This report summarizes the results of an investigation into the causes of coal mine roof instability caused by the environmental characteristics of the air ventilated through a mine. The field studies, which were mostly in the Illinois Coal Basin, concentrated on collecting data of surface weather conditions, mine air characteristics (relative humidity and temperature), roof material types, roof movements, and characteristics of roof deterioration. The field studies revealed seasonal changes in weather are reflected in the mine air. The intake air undergoes rapid tempering along its course as it interacts with the ambient mine conditions. There are seasonal moisture interchanges between the mine rock and air, and a mine will lose more water than it gains on a yearly basis. The field studies also established that when the roof rock is shaley, seasonal changes in the humidity will cause roof deterioration because of the detrimental action of moisture on the shale. Roof falls were inventoried and classified by geometry. In the laboratory investigations, physical tests proved unreliable for evaluating shales for roof stability. The Franklin slake test lacks the sensitivity needed to differentiate shale durability for roof stability. A relative humidity test that reveals the sensitivity of a shaley rock to moisture change was devised. Environemntal chamber studies showed that neither temperature nor barometric pressure have a direct influence on shale durability. Photoelastic studies showed that the rate and depth of moisture absorption into a shale is controlled by bedding planes, fractures, and holes interrupting the exposed surface.

Contributions made by mining have played a much more significant role in the development of civilization than is generally conceded by historians or recognized by ordinary citizens. In modern society, mined products pervade all industry and the lives of all civilized people. Early man relied largely on stone and ceramics, and eventually metals, to fashion tools and weapons. Civilization was advanced by discoveries such as abundant supplies of high-quality flint in northern France and southern England and firesetting to break rock. Middle Eastern cultures flourished not only because of agriculture and trade, but also because of mineral-rich deposits nearby. The earliest miners date back perhaps to 300,000 BC; their quest was for nonmetallic minerals (chert, flint, obsidian) suitable for utensils and eventually for weapons. Other rocks and minerals (ceramics, clay, salt, meteoric iron) attracted the miners for jewelry, cosmetics, construction materials, food seasoning, and coinage. At first, their excavations were confined to the surface, either pits or placers. But by about 40,000 BC, mine workings had been extended underground as short adits or shafts, and by 8000 BC as elaborate interconnected openings 300 ft (90 m) in depth. This paper is the second of a series of three on placer mining in the western United States. The first paper4 discusses the history of placer mining in the Western States and the production of placer gold, geology of placer deposits, location of placer claims on public lands, sampling and estimation of gold placers, and classification of placer-mining methods, together with hand-shoveling and ground-sluicing. This paper deals with hydraulicking, sluice boxes and riffles, recovery of gold and platinum from placer concentrates, treatment of amalgam, and marketing of placer gold. The discussion of sluice boxes and subsequent subjects in this paper applies to all forms of placer mining. The third paper deals with dredging and other forms of mechanical handling of placer gravels, and drift mining.

For the sixth year in a row, the value of nonfuel mineral raw materials produced in the United States set a new record, reaching almost $17 billion in 1977. Data provided by the Bureau of Mines show that the 1977 value of domestic nonfuel mineral production exceeded the 1976 value, $16.7 billion, by 2 percent. The $17 billion worth of minerals was the basis for approximately $770 bill ion worth of processed materials of mineral origin. Output of metals decreased $360 mil lion in 1977, while that of nonmetals increased $670 million. Of the 22 metals produced, output of 12 increased, and the value of 13 increased. Among the 46 nonmetallic minerals produced, the quantity of 27 increased, and the value of 34 increased.

A mathematical model was developed to assess the costs for reclamation of surface mining using the shovel overcasting operation, the front end loader operation, and a backfilling operation. A literature review was made of the present laws in Kentucky, Pennsylvania, Virginia, and West Virginia pertaining to surface mining and of the various parameters that influence the input data for a mathematical model. It was determined that the working mathematical model would have to be applied on an area to area basis, preferably on a permit by permit basis in the area where surface mining was being done. To this end, a flexible model was developed with input data obtained from the area of study. The results of the study show that the cost per ton of coal for reclamation can be estimated for various reclamation levels. Validation of the model was done for selected permits from Virginia. It was determined that the permits could easily be used for input data to the model.

