Third World countries have lately taken a variety of actions to improve their revenues from the development of their mineral resources. Increasingly, their governments seek to negotiate production agreements on the basis of feasibility studies and discounted cash flow projections. Developing countries are now more selective in giving incentives to encourage investment in the mining sector. They recognize the value of their contributions to mining projects by way of guarantees and the provision of infrastructure. Third World governments now seek to participate in the basic decision making which determines profitability, such as loan-equity ratios, plant capacity, and processing and sales arrangements. They are alert to the benefits of large-scale development and appreciate their risks. They seek to increase their benefits from foreign exchange earnings and the multiplier effect of mining projects. New forms of arrangements are being used to insure that the mining sector is developed in harmony with the national objectives of the Third World.

Rates and patterns of gas flow in an experimental blast furnace were investigated by measurements, at three levels, of gas compo-sitions and temperatures and by direct determination of gas transit time by a new method employing mercury vapor as a tracer. Infer-ences were drawn about localized reaction zones and the mechanism of the onset of' channeling. LACK of precise knowledge of the nature of gas movement in the blast furnace has always been an impediment to better understanding of the blastfurnace process as a whole. The effects upon operation of various types of charge distribution are very largely brought about by the modifications to gas flow which they occasion. Intelligent evaluation of these effects demands a better understanding of the factors influencing gas flow and the ways in which the flow pattern is altered by conditions existing in the stock column. The same knowledge is required before a fundamental approach can be made to the problem of establishing optimum lines for new furnaces. An experimental furnace is operated at the Bureau of Mines Central Experiment Station, Pittsburgh, Pa. Advantage was taken of experimental operation to conduct an investigation to develop and evaluate methods of study which could be applied later to industrial furnaces. The gas composition and temperature determinations were made as a preliminary study so far as gas flow was concerned but yielded significant information relating to other processes occurring within the furnace. The direct measurement of gas transit times by the mercury-vapor method constituted the major object of the investigation. Development of the mercury-vapor method was carried out while the data on gas composition and temperature were being collected. A complete description of the principle and development of the mercury-vapor method is beyond the scope of this paper but is available elsewhere. The results obtained and some consideration of the method's effectiveness and its potential value in the study of industrial problems will be treated here. DESCRIPTION OF FURNACE The general lines of the experimental blast furnace are shown in Fig. 1. The hearth diameter was 3 ft at the beginning of the investigation, and this was later enlarged to 3 ft 9 in. and finally to 4 ft to increase capacity. Tuyere to stockline height is 21 ft 4 in. The bosh depth is 3 ft 4 in. over which it opens to a width of 5 ft, and this diameter is carried up for 2 ft in a cylindrical section. The inwall batter of 1/2 in. per ft. is considerably less than in larger installations This may have influenced the movement of gaseous and solid materials. The furnace is inside a laboratory building and is charged from outside by a skip and hoist. Feeding into the first of three bell chambers, the stock is distributed by rotating the upper bell, the other two being used to obtain an effective gas seal. Few persons in this country would be likely to see this publication, and since the information presented is new and of current interest, it seems desirable to abstract and review this publication for the benefit of the members of the A.I.M.E. The purpose of the investigation is stated in the first two paragraphs of Prentice's paper, as follows: Early in 1941, The Chamber of Mines Steel Products, Limited, initiated a series of tests under semi-working scale conditions to determine, if possible, those physical and chemical properties of a ball which make it resistant to wear when used in a cylindrical mill as a grinding medium, with the primary object of incorporating those beneficial qualities in the balls being produced at their works. This paper describes the tests carried out and discusses the results obtained. From these results it was possible to formulate a new theory relating to ball wear in cylindrical mills. The following paragraph is of particular interest. The cast steel ingots, 4 ¼ - in. square by 3 ft. 6 in. long, are re-heated in a gas-fired sloping stationary-hearth furnace and then rolled in a six-pass continuous mill into 2 5/8 in. round billets. Some of these billets are then removed and cut into suitable lengths for forging into 4 in., 3 ½ in., 3 in. or 2 ½ in. balls by means of three Drop and two Beché hammers, but the greater number, whilst still at about 1,000 ºC., pass directly into a set of scroll rolls which produce, in an ingenious manner, finished 3 in. balls direct from the 2 5/8 in. billets. Except in special cases, all balls are allowed to cool in the atmosphere and are not water quenched. Of all the developments in the post-war history of Western Europe, none has been more remarkable in its aims and in the progress it has achieved than the movement toward European integration. It is not an exaggeration to say that this movement marks a virtual revolution, an about-face, in the long and complicated history of European states over the past three centuries. Although sporadic efforts to achieve European integration can be traced back for at least a 100 years, it remained for the breakdown of the European economies as a result of World War II and the subsequent Russian threat to give new impetus to the concept of broader economic and political integration. In fact, the economic integration of Europe following the end of the war was considered so essential that, in 1949, the administrator of the European Cooperation Administration, Paul Hoffman, spoke of the economic integration of Western Europe as an objective of American policy embodied in the Marshall Plan.

