Data released by the Commerce Department's Bureau of Economic Analysis show continued gradual change in the real GNP's rate of growth in 1984, which has eased from an annual growth rate of 10.1 percent in the first quarter lo 7.1 percent in the second quarter, and then to 2.7 percent in the third quarter. The automobile industry strike in the last half of September had only a small effect, estimated at less than a 0.1 percentage point reduction in the growth rate. Among the components that comprise the GNP, personal consumption and fixed investment grew at lower real rates in the third quarter than in the second quarter, while net exports decreased. Personal consumption expenditures increased $0.4 billion in the third quarter, compared with an increase of $20.1 billion in the second quarter. Nonresidential fixed investment increased $3.9 billion in the third quarter, compared with $9.6 billion in the second quarter. The other component of fixed investment--residential investment--increased from $60.8 billion in the second quarter to $61.2 billion in the third quarter. Real net exports of goods and services decreased $1 1.3 billion in the third quarter, compared with a $3.1 billion decrease in the second quarter. Although exports increased from an annual rate of $144.7 billion to $150.2 billion, imports increased much more, from an annual rate of $1 56.2. billion to $172.8 billion (table 1).

The real gross national product (GNP) expanded by 2.3% during the second quarter, down from the anomalous 4.4% growth rate in the previous 3 months. If the expansion continues through October, it will have lasted 5 yr and become the second longest in 40 yr.2 As in the first quarter, improvement in U.S. exports played a role in the continuing--albeit slow--growth. More than 2 yr of declines in the dollar relative to currencies of other industrial countries have contributed to a slight reduction in the trade deficit in real (volume) terms, as real net exports of goods and services rose $1.9 billion (table 1). Exports grew a strong 12.1% while imports, which had fallen the previous two quarters, rose 7.4%. Manufactured goods and petroleum products accounted for most of the second quarter import increase. The American Petroleum Institute estimates that the volume of crude oil and refined products imports in the first half of 1987 surpassed those in the same period last year by 7.5%, reflecting falling domestic production and higher than expected demand. Expenditure on durable goods--those that last at least 3 yr-by both consumers and producers also contributed to the second quarter expansion. Personal consumption of durable goods rose 9.0%, after having fallen the two previous quarters. Motor vehicle purchases accounted for most of the second quarter increase and the first quarter decrease. Sales of automobiles surged in the last quarter of 1986, as consumers rushed to capture the sales tax deduction that was eliminated on January 1. Sales fell in the first quarter of 1987, but have now moved closer to the trend line exhibited in the first three quarters of 1986. Automobiles accounted for half the 0.8% July gain in retail sales, and two-thirds of the 1.4% June gain. Producers durable equipment purchases also rose this quarter, accounting for the increase in nonresidential fixed investment.

Increased exploration in Alaska has resulted in many requests to the Bureau of Mines for facts about the mineral resources and mining conditions in the Territory. This report presents information about the minerals of Southeastern Alaska and the factors that affect development of a mining industry in that area. Southeastern Alaska is a narrow coastal strip of rugged mountains and many islands. The climate is mild, with an average annual temperature of 40° and heavy rainfall. Geologically, the region is favorable for deposition of ore; geographic-ally, it is difficult to prospect and to develop, except along areas immediately adjacent to the coastline.

