Discussion of the paper of R. J. COLONY, presented at the New York Meeting, February, 1921, and issued With MINING AND METALLURGY No. 169, January, 1921. R. J. COLONY (author's reply to discussion).-The work of Sosman and Merwin on the system lime-ferric oxide, mentioned by Mr. Rankin, was not overlooked. When studying portland cements and portland-cement clinkers petrographically, however, the lime-iron compound was difficult to correlate with the very definite dicalcium ferrite described by those investigators, which possesses such well-defined optical properties. In portland cements, the calcium ferrite (or ferrate?) is an indefinite, fuzzy, and generally amorphous, or apparently amorphous substance that is distributed interstitially with respect to the other grains, from which it was very difficult to derive any satisfactory results. For this reason, the writer, tentatively, chose to regard it as related to the aluminate, and assigned to it the composition 3CaO.Fe203, which may be incorrect, however, as Mr. Rankin suggests.

Zinc smelting is frequently termed a backward art. The term is hardly true, for great progress has been made in recent years in the design and in the thermal efficiency of the retort furnace, in the quality of retorts, in the recovery of zinc, and in the ability to treat more impure and complex ores. The fact remains, however, that the peculiar physical and chemical properties of zinc have delayed such immense advances-large smelting units, high recovery, low-unit costs, and ability to treat low-grade ores-as have been made in the metallurgy of lead and copper. In current retort-smelting practice, the ores, if carbonates, are calcined to remove carbon dioxide; or, if sulphides, are roasted to remove sulphur. The sulphur must be eliminated as completely as possible, usually to less than 1 per cent. This means that the roast must be continued for a long time at a high temperature, with resulting high cost and small capacity per furnace. The roasted ore is mixed with about 50 per cent of its weight of reducer, which may be fine coke, anthracite, or nonbituminous coal. This mixture is charged into horizontal fire-clay retorts. The retorts used in this country are about 8 inches in internal diameter by 4 feet in length and hold 50 or 60 pounds of ore. The diameter of the retort is limited by the time required for the heat to penetrate to the center of the charge; the length by the strength of the retort, which at the high temperature employed can not support the weight of the charge if the span is more than about 50 inches. The retorts are heated externally by coal, natural gas, or producer gas to a temperature of 1,200° C. or more. The zinc oxide is reduced to zinc, which is volatile at this temperature, and passes into a conical fire-clay condenser attached to one end of the retort, where it condenses to liquid zinc and is removed. Twenty-four hours are required for distillation, and because of the low heat conductivity of the retort walls and of the ore charge itself, the heat efficiency even of the most modern regenerative furnaces is only about 12 per cent. The Bureau of Mines located and examined 292 burning coal refuse banks throughout the Nation's coal-producing regions in 1968. These coal waste fires, extending over 3,200 acres, produce poisonous, acrid gases and particulate matter that pose a threat to health and safety in the surrounding areas, damage vegetation, and cause the deterioration of nearby structures and buildings. Methods of extinguishing coal refuse fires are discussed, and an approach to eliminating future occurrences of these fires is presented.

The purpose of this study was to assess the various aspects of public safety related to the thousands of abandoned or inactive underground mines found throughout Western Colorado. Review of available published mine inventories yielded data on over 8,000 abandoned underground mines. A random sample of 200 mines was then selected for field visits representative of mining activity in Colorado. Inspections of the openings at two hundred abandoned underground mines were performed recording descriptive information regarding the opening, the mine site, the surrounding area, the primary opening hazard, secondary hazards related to structures or dumps, other openings to the same mi ne, available construction materials, possible safeguard methods, and any special observations such as apparent activity, previous closure attempts, environmental constraints on construction, and access problems. Of the 200 mines visited, twenty mine openings representative of varying geologic, environ-mental, access, and mining conditions were selected for detailed low-cost safeguard application. Description of these safeguards is presented in narrative, itemized labor-materials equipment tabulations, and illustrations. Research into the regulations of mine closure and safeguards was also undertaken to determine jurisdiction of public lands. Recommendations were suggested to improve the awareness and ability to continue this program into an implementation stage.

This two volume report addresses slope stability of surface mine spoils within the Interior Coal Province. Sixteen (16) mines were visited, pertinent data and samples collected, and reported spoil instabilities back-analyzed. Laboratory test results are compared to back-analyzed material properties. Available methods of slope stability analysis are reviewed and evaluated with respect to application to mine spoil stability evaluation and prediction. Correlation and tentative relationships among spoil material properties, highwall conditions, mining equipment and procedures and empirical observations are presented. Slope stability sensitivity plots illustrate the relative significance of various input parameters on stability. Slope stability input parameters are correlated with site and mining conditions to identify the primary factors controlling spoil stability. Investigative methods, spoil stability enhancement techniques, spoil stability prediction procedures and future study areas are discussed. Appendices include a glossary of terms, annotated bibliography, details of mine visits, and detailed laboratory test procedures and results.

