Stock piling-and by that I mean well-organized stock piling on a substantial scale-is almost as old as the hills themselves. It was back in early Biblical times, as recounted in the Book of Genesis, that Joseph was charged by Pharaoh with the responsibility of stock piling food during the seven years of plenty to guard against the seven subsequent years of famine that were revealed by the Pharaoh's dream. And this same policy of storing up food or materials to provide for future anticipated emergencies can be traced repeatedly down through the ages. So our own efforts are anything but new. Our modern concept of stock piling-the purchase and storage of strategic materials to assure supplies needed in time of some future war- stems from our experience in World War I. In 1920, the War Department was charged by Congress with the responsibility of procuring all War Department supplies and mobilizing industry in the event of another war. During the two decades that followed there were many authoritative studies made of our deficient mineral problem, all of which pointed out the urgent necessity of stock piling certain strategic materials as a reserve against future war. Paper presented at the 28th International Geological Congress held in Washington DC, July 1989 (International geochemical mapping sessions). The results suggest that meaningful geochemical maps can be produced from very low-density surveys, and that existing data sets could perhaps be incorporated into such a map series with the use of a system such as Uniras software. There are still many problems to be resolved, however, including the compatibility of data derived from different analytical methods, and the precise methods to be employed will necessarily require international agreement. Sampling densities should be chosen on the basis of the scale of the geochemical and geological features to be distinguished and will vary from region to region. Reanalysis of selected samples from archives to increase the range of elements determined or to unify analytical methods is only likely to be effective if the original survey was at quite a low density

The basic mining law of Esthonia is the law that was passed by the Parliament (Riigikogu), or State Assembly, on March 17, 1927 (effective Avril 1, 1927), superseding the Russian Mining Law Book VII of the Code) issued in 1912. References in this digest are only to articles of the Law of Merch 17, 1927. However, the law concerning all industrial enterprises (Riigi Teataja No. 28, 1920, Law No. 106) governs not only mills and refineries but also mining operations themselves (arts. 2 and 3). No access was ad to that law. Esthonia is not well supplied with minerals; its industries are primari- ly agriculture and dairy farming. Natural gas, prites, lead, zinc, iron ore, salt, and mineral waters have been found but never as yet in deposits of commer cial size. The production of oil shale is of some importance; and peat, which covers as much as 5 per cent of the total area of the country, is mined in sub- stantial quantities. Cement rock, gypsum, fire clay, and phosphate rock likewise are produced, though only on a small scale.

The Peace River iron ore deposit represents the sole source of raw material for an integrated steel industry in Alberta. The ore has proved refractory to beneficiation by a number of techniques. A selective oil-phase agglomeration technique is described. Medium-grade concentrates, analyzing 48-53% Fe and 10-14% SiO2 were obtained with recoveries of about 75% of the total iron. These results appear to represent the optimum possible for this ore body.

The hafnium-vanadium phase diagram was constructed within an estimated accuracy of ± 10° C and ± 2 wt pct composition. Alloys for investigation were melted under an atmosphere of purified helium by nonconsumable tungsten-electrode arc melting on a water-cooled copper hearth. Melting points were determined by optical pyrometer, and the remaining phase relationships were investigated by metallography, thermal analysis, and X-ray diffraction. The existence of a face-centered cubic intermetallic compound HfV2 (a = 7.38 A) was confirmed. A eutectic reaction occurred at 20 wt pct vanadium and 1,395° C to yield HfV2 and 8 solid solution. HfV2 melted incongruently by a peritectic reaction at 1,480° C, and the 3 solid solution decomposed eutectoidally at 1,165° C and 6 wt pct vanadium to yield HfV2 and a solid solution. The eutectoid, the eutectic, and the peritectic isotherms extended from 1 to 36.3 wt pct vanadium, from 8 to 36.3 wt pct vanadium, and from 26 to 89.5 wt pct vanadium, respectively. Terminal solid solubilities of hafnium in vanadium at 1,300° C and of vanadium in hafnium at 1,100° C determined to be about 3 and 1 wt pct, respectively.

