The stack gases from regenerative furnaces lare very seldom utilized for the production of steam. If the temperature of the gases is not higher than 300" C. (572" F.) there is no economy in their use for this purpose, as the amount of available heat is very small and the temperature is so little above that of the steam that the interchange is too slow. With higher temperatures of the waste gases, however, good results can be obtained. At the plant of the New Jersey Zinc Co. (of Pa.) at Palmerton there are a number of return tubular boilers, each 6 ft. in diameter and 20 ft. long, with 96 3.5-in. tubes, which are heated by the waste gases from the spelter furnaces. These furnaces have continuous regenerators heating the air only and the stack gases reach the boilers at a temperature of about 450". The gas producers for one of these furnaces require 14 tons of anthracite (a mixture of Nos. 2 and 3 buckwheat), and the waste heat from the furnace gives a little more than 42 h.p. in steam. The boilers are not well adapted for the purpose, as they are much too large for the amount of heat going to them and the area of the tubes is not sufficient to take the gas from two furnaces without causing an objectionable amount of back pressure. The plant was built without any idea of using waste-heat boilers, and it was impossible to place the latter as close to the furnaces as they should be. Furnace and boiler are connected by an underground brick flue in which the temperature of the gas drops about 100°, losing 40 per cent. of its available heat. If the boilers were close to the furnaces the horse power of each would be 70 instead of 42. Even under these unfavorable conditions the boilers have been very advantageous, as one boiler easily supplies the steam necessary for two batteries of producers. With such low gas temperatures the heating surface of the boilers is, of course, not as efficient and the flue areas need to be considerably larger than for coal firing.

WITH the papers of Palmer and Smith1 and of Burghoff and Bohlen,2 published in 1942, understanding of the problem of the development of ears on deep-drawn brass cups was brought to the point where, from a practical standpoint, producers of brass sheet could keep earing under control. However, these very practical results raised questions concerning the reasons for the observed behavior. Since plastic deformation is fundamentally a function of crystallographic slip, these reasons must be considered in the light of the textures to be found in the annealed sheet. Various attempts have been made to interpret the mechanism of ear formation by correlation with the preferred orientation and the anisotropy of the sheet. However, none of these has satisfactorily explained why ears are usually found in the rolling and transverse directions for copper but at 45° to these directions for brass. This paper offers additional data on these two related subjects and has been divided into two sections. The first section provides a survey of the recrystallization textures of brass as affected by annealing temperatures and prior reductions, and an account of the earing behavior which accompanies these textures. The second section reports new data on the anisotropy that accompanies a characteristic texture for brass and endeavors with partial success to establish the factors that account for the difference in earing behavior between copper and brass. EARING BEHAVIOR OF BRASS Review of Textures The recrystallization texture of severely rolled brass was first reported by Bass and Glocker.3 The preferred orientation to which this texture, obtained from metal annealed at 500°C., was most akin was (113)[112]. This texture has been confirmed by Bauer, von Göler and Sachs;4 Brick;* Brick, Martin and Angier;6 and Cook and Richards7 who, in general, used annealing temperatures under 500°C. Bass and Glocker3 also reported the recrystallization texture at 850°C. to be the same as at 500°C. They analyzed their textures by means of single photograms obtained with white radiation. The photograms for both temperatures are reproduced in their paper, and there is a strong similarity between the two. However, for the latter temperature, the number of spots registered on the film was remarkably large for the grain size to be expected, and the authors made no mention of using a technique that would integrate a large enough area of the specimen to produce so many spots. INTRODUCTION Fineness is one of the main characteristics of powders and this parameter is the object of several definitions based on criteria connected with their uses as well as their determination methods. In trying to obtain the best reaction surface, fineness is characterized by the determination of the specific surface, but in other cases, particle size analysis is used. These two main methods are not, in fact, entirely independent and their complementary nature provides information concerning the morphology of the particles. In the case of a product formed by isodimensional spheres, the relationship between the specific surface and the diameter is well known: [S = 6 spd] where p is the specific weight of the material and d the diameter of the spheres. With no monodimensional spheres, but rather a granulometric distribution whose occurrences follow a mathematical law (1), the relationship is more complicated. The relationship between the specific surface measured by gas adsorption and the data of the particle size analysis is much more difficult to predict in the case of asymmetric porous particles, whose particle size distribution curves do not correspond to a known statistical law.

