in positions where there must have been a free and copious circulation of dilute lead- and zinc-solutions in the presence of reducing constituents. DURING the fury of the conflict it was believed quite generally that World War II was being fought for and would accomplish a permanent peace. Yet, before the guns were actually stilled on all fronts, the American people realized that the devastated world would continue to be dominated by suspicion and uncertainty. The misunderstandings which rapidly developed indicated that it may prove unwise to rely wholly on mutual international agreements and contracts to avoid war. Before the celebrations of V-Day died down serious thought was being given toward measures for preparedness for the next conflict. Along with a realization of the enormous loss of life caused by the destructive forces of war, the American people came to understand the seriousness of the rapid and unwarranted depletion of our natural resources. During the last half of 1945 the question of stock-piling strategic and critical raw materials for a future national emergency became an intensely live subject.

The need for mechanized drilling to decrease mining costs has resulted in the development of the jumbo from column-and-bar drill carriages to hydraulically controlled jib jumbos. Resultant savings from use of improved jumbos have been high enough usually to retire the machinery investment within a year. The jib jumbo unit has been applied successfully to development and preparation programs and flat-bedded stopes, and an even wider field is forecast for its use.

THE manufacture of pig iron for conversion into steel by the Bessemer and open-hearth processes, is now one of the most important industries of the United States. It is necessary that iron intended for this purpose should be very pure, and especially must it be comparatively free from phosphorus. Great care must therefore he exercised in the selection of proper ores, flux, and fuel. Only such ores as are practically free from phosphorus can be used, and pure fuel is as much a necessity as pure ores; though hitherto iron men have paid comparatively little attention to this point. During the course of my work as chemist for the Second Geological Survey of Pennsylvania, I had occasion to examine some of the bituminous coals of the State for phosphorus, and the results obtained are so interesting that I venture to present them to the notice of the members of the Institute. The coals are arranged in geological order according to the different beds, and the table shows the percentage of phosphorus in the coal and also in the coke. The greatest number of specimens have been selected from the Pittsburgh bed, because it is the principal coal-bed of Southwestern Pennsylvania, and most of the mineral fuel which is mined along the Youghiogheny and Monongahela rivers, to be used in the coke ovens of the Connellsville region and in the blast furnaces and mills of Pittsburgh and its vicinity, and to be shipped to Western and Southern markets, comes from this bed. AFTER all, mineral sanctions are not a measure of peace, they are a measure of war, and we must regard them as such. We have had two examples now in the world-first, Italy, and secondly, Japan-where we have applied sanctions. When we got ready to apply sanctions to Italy that would hurt, they went to war. In the Far East, when we applied sanctions against Japan, in the latter part of 1941, there was a quick reaction, and the Japanese bombed Pearl Harbor.

Samples taken at different heights in the lead blast furnace of Brunswick Mining and Smelting corporation were studied to determine the phases present in order to interpret the reactions In the furnace. The main phases in the blast furnace feed are Pb3Ca2S13011, Zn ferrite (ZnFe204), and hardystonite (Ca2ZnSi207); rninor ones include lead and a Pb silicate. The temperature in the furnace varies from about 300°C at 4.2 m above the tuyeres to 1150°C at 1.1 m. There is no evidence of reactions in samples from points cooler than 800°C. Some reaction occurs between 950° and llOO°C and the lead sinter is nearly decomposed at about 1150°C. The first evidence of reaction was the decomposition of Pb silicate to lead and S102. At higher temperatures the Pb Ca2Si3011 decomposed to form lead and hardystonite (Ca2ZnS120rf. The Zn required for hardystonite was derived from the Zn ferrite which apparently re-equilibrated to a new Zn ferrite with less Zn. The decomposed sinter consists essentially of lead, hardystonite, wustite and a Zn ferrite with a low Zn content.