"The paper describes the CDN$400 million expansion at Hudson Bay Mining and Smelting Co., Limited’s operations. The company has continuously produced copper and zinc at the Flin Flon metallurgical plant since 1930. The paper details the company’s operational turnaround since 1995 and “The 777 Project” which includes two new mines, expansion and modification of the concentrators, expansion of the zinc pressure leach plant, a new zinc electrolytic cellhouse and modifications to the copper smelter gas handling system to reduce ground level gas emissions. IntroductionHudson Bay Mining and Smelting Co., Limited (HBMS) was incorporated in 1927 to mine and process the world-class Flin Flon copper and zinc orebody. Ore concentration and metallurgical facilities were constructed in Flin Flon. The metallurgical complex capability is currently 89 000 tonnes of copper metal and 98 000 tonnes of zinc metal from both HBMS and purchased concentrates.Flin Flon, with a population of 7000, is in Manitoba and partly in the province of Saskatchewan. The location is isolated with Winnipeg 800 km to the south and Saskatoon 500 km southwest.Today, three underground mines feed the Flin Flon concentrator, one feeds the Ruttan concentrator at Leaf Rapids, 200 km to the north of Flin Flon, and Chisel North mine feeds the Snow Lake concentrator (Fig. 1).The Flin Flon volcanic massive sulphide proximal and distal orebodies are within the Flin Flon greenstone belt which stretches from the west of Flin Flon to the east of Snow Lake, a distance of 250 km. The belt is approximately 100 km wide before disappearing below the paleozoic cover to the south."

In this report, the application of the PHU/MVS program is demonstrated through the use of a simple but realistic mine ventilation program. The report details, the problem description, the input data required and the various output features of the simulator. The PSU/MVS program is written in Fortran IV for use with IBM 370/168 computers. A version of the program that can be used in CDC computers is also available. A ventilation network consisting of 531 branches, 300 nodes and 5 fans took 48 seconds for solution on The Pennsylvania State University's IBM 370/168 computer. Appendix I of this report is the User?s Manual for the program. Appendices II and III contain the input data listing, and selected output listing for; the application. Appendix IV provides tables for leakage, friction factors and shape factors.

As the level of technology applied in the electrical measurement, control, and display portions of mine hoist systems continues to advance, the issues and concerns associated with the ramifications of the application of microprocessor technology on the safety-related aspects of these systems become paramount. This report, in part tutorial, addresses several aspects of these concerns. Beginning with discussions of microprocessor-based system architectures, the report addresses some existing and anticipated uses of this technology in mine hoist systems and discusses safety related considerations associated with the areas of data derivation; control and display panels; and system reliability issues. The report concludes with electrical maintenance and inspection considerations associated with the safety assurance of microprocessor based mine hoist systems.

The use of conventional, circulatory air rotary and fluid rotary, cased and uncased drilling methods in the vicinity of sensitive infrastructure can have deleterious effects on the ground conditions surrounding and supporting structures and the structure itself. Furthermore, the use of these conventional methods offers the engineer or contractor little information about the condition of the subsurface during geotechnical applications. Conversely, sonic drilling measurements and samples can be used to evaluate actual conditions during the progress of exploration and construction across a given site. This paper will discuss the history and properties of sonic drilling and explore case histories of geotechnical applications for the advancement of boreholes within vulnerable structures and on sensitive sites for several recent infrastructure projects ? a tunnel and railroad project, a dam grout curtain project, a bridge micropile exploration project and a tunnel instrumentation project. Project summaries will discuss the advantages realized when the application of sonic drilling techniques demonstrated superior accuracy, quality control, efficiency, productivity, penetrability, waste minimization and adaptability when drilling adjacent to or within existing infrastructure. Finally, the discussion will address the current testing and application of sonic drilling to the installation of micropiles, earth retention anchors, grout injection and instrumentation installation where the quality control benefits provided by the inherent soil cores, measurement while drilling systems, accuracy and non-destructive production drilling features will be advantageous.

