The post-World War II expansion of the Soviet petroleum industry has established the U.S.S.R. as a major oil-producing nation and has led to Russian reentry into the international petroleum trade. The rapid growth of Soviet petroleum production will allow the U.S.S.R. to displace Venezuela as the world's second largest oil-producer in 1960 and to narrow further the gap between Soviet and U.S. crude-oil production. U.S.S.R. crude oil output was only a tenth of U.S. production in 1946, but it will be more than a third at the end of 1960 and more than half in 1965. The Soviet Seven-Year Plan (1959-65) for oil provides for substantial increases in petroleum production, refining, storage, and distribution facilities. Crude oil production and primary distillation capacity are to double, considerable storage capacity is planned, and pipelines for crude oil and petroleum products are to increase threefold. According to the Soviets, the initial phases of this plan (1959 and 1960) have been completed successfully. However, this progress has been achieved with difficulty.

INTRODUCTION The Bullmoose Coal Project is part of a major development in northeastern British Columbia which comprises a new rail line, a new townsite, powerline, highway, the upgrading of the Canadian National Railway's main line, a new coal port at Prince Rupert and two new coal mines, the Bullmoose mine and the Quintette mine. The total investment by all parties is estimated to be in excess of $2.6 billion and made up approximately as follows : [Table No. 1 $ Millions - Quintette Coal Limited 950 Teck-Bullmoose Coal Inc. 275 Canadian National Railway Company 800 6 British Columbia Railway Company Port at Prince Rupert 280 Townsite, Roads 6- Power ] The new infrastructure is intended to serve not only the Bullmoose and Quintette coal projects but also eventually a number of other coal properties in northeastern British Columbia. The Bullmoose project is structured on a joint venture basis as follows : [Table No. 2 Teck Corporation 51% Lornex Mining Corporation Ltd. 39% Nissho Iwai Coal Development 1 0% (Canada) Ltd. -- 100% ] The mine has a capacity of 2.3 million tonnes of clean coal per year. In the initial years 1.7 million tonnes will be metallurgical coal and 0.6 million tonnes thermal coal. After the first three years of operations the annual production of metallurgical coal will increase to an average of approximately 2.1 million tonnes and the production of thermal coal will decrease to an average of approximately 0.2 million tonnes. At this level of 2.3 million tonnes annual production, the Bullmoose mine has sufficient reserves for at least 26 years of production. History Brameda Resources Ltd. commenced coal exploration in the Bullmoose-Sukunka area in 1969. Teck obtained an option on the Bullmoose coal licences in 1970 and started surface exploration and diamond drilling in 1971. Teck earned a 50% interest in the property, and thereafter expenses were jointly financed by Teck and Brameda. In 1981 Brameda merged with Teck making Teck the sole owner. The initial phase of the exploration program, which was completed in 1975, included 7,200 meters of diamond drilling in 35 holes. During 1976 and 1977, detailed exploration and test work were carried out on the South Fork and West Fork areas where multiple seams close to surfaces indicated the potential for large tonnages of strippable coal. In those two years, work included road construction, detailed mapping and trenching to outline the coal seam traces at the surface, 6,300 meters of diamond drilling in 80 holes, and 300 meters of underground bulk sampling from seven adits. Washability tests and analysis work were carried out on the drill cores and adit samples, and pilot plant washability studies were undertaken. In 1978 and 1979 Teck engineers prepared open pit mining plans and production schedules and Kaiser Engineering was retained to prepare a layout of the plant preparation facility. A feasibility study prepared by Teck's engineering group in January 1982 was the base document used by the Lenders in assessing the technical and economic viability of the project. Property Location The property lies some 650 kilometers northeast of Vancouver, and 87 kilometers south by road from the village of Chetwynd. The Sukunka property (British Petroleum) adjoins to the north, the Mount Spieker property (Ranger Oil Option) adjoins to the east, and the Quintette property is located to the southeast.

