"INTRODUCTION The Bureau of Mines began a study of various methods for producing magnesium metal from magnesite ores in 1936 at Pullman, Wash., with the cooperation of Washington State College. This work included a study of the basic principles involved in the reduction of magnesium oxide by carbon, which soon led to the development of a continuous process. In May 1939, a small pilot plant was operated, which included a small single-phase arc furnace with a hydraulic feed mechanism and an oil-spray device for shock cooling the metal vapor. 5/Subsequently, the Ford Motor. Co., Dearborn, Michigan, began a study of this process on a larger scale. A pilot plant with a nominal capacity of 10 pounds of magnesium metal per hour was constructed and operated intermittently. A larger unit with a nominal capacity of 100 pounds of magnesium per hour was partly constructed when war activities prevented experimental work.In the meantime, the process was greatly improved through continued investigation by the Bureau of Mines at Pullman, and these improvements were successfully tested by continuous operation in a small pilot plant having a normal capacity of 4 pounds an hour."

This program was initiated by USBM to quantify the respirable dust problem caused by the use .of roadheaders in underground metal/nonmetal mines with special emphasis on this problem in uranium mines. The contract called for the development of methods or equipment to alleviate the respirable dust and to implement the solution in a mine. Attempts to quantify the dust problem were made in the following way: survey of MSHA records, survey of state mine enforcement agencies, survey of mine records, dust measurements taken at two mines using roadheaders. The results of this study are not conclusive due to very limited and sometimes less than useful data; however, the study does indicate that a serious dust problem could and may exist. If and when roadheader use becomes more popular, it is almost certain that development of dust control procedures and equipment will be necessary. This contract was concluded without developing this equipment since only one roadheader is currently in use in an American uranium mine and the mine prefers not to participate in the program at this time. This report discusses the available data concerning respirable dust problems and presents a solution which can potentially help to solve the problem. The solution requires the use of blowing ventilation, on-board dust extraction at the source, and filtration, as well as continued use of water sprays. The on-site tuning of such a system is necessary to demonstrate the degree of improvement possible.

INTRODUCTION During the nineteenth century, the federal mining law was enacted with the objective of promoting the development of the western United States by providing unrestricted access to vast areas of federal land for mineral exploration. Prior to the advent of comprehensive federal, state and local land use plans, there was little, if any, regulation or restriction of mineral exploration activities. Today, the laissez-faire policies of the past that encouraged mineral exploration have gradually given way to the public's legitimate concerns regarding environmental protection, multiple use and planned land development. As a result, the contemporary prospector confronts a maze of statutes, ordinances and regulations with which he must comply to obtain the requisite approvals and permits before commencing mineral exploration on federal, state or private lands. This presentation will provide a broad overview of the exploration permitting process. The first section of this paper recommends certain general management practices to follow when attempting to obtain exploration permits. The second section presents two hypothetical cases, one involving a drilling program on private property in California and the other involving a drilling program and the removal of a bulk sample for metallurgical tests from federal land in Nevada. The cases are used to discuss jurisdictional issues and application of certain federal, state and county laws and regulations that pertain to mineral exploration. The final section contains a brief analysis of three important recent United States Supreme Court decisions. These decisions address the scope of the federal pre-emption doctrine as it applies to activities conducted on unpatented mining claims and the constitutional limits of permissible state and local land use and zoning regulations. PERMITTING PRACTICES The environmental impacts associated with mineral exploration generally result from the construction of drill sites, roads or trenches. Consequently, after the regulatory authority has considered the issues of permissible land use, the primary emphasis of the permitting process is to address problems related to pre-construction site identification and clearance, and post-construction site reclamation. State ownership of minerals results in domestic legislation regulating mining operations. The mining industry today is dominated by a number of transnational companies, each subject to internal and external pressures for a more responsible approach to resource management. Thirty to 40 major companies are responsible for the bulk of the worldÆs mineral production with the balance coming from state-owned, second tier and junior companies and from artisanal miners.Mining companies operating within competitive commercial environments formerly focussed on mineral production. Companies worked to standards and expectations then current which largely failed to recognise the impact of mining activities on community interests. The mining industry acquired a reputation for arrogance, and for placing profitability ahead of issues considered equally or more important by local communities. Current perceptions continue to reflect disquiet about industry attitudes towards traditional land-owners and access to their lands, to environmental contamination, handling and storage of waste materials, utilisation of water and electricity, and to rehabilitation of worked out areas. Major international mining companies concerned at continuing criticism sponsored a series of initiatives with the objective of providing guidance on working harmoniously within the community. Industry commissioned studies, performed through the agency of disinterested parties, resulted in May 2002, in a Declaration being issued at an International Conference in Toronto. The Declaration was based on, but did not reflect all of the recommendations of the MMSD Report, æBreaking New GroundÆ.This paper considers whether benefits would result from the negotiation of a legally binding and enforceable international protocol encompassing the objectives of the MMSD report or the Toronto Declaration. It attempts to identify the problems associated with implementing and enforcing international mining law, should it be introduced. Aspects of mining operations having cover under customary international law are reviewed, as are rights, obligations and remedies for breaches of national mining law. Conclusions are drawn based on established procedures relating to implementing international agreements. The continuing ability of mining companies to operate within communities will result from each satisfying the communityÆs expectations rather than by complying with largely unenforceable legislation.

