This Bureau of Mines report comprises tables listing the name, location, and other pertinent data concerning certain future fuel-related projects. The tables include information on projects involving the proposed or planned development of fuel resources, as well as the development of storage, transportation, and conversion facilities; the report covers the 26 States east of the Mississippi River. Of the total 594 projects for which information is provided, 492 concern coal mines and electric generating plants.

An essentially chemical technique has been developed on a small scale for the efficient utilization of certain domestic titaniferous iron ores. Three main steps are involved: (1) Sintering the ore at 1,050° C. with carbon and soda ash to reduce the iron to metal powder, retaining the titania in the slag, (2) separating the powdered iron from the slag, after wet grinding, by magnetic or gravity methods, and (3) sulfuric-acid decomposition of the titania fraction to produce pigment and certain byproducts. The technique was first applied to the tailings from the Bureau of Mines bauxite-concentrating plant at Bauxite, Ark. A good grade of powdered iron was produced from this material. Subsequently, the work was diverted to the study of the titaniferous magnetite from the MacIntyre Mine at Tahawus, N.Y., because of the potentially higher recoveries of iron, titanium and vanadium. Ninety percent of the iron in this ore has been recovered as an iron powder analyzing 90 percent metallic iron and containing 2 to 3 percent TiO2. The remaining titania was found in the slag and was recovered as pigment-grade TiO2 by application of a suitable technique. The vanadium was distributed between the TiO2 fraction and the alkaline liquor resulting from the wet-grinding and magnetic-separation operations, with only a minor proportion retained by the metallic iron.

An evaluation of the use of manually activated, installed,. dry chemical fire protection systems on underground metal and nonmetal mine vehicles is described. In addition, an assessment of the possible health risks posed by the dry chemical extinguishing agents used in such systems is provided. Work involved installation of fire protection hardware on an operating piece of underground metal/nonmetal mine equipment and, via actual fire tests, a determination of the effectiveness of the hardware in extinguishing on-vehicle fires. Two fire protection systems were installed on a Caterpillar 988 front-end loader in St. Joe Mineral's Fletcher mine, near Viburnum, Mo. Both a fully pressurized Safety First CM-20 and a nonpressurized cartridge actuated Ansul A-101 were installed for comparative purposes. Both systems operated satisfactorily during an 8-month endurance trial period which preceded the actual fire tests. Each system was able to extinguish an 18" x 4" class B test fire placed in the engine area of the machine. The health hazards analysis of dry chemical powder consisted of a detailed search of published literature relating to these multipurpose agents. This data was verified via a controlled laboratory analysis of two monoammonium phosphate based powders (Safety First Unikem and Ansul Forey) and an analysis of air samples collected at various locations on the test vehicle during the fire tests. Although the powder was found to be nontoxic, two potentially dangerous thermal decomposition products were identified--ammonia and phosphoric acid. However, later analysis indicated that an operator would not be exposed to dangerous concentrations of either compound if he were to remain outside of the powder cloud. A "Selection and Use Manual for Manually Activated, Fixed Fire Suppression Systems on Underground Metal and Nonmetal Mining Equipment" was prepared both as an, appendix to the report and for distribution under separate cover.

In the year 1948, more than ever before, the coal industry established itself on the threshold of a new and exciting future expansion. While production did not equal the wartime and peacetime peaks of 1944 and 1947, it was, in review, a good coal year. During the latter part of the year a combination of mild weather, record stock piling, and general business slackening reduced coal demand to the extent that marginal mines suspended operations, while mines remaining active found it necessary to renew their attention to producing better products at lower operating costs.

In 2008, the authors developed a methodology for identifying underground coal mines at high risk for major-hazard events. It focused on major hazard-related violations of safety standards associated with high-risk conditions. Later, using a sample of 103 mines with 2008 and 2009 data, injury measures and U.S. Mine Safety and Health Administration (MSHA) citation data were combined into a safe performance index (SPI). The SPI was used to assess the relative safety-related risk of mines, including by mine-size category. In this paper, comparisons are made of SPI-associated, normalized safety performance measures across mine-size categories, with emphasis on small-mine safety performance as compared to large and medium-sized mines. Energy consumption in domes tic copper production has increased nearly 60 percent in the last 10 years, reaching approximately 175 trillion Btu in 1973. Energy required to produce 1 pound of copper rose from nearly 41,000 Btu in 1963 to nearly 50,000 Btu in 1973. Production from lower grade ores and strict pollution control regulations have contributed to this increase. Each stage of copper production has been analyzed to determine total energy consumed, energy mix required, cost of the energy, and recent or proposed changes in operations which may affect the consumption of energy by the copper industry. Data have been gathered from a recent Bureau of Mines canvass of the industry, from visits to copper operations, and from conversations with copper industry officials.