Since its formation in 2004, the Task Group for the Extension of the Continental Shelf (EMEPC) has been collecting hydrographic, geological and geophysical data to support the extension of the continental shelf beyond 200 NM. In 2008, the EMEPC acquired a 6,000 m rated ROV named "Luso" and has been cooperating with several national and international institutions to increase and improve its operational capabilities to conduct research on deep-sea minerals. The Portuguese continental shelf corresponds to a broad area of the seafloor encompassing different physiographic domains: the mid-Atlantic ridge system, abyssal plains and numerous seamounts. From 2008 to the present, the mid- Atlantic ridge and seamounts have been the most visited sites with the ROV "Luso". Several hydrothermal vent sites are known to occur along the mid-Atlantic ridge to the south of the Azores archipelago and mostly within the Portuguese EEZ. Vent fields were also discovered in the extended continental shelf, namely the Rainbow and the Moytirra sites located to south and to the north of the Azores archipelago, respectively. The most studied seamounts correspond to those forming the Great Meteor chain and the Madeira- Tore rise. All these visited sites are related either with the occurrence of polymetallic sulphides or cobalt rich Fe-Mn crusts and the opportunities to further pursue their exploration will be discussed.

The Aredor mine employs conventional dragline methods to exploit alluvial diamond deposits. Production began in 1984 with the policy of mining in the terrraces during the wet season and in the river flats during the dry season. Early production failed to meet predicted grades. A major geological programme to re-evaluate existing reserves was undertaken. This resulted in considerable increases in reserves in the river flats. Many of the reserve blocks included flats on both banks of the Baoule river. Methods of access into the river flats, normally flooded in the wet season, were developed to allow mining throughout the year. River diversions have been the main method used to provide access into the reserve blocks and, most importantly, to remove the risk of flooding. Aredor has carried out six main river diversions with a total length of 12 km. The diversions allowed production planning to be made on the basis of the economic evaluation of the reserve blocks, without undue regard to natural ground conditions or to seasonal factors. The 1965 Lignite Symposium, the Louth in a series and the third sponsored by the University of North Dakota and the Bureau of Mines, was held at Bismarck, N. Dak., on April 29-30, 1963. These symposia provide a forum for those interested in the technology and utilization of solid fuels, especially lignitic coals. As part of the meeting, a 200-mile field trip was taken including; inspection of (1) the 200-megawatt, pulverized lignit-fired Leland Olds plant of Basin Electric Power Cooperative, under construction near Stanton, N. Dak.; (2) the site of the Glunharold mine of the Truax-Traer Coal Co., Division of Consolidation Coal Co., where a wheel excavator was being assembled; (3) the operating Beulah mine of Knife River Coal Mining Co., subsidiary of Montana-Dakota Utilities Co., near Beulah, N. Dak.; and (4) the 400-megawatt, hydroelectric Garrison Dam powerplant, near Garrison, N. Dak.

At the Prospectors and Developers Annual Convention (PDAC) in Toronto, Canada mining and exploration companies of all sizes were on hand to discuss the year that was and those that will be. The following is a look at some of the companies with Canadian operations that were on hand for PDAC 2009. Iamgold Corporation is a leading mid-tier gold mining company producing approximately 31 t (1 million oz) of gold from seven mines on three continents. With record revenues of $870 million ? up 28 percent when compared to 2007 ? the company is focused on growth with a target to reach 56 t (1.8 million oz) gold production by 2012. During 2008, the company acquired the Essakane project in West Africa. The project is fully permitted, under construction and will contribute more than 9.3 t (300,000 oz) of lower cost production by late 2008. Iamgold increased its reserves by 55 percent, to 385 t (12.4 million oz) and its resources in-creased by 16 percent to 821 t (26.4 million oz) in 2008. Going forward, Iamgold has three areas of focus ? West Africa, Guyana Shield and Quebec ? with seven gold operations, five advanced projects and the Niobec niobium mine included. The Rosebel Mine in Suriname is Iamgold?s fl agship property. With measured and indicated resources of 300 t (9.6 million oz), it accounts for 30 percent of Iamgold?s production. Production there was up 20 percent compared with 2007 and further production increases are expected in 2009 and 2010. Mill expansion and optimization increased throughput from 8.9 Mt/a (9.8 million st) to 10 Mt/a (11 million stpy). In West Africa, Iamgold has joint ventures at Sadiola in Mali; Tarkwa in Ghana; Yatela in Mali and Daman in Ghana. Iamgold also has 100 percent ownership of the Mupane gold mine in Botswana and the Doyon gold mine in Quebec, Canada. Also in Quebec, Iamgold has 100 per-cent ownership of the Niobec niobium mine in Quebec. Niobium is used in high strength specialty steels.