OLIVER C. RALSTON, Salt Lake City, Utah (communication to, the Secretary*).-This paper has appealed to me as being one of the most lucid, well-connected and complete papers on this subject which has been published. To be sure, the concepts called upon in an explanation of the flotation process by these authors are mostly old ones which have been more or less discussed in previous literature, but they have nevertheless been assembled in a most constructive and suggestive manner. We find a new contribution to flotation theory in the effect of fine particles increasing the viscosity of the interfacial film between a liquid and a gas. This phenomenon has been variously hinted at but never definitely stated in accepted scientific terms. The discussion of "contact angles". is very clear and will doubtless be welcomed by those who have not had the opportunity to investigate the literature on this subject, but it is unfortunate that the "hysteresis of the contact angle," observed by Sulman and reported some years ago, is not mentioned or explained. A few other points need discussion in order to call attention to the fact that, while this paper is the best discussion of the subject which has yet appeared, all of the truth has not yet been told.

The data presented indicate that the critical shear stress and strain-hardening Thedatapresentedrate of a zinc monocrystal depend on the orientation of its slip direction with respect to its external boundaries. The tendency of a crystal to form deformation bands also depends on its shape. THE plastic behavior of pairs of zinc monocrystals in which both members of the respective pairs had the same orientation with respect to the longitudinal axis, but each had different orientations with respect to their rectangular external shapes, were compared in this investigation. The purpose of the investigation was to see what influence the shape or surface of a zinc crystal has on its mechanical properties. In a previous investigation of triangular zinc monocrystals,1 anomalous axial twisting was observed which seemed to be related to the triangular shape of the crystals. Wolff,' in 400°C tensile tests of rectangular rock-salt crystals bounded by cubic cleavage planes, found that, of the four equivalent slip systems, the two with the "shorter" slip directions yielded and produced slip lines at lower stresses than the other two. This observation and the work of Dommerich³ as formulated by Smekal4 as a "new slip condition" for rock-salt: "among two or more slip systems permitted by the shear stress law, with reference to the formation of visible slip lines by large individual glides, that slip system is preferred which has the shortest effective slip direction." More recently, Wu and Smoluchowski5 reported essentially the same effect for ribbon-like (20x2x0.2 mm) aluminum crystals at room temperature. Experimental Chemically pure zinc (99.999 pct Zn), purchased from the New Jersey Zinc Co., was the raw material. Glass envelopes, containing graphite molds and zinc, were evacuated while hot enough to outgas the graphite but not melt the zinc. At a vacuum of about 0.2 micron the envelopes were sealed off and then lowered through a furnace at 1 in. per hr so as to melt and resolidify the zinc and produce mono-crystals. One-half of one of the molds is shown in Fig. la. Each mold consisted of four pieces from a cylindrical graphite rod that was split longitudinally and transversely at its midpoints. Rectangular milled grooves 0.050 in. deep and % in. wide formed the mold cavity when the split halves were assembled with twisted wires. Fig. lb shows the specimen shape obtained when the top and bottom mold-halves were rotated 90" with respect to each other. Good fits prevented leakage and excess zinc was necessary to provide enough liquid head to fill the mold completely. In removing soft crystals from the molds it was impossible to avoid small amounts of bending. However, manipulations were carried out whenever possible with the crystals protected by grooved brass blocks. All specimens were annealed prior to testing. From the top and bottom sections of each crystal, X-ray specimens and tensile specimens 7 to 8 cm long were sawed. The tensile specimens were annealed inside evacuated tubes for 1 hr at 375°C. Next the crystals were cleaned and polished by 2-min dips in a solution of 22 pct chromic acid, 74 pct water, 2.5 pct sulphuric acid, and 1.5 pct glacial acetic acid.' Cleaning was followed by a 10-sec dip in a 10 pct caustic solution, then washed in water and alcohol, and dried. This treatment results in a bright surface covered by an invisible oxide film. The testing grips were a slotted type with set screws and were supported in a V-block during the mounting operations in