In August 2006 a technical alliance was formed between Orica Mining Services and Century Mine to provide blasting solutions. The alliance is in the form of a Rock to Specification (R2S™) service, one of Orica’s Blast Based Services (BBS™). The ultimate goal was to facilitate the rapid expansion of material movement from 26 to 41M m3 (34 to 53M yd3) per annum while maintaining a reliable ore supply to the mill.

Electromagnetic energy emitted from electronic devices has been known to interfere with other electronic systems, hindering their ability to function properly. Mines have many electronic devices critical to the health and safety of mine workers that could be negatively affected by electromagnetic interference (EMI). To ensure that devices are electromagnetically compatible, tests must first be conducted to measure emissions and check for immunity. There are many standards available across multiple industries that prescribe emission limits and test methods for electronic devices. Due to the unique environment of an underground mine, it may not be enough to simply adopt a standard from another industry to mining. A literature review has been conducted, and an overview of EMI standards in other industries will be provided in this paper. Also, an example of how a standard can be applied to mining equipment is presented. Finally, recommendations on standards which could potentially be applied to mining will also be included. This work will inform the mining industry of EMI standards in other industries so that mine workers and technology manufacturers have guidance of the steps that can be taken to investigate and reduce the impact of electromagnetic interference and potentially work toward electromagnetic compatibility. The findings and research involved in this effort can also be used to explore the need to develop mining-specific EMI recommendations and standards.

When the United States Geological Survey began operations at the coal-testing plant erected at the Louisiana Purchase Exposition at St. Louis, Mo., in 1904, it had already outlined a comprehensive plan for the systematic study of coals, lignites, and other mineral fuels with reference to their suitability for particular purposes and the methods by which they could be utilized most efficiently. Recognizing the need of information on the relative economy of producer gas as compared with steam for power purposes and the lack of comparable tests of American coals in the gas producer, the Geological Survey undertook investigations of the merits of different coals as producer fuel for the purpose of promoting efficiency in the utilization of the nation's fuel supplies. These investigations were carried on at St. Louis, Mo., and, later, at Norfolk, Va., and Pittsburg, Pa. The aet of Congress approved May 16, 1910, transferred the fueltesting work being carried on by the Geological Survey to the Bureau of Mines. This bureau is conducting producer-gas tests at P~ttsburg, Pa., and is publishing and distributing reports relating to all the fuel tests made by the Survey. These investigations into the possibility of generating producer gas in a commercial way for power purposes from the various fuels of the country have been associated with steaming, briquetting, coking, and other tests, all of which supplemented an examination into the nature, extent, and distribution of the fuels. The tests have all been made with carefully selected representative samples and carload lots of materials procured specially for the purpose by experienced collectors.

Under the auspices of the Geophysical Committee of Michigan College of Mining and Technology, an investigation was made in Michigan's Upper Peninsula to obtain geophysical data related to the regional subsurface geology in the area covered by Paleozoic sediments. The area surveyed includes that portion of the Upper Peninsula which lies between R18W to R26W and T41N and T49N, covering approximately 1300 square miles. On the index map, Fig. 1, it is represented by the cross-hatched zone west of Munising. Four of the five sites of detailed investigation are indicated by the letters A, B, C, and D. A detailed gravity and magnetic survey had previously been conducted by J. G. Wilson near Perkins, 8 miles north of Rapid River, on a local anomalous area. Results of his work, which showed a large positive magnetic anomaly associated with a gravity anomaly, aroused interest in the possible economic significance of the formations underlying the Paleozoic sediments in this part of the Upper Peninsula.

