Eight members of the Board, the Secretary of the Institute, and eleven guests were present. Vice-president Henry S. Drinker presided. The President was authorized to appoint delegates to a meeting, on May 16, of the League to Enforce Peace. The Joint Conference Committee reported that the American Institute of Metals had accepted the invitation to form the Institute of Metals Division of this Institute. The Committee on Publications of the Institute of Metals was added to the Committee on Publications of the A. I. M. E. Exchange of one volume of Transactions of the A. I. M. E. at reduced price to members of the British Institute of Metals was authorized, in return for the reduced price given to our Institute of Metals Division on the annual proceedings of the British Institute.

MCELVENNY.- Over 20 years ago I went back East on a little tour of copper companies to see how copper was handled and fabricated, and I met a Mr. Bassett who took me through the Waterbury branche of the American Brass Co. I have not seen this gentleman for 20 years, but I have a letter from him that I would like to read to you. 'The American Brass Co. Waterbury, Conn. May 19, 1930. To the-Salt Lake City Conference on Reverberatory Smelting Practice: Through the courtesy of Mr. Scott Turner, Director of the U. S. Bureau of Mines, Mr. G. L. Oldright has been temporarily released from his regular duties to act as your secretary. We have asked him and Mr. McElvenny to make the necessary preliminary arrangements and to present to you at the opening session the greetings of the officers and' directors of the Institute. I am very glad that it has been possible for you to come together under the auspices of the Institute and that the acceptance of our invitation has been so very unanimous. Such an acceptance of the invitation to this meeting indicates your interest in getting together for an exchange of technical data and ideas. We anticipate that this meeting will be of real service to the smelting industry through your open discussion and exchange of ideas, and we sincerely hope that you will form an organization which will arrange for future meetings of a similar nature. While it probably may not be desirable to. distribute the minutes of this conference except to the members who take part in it, we hope that later the Institute publications may be enriched by such matter as you think it desirable to have published; and also, that some of you may be able to offer technical papers for the Institute publications. There were present twelve- Directors, the Secretary and the Assistant Secretary of the Institute, and fifteen guests. A committee of three was appointed to draft a suitable resolution of memorial of the services of Joseph Esrey Johnson, Jr. The committee consists of Joseph W. Richards, Chairman, J. V. N. Dorr and Allen H. Rogers. William R. Walker was elected a Director in place of J. E. Johnson, Jr., and Edwin Ludlow was elected a member of the Executive Committee in his stead. George C. Stone was appointed Chairman of the Committee on Membership in place of Mr. Johnson. The following resolutions were then adopted: RESOLVED, That a special business meeting of the Institute be and the same hereby is appointed to be, held at the office of the Institute, No. 29 West 39th Street, Borough of Manhattan, City of New York, on the 27th day of June, 1919, it 8.30 o'clock in the P. M. to consider and take action upon the proposal to change the name of the Institute to "American Institute of Mining and Metallurgical Engineers, Incor-porated," and the further proposal to extend the corporate purposes of the Institute so that it shall, in addition to its other powers, be empowered to promote the arts and sciences connected with the economic production of the useful minerals and metals, and the welfare of, those employed in these industries, by all lawful means.

A process for recovery of greater than 99% of the copper contained in acid leach solutions by sulfide precipitation using hydrogen sulfide as a hydrometallurgical reagent has been developed. The process incorporates the concept of hydrogen sulfide addition to recycled copper sulfide solids in a turbulent flow area where further precipitation or agglomeration occurs to increase the effective particle size of the copper sulfide precipitate. Because the recycled solids provide a larger number of particles upon which momentary excesses of hydrogen sulfide are absorbed, oversulfidization of the product is prevented. Copper sulfide precipitates produced in this manner in a laboratory test reactor showed greatly improved physical characteristics compared to copper sulfide precipitates obtained by conventional direct precipitation in which H2S is bubbled directly into acid leach liquor. Copper sulfide precipitates were evaluated and compared by use of filtration tests and settling rate studies. Electron microscopic examination of the solids confirmed the presence of larger particles in reactor-precipitated copper sulfide. Flotation was examined as an alternative to filtration for recovery of CuS precipitates and was found to achieve complete CuS removal without addition of collector or frothing reagents in a period of 2 min. In the same test reactor, a rapidly floatable CuS precipitate was also formed by mixing H2S with acid liquors used to leach crushed copper oxide-copper sulfide ore (LPF process). In the presence of gangue from the crushed ore, flotation of both natural and reactor-produced copper sulfides resulted in recovery of better than 90% of the copper contained in the crushed ore.

