A NOTABLE feature of the practice of the American mining engineer is the fact that 'his field has been world wide, and the results of his work may be found in all countries. For this reason, the mining engineer is particularly interested in any legislation tending to restrict his freedom in this respect. In their zeal to improve the status of the professional engineer, those responsible for the enactment of the registration laws now in effect in various of the United States may have introduced a practice that will result very much to the detriment of the American mining engineer. He is preeminently interested in the maintenance of the professional "open door," and fame may be the reward of him who calls the first "International Conference for the Limitation of Restrictive Legislation." There is no reason why these United States should be the only country to regulate the practice of professional engineering and, in fact, the movement is spreading beyond its borders. Already, it is necessary for the mining engineer to be thoroughly conversant with the various state laws in order to insure his right to pursue his calling. It may soon be necessary for him to make sure of his status in foreign countries before undertaking work in them.

Introduction. WALTER RENTON INGALLS recently gave a very interesting talk before the student mining society of the Massachusetts Institute of Technology. In it he showed the present status of mining as he sees it. In the talk he explained that, while discoveries of great mining districts are still possible, they are being made less and less often; that the great mining companies, although there are large numbers of mines offered for sale, are finding it less and less possible to find new mines that are up to the standard of richness that they wish for purchase. The natural conclusion is that better, cheaper, and more efficient methods of mining, concentrating, and smelting are needed if the lower-grade mines are to be worked at a profit. This is true also if the high-grade mines are to yield their greatest profit. This paper deals only with the concentrating or ore-dressing problem, and gives some thoughts which point towards greater profit. In a paper on The Development of Hindered-Settling Apparatus the writer showed that there were two main lines of work that would lead to greater saving, lower tailing assay, and, therefore, greater profit. The first is the recrushing of middling or tailing products for the saving of the contained values. This is well understood and largely carried out in existing mills. The second is the saving of fine free mineral at the first opportunity. This is a matter less well understood in the mills, and to dwell upon this the present paper is written.

THE No. 6 open-hearth furnace at the plant of the Worth Steel Co., Claymont, Del., is the first to be rebuilt according to the Kuehn system. This as well as the other five furnaces at Claymont, has a nominal capacity of 75 tons, but the actual charge is about 242,000 lb. No hot metal being available, the pig-iron is charged cold. Oil of low grade with an asphalt base is used as fuel. These two items have to be kept in mind when discussing the actual fuel consumption. Careful records have been kept covering a five weeks run and the following is a brief summary of them The time required to heat the furnace preparatory to charging from the time a wood fire was started until charging commenced was 36 hours. This, I understand, is much less than with furnaces of standard design. The draft of the furnace, as shown by a gage in the stack-flue, is 1.25 in. The maximum draft with new checkers on former runs was 1.50 in., this draft gradu¬ally decreasing as the checkers closed up. Both of the first helpers claim the present draft is all they need for the proper working of the furnace, and, as with the Kuehn regenerators the draft remains practically the same from beginning to end of a run, this is satisfactory.

