DRAINAGE of acid mine water into surface streams of coal mining areas is one of the most serious problems of stream pollution, since there is no known method that completely prevents its forming and no economically feasible treatment after it has formed. The mine acid problem differs from other pollution hazards because acid production does not end with cessation of mining but actually becomes more evident when pumping is stopped. The acid problem in the Pennsylvania, Ohio, West Virginia, and Kentucky bituminous coal areas of the U. S. began with the first operation in 1761, and the volume of acid discharge today is largely the cumulative result of years of mining. Provided they lie above the drainage area, the oldest mines, now long abandoned, are almost without exception producing acid in the same manner as those now operating or recently abandoned. The Stanrock mine of Stanrock Uranium Mines Ltd. is located on Quirke Lake in the Elliot Lake area of northern Ontario, about 25 miles north of Lake Huron. The property was developed and brought into production at a rate of 3000 tons of ore per day during the uranium boom of the mid-1950's. The mine workings are from 1200 to 2100 ft below sea level. Mining was done by the room-and-pillar method with 65 to 80% extraction. The plant is located at an elevation of 1400 ft above sea level. The orebodies are conglomeratic beds, 6 to 40 ft in thickness and dipping 5º to 40º. The ore is a quartz pebble conglomerate with a pyritized sericitic matrix. The ore minerals are brannerite, frequently intergrown with anatase or rutile, uraninite, and some monazite and minor coffinite and thucolite. Sulfides constitute 5 to 10% of the ore as pyrite with minor amounts of pyrrhotite, chalcopyrite and galena.

Laboratory permeability measurements at elevated pressure and at temperatures ranging from 20º to 150°C have been conducted on samples of Ironton-Galesville sandstone. The purpose of this testing was to identify and characterize important physicochemical processes occurring in association with the injection and withdrawal of heated ground water at the U.S. Department of Energy's Aquifer Thermal Energy Storage (ATES) field site in St. Paul, Minnesota. Results indicate that permeability decreased significantly as temperature was increased and that dissolution of the dolomite and silicate cementing agents and accompanying changes in mechanical properties may occur in the heat storage aquifer at St. Paul. Further, loss of permeability with temperature in laboratory samples may be caused by the change in the mechanical structure of the sample. Tests at ambient temperature to evaluate the effect of particle migration under conditions of reversed flow indicate that this process will not significantly impair formation permeability at the St. Paul site.

Ore estimation at Cyprus Pima mine begins with estimating average copper grades for mine model blocks. Accuracy of the estimates has been checked four times in the last several years by comparing the estimates with arithmetic averages of corresponding blasthole (BH) assays. The data file now contains 3.567 estimated blockgrades and more than 10,000 blasthole assays. These data were compared by straight-line regression analysis at appropriate intervals as the body of data grew. Arithmetic averages of the estimates differed each time from arithmetic averages of the BH averages by nearly the same amount. More significantly, regression curves of the new total sets of data did not change position appreciably showing that copper grade estimates of blocks in all grade ranges from the lowest to the highest grade ores remained in error by nearly the same amount. Other studies revealed that core hole assays of the dominant ore type are biased and that that bias almost equals the error in estimation. Discovery of constancy in error indicated that regression analysis could be a means for correcting estimates of average block copper grades. A correction for estimated block grades was developed. It required determining which regression is appropriate for the particular problem, and a mechanism that is demonstrably sound. This paper describes the problem and the solution: No comparable study has been, found in the literature. Two other applications of regression analysis to metal grade comparisons are presented. Each adds a bit of support to a generalization which was suggested by correction of average block copper grades, namely, when performance of an estimate is to be evaluated, the variable taken to be the yardstick for the performance should be regressed on the estimate.

