The mining ordinance of Costa Rica dates from 1830. In spite of the numerous attempts to enact a new ordinance , it has been so much amended and reamended during the hundred years of its existence either expressly or , more often , by implication , and sometimes by Executive Decrees of which the validity has been called in question - that in most cases no one but a lawyer thoroughly conversant with Costa Rican mining practice could properly advise with reference to it . The present attempt at a digest of these laws is based on the 1929 edition of Bolandi and Johanning - the only source available in Washington . Apparently this edition has no official character , and the editors themselves often made surmises although one would think that definite facts would be available in Costa Rica where it was published .

"This summary of international mineral exploration activities for the year 2016 draws upon information from industry sources, published literature, SNL Metals & Mining (SNL), an offering of S&P Global Market Intelligence (New York, NY), and specialists in the U.S. Geological Survey (USGS) National Minerals Information Center. Three types of information are reported and analyzed in this annual review of international exploration: 1) budgetary statistics expressed in U.S. dollars provided by SNL; 2) regional and site-specific exploration activities that took place in 2016 as compiled by the USGS and 3) regional events and legislation that affected exploration activities including economic, social and political conditions, which were derived from published sources and discussions with USGS and industry specialists. Commodity and regional compilations are presented in this summary. Because multiple sources were used to develop commodity and regional compilations, statistics may vary depending on the source and type of data that are being reported. The SNL data summarize budget estimates for worldwide exploration activities in 2016 for 30 nonfuel mineral commodities and metal alloys, based on company surveys. Surveys focused on precious metals (gold, platinumgroup platinumgroup metals (PGMs) and silver), base metals, (cobalt, copper, lead, molybdenum, nickel, tin and zinc), bulk commodities (bauxite, chromite, iron ore, manganese, phosphate and potash) and other commodities (aluminum, antimony, diamond, graphite, heavy-mineral sands, lithium, niobium, rare-earth elements (REEs), scandium, tantalum, tungsten, uranium, vanadium and yttrium). Information on uranium exploration activities was included in SNL’s survey for the first time in 2007. Data on lithium, niobium, phosphate, potash, REE and tungsten were compiled for the first time in 2010, and scandium, vanadium and yttrium were added in 2014 because of their increased topical significance. Since 1999, companies with exploration budgets of $100,000 and greater were included in the SNL surveys. SNL budget estimates exclude coal, and oil and gas. The 2016 SNL mining company survey compilation was reported by SNL to include an estimated 95 percent of the world’s nonfuel mineral exploration budgets. The 5 percent that was not covered was accounted for by companies that chose not to participate in the SNL survey, private companies that do not publish their budget data and government-funded exploration activities."

An improved replica technique is developed for a nondestructive study of the nucleation and growth of fatigue cracks. Three different growth stages of a fatigue crack were observed. An initial stage of high growth rate is followed by a long period of very slow growth, until finally a third period of high growth rate leads to fracture. THE metal-fatigue process is of a very complex nature. The experimental approach towards fatigue is susceptible to many minor influences which, together with the unavoidable scatter in testing results, makes the interpretation a matter of extreme care. The generally accepted fact that, in a homogeneous material, the fatigue cracks start at a free surface indicates that surface studies may contri-but in an essential way to a better understanding of the fatigue mechanisms. Indeed metallographic observations of the fatigue phenomena have been very fruitful in the last decade. The study of extrusions, intrusions, and persistent slip bands has contributed much to the present knowledge of the early processes in fatigue.' The drawback of the current metallographic techniques lies in the fact, however, that either observations of fatigue phenomena had to be made in a destructive way after an only partly executed test or a sequence of observations on the same test bar was only possible on notched specimens.2 4 In both cases an uncertainty exists as to the nucleation and growth of the fatigue crack in an unnotched test bar, where the crack can start at any place of a large area and develops in a test bar, which is macroscopically

The latest in mining technology and equipment will be show-cased this month at MINExpo International 2004. The event, billed as the world’s largest mining equipment exhibition, is set for Sept. 27-30at the Las Vegas Convention Center. MINExpo, sponsored by the National Mining Association (NMA), is held every four years in Las Vegas, NV. This year’s event is expected to attract more than 40,000 mining industry professionals and executives from around the world. And several key members of the U.S. Congress and other senior government officials are expected to attend. In addition, senior industry and government officials from Asia, Europe, Australia, Africa and South America will be on hand.