order to avoid bending the crystals. A schematic diagram of the recording tensile-testing machine is shown in Fig. 2. The machine has been described elsewhere.' The head speed was 0.3 mm per sec for all tests. The crystal orientations were determined by the Greninger X-ray back-reflection method with an estimated accuracy of 1. Description of Crystal Geometry A schematic picture of a rectangular zinc mono-crystal is shown in Fig. 3. ABD designates the front edge of a basal plane (0001) of the crystal, the only active slip plane for zinc at room temperature. THE investigation of the hot-working properties of metals and alloys furnishes a problem which has been attacked in many ways. Tensile, impact and hardness tests on heated specimens have furnished interesting data, but in most cases either the tests are difficult to make or the results hard to translate into terms of practical value. Some investigators have used the drop hammer to advantage. It furnishes a rapid and simple method of comparing the plasticity of metals at elevated temperatures. The indications obtained by its use are of value only in so far as their significance is understood and they can be intelligently used to predict the behavior of a given metal under given hot-working conditions. The work reported here was undertaken not only to add-something to the existing volume of such data but also to contribute to our understanding of the results. Doerinckel and Trockels1 used cylindrical specimens and determined the work required to reduce the specimen to one-half the original height. Ellis2 studied the effect of constitution on the malleability of steel at high temperature. His method and that of Kent3 were similar to the one used in the present work. The tests described by Kent were made on samples of tin, zinc, aluminum, copper, lead, 70:30 and 60:40 brasses, with and without a small quantity of lead. He concluded that the test would "indicate whether a material can be forged at a given temperature without cracking." This interpretation must be used with caution. While it is probably true within limits, one must consider the severity of the forging operation. Again, it will not apply strictly to forms of hot working other than forging. For instance, an alloy running 61.0 per cent. copper, 3.25 per cent. lead, remainder zinc, will crack badly in the test, yet it is extruded commercially. department, first as a practical miner, next. as rodman on the survey corps, of which he soon became chief, then draftsman and mining engineer in the company's office. In January, 1916, he was promoted to the position of district engineer in charge of mining engineering work. He became a member of this Institute in September, 1917. Captain Ba.llamy's military experience began at the same time as his engineering practice. He was a charter member of Company A, Engineers, N. G. P., which was organized ten years ago. He saw service on the Mexican border as First Lieutenant of this Company, and remained in that position until November, 1916. In July, 1917, he was again called into service and was sent to Camp Hancock, Ga., with the 103d Regiment of Engineers. Before joining this regiment he attended a school for officers at Fort Sill, Okla., where he received special training in field fortifications. In December, 1917, he was commissioned Topographical Captain on the Regimental Staff, and in April, 1918, preceded his regiment by about six weeks to France, where he again attended an officers' training school. He rejoined his regiment on July 15, near Chateau Thierry and was killed near Fismes on Aug. 9, 1918. Lieutenant Martin F. Bowles Martin F. BOWleS, born Apr. 25, 1893, at Bonne Terre, Mo., and graduated from the Neodesha, Kans., High School, had finished all but one month of a four-year course in metallurgical engineering at the Missouri School of Mines, Rolla, Mo., when on May 12, 1917, he entered the first Officers' Training Camp at Fort Riley, Kans. At the close of the training period, he was commissioned a Sccond Lieutenant and assigned to Co. B, 355th Infantry, 89th Division, and stationed at Camp Funston. He left this camp with his company on May 21, 1918, and sailed from an eastern port on June 4, ayriving in England on June 15, 1918. After a short stay at a rest camp there, he proceeded to France. On August 14, he wrote that he was with Battalion Headquarters as Gout Officer, 1st Battalion, 355th Infantry, 89th Division. The last letter received from him, dated September 2, was written in his dugout and contained the following: "Here it is 2.45 a. M. Sitting in a dugout waiting for some patrols to report back in, I am writing this by the light of two candles." He was killed in action on the night of Sept. 3, 1918. The letter of notifi-