In the last ten years large gains have been made in the field of blasting. These gains have been both in the theoretical and in the practical application of explosives. One of the most publicized changes in the practical application of commercial explosives is the now-prevalent use of ammonium nitrate and fuel oil. The new water-compatible mixture of ammonium nitrate and TNT should also have a large field of application. Most of the theoretical gains have been concerned with the actual rock breakage obtained with explosives. In the last ten years, large gains have been made in the field of blasting. These gains have been both in the theoretical and in the practical application of explosives. One of the most publicized changes in the practical application of commercial explosives is the now prevalent use of ammonium nitrate and fuel oil. The new water-compatible mixture of ammonium nitrate and TNT should also have a large field of application. Most of the theoretical gains have been concerned with the actual rock breakage obtained with explosives. EXPANDING-GAS-BUBBLE THEORY There has been an outstanding change in the conception of how an explosive produces rock failure. The early theory which explained rock breakage was correct for some of the first force-producing agents such as quicklime. When a drillhole was filled with quicklime and water added, the material expanded and steam was generated. The expanding material and the steam exerted a slowly increasing pressure on the sides of the drillhole. The force broke the rock by splitting. Because a great quantity of gas was produced by the deflagration of gunpowder, the same process of the gas pressure splitting the rock was assumed to take place. Even after 80 years of use, the rock-breaking action of all high explosives was thought to be caused entirely by the expanding gas bubble which tore and split the rock. Fig. 1 shows a vertical section through an exploding spherical charge of high explosive. It illustrates the early theory which attributed the entire breakage to the expanding gas bubble. The basic idea of this theory is that the breakage started at the explosive charge and progressed toward the free face. REFLECTED-WAVE THEORY me expanding-gas- bubble theory has gradually been replaced by the reflected-wave theory. The reflected-wave theory explains rock failure by explosives in the following manner: The enormously high gas pressure in the drillhole produces fracturing of the rock on the sides of the drillhole. The fracturing around a 1 1/2-in. diam drillhole is usually confined to an area with about a 6-in. diam. In the fractured area, the pressure of the gas is reduced until the force on the walls is no longer capable of fracturing the rock. Although the gas pressure does not continue to fracture the rock, the pressure imposes a high impact stress on the wall rock. In addition, a pressure or seismic pulse is produced in the rock. The pulse is probably entirely a compression pulse when originally produced in the rock. But, with distance, part of the energy of the compression pulse is transformed into a tension pulse which follows the compression pulse. The explosive charges and burdens used in conventional mine blasting are such that the tension pulse of the original wave is probably too small to be considered in a practical evaluation of the theory. The compression pulse is transmitted through the rock with no associated fracturing.

The concept of local equilibrium is examined and, in particular, the applicability of the concept to two-phase binary diffusion couples is discussed. It is concluded that, if binary solid solutions are treated thermodynamically as ternary solutions, vacancies being the third component, then recent experimental observations of nonequilibrium interface compositions (i.e., compositions different from the phase diagram values) are consistent with a state of complete dynamic equilibrium at the interface. CLASSICAL approaches to diffusion and to other irreversible processes often utilize a postulate of "local equilibrium". That is, one assumes even in the presence of gradients, fluxes, and time changes of properties, a) that the Second Law can be formulated locally, and b) that thermodynamic equations of state among intensive properties are identical with those for equilibrium phases. A direct consequence of this assumption, for example, is that one would calculate the total entropy of a nonequilibrium phase simply by integrating the entropy density (eu per unit volume) over the volume of the phase, assuming that entropy density is the same function of energy and particle density as for equilibrium phases. In the study of diffusion and of diffusion-controlled phase transformations, metallurgists take this concept of local equilibrium for granted and utilize it automatically. In fact, experimental evidence of all kinds is overwhelming that "local equilibrium" is a valid limiting law, approached more and more closely as gradients and rates of change approach zero. On the other hand, we have neither experimental nor statistical thermodynamic proof that this principle of "local equilibrium" should remain rigorously valid at high gradients and for rapid processes. Theoretically, in fact, one would expect deviations because interactions between adjacent volume increments of material affect the evaluation of entropy. Also one observes experimentally structural and small energetic differences between equilibrium and nonequilibrium phases. The purpose of this paper is to present a thermodynamic framework for the study and correlation of deviations from strict local equilibrium in isothermal diffusion and related processes. This procedure, in effect, preserves the principle of local equilibrium by thermodynamically assigning the deviations from static equilibrium properties to a defect component. Although this theory is entirely phenomenological, the possibility does exist of correlating the theory with experimental observations of defects under favorable circumstances. The most immediate application appears to be to the equilibria at the interfaces in two-phase binary diffusion couples. A recent pertinent work by Eifert et al.1 has shown that the concentrations of aluminum in the a(fcc) and B(bcc) phases at the 0-8 interface in Cu:Cu-12.5 wt pct A1 diffusion couples are greater than those given by the phase diagram. It is postulated by these authors that the supersaturation of the o phase at the interface provides the driving force for the a-to-B lattice transformation; the excess free energy of the a phase, ?Gaxs, arising from the greater-than-equilibrium aluminum concentration is about 3 cal per g-atom. On the basis of the schematic free energy-composition diagram shown in Fig. 1, Eifert et al. concluded that the thermodynamic situation at the interface is one of the partial equilibrium; that is, = for the more mobile aluminum whereas will be reexamined in the latter part of this paper. THERMODYNAMIC PROPERTIES OF DEFECTS A rigorous analysis of the thermodynamics of defects requires an added degree of freedom in the Phase Rule sense, because the standard formulations of solution thermodynamics (partial molal properties of components, free energy minimization, equality of chemical potentials, and so forth) involve the implicit