THE stack gases from regenerative furnaces are very seldom utilized for the production of steam. If the temperature of the gases is not higher than 300° C. (572° F.) there is no economy in their use for this purpose, as the amount of available heat is very small and the temperature is so little above that of the steam that the interchange is too slow. With higher temperatures of the waste gases, however, good results can be obtained. At the plant of the New Jersey Zinc Co. (of Pa.) at Palmerton there are a number of return tubular boilers, each 6 ft. in diameter and 20 ft. long, with 96 3.5-in. tubes, which are heated by the waste gases from the spelter furnaces. These furnaces have continuous regenerators heating the air only and the stack gases reach the boilers at a temperature of about 450°. The gas producers for one of these furnaces require 14 tons of anthracite (a mixture of Nos. 2 and 3 buckwheat), and the waste heat from the furnace gives a little more than 42 h.p. in steam. The boilers are not well adapted for the purpose, as they are much too large for the amount of heat going to them and the area of the tubes is not sufficient to take the gas from two furnaces without causing an objectionable amount of back pressure. The plant was built without any idea of using waste-heat boilers, and it was impossible to place the latter as close to the furnaces as they should be. Furnace and boiler are connected by an underground brick flue in which the temperature of the gas drops about 100°, losing 40 per cent. of its available heat. If the .boilers were close to the furnaces the horse power of each would be 70 instead of 42. Even under these unfavorable conditions the boilers have been very advantageous, as one boiler easily supplies the steam necessary for two batteries of producers. With such low gas temperatures the heating surface of the boilers is, of course, not as efficient and the flue areas need to be considerably larger than for coal firing.

The Manufacturer's Viewpoint A prominent manufacturer of mining 'machinery not long ago expressed himself as being confident that he was securing the best kind of publicity for his product through the advertising pages of the monthly Bulletin of the American Institute of Mining Engineers. Such an expression coming from such a man is highly gratifying; yet it is justifiable when the high quality of reader and subscriber is taken into consideration. In fact, the majority of those using our advertising pages feel the same. It is to be regretted, of course, that others catering to our field do not realize the means at their disposal for presenting the points of interest of their product to the mining man. The question has been asked, " Do your members read their Bulletin?" They not only read the editorial pages, but they "admit being up-to-date enough to peruse the advertising section to "see what is new." The next question the prospective advertiser asks is, " Will the Bulletin bring inquiries?" The answer to this question holds good for any publication having as subscribers those who have purchasing or recommending power-yes, if the article advertised is not a stock one, that has been before the public for any length of time. To secure inquiries on, say, a standard centrifugal pump or any other standard product, the features of which are well known, is a most difficult proposition. Yet, of course, some inquiries are secured, but mostly from those having use for the catalogue or trade literature for reference purposes. It is safe to say that the traceable returns from advertising in trade publications hardly, if at all, pay for the advertising. The real returns are intangible, and result from the constant publicity, and keeping ?everlastingly at it." Who can say what subconscious effect is taking place when an advertisement is "glanced at," to say nothing of the effect produced when the copy is attractive and interests the reader. Time after time it has been proved that sales have been secured as a result of an advertisement, yet no inquiry had been made directly traceable to advertising.

More than a quarter of a century has passed since the introduction of the machine known as the Blake crusher, the invention of Eli W. Blake, of New Haven, Conn. Although originally designed for breaking stone for road-metal, its importance for crushing ores of the precious metals, and those of iron, copper, and zinc, as well as emery, phosphates, plaster, etc., mas soon recognized, and for many years its use has been world-wide, and its construction so well known that no special description of it is deemed necessary. Following its introduction, many different machines for the same purpose, containing the same essential features of upright convergent jaws, one of which is movable with respect to the other, hut having some slight modification of such movement (generally a rubbing motion) or of the non-essential method of imparting motion to one or both of the jaws, have been offered to the public for sale and use, but have, as a rule, in time disappeared from the market. If we seek for the reason of the success of the Blake crusher, aside from its simplicity of construction, we shall find it in the adherence to the principle of crushing by simple pressure and careful avoidance of attrition. In this lies the economy of power and of wearingsurfaces. To reduce any hard and brittle material to a fine powder by many different methods—by attrition, impact, or percussion—is a comparatively easy matter; but to accomplish this by the employment of either of the above-mentioned principles involves such a consumption of wearing-surface? (generally iron) or