OUR combined economic activities have as their goal the maximum of individual well-being and national security. In this age of intense international competition the two objectives are closely related. For many decades, the maximum of well-being and ability to maintain national security have moved generally upward. The best single measure-perhaps the only adequate measure -of the level of the rising goal is the per capita real national income (national income corrected for price changes). For centuries before the industrial revolution the income of the world's population changed little from generation to generation. In our country prior to 1800 the growth of national income was hardly measurable from decade to decade. Since 1850, perhaps since the "industrial revolution," the growth of per capita real income has been increasing geometrically. Of major importance is the accelerative growth of the productive ability of our economy. Inadequate consideration of its implications is partly responsible for periodic delays in solving our princi-

EVERY user of steel should ask himself whether or not he is taking full advantage of the discoveries of the steel metallurgists during the last few years, or is merely buying grades that looked to be the best five or ten years ago for various specific purposes and have since proved perfectly satisfactory in his plant. If he has not kept abreast of the times, then it is probable that something better has been developed, or something just as good that costs less. Though this article will have to do with steel for high-temperature applications primarily, marked advances have been made in steels for other purposes as well.

ALTHOUGH confident of its ability to meet any demands which may be made, the petroleum refining industry is not complacent about the situation and realizes that the quantities of petroleum products to be furnished are so enormous and so far beyond what was previously estimated that the full co-operative effort of the industry must be exerted. Establishment by the President in May of the Office of Petroleum Coordinator for Defense with Secretary of the Interior Ickes at its head, plus the formation of the Petroleum Industry Council for Defense, in November, provide the channels for united endeavor within the industry and the means for gearing that endeavor within the industry and the means for gearing that endeavor in full harmony with the nation?s needs. Great strides have been made and a rapid understanding of the situation and the magnitude of the task is being attained by all concerned.

THE heavy postwar demand for Portland Cement has created shortages that are gradually being overcome by increases in plant capacity. In the post-war period, the Lone Star Cement Corp. has expanded several of its existing 15 plants and has built 2 new plants, now in operation, with a third new plant under construction in Brazil, of design somewhat different from that of the two preceding ones. The new domestic plants are located at Lone Star, Va., near Roanoke, and at Maryneal, Tex., near Sweetwater, and went into operation during 1951. Each plant is equipped with two rotary kilns and has an initial capacity of 1,500,000 bbl per year, or 6,000,000 sacks. The total cost of each plant was about $10,500,000, and on this basis $7.00 in 1951 money are required per bbl of annual capacity; at 376 lb per bbl, this corresponds to $37.00 per ton of output. The investment corresponds to approximately $80,000 per hourly-wage earner employed. The purpose of this paper is to describe the most interesting design features of the two new and almost identical Lone Star plants. Why the Dry Process Was Chosen The two new domestic Lone Star mills employ the dry process because: 1-The raw materials at both properties are particularly suitable and can be dried very, readily. 2-The Maryneal, Tex., plant does not have water available for slurry. 3-Very substantial kiln fuel savings can be obtained. 4-Dry raw grinding reduces ball and liner wear and- general maintenance, without any sacrifice in power. Operating costs to date have more than justified the choice of the dry process for these two plants. Raw Materials The chemical composition of Portland Cement raw material after crushing, grinding, and mixing, but before burning, is about as follows: [ ] sometimes tailings from an iron ore concentrating plant. Certain objectionable materials occur in raw mix: magnesia, limited in cement to 5 pct, in excessive amounts; alkalies, as sodium and potassium; phosphorous; and sulphur, generally present in coal and oil. The Roanoke raw, materials are dense limestone and shale. The Maryneal materials are soft limestone and a hard brittle clay that can be handled much like shale. Sand and iron ore are required in small quantities. General Plant Layout and Construction The two plants are so similar that one joint description will cover both, with such exceptions as will be especially indicated. The crushing plant is located in the quarry, and raw material is conveyed by belt to the storage building, where all materials are stored and handled. Fig. 1 identifies the various structures of the Roanoke plant. The large storage building is used for the storing and handling of all materials, including limestone, shale, sand, iron ore, coal, clinker, and gypsum. Directly adjoining the storage building is a structure under a similar arched roof, containing the raw and clinker grinding departments and the electrical substation. The discharge ends of kilns and coolers, and coal or gas burning equipment are also placed at one end of the mill building. The 340ft long kilns extend away from the main buildings to form the long leg of an L, at the end of which is the feeding and kiln dust collecting equipment, and the raw blending silos are conveniently located adjacent to the feed end of the kilns. The machine shop, storeroom, electrical shop, foremen's office, service rooms, and meeting hall are combined in one structure in the center of the plant, and the office and laboratory are close by. The cement silos and packhouse do not have to be tied directly into the manufacturing process and are therefore located at a point convenient to the railroad tracks.