An investigation of the relationship between properties of the elements and type of binary diagram formed was conducted. It was found that, for each type of equilibrium diagram, the factors for the size, valence, electronegativity, period, melting point, entropies of fusion, and sublimation calculated for each pair of elements cover a range of values. However, these factors show sufficient relationship to the equilibrium diagram so that the correlation of several of them can be used to predict the type of diagram formed, or at least limit the choice to only a few types. ThE goal of the metallurgist concerned with alloy development has always been to find a method that predicts the properties that can be obtained when a certain metal is added to another one. In most cases a qualitative predictiton of properties can be made if the equilibrium diagram is known. However, this means that for new metals the alloy development has to start with the experimental determination of the equilibrium diagrams. Because this determination is at least as complicated and time-consuming as the determination of the properties themselves, most alloy development has taken place by trial and error, and the study of the equilibrium diagrams has followed rather than preceded the creation of new alloys. Alloy structures and properties depend on the interaction between electrons and a complete knowledge of these interactions would permit prediction of structure and properties of alloys. Unfortunately direct measurement of these interactions is extremely difficult and somewhat doubtful and only properties that depend on them can be measured easily and with certainty. Study of the relationship between properties of the elements and equilibrium diagrams is not new. Besides the well known Hume-Rothery rule of the necessity of an atomic diameter fit within 15 pct for extensive miscibility in the solid, and the wide knowledge of the effect of such factors as size, electronegativity, electron-atom ratio on solid state features,"' work relating to liquid state and liquid-solid reactions can be found in the literature. During the past 5 years, five new copper-smelting plants have been built and put into operation in the State of Arizona. The monthly copper output from these plants averages from 5,000,000 to 18,000,000 lb. Previously, there never was as much activity in copper-smelting plant construction in the same length of time in all the rest of the world. Naturally, in this amount of work, some new problems were met and new features in plant design and equipment developed. Some of these features are described in this paper. Concentrate Hauling, Unloading and Sampling System (a) Concentrate Car The International Smelting Co. has provided at its plant at Miami specially designed cars for hauling the concentrates from the mills of the Inspiration Copper Co. and the Miami Copper Co. The car has a bottom that is readily made tight to hold flotation concentrates and is quickly and cheaply unloaded. Figs. 1, 2 and 3 show views and details of the car. The main feature of this car is the slot in the bottom throughout its length, which is closed by means of short planks that overlap like ship-lap as shown by Fig. 1. At one end of the car an iron gate operated by a screw and hand wheel is provided, which clamps or presses the planks together, making the bottom tight. A removable tapered plug rests vertically over this gate when the loading of the concentrates at the mill commences. A concentrate unloading pocket (Fig. 4), 180 ft.long, is provided at the smelting plant, which has a conveyor belt running throughout its length underneath the track. To unload a car, the vertical plug at the end of the car is lifted by means of a chain hoist which is supported by a trolley overhead. The gate at the end of the car is opened approximately 18 in. The removal of the plug leaves a hole down through the concentrates. The concentrates are poked through the hole from the top of the car until it is convenient for a man to stand on the bottom and draw one of the slats in the bottom toward the gate end of the car. The concentrates are then raked down with hoes on their natural angle of repose,

A PREVIOUS paper1 reviewed some of the properties of clays and shales and presented some data on the nature of the gelling phenomenon. It included a brief discussion of origin of clays and shales, their com-position, structure, retention of water, ionization, base exchange, and the nature of the gelling of water suspensions, Other publications of the Institute2-8 have discussed the properties of clays and their relations to drilling-fluid behavior and control. It is the purpose of this article to present some new data obtained and arranged in a different manner and making possible a better understanding of the chemical reactions involved in the control of drilling-fluid characteristics during the normal drilling operations. EXPERIMENTAL PROCEDURE The difficulties involved in the measurements of the flow character-istics of plastic fluids are too familiar to recite, The possible applications of some of the well-known instruments to this problem have been ade-quately discussed by Hobson9 and he has given an excellent bibliography. Although there are many viscosimeters of varied design, none of them appear to fulfill the most obvious demands of accuracy in the measure-ment of clay or shale suspensions, Since the fluid characteristics are dependent on the rate of flow of the fluid, and the viscosity usually falls off very rapidly as the rate is increased, it is clear that the first require-ment is that the instrument shall be capable of a wide variety of speeds. The viscosity of the fluid at any fixed and constant rate of flow is also a function of time, so that the second demand is that the instrument shall be capable of a constant and continuous motion for a prolonged period of time.