of power, that the numerous devices that have hitherto been presented to the public as solutions of the problem of fine crushing have proved utter and complete failures when tested with reference to the power employed and the wear of iron in doing their work.. The great improvement which have been made in late years in the different systems and instruments used to perforate the crust of the earth for purposes of testing and exploring for mineral resources or for other reasons, by means of bore-holes of greater or less diameter and to greater or less depths, are manifold. It may therefore be of interest to make an impartial comparison of them, or of such as are most commonly used. Being well aware of the difficulties which are encountered in such a task, a reasonable allowance most be made in such a comparison. It is a rare instance when even two decidedly different systems or instruments have been used in the same locality, penetrating identically the same strata to the same depth. The diameter of a borehole as well as its greater or less depth must also be considered in regard to its cost per foot, etc. But for practical purposes, for exploration at least, we may assert this rule: Any bore-hole, of whatever diameter, which allows the means of examining the strata most carefully and completely, will be sufficient for this purpose, but that one which will do it most economically and in the least space of time, must be considered the best for it. It will, therefore, partially depend upon circumstances, what system, in spite of other superiorities, may be the best in each case, and the following remarks may aid in deciding this question. To make the attempt here to review all that has been published upon the different systems and means of boring would be out of place. Reference can be had to the able publications treating upon this subject. A difference in this respect exists in regard to the use of the hollow rods in connection with the diamond drill, used for that purpose. The great future, which appears to be evident for this instrument, will be warrant enough for any one, who has had the opportunity to test it, to give his experience to the public. THE problem of extracting alumina from clay and low-grade bauxites has been the subject of considerable interest for some time. The basic reason, of course, lies in the fact that known reserves of high-grade bauxite are not inexhaustible and that the present commercial process cannot successfully cope with low-grade bauxites or clay. Ultimately it may be necessary to use these poorer raw materials for all commercial operations. An unprecedented demand for aluminum during the war emergency and the constantly threatened shortage of imported bauxite caused the United States Government to take an active role in this problem. Through the National Academy of Sciences, the War Production Board and the Defense Plant Corporation, it investigated processes and finally selected four to be used in the construction and operation of four experimental plants. Each plant was to be designed in such a way as to facilitate its incorporation into a larger commercial plant should the need arise. The Chemical Construction Corporation process, or "Chemico" ammonium sulphate process as it is better known, was one of the four selected. The extensive literature and patents on record before the war generally follow one of two process-types depending upon the extracting reagent used. One group uses an acid reagent, the other an alkali. The Chemico process uses an acid reagent. For those interested in other processes described in literature, there is a short bibliography at the end of this paper. The basic steps of all acid extraction processes are: (I) to make the aluminum silicates acid soluble, (2) to separate the released alumina from impurities and insoluble gangue, and (3) to recover the reagent for re-use. THE PROCESS AS PLANNED In April 1941, a group of chemists and engineers of the Chemical Construction Corp. became interested in the problem of extracting alumina from clays and low-grade bauxites and, under the leadership of Mr. Blakeslee Barnes, Vice President and General Manager of the Company, first drafted a process in July of that year-five months prior to Pearl Harbor. The work continued in our research laboratories and with a small pilot plant. By June 1943, the work had progressed to a point where it was possible to apply for a patent on the process which was U.S. patent 2,405,426, granted August 6, 1946. Immediately prior to the development of the Salem plant, the process was envisaged to be as follows: I. The first step was to make the aluminum silicates acid soluble. It was planned: (a) Clay or low-grade bauxite would be roasted at 700 to 800°C (1292° to 1472°F), (b) The roasted ore would then be leached with hot aqueous ammonium bisulphate to form a slurry. I fear most of the Institute members are already weary of the perennial controversy about the apex law. I feel that way about it myself now, though I have been guilty of considerable contribution- to the discussion in the past. The discussion does not seem to perceptibly influence previously held views and I would not again break into print on the subject but for the urgent invitation of the Chairman of our Law Committee. This energetic and able member has firmly determined to secure a revision of the mining law and among other things to eliminate the so-called apex provision from the U. S. mining statutes. He is, however, fair about it and has invited me to make ((the strongest possible argument in its favor." I am suspicious that he is acting on the psychological principle that it is