WITH seventeen papers submitted. and thirteen presented in three sessions, the geophysicists had a most successful meeting at New York in February. The first paper on Monday morning dealt with the location of a diabase dike near Chapel Hill, N. C., by magnetic and resistivity methods. The Telfer Project, Australia's newest, largest, and most remote gold mine treats 480 kt of ore grading 9.33 g/t derived from open pit mining operations. Coarse gold is recovered by gravity concentration with jigs and further upgraded wing a continuous strake launder table, and by amalgamation. Remaining gold is recovered in a cyanide circuit and incorporates flat bottom air agitators, counter current decantation (CCD) and stellar filters for clarification and precipitate removal. Overall recovery into a bullion averages 98%. The mill incorporates a number of design features that allow for maximum efficiency and security wing a minimum number of operation personnel.

I1944 the cry was for higher production more tons, more metal. New plants were built, capacity of old plants was increased and millmen all over the country were treating tonnages far above normal, sacrificing recoveries to vet that extra metal from extra tons. The list of "critical minerals," at first long, has been scratched until there remains, not a list, but only an item or two. Stocks of all metals and minerals, with possibly one or two exceptions, are now entirely adequate and numerous plants have curtailed or suspended operation.

UNTIL VERY RECENTLY the flotation process has not found much application in the treatment of gold ores. No appreciable improvement has been made lately in the technology of this application; but the possibilities of flotation have been more fully appreciated. Excellent results were obtained long ago, but few operators paid much attention to them. For instance, in 1915 extensive experiments were carried out by Mr. Beauchamp and Minerals Separation on ores from the Dutch-Sweeney mine near Jimtown, Calif. The ore contained gold-bearing pyrite and laboratory tests indicated a 10c. tailing on a $6 head. In 1918 a 300-ton flotation mill using Minerals Separation machines was built based on the results obtained. However, when the mill began full-scale operation, mill heads did not come up to expectation, being only $4; also the-tonnage was considerably less than had been expected. Flotation mill tailing assayed 15c., indicating a recovery of over 96 per cent, so that excellent metallurgical results were obtained. The operation was a success but the patient died.