AS the pioneer operation treating the mixed lead- zinc-iron ores from the district tributary to the Salt Lake Valley, the International Smelting Co.'s plant has offered an extremely interesting and instructive opportunity to study some phases of this problem. Basically, there were two main reason for our attempting to work out a successful operation for the separation and concentration of the values contained in the rather widespread deposits of these so- called lead-zinc ores. In the first place, the time was ripe and demanded some method of curtailing the economic waste resulting from the costs of past and present practice of smelting ores of this character, or rather, those ores which could stand the charges inherent with smelting them. Secondly, but rather primarily with us, we believe that such a solution would greatly in- crease in general the production of lead in the district tributary to the Salt Lake Valley. It is generally known that there were and are three relatively large lead smelting plants in the Salt Lake Valley and the decreasing production of correspondingly clean lead ores was not efficient to justify the existence of all three. We could not hope for better lead smelting metallurgy nor more efficient business management than was being practised, so the only prospect was to at- tempt to work out some way to increase the primary production and thus widen the scope of operations.

Certain types of macromolecules added to water and salt solutions flowing in turbulent motion can reduce the pressure gradient. Alternatively, the volumetric capacity of a pipe for these fluids is increased by the presence of these materials. Examples presented show that the drag reduction can become significant. Thus, the presence of 0.28 per cent of a gum derivative in a solution of sodium chloride flowing at 200 gal/min in a 1.89-in. pipe yields a pressure drop which is 0.44 of the single-phase drop measured under the same conditions of turbulent flow; the addition of 0.1 per cent of a vinyl derivative to a I-in. water line yields a throughput capacity which is 1.78 of the single-phase capacity at the same pressure drop. It is further shown that these phenomena are distinctly different from previous observations with other classes of non-Newtonian systems. There a simple lowering of friction factors below the levels predicted from the resistance laws for Newtonian fluids is associated with a suppression of turbulent motion. A rational physical explanation for drag reduction is advanced. Briefly, the proposed mechanism is a storage by the molecular elastic elements of the macromolecules in solution of the kinetic energy of the turbulent motion. INTRODUCTION This study was inspired by a recent review of some paradoxical drag reduction phenomena in turbulent pipe f1ow.I Under very moderate conditions of turbulent flow, the pressure gradient necessary to pump solutions containing certain specific kinds of polymers, fibers and metallic soaps may become appreciably lower than that required* to pump the solvent, i.e., water or a low-viscosity hydrocarbon, under identical flow rates in the same conduit. As shown by our review, this phenomenon of drag reduction in turbulent duct flow was first noted during the second world war, apparently arising in connection with the development of flame warfare weapons. Since that time several papers illustrating this phenomenon have appeared: Toms, Oldroyd,3 Agoston et al., Bundrant and Matthews, Robertson and Mason,6 Ousterhout and Hall,7 Daily and Bugliarello~ Lummus, Anderson, and Fox. 9 That there are practical applications for techniques which increase discharge or decrease the pressure necessary to transport a liquid through a pipeline is illustrated in the patents which have issued which take advantage of this peculiar phenomenon, e.g., Mysels,l0 Dever, Harbour, and Seifert.11 One also finds fragmentary evidence of this effect in the data pertaining to a few of the polymeric solutions studied by Shaver12 and Dodge.13 However, these investigators were concerned with the development of friction factor vs Reynolds number correlations for a variety of non-Newtonian solutions and suspensions, rather than in a study of drag reduction-. A similar kind of drag reduction effect has been observed in gases. Sproull, for example, reports that adding dust to air flowing in turbulent motion through a pipe results in a lowering of the pressure gradient at identical flow rates. There are also military applications for reducing the drag on hydrodynamic vehicles. For example, the possibility of injecting a rheologically complex fluid into the boundary layers of bodies to reduce the skin friction has been investigated by Fabulal5 and Granville.16 Along somewhat different lines are the drag reduction studies of Kramer.17118 He has shown that skin friction can be reduced by covering the surface of a vehicle with a flexible skin. The effect is apparently due to the boundary layer being stabilized by the presence of the skin. Drag reduction by means of coexisting gas and liquid boundary layers, e.g., film boiling and continuous gas injection, has been proposed by Bradfield, Barkdoll, and Byrne,19 Cess and Sparrow,20'21 Sparrow, Jonsson, and Eckert.22 Here the skin friction occurs between a vapor and a surface rather than between a liquid and a surface. There are several references in the literature to friction-factor correlations for non-Newtonian solutions and suspensions: Shaver and Merri11,23 Dodge and Metzner, Clapp,25 and Thomas.26