Placer mining is the mining and treatment of alluvial deposits for the recovery, of their valuable minerals. The method has been used principally for mining gold, but a large proportion of the world's production of tin, platinum, and diamonds and other gem stones and minor quantities of other heavy minerals have been won in this manner. In the United States, as in the world at large, gold has been the principal mineral obtained by placer mining. Minor quantities of metals of the platinum group are recovered with the gold in some localities. Important quantities of sapphires have been produced at placer mines in Montana, and tungsten minerals have been obtained on a commercial scale from placer deposits in California and Colorado. Other heavy minerals or gem stones, however, have not been mined to any important extent by this method in the United States. The search for placer gold and the working of the deposits when found have had much to do with the early development of the West. Placer mining has been gradually overtaken and surpassed in importance by lode-gold mining, until in 1932 less than a quarter of the country's total gold production was from placers or about an eighth, excluding Alaska. In 1932 about 76 percent of the placer gold produced in the United States was recovered by dredging. Although other forms of placer mining still are important, they have been declining for many years, as the richest and most readily mined deposits of gravel along the stream courses have been exhausted. During 1931 and 1932 there was a revival of small-scale mining, but few new deposits were discovered.

This glossary is publi~hed- by the Bureau of Mines as a contribution' to the mining literature in the belief that it will fill a long-felt need. It contains about 20,000 terms; these include both technical and purely local terms related to metal mining, coal mining, quarrying, petroleum, and natural gas, and metallurgical works; names of useful, important, and common minerals and rocks; an<lgeological terms. It presents in one comprehensive volume the available standard, technical terms relating to the mining and mineral industry, as well as provincialisms that have been or are now in use in English-speaking countries. The glossary also includes many terms relating to ceramics and the clay industry, glass making, foundry practice, railway and building construction, electrical installation and power-plant equipment, and chemical terms relating to metallurgical practice. Complete lists of terms for' each of these allied industries are beyond the scope of this glossary. Paleontological terms, although closely associated with geology, are far removed from mining and metallurgical operations, and for this reason have been omitted. In a compilation of this magnitude, it is difficult, within a reasonable time to verify all definitions as to the latest usage. Much verifying was done and it is hoped that the best and latest definitions have been used. Reference to the publications cited will enable the reader to determine approximately the period when the definition was used. Definitions in use by engineers of high national or international reputation are given first preference. When definitions from different sources are the same, credit is given to the earlier author as being the original or nearest to the original source. Immediately following each term the name of the locality wherein the word is presumed to have originated or is widely used is given, where such information is available. The name of the author or source from which the definition was obtained follows the definition, and serves as a key to the publications listed. On the Manchuria. SOMEWHAT fatigued with excess of enjoyment and strenuous continuity of movement on the trip to and through California, the members and guests of the Institute party embarked Tuesday, Oct. 17, on the Pacific Mail S. S. Manchuria for a further journey to and through Japan. The good ship displayed the flag of the Institute (blue cross-hammers on a white ground), together with the Stars and Stripes and the ensign of the company. Uninterrupted fair weather and smooth water attended the passage to Honolulu. The Manchuria proved herself most commodious, comfortable and clean ("A sweeter steamship never sailed," quoth President Hunt) ; Captain Dixon and his officers were most agreeable, as well as most efficient; the passenger list comprised many congenial people besides ourselves-among them a score of missionary folk, and also Mr. M. In response to increased aluminum demand, U.S. producers have begun reactivating primary aluminum capacity which was shutdown during the 1974-1975 recession. Reynolds Metals Company started up almost 80,000 tons per year of idled capacity at Listerhill, Alabama, and Jones Mills and Arkadelphia, Arkansas plants. Howmet Aluminum Corporation and Alumax announced that the operating rate at their jointly owned facility at Frederick, Maryland was being increased from 75 percent to 100 percent, equivalent to a 44,000 ton-per-year increase in output. Kaiser Aluminum and Chemical Corp. expected to restart one of the two idled potlines at its Mead, Washington facility in May raising its production rate by 27,000 tons per year. ANTHRACITE - The anthracite market for the larger sizes continues at a good level, and although the demand for industrial sizes has been weak, the current trend indicates an increased demand for industrial fines by the steel, auto, and other industries.