THE Institute of Metals Division of the A. I. M. E. has joined with the American Society for Steel Treating and the American Welding Society in support of National Metal Week in Philadelphia, Oct. 8 to 12. Individual and joint technical sessions, plant inspection trips, and a general exposition to be held in Commercial Museum have all been arranged. With the coming of the Institute of Metals Division into the circle, the scope of the exposition has been broadened to cover non-ferrous metals, and exhibits of much interest are promised. Headquarters for the Institute of Metals and the American Society for Steel Treating will be at the Benjamin Franklin Hotel, and for the American Welding Society at the Bellevue-Stratford. The American Society for Steel Treating and the Welding Society will hold technical sessions each forenoon at their hotel headquarters. The Institute of Metals Division will hold sessions Tuesday morning and Wednesday and Thursday afternoons; that for Wednesday being a joint session with the American Society for Steel Treating. The latter society will hold independent afternoon sessions on Thursday and Friday. Registration and information desks will be open at the hotels throughout the week, and an attractive program of entertainments has been arranged.

Mineral aggregates are those natural and manufactured industrial mineral and rock materials that provide bulk and strength in port- land cement concrete, bituminous concrete mixes, and plaster or stucco surfaces. They may also provide special characteristics such as thermal and acoustical insulation, weight, surface textures, abrasion resistance, and impermeability to various concrete products and mixes. Most aggregates are relatively inexpensive materials, but despite their low unit value, the tonnages consumed each year in the United States and throughout the world make mineral aggregates by far the leading industrial mineral and rock materials both in terms of volume (tonnage) produced and value consumed. The major use of mineral aggregates is in concrete. The low cost, high bulk aggregates tend to keep concrete construction costs at levels competitive with other building materials. Other major uses of aggregates include highway and railroad base or ballast materials, graded fill, and various industrial uses such as metallurgical and chemical fluxes and raw materials-these latter uses are often considered nonaggregate uses of mineral aggre- gate materials. The value of mineral aggregate materials at the production plant varies from less than a dollar per ton to several dollars per ton for most crushed stone and sand and gravel, $2 to $15 per ton for slag and expanded clay or shale aggregate, to as much as $60 to $100 per ton for expanded perlite or vermicu- lite. The more specialized the use, the higher the price-although there are naturally some exceptions to this rule of thumb. The first four parts of "Construction Materials" deal with the utilization of four major mineral aggregate types: Crushed Stone, Light- weight Aggregates, Sand and Gravel, and Slag. IN the use of free bubbles with precise temperature control and continuous pH measurement, the contact angle apparatus differs from all previous equipment. Experimental procedures differ sharply from the captive bubble method1,2 of introducing the gaseous phase in the three-phase system. When freed from the tube and captured by a solid surface, a bubble more closely conforms to the spherical ideal set up by the usual mathematical analysis of surface free energy or surface tensional relationships of the forces involved. The assembled equipment, Fig. 1, departs from the usual contact angle apparatus in providing: 1) water circulation for fixing temperature, 2) instruments to measure and record pH during testing, and 3) a system for producing and using free bubbles. The apparatus allows testing over a broad range of closely controlled conditions, and the use of free bubbles gives contact angles independent of operator manipulation, which was unavoidable in the older captive bubble method. A bubble released below the specimen rises through the liquid and contacts the mineral. If the mineral is gas-avid the bubble adheres, developing a finite contact angle. Reaction cells (1), 2x33/8x5 3/16 in. ID, are of pyrex glass 5 mm thick. To prevent optical distortion, the sides are optical flats and are planed parallel to within five wave lengths of light over the entire surface. Special cement is required to withstand chemical attack and thermal shock. The cell is placed in a thermal jacket (2) made of welded aluminum. A water seal for the optical ports is made by using O-rings tightened against the flats of the cell by fine-threaded and adjustable ports, Fig. 2. In-flow water is discharged downward from a manifold located near the bottom of the cell jacket. Water overflows the weirs at each end of the cell jacket, discharging from both sides to a collecting manifold (24). A hose (26) leads the overflow water to the thermal-conditioner well (4), which is recessed to accommodate a reaction cell and two beakers (150 ml). Both the thermal jacket and the thermal-conditioner well are insulated to minimize the effects of temperature differentials. Water, discharging from the thermal-conditioner well, returns to a thermostat bath and pump (3), from which it is pumped to the thermal jacket. The thermostat bath permits temperatures to be adjusted from 1" or 2°C to 80°C and will maintain the selected temperature within 0.2ºC. A RESPONSIBLE steel executive recently declared that scrap shortages, despite fantastic prices reaching up to $50 per ton, are responsible for the loss of 140,000 tons of steel a month and that in March 1947 alone 25 more steel furnaces could have been operating were it not for scrap scarcities. His answer to this serious situation was to ask for a speedier flow of scrap and also abolition of Government control over pig iron distribution. It would be more logical, perhaps, if an answer to this growing problem of scrap deficiency were sought within the steel industry itself. As long ago as 1933, L. B. Lindemuth, a consulting steel metallurgist, warned the steel industry that a shortage of scrap was inevitable and that beyond 1938, adequate supplies for open-hearth furnaces could not be expected. The outbreak of war, with consequent phenomenal demands on the industry, accelerated production of steel and further worsened the scrap situation. Today we are suffering from a condition which could have been prevented had the industry been more far-seeing and provided for an inevitable contingency. However, better late than never, and measures can now be taken to alleviate permanently scrap shortages in the future. This can be done by greater utilization of heavy sinter which experience proved is an excellent substitute for scrao and lump ore.