Silicon carbide coated boron fiber (Borsic) reinforced aluminum composites were made which exhibit strength and modulus values predicted by the rule of mixtures. A successful technique for fabricating these composites consists of plasma spraying of monolayer filament reinforced tapes and subsequent diffusion bonding of these tapes into composites. The elastic properties of the composites were given by the rule of mixtures in reinforced directions. (The modulus parallel to the fibers was 32 x 106 psi for a composite with 50 pct by volume fibers. The other elastic properties for a composite with 50 pct fiber were transverse modulus = 14 to 16 X 10 psi, G = 9.5 x 106psi, and v,, = 0.23. Tensile strengths of over 190,000 psi were measured for the composites with 50 pct fiber and the average strength for these composites was 162,000 psi. These same composites had interlaminar shear strengths of 12 to 15,000 psi. Multidirectionally reinforced composites demonstrated the same reinforcement efficiency in strength and modulus as the uni-directimlly reinforced composites. Comrpessive strengths of composites with 50 pct by volume fiber were found to be greater than 250,000 psi. STRUCTURAL filamentary composite materials are being considered for use where high strength, high modulus, and lightweight materials are required. Metal matrix composites have been considered for use at temperatures ranging from cryogenic (aluminum stainless steel) to 6000°F (plasma sprayed tungsten plus tungsten fiber) and other requirements have been similarly diverse. Metal matrix composites offer high modulus and high strength in unreinforced directions, the ability to be joined by brazing or welding, and greater fracture toughness compared with the more easily fabricated resin matrix composites. This paper deals with the mechanical properties of aluminum boron composites, a system which is being considered for applications where lightweight, high modulus, and high strength are required at temperatures including those above the normal operating temperatures of resin composites. The boron fiber used in this investigation had an average room temperature strength of greater than 400,000 psi, a modulus of 58 x 106 psi, and a density of 0.09 lb per cu in. (2.6 g per cu cm).' The fiber used in the composites had a coating of silicon carbide to retard degrading reactions with the matrix at elevated temperatures. The coated fiber, which is sold commercially as Borsic: has been reported to have excellent resistance to degradation at temperatures up to 600°C in air and in aluminum2 and the same mechanical properties as the standard bare boron fiber. Fabrication of Composites. The composites were diffusion bonded from plasma sprayed monolayer tapes. These tapes were fabricated on a substrate of aluminum alloy foil which is incorporated in the composite matrix. The technique consists of winding a layer of fiber on the foil, and plasma spraying the balance of the matrix alloy over the windings which bonds all of the components together. Advantages of this process include the ability to achieve good fiber spacing, Fig. 1, the formation of a good bond between fiber and matrix (achieved during the plasma spraying), and the adaptability of the process for forming large and complex parts. This is particularly true when used with brazing foil backing which alloys low pressure bonding of the structural shape. PROPERTY EVALUATION TECHNIQUES Tensile test specimens, 5 to 7 in. long with a reduced gage section and ,030 to ,040 in. thick, were cut from composite sheets with a diamond saw. The gage section was .200 in. wide, while the gripped section was .240 in. wide and over 2 in. long in each grip. The standard gage length used was 1 in., however, transverse specimens (i.e., specimens with the fibers oriented 90 deg to the loading axis) were tested without a reduced section. Twelve specimens were also made with a 3-in. gage length but no significant effect of gage length was measured. The tensile test specimens were mounted in a fixture and aligned in friction grips using a 10X microscope. Unbonded foil doublers (0.010-in.-thick aluminum) were used to insure firm gripping with a minimum of damage to the fibers. The test specimens were transferred to the testing machine in a rigid fixture and mounted in the self aligning loading train. Testing was performed using a Tinius Olsen four screw testing machine with a torsion bar LVDT load

STATE geological surveys have had an interesting development in this country. They first appeared more than a hundred years ago. The fact that they have persisted and are now an important part of most state governments indicates the basic need for state departments con-cerned with mineral problems. The number of state surveys in 1941 (43) is at an all-time high, as is the aggre¬gate appropriation for their support for the fiscal year 1940-'41 ($1,600,708). The first surveys, those of North and South Carolina (see Fig. 1), made their appearance in 1820-'30, but neither survived that period. During the next two decades surveys were created in twenty states, but only three survived. In fact, it was not until the decade 1900-'10, when eighteen surveys were created and only five abolished, that these agencies became firmly established.