The integrity of unconventional shale gas well casings positioned in the abutment pillar of a longwall mine could be jeopardized by longwall-induced deformations. Under such scenarios, the surrounding fracture networks could provide pathways for gas flow into the mine creating safety concerns. To provide recommendations for developing guidelines that ensure a safe co-existence of longwall mining and unconventional shale gas production, this study evaluates the impact of parameters that could affect potential shale gas flow into the mine in the event of a casing breach using a discrete fracture network (DFN) model. These parameters are evaluated using a conceptualized DFN realization that is representative of the fractured zone in the overburden, and the range of parameter variations is within values validated with field measurements. The results show that a decrease in fracture aperture (potentially due to longwall-induced stress in the likely vicinity of the breach location) reduces the potential gas flow to the mine by a significantly higher proportion. A 50% decrease in the aperture of the fracture that directly transports the gas from the casing breach location reduces the gas flow to the mine by over 70%. Similarly, changes in the fracture water saturation level significantly affect the gas flow. In all cases, the potential gas flow to the mine is higher if the casing breach occurs at an increased gas well pressure. These findings provide critical information regarding the impact of each of the parameters associated with gas flow in the event of a shale gas casing breach near a longwall mine and could help towards the development of guidelines to ensure a safe coexistence of both industries.

This is the fifth annual tabulation of mineral royalty information. This tabulation, like the previous editions, includes all of the earlier data. There are also 60 new entries. In addition to royalty information, some entries show the cost of purchased reserves. Two articles relative to the evaluation of minerals reserves appeared in December, 1986. R.H. Paschall (In the Aggregate, ME, p 1139) wrote a good article, although it lacked specific royalty data. However, this author takes exception to two ideas in Paschall's column. Paschall contends that the royalty rate does not affect the mineral appraisal. This present author could not disagree more. Paschall also claims the location of an industrial mineral deposit is the only serious or practical caveat in comparing royalties. Comments received here from readers helped make the list of caveats that are cited each year. The readers will decide which factors influence the mineral value for their commodities of interest. Paschall's point about the relationship of the parties who are negotiating a royalty agreement is important and very well taken. The other article, written by William Vernon (Pit and Quarry, December 1986), gives a step-by-step process on how to conduct a mineral appraisal. The article cites three reasons for an appraisal: transfer rights; collateral for a loan; and taxation. A fourth reason is to establish adequate compensation for reserves lost through condemnation. This author has appeared in several court cases where compensation for loss of mineral reserves through condemnation required a mineral appraisal. Royalty rate becomes an important factor in the appraisal process, although the Pit and Quarry article refers to that part of the valuation equation as "profitability." Both articles were well written and are recommended reading for those interested in mineral valuations. The same caveats that have appeared in previous columns relative to factors that influence the value of reserves are restated. The data in the table serve as a general reference and are not intended to present an absolute scale of reserves costs. Several factors influence the value of any mineral commodity. The factors include: • location/transportation - especially significant for most industrial minerals; • market conditions both for the commodity and the company acquiring the right to mine; • quality or grade of the deposit as it reflects the amount of processing/beneficiation necessary to produce the finished product; and • legislative restrictions and conditions for mining a given material at a given site. These and other factors will significantly influence the cost of reserves. The table shows the range of royalties and the variations in the basis of computing the fees. In a few instances, it gives the cost of acquired reserves based on purchase price and quantitative estimates of the material in place. The table lists the commodity in column 1, and the subsequent columns give: • the location by state, US geographic area, or Canadian province ; • the cost - R for royalty and P for purchased cost; • the year in which the lease or purchase agreement occurred; and • comments or footnotes for more information. The cost column requires more explanation. The object of this report is to present certain pertinent data on the physical and chemical properties of South Arcot lignite and to present the results of several special tests to show how the raw lignite can be upgraded to superior fuels for certain special uses. The Bureau of Mines Branch of Coal Technology laboratories at Denver have advocated the drying and carbonization of all low-rank fuels for special uses and have introduced and developed new techniques for upgrading and refining noncoking coals. Application of these techniques to the South Arcot lignites was the object of the investigation, and this report presents significant data necessary for planning a fuel program based on utilization of dried and carbonized dusts. In general, the South Arcot lignite is similar in chemical properties to the high-moisture lignites found in the United States and has some physical properties similar to Australian brown coals. The samples submitted for test had lost moisture before delivery to the laboratory, and it has been necessary to estimate the analysis of the lignite in place in the mine. Various observations made in India by qualified technicians indicate that the bed moisture content of the entire seam is in the range of 54 to 56 percent. For estimating purposes in this report, the bed moisture content has been taken as 56 percent and the ash content of the fresh coal as 2.5 percent. At the Annual Western Meeting held at Blairmore, Alta., October 1924, the writer presented a paper drawing attention -to the advantages of portable gas-driven equipment for developing isolated mining properties. This type of equipment was at that time practically in its infancy and the details of results actually accomplished were somewhat meagre. During the last year or so a number of these plants have been installed so that it is now possible to offer more definite information regarding the actual mining progress accomplished with such plants and their cost of operation in various parts of the country. This paper has been written with the idea of reviewing the work done during the past year, and to supply data which may be of interest to those wh9 are confronted with the problem of selecting equipment for development or assessment work. Because drilling operations play such an important part in mining, one of the first problems that usually confront the prospective? mine owner is the selection of the proper com-pressed-air plant. The size and type of equipment and the method of driving it require careful consideration. The size and type of equipment is determined largely by the funds available, transportation facilities, and the speed with which the programme of development is to be carried out. The selection of the proper method of drive usually depends on local conditions, such as the relative cost of various fuels, and has an important bearing on operating costs.