As part of an effort to establish the extent of the domestic chromium supply that could be exploited in case of adverse changes in international chromium production and trading patterns, a two-part study was conducted for the Bureau of Mines, to assess the domestic availability of critical metals in scrap containing significant amounts of chromium. This report describes the part of the study that deals with wrought stainless steels and heat-resisting alloys. Data were collected on types of scrap, sources, quantities, and ultimate disposition, leading to the conclusion that In 1917 about 62,000 tons of contained chromium was unrecycled. Unrecovered obsolete stainless steel scrap accounts for most of these uncollected chromium values. Error margins in the amount of uncollected scrap are estimated to be 10 to 20 percent.

Introduction Technological advances in mining and processing have started the domestic mining and mineral industry back on the road to competitiveness. A massive trade deficit, however, coupled with foreign competition and more government regulations threaten to slow this recovery. So say mining executives in Colorado and Minnesota. These industry decision-makers agree that their challenge is to continue the technical innovations of their industry. The journey back to profitability and competitiveness means improved products, they say, but at lower production costs. At separate gatherings in January, officials in both states said that they believe their industry is up to the challenge. Worker attitudes will have to change, they understand, and management styles will need adjusting. And, while they are willing to make the necessary adjustments, they are going to need some help. Or, at the very least, less interference from the federal government. Foreign markets, all but closed to American products, must be opened up on a reciprocal basis. The nation's $170 billion trade deficit is a priority item that can no longer be ignored. And, closer to home, federal and state environmental regulations concerning mineral production must themselves be monitored. 1987 in Colorado While Colorado's service and trade industries should have a fairly good 1987, the state's mining industry can expect another disappointing year filled with layoffs and declining profits, according to the Colorado Mining Association. Once again, foreign competition and government regulations are seen as the main reasons for the mineral industry's woes. And state mining officials see little relief until at least the 1990s. Speaking to a group of reporters at its annual press briefing in Denver, CMA officials said Colorado's overall nonfuel mineral production is expected to fluctuate between a flat and declining growth trend. Mining employment in the state is expected to fall by 400 people this year, to about 7500. In 1981, Colorado mines employed as many as 17,800 people. During the 1970s and early 1980s, the employment rate in mining in the state grew by 12% annually, according to a summary report compiled by the CMA. Last year, worldwide molybdenum production continued to exceed demand US moly producers, therefore, were forced to continue their familiar path of production cutbacks, as well as workforce reductions. And some molybdenum mines in the US closed altogether, the CMA report stated. In Colorado, Amax's Climax and Henderson molybdenum mines operated at about 50% of combined capacity. Climax employed about 200 people at the beginning of 1987, producing about 5.4 kt/d (6000 stpd) or ore. Henderson employed about 700 people, producing about 24.5 kt/d (27,000 stpd) of ore. In coal, the number of licensed coal mines in Colorado has declined from 124 in 1960 to 43 in 1986, of which only 23 were producing. Once a stable source of employment and production, the metallurgical coal industry in the state has only one surviving metallurgical coal mine, Mid-Continent's Orchard Valley mine. High production and transportation costs, weakness in the US steel industry, and a weak market position have contributed to the decline, the summary reported. This bulletin traces the growth in the belief in the explosibility of coal dust, summarizes the experiments and mine investigations that have established this belief, and gives the present status of pre- ventive measures. It has been prepared in accordance with the pro- visions of the acts of Congress authorizing investigations relating to the causes of mine explosions, and contains references to and descrip- tions of experiments made at the Federal testing station at Pittsburg, Pa. This station was inaugurated under the United States Geo- logical Survey, and was transferred to the Bureau of Mines on the establishment of the latter on July 1, 1910. Only within comparatively few years has the dry dust of bitumi- nous and lignitic coals been generally recognized as an explosive agent more insidious, threatening, and deadly to the miner than fire damp. Fire damp carries its own flag of warning-the "cap" in the safety lamp-but coal dust, though visible, does not attract attention until present in large quantities. Fire damp is of local occurrence, and except in notable and very exceptional cases is controllable by careful manipulation of ventilating currents. If by mischance a body of fire damp is ignited in a mine, the force of the explosion may be terrific, but the effect is local unless dry coal dust is present, or unless (as it very rarely happens) an explosible mixture of methane gas and air extends through large areas of the mine. In a dry mine dust accu- mulates everywhere, and the blast from the ignition and combustion of bituminous dust may traverse miles of rooms and entries and wreck structures at the entrance to the mine. The comparative potential destructiveness of gas and of bituminous dust is strikingly shown by the history of the Pennsylvania anthracite mines. These mines not infrequently have large inflows of gas, and the resulting mixtures of gas and air have sometimes been ignited, yet no such wide-sweeping explosions have taken place, despite the presence of dry anthracite dust, as have happened in excellently ventilated bituminous mines.