Drilling activity in the South Texas area, which includes the South Corpus Christi and Laredo districts, showed a marked decline during 1941 from that of the preceding year. The rate of new discoveries, however, 'compared favorably with exploratory results of 1940 because of the many new productive sands opened in existing fields. South Texas completions for 1941 were about 12.3 per cent below the 1940 figure, compared with an increase of approximately 5.5 per cent in the total number of completions in the United States during 1941 over the 1940 total. During the year, 1452 wells were drilled in this area; of these, 1205 were drilled in or as extensions to the proven fields, and 247 were rank wildcats drilled in search of new producing pools. The comparable 1940 figures were: 1320 field or extension wells and 336 rank wildcats, a total of 1656 completions. This represents a decline in 1941 of approximately 8.7 per cent in proven-area wells, and of about 26.5 per cent in rank wildcats. It must be stressed that wells that were considered rank wildcats at the beginning of operations, but which opened production later classified as additions to existing fields, are not regarded as rank wildcats in this and previous annual reports on this same area. These wells are classified as semiwildcats (Table 2). There were 13 new oil or distillate fields and 4 new gas areas opened during the year, as listed in the next column. This listing represents a decline of 32 per cent from the 25 new areas found during the previous year, and to a great extent can be attributed to the 26.5 per cent decline in wildcatting. The rate of new discoveries based on the 247 wildcats was 14.5 to I, which compares somewhat unfavorably with the 13.4 to I ratio obtained in 1940 (Table 5). Dry wildcats totaled 230. The proof of the prolific character of the South Texas area as a source of petroleum reservoirs is to be found in the fact that of the 1205 field or extension (semiwildcat) wells completed during the past year 61 opened production from new sands or found crude in formerly distillate-producing sands. The 1940 total of 1320 such wells accounted for 50 horizons that provided either new production or crude in distillate sands, and in this respect the 1941 rate of discovery shows to greater advantage, the ratios for new sands being 19.7 to I for 1941 and 26.4 to I for 1940. The results of laboratory characterization of tailpipe emissions for three “clean” engines that meet U.S. EPA Tier 4 final emissions standards were used to assess the viability and effectiveness of repowering existing engines and powering new mobile equipment with those engines as a control strategy for reducing exposure of underground miners to diesel aerosol and criteria gases. The evaluated engines were representative of those that achieve the emission standards through implementation of various in-cylinder emissions control strategies, use of crankcase filtration, and use of three types of exhaust aftertreatment systems: (1) diesel oxidation catalytic converter (DOC), (2) combination of DOC and the full-flow wall flow monolith diesel particulate filter (DPF), or (3) combination of DOC, diesel exhaust fluid (DEF) based selective catalytic reduction (SCR) system, and ammonia slip catalyst (ASC). The study showed that the highest reductions in concentrations of diesel aerosols in underground workings, in terms of both mass and number, could be achieved if the engines, preferably in all power classes, are fitted with viable DPF systems. The use of U.S. EPA Tier 4 final engines equipped with DOC and DOC/SCR/ASC systems could help operators to considerably reduce mass, but not number concentrations of aerosols. The emissions of two of the evaluated engines, one equipped with DOC and the other equipped with DOC/DPF systems, were characterized by substantial secondary NO2 emissions that would limit the viability of those engines for underground mining applications. It appears that the catalyst formulations used in the exhaust aftertreatment systems of the “clean” engines marketed to the underground mining industry need to be formulated to minimize the potential for generation of secondary NO2 emissions. The results indicate that the engines fitted with viable SCR/ASC systems present a low-NO2 alternative. All three “clean” engines were found to have low CO output. Therefore, due to nuances associated with the use of diesel-powered mobile equipment in underground mines, special attention needs to be paid to the selection and potentially optimization of “clean” engines for underground mining applications.

The National Institute for Occupational Safety and Health?s Pittsburgh Research Laboratory conducted a full-scale test of a composite polyurethane-aggregate seal in a hydrostatic chamber at the Lake Lynn Experimental Mine. This composite seal consisted of a polyurethane and limestone aggregate core that was formed between two concrete block walls. In the hydro-static chamber test, water is used to pressurize the seal. During the test, the maximum average water pressure the seal was able to withstand was 18.9 psi. Further, the seal began to yield at an average water pressure of only 17 psi. At the time of the test, the minimum seal design requirement was 20 psi under 30 CFR4 75.335 (2005). Therefore, based on this test, the seal did not meet the regulatory minimum design requirement. Uniaxial compressive tests conducted on samples from the polyurethane-aggregate core revealed that both the compressive strength and the elastic modulus of the material were much less than that for polyurethane only with a density of 10.0?12.0 lb/ft3. The significant reduction in the strength and stiffness of the polyurethane-aggregate mixture results from the formation of a soft polyurethane foam around each piece of aggregate. The formation of the soft foam seems to be caused by residual moisture from the aggregate. The moisture also caused the density of the polyurethane in the polyurethane-aggregate mixture to be less than the design requirements. The lower density of the polyurethane in the mixture, along with the formation of zones of pure polyurethane only, resulted in the overall seal density being less than the design requirements. During seal construction, steps were taken to control the moisture, but were not successful. An analysis of the seal failure showed that the calculated shear stresses at failure and the estimated shear strength of the polyurethane-aggregate mixture are fairly close. This suggests that the strength properties of the polyurethane-aggregate mixture along with a weak zone of poorly bonded aggregate controlled the maximum pressure the seal could withstand. At the time of the seal testing, the minimum design requirement was 20 psi, as specified at 30 CFR 75.335 (2005). New emergency temporary standards for seal designs were promulgated on May 22, 2007, with a minimum requirement of 50 psi under specified conditions. However, it will be shown that the evaluation of the polyurethane seal performance as designed to meet the older 20-psi criterion can be relevant to the design requirements under the new standards.