The objective of this program was to develop a system to extinguish coal mine fires by remote sealing of the underground passageways. The system developed had to be versatile enough to function under a wide range of operating conditions, including large variations in passageway geometry, depth of mine, water conditions, both in the mine and at the surface, and rubble in the mine passage. The system developed had to include instrumentation for the remote probing of the passageway prior to sealing, a system for sealing the mine passages, and instrumentation for remote monitoring of the quality of the seal during and after construction. These objectives were successfully achieved during this program. The remote mine sealing capability of the system was satisfactorily demonstrated in a field test conducted at the Eastern Associated Coal Corporation Federal No, 1 Mine in Grant Town, West Virginia.

In January last I published in the Engineering and Mining Journal a table giving, with a considerable degree of accuracy, the production of anthracite coal for the year 1874. At that time it mas impossible to give any correct estimate of the production of bituminous coal, for the returns I had been able to secure from such distant and scattered districts were not always forwarded punctually, and the work of .obtaining anything like a true estimate of the coal mined in districts from which I was unable to obtain official returns was both laborious and tedious. As will be seen from the detailed reports furnished herewith, I have succeeded in obtaining tolerably accurate returns of 20,093,704 tons; and upon careful revision by numerous well-informed local authorities, my first estimate of the amount of coal not officially returned to me has grown very considerably; indeed, as I get more information on the subject I find that our bituminous coal production greatly exceeds the amount we have been accustomed to hear it placed at, aggregating as it does, 26,465,704 tons. Mr. Andrew Roy, State Inspector of Mines for Ohio, has reported the production of Ohio at 4,168,445 tons, while his first estimates were but 3,820,000 tons; and similarly, in other cases, the more full the returns direct from the mines the more incorrect do I find all previous reports. I am able now to furnish, not an accurate statement, indeed, but by far the most full and reliable one that has yet been published of our coal production. The amount of labor involved in obtaining this admittedly imperfect report has been simply enormous. The Bureau of Mines established geologic factors affecting the mining of the Lower Kittanning coalbed to aid in coalbed minability studies and examined the occurrence of "wants" (places where coal is missing) and types of unstable roof rock strata. Trends established from mapping, including prediction of areas of high methane emissions, were extrapolated to unmined areas. 'Wants' in the coalbed are of two types: Erosional and depositional. Erosional features occur where north-south-trending sand-filled channels cut into the coalbed. Variations in depositional environments have caused the coalbed to "split" into several thinner units. Slickensides, commonly indicative of unstable roof, are adjacent to and on the underside of sandstone channels; they were caused by differential compaction and by soft sediment sliding along the contact between the sandstone and adjacent shale. The frequency of unstable roof also increases where the interval between the Middle and Lower Kittanning coalbed is less than 30 feet. The zones of weakness at the contacts above and below the Middle Kittanning coalbed are the controlling factors for unstable roof in these strata. Methane emissions from the coalbed are controlled primarily by depth, fracture permeability, and rank of coal. Local geologic factors are coalbed thickness, associated rock strata, structure, and proximity to outcrop.

Real gross national produce (GNP) grew at a seasonally adjusted annual rate of 2.0% in the fourth quarter (table 1). The restrained quarterly growth rate was the slowest in 2 years, and was substantially slower than the 2.5 % rate of the previous quarter. According to the U.S. Department of Commerce, the summer drought reduced the fourth-quarter growth rate by 1.1 percentage points. A growing trade deficit and a reduction in business investment were the key economic factors curtailing growth. The trade deficit widened by $6.8 billion, reflecting both a surge of imports and a slowing of exports. Business investment declined 3.7%, mainly as a result of a slowdown in computer sales. On a year-to-year basis, the economy grew at an inflation-adjusted rate of 3.8% for 1988, the fastest in 4 years, despite the drought. However, on a fourth-quarter-to-fourth-quarter basis, real growth measured 2.7%. Increased exports and business spending for plant and equipment accounted for much of the 1988 GNP growth. Employment continued to grow as the manufacturing sector added 414,000 new workers (table 2). Of these, the primary metals industry added 26,000 workers, and the clay, glass, and stone industry added 10,000. The civilian unemployment rate remained low throughout 1988, fluctuating between 5.3% and 5.4% during the last quarter.