The method of chloride-hypochlorite leaching has the advantages of short process, low pollution and higher in reaction rate compared with the traditional leaching method. In this research, NaCl - NaClO solution is used to leaching gold from a refractory gold concentrate, and the influence of NaCl and NaClO concentration, reaction time to the leaching rate were investigated in this experiment. The raw materials and the leaching residue were characterized by a series of analysis methods such as XRD, XRF, SEM and EDS. Results indicate that the leaching rate and the desulfurization rate can be achieved at 96.26% and 98% with most optimum conditions as follows: NaCl concentration 50g/L, NaClO concentration 200g/L, Liquid-solid ratio 10:1, the best reaction time was 150 mins. And these conditions should be guaranteed pH<8.0, ORP>900mV.

Sustained elevated metal and coal prices in 2011 continued to drive mining projects across British Columbia. The province is the top producer of copper, exporter of coal and the only producer of molybdenum in Canada. The province also produces significant amounts of gold, silver, lead and zinc and more than 30 industrial minerals. The total 2011 value of solid metal production is an estimated $8.6 billion and the outlook for 2012 is positive. British Columbia is poised to bring several new mines onstream in the next few years. Construction continues at the New Afton and Mt Milligan copper-gold projects that are anticipated to be open in 2012 and 2013, respectively. The provincial Environmental Assessment Office indicates there are 26 mine proposals in process with three currently under review and 23 in the preapplication stage. The following text briefly describes 2011 metal and coal mining activities in the five regions reported on by the provinces? regional geologists (Fig. 1).

Changes in the types of materials used for the construction of recent automobile models have occasioned a review of the continued applicability of current recycling techniques. Plastics are being used increasingly in late model cars. To evaluate the changes occurring, a 1972 Mercury Montego, furnished by the Ford Motor Co., was completely dismantled and analyzed, and the composition was compared with that of a composite automobile from 15 vehicles ranging in date of manufacture from 1954 to 1965 and designated as a circa 1960 model. The composite vehicle contained about 26 pounds of plastics, while the 1972 model contained over four times that quantity. The increasing use of plastics in automobiles suggests that research to improve the economic potentiality of plastics recycling is warranted.

The thirty-fifth consecutive National Safety Competition sponsored and conducted annually by the Federal Bureau of Mines, Department of the Interior, closed with several noteworthy accomplishments to its credit. Some of them are: 1. A record low injury-frequency rate of 18.293 disabling work injuries per million man-hours equal to that established in 1957. 2. The third lowest injury-severity rate (4,335). 3. The second highest number of mines and quarries participating (672) 4. A record number of participants finishing the competitive year without a disabling work injury. 5. All recipients of Sentinels of Safety trophies free of disabling work injuries for the first time since 1952.