A new numerical method is proposed for the solution of multidimensional miscible displacement problems. Besides the usual stationary grid associated with numerical procedures, the method uses moving points for which positions and concentrations are computed each time step. Based on the method of characteristics for treating combined transport and dispersion, the method applies equally well to any number of dimensions and, in contrast with other numerical procedures, properly takes into account the physical dispersion, no matter how small. Extensive tests show that accurate solutions of one-dimensional problems can be obtained over a wide range of values of the dispersion coefficient, including zero. They also show that the moving points do not need to be uniformly spaced, and that increasing the number of moving points beyond 2/grid interval does not significantly improve the accuracy of the solution. Two-dimmsional calculations using the new method were carried out to simulate laboratory model displacements in which gravity caused overriding of solvent. Good agreement between observed and computed profiles and measured and computed concentrations of produced fluid was obtained for a viscosity ratio of 1.89; at higher viscosity ratios, fair agreement was obtained Computed results were found to be significantly affected by vertical dispersion, and negligibly affected by dispersion in the direction of flow, in agreement with conclusions based on experimental observations. INTRODUCTION Although miscible displacement processes are potentially of great economic significance, limited progress has been made in developing mathematical methods for predicting the outcome of a solvent flood. Because of the complexity of the partial differential equations which describe multidimensional miscible displacement, numerical methods are a natural approach to their solution. The task of finding suitable numerical approximations to one of the partial differential equations, which involves both dispersion and convective transport, has been particularly difficult. Dispersion in the absence of transport is described by the heat flow equation, a second-order equation of parabolic type. This equation has been very successfully treated by numerical methods. Transport in the absence of dispersion is described by a first-order equation of hyperbolic type. This equation has been treated numerically with some success in one dimension, both by Lagrangian and Eulerian techniques, 1.2 but extension to two or more dimensions has not been satisfactorily accomplished. Usually one of two things happens: either the numerical solution develops oscillations or it becomes smeared by artificial dispersion resulting from the numerical process. When transport and dispersion are considered simultaneously, this numerical dispersion may dominate the low physical dispersivicy that generally characterizes miscible displacement. Stone and Brian2 have developed a new difference equation for treating combined transport and dispersion in one dimension. By suitable choice of certain parameters, they succeeded in markedly reducing both oscillation and numerical dispersion. However, a satisfactory extension to higher dimensions has not yet been found. Peaceman and Rachford3 presented a centered-in-time and centered-in-distance difference equation combined with a 1,transfer of overshoot" procedure which was demonstrated to work well in one dimension. The technique was applied to the two-dimensional miscible displacement problem, but subsequent calculations with zero dispersivity showed little change in results compared with the calculations they presented. This indicates that their method involved a numerical dispersion of the same order as the physical dispersion. SINCE the U. S. Geological Survey published the data on the Central Mining District collected by Lindgren and Graton1 and by Paige2 much new information has been obtained by development and mapping, but none of it had been published until recently when Kniffin3 published on Fierro, Lasky4 on the Ground Hog mine, Thorne5 on Santa Rita and Landon6 filed a thesis on the Fierro-Hanover-Santa Rita area at the Uni-versity of Chicago. During the years 1927-1930 much of the writer's time was spent in mapping the geology and ore deposits of this district, particularly in the area of the zinc deposits at Hanover. Some of the data collected are presented here. Previous publications have been freely drawn upon and additional data used that were generously supplied by L. M. Kniffin, Wilfred Wright and Gerald Ballmer. Thanks are due Augustus Locke, Samuel G. Lasky, Kniffin, Wright and Ballmer for suggestions and critical readings of the manuscript, and to the Empire Zinc Co. THE Fall Regional Meeting of the Institute, which has now for some years been held in cooperation with the Western Division of the American Mining Congress, will be held this year at Joplin, Mo., in the heart of the great Tri-State district. This year the Tri-State Zinc and Lead Ore Producers Association is joining in the meeting. The Society of Economic Geologists will also take part though not offering any papers. The district in which the meeting is held includes adjacent parts of Missouri, Kansas and Oklahoma. Out in the heart of a fertile prairie farming country, it is one of the major mining districts of the world. It produces normally approximately one-third of the zinc ore mined in the United States which is equivalent to nearly one-half the zinc since the concentrate has always been notable for the height of its grade. Even in the depressed business year 1930, the American Bureau of Metal Statistics credits the district with 434,460 tons of concentrates equal to 217,230 tons of zinc out of 1,503,095 and 576,630 respectively for the country as a whole. This was equal to about one-seventh of the world's output of zinc, more than that of any foreign country. In addition about 75,000 to 100,000 tons of lead is annually furnished by the same mines. Elsewhere we present a general description of the district prepared for this meeting by J. C. Heilman, a Lehigh graduate, who has spent the past eleven years there and has had charge of explorations for many of the companies.