New measurements of graphite and cementite solubilities in ferrite have been obtained to resolve disagreements among previous data. To measure graphite solubility, specimens of iron were equilibrated with rarious carburizing atmospheres at temperatures be-twee~z 480" and 1435°C. The carbon activity of each atmosphere relative to graphite was taken from published data. After quenching from each equilibration treatment the concentration of carbon (typically 10 pprn by wt) was determined from the height of the Snoek peak in the internal friction spectrum. A few inclividual analyses by combustion support the reszdts of Smith on the solubility of graphite near the eutectoid temperature. Combination of these combustion and internal friction analyses determines In a, (at 0.01 wt pct) = 24,000/RT - 12.72, where a, is the activtity relative to graphite in ferrite at fixed cornposition. The same specimens were used to determine the solubility of self-stressed cementite precipitates. The results indicate solubilities of 6.3, 23.2, and 68 pprn carbon by wt at respectively 400°, 500". and 600°C. The once large discrepancy between the cementite solubility determined by internal frictiori and that calculated from flee energy data has been almost completely resolved. A recent study1 (hereafter designated I) on the solubility of cementite in a iron did not fully resolve the disagreement among previous data. The remaining disagreement is illustrated by the phase diagram in Fig. L The data of I are represented by the line labeled "stress-free" cementite. They determine a heat of solution of cementite of (14.8 * 0.2) kcal per mole which contrasts with the (20 * 1) kcal per mole derived from Smith's graphite solubility2 and the formation energy of cementite.3 Toward resolving this disagreement we have obtained new data on the solubilities of graphite and cementite. METHODS As in I the Snoek peak in the internal friction spectrum was used to measure the concentration of carbon dissolved in ferrite. This method relies on the relation C=kQ-1 [1] in which C is the concentration of dissolved carbon, Q-I is the Snoek peak height, and k is a proportionality factor which is a function of the peak temperature, polycrystalline texture, and other parameters characteristic of the ferrite lattice. To determine true heats of solution via Eq. [1], it is necessary to establish that k is independent of the temperature from which the specimen is quenched. Some evidence on this point is contained in a separate report.* Additional evidence is shown by the data points in Fig. 1. These represent the Snoek peaks of two specimens carburized to about 10 ppm C, copper plated, and quenched first from 888º then from 588°C. The copper plate was removed before each Snoek peak measurement. These data show that there is no detectable dependence of k on quenching temperature. The solubility of graphite was determined by repeatedly carburizing various specimens of iron wire with gas mixtures of known carbon activity relative to graphite. To cover a wide temperature range within the a phase boundaries it is desirable to use as low a carbon concentration as is compatible with reasonable precision. Any process which has for its object the preservation of iron and steel from rust, and which will make these metals more applicable than they now are to the requirements of mankind, will be sure to meet with attention from members of this association, and from all those who are either engaged in the extraction of the ore, its reduction to metal, or the subsequent application of the metal itself. It is, perhaps, not too much to say that when iron and steel are rendered secure against corrosion and decay, they will be used to an indefinitely greater extent than they now are. The whole realm of science has, therefore, been explored in the attempt to discover some method by which the formed article may be preserved, leaving its strength undiminished by the destructive action of rust. Paints, oils, varnishes, glazes, enamels, galvanizing, electro-depositing and what is called "inoxidizing" are among the many systems now in vogue to effect the preservation of iron and steel from the corrosive action of air and water. The object of this paper is to show what may he done in protecting iron and steel from rust by forming upon their surfaces a film of magnetic oxide by an inexpensive process. It is no new thing to be told that magnetic oxide of iron is unaffected by exposure to the atmosphere or to salt water for any length of time. The black sand of Taranaki, in New Zealand, is a sufficiently good example of this. Dr. Percy has pointed out that the reason why Russian sheet iron is less affected by exposure than ordinary sheet iron is because of a coating of magnetic oxide; but this was not known

ARC welding can be defined as a process whereby two A pieces of metal are brought together, heated to a molten state by the heat of an electric arc, and fused into one piece. There are several kinds of arc welding: the metallic arc, the carbon arc, the atomic hydrogen arc and the shielded arc methods. A short description of each, together with its major applications, will serve to distinguish between them. Metallic arc welding involves an arc drawn between a metal electrode and the material to be welded, called the work or the "parent metal." It may be further subdivided into hand and automatic welding, depending on whether the electrode is fed to the arc by hand or by motor drive. This form of arc welding can be applied to most welding operations. Exceptions to its use consist of applications where very thin metals are to be welded; where it is desired to join the work with- out adding metal; or where extreme ductility may be required:

