This report presents the results of a study for the Bureau of Mines to compare loan terms for non-fuel mineral projects in developing countries, from various International Financial Institutions (IFIs), and from private sector commercial sources. The study compares IFI and commercial loan terms for seven mineral projects in developing countries. The International Financial Institutions represented are: ? International Bank for Reconstruction and Development (World Bank) ? International Finance Corporation (IFC) ? Inter-American Development Bank (IDB) ? Asian Development Bank (ADB) ? International Monetary Fund (IMF) In addition, the costs of financing for these mineral projects were compared with the costs of long-term debt to the five largest U.S. mineral producers.

Every man-hour of work performed in and about the coal mines of the United States had a 2-percent heavier death load from accidents in 1938 than in 1937. This is an unorthodox way of stating that the death rate per million man-hours of exposure or employment was 2 percent higher in 1938 than in 1937, increasing from 1.74 to 1.78. Thus the average miner had a 2-percent greater chance of being killed in 1938 than he had in 1937. The average quantity of coal resulting from 1 man-hour of work increased 3.6 percent -from 0.615 ton in 1937 to 0.637 ton in 1938. The production of the average ton of coal was accompanied by a slightly smaller loss of life in 1938 than in 1937, the accident rate being 2.793 per million tons in 1938 compared with 2.833 in 1937.

In its investigation of more efficient methods for utilizing the coals and lignites in the United States, to the end that waste might be avoided, the value of low-grade coals increased, and the life of the nation's fuel resources prolonged, the technologic branch of the United States Geological Survey carried on a study of the factors involved in the manufacture and use of briquets, including the suitability of various coals for briquetting, the cheapest and most satisfactory binders, and the furnace behavior and evaporative efficiency of briquetted fuel. The investigations had their beginning in the work done at the coaltesting plant at the Louisiana Purchase Exposition, St. Louis, Mo., in 1904, and were continued at St. Louis and later at Norfolk, Va. Accounts of various tests and statements of the conclusions to be drawn from them have appeared in a number of bulletins. a In connection with the work at Norfolk, comparative steaming tests were made in stationary, marine, and locomotive boilers with run-ofmine coal and the same coal formed into briquets of two sizes. The tests in a locomotive boiler that are described in detail in this bulletin were undertaken to add cumulative evidence to work done at other places. They were made possible through the courtesy of the Seaboard Air Line Railway Company in supplying both the locomotive and the coal used. During the trials the locomotive stood on a side track in the shop yards of the railway company at Portsmonth, Va. No running tests were made.

The recovery of gold from sands and gravels is one of the oldest forms of mining; it antedates history and has been practiced by savage peoples. In North America the search for placer gold has been a powerful agency in the exploration and development of unknown regions and has profoundly influenced the course of our civilization. With the progress of invention, the improvements in machinery, and the availability of large capital for the conduct of great operations, the tendency in placer, as in many other branches of mining, has been toward the working of extensive but comparatively low-grade deposits. The early miner washed the rich spots in stream beds or terraces with his pan, his long tom, and his primitive sluice. Then followed the growth of hydraulic mining and the use of giants supplied with water under pressures of hundreds of pounds to the square inch that could work at a profit gravels whose gold tenor was less than 3 cents to the cubic yard. Finally came the dredge that could handle deposits lying so far below water level as to be beyond attack by other methods. Although the gold dredge was first successful on a commercial scale in New Zealand, it has reached its present strength and efficiency in this country and its development is a monument to the daring, per- severance and technical skill of the many men, mine owners and engineers who have each contributed something to the final result. The Bureau of Mines, authorized to conduct investigations for the purpose of increasing efficiency in the mineral industries, had its attention called some years ago to the need of a comprehensive report on gold dredging in the United States. The director of the bureau recognized that such a report should summarize the development of the gold dredge, should describe in detail the essential features of present-day dredges, should discuss the facts that determine whether a placer deposit can be profitably dredged, and should point out the approved methods of prospecting placer ground and of operating dredges. At the request of the director, the author undertook the preparation of such a report and has been intermittently engaged on the task for several years. This bulletin is the outcome of his labors. He hopes that it will prove of interest to designers and builders of dredges, to mining engineers, and to persons who may contemplate investing capital in placer-mining ventures.