It seems to me that uniformity of mining law in North America must of necessity start with uniformity in each country. I understand that the Provinces of Canada have the right to make their own individual laws and conditions, to prescribe the terms under which the prospector or the applicant for mineral titles may secure the same. That is not true of the states in the United States. In this country, the Federal Mining Law was made applicable to the public domain, which, at the time of the adoption of this Act in 1872, was chiefly west of the Missouri River; it is impossible to locate a mining claim in most of our eastern states. It is true, however, that there are certain holdover rights, mostly obsolete, arising from the fact that at the time of the formation of the Confederation of States, the land that belonged to each state became the property of the Federal Government. I am not quite correc-t in that, it was sometime after the adoption of our Constitution, I think it was 1778, but those rights were largely, by agreement, surrendered to the Federal Government; but it is a fact that the great acquisitions of territory in the West, with the single exception of Texas, were of domain that came into the possession of the Federal Government and our Federal Mining Law applies to that territory. No state has the right to (by legislative enactment) enlarge upon the rights given by the Federal Mining Law, governing the acquisition of mining claims in its territory, within its boundaries. Each state, however, may, and some of them do, limit somewhat the rights given to the prospector. For instance, the Federal Mining Law provides that a claim may be taken, staked upon the public domain, of 600 ft. in width and 1500 ft. in length. Some of the states, like South Dakota and Colorado, have at times said "that is an excessive amount of land for a single mining claim; we will therefore limit it to 300 ft. or 200 ft. in width." There is, therefore, not any direct and immediate need for uniformity of mining laws in the United States, such as there might possibly be if it were considered at all desirable upon the whole in Canada. The initiation of mining rights under the Federal Mining Act is the act of discovery of valuable mineral in place, referring now to the lode mining claims, but the same is true of the placer claim. It is true that the emphasis has never been laid upon the word valuable and that

Equilibrium vaporization ratios were obtained for light hydrocarbons, nitrogen, carbon dioxide, and hydrogen sulfide in a reservoir fluid containing 35 mole per cent hydrogen sulfide. The data cover the range from 700 to 2500 psia at 154°F. The results of this study are compared with results obtained by other investigators on systems containing less hydrogen sulfide. When large amounts of hydrogen sulfide are present, the equilibrium vaporization ratios for ethane and heavier hydrocarbons are greater than the ratios for systems containing little or no hydrogen sulfide. Large amounts of hydrogen sulfide have the reverse effect on the ratios for methane. Routine PVT studies were performed on the reservoir fluid including flash and differential liberations of the dissolved gas. The pressure-volume relationships of the saturated fluid were also determined. It is shown that the use of published correlations on physical properties of reservoir .fluids can lead to gross errors when applied to systems containing large amounts of hydrogen sulfide. INTRODUCTION Equilibrium vaporization ratios for various components in naturally occurring crude oil and condensate systems have been reported in the literature.1,2,3,4 Recently, several papers have been published with emphasis on non-hydrocarbon components such as nitro- gen, carbon dioxide and hydrogen sulfide.5,6,7,8,9 The increased discovery of reservoir fluids having high concentrations of these non-hydrocarbon components, particularly hydrogen sulfide, has created a need for a further study of their phase behavior. Equilibrium vaporization ratios are known to vary with pressure, temperature, and overall composition of the system.'" It was anticipated that ratios for systems containing large amounts of hydrogen sulfide would differ from the ratios for systems containing small amounts of hydrogen sulfide. Therefore, the present work was undertaken in order to obtain reliable equilibrium vaporization ratios for the reservoir-fluid in question. PROCEDURE The procedure followed