Beneficiation and dephosphorization of refractory oolitic hematite ore are investigated in this paper. It is shown that single magnetic separation, gravity separation or flotation is unable to recover iron effectively from the ore due to the complex mineralogy. The joint separation by spiral chute-shaking table shows a prospect for the treatment of the ore. An iron concentrate with 58.67% iron grade and 51.93% recovery is obtained by the joint separation of spiral chute and shaking table under the fineness of ?0.074mm 90% and dispersant dosage of 2kg/t for a sample ore of 37.51% Fe and 0.88% P. However, P content in the concentrate is still up to 0.52%. Dephosphorization from the concentrate is hence carried out. The final iron concentrate assaying 59.26% Fe and 0.056% P is obtained when the concentrate obtained by joint separation is leached by sulfuric acid of 1% (mass fraction) with solid percentage 10% at room temperature for 10min.

In this work, the floatability of Jordanian phosphate slime (-38 µm) was evaluated in a batch column flotation cell, 100 cm high and 5 cm inner diameter. Flotation was conducted using sodium oleate as a collector and methyl isobutyl carbinol (MIBC) as frother. Rougher flotation yielded concentrate assaying 29.19% P2O5 with 90.29% recovery at the following flotation parameters: 2.6 cm/s superficial gas velocity, 20 ppm frother dosage, 0.205 mM collector concentration and 40% weight solids. It was also found that conditioning with the same collector dosage but with a different solids weight percent gave different flotation results. However, pulp collector concentration was the key operating parameter; increasing collector dosage at the same solids weight percent decreased flotation recovery by 3%, while increasing solids weight percent at the same collector dosage increased phosphate recovery by 18%.

Land rehabilitation at Golden Cross is reviewed, 8 years after mine closure in 1997/98, from the perspectives of a Peer Reviewer (land rehabilitation) and a Regional Council Officer (Resource Consents compliance). Land rehabilitation items we discuss include: management of restored pastures, native plantings (on-site riparian and block plantings and off-site environmental riparian enhancement plantings), wetlands (on-site tailings lake and sediment ponds littoral zone plantings, and basement of the open pit; and off-site wetlands enhancement plantings), pine plantations on-site and on surrounding land, stabilization of the Tailings Lake Embankment (landslide) and Open Pit capping, capping of acid-mine-rock, stability of discharge channels, buildings and amenities, public access for recreation, educational uses, and future management of the site. Pest control has helped to conserve the rare and endangered HochstetterÆs (Leiopelma hochstetteri) and ArcheyÆs (L. archeyi) frogs, and a regionally significant stand of rare swamp maire (Syzygium maire) has been conserved and fenced.

In open pit blasting, energy is released and transmitted through the geology. Negative effects can impact operations and can affect mine production. This paper presents recommendations for blast design to prevent damage due to ground motion from blasting on adjacent concrete structures of underground operations. It includes a case study describing a problem regarding an open pit mine expansion and asks whether production blasting will damage concrete shaft structures due to blast stress waves and blast-induced ground motion.

In modern mining, the core of mine planning and design is the block model, a simplified representation wherein the ore deposit is divided in a number of virtual rock cubes, each characterized by technical and economics parameters. Mining engineers use this model to design the mine and develop production schedules. Traditionally, sustainability issues are not considered in the mine design, planning and engineering processes but rather are incorporated in the later stages of the feasibility evaluation as necessary expenditures and operating costs. This paper describes the results of a research project aiming to develop a methodology to incorporate sustainability parameters directly into the block model, so that they become an integral part of the design, planning and scheduling processes. It is considered that the incorporation of sustainable parameters into the block model would yield a more responsible mine design and improve mining projects sustainability performance

Schytill and Geldart diagrams were developed for the TiO2-C-Cl2 system at 1 073 and 1 273 K, so as to define the hypothetical relations between particle sizes and chlorine velocity for simultaneous fluidisation of mixtures of anatase concentrate and charcoal for carbochlorination. It was concluded that the operating limits on chlorine gas velocity will be controlled by the behaviour of the reducing agent, mainly because of its lower density. An increase in temperature from 1 073 to 1 273 K will have only a small influence on the fluid-dynamic behaviour of the mixture. For bubble fluidisation, the maximum sizes 0.413-0.478 mm for anatase and 0.529-0.611 mm for charcoal will be adequate. When the particle size distribution is large, fluidisation will be feasible only if conducted in two stages, otherwise the residence time of the small particles in the reactor will be very short. New diagrams will be needed for the gaseous chlorides in the second stage