As a producer of gold and platinum, Colombia is most emphatically an important country. Last year it produced 656,000 oz. of gold-twice as much as any other country in South America, in fact accounting for a third of the production of that continent. In platinum, world data for 1941 are not available, but in 1939 Colombia exported 39,000 oz., apparently ranking fourth among the world&apos;s producing countries, being exceeded only by Canada, Russia, and the Union of South Africa. Colombia was always a mining country. Centuries before the Conquest, Indians mined gold, copper, silver, salt, and emeralds. The Spaniards simply intensified mining. The Bank of the Republic states that from 1493 to 1940 52,177,427 oz. of gold was produced by Colombia, and official Chocó statistics show that about $60,000,000 worth of platinum was mined between 1908 and 1941. These figures are impressive indeed considering that only rich pockets and surface showings were mined by the ancients.

Norton Co., the world&apos;s largest producer of abrasives, is enlarging its proppant operation. Proppants are strong chemical particles used to wedge open rock formations in deep oil wells, thereby increasing the well flow rate, sometimes as much as tenfold. Norton" aluminum oxide-based proppant is rapidly displacing less durable materials. The company is building the world&apos;s largest proppant plant in Fort Smith, AR. ALUMINUM--See also REFRACTORIES The price of primary aluminum ingot was increased by several producers in July. Kaiser Aluminum & Chemical Corp., and Revere Copper & Brass Inc. increased the price of primary aluminum to 63.0 cents per pound, effective July I. Reynolds Metal s Co., Anaconda Aluminum Co., Howmet Aluminum Corp., and Marti n Marietta Aluminum Inc. increased the price of 99.5% primary aluminum ingot to 63.0 cents per pound, effective July 5, The Aluminum Company of America increased the price of aluminum ingot to 62.5 cents per pound, effective July 9. The range of prices at the end of the month was 58.5 to 63.0 cents per pound.

In 1970, the U. S. Bureau of Mines contracted with Theodore Barry and Associates, a management consulting firm, to perform a one-year industrial engineering study of working-face hazards in underground bituminous coal mines. The field data was accumulated from industrial engineering observations in fifty underground mines. Supporting data for the analysis was derived primarily from the Bureau&apos;s fatal accident reports for the years 1966 through 1970. This report, Industrial Engineering Study of Hazards Associated with Underground Coal Mine Production, consists of three main parts: 1) The Fatal Accident Reports Analysis, 2) The Industrial Engineering Analysis, and 3) Multiflow Process Charts and Standard Time Data. The Fatal Accident Reports Analysis (Volume I, Section II) is based upon individual USBM fatal accident reports for 1966-1970. These were read, coded and computerized in terms of 84 significant variables. Cross-tabulations of these variables have been used to identify major underground hazards and to quantify significant causal factors. A very strong relationship was found to exist between fatal accident occurrences and low task experience. This led to a recommendation for formalized training, certification and supervision programs for miners. Victim compliance with federal regulations, mine regulations and supervisor instructions was analyzed, indicating that supervisors provide the most crucial communication link to workers. Thus, every attempt should be made to ensure the competence of immediate supervisors in the industry. Analysis of roof fall variables revealed a fatal propensity on the part of the miners to work under unsupported roof or under support conditions that are marginal. The technical approach to the problem is to make it physically impossible for a miner to work under these conditions; the behavioral approach is to ensure adequate training and develop proper safety attitudes among the miners. The Fatal Accident Reports Analysis revealed a need for normalizing data to interpret the results more accurately.