This report describes a program to develop, design, fabricate and subject to environmental testing three prototype collection-sensing devices of an eventual mining-machine mounted automated monitor for the measurement of the respirable fraction of coal mine dust to determine both short-term as well as average mass concentrations over typical 8-hour shifts. The design of this instrument is based on collection by filtration and mass sensing by beta-radiation attenuation. The emphasis of this development program was to evolve a rugged, stable and reliable collection-detection head compatible with the environment to which An eventual monitor will be subjected. Laboratory testing of this prototype instrument was performed over a representative range of temperature, humidity, dust concentration and composition, shock and vibration. The results of this testing program indicated that the operation of the prototype version His compatible with these environmental conditions and that further development of this configuration into a field operational device is justified.

The purpose of this investigation was to assess the environmental impact of the surface mining methods currently used in the steep-sloped areas of Central Appalachia: southern West Virginia, eastern Kentucky, southwestern Virginia and northeastern Tennessee. Comparisons are made between mountaintop/cross ridge mining, contour strip, augering and an innovative method surface shortwall mining which was attempted at Julian, West Virginia. Included in this final report are a discussion and analysis of current Appalachian production, reserves, and the extent of land affected on a county- by-county basis. Additionally, the seams within the steep sloped region have been assessed according to minimal standards of thickness, surrounding lithology, and areal extent to determine their amenability to surface shortwall mining. These seams have been tabulated with their ash, sulfur, and BTU content on a county-by county basis. Only minimal statements are made concerning quantity because of the narrow set of conditions required by the shortwall method. Other sections deal with the possible technical failings of an operational surface shortwall system based on field studies at shortwall operations, discussions with people experienced with shortwalls and research into ground control problems at sites where short- and longwall operations have been monitored. A final section details proposed additional research directions which the Bureau might take in the future.

The monetary metals , gold and silver , have recently been the object of such general interest that the United States Bureau of Mines has received many inquiries regarding them . Though requests for technologic information have been numerous , they have been exceeded in number by those concerned with economic aspects of these metals . The nature of the latter communications indicates that the public is not generally aware that various Bureau publications are available which deal with the economic situation of gold and silver . For this reason , it is deemed advisable to present a brief résumé of the papers which are obtainable from the Bureau or the Superintendent of Documents , together with the text of three articles recently prepared by the Director , reprints of which are not otherwise available . The Bureau of Mines compiles figures showing mine production of gold and silver , by districts and States , and cooperates with the Bureau of the Mint in determining the total annual output in the United States as a whole . 3 It recently established an annual canvass to determine the consumption of silver in the arts and industries of the United States , and published an economic paper covering such use in 1928 and 1929 , followed by an information circular on silver consumption by industry during the 2 years subsequent . A 4-year record is thus provided for those interested in utilization of silver . The Bureau has also published summarizations of all available data upon world production since 1493 of gold and of silver . It has , furthermore , rendered available a compilation of production- data of silver mines of the world , and an analysis of it , showing the proportions of silver and other metals contained in all the ores from which silver is derived . " All of these papers are concerned solely with putting into readily usable form statistical data and other factual material ; they do not offer theories or express opinions upon controversial questions related to these metals . Three other recent papers concerned with gold and silver are presented below in order to put them in shape for distribution by the United States Bureau of Mines . Within the mining industry, the pathway from exploration, to planning, construction, operation and closure has become more complex over the last few decades. The current financial, environmental and social influences present the mining industry with unprecedented challenges and opportunities. In addition, international environmental and social reporting standards and codes are becoming increasingly robust. The reporting requirements provide an added impetus for issuers to effectively manage environmental and social impacts and risks. Reporting requirements also provide the opportunity to be transparent. The intended audience for these Environmental, Social and Governance (ESG) Guidelines for Mineral Resource and Mineral Reserve Estimation includes practitioners, industry participants at all levels of skill and experience, corporate management and board members, government agencies, academic institutions and interested parties. For practitioners, this document provides underlying key principles of environmental, social and governance practices. The ESG Guidelines provide guidance for those using environmental, social, governmental and governance information when preparing and implementing mineral exploration programs and contributing to the preparation of mineral resource and mineral reserve estimates for mineral properties that are either at the study stage (i.e., scoping / preliminary economic assessment, pre-feasibility, or feasibility studies) or in operation. The guidelines can also be used to help mineral resource and mining companies apply good practice to manage their environmental and social risks and opportunities. Companies can identify and retain appropriate professionals to prepare environmental and social materials to support company studies. The guidelines are also a resource for companies developing effective environmental and social management strategies at any project stage. This document is not intended to be prescriptive and is not intended to provide exhaustive guidance on what to consider in terms of environmental, social, legal and governmental modifying factors in the preparation of MRMR estimates. Rather, it is intended as general guidance to assist companies and practitioners in considering and applying these modifying factors for MRMR estimates. This document is also not intended to guide environmental and social impact assessment (ESIA); however, the measures needed to manage impacts help inform the constraints and costs for defining mineral resources and mineral reserves and inform the costs and schedules of mineral project studies. All documentation of MRMR estimates made by an issuer and intended to be, or reasonably likely to be, made available to the public in a jurisdiction of Canada must comply with the requirements of National Instrument 43-101 Standards of Disclosure for Mineral Projects (NI 43-101), as amended from time to time (Canadian Securities Administrators, 2016a and 2016b). Disclosure is not addressed in these ESG Guidelines. Determination of what to include in disclosures is defined in the applicable Securities’ legal frameworks. Appendix A presents a summary table showing the linkage of the principles and topics in these ESG Guidelines to the potential effects on project costs, schedules, government permits and approvals, social licence to operate and financing.