As already announced in the January Bulletin, this publication will be issued during the coming year monthly instead of bi-monthly as heretofore. Among other reasons for this change, it is desired to effect thereby the earlier transmission to members of important papers, lists of candidates for membership, and other items of timely information. Spokane Meeting and Excursions. Further details of the' 97th meeting of the Institute have been sent to members in the Circular of May 8, 1909. For, convenience of the members a summary of the additional in¬formation is here presented. A special train of Pullman cars will leave Chicago about September 15. This train will be side-tracked at all places visited, and the sleepers will be available for lodging and the dining-car for meals during the entire trip, except during the Yellowstone Park tour. The general. cost of the trip per member will be $300, which includes transportation, berth, and meals for the entire trip from Chicago back to Chicago, almost 6,000 miles, and the tour through Yellowstone Park, occupying in all about 30 days. THE Industrial Minerals Division this year held no individual sessions of its own except the business meeting Tuesday afternoon. One session was held jointly with the Society of Economic Geologists, one with the Milling Methods Committee, and two with the Society of Economic Geologists and the Mining Geology Committee. At all of these meetings the attendance was better than usual and the Tuesday afternoon session, with nearly 400 present, probably set a new record for the Division. Joint sessions seem extremely popular when papers of mutual interest are presented. On Monday afternoon, mica was the predominating subject. The North Carolina mines provided most of the information presented, although the discussion brought out similarities with the New England mines. B. C. Burgess particularly stressed the fact that with the existing curtailment of mica from India it is necessary to get the most mica in the shortest time from the mines in this country. He said that the Colonial Mica Corp. hopes to have 1000 mines operating in the near future. This seems a great number, but when one considers that these mines employ from 3 to 28 men, mostly nearer the low figure, the output of each mine is relatively small. Although the price of mica is from six to ten times the prewar price, the yield of 8 to 150 lb. of mica per ton of raw ore does not provide high returns to the producer.

THERE have been eight different oil zones identified and produced at Santa Fe Springs, of which three or four are in turn divided into two or three parts. These zones are, from top to bottom, the Foix, difference of opinion over this nomenclature, with reference to the different zones referred to as Clark, it has no particular bearing on the water problems. Each of these oil zones has had waters of varying salinity associated with it, either within or at the bottom of the 'zone. Table 1 is a tabulation of the zones, their maximum thicknesses, salinity and heads of various waters. Surface waters are fresh, and of high head, giving artesian flow in some instances.