Discussion of the paper of Robert R. Abbott, presented at the New York Meeting, October, 1913, and printed in Bulletin No. 82, October, 1913, pp. 2389 to 2400. ALBERT SAUVEUR, Cambridge, Mass.:-Mr. Abbott has certainly made a strenuous effort to ascertain the influence of the various elements on the absorption of carbon by steel-a subject of great importance to those dealing with the case hardening of that metal. Because of the extensive and careful character of Mr. Abbott's experiments, one is all the more disappointed that his results, as he himself recognizes, are not more satisfactory; for, indeed they leave us just about where we were,-still entertaining uncertain views in regard to the carbon-absorbing power of various alloy steels. It might be asked whether Mr. Abbott's method of estimating the amount of carbon absorbed-namely, by weighing the specimens before and after the carburizing treatment-was the best one to select. Are not serious sources of error. inherent to such procedure because of the difficulty of satisfactorily removing the earburizing material attached to the specimen ? The method of least squares has certainly failed to solve the problem satisfactorily. By manipulating Mr. Abbott's results in a different manner I have obtained the following expression: P = 100 - 50 C - 7 Ni + 20 Cr, in which P represents the carbon-absorbing power; C, the percentage of carbon; Ni, that of nickel; and Cr, that of chromium. It is assumed that the carbon-absorbing power of pure iron, or what might be called its carburizability, is represented by 100. Applying the formula, for instance, to a steel containing 0.15 per cent. C, 3 per cent. nickel, and 0.50 per cent. chromium, its carbon-absorbing power would be 100-50X0.15-7X3+20X0.50=81.50; that is, 81.50 per cent. of the carbon-absorbing power of pure iron.

W. ROWLAND Cox,* New York, N. Y. (written discussion?).-The process described by Mr. Malcolmson undoubtedly represents a great stride toward conservation of our natural resources. Without discussing the subject from an economic standpoint, I wish further to emphasize the fundamental principles of the Smith process in order that its economic value may be fully appreciated. The process is essentially a means of producing an ideal fuel, as regards its combustion qualities, by the removal of the so-called volatile matter from the coal, in the form of byproducts, which have value for other purposes far in excess of their fuel value. In other words, coals which contain. large amounts of gas, tar, and ammonia, and are not suitable for domestic or industrial fuel, or for treatment in byproduct coke ovens or gas retorts; because they possess poor coking qualities, can he prepared for commercial use by the. Smith process with a very high degree of efficiency. Much work has been done along this line, both in this country and in Europe, in developing a means of preparing coal, as the economic advantages have long been recognized. To the best of my knowledge, the Smith process is the only one that has proved its commercial adaptability. Distillation of coal at 900° to 1000° F. (480° to 540° C.) yields a large amount of tar and oils. The residue of the distillation, however, is a very friable semi-coke, wholly unsuitable for use as a fuel, unless it can be charged directly into a byproduct gas producer. The problem which confronted the inventor was then to convert this carbon residue into a commercial product, and it is in this step that the Smith process has overcome the obstacles which prevented a number of other methods from becoming commercially practicable.