IN the zeal for opening up new ore-bodies, or for. extracting the ore from attractive bodies gal ready opened up, we very often lose sight of the fact, that, after all, the operation of a mine is a business proposition, pure and simple; and for the best working-results should be treated upon a strict business basis. Of course, in every mine of consequence a record is kept of expenditures and receipts, and such glittering generalities as "gross receipts," " net receipts," " mining expenses," .and " per cent. profit," can be told to the cent; but does this . record show economy of management, either as compared with the same record of other months, or as compared to the record of other mines of the' same class ? Moreover, if such a record shows that the cost of mining is high, does it in any way en¬able the manager to put his finger on the leakage? Does it necessarily follow that a mine which makes a profit of, say, 40 per cent on 25-dollar ore, is doing less economical mining than one which saves 60 per cent on 80-dollar ore ? Of course the figures in the latter case look the more attractive, but when it comes to a point of saving everything which can be saved, and of cutting down expenses to the lowest possible cost of operation, the former mine is doubtless on the most firm and economical financial basis. But as the relative merits of the system of mining in the two cases, nothing could be decided without a basis of detailed comparison ; if one system is more economical than the other, why is it so, and wherein does the advantage lie ? This can be shown only by keeping accurately the cost of each mining operation. And no matter how dissimilar two mines may be in character and operation, yet there are a few general heads common to all mining operations. This report describes the preparation characteristics of the significant coalbeds in Harrison County, W. Va. It is one in a series of Federal Bureau of Mines reports planned to determine coals suitable for the production of metallurgical coke, either as mined or after beneficiation. Over 6.5 million tons of coal was produced in Harrison County, W. Va., in 1958, of which over 3.7 million tons was cleaned mechanically in seven preparation plants. All of the coal cleaned was from the Pittsburgh bed. It has been estimated that more than 1,816 million tons of coal remains in the county in beds 12 inches or more thick. The Pittsburgh and Redstone beds were selected by the Bureau for a study based on current production rates and estimated minable reserves. Sample locations were selected following a study of the literature, conferences with mining engineers and mining company officials in the field, and examination of the available sites. Six samples were collected from the Pittsburgh bed, and three samples came from the Redstone bed, Float-and-sink tests of the samples collected from the Pittsburgh and Redstone beds showed that neither coal could be upgraded to a metallurgical fuel under the standards set up for this study, even after intensive preparation. Finer crushing of the samples moderately increased the yields and slightly reduced both the ash and the sulfur contents in the 1.30-specific-gravity float fractions. Finer crushing slightly decreased the yields in the 1.58-specific-gravity float fractions, whereas it reduced the sulfur content 0.11 percent for the Redstone sample and 0.46 for the Pittsburgh sample.

Operator efficiency and control capability along with cost effectiveness have been the quest of mining, industrial, and mobile hydraulic engineers for years. The majority of the functions in present day fluid power systems are controlled by on/off control valves. They are inexpensive and provide easy installation and operation, but they lack the quality of fine control of load flow or what is sometimes known as "feathering the load". An alternate approach to obtaining this capability is the use of electro-hydraulic servo-valves, but their implementation into a system is complex, and they are expensive. As a result, electrohydraulic systems are still used primarily in the aerospace industry. Of late, a compromise seems to have evolved between the on/ off control systems and the servo-technology is the so-called proportional flow control valves. A proportional flow control valve meters fluid to the load in proportion to the input command from the operator. In principle, it is similar to a conventional flow control valve and is tailored to meet the control requirements from the load point of view. The hydraulic system using this valve usually works in an open-loop mode with the operator closing the loop. Incorporating load-sensing mechanisms and adoption of electrical/electronic signalling into the valve make it the "ideal valve" which designers have been looking for from a techno-economic point of view.

Up to 1914 almost all of the world's supply of potash came from Germany and Alsace. With the cessation of shipments from Germany during the World War the importance of a domestic supply was evident, During the past 15 years the United States has been working toward the establishment of a domestic potash industry which would end foreign dominance in this commodity. The Federal government has taken an active part in this program. As its share in the work, the Bureau of Mines has ascertained the potash resources in certain districts through core drilling and has engaged in a comprehensive program of research on the extraction of potash from its various minerals. Until the passage of the Winter bill (H. R. 496) by Congress in 1928 the Bureau of Mines had not been able to give any consideration to the western ores, wyomingite (leucite) and alunite. With the Passage of this bill, however, the ray was opened for the extension of the potash studies to cover these materials.