"SynopsisGoing beyond transformation claims contained in employment equity scorecards and industry compliance reports, this article provides qualitative insight into the initiatives employed and challenges experienced by mining companies in a quest to transform the mining industry. Perceptions expressed during in-depth interviews with 10 senior executives showed that the assumption that mining companies are reluctant to transform is erroneous. Results from this study suggest buy-in and commitment to transformation. This article describes specific initiatives undertaken by mining companies to transform. The most notable initiatives include staff recruitment efforts to appoint historically disadvantaged South Africans (HDSAs), staff development initiatives, as well as community development. The findings furthermore contextualize the challenges experienced by industry participants in their quest to transform. Despite accusations that industry participants are not taking responsibility for the implementation of the transformation agenda, government needs to recognize that they too have a role to play and need to appreciate and assist in the current challenges experienced by the industry.IntroductionWe need a mining sector that works. Mining employs over half a million people. It is the biggest earner of foreign exchange in our country. It also contributes about 20 billion rand directly to tax revenue. Mining also makes a far larger contribution as a buyer of goods and services, and a supplier of inputs to other sectors of our economy and other economies around the globe’ said President Jacob Zuma during the 2014 State of the Nation Address (Zuma, 2014). However, despite apparent commitment from government, enforced compliance with social and labour plans, regulations and Mining Charter targets, the South African mining industry is slow to gain local and international investor trust (Deloitte & Touche, 2013; Mashego, 2013).Industry players acknowledge that their context has changed – creating various challenges (Davis, 2014). In the past few years, such challenges included subdued commodity prices, increased working costs, constrained infrastructure, and high labour costs, coupled with poor levels of productivity, strained labour-management relations, an uncertain regulatory environment, and the inevitable maturation of the industry (Deloitte & Touche, 2013; Davenport, 2014). Mining affected communities also became more cognisant of their rights, and politicians more vocal in their expectations from their relationships with the mining giants (Davis, 2014). One of the main issues that contributed to the difficult operating conditions was claims from organized labour and Minister Shabangu that this industry is too slow to transform. Specific claims were made in terms of employment equity, fair salaries and wages for mineworkers, housing and living conditions, health and safety issues, and general working conditions (Limpitlaw et al., 2005; Miningmx, 2013; Shabangu, 2010). These claims were followed by what Gill Marcus, Reserve Bank Governor, explained as ‘unprotected strike action [that] has escalated into an uncontrolled, violent and unlawful landscape, led by a mob mentality in the absence of formal and recognised leaders’ (Mavuso,2013)."

In the green backfilling mining of underground coal mines, gangue in a coal seam is used to replace and fill goafs. However, the gas drainage time changes in the amount of gangue output and order in the extraction sequence of stope blocks, thereby changing the production output. A multi-objective integer programming model was proposed to solve this based on an improved non-dominated sorting genetic algorithm. The results show a feasible gangue filling rate can be found and the extraction sequence for a long-term planning time is optimized. It increases the planned annual output by 26% and reduces equipment idle time.