The natural iron ores of the Lake Superior Region in the United States are being replaced by iron-ore concentrates produced from magnetite- or hematite-rich horizons in the Precambrian cherty iron formations. The production of natural ores will soon be less than one-half of the total ore shipped annually. The tonnage of natural ore produced will continue to decline until it is a minor percentage of the ore shipped. The natural ores include (1) soft ore, (2) hard ore, ( 3) conglomerate ore and ( 4) siliceous ore. The soft ores are the important ore type and are sometimes termed "Lake Superior type ore". These ores are in situ deposits of hematite and limonite formed by the leaching of silica and other gangue materials in the iron formations. The leaching is believed to have been done by downward moving surface waters. In deep ore deposits, generally over 1000 feet below the present surface, circulation and leaching action may have been assisted by hydrothermal activity. Hard ore deposits occur on the Vermilion and Marquette ranges where hematite or magnetite has replaced the silica (and possibly some silicates) in cherty iron formation. These ores commonly occur in structural situations favorable for the movement of hydrothermal waters. The ores are believed to be the result of hydrothermal action with iron, possibly from the iron formation, transported by hydrothermal waters to areas favorable for the replacement of silica by iron oxides. Certain stratigraphic horizons of the Lake Superior Precambrian cherty iron formations contain sufficient iron as magnetite or hematite, with a grain size and texture that will give adequate mineral liberation, to yield an ore-quality product after grinding and concentration. The magnetite-rich deposits are termed magnetite taconites. These ores occur on the Mesabi, Gogebic, and Marquette ranges. Magnetite taconite ores are unenriched cherty iron formation and are the result of the sedimentary deposition of the iron formation and the metamorphic history of the rock. The commercial quality hematite-rich iron formations in Michigan are termed jasper ores. The jasper ores are being mined on the Marquette and Menominee ranges. These ores are composed of specular or granular hematite associated with quartz and iron silicates. The jasper ores appear to be recrystallized iron formations in which iron, prior to recrystallization, occurred as hematite.

MOST of us are far .from home, and yet our Japanese hosts- have made us feel very much at home. Here in the Orient we engineers are .learning a new meaning for the word "orientation"- hereafter that engineering term will be a synonym for gracious hospitality, and "to orient" will mean to turn a whole country over to the World Engineering Congress. Mere geographic distance is no longer able to separate nations, for the conquest of distance is one of the triumphs of 'modern engineering. We of the Americas are fortunate in the position of our continents: with their shores lapped by the waves of two oceans, we face' two great civilizations, the' Occidental and the Oriental, and thus we can share the intellectual resources of these two older cultures.

WHEN the Board of Directors of the Institute in June 1931 approved the formation of the Committee on Eastern Magnetite and its then membership of eleven, little did any of those concerned envision that twelve years later the annual Committee luncheon would attract 34, and the technical session, jointly with the Iron and Steel Division, more than 70. Yet that was exactly what happened during the February meeting just passed. And what is more important, some members of the Committee are now predicting that by 1944 over 10 per cent of the iron ore produced in the United States will come from these Eastern Magnetite properties. Chairman Crockett, in opening the meeting, advised that due to the serious illness of Meredith E. Johnson, State Geologist of New Jersey, Mr. Johnson would be unable to brief his scheduled paper, which would therefore be reserved for a later date.

Many hundreds of publications have appeared during the past 78 years that treat the subject of hydrogen in iron and steel.l05 but conclusions regarding the functions of hydrogen in causing some important defects in steel are still unsatisfactory to many; and other hydrogen-caused phenomena yet remain to be identified with this gas. The most widely discussed of these defects is hydrogen embrittlement, but the conception, perhaps the popular one, that embrittlelnent is due to hydride formation aoes not conform to the known facts.l04 The true identity of hydrogen embrittlement seems instead to lie in a mosaic nature of metal crystals, which is a concept not Yet accepted by most metallurgists. A study of hydrogen embrittlement therefore provides new viewpoints in regard to the crystalline substructure of steel.