Tailings dam construction and operation of Rosario Dominicana's gold/silver mine in the Dominican Republic is described. Impoundment of 8.5 kt/d of cyanide-process tailings is required in an intensive agricultural area which is also an earthquake and high rainfall zone. The earthfill embankment dam, incorporating internal gravel drains, is described together with methods of construction used. Methods of tailings transport, solution reclaim, and runoff water diversion that have evolved are discussed.

As the first loads of Noamundi iron ore rumbled into the new 54-in. Gyratory Crusher on March 30, 1968, one of India's largest and most modern iron ore processing complexes began operations. The completion of the $13 million mining and processing complex brought to a successful conclusion the second chapter of a phased expansion program initiated in 1958 by India's gigantic Tata Iron and Steel Co. The completed complex will yield annually 2.5 million tons of washed, sized ore and sinter fines destined for Tata's furnaces at Jamshedpur. Hewitt-Robins Div. of Litton Industries was awarded the turnkey project on the basis of world- wide competitive bids. Eighty miles southwest of the city of Jamshedpur, Noamundi lies on an approximate geographic grid of 22º-5' latitude north and 85º-30' longitude east. The mine is approximately 600 ft above sea level.

ABOUT twenty-five years ago the copper industry had outgrown the Lake Superior production. The electrolytic copper producers had- their process well in hand and the industry was well started in the use of electrolytic copper, both for working into wire and sheet, and for the making of alloys. The trade knew that some brands of copper made good material and that other brands did not. There came together a group of men-a refiner, a rolling-mill man, and a manufacturer of electrical machinery-each of them desiring to know why there was a difference and what .it was. Much investigation was done with wire bars and cakes which involved ' chemical analysis, metallographic examination, physical tests and electrical tests. To find the influence of different kinds of copper in making brass 200 carloads of ingots were made into ,eyelet brass under careful observation; each carload was carefully analyzed and tested before used. The alloy was made and rolled under standard conditions and the results recorded.

The recovery of tensile flow stress of 99.995 pct A1 under conditions of elastic strain and plastic creep straining was investigated using a fractional recovery parameter. Tensile straining was conducted at room temperature to a true strain of 0.10, and recovery treatments were made under stress in the temperature range from 80° to 198°C. Whereas elastic strains had no appreciable influence on flow-stress recovery, plastic creep straining was found to accelerate the recovery process. Although higher creep stresses gave greater recovery for a given time and temperature, it was found that lower stresses produced greater recovevy at equal ALTHOUGH many studies have been made to date on the recovery of metals from the cold-worked creep strains above about 0.005. This effect was attributed to the coarser, and therefore weaker, substructure developed during creep at the lower stresses. The activation energy for recovery during creep straining at 2075 psi between 160" and 198°C was found to be 25,000 cal per mole. This value was not significantly greater than the value previously obtained for no-load recovery. The activation energy for creep at 2075 psi between 160" and 198°C was 34,000 cal per mole, a value significantly greater than that for recovery under the same conditions. state, little is known concerning some important aspects of recovery behavior. One such area is the effect concurrent strain has on the recovery process. Since metals in structural applications at high temperatures are under stress, the possible effects of the resulting elastic and plastic strain on recovery may be of significant importance.

