MY endeavor in this paper will be to tell something of the accomplishments and current problems of the anthracite producer and to suggest some of the avenues for technical development that seem to me to be the most necessary and likely to bear fruitful results. The several subjects, that I find of most interest will be taken up individually with brief reference to the future trend. Underground Mining and Loading ?In this field great progress has been made in the last twenty years, beginning with the introduction of the scraper system. The electrical hoists for the operation of scrapers have been improved, and give little trouble, but there is an open field for the improvement of the auxiliary apparatus, particularly in the application of roller-hearing sheaves to the guiding of scraper ropes. Also notable in the last six or seven years is the introduction of shaker chutes, so that far more anthracite is now loaded over them than by scrapers. This trend should continue to be manifest, particularly if those who are looking ahead and who are charged with the development of this specialty continue constantly to study and improve the mechanical design of their shakers.

Important reserves of nickel ore occur in the Levies district in Oriente, Cuba. The area is mountainous and mostly covered by heavy vegetation. The ore bodies comprise surface tracts of nickeliferous laterite underlain with decomposed serpentine of ore grade. The Cuban Nickel Co., a wholly owned United States Government corporation, owns a plant for leaching the nickel from its ores at Nicaro, Oriente, Cuba, Between December 1943 and March 31, 1954, 5,902,225 short tons of ore was treated, with a recovery of 116,206,519 pounds of nickel (52,711 metric tons). In 1953, 1,330, 224 short tons of ore was mined and 27;"3,129 pounds of nickel produced. The Cuban Nickel Co. also owns a townsite, with the necessary facilities, mining equipment, and 11 miles of railroad. Ore for the plant has been produced from the Ocujal-San Juan claims on lends owned by the Nicaro Nickel Co., a sub¬sidiary of Freeport Sulphur Co. The Government enterprise is man-aged by the Nickel Processing Corp. The Cuban Nickel Co. has denounced mineral concessions and has purchased other claims from private owners.

ABSTRACT Although closure sureties cover works that are carried out during the existence of a mining company, certain liabilities are not known when the surety is established and become apparent only in a late stage of the closure phase, or even after the site has been relinquished. This paper supports the concept that these financial risks lend themselves to insurance solutions. Making insurance for unknown liabilities mandatory while defining unambiguous legal conditions could create a viable market for insurance products, provide a sufficient statistical basis for the calculation of premiums, and reduce costs.

"Frac sand is industrial silica sand much like glass, foundry, filtration and blast sand. The sand must meet certain specifications set forth by the industry that consumes the product. The production and consumption of frac sand has experienced record growth in the last 10 years because of new oil and gas drilling, new horizontal well drilling, multi-stage fracturing and the stimulation of older wells that have little or no production. Frac sand is needed to “prop open” the fractures in the rock reservoirs to allow oil and gas to flow out more freely.According to the U.S. Geological Survey (USGS), the estimated production of frac sand in 2015 was 71 percent of the total production of industrial silica sand or 67.4 Mt (74.3 million st). This is a decrease of about 12 percent from 2014. However, the silica sand industry and other industry sources estimate only 50 Mt (55 million st) of frac sand were produced in 2015. In recent years both the USGS and industry studies have been very close in estimating the production of frac sand but with the recent downturn in frac sand production, perhaps, reporting to the USGS was not as accurate. These discrepancies may be that the USGS statistics are based on voluntary reporting by the industry and some companies report their approximate production, others may not. It is always difficult to obtain accurate production figures of any industrial mineral or construction aggregate operation as most companies tend to keep those figures somewhat confidential. It is certainly accurate to report that the production of frac sand had decreased since the last quarter of 2014 and through 2015. The oversupply of oil and natural gas has led to this decline in frac sand usage. Oversupply has idled drilling rigs and well completion activities. World Oil Magazine reports that 2015 was the worst year for rigs in a quarter century. The only wells being completed are those that have contract agreements to do so, others have been capped. Very few new wells are being drilled. Since about 98 percent of well completion is sand and water, the sand supply has caught up with the demand. There are some bright spots in the “oil patch” as the Permian Basin in Texas and the Woodford Shale in Oklahoma have kept pace somewhat with drilling and completion. It has been reported that the frac sand producers in the Brady-Voca, TX area are producing to nearly capacity. The northern frac sand producers like those in Wisconsin, Illinois and Minnesota are feeling the downturn because of the cost of shipping sand to these moderately active basins and plays. The “rule of thumb” is that freight is 2/3 and sand is 1/3 the cost."