With greater effort being devoted to the discovery of new oil and gas reserves and a consequent increase in bottom hole pressures due to greater drilling depths, the phase relationships of hydrocarbon fluids at pressures above 10,000 lb psi are becoming increasingly important. The present paper discusses the results of research with a windowed cell on a methane-Kensol 16 system to pressures of 25,000 Ib psi and temperatures to 260°F. Kensol 16 is a commercial high narrow-boiling-range oil. It is shown that for the temperature range of 60 °F to 260 °F, this particular system exists in two phases to pressures of approximately 14,000 lb psi, and data are presented giving the relative amounts of liquid and vapor phase? coexisting under these conditions. Partial phase diagrams are shown for six different mixtures of methane and Kensol 16, three of which include the critical region. In contrast to mixtures composed of substances of fairly close volatility. critical opalescence was noted for as much as 200°F of the critical temperature. The critical locus of the methane-Kensol 16 system was estimated and the conventional pressure-composition and temperature-composition diagrams were prepared. From these, the equilibrium vaporization factors for methane and Kensol 16 were estimated for temperatures from 60 °F to 700 °F and to pressures above 12,000 lb psi. The relations of this study to petroleum production problems and other phase equilibria research are discussed. THE general public does not know that there is such a thing as metallurgy and it is very seldom that you see the word metallurgy in print except in technical magazines. Perhaps it is more to the front now than in former years; the Dee. 30, 1929, issue of Time mentioned under the heading of "Science7' certain new achievements in metallurgy, which may be cited as a rare instance of the use of the word in anything but the technical press. Too often the part the metallurgist plays in the advancement of the different branches of engineering is overlooked. To say that the public does not know there is such a profession as metallurgical engineering seems to be a bold statement, but had there beep time a questionnaire could have proved this beyond doubt. Suppose a carefully-planned questionnaire had been sent to all high school students asking them, among other questions, to list the different branches of engineering, I believe that the several professions would have been listed in this manner: (1) Electrical engineering; (2) mechanical; (3) civil, and (4)' mining. One in each hundred might have listed metallurgy as an engineering profession. Even the Society for the Promotion of Engineering Education in its Bulletin No. 10-"Investigation of Engineering Education" lists Civil, Mining, Mechanical, Electrical, and Chemical, leaving out Metallurgical Engineering.

THE principal costs of making a pound of aluminum are for 9 kw-hr of electricity and for 1.9 Ib of the oxide (A1203) called alumina. A pound of alumina is made by digesting 2 or 3 lb of bauxite in hot caustic solutions, settling and filtering out the oxides of silicon, iron, and titanium and precipitating and calcining the A1203 as a pure, white powder. The cost of foreign bauxite delivered at an alumina plant in the U.S. may equal or exceed the cost of its chemical treatment to make alumina. Some of the principal factors affecting costs in the utilization of foreign bauxites are: transportation from mine to market, mineralogical and physical composition of the bauxite, thickness of the bauxite beds and their clay and forest overburden, amen- ability of the bauxite to beneficiation and to caustic extraction of the alumina, and lastly size of bauxite deposits and rate of mining employed.

The disposal of phosphatic clays has presented a problem to the phosphate industry since the mining of phosphate rock first began in Polk County. As the flotation process was introduced in the late 1920's the problem of clay disposal was increased significantly since clay is present in proportionally greater quantities in reserves yielding flotation concentrates. Because of their physical character and the tremendous surface area per unit volume, these clays have the characteristic of retaining large volumes of water as they are slurried during processing. The disposal of clay and the recovery of a portion of the water require settling areas with a capacity ranging up to 2 cu ft for each cubic foot of phosphate matrix mined. According to a recent study by the Bureau of Mines, the average cost for disposal of these wastes is 24.5[c] per ton of product. This is a major cost of phosphate rock production.