The final 26 tables of this chapter, tables 24-49, extend and expand the statistical series on production that was started in the 1963 edition of the Area Reports: International volume of the Minerals Yearbook and that was subsequently updated and expanded in the 1965 and 1967-90 editions. Mainly because of the separation of the countries that formed the U.S.S.R., the column that provided a 5-year average, was deleted. The listing order of major producers, however, continued to be, as in past years, in descending order of rank in the year of review, 1992. This group of tables now includes each of the top 19 crude minerals in 1983 in terms of value of their output plus 3 others of lesser rank. These 22 crude mineral commodities accounted for more than 98 % of the estimated value of world crude mineral production in 1983. Coal production, included in the 1983 value of production table as two separated entries, is combined in one table in this chapter. World output of five key downstream products-aluminum, steel, cement, nitrogen in ammonia, and refined oil-is included because of their significance as products.

Seven degasification wells have been completed in the Pittsburgh coalbed at the new Emerald mine near Waynesburg, Pa. Funding was provided by the Bureau of Mines to perform stimulation treatments on five of the wells, to show that this is a feasible and economical means of degasifying part of a coalbed. The seven wells ranged in depth from 590 to 910 feet. Stimulation treatments used 25,260 to 42,660 gallons of foam and 7,400 to 12,800 pounds of 20/40-mesh prop sand. Pumping rates were 10.8 to 11.6 bbl/min and treating pressures were from 1,050 to 1,600 psig. On the day following stimulation, gas production ranged from a few hundred cubic feet per day to more than 100,000 cu ft/day.

A study was carried out to determine the effects of adding CaCO3, Fe, Al and CaSi2 to the ladle, rather than to the raw materials, in order to increase the concentration of Ca, Fe and Al in the final product to meet customer specifications at Simcoa's Kemerton plant in Western Australia. LA-ICP-MS, SEM-EDXRA and ICP-AES analysis of samples and controls showed that the technique is suitable for controlling minor element concentrations. PRICE changes in competing fuels in the last three decades have reflected the changes in the consuming habits of the people of the United States. Prior to World War 11 the importance of fuel oil and fuel gas increased almost constantly while the relative importance of both bituminous and anthracite coal decreased. During this same prewar period coal prices increased to a much greater extent than oil prices. In fact, in many years, oil prices declined and in most cases are now no higher than they were back in 1925-26. During the war natural economic trends were entirely upset because of the tremendous petroleum requirements of the Army and Navy. Under these conditions many industrial plants were converted to the use of coal and the new installations in home heating and industrial plants of all kinds which might have used oil were practically eliminated. Channel sand bodies ("wants" or "cutouts") are deposits of barren, hard sediments which interrupt production and pose safety hazards when encountered in underground coal mining. To locate these costly impediments to mining in advance, from the surface of the ground, the seismic reflection method is recommended. High-resolution (high frequency) techniques for shallow seismic exploration of coal beds have been worked out and are reported here, including a field example. Newly-developed high-frequency, digital recording equipment was used, together with light-weight shot-drilling equipment and a variety of down-hole seismic impulse sources. Techniques for rapid but complete coverage of a coal prospect area with a crew of 2 to 6 men n 2 or 3 vehicles are described in detail.