This chapter deals with the systems of laws by which governments regulate the exploration for and production of the minerals within their jurisdictions. It is a summary, restricted by necessary space limitations, of material assembled by the author for a publication of the United States Bureau of Mines, "Summary of Mining and Petroleum Laws of the World," (Information Circular 80 1 7, 196 1. ) The present study is organized in three parts, dealing with (1) the historical background of these legal systems, (2) laws of the United States, and (3) laws of other countries of the world. The reader's attention is invited to the acknowledgments at the end of the chapter, which inadequately express the appreciation due those who have assisted in the collection of this material. Part I. Historical Development of Major Western Systems of Land Tenancy with Respect to the Ownership and Control of Minerals The use of metals in primitive societies was largely confined to the manufacture of weapons for self-preservation. The ruler's control over copper, then bronze, then iron, was essential to maintenance of his own ascendancy at home and his group's position against neighbors who had access to similar metals. Ancient societies were thus characterized by the ruling group's ownership of minerals and metals. The Egyptian civilization, which emerged in the fourth millenium B.C. upon the agricultural subjugation of the lower valley of the Nile, was responsible for extensive development of the upper valley as a source of mineral wealth. The production of gold during the height of that civilization has been estimated at $30,000,000 per year, thus equaling the early placers of California and Australia. THE year 1936 has seen rehabilitation of many plants which had been closed or severely curtailed. The Steptoe smelter of the Nevada Consolidated Copper Co. has been transformed by a rearrangement of the flow of material and utilization of mechanical handling to a maximum. The Phelps Dodge Corp. reports the construction of newer and better reverberatories at the Copper Queen smelter, and of particular interest, a single high-pressure waste-heat boiler placed directly over the uptake. There has also been a complete reconstruction of the smelter at the Laurel Hill plant of the Nichols Copper Co.