The general distribution of metal deposits in the Canadian Cordillera can be related to its tectonic evolution. The Canadian Cordillera is naturally divisible into five longitudinal tectonic belts within which rocks are broadly similar in type, age and history. From west to east they are the Insular, Coast Crystalline, Intermontane, Omineca and Eastern Marginal belts. Seven classes of metal deposits in the Canadian Cordillera are defined and their characteristics described. These classes are skarn, porphyry, massive sulphide, stratiform, magmatic, copper in basic lavas, and vein deposits. Maps showing the distribution of medal and metal-group concentrations serve to illustrate the relations in space and time between mineralization and geologic evolution.

The first metal-mine accident-prevention course was prepared and published in 1942--45 as a series of seven miners' circulars (Nos. 51-57). The scope of the course has been broadened, revised, and brought up to date, and it is being published as a similar series of seven miners' Circulars (Nos. 51-57, revised) on accident prevention in metal and nonmetallic mines. These circulars are: Accident Statistics (Miners' Circular 51), dealing with general statistics on accidents and injuries at metal and nonmetallic mines, including causes, costs, and the uses of investigations and reports of all accidents.

The accident-prevention record of the coal-mining industry in the United States was more favorable in 1936 than in 1935, both from the standpoint of the relative safety of the individual miner on the job and of the price in life and limb that the Nation paid for its year's supply of coal. The increase in relative safety of the individual miner was indicated by a lower death rate and a lower injury rate than in the preceding year per million man-hours of exposure to the hazards of mining; that is, per million hours of work performed by the employees. (See table 1.) A reduction in the price in life and limb that the Nation paid for a year's supply of coal was indicated by a smaller death rate and a smaller injury rate per million tons of coal produced. Thus the individual miner was a better insurance risk, as far as accidents were concerned, in 1936 than in 1935, and a ton of coal used in the homes and industries of the country represented less human suffering than in 1935. The two points of view are distinct, and both should be kept in mind when considering accidents and safety in coal mining or in other industries. More men were employed in 1936 than in 1935, and more workdays were available for the individual miner. Large gains were also made in the total number of man-shifts and man-hours worked in the industry as a whole. In number of tons of coal mined, 1936 showed large gains over 1935. Moreover, the average output of coal per man-hour worked was higher in 1936 than in 1935. All of these gains were made without lengthening the average number of hours of work per man per day.

Domestic Production and Use: In 1981, 13 companies operated 32 primary aluminum reduction plants, with 3 firms accounting for 58% of production, Washington, Oregon, and Montana accounted for 32% of the total production; Texas, Louisiana, and Arkansas 16%; Tennessee, Alabama, South Carolina, and North Carolina 17%; other central and eastern States 35%. Based on published producer prices output of primary metal in 1981 was valued at over $7.5 billion. Aluminum consumption by 25,300 firms was centered in the East Central United States. "Guideline Augered Cast-In-Place (ACIP) Pile Specification and Commentary11.0 GENERAL1.1 SCOPEThe Pile Contractor shall furnish all labor, materials, tools and equipment necessary for furnishing, installing and testing Augered Cast-in-Place (ACIP) piles as shown on the Contract Drawings and as specified herein.ACIP piles are commonly referred to by several other names. Some of them are trademarks or service marks owned by Foundation Contractors and some are names that try to describe the installation process. The term “cast-inplace” is sometimes replaced with “cast-in-situ,” especially in Europe. Some common names are Auger Cast Piles, Intruded Mortar Piles, Augerpress Piles, Augered Pressure Grouted Piles, AugerPile Foundations, Continuous Flight Auger (CFA) Piles, Grouted Bored Piles, Augered Grout-Injected Piles, Drilled or Augered Uncased Piles, and Uncased Cast-in-Place Concrete Piles. To avoid confusion, ACIP pile will be used exclusively herein.1.2 PILE CONTRACTOR QUALIFICATIONSThe ACIP piles shall be installed by an experienced Pile Contractor who upon request of the Engineer shall submit evidence of successful ACIP pile installation under similar job and subsurface conditions, including a job supervisor who shall have a minimum of five years of method specific experience.The proper installation of the ACIP piles is dependent upon the procedures used by the Pile Contractor’s field representatives and equipment provided. The Pile Contractor’s personnel responsible for the installation should have relevant experience with the auguring and pumping equipment, experience placing piles under similar site conditions (including restricted headroom if appropriate), in similar subsurface conditions, as well as experience handling the special grout mixes, admixtures, etc."