A series of coal- mine catastrophes in the latter part of the first decade of this century focused public attention on the need for safety in mines and resulted in the establishment of the Federal Bureau of Mines , whose primary function was to promote safety and improve hygienic conditions of workers in the mineral and related industries . These activities are carried out by the Safety Division of the Bureau's Health and Safety Service . In general , the work performed by the Safety Division personnel may be classified as educational and investigative . Instruction is given in accident prevention for mine officials and miners ; first aid to the injured ; the use and care of oxygen breathing apparatus ; and advanced mine rescue and recovery operations . A specialized safety course is offered to the petroleum and gas industries . Division personnel also aids in or directs rescue and recovery work after mine fires and explosions ; assists at first - aid and mine rescue contests ; conducts safety exhibits and demonstrations ; and presents safety talks , often accompanied by sound safety motion pictures or latern slides , before employee and official groups , at meetings of Holmes safety chapters , at mining institutes , and at other safety or technical gatherings . Coal - mine fires and explosions are investigated , as well as quarry or metalmine explosions and fires , miscellaneous accidents , health and safety hazards , and safety conditions at mines and plants ; safety devices are investigated and developed . Field studies cover ventilation , methods of allaying suspended coal - dust particles , prevention of dust accumulations , the proper use of rock dust to prevent or limit explosions , explosives practices , and the care and use of underground equipment . The results of these studies and investigations are widely applied in the various training courses and are prepared as reports and recommendations , which are submitted to interested persons or are combined and distributed to the public as bulletins , technical papers , miners ' circulars , information circulars , and reports of investigations . These studies also afford a basis for the development of new or modification of old Safety Decisions of the Mine Safety Board of the Bureau of Mines . The following pages review the accomplishments of the division as regards safety during 1942,2/ with like information for a series of recent years and summaries to date . A striking feature of the division's work has been the safety education of more than 1-1/2 million persons who have taken first -aid and mine rescue training courses . That these efforts over a period of 3 decades have been successful is revealed by the decline in coal - mine fatality rates and a somewhat smaller decrease in metal - mining and quarrying fatality rates .

The effects of solutes on the distribution of two-dimensional configurations of grains in zone-refined tin have been studied. When solutes with partition coefficients (ko) greater than unity are added, three-sided pains become more prevalent and the growth law changes. It is shown by electron-Probe micro-analysis that a solute buildup occurs ahead of a moving grain boundary when ko > 1. It has been found recently1, 2 that solutes with partition coefficients greater than unity have a larger retarding effect on grain growth than solutes with k, less than unity. ko is defined as the ratio of the concentration of solute in the solid to the concentration of solute in the liquid with which the solid is in equilibrium. Niessen and winegard2 have suggested that this effect is probably due to the complex shape changes which occur during the process of grain growth and that no theory based on single boundary motion3-5 can explain the results. They suggested that the dissociation of the unstable fourfold junction was delayed in alloys where ko was greater than 1 because the boundaries at the junction had to move into a region of high solute concentration. If indeed this mechanism were correct, it was felt that not only would the dissociation of fourfold junctions be affected by the solute buildup ahead of the boundaries, but the collapse of three-sided grains would be impaired. These combined effects would naturally lead to a modification in the distribution of the number of sides per grain seen on a two-dimensional section. The present investigation was undertaken to test these hypotheses by examining the grain-growth process in detail. EXPERIMENTS The Distribution of Grain Configurations in Zone-Refined Tin as Seen on a Two-Dimensional Section. Following the method of Bolling and Winegard,6 zone-refined tin was cast into button-shaped specimens and, subsequently, plastically deformed under a drop hammer at room temperature. The resulting flat coin-shaped samples were annealed at 200°C, some for 50 sec and others for 100 sec. The specimens were then examined to determine the distribution of the number of sides per grain, i.e., the num- ber of crystals adjacent to any particular grain in the section. For simplicity, the grains were classified as three-sided, four-sided, and so forth; this concept is schematically illustrated in Fig. 1. As indicated by smith,' it was necessary to examine every grain within an enclosed area to obtain a proper distribution of the relative frequency of each type. The objectives of the business case are to examine a proposed metallurgical project and answer fundamental questions about project feasibility, risks, opportunities, and value. A business case fulfills these basic functions: estimates economic value; helps to understand competitiveness; serves as a risk management tool; and serves as a communication tool. A business case evolves with the project life cycle, and supports the gate reviews at the end of each phase of engineering, through to project construction and operations. A business case must be holistic, including all elements of scope that can impinge on project risk and value.