CIVILIZATION'S PROGRESS, which has multiplied man's comforts, conveniences, a n d happiness, is based upon the extensive employment of natural minerals and sources of energy. Mineral resources are basic factors in modern economic development, machine industry, international trade and world power. A survey of mineral consumption shows that the United States leads the world in the production and consumption of energy materials, of metals, and of the large and diverse array of earth materials that fall in the nonmetallic mineral group. The use of nonrnetallic minerals exceeded both the metals and the fuels in the long period before the industrial age, but it is only in the last two decades that consumption of non- metals has kept pace with and approximated in value the output of metals. Although the data of production in the first half of the last century are meager and fragmentary, the record of the past fifty years-the period of most rapid growth-is available, and reveals an astounding growth.

FRom time to time metal-mine engineers have inquired why anthracitc mines and their preparators are rarely operated on the two or three-shift basis. The subject may be approached as affecting: labor, development, the underground workers, the preparator, the outside workers, capital, the supply account, power consumption, the storage of coal over various shifts, railroad car supply, and the market. Labor From the start, the adoption of a plan of three full-shift operations in a day would cause difficulty with the colliery employees, for they have never worked on that plan and would show their resentment by suspending work. Even if they could be induced to work according to this schedule they would not be as efficient, for they would be working more or less unwillingly at hours at which they are accustomed to rest. Operation on a three-shift basis would necessitate triple manning of each working place, and dissensions would arise between the men, for each shift would claim that the preceding shift had taken undue advantage and had not left as favorable conditions as it had found. To obviate these disputes it might be [necessary to let out the work to a contractor, who would hire his helpers to mine out the chamber, or breast. The state mining law requires that a miner be put in charge of each working place. To conform with this provision he would have to hire three helpers and two miners to mine the breast. The labor unions have been trying to abolish the subcontractor in mine work and any method of working that would cause his return, however innocent in purpose, would result in labor disturbances. It might be possible to form partnerships of three miners working a place together, but these men would be quite likely to have frequent dissensions as to the proportion of work performed by each shift. The problem of the curtailment of forces in large numbers does not often come to employment departments and is, therefore, a problem that many departments are not prepared to handle intelligently. Those companies that are able to measure the individual efficiency of each man would probably lay off men according to their individual ability, irrespective of dependents, citizenship, or other considerations. During the war when labor was scarce, the business of the employment manager in industry was hiring men and carefully placing them where they were best fitted to work. The careful selection of employees had developed to a considerable extent before the war, and was becoming a recognized science. In the last few months, however, the cancelation of copper contracts, the accumulation of large stocks, the necessary curtailment of production because the copper could not be sold, and the lack of any immediate prospects of' the copper market opening, have led to a universal reduction of forces, and the problem that industry now confronts is that of discharging rather than employing. The problem has been aggravated by the cancellation of contracts in many war industries with the consequent turning loose of hundreds of thousands of men, a great amount of unemployment, and the return of the soldiers and sailors. The problem has now become one of reduction of working force with the least hardship and the least injustice, and yet caring for the soldiers, sailors, and marines who have been in the service of the government for nearly 2 years, and are now returning to their pre-war positions. The Copper Queen Branch of the Phelps Dodge Corpn., operating at Bisbee, Arb., found it necessary, like all of the other copper companies of the country, to reduce its force materially. In making this reduction it was, after due consideration, decided to classify employees with respect to dependents, length of service, and citizenship. The question of individual efficiency or workmanship was not considered. Copper produced to sell at 26 c. a lb. has been selling at under 15 c., and very little copper is being sold at all. The insufficiencies of our mineral resources are becoming well known, and the national political conscience seems to be troubled at last by our dependence upon mineral commodities which must come from other lands. This realization places increased responsibility upon the industrial, educational, and governmental groups whose task it will be to solve the problems of mineral supply. As we all know, from the time that man first sought mineral deposits until recent years, prospectors have been largely responsible for mineral discoveries. Today the era of the prospector is almost over. The human ants that have literally examined all accessible outcrops and have tested the gravels of nearly all stream beds in the United States have left undiscovered few worthwhile mineral deposits within the scope of their recognition. The pages in the history of mineral exploration are now being turned from the era of the surface prospect to the era of the hidden de- posit.