An important operational and environ-mental concern associated with in situ leaching activity is the balance between solution injection and recovery. Solution balance is an important indicator of the capability of a particular in situ hydrologic design to efficiently and effectively control and distribute leach solution within the target ore zone. The Bureau of Mines is investigating the factors that affect solution balance in an unsaturated ore deposit, as part of ongoing in situ leaching hydrologic investigations at the Cyprus Casa Grande Mine. Flow conditions in 58 injection and recovery wells at the Casa Grande In Situ Leaching Test Facility were monitored daily over an 18 month period. Changes in the balance between injection and recovery occurring during this period were evaluated using analytical and statistical methods. The results permit estimation of solution distribution and the volume of solution stored in microfractures and interstitial pore spaces within the deposit following 18 months of leaching. Approximately half of the difference between well injection and well recovery can be accounted for by solution movement through macrofractures into nearby drifts. Estimates of solution storage within the ore deposit at the end of 18 months of leaching range from 3.5 to 6.9 pet. of injected solution. These results also suggest that 13 to 26 pet. of the fracture/interstitial pore space in the deposit was saturated with solution after 18 months of leaching.

The preparation characteristics of the coals of Buchanan County, Va., are described in this Bureau of Mines report. Twenty-one samples ,,,ere collected from 9 coalbeds in the county. Of these samples 13 were of metallurgical quality as received, and 8 required some upgrading to provide acceptable products. In general, the coals were of low to medium ash and sulfur content, and ranked as medium-to high-volatile bituminous. In 1963, production in the county was in excess of 13 million tons, of which 2.2 million tons were mechanically cleaned.