The output or oil and gas rrom the producing fields in the United States is rapidly deelining. Coincident with this decline is a steadily increasing demand ror petroleum and its products, but at present there are no commercial substitutes ror gasoline and lubricating oil. Undoubtedly, many new fields will be discovered in this country during the next rew years. Indeed, there may be periods or temporary flush production that ror a rew months or a year or perhaps two years will afford a surplus. Such peaks are temporary and should not be given too much weight in considering the relation between petroleum supply and our national lire. In considering this problem we must regard a long period or time, and, ir we do that we shall see that domestic production will be unable to keep pace with consumption. Hence, the public good demands t~at the highest efficiency obtainable be practiced in the production or oil. To accomplish this end, the operator or to-day should so organize his rorces ror development and production that he recovers every barrel or oil that can be recovered at a profit. This necessarily involves the use or eeonomical and scientific methods or development a:nd production and the elimination or waste. The Bureau or Mines has ror years urged the conservation or petroleum and its products, and has pointed out that -such conservation should start before the oil is brought to the surface rather than arter it is in storage tanks. Losses or petroleum underground have undoubtedly been rar greater than losses in storage, in transportation, and in refining. The quantity lost usually is indeterminate, and hence difficult to express in terms or money, but by remembering that entire oil fields have been ruined by invadIng waters some idea may be gained or the importance or underground waste. The petroleum engineer is coming to be recognized as an extremely important aid in the intelligent development or oil fields. In this paper an effort is made to outline ror the engineer and producer a field or work whereby science and engineering not only can but have been applied practically. The mining engineer has been the direct- ing hand in the development of mines, and it is being recognized more and more that the petroleum engineer has a similar function in developing oil properties. Thispaper aims to show the general method of procedure in studying underground conditions in producing oil fields and how such study may not only correct but even prevent great unnecessary losses. Such work provides the company with maximum insurance for the field against loss and is accompliphed at minimum cost and minimum risk. Throughout the paper reference is made to oil wells and oil fields, but to a certain degree many of the suggestions relating to oil wells are applicable in the care and protection of gas wells and in solving gas problems.

The U.S. economy continued to expand during 1986, although at the slowest pace since 1982 when the current business expansion began. Real gross national product (GNP) grew about 2.6%, slightly below 1985 growth but significantly below that of 1984. The continuing expansion was fueled predominantly by rising personal consumption expenditures as well as growing government purchases of goods and services. Fixed investment, although positive, failed to grow at the rate of the overall economy. The trade deficit, which increased more than 30% over the record 1985 level, continued to depress economic growth despite significant declines in the price of petroleum and the value of the dollar. On a more positive note, domestic employment continued to grow--increasing over 2 million from the 1985 level--and inflation and interest rates declined. The unemployment rate dropped slightly to 7.0%. Of direct importance to the minerals-producing industries, expenditures for consumer and producer durables as well as investment in residential construction each grew faster than the overall economy, but investment in nonresidential structures fell more than 10% from the 1985 level. The low level of real capital spending declined about 3% in 1986, following strong gains in 1985 and in 1984. Capital expenditures for new plant and equipment bottomed out in the second quarter and expanded in the third and fourth quarters. The decline in the first half of the year was partially attributed to uncertainty arising from the then-proposed tax bill. Also, there was little impetus for corporations to invest in new capacity since factories were operating at less than 80% of capacity during most of the year, in part because of continued competition from imports.

Ore and concentrate are transported on, the surface at western mining districts by (1) railroads, (2) surface trams, (3) aerial trams, (4) trucks, and (5) wagons, and (6) on the backs of animals. The daily and ultimate tonnage to be moved is the principal factor governing the selection of the method of transportation. Railroads are preferred when large tonnages are to be hauled over relatively long distances. The mine-haulage system may be extended or surface trams built to the mill or shipping point if a practical track grade is possible and if the distance is relatively short. Aerial trams have a special field of usefulness for transportation over steep or excessively rough terrain.