At the present time, when lixiviation versus amalgamation is being so thoroughly discussed by practical men, and published information is so meagre, the following tests, made by students in the mining laboratory of the Massachusetts Institute of Technology, may be of interest to others. The ore experimented upon was obtained from the Sombrerete mines near Zacatecas, Mexico. A careful analysis of the dried sample resulted as follows : Per cent. Introduction There are 1.4 Gt (1.5 billion st) of recoverable coal under less than 914 m (3,000 ft) of cover in Colorado in pitching seams. Snowmass Coal Co., in cooperation with the US Department of Energy, introduced the longwall mining method in pitching seams to North America. This venture is a coal mining research program directed toward the profitable production of coal under difficult mining conditions as found in pitching seams of the western US. Snowmass Coal classifies pitching seams into the following categories for longwall on the strike in seams 3 m (10 ft) or less thick: • Flat = 0 to 10°: Normal continuous mines and shuttle cars work efficiently. • Slight = 10° to 22°: The maximum pitch that rubber tired equipment will function. • Moderate = 22° to 40°: The angle of repose of mined coal. • Steep = 40° to 60°: The limit of safe use of this roof support. • Vertical = over 60°. The longwall roof support covered here will work in all pitches except vertical. The shearer and conveyor will work in flat through moderate conditions. Longwalling across strike with this equipment in seam pitch over 60° could be accomplished with an inclined face. Development of the first longwall panel began in 1979 and was completed in 1981. The longwall equipment was installed and mining began on Aug. 11, 1981. Mine Planning and Development The original mine plan took advantage of old works abandoned in the 1960s. The gates were developed on a two-entry system with the entries rising 2° to the strike, allowing water to drain from the face. The mining method was by Alpine F6A road header continuous miners with bridge conveyor type coal transport into 5.4-t (6-st) bottom dump coal cars hauled on 1.1-m (42-in.) gauge track by 7.2-t (8-st) battery locomotives. The initial concept was to haul coal from the longwall by battery locomotive. Lack of discipline, however, was shown in the irregular direction of the gate entries, and local rolls in the coal seams severely limited the capacity of battery locomotives. Current mining law prohibits using an intake escapeway for belts or trolley locomotives. A two-entry system is the simplest method of panel development in a pitching seam. A continuous miner cannot be trammed from one entry to another because of steep "X" cuts. Thus, the development requires a continuous miner in each entry. The configuration of the old mine works resulted in a first panel longwall block of three 108 m x 1.6 km (355 ft x 5,400 ft). In panel development, the use of battery locomotives for coal hauling became evermore costly. When the panels were completed and the setup room finished, the lower gate entry was changed to a belt entry and battery locomotives were abandoned. A new slope was driven and the mine supply system was converted to rubber tire diesel supply. The latest generation of roadheader and standard high powered shuttle car-to-belt system is now used for development. Selection of Longwall Equipment Longwall mining across the strike on pitching seams is currently practiced in many nations. Equipment similar to that used by flat seam longwalls is available for pitching seam use in Great Britian and Germany. Face equipment includes a twin outboard armored face conveyor. It was selected to give maximum retention of coal on the conveyor due to flight rigidity and to prevent coal from sliding down the face and jamming the lower belt gate. Also selected was a 22-mm (0.9-in.) Dowty twin-outboard face conveyor for a 106-m (350-ft) face with a single 112-kw (150-hp) drive

Metal-mine fires in the United States are not of frequent occurrence and relatively for of those that do occur result in loss of life, although many cause heavy property loss or are costly to extinguish. Over a span of years, however, more lives are lost in metal Trines from fires than from any other of the untoward occurrences which afflict metal mining, such as electrical storms, floods, cave-ins, magazine explosions, or strikes. In perhaps more than 90 per cent of the fires. in metal mines' there is no loss of life; hence, the general public, even the general mining public, seldom hears of these fires, though the property loss frequently reaches hundreds of thousands of dollars; on the other end, in some instances the property damage from an underground metal-mine, fire has been negligible and the loss of life comparatively high. In any comprehensive study of metal-mine fires, ventilation is certain to be found a vital factor. The influence of ventilation on fires and the influence of fires on ventilation are of vital importance. In metal-mine fires very few persons meet death from actual contact Pith heat or flame; nearly all fatalities are duo to asphyxiation or suffocation. A well-planned, well-installed, and well-operated mechanical ventilation system is unquestionably one of the best available present-day protections from loss of life and property in case of fire in a metal mine; that this is true is attested by the usual helplessness of mining officials in trying to handled underground fires in a mine that has not had the foresight to install mechanical equipment to control underground air flow. On the other hand, the establishment of high-velocity air currents without sufficient day by day attention to such details as the method of coursing, or controlling, or confining them most certainly tends to increase dangers from fires rather than to aid in the avoidance or elimination of these dangers; the truth of this latter statement is shown by the fact that the greatest, loss of life in metal-mine fires during the past 20 years has been in relatively well-ventilated workings, and in every case the life loss has been due to some more or less trivial or easily remedied defect in the Ventilating system - usually a defect that has had some reference to doors used or supposed to be used to deflect or control air currents.