IN making a glass model of mine-workings, each mine will present some little individualities, to meet which will call for the exercise of special ingenuity. Having made several models, I offer the following details of the model of the Montana-Tonopah mine-workings, believing that with small changes for different conditions the method described can be successfully used in making a glass model of the workings of any mine. The model, Fig. 1, has the top, one end, and the front removed. The case is made of kiln-dried pine, painted with several coats of dead-white paint. It is made to take sheets of glass 24 by 42 in. in size, and is 18 in. high, the workings shown being on a scale of 1 in. = 40 ft., or 4800 : 1 scale. The base is made of four pieces of 2-in. material, well pinned and glued together. The back, of material 1 in. thick, is secured rigidly to the base by screws and countersinking. The four posts, 1.5 in. square, are so cut that. the front and two ends of the model fit in flush with the outside edges of the posts. The top rails, 1 in. square, are fastened rigidly to the front and back posts by means of small iron braces. The ends, front, and top of the case are of 0.5-in. material; the ends and front are held in place at the bottom by pegs fitting into the base ; at the top the ends are held by buttons and the front by cupboard-hooks on the inside. Hinged hasps on the cover, fitting over staples in the end-pieces, make it easy to lock the entire case. Before the back is fastened to the base, it is cut with horizontal and vertical grooves to receive the horizontal and vertical sheets of glass, shown clearly in Figs. 1 and 2. The horizontal grooves, spaced to scale, represent the vertical distances between the levels at the shaft. The vertical grooves are placed wherever cross-sections of the workings are desired.