This is the ninth annual tabulation of royalty information. Again this year, some of the older information has been deleted to make room for more than 30 new entries. Several articles and publications crossed the author's desk this past year that relate to mineral valuation and mineral royalty. Tom Loucks presented a paper, "The Valuation of Hard Rock Mineral Property," at the Rocky Mountain Mineral Law Foundation in Santa Fe, NM in July, 1990. His paper gives an indepth explanation of the definitions and concepts related to mineral valuation. It includes descriptions of numerous legal cases that have dealt with mineral valuation and proper reference is given for each case. Loucks works for the Denver Mining Finance Co. Gold royalties generally range from 5% to 7%, net smelter return. However, Severn Brown sent information that shows a much wider variation. Echo Bay Mines reported in its 1989 annual report royalties that range from 1.5 % to 30% for gold from various gold properties. Brown also sent a copy of an article that appeared in the Dec. 27, 1982, issue of Fortune magazine. This issue carried an article by Walter Guzzardi, Jr. "The Huge Find in Roy Ash's Backyard." The article gives the history of Newmont's leasing in Nevada on property that became the Carlin, Bootstrap and Blue Star Mines. The article states that the initial royalty was 10% that escalated to more than 16%. Another property, the site of Gold Quarry, provides an 18% royalty to the same own¬ers. The article makes interesting reading for those interested in mining history.

The object of this paper is to give to mining companies and to all others who are interested some idea of the possibilities in the treatment, by differential flotation, of lead-zinc ores of the Coeur d'Alene region and other districts. The purpose of these investiga.. tions is not to evolve a differential flotation process that would replace present methods of gravity concentration but rather one that could be applied to the relatively fine material and slime produced in the mills and treated unsuc_pessfully by gravity methods or by flotation. It is expected, of course, that the products to be obtained by differential flotation would be of much better grade than those now produced by flotation in the Coeur d'Alene mills. In view of the fact that it has been difficult to obtain representative samples of flotation feed from the mills, owing to the necessity of shipping the material wet and free from oil or other foreign matter that might be deleterious to the differential separation of the sulphides, the writers have felt justified in running flotation tests with the mill feeds in order to ascertain whether a differential separation of the sulphides could be effected. However, two different lots of flotation feed were tested for differential flotation, and the results of tests of one of these are given in this report. It is hoped that it will be possible later to test out the flotation feed for differential flotation on a large scale in some of the mills. This paper covers part of the investigations carried on by the United States Bureau of Mines in cooperation with the Idaho Bureau of Mines, the University of Idaho, and certain mining companies of the Coeur d'Alene region. Although the results of the tests included in this report are not to be considered final, they indicate possibilities and may suggest others leading to a solution of the problem of separating lead and zinc sulphides by differential flotation in the treatment of certain ores.

[Recovery of core specimens from subsurface formations and their subsequent analysis are important aids in efficient development and operation of oil and gas fields. Core specimens first were obtained mainly for the geologic information they revealed; now they are analyzed to determine many of the physical characteristics and conditions of tae subsurface formations as well. Cores recovered from the producing formations may be analyzed for porosity, permeability, oil content, "connate" water content, and other physical and chemical properties of the formation, all to the end of furnishing enough data for making reliable estimates of the quantity and availability of oil and gas within a reservoir and in devising, efficient means for their withdrawal.]

In most mineral enterprises, what is the progress, and shift in responsibilities, as the young engineer advances in the corporation? You are all familiar with the normal pattern-in mine production from level boss, to shift boss, to superintendent to manager; in milling from test engineer, to shift boss, to foreman, to superintendent and then manager; in engineering from surveying on to Chief Engineer; and all then aspire to the corporation presidency. Note the shift-from purely technical jobs, say in the first five to ten years in the profession, to administrative positions for 30 to 40 years. What is the average preparation given to mineral engineering students, who can look forward to about 30 years of administrative work? From the catalogs of 21 institutions, offering 36 curricula of four years length, in mining and/or metallurgy, requiring the equivalent of about 150 to 160 semesterhours for graduation, the following results were obtained: Average number of semester hours of economics, 3 hr. Range of requirements, 0 to 8 hr. Thirteen curricula do not require any economics. Accounting and business law, average: 1 semester hr, 26 curricula do not require business law or accounting.