In connection with a Bureau of Mines research program on utilization of Cuban lateritic ores, a comprehensive review was made of the chemical literature on nickel and cobalt. Initially, the review had as its objective the selection, from the voluminous literature dealing with the chemistry of these two metals, of only those references to reactions that were especially pertinent, or at least closely related, to the field of extractive metallurgy. Later, the coverage was extended to include references to the techniques and plant applications of extractive metallurgical procedures for the recovery of nickel and cobalt. In this report, the period from January 1929 to July 1955 has been covered, as it seemed logical that recent literature should be of greatest value. This cutoff date was established in order that the bibiliography could be issued at an early date, inasmuch as currently much work is in progress on the lateritic ores. Later, a supplement will be prepared extending the coverage to about 1900.

Because of growing pressure from government and consumers to produce more coal, the mining industry must improve existing techniques and devise more efficient mining methods. Mining of the thicker, shallower and geologically superior coal seams in the western United States is being subjected to increasing pressure from environmentalists; and so in order to meet the demand, the coal industry is exhausting the more accessible surface seams and beginning to mine seam of over 1,000 feet in depth and less than. 30 inches in thickness. The longwall mining system is the natural choice for extracting deep and thin coal seams, as it operates almost independently of the overburden rock stress. Due to the added fact that longwall mining is an inherently more productive method than room and pillar mining, many coal producers are looking to it as a means of increasing productivity without a corresponding cost increase. The consistent rise in application of longwall mining in the United States in the last decade illustrates the excellent potential of this technique for the future. American mining conditions are geologically different from those in Europe where longwall mining has been highly developed and extremely successful. Although numerous successes have been recorded in the U.S. with this mining system, a substantial number of failures have also occurred. These failures are due primarily to roof control problems usually over the face, in the tail entry, or both. Another problem area for American operators contemplating the use of this method has been correct selection of equipment, which should be custom fitted to local mining conditions for optimum productivity. It is essential that correct estimates for chock resistances, support densities, supported and unsupported roof spans, as well as rates of advance and length of working faces be provided to optimize mining conditions. Unless extensive pilot projects are planned engineers must choose their equipment correctly at the outset. A typical investment in longwall equipment will amount to several millions of dollars.

In the last several years, the coal mining industry has made significant changes in the design of longwall mining systems to make them more productive. Some changes, such as increasing the length of the coal faces and increasing the capacity of the face conveyors, have resulted in problems with achieving sufficient motor torque to start and operate the longwall face conveyors. Other changes, such as increasing the size and/or decreasing the percent impedance of longwall power center transformers, have resulted in problems with the short-circuit currents on the transformer secondaries exceeding the interrupting ratings of the molded case circuit breakers used to protect the secondary circuits. A survey of 24 longwall mining systems in northern West Virginia was conducted to investigate both problems. The results of the survey are presented and analyzed. Several recommended solutions to the problems are presented to enable the coal mining industry to design safe and productive longwall mining systems.

This Bureau of Mines report and its companion report (Information Circular 9142) have been prepared to assist in the preparation of prefeasibility type estimates for capital and operating costs of beneficiation of various types of mineral occurrences using current technology. The handbook provides a convenient costing procedure based on the summation of the costs for the unit processes required in any particular mining or mineral processing operation. The costing handbook consists of a series of costing sections, each corresponding to a specific mineral processing unit process. Contained within each section is the methodology to estimate either the capital or operating cost for that unit process. The unit process sections may be used to generate, in January 1984 dollars, costs through the use of either costing curves or formulae representing the prevailing technology. The mineral processing handbook includes individual cost estimation sections for unit operations associated with comminution, beneficiation, solid-liquid separation, hydrometallurgy, and special applications as well as infrastructure and plant general and administrative costs. When using this system for estimating cost data for a mineral processing facility or for checking or verifying processing costs from an existing facility, a minimum amount of background information is necessary.

This report is a summary of the work performed for the Bureau of Mines to evaluate the feasibility and desirability of a movable in-pit crusher combined with conveyors to substantially reduce or eliminate truck or train haulage in large open-pit non-fuel mineral mines. The report includes an introduction and summary of previous work, an analysis of movable crusher system components, a description of the selected system, a review of possible movable crusher system applications, and finally requirements for future work to bring about the general availability of such systems. It was clear from the program that there is a real need for movable in-pit crushers.