The application of statistical analysis software programs has proven useful for the investigation of rockfall runout distance along a designed slope. Rockfall modeling programs are continually being upgraded with more sophisticated analysis tools, such as the use of the rigid body versus lump mass models. Engineers at mine sites utilizing the software may have varied experience related to these models, their associated input parameters, and how to interpret the generated results. To address this concern, researchers at the Spokane Mining Research Division (SMRD) of the US National Institute for Occupational Safety and Health (NIOSH) investigated the influence of slope height, slope angle, slope material, and rock size for both rigid body and lump mass models in a 2-D statistical analysis program. Based on a literature search and industry input, specific ranges common to that of an open pit mining environment were chosen for each of the input parameters to determine 90% rock runout distance as well as their sensitivity to change. Data collected from this numerical analysis and simulation will be compared to empirical rockfall data gathered through the duration of the Highwall Safety project conducted by NIOSH from 2022–2026.

A decanter centrifuge of novel design was developed for the dewatering of fine-solids slurries having micron-range particles that form paste-like, flowable, hard-to-dewater cakes. The design combines a compound beach with a cake-flow control structure that allows expressed liquid from the cake in the dry beach region to be returned back to the liquid pool while maintaining high solids throughput. In order to provide optimal performance with various operating parameters (feed rate, centrifugal gravity, pool, differential speed, concentration of feed solids, and different slurry types), the cake-flow control is adjustable. The second part of the beach is preferably at zero angle. Tests showed that the new design allows increases in both solids dryness and solids throughput.

Ensuring that diesel particulate matter (DPM) levels in underground metal and non-metal mines are maintained below statutory limits is an essential requirement of mine ventilation systems. However, despite the cost of providing ventilation, air ventilation rates are usually based upon models, assumptions, or measurements integrated over long durations rather than actual need. Real-time measurement of DPM, interpreted in terms of mine activity schedules, can offer better ventilation management to keep DPM within regulated levels while controlling costs. This work presents data from three demonstration sites with in-mine applications of an environmental particulate sensor that measured black carbon (BC) as a surrogate for DPM.Aethalometers are a class of environmental monitors that measure the light absorbance of aerosol particles at several optical wavelengths. A model AE33 Aethalometer was operated in three separate mines for periods of two weeks, three months, and seven-plus months, and the data was reported in real time as a concentration of BC. Concentration of aromatic organic compounds, which can indicate other forms of combustion, was also reported. The data was used to:- measure the relative efficiency of a new scale-model DPM air scrubber- determine if ventilation could be reduced in a shotcrete loading facility without compromising air quality- evaluate diurnal and weekly DPM levels in a large-entry stone mine. Instrument data were displayed locally and stored for later downloading in all cases. In one mine, the instrument was connected to a local controller, and in another it was connected to the mine’s underground network so that DPM data was presented in real time to a display in the mine ventilation engineering office on the surface.The results showed that the air scrubber removes from 82 per cent to 95 per cent of the DPM; that DPM produced during shotcrete loading is only a minor part of overall DPM levels; and that wide variations in DPM levels exist in the limestone operation. The DPM monitor operated continuously for extended periods in these underground environments. The only maintenance required was the routine replacement of filter tape, typically on a two-week schedule. A sample diluter, which is currently being tested, could extend the intervals between filter changes. "INTRODUCTION AND SUMMARYOverall red-ore reserves in the Birmingham, Ala., area were estimated in 1910 by E. F. Burchard 4/. Since then mining has progressed into areas classed by Burchard as ""unavailable for exploitation"" under conditions existing at that time. This is understandable when it is considered that red iron ore was valued at $1.19 a gross ton at the mine in Birmingham in 19102/ and by 1948 had risen 300 percent; 6/ that skips had replaced cars in slope haulage; that mechanical loading and rubber-tired haulage had replaced hand loading and mule or locomotive haulage; and that other more efficient mining methods had been introduced. Intensive study during the intervening 40 years has been given to ways and means for upgrading the low-grade ores in the area and combining or blending them with raw red and brown ores for improved blast-furnace feed.It is reasonable to expect that future progress in mining efficiency and increased knowledge of the beneficiation characteristics of marginal ores will permit extraction of red-iron minerals now considered uneconomic.The Bureau of Mines has undertaken to restudy iron-ore reserves of the Birmingham area to determine what tonnage and grades of mineral are present; what is necessary to make them amenable to mining; what further advancement is possible in beneficia¬tion methods; and where increased production may be obtained in the area if and when required. This study has been underway for the past 2 years, but research into the beneficiation of marginal ores has been in progress at the Southern Experiment Station for the past 30 years. Many results of that research have been adopted in commercial practice in the area. Other results have not been published but are pre¬sented here in condensed form as an important factor in assessing marginal deposits with respect to their importance as ore reserves.An interim discussion of the salient features of past history and progress, as well as the data developed during the years of research in beneficiation at this station and the present field investigation, will make for a better understanding of the present position as well as be useful in evaluating future potentialities. Discussion in this paper is confined to the main Birmingham Basin area, which contains the largest concentration of hematite ores in the district."