The nickel deposits within the Honeymoon Well project area (26¦ 40'S, 120¦ 25'E), located 45 km south of Wiluna, occur in the northern part of the Agnew-Wiluna belt (Figure 1; Hill et at, 1990). The project area is covered by up to 50 m of transported material which greatly hampers both exploration and an understanding of the bedrock geology. Since 1990 intensive exploration has increased the resource from 10 Mt at one per cent Ni to 134 Mt at 0.76 per cent Ni in five deposits (0.4 per cent Ni cut-off, resources above 300 m depth, December 1994). This includes a massive sulphide resource of 2.5 Mt at 3.4 per cent Ni.

THE value of chemical research has been so thor¬oughly demonstrated in the last few decades that the general public has become "research-conscious" to an extent which allows the advertising agent and publicity man to make use of research as a selling point in his advertising campaigns. We thus see the advertisements of concerns in the most varied industries stressing the research which is back of their products. The reason for this "research-consciousness" of the general public. is primarily that the products of research have increasingly engaged public attention and have. revolutionized our daily life. When we. reverse the flight of .time and imagine ourselves-in the century previous to our own, we find that we are .without the automobile, the radio, the improved telephone and electric light, refrigerated transportation, the airplane, X-rays, and many other things now taken for granted. A generation ago we find gloomy prophets foretelling the certain over-population .of the world within a few decades and an insufficiency of food due to lack of the fixed nitrogen which is now so plentifully ours.

"The use of recycled water in flotation has significant effects on flotation and selectivity because the recycled water contains many dissolved compounds and ions that alter the chemistry of the system. In this study, the effects of calcium, magnesium and sulfate, which are abundant components in recycled water, were investigated on galena, sphalerite and pyrite flotation using pure minerals and a complex sulfide ore by conducting bench-scale flotation, microflotation and zeta potential measurements. The bench-scale flotation tests indicated that higher recoveries of galena and sphalerite are obtained when water is recycled, due to higher concentrations of ions in recycled water. However, there was a critical ion concentration for galena recovery. The microflotation tests showed that galena recoveries at different pHs in recycled water are lower than in tap and distilled water. Pure sphalerite recoveries improved in recycled water in the bench-scale test with ore. Pure pyrite was depressed with recycled water as well. Zeta potentials became less negative with increased calcium and magnesium ion concentrations due to their adsorptions, and the presence of sulfate ions was seen to increase the negative charges of sphalerite and pyrite, conversely for galena. IntroductionWater is among the most important elements for mining and mineral processing. The distance to water sources is one of the major factors for mine site selection. The mining and mineral processing sector needs and consumes large quantities of water. In Chile in 2014, the copper mining sector alone consumed 12.7 m3/s fresh water for 1.189 tons of ore processing, and recycled 74 percent of the consumed water (Chilean Copper Commission, 2015). A plant that does not reuse or recycle any water will require 1.9 to 3.0 m3 of water per ton of ore processed (Gunson et al., 2012). Many stages of mineral processing, such as grinding, gravity concentration, dense medium separation, wet magnetic separation, flotation and hydrometallurgical operations, use large volumes of water (Schumann, Levay and Ametov, 2009).In mineral processing plants, the process water is recycled from the tailings dams, thickener overflows, and dewatering and filtration units. Wet concentration processes can require large quantities of water. Flotation, the most common process, typically takes place at 25 to 35 percent solids by mass. Most flotation plants practice at least some water reuse and recycled. Modern mines and mineral processing operations generally aim for zero water release (Levay, Smart and Skinner, 2001). In most cases, water quality has been found to affect flotation performance, and this interaction remains under investigation."