The STATE MINERAL SUMMARIES publication provides estimated data and summaries of mineral activities at the State level for 1993. Most of the estimates are based on nine months data. Individual State summaries are published separately as State Mineral Industry Surveys and copies can be obtained from the appropriate State mineral officer. In an effort to facilitate the rapid dissemination of information and publications produced by the U.S. Bureau of Mine, an electronic document dissemination system is now available for use. Fe-26Si-9B (wt per cent) alloy has been identified as a potential high-temperature phase change material (PCM) due to its attractive properties, such as its high latent heat of fusion and low volumetric change during solid/liquid transition. For the successful utilisation of this alloy into thermal energy storage (TES) systems, the development of a cost-effective production method is essential. Presently, the Fe-26Si-9B alloy is produced by mixing FeSi alloys with either pure boron element or FeB alloys. However, the use of pure boron is financially prohibitive, and the carbothermic reduction results in high greenhouse gas emissions and high energy consumption in the production of FeB alloys. In this regard, our study proposes a silicothermic reduction method to produce Fe-26Si-9B PCM by using FeSi alloys and B2O3-based oxides. Accordingly, the influence of various parameters on the production process was investigated, including operating temperature, holding time, B2O3 content in the added oxides, and initial Slag/Metal (S/M) ratio. Based on the experimental results, the optimal parameters for producing FeSiB alloys with over 9 wt per cent boron were determined. Consequently, it was documented that the FeSi alloys and the added oxides enriched with 50– 65 wt per cent B2O3 should be subjected to temperatures ranging from 1550–1650°C, maintain an initial S/M ratio exceeding 1, and ensure a holding duration beyond 1 hr. Moreover, the energy consumption of this process was estimated to be ~1.86 MWh/t metal and the mass loss was lower than 7 per cent. Therefore, silicothermic reduction offers a sustainable approach for producing FeSiB alloys with a boron content above 9 wt per cent.

When the Organic Act of 1910 established the Bureau of Mines within the Department of the Interior, the Bureau's programs involved only health and safety research and education, and fuels testing. As the Federal Government's primary agency for research in minerals, the Bureau has expanded its scientific and technological investigations to mining, processing minerals substances, eliminating occupational health and safety hazards in the mineral industries, economic development, and resource conservation. Today, Bureau activities cover a broad spectrum of programs for meeting the diverse (and sometimes conflicting) needs of mineral industries, government, and the public. In the 1960's, the Bureau initiated programs to resolve environmental problems associated with past mining and mineral processing. In the 1970's, the energy crisis raised the national consciousness concerning our limited supplies of domestic mineral and fuel resources. Dependence on foreign sources of raw materials critical to our national economy and competition from other countries for these world supplies stimulated the need to conserve and use with intelligence the Nation's minerals, metals, and fuels.

Groundfall accidents have been the leading cause of fatalities in the underground coal mining industry for many years. Statistics from the Mine Safety and Health Administration (MSHA) indicate that approximately half of the victims of these fatal accidents were in an area where no devices had been installed to support the mine's roof. This report was prepared by the U.S. Bureau of Mines to summarize the opinions of 268 coal miners, 29 rust-line supervisors, and 30 MSHA inspectors concerning why people go under unsupported roof, and how to prevent this behavior. Interviews were conducted at six minesites.

THE statisticians had defeated Germany months before she invaded Poland. With batteries of adding machines they had proved that she was suffering from serious deficiencies in critical food- stuffs and in practically all of the raw materials necessary for the conduct of modern warfare. Their calculations showed that with respect to fats, oils, wool, cotton, hides, petroleum, iron, copper and other metals, the Reich was bound to be at a great disadvantage vis-a-vis the French and British as long as the latter could keep open the lines of sea communication. The conclusion seemed obvious-"Germany can't win." The more cautious of the commentators introduced qualifications as to the length of the war and the tightness of the British and French blockade. They also made a third qualification as to the character of the struggle- whether it was to be a war of attrition or a war of movement. But since the invasion of Norway in April, there is no longer any doubt on this score. It is a war of movement-a war in which fuel, lubricants, and metals are being consumed on a scale never before seen.