Although not immune from the problems affecting the U.S. economy generally, the mineral industry in 1991 contributed nearly $300 billion in the value of processed materials of mineral origin. Supporting this contribution, the Bureau of Mines continued the research and analytical programs highlighted in this annual review. Featured in 1991 were such relatively new programs as minewide monitoring applications in ground control and advances in processing of ceramics and composites, along with more traditional research into health, safety, and mining technology, minerals and materials science, and environmental technology. Under Bureau sponsorship, a National Minerals Policy Forum brought together some 200 executives from industry and Government concerned with minerals policy to begin a dialogue on developipng a policy statement on current minerals issues. A major feature of the forum was the keynote address by Secretary of the Interior Manuel Lujan, Jr.

Mine inspection in Alaska by the Federal mine inspector was somewhat handicapped during 1915,the inspector having to spend a large part of the summer and fall in examining the Matanuska coal field in connection with the designation of the Government reservations and the leasing units in that field. However, in addition to>this work, the mines in southeastern and southwestern Alaska were inspected by both Federal and Territorial inspectors, a considerable number of men near the Federal inspector's officeat Juneau were trained in first aid to the injured and in the use of mine rescue apparatus, the mines of the interior and of Seward Peninsula were inspected by the Territorial inspector, and a suit was brought in the name of the Territorial inspector for the nonreporting of serious accidents under the Territorial inspection law. The work of the Federal inspector was handicapped also by a lack of field assistants. This condition is likely to be serious, as preparations have been made for opening the Matanuska, Bering River, and Nenana coal fields, and a number of permits granting the free use of 10-acre tracts in other fields throughout the Territory have been issued. The need of a comprehensive inspection law and experienced engineers to safeguard the opening of coal mines by operators who are not familiar with coal mining and are using inexperienced help is obvious.

Fresh coal refuse was sampled at 21 US mines. Five of the sites were drilled, sampled and tested more extensively. Field tests included Standard Penetration tests, and in-situ density determinations. Laboratory testing included specific gravity, gradation, maximum, and minimum density tests, as well as 9-inch) drained triaxial tests, 9 and 10-inch, permeability tests, slake-durability tests, and accelerated slaking tests. Some refuse sites had significantly lower shear strengths and permeabilities in old, slaked or weathered material than in fresh refuse. Testing did not show useful correlations between strength and permeability changes and other material properties which could serve as "predictors". Testing of refuse under "accelerated slaking" conditions showed promise as a comparative tool and as a potential means of preparing artificially aged samples for evaluations of long-term behavior. The state-of-the-art in slaking research, and the implications of slaking on coal refuse disposal, and on practical methods of managing slaking, were also studied.

This Bureau of Mines report and its companion report (Information Circular 9143) have been prepared to assist in the preparation of prefeasibility type estimates for capital and operating costs of mining of various types of mineral occurrences using current technology. The handbook provides a convenient costing procedure based on the summation of the casts for the unit processes required in any particular mining or mineral processing operation. The costing handbook consists of a series of costing sections, each corresponding to a specific mining unit process. Contained within each section is the methodology to estimate either the capital or operating cost for that unit process. The unit process sections may be used to generate, in January 1984 dollars, costs through the use of either costing curves or formulae representing the prevailing technology. Coverage for surface mining includes dredging, quarrying, strip mining, and open pit mining. The underground mining includes individual development sections for drifting, raising, shaft sinking, stope development, various mining methods, underground mine haulage, general plant, and underground mine administrative cost. This system can be used for estimating cost data for an undeveloped deposit or for checking or verifying mining costs from a developed deposit, with a minimum amount of background information.