usually easier to convince an audience against a cause vigorously but unsuccessfully defended than against one wholly mute. Nevertheless, I realize that personally he wishes me no harm, much as he hates the apex law, and so am willing that the Institute have whatever benefit may accrue from my taking up again the unpopular side of the discussion. I say this because the attitude of a large part of our "articulate" membership seems irreconcilably hostile; their minds are made up; favorable consideration is foreclosed; and they become impatient and even sarcastic at any attempt to elucidate a favorable view of the apex law. The exact question for discussion at the present time is not whether on abstract, or any other considerations, the apex law is the best possible rule, but the very different proposition whether, after nearly 50 years of statutory life and much longer as a practically universal miners' custom, it is now just and expedient to repeal the apex law. At this point it seems to me that we may profitably devote a paragraph or two to the subject of the origin of law in general, as we are presumed to be considering the subject from the high viewpoint of the general welfare of the nation. The most comprehensive and accurate definition of law in the legal sense is, that it is the body of rules for the regulation of human conduct which is enforced by the State, that is, by the nation.l Legal

Through the simultaneous statement of Maxwell's equations. the turbulent Navier-Stokes equations and the differential thermal energy balance equation, a mathematical representation has been developed for heat transfer and fluid flow in electric arc furnaces. In broad outline the theoretical predictions appear to be consistent with experimental measurements. A discussion is presented of the general arc furnace control and optimization problem, together with the potential for the incorporation of the mathematical model given in the paper, into future control and optimization schemes. ELECTRIC ARC FURNACE STEELMAKING accounts for about 24% of the total steel produced in the U.S., consuming about 550kw-hr/ton of steel which amounts to about 1.4x1010 kw-hr annually. The percentage of steel produced by the electric arc furnace route has doubled since 1960 and is expected to increase further in the foreseeable future, particularly with the more extensive use of direct reduction technology. Table I shows, in terms of percentages, the principal items that contribute to the cost of running an electric arc furnace. It is seen that in addition to the fixed costs (labor, depreciation, taxes etc.) electrode costs and power consumption are the dominant inputs, and it follows that process changes that would ultimately reduce any of these cost components would have a significant impact on the efficiency of the operation. There are three main areas where progress in arc furnace design and operation must be directed in the next decade (Committee on Technology, 1981). 1. Increased furnace productivity 2. Reduction in processing cost 3. Improvement in the thermal efficiency of the furnace An estimate of the current operating efficiency of the electric arc furnaces may be obtained by comparing the theoretical minimum energy consumption per ton of steel with those achieved in operational practice. Theoretically 330-360 kw-hrs of electricity are required to melt one ton of cold scrap. For superheating, 8-12 kWh per 100°F are required. The actual energy requirements are given in Table II. It is seen that furnaces currently operate at 70-80% efficiency, with the major heat loss from the furnace resulting from the waste gases (Committee on Technology, 1981). While it is apparent that operational experience has produced a technology that is reasonably energy efficient this has been achieved in the almost complete absence of any detailed knowledge concerning the fundamental heat transfer mechanisms occuring in the furnace. The purpose of the present paper is to present a case for the usefulness of mathematical models in increasing the thermal efficiency of furnaces by investigating these heat transfer mechanisms and then combining this knowledge with existing electrode regulator mechanisms to produce truly efficient power cycles for melting and refining. In particular, existing mathematical models describing convection, radiation, and electro-magnetism in the furnace should be employed, and the development of optimization models which balance the cost of electrodes and energy against the thermal efficience of the furnace should be undertaken. Recent work in this laboratory (Szekely, McKelliget, 1981, 1982, 1983; Szekely, McKelliget, Choudhary, 1983) has made a useful start towards solving the problem of heat transfer within the electric arc furnace but the work still needs to be directly related to existing furnace power cycles and tested against plant scale measurements.