In diamond or churn drilling for the prospecting of ore bodies, two products can be used for quantitative analyses; i.e., the core and the cuttings, or sludge. Some operators prefer an assay of core; others insist that the sludge be sent for analysis. Both must recover the sludge for check samples or for assays if there is no core recovery for any particular section of the diamond-drill hole. The Freeport Sulphur Co. found that numerous cumbersome sludge boxes or barrels were inconvenient and delayed drilling. The sludge settled slowly in the ordinary shallow, rectangular diamond-drill boxes and its total removal from the container was difficult, time-consuming and unsatisfactory; and sampling of deposits of which the metal contents are easily concentrated, as in ores containing cinnabar, gold and silver, is subject to error if the boxes are not thoroughly cleaned. Mr. Charles Ballard, dredge superintendent at Freeport's operation at Grande Ecaille, Louisiana, developed a portable cone while he was in charge of prospecting a mercury property near Tonopah, Nevada, in 1940. Ballard later improved the design while the settler was being used at a manganese property in New Mexico. The operation is based on the "free settling" of comminuted particles in a quiescent liquid. The ordinary sludge box discharges over a lip 8 to 12 in. wide and consequently the water has sufficient velocity so that the discharge water is never clear. The cone settler used by Free-port Sulphur Co. discharges over the entire circumference, which gives a discharge ltp of 9 ft. in the size of cone used at the cinnabar and manganese prospects. Consequently, the velocity of the discharge water is slow enough so that all fine material settles and the discharge water is clear. When the drilling of a sample interval is complete, the sludge can be drawn off by the time the driller is ready to cut another sample. Thus, only one cone is needed per drill. The cone has been used by Freeport successfully in churn-drilling a manganese deposit, in diamond-drilling a mercury deposit, and in diamond-drilling a deposit of ore containing tin, copper, gold and silver. The cone is greatly superior to the old methods of collecting sludge and is now used on all Freeport drilling campaigns in the western states, both for surface and underground drilling. Fig. I shows the important details of a cone designed for average operating conditions, 30 in. in diameter and 36 in. high. Abnormal conditions may require some revisions in design. Fig. 2 shows a working drawing. A hose or pipe larger than the one used to convey water from the pump to the swivel head of the string of rods is connected to the stuffing box at the collar of a diamond-drill hole, The usual T-connection is used. It is not necessary to use a stuffing box if the top of the cone can be placed lower than the collar of the hole. Then the return water and cuttings can be made to flow by gravity. The sludge settled slowly in the ordinary shallow, rectangular diamond-drill boxes and its total removal from the container was difficult, time-consuming and unsatisfactory; and sampling of deposits of which the metal contents are easily concentrated, as in ores containing cinnabar, gold and silver, is subject to error if the boxes are not thoroughly cleaned. Mr. Charles Ballard, dredge superintendent at Freeport's operation at Grande Ecaille, Louisiana, developed a portable cone while he was in charge of prospecting a mercury property near Tonopah, Nevada, in 1940. Ballard later improved the design while the settler was being used at a manganese property in New Mexico. The operation is based on the "free settling" of comminuted particles in a quiescent liquid. The ordinary sludge box discharges over a lip 8 to 12 in. wide and consequently the water has sufficient velocity so that the discharge water is never clear. The cone settler used by Free-port Sulphur Co. discharges over the entire circumference, which gives a discharge ltp of 9 ft. in the size of cone used at the cinnabar and manganese prospects. Consequently, the velocity of the discharge water is slow enough so that all fine material settles and the discharge water is clear. When the drilling of a sample interval is complete, the sludge can be drawn off by the time the driller is ready to cut another sample. Thus, only one cone is needed per drill. The cone has been used by Freeport successfully in churn-drilling a manganese deposit, in diamond-drilling a mercury deposit, and in diamond-drilling a deposit of ore containing tin, copper, gold and silver. The cone is greatly superior to the old methods of collecting sludge and is now used on all Freeport drilling campaigns in the western states, both for surface and underground drilling. Fig. I shows the important details of a cone designed for average operating conditions, 30 in. in diameter and 36 in. high. Abnormal conditions may require some revisions in design. Fig. 2 shows a working drawing. A hose or pipe larger than the one used to convey water from the pump to the swivel head of the string of rods is connected to the stuffing box at the collar of a diamond-drill hole, The usual T-connection is used. It is not necessary to use a stuffing box if the top of the cone can be placed lower than the collar of the hole. Then the return water and cuttings can be made to flow by gravity. LaRockefoucauld INTRODUCTION The primary reason for performing a feasibility study on a proposed mining venture is to investigate all phases of the proposal in as much detail as necessary to justify either dropping the project or continuing expenditures through the next stage. The economic evaluation component of the feasibility study, therefore, must ultimately be based on information which provides an answer to the question, "What is it going to cost?" Unfortunately engineers preparing feasibility studies never have all the engineering or economic information they would like or need. Consequently, the economic portion of the analysis can only be performed if estimates of the various costs associated with the project are made. Project cost estimates, in turn, require estimates of all the physical factors affecting cost components, including anticipated performance of plant and equipment as well as all pertinent geologic, mineralogic, and metallurgical variables. Before useful cost estimating procedures can be applied considerable data must be collected, compiled, and organized. Preparatory work typically includes organization of cost data available for estimating purposes, development of techniques for updating historical costs, and establishing methods of forecasting prices and costs over the duration of the project. Cost estimates for mining and mineral processing projects involve so many features and variables that it is absolutely essential to have some means by which the vast amount of detail can be organized. It is very important to identify, in as much detail as possible, all the cost data available (historical and developed) to the estimator. These costs, after being properly identified in detail, should be com- piled, stored, updated regularly, and made readily available for use in developing new cost estimates Accessing files of current cost information requires a standardized numerical system of classifying cost data. When uniform definitions and procedures are used, every project record contributes to the common store of estimating data.

Daniel C. Jackling's innovative concept for handling low grade ores ushered in a new philosophy of open pit mining. As one of the greatest minemakers of all times he revolutionized major segments of the industry and helped strengthen US defense efforts during World Wars I and II by making possible the tremendous copper supplies from US mines. Many great mining men have since followed in his footsteps with their discoveries of new orebodies or development of new mines. Their brilliance in leadership can also be traced to the coupling of a new idea to the physical nature of the materials in the earth's crust or to the extractive stages of minerals recovery. The minerals industry is now in another era of change and must again devise techniques to meet the challenge. The task is not only to create new exploration techniques and develop new mining methods, but, I believe, to optimally apply new concepts and tools in daily decision-making.