Lead Tariff.--The full House Ways and Means Committee approved H.R. 6089 which will have the effect of reducing the tariff on unwrought lead to 3% ad valorem, with a floor duty of 1.0625 cents per pound, compared with the currently effective rate of 3.5% ad valorem. Consideration is also being given to tariff rates on imports of red lead and litharge from Mexico. A consortium of domestic producers has appealed to the Office of the Special Trade Representative (STR) requesting a return to tariff schedules which were in effect prior to the concessions made effective on January 1. Mexican producers have filed a proposal in favor of lower duties, and the matter now awaits a ruling by the STR. Ferrous Scrap Exports.--After holding public hearings and receiving public comments in May, the Department of Commerce announced that it would not institute formal monitoring of ferrous scrap exports, as requested by the Ferrous Scrap Consumers Coalition. The Department said, however, that it would follow the trend of scrap exports and prices. Ferrous scrap prices are currently low and supplies are reported to be adequate.

The domestic mineral and material industry grew in some key sectors and declined in others during 1993; overall, the industry was poised at yearend for stronger growth in 1994. Metals production is expected to increase with anticipated growth in U.S. motor vehicle sales. There also may be increased demand for industrial minerals in 1994 based on domestic highway and building construction. Additional information on events, trends, and issues in the mineral and material industry is presented below and in the commodity sections that follow. Overall Industry Performance The value of processed materials produced from minerals in the United States during 1993 is estimated to have been about $326 billion, an increase of 5% compared with that of 1992. The estimated value of U.S. raw nonfuel minerals production in 1993 was $31.6 billion, about 1 % less than in the preceding year. The value of domestic minerals production has risen in 28 of the last 33 years.

This vapor, which describes mining and milling methods and costs at the Knob Hill gold mine, is one of a series being prepared by the Bureau of Mines on gold mining and milling practices in the United States. The mining properties owned or controlled by Knob Hill Mines, Inc., are situated in the Eureka mining district on a country road 2 miles up Eureka Gulch from the town of Republic, county seat of Ferry County, Wash. The district is about 140 miles northwest of Spokane by road and 35 miles south of the international boundary line. The altitude at the mine office is 2,700 feet.

According to the annual refinery-capacity survey of the Bureau of Mines, the number of refineries in the United States showed little change in 1940, increasing from 057 the first of the year to 562 at the close. Although a number of plants were dismantled in Texas and other States, more than compensating gains were made in California, Illinois, and other States. Low gasoline prices, competition for crude-oil supplies, particularly in Illinois, and the termination of a favorable distributing arrangement for independent plants in the Los Angeles area, forced about 50 refineries to close down in 1940. The number of operating plants accordingly declined from 461 on January 1, 1940 to 420 on January 1, 1941 and the number of idle plants increased from 86 to 136 in the same period. These developments were also reflected in the capacity data, the operating capacity declining from 4,196,694 barrels daily on January 1, 1940 to 4,180,588 daily on January I, 1941 and the idle capacity rising from 431,952 barrels to 53g8381 barrels in the same period. However, the completed capacity on January 1, 1941 (4,718,969 barrels daily) was 2 percent above the previous year.

As shown in Table 9, consumption has risen steadily for the period November through April, reaching its highest level since June of 1974. Imports remained at a relatively high level in spite of decreased imports from Zaire and Belgium-Luxembourg. Award prices for cobalt sold by the General Services Administration on June 17, 1976 ranged from $5.058 to $5.41211 per pound of contained cobalt. The high bid was about $1 per pound above the current market price set by the major sales agent in the U.S. for cobalt on April 15, 1976. COPPER: Eight domestic producers on July 1 hiked refined copper prices by 4¢ to 74¢ per pound for cathode and to 74.625¢ for electrolytic wirebar. New York Commodity Exchange (COMEX) June pricing of prompt contracted copper averaged 70.6¢, with daily quotes registering between 67¢ and 72.5¢ per pound. In June, London Metal Exchange (LME) cash wirebar prices averaged 70.3¢, trading between a low of 65.5¢ and a high of 73.6¢. End of the month copper stocks totaled 108,758 short tons for the COMEX and 539,350 metric tons for the LME.