THE only previous investigation of the phase equilibria in the Ta-Pd system was reported by Greenfield and Beck.1 Their work (actually a portion of a much broader survey) was limited to the composition range 50 to 75 at. pct Ta and to a single temperature, 1000°C. The results indicated that no intermediate phases were present at this temperature. They pointed out that this was an unexpected result in view of the fact that niobium, which belongs to the same group in the periodic table as tantalum and has essentially the same atomic size, forms a o phase with palladium.' Also, tantalum in combination with rhodium,' iridium,' or platinum' stabilizes the s phase. By analogy, the Ta-Pd system would also be expected to contain a s phase. The present investigation was therefore undertaken to explore more fully the phase relationships in this system. Alloys were prepared by arc melting on a water-cooled copper hearth in an argon-helium atmosphere. The purity of the starting materials was greater than 99.9 pct. The weight losses on melting were less than 1 pct and therefore the alloys were not analyzed chemically. Specimens were wrapped in molybdenum foil, encapsulated in quartz capsules under a vacuum of at least 1 x 10-5 mm of Hg, annealed as indicated in Table I, and water quenched. Optical and X-ray metallography were used for identifying the phases present in the annealed and quenched alloys. The alloys were resistant to attack by several acids; however, a sodium cyanide electroetch and an immersion etch containing 1 part HF, 1 part HNO3, 2 parts H2SO4, and 5 parts H2O by volume were found satisfactory. The X-ray diffraction patterns were taken with a Straumanis-type Debye-Scherrer camera and filtered copper or chromium radiation. A summary of the phases found in this investigation is presented in Table I. No attempt was made to determine the composition limits of the various phases. The present results indicate that this system consists of two terminal solid solutions separated by at least four intermediate phases at the approximate compositions Ta3Pd, -TaPd, TaPd,, and TaPd3. The Ta-rich solid solution, containing less than 10 at. pct Pd at 1150°C, is in equilibrium with a o phase which is stable in the vicinity of 25 at. pct Pd. The latter phase is also in equilibrium with a bct phase at the equiatomic composition. At high temperatures it appears that the Pd-rich solid solution extends to at least 66.6 at. pct Pd and is in equilibrium with the bct phase. When annealed at 900°C, a sample containing 66.6 at. pct Pd transformed to an unidentified phase designated as X. An X-ray diffraction pattern of this phase contained sharp low-angle lines while the high-angle lines were characteristically diffuse. The observed d-spacings and relative intensities for lines in the low-angle region are presented in Table 11. In the vicinity of 70 at. pct Pd an intermediate phase having the TiA13-type structure is formed. It is stable to at least 1100°C, and presumably dissolves congruently into the ter-

Last fall (1899) we had the good fortune to be able to spend a few weeks in the new placer gold-mining region of Alaska, which is known as the Nome region. Cape Nome, after which the region has been named, and which forms the southeastern corner of the Nome Mining District, is an unimportant promontory on the southern coast of the Seward Peninsula (see map, Fig. 1). The name Seward has recently been given to the great peninsula which forms the northwestern extremity of Alaska. To the north of it is the Arctic ocean, to the south Bering sea, while its wesbernmost extremity, Cape Prince of Wales, is separated from the Asiatic coast by the Bering straits. The coast line of the peninsula is of a cuspate character, consisting of a succession of sandy, crescent-shaped beaches and rocky headlands. The interior has been but little explored; but we know that it is comparatively rugged, the higher mountain peaks rising probably from 4000 to 5000 feet in elevation. The mountains have an easterly and westerly trend, and the water-shed between the two oceans probably nearly bisects the peninsula. At Golofnin bay, the southeastern part of the Seward peninsula, some spruce is found, but to the west the region is entirely timberless, except for a sparse growth of stunted

In the special number of the magazine Ocl und Kohle (Oct. 22, 1940) dedicated to the petroleum industry of southeastern Europe, there appeared several articles relating to Yugos1avia.t In the first article the author calls attention to the fact that there are two fields in Yugoslavia that have been explored and exploited by more than 100 wells at variable depths during the last 50 years. These are on the Island of Mura, at the confluence of the Mura and the Drave. Additional exploration drilling in various other parts of the country has been without result, but certain ones of these explorations have revealed the existence of gas horizons that have some value, which are being used for industrial purposes. The depths of 50 of these wells was roo to 200 m.; the depths of 50 wells oil the Island of Mura ran from zoo to 500 m.; of 2 ; wells, 500 to I000 m.; of ro wells from rooo to 2000 meters. The deepest well drilling in Yugoslavia has reached 2000 in. In the Valley of Morave, in the region of Selnica, I00 km. south of Nish, there have been discovered asphalt-bearing limestones, which contain about 15 per cent asphalt and are associated with bituminous clays. Later, at Paclenica, important deposits of natural gas were found. A zone rich in gas and oil seepages runs through Pracec, Miklenska, Bujavica, etc. The author studied these regions from the point of view of stratigraphy and tectonics. The anticlines and gas-bearing domes are concentrated in two zones: the region of the Drave (Island of Mura) and the region of the Save, southeast of zagreb, which contains the gas field in exploitation in the region of Bujavica. A full description of the productive region of the Island of Mura has been given by Egon Bohm, a geologist, in the second article mentioned. This includes a history of the exploration and exploitation that took place under Hungarian rule in this region. The most important exploration was effected between 1884 and 1885 by Stavenov and Stinger, of Vienna. In 1927 work was done in the same region by Anton Raky, a well-known explorer who makes work of this kind his specialty.