A perspective is presented of the steel plant sulphur distribution and elimination problem from coal to liquid steel ready for teeming, giving distributions of sulphur over a range of coke sulphur content, and some methods of sulphur control, in the blast furnace, external desulphuriza-tion between blast furnace and open hearth, distribution between fuel, slag, and metal, and methods and limitations of control of sulphur in the open hearth furnace. AS a part of the 1951 AIME symposium on sulphur in steelmaking, it was thought that a discussion of the distribution of sulphur throughout the whole series of operations, from coal and ore to finished steel ingots, might have some value in giving a perspective on the whole problem. The following discussion is an attempt to present such an overall picture. The order is that of the actual plant operations, beginning with a very brief consideration of the coking process. Sulphur in Coal and Coke Since by far the largest source of sulphur entering the steelmaking cycle is in the coal used to make coke for the blast furnace, it would seem reasonable to eliminate some of it, either from the coal, or the coke, or during the coking process. This has appeared impracticable up to the present, at least, for two main reasons: the low activity of the organic sulphur in either coal or coke, and because of price limitations involved in treating a low cost material such as coke. A variable portion, usually M or less, of the sulphur is present in coal in the form of pyrites or similar compounds, and a large part of this sulphur may be removed in the coal washery. Most of the sulphur, however, is normally present as "organic" sulphur, intimately associated with the coal structure. Its distribution prevents any separation by mechanical means. Its low activity makes improbable ' any rapid chemical removal, although hydrogen will remove sulphur from both coal and coke. Thus, prolonged recirculation of coke oven gas in the coking process would tend to leave a smaller percentage of the total sulphur in the coke residue. Table I shows a typical distribution of sulphur from coal into products in the coking process. As the sulphur in the coal increases, the sulphur in the coke tends to increase in about the same proportion. Sulphur in the Blast Furnace The best picture of the situation in the blast furnace is provided by a sulphur balance of raw materials entering, and of products leaving, the furnace. The difficulties in accurate weighing and sampling of the variable solid materials entering this process, and the number of hours required for the raw materials to descend through the furnace under variable operating conditions, make it difficult to obtain an accurate balance. However, balances made over periods of weeks or months tend to average out some of these uncertainties. Table I1 presents three typical sulphur balances similar to a number that the writers have calculated. In most of these the slag volume calculated from the sulphur balance is, in some instances more, and in other instances less, than the value corresponding to the best input and output balances of the other slag constituents (lime, silica, alumina, etc.). Probably the greatest source of error in these calculations is the sulphur content of the slag. Despite some possible inaccuracies the balances of Table II show rather definitely the following points: 1—That 87 to 95 pct of the total sulphur input is in the coke and 95 to 97 pct of the total sulphur output is in the slag. Also, that if any sulphur leaves the furnace with the gas it is relatively small, amounting to a possible 1 pct or less. 2—At the lower sulphur coke level of 0.86 pct the total amount of sulphur charged is 15 Ib of sulphur per ton iron increasing to 26 lb per ton at the higher sulphur, intimately associated with the coal struc-rare burdens containing sulphur-rich ores will the total sulphur burden fail to be nearly proportional to the content in the coke used. 3—The 7 to 9 pct of the total sulphur input from the limestone of furnaces B and C is due to the relatively high sulphur content of the stone, 0.226 and 0.265 pct, respectively. In the case of furnace A, the sulphur content of the limestone was only 0.06 pct which resulted in only 3 pct of the total sulphur input coming from this source. Manganese compounds occur in many mineral forms widely distributed throughout the crust of the earth. The most important of these commercially are the oxides which are usually found as irregular masses, but in some places (notably U.S.S.R.) occur as extensive beds of varying thickness and purity. The principal sources of ore have been U.S.S.R., Ghana (the Gold Coast of Africa), India, Union of South Africa, Belgian Congo, French Morocco, Cuba, Brazil, and Mexico. New developments of ore are being conducted in Brazil, British Guiana, French Equatorial Africa, and Northern Rhodesia. The production of the United States normally meets less than 10 pct of domestic manganese consumption. Manganese ore (35 pct or more Mn) is used principally by the ferrous metallurgy industry for production of manganese metal, ferromanganese, and other manganese alloys for use in production of steel ingots and castings. Some manganese is used in the nonferrous industry as an alloying element and cleanser in aluminum alloys, aluminum bronze, constantan, manganese bronze, Monel, Everdur, nickel-chromium resistance alloys, and nickel-silver. The metallurgical uses consume about 97 pct of the total manganese ore requirements of the United States. The balance goes principally for the manufacture of dry cells and for chemicals, with limited amounts for ceramic products, plastics, welding rods and varnish. The Materials Survey on Manganese, compiled in 1952 for Materials Office National Security Resources Board by the Bureau of Mines and Geological Survey, provides an excellent review of resources, reserves, specifications, uses, mining, beneficiation, metallurgical processes and deposits, and is worth referring to for greater details. Mineralogy and Geology The more common manganese minerals with typical characteristics are listed in Table 1 in order of importance. [ ]