"Several plant studies have been conducted at the Zinifex Century Mine over the past 5 years. For each of the plant studies, surveys of the zinc primary circuit were conducted, characterisation measurements for each operating cell taken, and the floatability components of the ore mapped to develop a model of the circuit. The floatability components and machine parameters were then used to simulate changes in circuit configuration and operating conditions, enabling further potential improvements in circuit performance to be identified.This paper reviews the current flotation practice at the mine, as well as various circuit changes and developments implemented by site. The application of the methodology and the evolution of the standard procedure are also discussed.INTRODUCTIONBase metals were first discovered in the Lawn Hill region of Queensland’s North West in 1869 and the first mining lease in this area was pegged in 1887 over what is now known as the Silver King vein deposit. The area encompassing these veins, which includes the Century deposit, was proclaimed the Burketown Mining Field in 1899. Exploration titles were granted to CRA in 1987, precisely 100 years after the initial discovery at Silver King, hence the name ‘Century’.Century was commissioned by Pasminco in late 1999, with the mine becoming fully operational on 1 March 2000 and the official opening taking place in April. Pasminco had bought the Century and Dugald River deposits from CRA in 1997 for A$345 million, and invested some A$710 million in bringing Century into production. Today, Century is the world’s second-largest zinc mine in terms of its output, having reached full capacity in 2003.The Zinifex Century Limited (“ZCL”) lead-zinc-silver deposit is located approximately 250 kms north-north west of Mt Isa in north-western Queensland. The deposit is a large flat-lying ore body covering an area of some 1.2 by 1.4 km, the 45 m-thick stratabound sulphide orebody is hosted within an 850 m-thick sequence of Proterozoic siltstone, shales and sandstone, amenable to open-cut mining methods. The mine has ramped up to full production delivering five and a half million tonnes of ore per annum, yielding approximately 900,000 tonnes of zinc concentrate and 90,000 tonnes of lead concentrate. Mine life is expected to be about 8 years"

Series of carbon compounds as anode materials were prepared for super lithium ion capacitor using graphite and active carbon (AC) as raw materials. Their electrochemical properties were investigated by constant current charge-discharge test. The results showed that the compound anode had good capacitive performance as well as Li-ion battery performance. The potential of the capacitor could be as high as 3.5V vs Li/Li+ when compared with 2.5V vs Li/Li+ in the AC-AC capacitor, accordingly, the energy density increased from 21.7Wh/kg to 40.3Wh/kg. The compound anode also had excellent rate performance that as the current density increasing from 0.1A/g to 1A/g,the capacitance decreased only 1.3F/g, and good cycle performance that the capacitance holding remained 96.7% after 10 times cycles even at the highest potential of 3.5 V vs Li/Li+.