INASMUCH as the arrangements for the preparation of the review of progress and new developments in the field of industrial minerals (non-metallics) were not made until early December, the writing of this review could not be completed in time to appear in this issue and will, therefore, appear in the February issue. However, we desire to call attention to the steadily increasing importance of this group of mineral substances. The recent book, "Industrial Minerals and Rocks," published by the Institute, lists 47 principal varieties of nonmetallic minerals to which may be added several more of lesser importance. Because of the wide variety of uses to which many of these industrial minerals are put, it is difficult to classify them into categories, but to mention a few examples which indicate the widespread industrial employment of these minerals and their products, one may cite: the use of limestone, gravel, sand, clay products, lime, cement, and gypsum in the construction industry; fluorspar, lime, salt, borax, and sulphur in the chemical industry; diamond, corundum, emery, garnet, flint, quartz sand, tripoli. and diatomite in the abrasive industry; fluorspar, limestone, and magnesite in the metallurgical industry; clay, feldspar, fluorspar, flint, chalk, and limestone in the ceramic industry; and asbestos, gypsum, mica, vermiculite, magnesia, diatomite, and rock wool in the heat, sound and elec-

The effects of the temperature of deformation and the degvee of deformation on the annealing spectrum of a Au-Ag alloy have been determined by vesistance measurements. Specimens were deformed in torsion at 4°, 78K and room temperature up to strains nd/l of about 1.0 and were isochronally annealed. Discrete annealing stages similar to those found for pure metals were observed. Stage A occurred below room temperature; the decrease in reszstance associated with this stage increased as the temperature of deformation was lowered or the strain was increased. Stage B manifested itself as an increase in resistance; this is attributed to the restoration of short-range order promoted by vacancy or vacancy aggregate migration. At temperatures above 48S0K, recrystallization or Stage C occurred. Stages A, B, and C in the annealzng curves of this alloy may be considered to correspond to Stages II, Ill, and V, respectively, in the terminology used to describe the annealing spectrum of pure metals. ThE annealing behavior after deformation below room temperature has been thoroughly investigated on pure metals, in particular gold and copper. The occurrence of several discrete stages in the annealing spectrum of these metals has been established, but the interpretation of some of these stages in terms of specific mechanisms is still controversial.' The annealing of alloys deformed below room temperature has been the subject of only a few investigations. In the investigation reported here, a Au-Ag alloy was annealed after deformation at and below room temperature. This continues a research program on the deformation and annealing behavior of Au-Ag alloys.2-8s EXPERIMENTAL PROCEDURE An alloy rod of composition 82.6 wt pct Au-17.4 pct Ag was reduced to wire, 0.0428 in. diam, by swaging and drawing. After a recrystallization treatment, the grain size was 0.031 mm, as obtained from the average linear intercept.7 The ends of wires about 6 in. long were flattened and sealed into short brass tubes with cold setting cement to form the grips of the torsion specimens. The equipment used for deformation has been described elsewhere.6 The specimens were deformed at room temperature, 78", and 4°K to various strains nd/l, where n is the number of turns, d the diameter of the specimen, and 1 its length between grips. The strain rate ?max was 0.1 min-' at the sur- face of the specimen except where noted otherwise. The specimens were annealed isochronally for 30 min at intervals of approximately 30°K from the temperature of deformation to approximately 800°K, except that after deformation at 4°K the lowest annealing temperature was 78°K. A potentiometric method was used to measure the resistance: all measurements were made at 78°K with the exception of some measurements at 4°K mentioned below. Data obtained with a single specimen yielded a complete annealing curve: in several cases duplicate specimens were used to confirm the reproducibility of the curves. Since the surfaces of the specimens were rough after deformation, their diameters could not be measured accurately. The resistance increments after deformation and annealing are therefore reported as percentages of the resistance of the same specimen measured after completion of the annealing, that is, after full recrystallization. The corresponding resistivity values can be calculated by obtaining the effective diameter of a deformed specimen from the ratio of its resistance after recrystallization to the true resistivity, which was determined with a smooth specimen of known dimensions. This method of calculation was used to obtain data shown in several of the figures. RESULTS AND DISCUSSION The isochronal annealing curves after deformation to various strains at 4", 78K, and room temperature are shown in Figs. 1, 2, and 3, respectively. The resistance increment of the as-deformed specimens as a function of strain is shown in Fig. 4. The history of mining in South Africa differs somewhat from that of other countries in the part taken by the aborigines in the development of the mineral deposits. The Spaniards in America, and the fortune-seekers of Australia and New Zealand, found large numbers of natives in these new countries, but the inhabitants did not become willing or efficient workers in the mines which the white men started. The Kaffirs of South Africa have not shown the same antipathy to labor, nor do they show any signs of dying out in the presence of the white man's civilization. They are a virile race, and so far the vices of civilization have not killed them. While it is true that the brain and skill necessary for the exploitation of the mineral resources of this sub-continent have been supplied by the white race, it is also a fact that most of the rough labor in the development of the mining industry of South Africa has been done by the Kaffirs. The Kaffir tribes differ greatly in their mental and physical capabilities. Compare, for instance, a Zulu of Natal with a Bechuana, or a Xosa of Cape Colony with some of the degenerate tribes of Central or East Africa, and you will find that they have little in common, save that their skin is black and that they do not believe in clothes. As a general rule, the tribes in the milder, healthier climates are far superior, both in mind and body, to the Kaffirs brought up in the hot malarial sections of Central Africa; and it naturally follows that the black men from the temperate zones of the country are much finer workmen than the degenerates from less favorable sections. It is universal in South Africa to speak of the Kaffirs as " boys." No matter if he is 90 years old, the Kaffir is always a a boy," and in this paper the word " boy " is synonymous with Kaffir.