The steel for gas turbine compressor discs (26NiCrMoV14.5) requires some mechanical properties like strength, impact, toughness, fatigue, and creep resistance in order to be used in such application. To achieve the properties required for the gas turbine compressor discs, the material should have very low contents of sulfur, phosphorus, antimony, tin and arsenic. The level of cleanliness should also be very high and this is possible by achieving low oxygen content keeping the deoxidation elements like silicon, manganese and even the aluminum in very low percentages. The main problem in refining such steel is to adjust a sufficiently low oxygen content to have a good desulfurization and at same time a good cleanliness without using silicon, manganese or aluminum as deoxidizers. Combination of initial selection material, steelmaking process control, forging sequence and heat treatment cycles can provide uniform mechanical properties throughout the gas turbine compressor discs. Villares Metals SA as a big player on special steels with complex process has been developing this kind of material for several years. The objective of this work is to show the process technology evolution involved in the production of this kind of steel under the discussed preconditions.

INTRODUCTION The Transbay-Caltrain Downtown Extension (DTX) Project involves the construction of an approximately 1.5-mile rail line that will extend Caltrain commuter service and the future California High Speed Rail system into downtown San Francisco. The underground rail extension will be constructed by mined tunnel and cut-and-cover methods. Tunneling challenges include difficult ground conditions, low rock cover, the presence of historic buildings along the alignment, and the large tunnel span, ranging from approximately 50 to 65 feet. Three mined tunnel construction methods were evaluated: the Stacked Drift Method, the New Austrian Tunneling Method/Sequential Excavation Method (NATM/SEM), and Tunnel Boring Machines (TBM). This paper describes the challenges presented within the mined tunnel section, and summarizes the evaluation of tunneling methods that led to the selection of NATM/SEM. PROJECT OVERVIEW The existing Transbay Terminal opened in downtown San Francisco in 1939. This facility is antiquated, and does not meet current building seismic safety standards or the transportation needs of the Bay Area. For these reasons, San Francisco voters approved Proposition H in 1999, which proposed to construct a new or rebuilt regional transit center at the site of the existing terminal and extend Caltrain commuter rail ser-vice to the new transit center. The new transit center is the hub of the Transbay Transit Center (TTC) Program, which will greatly enhance regional transit service by providing connectivity for six Bay Area transit providers at one facility. A homely simile will serve to epitomise an interpretation of the rock structures and associated phenomena of the block of country under review, as it appears to the writer.Disregarding the many thousands of feet of overburden that have been eroded away during the ages, the present denuded surface and rock systems below may be pictured as a slab of some titanie ribbon cake that has suffered much damage from rough handling and exposure, yet retaining much of the original symmetry of its superimposed layers of variegated colour and texture.Lateral pressure has crumpled the cake into a series of irregular corrugations and, in parts, has caused some of the layers to crush and slide over their neighbours.Following upon this squeeze, the cake has been severed into segments and rhomboidal slabs by vertical cuts, and these portions have been severely jostled one against its neighbour, crushing the faces of contact and dragging the contiguous layers in the direction of movement.The variegated icing of the cake is represented by intercalated sills of amphibolite, pegmatite, and aplite, and the body of the cake by highly altered sedimentary rocks.The icing has been assailed by the rats of erosion with such effect that only residuals of the original structures remain. The body of the cake has suffered successive waves of igneous invasion in the order of lode pegmatite, followed by zine, iron,copper, and finally by silver-lead. These successive invaders found difficult access, along certain of the vertical cuts, to the more succulent layers of the cake, where, gorging to repletion, many were imprisoned and entombed for the future service of mankind.

Mining officials, as well as members of the Bureau of Mines staff, in their efforts to make mining safer are confronted from time to time pith complicated problems concerning solution of which there is a diversity of opinion. To reduce these differences of opinion as much as possible and to obtain a generally acceptable decision on any mine-safety question, the Director of the U.S. Bureau of Mines established the Mine Safety Board on June 1, 1924- *** to consider questions arising within any divisions of the Bureau that require a definition of tie Bureaus s collective opinion as to safety practices, safety devices, or safety methods for underground operations or open-pit mining. The approved2/decisions shall form the basis of teaching and policy for the Bureau.