This paper describes the location, features, qualities, extent, and potential of iron occurrences and some associative resources -limestone and dolomite, coal, petroleum and natural gas, power, and water - in New Mexico. Reconnaissance investigations were made of 118 iron occurrences to deter-mine their extent, attitude, and potential; character samples were analyzed to determine their quality and impurities; and pioneer metallurgical investigations were made on character samples to present their metallurgical problems. Some factors influencing past and potential iron markets are discussed. The most abundant iron minerals are magnetite and hematite. The higher grade deposits are extensive contact-metamorphic and pyrometasomatic replacements in calcareous Paleozoic rocks associated with intrusives. Low-grade deposits of considerable potential are the extensive Cambrian oolitic hematites of sedimentary origin and the Precambrian magnetite-hematite taconite iron formation. Iron occurs also as extensive colluvial and alluvial concentrations. A wide variety of accessory elements are indicated and these pose metallurgical and economic problems.

EARLY in 1936, when the American Petroleum Institute issued -J "American Petroleum Industry," which was a survey of the current position of the petroleum industry, and its future outlook, and the figures for petroleum requirements .for 1950 and 1960 were widely publicized by the several oil journals, the impression was given that the petroleum- industry must be nearing maturity and would by 1950 have passed the high' point of its obligations to business progress in the United States.`' Let -us look at the figures which might conduce, this thought. Referring to p. 32 of the report, the total indicated crude-oil requirements in 1940 are 1,099,000,000 bbl-; for 1950, the peak, 1,109,800,000 bbl.; for 1960 a decline to 1,071,020,000 bbl. This downward trend, then established, is probably expected to continue. And this in the face of a crude production in 1935 of 993,942,000 bbl., 38,858,000 bbl.

This report summarizes the Bureau of Mines noise-control research program from 1972 to 1982. Each segment of the mining industry--under- ground coal, underground hardrock, surface mining, and processing plants--has different noise-control problems because of vast differences in working procedures, equipment, and workplace design. The Bureau has identified the most serious noise problems in each segment and has developed strategies for attacking these problems. This publication points out the need for noise control in the mining industry, discusses Federal regulations governing worker exposure to noise, and describes the Bureau's overall approach to mining noise- control research. It traces the history of noise overexposure in each segment of the mining industry and discusses the major noise sources. It provides detailed information on noise-control research efforts in the Bureau's major areas of emphasis, including the results of these efforts. Finally, the report discusses the Bureau's future role in research on mining noise control, emphasizing the need to expend more effort on long term in-house investigations into the noise problems that have been identified in past programs as the most serious ones.

An investigation is made into whether commercially available equipment can be used to engineer effective emergency warning systems for underground coal mines. Discussions with members of the Bureau and the Mining Enforcement and Safety Administration established that the preferred system should operate over the existing Pager Phone twisted pair, and broadcast an audio alarm. Applicable equipments such as voice band tone signaling equipment, alarm sounding equipment, mine telephones and complete alarm systems from over thirty manufacturers are listed. Factors affecting the range over which an alarm could be detected in representative mine situations were studied. These included (a) the subjective masking effects of typical background noise found in mines, such as that due to continuous miners (b) the attenuation of sound in mines (using both a theoretical and experimental results) and (c) the attention-getting qualities of different sound for miners. Audio alarm systems meeting the requirements can be installed and representative systems are described.

Two different techniques were used to make measurements of the absolute value of electromagnetic noise in an operating coal mine, Robena No.4, located near Waynesburg, Pennsylvania. One technique measures noise over the entire electromagnetic spectrum of interest for brief time periods. With present instrumentation, the spectrum can be covered from 40 Hz to 400 kHz. It is recorded using broad-band analog magnetic tape, and the noise data are later transformed to give spectral plots. The other technique records noise envelopes at several discrete frequencies for a sufficient amount of tine to provide amplitude probability distributions. The specific measured results are given in a number of spectral plots and amplitude probability distribution plots. The general results are that at frequencies below 10 kHz, power line noise within the mine is severe. Impulsive noise is severe near arcing trolleys, and at lower frequencies near any transmission line. Carrier trolley phone signals and harmonics are strong throughout the mine whenever the trolley phone is in operation. Additional information beyond that included in this report may be obtained from the authors, who are with the Electromagnetics Division of the National Bureau of Standards.