In the Valley of Morave, in the region of Selnica, I00 km. south of Nish, there have been discovered asphalt-bearing limestones, which contain about 15 per cent asphalt and are associated with bituminous clays. Later, at Paclenica, important deposits of natural gas were found. A zone rich in gas and oil seepages runs through Pracec, Miklenska, Bujavica, etc. The author studied these regions from the point of view of stratigraphy and tectonics. The anticlines and gas-bearing domes are concentrated in two zones: the region of the Drave (Island of Mura) and the region of the Save, southeast of zagreb, which contains the gas field in exploitation in the region of Bujavica. A full description of the productive region of the Island of Mura has been given by Egon Bohm, a geologist, in the second article mentioned. This includes a history of the exploration and exploitation that took place under Hungarian rule in this region. The most important exploration was effected between 1884 and 1885 by Stavenov and Stinger, of Vienna. In 1927 work was done in the same region by Anton Raky, a well-known explorer who makes work of this kind his specialty.

The greatest objection to be brought against the present methods for estimating phosphorus in iron and steel, is the time consumed in the operation. The following method, originated and perfected by Mr. E. D. Campbell, assistant in the chemical laboratory of the University of Michigan, will, 1 think, if carefully followed out, give results that are sufficiently accurate for technical purposes, and will give them in less time than they can be obtained by any other process. The process consists in comparing the color obtained by the action of stannous chloride upon a solution of the phospho-molybdate precipitate obtained from the solution of iron or steel, with that obtained from a standard solution of molybdie acid which represents a given amount of phosphorus. The operation is as follows : Take of ordinary steel 1 grm. and treat as in any of the wellknown processes until the phosphorus is precipitated as ammoniumphospho-molybdate. When precipitated, the phospho-molybdate precipitate is filtered out, thoroughly washed with an acid solution of ammonium nitrate, and, finally, twice with water, to remove most of the ammonium nitrate. The precipitate is then dissolved in about 1 c. c. of 10 per cent. potassium hydrate, which is let fall drop by drop on the filter till the precipitate is dissolved ; the filter is now washed with about 25 or 30 c. c. of water, and the potassium hydrate solution, which now consists of 25-32 c. c. of solution, is boiled until the peculiar frothy appearance, which first appears on boiling, is entirely gone. The solution is then cooled until perfectly cold, and about 10 or 15 c. c. of strong hydrochloric acid added ; if the solution is kept cold this will form no precipitate, but a light yellow or colorless solution. The solution is now ready for the addition of stannous chloride, and the subsequent comparison of color produced with that obtained from the standard molybdie acid. The comparison is made in tubes that are calibrated like carbon-tubes, but which are larger, about 5/8-inch bore, and graduated to 100 c. c.; this makes them about 18 inches long. Solubilities and densities are reported for alumina hydrates in NaOH solutions under the conditions of the Bayer process employed to purify alumina for aluminum production. The equilibrium constants for reactions to form A102- accurately correlate the effects of NaOH concentration on the solubilities; the temperature coefficients of the equilibria lead to heats of solution of 7.34, 4.76, and 5.24 kcal for the a trihydrate, a monohydrate, and ß trihydrate, respectively. Moderate calcination does not change the solubility of the a trihydrate but increases that of the a monohydrate. At solution temperatures above 100°C, the trihydrates transform rapidly to a monohydrate. Hydro-thermally produced a monohydrate is the stable phase above 20°C. CORNERSTONE of the aluminum industry, the Bayer process for alumina production is based on the difference in solubility of hydrated alumina in NaOH solutions between 170" and 40°C. Solubilities and densities in this system were determined thirty years ago by M. Tosterudl under the direction of J. D. Edwards and C. S. Taylor. The solubility data, which still appear more concordant than those in the literature, are employed to sort out the complex equilibria in this system. The nomenclature for the alumina hydrates is that presented in The Aluminum Industry' and more recently summarized in Alumina Properties.3 a trihydrate is the purified phase analogous to gibbsite, a monohydrate is similarly akin to boehmite, and ß trihydrate is sometimes known as bayerite. Literature Goudriaan4 reviewed the early literature on alumina in NaOH solutions and presented data on the solubility at 30°C of several forms. The gel precipitated from aluminum sulphate or chloride with ammonia and dried at 130" to 140°C had the highest solubility but was unstable, its solubility being cut to one-tenth on standing in NaOH. The solubility of the gel was decreased one-third on calcination at 300" to 400°C, while that of the gel transformed in NaOH at room temperature to a crystalline trihydrate was unchanged on calcination. The preparation produced by slow hydrolysis of sodium aluminate solution with CO, in the air gave solubilities in rough agreement with later values for a trihydrate. The solubility of this form was increased slightly by the calcination. Fricke and Jucaitis5 extended the work to 30" and 60°C with a trihydrate. They also gave solubilities for ß trihydrate (bayerite b), although the residue belonging to the left branch of the solubility curve corresponded to a trihydrate. The residues at high NaOH concentrations were mono and trisodium aluminates, the latter being 3Na2O . AL2O3 • 6H2O. Solubilities of a trihydrate at 95°C and of a monohydrate at 150" and 200 °C come from the work of Magarchak.6 a trihydrate transformed to a monohydrate above 95°C. A few measurements on the solubility at 25°C of an alumina trihydrate prepared by slow hydrolysis of NaAIO, solutions were presented by Sprauer and pearce.? Their analyses showed the monosodium aluminate to have the composition Na2O.Al2O3-2.5H2O.