This report presents the results of a study examining the relationship between supervisor characteristics and performance in underground coal mines, The specific objectives of the research include; document tasks performed by first-line supervisors during a normal shift; explain why supervisors carry out their duties as they do: identify salient characteristics of effective first-line supervisors; and formulate criteria for selecting and developing candidate supervisors. To accomplish the study objectives, on-site observation and data collection was carried out at 13 underground mines in Illinois, Ohio, and Pennsylvania. One hundred thirty-eight first-line supervisors were observed during a full work-shift and discussions with the supervisors and the mine superintendent were held during the course of the visit. The observational data from the study provide a detailed description of what supervisors to during their shift. The report begins with an introduction discussing the problem being studied and objectives of the research. The literature related to supervisor selection is then reviewed. The following section describes the research design including data collection procedures and statistical methodology used in the study. The next sections present the analysis of mine, section, crew, and supervisor characteristics. The report concludes with a discussion of the results of the study and recommendations concerning supervisor selection and development.

"The Federal Bureau of Mines serves the mining industry by approving equipment that is designed to prevent explosion, fire, shock, or toxic hazards in mines when such equipment is used and maintained in a proper manner, through research, consultation, testing, and inspection, the Bureau studies machinery and component parts submitted by manufacturers and others. Before receiving the Bureau's approval as permissible for safe use in mines, equipment must pass exacting tests and must meet strict requirements established through research and experience and listed in the Bureau's various permissibility schedules. An important phase of the Bureau's research is the testing of diesel engines.Mobile diesel-powered equipment can be used safely in underground noncoal mines and tunnels when mechanical ventilation is provided to dilute and remove the exhaust gas and to replenish oxygen in the underground atmosphere. Safe ventilation is determined by suitable tests of each engine used in a diesel machine. This ventilation cannot be predicted safely, accurately, and economically from any general empirical relationship.In determining safe ventilation, the quantities of carbon dioxide, carbon monoxide, and oxides of nitrogen generated by a diesel engine must be ascertained. These quantities are related to the displacement of the engine, its speed of operation, the design of the combustion chamber, and the fuel:air ratio needed to produce useful power. At overrich fuel:air ratios, all diesel engines generate excessive quantities of toxic carbon monoxide and smoke. The results of engine tests are used to determine a maximum fuel-injection rate at or below which carbon monoxide can be controlled by a reasonable ventilation and smoke is essentially eliminated. Toxic oxides of nitrogen are related to fuel:air ratio and the design of the combustion chamber. Their concentration in the exhaust cannot be controlled by engine adjustments, and each engine appears to have individual characteristics concerning formation of these oxides. Production of oxides of nitrogen frequently is the most important factor in determining safe ventilation."

This Bureau of Mines report is a background study of severance taxes on mineral production. The rates, bases, and other features of State severance tax legislation as of March 1978 are presented, as are the amounts of State severance tax collections for fiscal year 1977, Some statistical comparisons between severance tax collections, total State tax collections, and total value of mineral production in the States involved are presented to portray the relative importance of severance taxes both in State tax revenue systems and in mineral industry revenues. A general discussion of the purposes and principles of taxation, the unique nature of a mining enterprise, the various types of taxes imposed on mineral production, and the character and rationale of the severance tax and its impacts on mining firms sets the severance tax in perspective. A bibliography of materials on the severance tax is included.

A model is being developed to quantify the benefits for mining houses resulting from the reduction in greenhouse gas and energy consumption by the application of innovative blast designs in addition to direct financial benefits throughout the mine to mill value chain. The conversion from shock tube initiation systems to electronics and some changes to powder factor measured on an open pit mine had previously been used to show significant improvement on blast outputs. Benefits were realised on drilling, blasting, loading, hauling and beneficiation. Quantification of the relationship between powder factor and reduced greenhouse gasses is investigated in this study. The study has highlighted new data that must be recorded and hence some assumptions were made as to fuel consumption and the energy in crushing was obtained from the Bond work equation. The mine to mill projects in an open pit platinum mine and a quarry produced energy savings and reduced greenhouse gas emissions associated with the careful application of explosives and blast innovations. The less fines project showed an increased carbon footprint. The model provides a new insight into how project feasibility should be decided based on economic and environmental viability.

Senior staff representatives of the Bureau of Mines and the National Institute for Occupational Safety and Health (NIOSH) met in Washington on September 6, 1972, to review and evaluate their cooperative accomplishments to date and to consider the planning and conduct of future coordinated activities. The six presentations given at this joint staff seminar are published here for the benefit of those concerned with the problems of coal mine health, and especially those with responsibilities in administering the Coal Mine Health and Safety Act of 1969.