The original organic act establishing the Federal Bureau of Mines in 1910 and the amended act of 1913 indicated that promotion of the health and safety of mine workers was to be ore of the chief functions4/ of the Bureau. Many of the field and laboratory studies pursued by the Bureau are designed to improve conditions under dish minors must work. As the Bureau has no legal authority to enforce safety rules, it must rely upon cooperation of employer, employees, State mining or other departments, and labor organizations for success in promulgating its finding and making recommendations. The staff of the Safety Division, which is essentially a service organization of the Bureau, is composed of 28 safety instructors, 29 engineers, 18 clersk, and 7 others engaged in promotion of an educational program in an effort to improve conditions in the mining industry. The work is directed from 14 safety stations in the United States and 1 in Alaska. The work of the personnel, of the mine safety car that operates in. the anthracite region of Pennsylvania was supervised and directed by the district engineer in charge of the Wilkes-Barre (Pa.) Safety Station.

Knowledge of the phase relations of the fluids that exist in the porous spaces of rocks constituting natural petroleum reservoirs and of the behavior of these fluids under various field conditions of operation is essential to the conservation of petroleum and natural gas and to their efficient recovery. The problem of determining whether these fluids are in the liquid or gaseous state and of recognizing the transitions that may take place as the material in the reservoir is subjected to different conditions of pressure and temperature confronts many producers today, especially in certain fields. A unity of viewpoint emerged from the workshop. The concept that transmission is via characteristic modes was a common theme in many of the presentations. Also, the confusion an the meaning of monofilar and bifilar to describe these dominant modes was cleared up. But, there was still a healthy divergence of opinion on what constitutes an optimum system. It was generally agreed that further analytical and experimental work is definitely needed. In particular, it was stressed that independent measurements of the constitutive properties of the electromagnetic environment are needed. Also, there was considerable concern that laboratory measurements of rock samples could lead to misleading results for the effective conductivities. Also, there was a general recognition that over simplified propagation theory should not be used to interpret field data. From a theoratical and practical point of view, it was realized that mode coupling plays a vital role in the transmission channel. One must not only understand which and how many propagation modes are excited by the transmitting antenna, but the conversion of energy from one mode type to another must be accounted for. This conversion can either be done intentionally (by fixed mode convertors) or non intentionally (by random wall roughness). In fact, mode conversion can be quite complicated when various propagation paths exist such as when insulated cables, leaky feeders, grounded rails, coal seams, etc. all convey portions of the electromagnetic energy. However, this state of affairs should be regared as an. opportunity for extended communication coverage in mines rather than a limitation of a desig. procedure based on preconceived notions of the dominant propagation mechanism.

The environmental and health implications of artisanal gold mining activities at mining sites across Nigeria have rekindled research interest. This study aimed to assess the scalability of naturally occurring radioactive materials in gold mining sites in Iperindo, Nigeria. Soil samples were collected from three different mining sites and control locations and analyzed for natural radionuclides, mainly 238U, 232Th, and 40K, using gamma spectrometry having a sodium iodide detector. The average activity concentration values of 61.55 ± 3.71, 72.65 ± 4.45, and 1134.99 ± 38.12 Bqkg− 1 obtained from within the mining sites for 238U, 232Th, and 40K, respectively, were above the world permissible values of 33.0 Bqkg− 1 for 238U, 45.0 Bqkg− 1 for 232Th, and 420.0 Bqkg− 1 for 40K. The average activity concentration values of 15.26 ± 3.19, 21.46 ± 4.27, 381.04 ± 23.36 Bqkg− 1 estimated for 238U, 232Th, and 40K, respectively, for the control location were, however, lower than the global permissible values. The study also evaluated other radiological parameters such as radium equivalent, dose rate, annual effective dose rate, internal and external hazard indices, and alpha and gamma indices. The obtained values were 252.83 Bqkg− 1, 119.98 nGyh− 1, 147.15 mSvy− 1, 0.85 Bqkg− 1, 0.68 Bqkg− 1, 0.31 Bqkg− 1, and 1.89 Bqkg− 1 respectively. Except for radium equivalent, external and internal hazard risks, and alpha index, which were significantly lower than the recommended threshold, all other radiological parameters were higher than the recommended global limits. Moderate data reproducibility and a p-value of 0.000574 further reinforced the robustness and reliability of the results obtained in this study.

