CERRO'S power system consists of three main hydroelectric plants and one steam-electric plant. These are located on the eastern slope of the main Andes range at altitudes between 12,000 and 13,000 ft. The hydroelectric group utilizes the watershed which extends for about 150 kilometers south from Cerro de Pasco, divided into two catchment areas which lie adjacent. The northern area serve,, the medium-head plant of Mal¬paso. while the southern area provides for the high-head plants at Pachachaca and Oroya. The rainfall, as registered at the rain gauging stations of the three hydroelectric plants, averages 33 in. per year; all these stations are subject to the same hydrological conditions, and the bulk of precipitation occurs between October and March. Rainfall during the dry season, April till September, has no appreciable effect on the total annual runoff. Table 1 shows the storage capacities of the main reservoirs of the hydroelectric group. NINETEEN FORTY-SIX was an eventful year for the mineral industries. Perhaps the most significant development was the socialization of industry in Great Britain, initiated in 1945 but carried to fruition in the coal industry in 1946. On Jan. 1, 1947, management of the coal industry will be vested in a National Coal Board, responsible to the Ministry of Fuel and Power. A sum of £164,660,000 has been provided to compensate private owners for assets transferred to the Board. The British coal industry has been a problem for many years. Production has declined to a point where serious shortages of fuel for domestic needs have developed. Exports have dwindled to a small fraction of the previous trade. Costs have increased greatly, and quality has deteriorated. The industry's physical plant has not kept pace with the rapidly mounting wage scales in recent years. Some claim that the best and most accessible coal reserves of Britain are heavily depleted. The industry has been harassed by difficult labor problems, including bad morale among the workers and a shrinking labor force.

EFFECT of elements on the solubility of carbon in liquid iron is useful in calculating and correlating a number of thermodynamic properties as shown elsewhere in detail.' Kitchener, Bockris, and spratt2, and later Turkdogan and Hancock3 have investigated the effect of sulfur on the solubility of carbon at various temperatures and concentrations. For any chosen sulfur concentration, the solubility of carbon reported by Kitchener et al. is considerably lower than that by Turkdogan and Hancock. It was therefore felt that a reinvestigation of this problem was necessary. EXPERIMENTAL METHOD An alloy of Fe-C-S .was prepared with electrolytic iron and ferrous sulfide melted by induction in a graphite crucible, 4 in. high 1 1/2 in. ID under a CO-atmosphere. The temperature, held at 1500" ± 5°C in all experiments, was measured with a Pt-Pt + 10 pct Rh thermocouple immersed into the melt. In order to assure saturation with carbon, the melt was stirred with a graphite rod. After approximately 1 hr at 1500 °C, a sample was obtained by sucking the melt into a silica tube, 4 mm ID. The sample was then analyzed for carbon and sulfur by usual methods. RESULTS The results are presented in Table I and plotted in Fig. 1 with the individual values of Turkdogan and Hancock.3 Scattering in the data is equivalent to 3 pct or less in carbon analysis. The broken line represents the empirical equation obtained by Kitchener et al. from their data. It is evident that the present data are in good agreement with those of the former investigators but in disagreement with the latter. The cause for this discrepancy cannot be readily offered since the experimental methods in the three investigations were nearly identical. Additional evidence corroborating the author's results may be presented in the following manner. The difference between the solubilities of carbon in the ternary Fe-C-X melt with a small concentration of any element X, and in the binary Fe-C melt is %?C = %CIII-%CII [1] where %?C is the change in solubility, and %CIII and %CII are the solubilities in the ternary and the binary systems respectively. Mining in the Tri-State district of Missouri, Kansas, and Oklahoma has been nearly continuous from about 1848 until the present day, although the major activity was from about 1880 to 1955. The district, which has produced over $2 billion in zinc and lead concentrates, ranks as one of the greatest mining districts in the world. Unlike other Mississippi Valleytype deposits in the United States, which occur in Cambrian and Ordovician limestones and dolomites, the Tri-State district ores occur in Mississippian limestones containing abundant chert. Zinc is 5 to 6 times more abundant than lead. In the Picher Field, the principal sub-district which has accounted for 61 percent of the total district production, most of the ore has been mined from the single horizon, M bed. Most ore bodies, other than those of the "Sheet Ground" or blanket-type, are in large, essentially flat-lying breccia zones and have a definite mineral zonal pattern. An irregular, generally elongated central dolomitic core is surrounded progressively outward by the main ore run, the jasperoid zone, the muddy or shaly and bouldery zone, the sparry calcite limestone zone, and the fossiliferous, dominantly crinoidal, limestone zone. Some of the zones may be absent or nearly so and may overlap to some extent with an adjacent zone. Although the district has been studied by many authors, much controversy still exists about such items as genesis, paragenesis, and time of emplacement. These subjects are discussed in the paper.