The Mt Sinivit gold project is located approximately 50km SSW of Rabaul in the Baining Mountains of the Gazelle Peninsula, East New Britain Province. The deposits were discovered in mid- 1983 and form part of a larger 26km long zone of variably aurif- erous quartz veining. There are no surface indications or previ- ous records of any prospecting activity or production from the region. The Mt Sinivit deposits consist of a series of oxide and sulphide reserves and resources contained in the Wild Dog (South- ern, Central and Northern oxide zones; Northern sulphide zone) and Kavursuki veins. The proposed exploitation of the oxide reserves by a series of small-medium sized open pits has been fostered by the PNG Department of Mining & Petroleum (DMP) as part of a government policy to encourage the development of a small-medium sized mining industry in the country. The aim of this paper is to document the steps and procedures involved in obtaining the grant of a Mining Lease emphasising the time and the expenditures required during each step of the approvals process for the Mt Sinivit project.

Argentina's oil production continues in its upward trend. The year 1940 closed with an important increase over 1939; that is, 1,996,371 bbl., or 10.72 per cent. The Government oil fields (Y.P.F.) are responsible for these results, as their total output was 12,474,655 bbl., which compared with the 10,222, 533 bbl. produced in 1939 represent an increase of 2,252,122 bbl., or 22.03 per cent. Fields operated by private companies yielded 8,134,882 bbl., against 8,390,633 bbl. in 1939, a decrease of 255,751 bbl. (3.04 per cent). To the total of 20,609,538 bbl. produced in 1940 in Argentina, the Comodoro Rivadavia field contributed 14,976,222 bbl.; Plaza Huincul, 1,275,814 bbl.; the Province of Salta, 1,845,1977 bbl. and the Province of Mendoza, 2,51I,475 bbl. Strata behavior and support performance were evaluated in a longwall tailgate test area at the Eagle Nest Mine near Van, WV. The mine operates in the Eagle coalbed which ranges in height from 4 to 6 ft (1.2 to 1.8 m) on the mine property. Rugged topography results in rapid changes in overburden which ranges from 200 to 1200 ft (61 to 366 m). The immediate roof at this mine transitions from sandstone to shale. In some areas the sandstone appears to be massive while in many locations it is highly laminated, fossilized, and interspersed with coal streaks. Horizontal stress levels appear to be sufficient to create instabilities in the roof in some locations, especially where the roof is thinly laminated. Traditionally, hardwood cribs have been used at the mine to provide secondary support for longwall tailgates; Strata Products' Hercules cribs are installed on 8 ft (2.4 m) centers staggered left and right in the tailgate entry. In a 250 ft (75 m) tailgate test area, however, cable bolts were installed in lieu of cribs. The bolts were 12 ft (3.6 m) long tensionable cables anchored with 5 ft (1.5 m) of resin. Four cables were installed across the entry and rows were spaced on 6 ft (1.8 m) centers. Primary roof support was maintained in the vicinity of the test area using 42 in (1.1 m), grade 60, No. 6 (19 mm diameter) resin bolts installed on 4 ft (1.2 m) centers through T-2 channels. The cable test area was located under a stream valley in an area of relatively shallow overburden. Strata instabilities consistently had been associated with the stream valley in both the Eagle and the overlying Powellton coalbeds. In an effort to further expose the cables to the most difficult stress conditions available at the time of the test, the specific site chosen was directly beneath a barrier pillar remaining in the upper Powellton mine (approximately 150 ft (45 m) of interburden separates the two coalbeds).