IN spite of the uncertainty in the bituminous coal industry during 1933, progress worth recording has been made. Along with other industries, coal has felt the effects of business stagnation, but even in the worst weeks of the past four years, .the total production of bituminous coal in the United States was seldom less than half the production in some of the best weeks of the more prosperous years, a record better than that of many industries. However, the competition of other fuels and sources of power, together with the increased efficiency in the use of coal, has brought anxiety to producers. This has resulted in pressure for reduction of costs, not always by the wisest means. On the other hand, the effort to survive has directed increasing interest toward research, a wholesome development in a difficult situation. Wages, limitation of hours of labor, and the NRA have occupied much time and thought. Following a period .of wage cutting paralleling price cutting, the industry found itself rather suddenly faced by the President's Agreement, followed in due course by the Code, and then in many places by the agreement with the United Mine Workers. Although there is still some uncertainty in regard to the detailed working out of the new arrangements, there seems to be an honest endeavor by the signatories to the Code and Agreement to work them out in a straightforward manner.

These volumes report on the study initiated by the U. S. Bureau of Mines to develop and apply a methodology to quantitatively assess the probability and potential benefits of technological innovation over the next twenty-five years. The potential was recognized for new technology to solve copper industry problems in the United States. Objectives of the study were to: (1) Develop a methodology to obtain the opinions of mineral experts about future events -their likelihood of occurrence, and, conditional on occurrence, when and to what extent they are likely to occur; (2) Identify, select, and describe potential technological innovations which would have significant impact on copper production; (3) Implement the methodology and obtain the opinions of the mineral experts regarding selected copper technologies; and (4) Analyze the expected future benefits of successful technological innovations :n the copper industry. Although individual technologies are continuously examined throughout the copper 'community', this study is the first known comprehensive forecast of future copper technology. This study is also believed to be unique 1n that it represents the consensus opinion of over sixty expert copper technologists on the expected use of innovative technology in the industry over the next 25 years. The report is contained in three volumes.

This Bureau of Mines report presents a discussion of the statistical approach to the design of experiments and indicates, by concrete examples, how and when statistical design is essential for obtaining meaningful data with a minimum number of experiments. Every research worker plans his work and designs his experiments in a manner which, based on his experience, seems most rational to him and which he believes will produce the information essential for resolving the problems. If the results obtained are open to multiple interpretations and are not of definitive reliability, the failure of the experiment design to produce the desired information may be due to several causes, These include faulty judgment in selecting the factors to be tested, ignoring the importance of interaction between factors, failure to adequately control test variables, and assuming that meaningful trends in the results can be identified without comparison to a predetermined experimental error. An experienced researcher probably will deduce from the nature of the data obtained that the design is faulty and may by trial and error ultimately arrive at the correct solution to the problem. Statistical methods of planning research minimize the chance of faulty experiment design, embody concrete procedures for testing the validity and reliability of the test data and for indicating mandatory changes in the design, and enable the researcher to obtain meaningful information with the least number of tests.

Because of its convenience and availability, natural gas (and to a much less extent manufactured gas) in being used more generally throughout the country for domestic and industrial purposes. With this use, specific and little-recognized hazards have arisen owing principally to the fact that the public and the consumer lack knowledge of the explosive property of this fuel. During the past 8 years gas explosions hove occurred in public and private buildings with loss of more than 300 lives and injury to many others. Such appalling catastrophes can and will be prevented if and when the necessary precautions are taken in the construction of buildings and the installation and maintenance of gas lines and gas appliances, plus adequate supervisions inspection, and education.

WHEN this Government was founded, the framers of the Constitution wrote into that instrument a provision that Congress should "coin money and fix the value thereof;" and the Constitution prohibits making anything but "gold and silver" lawful money. So silver is written into our basic law. Shortly after President Washington took office in 1789 the Congress passed the first Mint Act, setting up the U. S. Mint. In that Act, signed by President Washington on April 2, 1792, the weight of the American dollar was fixed, and it was provided how much silver should be contained in a silver dollar and how much gold should be contained in a gold dollar. It was decided that 371 1/4 grains of pure silver was to be the standard dollar of America. That standard with respect to the pure silver content of the dollar has never changed.