Most existing impoundment ponds and dams leak effluent into the soil or rock upon which they are constructed. However, proposed environmental legislation will require very stringent control of the release of toxic effluents such as cyanide. More exacting investigation, design, and construction techniques than have been used in the past will be required to satisfy these new regulations. The types of field and laboratory investigations required to develop the data for the design of an impoundment system containing toxic effluent are discussed, together with the technical considerations necessary to design this system. Design topics include reservoir sealing with natural and man-made materials; embankment sealing; embankment design considering stability, surface hydrology, capacity, and downstream catchment basins; and special implications of cyanide effluents.

Upon nomination of the President, _the following Committee on Membership was appointed: Karl Eilers, Chairman, Arthur. S. Dwight, Lewis W. Francis, Louis D. Huntoon, Arthur L. Walker. The following resolution was then unanimously passed: WHEREAS, the integrity and life of this nation is dependent upon its ability to successfully defend itself against foreign aggression and attack, and WHEREAS, it is necessary that the nation he properly prepared to the end that our untrained patriotic volunteers he not uselessly slaughtered and our country disgraced and defeated, be it therefore RESOLVED: That the Board of Directors of the American Institute of Mining Engineers believe that compulsory universal military training should be at once instituted and that adequate, complete and immediate preparedness, should he provided. BE IT FURTHER RESOLVED: That, we believe that thorough and complete preparedness in the army, the navy and the industries of the country is vital; anything less is unsatisfactory and inefficient and may result in disaster to the nation.

Application of the Charles and Bond Laws to batch grinding can be deduced as a special case of solution of the first-order batch grinding equation. With additional limitations on the feed size distribution, this special case also gives Rosin-Rammler distributions of constant slope, with the 36.79% retained point a simple function of time. In general, the assumptions concerning the breakage parameters S and B which are necessary to get Charles' and Bond's laws, are not valid except as a crude approximation. With less restrictive assumptions, it is still possible to get approximate Rosin-Rammler distributions, but the slopes change with time of grinding, and the 36.79% retained point is a more complicated function of time. An alternative form to Charles' law is suggested, which accomplishes the same result and has the same errors, but avoids the use of energy of grinding and deals with specific rate of grinding.