was evolved after considerable experimentation on methods of handling the very sour crude. It was found that drying agents (e.g. CaCl2 and CaSO4) absorbed an appreciable amount of hydrogen sulfide from the gas used to prepare the recombined samples. The concentration of hydrogen sulfide dropped as much as 10 mole per cent in a single pass through a 3-ft drying tube. It was also found that when undried gas was agitated with mercury in the PVT cell, a black scum, believed to be mercuric sulfide, was formed and the hydrogen sulfide content of the gas dropped several mole per cent. Because composition changes during a run could not be tolerated, separation of the mercury and sour fluid was necessary. In order to effect this separation, a stainless steel piston, equipped with Teflon O-rings, was placed in the PVT cell between the mercury and the sour fluid. This paper mentions briefly the history of hydraulic jetting as applied to perforating and fracture initiation. It points out the advantages of hydraulic perforation and undercutting as an aid for creating a fracture at the point desired rather than depending upon the weakest point in the formation for breakdown. It describes early experimental work with jet nozzles in search of better nozzle materials. The effect of splash-back damage and its subsequent influence on jet body and tool design during this work is discussed. A series of cutting-rate curves for jets cutting steel and steel-cement-formation combinations is presented to show the effect of hydrostatic head and the point of diminishing returns with respect to cutting time. There is a series of photographs showing various types of rock formation in which perforation and undercutting tests were made. These stones were drilled and the casing cemented in place as in an actual well. The casing was perforated and circularly cut as if preparing for a fracturing job. The conclusion reached in the paper is that hydraulic jetting with sand-laden fluid can be used for perforating and undercutting casing, cement and formation rock for the intended purpose of inducing the formation to fracture at a desired point. INTRODUCTION Hydraulic jetting as a means of cleaning a formation during acidizing has been used for many years. The acid-jet gun was used to clean formation and for drilling cement from casing with acid. This tool was dropped to a seating ring installed on the tubing and could be retrieved by reverse circulation or wire line. In this process, the fluids were directed against the formation to clean and penetrate beyond the mud-damaged area. After the development of the hydraulic fracturing process, interest in jetting the formation with abrasive-laden fluid was renewed. The cutting action of abrasive fluid on pumping equipment, which is a well known problem, has been utilized to perforate and undercut casing, tubing and formation. In this process, surface areas are provided in the formation on which the frac- turing pressures may work to produce a fracture at the location desired. EQUIPMENT The tools used consist of bodies containing two, three or four jets in a single horizontal plane equally spaced around the circumference. The body is threaded to the end of a string of tubing and run into the well. In addition, an expendable tool is available that may be left in the hole after perforating and produced through until necessary to remove the tubing. The bottom of each tool is equipped with a ball-type back-pressure valve. The ball can be reversed to the surface and recovered. This allows reverse circulation so that loose sand which accumulated below the tool while jetting may be removed before the fracturing job. The present jetting tools are of such length that, when screwed together, the jets fall on 12-in. spacing. ANALYSIS OF THE PROBLEM Early work with nozzles indicated that hardened steel was not a suitable material for jets and that more durable material would be required. Ceramics were tried and found to be superior to steel but still too shortlived for most applications. Tungsten carbide, which was tried and found to be the best material available, is now being used for jet nozzles. Analysis of the problems presented by this process indicated that the following information was needed. 1. The effect of submergence on a jet stream and the effect of submergence on the cutting rate of a jet stream. 2. The cutting rate and depth of a jet stream in steel. 