THE -problem of extracting alumina from clay and low-grade bauxites has been the subject of considerable interest for some time. The basic reason, of course, lies in the fact that known reserves of high-grade bauxite are not inexhaustible and that the present commercial process cannot successfully cope with low-grade bauxites or clay. Ultimately it may be necessary to use these poorer raw materials for all commercial operations, An unprecedented demand for aluminum during the war emergency and the constantly threatened shortage of imported bauxite caused the United States Government to take an active role in this problem. Through the National Academy of Sciences, the War Production Board and the Defense Plant Corporation, it investigated processes and finally selected four to be used in the construction and operation of four experimental plants. Each plant was to be designed in such a way as to facilitate its incorporation into a larger commercial plant should the need arise. The Chemical Construction Corporation process, or "Chemico" ammonium sulphate process as it is better known, was one of the four selected. The extensive literature and patents on record before the war generally follow one of two process-types depending upon the extracting reagent used. One group uses an acid reagent, the other an alkali. The Chemico process uses an acid reagent. For those interested in other processes described in literature, there is a short bibliography at the end of this paper, The basic steps of all acid extraction processes are: (I) to make the aluminum silicates acid soluble, (2) to separate the released alumina from impurities and insoluble gangue, and (3) to recover the reaent for re-use. THE PROCESS AS PLANNED In April 1941, a group of chemists and engineers of the Chemical Construction Corp, became interested in the problem of extracting alumina from clays and low-grade bauxites and, under the leadership of Mr. Blakeslee Barnes, Vice President and General Manager of the Company, first drafted a process in July of that year-five months prior to Pearl Harbor. The work continued in our research laboratories and with a small pilot plant, By June 1943, the work had progressed to a point where it was possible to apply for a patent on the process which was U.S. patent 2,405,426, granted August 6, 1946. Immediately prior to the development of the Salem plant, the process was envisaged to be as follows: I. The first step was to make the aluminum silicates acid soluble. It was planned: (a) Clay or low-grade bauxite would be roasted at 700 to 800°C (1292° to 1492°F). (b) The roasted ore would then be leached .with hot aqueous ammonium bisulphate to form a slurry. This paper was prepared for the purpose of answering some of the many questions as to why, in the construction of Pennsylvania's Coal Mine Schedule Rating Plan, various factors were, or were not, taken into consideration. Much has been written about merit and schedule rating of industrial risks from an actuarial viewpoint, therefore this phase of the question is taken up only so far as may be necessary in presenting the practical application of the plan now in use. Companies writing fire insurance, about 30 years ago, were the first branch of insurance to use schedule rating; the values assigned their items were largely a matter of judgment. In 1913, the Industrial Commission of Wisconsin evolved the first schedule rating plan to be applied to industrial risks under compensation insurance. Pennsylvania, in 1916, with the inception of its Compensation Act, was the first state to apply the principles of schedule rating to coal mines. A definition of the term "schedule rating" submitted by the writer in a brief to the Safety Committee of the United States Coal Commission is as follows: Schedule rating, as applied to compensation insurance, is an instrument to measure the hazard of known causes of accidents to which employees are exposed in industry and thereby determine an insurance rate commensurate with said hazard. It was first applied to Coal Mining in 1916 in Pennsylvania.' In other words, for a mine operator to insure his employees for injury under the Workmen's Compensation Act, it is necessary that he pay a certain premium based on his payroll. If all mines were assessed the same premium, it would be unfair for the mine with low natural hazard, good safety conditions, and good accident experience to pay the same premium as a mine with bad conditions and experience, therefore schedule rating was introduced.2