Discussion of "The Ordering Transformation in Titanium-Aluminum Alloys Containing up to 25 at. pct Aluminum" by F. A. Crossley, Trans, TMS-AIME, 1968, vol. 242, pp. 726-30. Dr. Blackburn, in his response, pointed out that the c/a ratio of the Ti-26 at. pct A1 alloy quenched from 900°C is 1.6006 and not 1.5965 as plotted in Fig. 19. An error in transcription was made in preparing Table V of Ref. 1 (F. A. Crossley, Trans. TMS-AIME, 1966, vol. 236, p. 1174). The corrected Fig. 19 strengthens rather than weakens the argument that a martensitic transformation occurs in alloys containing from 15 to 18 at. pct Al. Remarks Of Mr. Robert W. Hunt, General Superintendent, Albany And Rensselaer Iron And Steel Company., Troy N. Y. - In discussing Dr. Dudley's two most interesting papers, I feel a natural hesitancy in disagreeing with conclusions formed after such careful and conscientious work. But I think he has made his deductions from too meagre premises. The analyses of but twenty-five samples are entirely too few to justify the establishment of so important a formula. When we consider that he indirectly proposes to regulate an interest amounting, even at the present low prices, to over $20,000,000 per annum, we may well hesitate before accepting a formula based upon the chemical and physical analyses of but twenty-five steel rails. Dr. Dudley touches the keynote in referring to the proposed labors of the Government Test Commission. They based their hopes of attaining success upon the chemical and physical analyses of a very large number of samples, and in the only branch of investigation which the short-sighted policy of Congress has allowed them to complete, i.e., chain cables, we find that a dozen, twenty-five or one hundred tests gave no satisfactory results. It was only after many hundreds that they were enabled to draw conclusions. There are so many circumstances bearing upon the life of a rail, that the task of extracting a correct result seems herculean. I presume I am right in stating that in our Northern latitudes early winter and spring months witness the breaking of the greatest number of rails, thus seeming to prove that an unstable road-bed has much to answer for. Then, again, broken and flattened wheels must be taken into account, but I am convinced that more rails have been broken by the treatment which they received before leaving the rolling-mill * The remarks of the participants in this debate have been written out by the speakers, and are here given without any attempt to retain the order of the dis¬cussion. While the report does not, therefore, preserve the vigor and spontaneity of the debate, it is believed that it gains in value by giving the matured views of the speakers. THE year 1930 resembled the preceding one in the coal industry in continuing the era of falling prices and 'of the abandonment of unprofitable mines. Practically all coal prices fell, and in the steam sizes during the last half of the year this was particularly true, due to the small industrial demand. No new mines of any size were opened in the bituminous coal industry, but there was a steady increase in the number of cleaning plants of all kinds built in all fields. It is estimated that at least nine million tons per year were added to the previous total of washed coal. The largest washing plant started during the year was that of the Buckeye Coal Co., at Nemacolin, Pa., with a capacity of 650 tons per hour. Fig. 1 shows - the mixing-bin, conveyor galleries, washing-plant and skip hoist, and Fig. 2 the 120-ft. Dorr thickener for collecting the 48-mesh material from the wash water. Dryers are used for drying the steam coal product. The following statement by J. R. Campbell shows the effect of cleaning on Pittsburgh coal in Greene County: "With the advent of the 650-t.p.h. efficient washing plant in Greene County at the Nemacolin mine of the Buckeye Coal Co., it has undoubtedly been demonstrated that the potential coking-metallurgical coals of the county can be brought within the pale of the highest grade high-volatile coals for steel manufacture. A few months' operation indicates that 9% per cent ash in the raw coal can be easily reduced to under 7 per cent ash in the washed coal and the sulfur from 1.60 per cent in the run of mine to 1.20 per cent sulfur in the washed coal.