3. The cutting rate in various formations and point of diminishing returns. 4. Size of hole or slot cut in a pipe by a given jet. 5. Fluids and sands used. 6. The flow of various weight fluids through the jet nozzle and the discharge coefficients. 7. The type cut formed in the formation by the jet stream. 8. This paper covers the theory and present state of development of an apparatus for the nonmathematical analysis of complex problems of reservoir and well behavior. At the present stage of development of this apparatus, it is capable of solving the water-drive problem of any reservoir performance for which a mathematical solution has been presented in the literature, either on the basis of steady or unsteady-state flow analysis. The theory is presented for the extension of the scope of this analyzer along the lines of the present development. The resulting apparatus should be able to solve reservoir-performance problems previously thought too difficult for practical solution by mathematical means. As an illustration of its operation and present scope, the analysis of a reservoir problem and synthesis of expected performance is presented. Introduction In this method† of analyzing problems of petroleum-reservoir and well behavior, the porous continuum of the reservoir is assumed to be divided into small blocks, or units. Each block is assumed to be small enough so that for a material balance on the fluids in the block an average pressure for the block can be used. In analyzing reservoir behavior from this point of view by mathematical means, a set of simultaneous difference equations would be obtained (two for each block), which must be solved or combined into a partial differential equation. In the method to be described here, instead of solving these sets of equations analytically, electrical units are constructed, which will behave in respect to the flow of electricity exactly as the reservoir units behave under various conditions of fluid flow. The electrical units are then wired together in the same way that the reservoir units are connected naturally by virtue of their geometrical locations and shapes. Fluid-Flow Equations Consider a block in a reservoir. Assume that reservoir fluid (or fluids) is flowing in at one face and out at the opposite face, and that the block is small enough so that at all points the stream lines are within one degree of perpendicular to the face. I wish to express my keen appreciation of the article on the above subject by Coe and C1evenger.l It has been doubly interesting to me, for the reason that the experience recorded and the principles evolved practically parallel the results of similar investigations made by myself and others at The Lucky Tiger Mine, El Tigre, Sonora, Mex. An outline of the work at El Tigre may aid in confirming the principles expressed by Coe and Clevenger. El Tigre has the unenviable distinction of possessing a slime with a much lower settling rate than any recorded in the article discussed. Under most favorable conditions the settling rate is about one-third that reported for the Liberty Bell mill, and one-tenth that reported for the Nipissing, Golden Cycle, and Presidio mills. This slow settling characteristic of Tigre ore has necessitated careful investigation of settling phenomena throughout the various evolutions of the plant. Previous Settling Investigation at Tigre During construction work at the mill, the metallurgical engineer in charge, D. L. H. Forbes, ran a series of experiments on settling. His tests proved that deep settling tanks were not ordinarily necessary. The use of tanks 2 or 3 ft. in depth was suggested.2 Later experiments demonstrated that the following principles of settling applied to Tigre pulp.3 1. A design procedure for the quantitative estimation of support load requirements in underground mines is presented. The central problem in the design of mine support is one of es¬timating a maximum load that the ground will exert on the support in the coarse of mining. The distribution of stress around mine openings changes as mining progresses. At the time of support installation, the support load is essentially zero. With the passage of time and advance of the face, ground motion loads the support. The finite element method of analysis provides a simple quantitative technique for simulating the effects of mining and face advance on support load requirements. In particular, the maximum support load can be estimated by the proposed design procedure.