A BRIEF history of the growth of the anthracite-coal preparation will give a better view-point from which to judge the present problem of separating slate from coal. At the beginning of the commercial value of anthracite, 70 years ago, only the pure portions, or " splits," of the veins were mined and shipped to market, and without any preparation or screening other than the selection, while loading, of the glassy lumps, and the rejection of the fine material and the slate that had strayed accidentally into the coal. The next step was the crushing or breaking of the coal (hence the name Lt breaker" as applied to the preparation-building), and the sizing of it by means of bars or revolving screens. This stage of its development marked the advent of the "breaker-boy " as a slate-¬picker, with his ever-increasing capriciousness. As the richer veins or ? splits " became exhausted and the market demanded a still greater output, the less-pure " splits " and the thinner veins were utilized to produce the coal. Carrying as they do a far greater percentage of impurities; particularly when removing the pillars, it became necessary to build new and better equipped preparation-plants. Finally, we are now at the highest stage of complication yet known to the art of coal-preparation. We are dealing with varying specific gravities, frictional difference, hardness, structure, and form in the pieces of coal and slate coming from many different veins, and

THE greatly enlarged demand for small sizes of seamless copper tube which has recently occurred, due particularly to the rapid growth of the electric household-refrigerator industry, has emphasized the superiority of phosphorized to tough pitch copper for the purpose of producing this commodity. In the manufacture of this material exceedingly heavy reductions by cold drawing are employed, customary practice involving as much as 90 per cent. reduction of cross-sectional area in four runs without intermediate annealing. Although this superiority has long been recognized by tube makers, no quantitative expression of it has heretofore been published. It is believed that the data herewith presented mill serve this purpose. Recent investigators are not in agreement as to the relative mechanical properties of copper containing small amounts of oxygen as compared with copper containing sufficient oxygen to produce that condition known as tough pitch. Hanson, Marryat and Ford1 found that "oxygen has a relatively small effect on the properties of copper." Johnson, on the contrary, states "it cannot be denied that it (tough pitch copper) is inferior to deoxidized copper . . . where severe mechanical manipulation is concerned." These authorities in the reports of their investigations, as might be expected from their conclusions, do not present data of a character requisite to a conclusive determination of the question.

The members of the Institute have probably seen in the daily papers notices of the plans of the Secretary of the Navy to. form an Advisory Board to assist the Government to make available the latest inventive genius of the country. Secretary Daniels has appointed Mr. Thomas A. Edison Chairman of this Advisory Board and has officially invited the Institute to secure the selection of two of its members to serve. on this Board. The Secretary in his letter states: "I feel that the work your Institute has done has been such as to give it the right to be in a way officially represented, and the Navy Department desires in this way to testify to its own appreciation of the splendid work for our country that your Institute has done. I have the emphatic approval of Mr. Edison, and he agrees entirely with me that your Institute should he represented in this way and that no better method of getting the kind of men we need could be devised." The invitation of the Secretary of the Navy has been officially accepted and steps have been taken to nominate the two members. Since the Constitution provides for no meeting of the Board of Directors until September, and as Secretary Daniels urged early action, the matter was discussed at a special meeting of the Executive Committee of the Institute, at which were present as many members of the Board of Directors as were in New York City at the time. Invitations were also extended to other members of the Institute who happened to be in the vicinity. At this meeting it was decided to submit the matter by a special letter-ballot to the Board of Directors and in doing so to suggest or nominate five members of the Institute, accompanying this nomination with the statement that the Directors might vote for two of the members so nominated or for any other members of the Institute not so nominated. It was voted at this meeting that it. was the sense of those present that in view of the fact that this committee was an advisory one the type of men to be chosen should be men of administrative or executive ability, cap-