New Mexico produced 31,913,816 bbl. of oil in 1942, the lowest annual production since 1936, and dropped one place to rank eighth among oil-producing states. This production decreased 7,838,052 bbl., or 19.71 per cent, from the 1941 figure is the result of transportation difficulties caused by the dislocation of tanker sailings to east coast ports. The average per-well allowable in New Mexico on Jan. I, 1942, was 43 bbl. and at the end of the year was 38 bbl. Allocations as set by the New Mexico Oil Conservation Commission followed the recommendations of the Petroleum Administrator for War. After setting the daily outlet, however, the average daily pipe-line runs were 87,545 bbl.—11.06 per cent short of these allocations. Production for Lea County was 26,812,949 bbl., Eddy County 4,624,578 bbl., northwestern New Mexico 473,609 bbl., Chaves County 2,680 barrels. Drilling activity for New Mexico in 1942 was approximately 84 per cent of that in 1941 with 339 completions. Of these completions 254 were oil wells, II gas wells, and 74 dry holes. Proven fields accounted for 55 of the dry holes and 19 were wildcats. Three new oil fields and one new gas field were discovered as the result of wildcat drilling. Extensions were made to one oil field and one gas field. By the close of the year, the New Mexico Oil Conservation Commission had designated 59 areas as proven for oil and/or gas. Southeastern New Mexico Lea County Monument was again the largest producing field in the state, with 5,729,336 bbl.; Eunice was next, with 5,217,965; Vacuum produced 3,295,624 and Hobbs 2,973,488. The Hobbs field has the largest accumulated production, which at the close of 1942 totaled 100,381,417 bbl. The 100-million-barrel mark for Hobbs focused attention on the fact that this is the first field in the state to attain this figure, and also that, as Hobbs has been under continuous proration since July 1930, or approximately the entire life of the field, this 100-million-barrel recovery was obtained with 86 per cent of the wells in the pool still flowing and having a drop in bottom-hole pressure of only 3.5 Ib. per million barrels recovered. Hobbs stands out as perhaps the best regulated major oil field in the world. Two new oil fields were discovered in Lca County, the most inlportant being the area designated as East Lusk, consisting of the south 4 tiers of Sections in T. 19 S., R. 32 E. The discovery well was drilled in the SW. SW. 1/4 of sec. 21, T. 19 S., R. 32 E., by Culbertson and Irwin, Inc., and others. It was completed at a total depth of 2751 ft. in the Seven Rivers formation of Permian age. The initial potential of the well was 237 bbl. per day on pump. The oil produced has a gravity of 24.10 A.P.I., with sulphur content of 0.9 per cent. This oil has an asphaltic base and because

THE adoption of rock dusting, as a safety measure, has made notable progress in the West Virginia coal mines since May, 1925. At that time there were but two mines in the State that were thoroughly rock dusted, mines No. 2 and No. 12 of the Boone County Coal Corp., at Sharpless. Since then it is probable that 75 per cent of the coal operators in the State have given consideration at one time or another to rock dusting. This growth of interest followed the meetings of the various mining institutes all over the country, during the summer of 1925, at which papers were presented, drawing the attention of the coal mining operators to the merits of this safety measure. Yet outside of the experience with rock dusting at the Old Ben Coal Corp., of Southern Illinois, and the Carbon Fuel Co., of Rains, Utah, there had been no actual occurrence in the coal mines of the United States, which could be taken as positive evidence of the efficacy of rock dusting in the prevention of the propagation of coal dust explosions. The U. S. Bureau of Mines, however, had run innumerable tests under conditions which closely approximated actual coal mining conditions and had clearly shown that rock dusting was effective.

ON giving thought to the subject of this paper, my first reaction was that many and striking changes have come about as a direct result of the war. However, more careful analysis indicates that few, if any, of these changes can be wholly attributed to it. The actual situation is that all these changes were conceived and most of them at least partially executed in re- cent prewar years, it remaining the role of war to achieve results in a fraction of the time that might normally have been taken, lacking its driving impulse. The further discussion will therefore be with the premise that the individual changes have been greatly hastened rather than directly and primarily caused by any war conditions. Co-operation among copper alloy producers on production problems is agreed to be much worth while. The industry was too long noted for jealousy and secrecy as to equipment, methods, and even materials produced. Gradually, a more open and co-operative policy evolved but even just prior to the war the interchange of ideas was relatively cautious and limited. The need for a great increase in production in record time fostered a more co- operative attitude; exchange of ideas and experience concerning all phases of production increased tremendously to the benefit of the individual participants and thus the war effort, too. This more united effort has undoubtedly led to many specific improvements in process or equipment and these in turn to more rapid and economical operation than could have taken place on an each-for-himself basis.

I. INTRODUCTORY. IN the dry regions of the globe many silver-deposits display certain remarkable features which at the same time are so totally unlike anything met with among ore-bodies elsewhere, that they have long presented exceptional difficulties not only to a satisfactory explanation of their origin, but to economical milling. A most striking peculiarity of these ores is the haloid character of many of their bonanzas. To this fact more than to any other may be ascribed most of the unusual uncertainties of mining-operations in desert countries-the marvelous local richness of the ores under certain conditions and the often abrupt transition, to utter poverty; the inadequacy of ordinary prospecting customs and the constant devising of new exploratory methods; the unaccountable losses in smelting and the continual change in treatment-practice. For these anomalies certain climatic conditions seem to be chiefly responsible.