During 1937 a program was begun to mechanize and modernize the then 28-year old Isabella mine of the Weirton Coal Co., which is on the Monongahela River, in Fayette County, Pennsylvania, at one edge of what is generally known as the Coke Region. Weirton Coal Co. is a subsidiary of the National Steel Corporation, and produces metallurgical grade coking coal for the Weirton Steel Co., Weirton, W. Va. Improvements subsequently made included a cleaning plant for washing the entire mine output, shovel-action track-mounted machines for mechanically loading all the coal, universal-type track-mounted cutting and shearing machines, post drills, 8-wheel mine cars of 10 tons capacity, cable-reel gathering locomotives and other auxiliary equipment. This paper presents the factors, reasons and results of decided changes from the mining system generally prevailing in the region, as well as abandonment of selective mining practices in favor of complete seam extraction. Coal-seam Conditions Fig. 1 illustrates the Pittsburgh coal seam on the property. Cover over the seam averages 450 ft., and 675 ft. is the maxi- mum. Main roof varies from very weak to medium strong; usually it disintegrates rapidly on exposure to air. The "wild" coal makes a fairly strong immediate roof if supported by crossbars and if unbroken affords a seal to the main roof. The draw slate is very weak and treacherous. The floor is characterized by numerous irregular bottom rolls, or "horsebacks," protruding from a few inches up to 3 ft. into the coal. Some are soft, but many are hard and flintlike. Although the bottom slate usually is hard, the underlying fire clay causes it to buckle and heave readily with any moderate increase in roof pressure or where damp. As a whole, the bottom is weaker than the main roof. The coal is characterized by numerous closely jointed face and butt cleats and a woody, springy nature when shot, both having a decided influence on face practices. As shown in Fig. I, at both the top and bottom of the main coal seam is a layer of coal of higher ash and sulphur content than the body of coal in the middle. On Jan. 1, Harvard opened its reorganized School of Engineering and will continue the work during the summer to enable the entrants to complete a full year's work by the opening of the next academic year in September. Some time ago Harvard University and the Massachusetts Institute of Technology agreed to combine effort in engineering instruction, making use of funds provided under the will of the late Gordon McKay. The agreement was objected to and the Massachusetts Supreme Court held that the arrangement was not in accord with the provisions of the will. The new arrangement has been approved both by the trustees of the McKay estate and by the governing boards of the university. Instruction will be offered in the following subjects; mechanical engineering, civil engineering, sanitary engineering, electrical engineering, mining and metallurgy, and industrial chemistry. Henry Lloyd Smyth has been appointed professor of mining and metallurgy, Albert Sauveur, professor of metallurgy and metallography, and Louis C. Graton, professor of economic geology.

The effect of sintering types 302, 3028, and 430 stainless steel powder compacts in hydrogen and dissociated ammonia was investigated. It was found that sintering in dissociated ammonia resulted in as much as 0.5 wt pct increase in the nitrogen content of stainless steel even though the dissociation of the gas was complete. Sintering in hydrogen, on the other hand, reduced the nitrogen content of the stainless steel to less than 0.01 wt pct. In the case of the 302-type stainless steel, the low nitrogen content resulted in a material that was largely ferritic, whereas the high nitrogen content rendered the material fully austenitic. Sintering in dissociated ammonia resulted in lower density, generally lower tensile strength, less ductility, and higher hardness than sintering under equivalent conditions in hydrogen. The reduction of oxides on both stainless steel and iron particles was found to be effected by hydrogen partial pressure in the sintering atmosphere. Compacting pressure was found also to effect oxide reduction during sintering. DISSOCIATED ammonia often is used as a substitute'.' for hydrogen in sintering and in annealing, since economic advantages sometimes can be obtained by such a substitution. In addition, anhydrous ammonia contains very little impurity. Thus, dissociated ammonia gas is very dry whereas tank hydrogen often must be freed of oxygen and water vapor prior to use in many applications. The sintering of stainless steel powder compacts as well as bright annealing is well recognized as requiring a hydrogen atmosphere and for the foregoing reasons dissociated ammonia is frequently substituted. It has generally been overlooked, however, that the nitrogen in dissociated ammonia might have an important effect on the sintering process and on the properties of stainless steel compacts. Considered an inert gas in many applications, nitrogen, on the other hand, is very reactive with cer- tain metals. Dissociated ammonia could not be used for hydriding zirconium or titanium. Nitrogen reacts with columbium, tantalum, chromium, uranium, thorium, and many other active metals. Iron and iron-base alloys are, for the most part, inert in nitrogen but there are many borderline cases. It has been reported that stainless steel stabilized with columbium or titanium should not be sintered in dissociated ammonia.3 olybdenum has been reported as reacting with dissociated ammonia to a minor extent.' Although most of the reactions with iron-base alloys are attributed to the action of un-dissociated ammonia and the action of nascent nitrogen, Uhlig4 showed how readily pure molecular nitrogen reacts with and diffuses into 18-8 stainless steel at 1150°C. He also pointed out how readily nitrogen diffuses out of 18-8 stainless steel when heated in pure dry hydrogen, and these thorough investigations on the subject show that commercial stainless steels are nitrogen-bearing, since they are melted in air. The effects of nitrogen in stainless steel, particularly the 18-8 Cr-Ni type, previously have received considerable attention." In 1926, it was pointed out
